近年來,在以習(xi)近平同(tong)志(zhi)為核心的(de)黨中(zhong)(zhong)央堅強(qiang)領導(dao)下,中(zhong)(zhong)國(guo)東(dong)方電(dian)(dian)氣(qi)集團有限公司(si)(下稱“東(dong)方電(dian)(dian)氣(qi)”)深入(ru)學習(xi)貫徹習(xi)近平新時代中(zhong)(zhong)國(guo)特色(se)社會(hui)主義外(wai)(wai)交思想(xiang),緊緊圍繞服務國(guo)家總體外(wai)(wai)交戰略和東(dong)方電(dian)(dian)氣(qi)改革發展工作,持續(xu)加強(qiang)傳播能(neng)力(li)建(jian)設,對外(wai)(wai)講(jiang)好裝(zhuang)備制造的(de)中(zhong)(zhong)國(guo)故事(shi),為“中(zhong)(zhong)國(guo)裝(zhuang)備、裝(zhuang)備世界”,持續(xu)提升我(wo)國(guo)的(de)國(guo)際(ji)影響力(li)做出了積極貢獻。在中(zhong)(zhong)非(fei)論壇上,東(dong)方電(dian)(dian)氣(qi)簽署(shu)了埃及(ji)漢納維6×1100MW潔(jie)凈煤(mei)燃(ran)燒項(xiang)目總承包合(he)同(tong),這是非(fei)洲最大的(de)清潔(jie)燃(ran)煤(mei)電(dian)(dian)站項(xiang)目,是我(wo)們講(jiang)好中(zhong)(zhong)國(guo)故事(shi),攜手推動全球能(neng)源合(he)作的(de)生動體現(xian)。

走出去、講出去、走進去
一是積(ji)極(ji)“走出(chu)(chu)去”,讓產品(pin)和(he)項(xiang)(xiang)目(mu)“講好中(zhong)國(guo)故(gu)事”。開拓“一帶一路”沿(yan)線市(shi)場,增強(qiang)中(zhong)國(guo)產品(pin)和(he)技術的市(shi)場影(ying)響力(li)(li)。我們與(yu)中(zhong)國(guo)金融機構(gou)(gou)、信保機構(gou)(gou)、電(dian)(dian)(dian)(dian)力(li)(li)開發(fa)商(shang)和(he)工程(cheng)承包企(qi)業(ye)的團結協(xie)作,發(fa)揮中(zhong)國(guo)企(qi)業(ye)集體力(li)(li)量,執行了(le)印(yin)尼龍灣火電(dian)(dian)(dian)(dian)EPC項(xiang)(xiang)目(mu)、越南(nan)沿(yan)海火電(dian)(dian)(dian)(dian)EPC項(xiang)(xiang)目(mu)等(deng)一系列重大(da)項(xiang)(xiang)目(mu),在“一帶一路”沿(yan)線市(shi)場產生(sheng)(sheng)(sheng)了(le)重要的市(shi)場影(ying)響力(li)(li)。截至目(mu)前,東(dong)(dong)方電(dian)(dian)(dian)(dian)氣已在國(guo)際市(shi)場承建(jian)大(da)、中(zhong)、小型(xing)水電(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)、氣電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)、太陽(yang)能(neng)等(deng)各類項(xiang)(xiang)目(mu)100多(duo)個,大(da)型(xing)裝(zhuang)備(bei)(bei)產品(pin)和(he)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)出(chu)(chu)口近80個國(guo)家(jia)和(he)地區(qu),發(fa)電(dian)(dian)(dian)(dian)設備(bei)(bei)出(chu)(chu)口超過8400萬千瓦,創造(zao)了(le)中(zhong)國(guo)發(fa)電(dian)(dian)(dian)(dian)設備(bei)(bei)出(chu)(chu)口史上(shang)多(duo)項(xiang)(xiang)第一,連續(xu)24年入選ENR全球(qiu)250家(jia)最大(da)國(guo)際承包商(shang)之列。積(ji)極(ji)參(can)與(yu)海外可再生(sheng)(sheng)(sheng)能(neng)源(yuan)建(jian)設,樹立東(dong)(dong)方電(dian)(dian)(dian)(dian)氣綠色發(fa)展(zhan)的品(pin)牌形象。先后(hou)裝(zhuang)備(bei)(bei)了(le)“非(fei)洲三(san)峽”埃塞(sai)吉布3水電(dian)(dian)(dian)(dian)站(zhan)(zhan)和(he)世界最大(da)的貫流(liu)式(shi)(shi)電(dian)(dian)(dian)(dian)站(zhan)(zhan)南(nan)美巴西杰瑞水電(dian)(dian)(dian)(dian)站(zhan)(zhan),已承接海外可再生(sheng)(sheng)(sheng)能(neng)源(yuan)項(xiang)(xiang)目(mu)超過20億美元,風電(dian)(dian)(dian)(dian)進(jin)(jin)入北歐、非(fei)洲、俄羅斯等(deng)市(shi)場,光伏進(jin)(jin)入東(dong)(dong)南(nan)亞及(ji)非(fei)洲市(shi)場,向(xiang)全世界傳遞出(chu)(chu)中(zhong)國(guo)企(qi)業(ye)致力(li)(li)于(yu)綠色發(fa)展(zhan)的信心和(he)決心。