為深入貫徹落實習近平(ping)總書記在全國(guo)(guo)(guo)國(guo)(guo)(guo)有(you)企業黨的(de)建(jian)設工(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議上的(de)重(zhong)(zhong)(zhong)要(yao)指示精神,張毅書記、肖亞慶主(zhu)任(ren)第(di)一(yi)(yi)時間對(dui)改革監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)體(ti)制機(ji)(ji)制充分(fen)發揮(hui)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)作(zuo)(zuo)(zuo)用進(jin)行(xing)全面(mian)部(bu)署。結合(he)機(ji)(ji)構調(diao)整(zheng)和(he)職(zhi)能轉變,國(guo)(guo)(guo)資委(wei)(wei)提出(chu)了加強監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)的(de)重(zhong)(zhong)(zhong)要(yao)舉(ju)措(cuo)。一(yi)(yi)是(shi)強化工(gong)作(zuo)(zuo)(zuo)領導(dao)(dao)。調(diao)整(zheng)領導(dao)(dao)班子分(fen)工(gong),除原(yuan)有(you)一(yi)(yi)名國(guo)(guo)(guo)資委(wei)(wei)副主(zhu)任(ren)分(fen)管(guan)(guan)(guan)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)工(gong)作(zuo)(zuo)(zuo)外,增(zeng)加一(yi)(yi)位委(wei)(wei)領導(dao)(dao),專(zhuan)門協(xie)助分(fen)管(guan)(guan)(guan)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)工(gong)作(zuo)(zuo)(zuo),進(jin)一(yi)(yi)步加強對(dui)國(guo)(guo)(guo)有(you)資產監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)作(zuo)(zuo)(zuo)的(de)領導(dao)(dao)。二(er)是(shi)強化機(ji)(ji)構支(zhi)持(chi)。整(zheng)合(he)委(wei)(wei)內監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)資源,設立(li)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)一(yi)(yi)局、監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)二(er)局、監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)三(san)(san)(san)局,與監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)形成“一(yi)(yi)前一(yi)(yi)后”互相配合(he)的(de)關系,負責監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)反映問題的(de)深入核查(cha)、分(fen)類處(chu)(chu)置、整(zheng)改督(du)(du)(du)(du)辦(ban)工(gong)作(zuo)(zuo)(zuo),組(zu)織開(kai)展國(guo)(guo)(guo)有(you)資產重(zhong)(zhong)(zhong)大(da)損(sun)失(shi)調(diao)查(cha),提出(chu)相關責任(ren)追(zhui)究(jiu)的(de)意見建(jian)議,形成監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)作(zuo)(zuo)(zuo)完整(zheng)閉環。三(san)(san)(san)是(shi)強化運(yun)行(xing)機(ji)(ji)制。分(fen)別以(yi)(yi)委(wei)(wei)黨委(wei)(wei)會(hui)(hui)和(he)主(zhu)任(ren)辦(ban)公會(hui)(hui)、分(fen)管(guan)(guan)(guan)委(wei)(wei)領導(dao)(dao)、監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)主(zhu)席為主(zhu)體(ti),形成領導(dao)(dao)決策(ce)(ce)、協(xie)調(diao)處(chu)(chu)置、監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)報(bao)告(gao)等“三(san)(san)(san)個(ge)平(ping)臺(tai)”,推動監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)成果(guo)綜合(he)運(yun)用。第(di)一(yi)(yi)平(ping)臺(tai)為監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)報(bao)告(gao)平(ping)臺(tai),由監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)主(zhu)席負責,監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)承擔具體(ti)工(gong)作(zuo)(zuo)(zuo),主(zhu)要(yao)任(ren)務(wu)是(shi)發現和(he)報(bao)告(gao)問題,督(du)(du)(du)(du)促(cu)落實應由企業自行(xing)整(zheng)改的(de)事(shi)(shi)(shi)項;第(di)二(er)平(ping)臺(tai)為協(xie)調(diao)處(chu)(chu)置平(ping)臺(tai),由分(fen)管(guan)(guan)(guan)委(wei)(wei)領導(dao)(dao)負責,三(san)(san)(san)個(ge)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)局承擔具體(ti)工(gong)作(zuo)(zuo)(zuo),主(zhu)要(yao)任(ren)務(wu)是(shi)推動監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)檢查(cha)成果(guo)的(de)綜合(he)運(yun)用;第(di)三(san)(san)(san)平(ping)臺(tai)為領導(dao)(dao)決策(ce)(ce)平(ping)臺(tai),以(yi)(yi)國(guo)(guo)(guo)資委(wei)(wei)黨委(wei)(wei)會(hui)(hui)和(he)主(zhu)任(ren)辦(ban)公會(hui)(hui)為主(zhu)體(ti),研(yan)究(jiu)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)工(gong)作(zuo)(zuo)(zuo)中的(de)重(zhong)(zhong)(zhong)大(da)事(shi)(shi)(shi)項,聽取監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)主(zhu)席對(dui)有(you)關企業監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)檢查(cha)重(zhong)(zhong)(zhong)大(da)情況的(de)報(bao)告(gao)以(yi)(yi)及監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)局專(zhuan)項工(gong)作(zuo)(zuo)(zuo)匯(hui)報(bao),實現出(chu)資人管(guan)(guan)(guan)理和(he)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)的(de)有(you)機(ji)(ji)統(tong)一(yi)(yi)。

王文斌(bin)指出,通過“三(san)個(ge)(ge)強化”、“三(san)個(ge)(ge)平臺”、設立“三(san)個(ge)(ge)監(jian)督(du)局”以及“四個(ge)(ge)進一步”,進行體(ti)制(zhi)(zhi)機制(zhi)(zhi)調整(zheng),將更加強化對企業國有資產(chan)(chan)的監(jian)督(du),更加有效發(fa)揮(hui)監(jian)事會(hui)的制(zhi)(zhi)度優(you)勢,更加充分(fen)發(fa)揮(hui)監(jian)事會(hui)在防(fang)止國有資產(chan)(chan)流失(shi)方面(mian)的重要作用,努(nu)力打造(zao)法治央企、陽光(guang)央企。

會(hui)議還通報了(le)黨的十(shi)八大(da)以來監事會(hui)第五任期(qi)履(lv)職成效和第六任期(qi)主(zhu)要工作。
