靈活、高(gao)效的基金運作(zuo)模式(shi),已經成為深(shen)化國(guo)企改革,以管資(zi)本為主完善監管體(ti)制(zhi)改革的重要抓手。公(gong)募基金因為在結構(gou)優化、資(zi)本流動、資(zi)源配置(zhi)方面具有突出優勢,更(geng)加備受青睞。

國資報告:請您結合公募基金的自身(shen)特點(dian),談談新一(yi)輪國企改(gai)革為其提供了(le)怎樣的改(gai)革發展機遇?
邢彪:今年是改(gai)革開放(fang)40周(zhou)(zhou)年,也(ye)是公(gong)募(mu)基金(jin)(jin)行業誕生20周(zhou)(zhou)年。一直以來,公(gong)募(mu)基金(jin)(jin)致力于踐行普惠金(jin)(jin)融的社會責任,累計向(xiang)持有人分紅達1.66萬億元,為(wei)長期信任公(gong)募(mu)基金(jin)(jin)的投(tou)資(zi)者(zhe)(zhe)帶來了可觀回報,并積極發(fa)揮機構投(tou)資(zi)者(zhe)(zhe)功能(neng),助力實體經(jing)濟轉型升級(ji)。

國資報告:公募基金(jin)能夠以市(shi)場化的(de)方式(shi)增強國有資(zi)本的(de)流動(dong)性和帶動(dong)力。請您(nin)結合鵬華基金(jin)的(de)具體運作(zuo)案例,談談公募基金(jin)如何助(zhu)力國資(zi)國企改革?
邢彪:在參與上(shang)(shang)市公(gong)(gong)司治理方(fang)面(mian),鵬(peng)華(hua)基(ji)金(jin)做了很多有益嘗試。公(gong)(gong)募(mu)基(ji)金(jin)參與上(shang)(shang)市公(gong)(gong)司治理體(ti)現在提升上(shang)(shang)市公(gong)(gong)司價(jia)值(zhi)方(fang)面(mian)。以華(hua)東醫藥股改事件(jian)為(wei)例(li),2014年(nian),由于原承(cheng)諾注入資(zi)產被否決(jue),一(yi)直沒找到新的替代方(fang)案,大股東希望一(yi)舉豁免歷史承(cheng)諾,以鵬(peng)華(hua)等(deng)公(gong)(gong)募(mu)基(ji)金(jin)及(ji)部分社保(bao)管理人為(wei)代表的機構對此議(yi)案投了反對票,最后(hou)議(yi)案未能通過(guo)。之后(hou),鵬(peng)華(hua)基(ji)金(jin)等(deng)持(chi)倉(cang)機構提出(chu)了有助(zhu)于公(gong)(gong)司發展的建議(yi),成功幫助(zhu)上(shang)(shang)市公(gong)(gong)司解決(jue)再融資(zi)難題。
國資報告:在(zai)地方(fang)國企改(gai)(gai)革(ge)中,上(shang)海(hai)國資(zi)委率先推出公(gong)募(mu)ETF方(fang)面,為國有資(zi)本流動(dong)提供很好的(de)平臺。鵬華基金在(zai)參(can)與(yu)公(gong)募(mu)ETF過程中,如何看待國有資(zi)本進退與(yu)改(gai)(gai)革(ge)穩定性之間的(de)關系(xi)?

近年來,上(shang)海(hai)國資委(wei)先行先試(shi)推出ETF模(mo)式,北京、四川等(deng)各地國資委(wei)也在(zai)紛紛布局和研究(jiu)公募基(ji)金(jin)模(mo)式,誠通(tong)集團也在(zai)央企層(ceng)面(mian)推出了首只結構(gou)調整基(ji)金(jin)。未(wei)來,國企集團公司和地方國資委(wei)與公募基(ji)金(jin)在(zai)基(ji)金(jin)合作模(mo)式上(shang)有著廣闊(kuo)的發展空間。