加(jia)強(qiang)業(ye)務(wu)(wu)(wu)(wu)(wu)多(duo)元化發(fa)展(zhan),樹立東(dong)(dong)方電(dian)(dian)(dian)(dian)氣綜(zong)(zong)合(he)能(neng)源(yuan)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)解決方案供應商(shang)的品(pin)牌形象。在發(fa)電(dian)(dian)(dian)(dian)業(ye)務(wu)(wu)(wu)(wu)(wu)領域(yu)加(jia)強(qiang)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)能(neng)力(li)(li)建(jian)設,向(xiang)產業(ye)鏈上(shang)下游延伸,向(xiang)后(hou)期運行、維(wei)護(hu)、改(gai)造(zao)等(deng)電(dian)(dian)(dian)(dian)站(zhan)(zhan)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)拓展(zhan),以(yi)電(dian)(dian)(dian)(dian)站(zhan)(zhan)4S服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)模式(shi)(shi)為(wei)產品(pin)提供“全生(sheng)(sheng)(sheng)命周期”服(fu)(fu)務(wu)(wu)(wu)(wu)(wu);以(yi)電(dian)(dian)(dian)(dian)站(zhan)(zhan)業(ye)務(wu)(wu)(wu)(wu)(wu)為(wei)依托,積(ji)極(ji)發(fa)展(zhan)非(fei)電(dian)(dian)(dian)(dian)業(ye)務(wu)(wu)(wu)(wu)(wu),進(jin)(jin)入了(le)輸變電(dian)(dian)(dian)(dian)、柴油發(fa)電(dian)(dian)(dian)(dian)、城(cheng)市(shi)固(gu)廢處(chu)(chu)理及(ji)垃圾發(fa)電(dian)(dian)(dian)(dian)、水務(wu)(wu)(wu)(wu)(wu)處(chu)(chu)理、軌道交通業(ye)務(wu)(wu)(wu)(wu)(wu)等(deng)領域(yu),為(wei)客(ke)戶提供綜(zong)(zong)合(he)能(neng)源(yuan)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)解決方案。

三是堅持“走進去”,通過履(lv)(lv)行(xing)社(she)會(hui)責任“講好中(zhong)國(guo)故事”。在參與“一帶(dai)(dai)一路(lu)”建(jian)設(she)的(de)(de)同(tong)(tong)時,東方(fang)電氣(qi)扎實履(lv)(lv)行(xing)社(she)會(hui)責任,注重(zhong)文(wen)化融合,促(cu)進民心相(xiang)通,在帶(dai)(dai)動當(dang)(dang)(dang)地(di)(di)(di)就業(ye)、環(huan)境保護、社(she)區公益活動、民生(sheng)工程(cheng)建(jian)設(she)和(he)教育文(wen)化交(jiao)流等(deng)方(fang)面發揮了積(ji)極(ji)作(zuo)用。在承建(jian)老撾南芒(mang)河(he)水(shui)電站(zhan)(zhan)項(xiang)目時,放養魚苗保護生(sheng)態,打(da)井(jing)修路(lu)解(jie)決(jue)當(dang)(dang)(dang)地(di)(di)(di)旱季缺水(shui)問(wen)題(ti),并為當(dang)(dang)(dang)地(di)(di)(di)民眾(zhong)免費提(ti)供醫療服(fu)務。在執行(xing)波黑斯(si)坦納(na)瑞火電項(xiang)目時,帶(dai)(dai)動附近(jin)居民開餐(can)館、開旅館、開咖啡店,極(ji)大地(di)(di)(di)拉動了當(dang)(dang)(dang)地(di)(di)(di)就業(ye),提(ti)升了當(dang)(dang)(dang)地(di)(di)(di)城(cheng)市化水(shui)平,減輕了內(nei)戰帶(dai)(dai)給當(dang)(dang)(dang)地(di)(di)(di)民眾(zhong)內(nei)心的(de)(de)創傷。在承建(jian)埃塞吉(ji)布3水(shui)電站(zhan)(zhan)項(xiang)目時,針對當(dang)(dang)(dang)地(di)(di)(di)學校極(ji)其簡陋的(de)(de)現(xian)狀,專程(cheng)從(cong)中(zhong)國(guo)給孩(hai)子們(men)帶(dai)(dai)去書本、球拍(pai)和(he)零食,同(tong)(tong)時帶(dai)(dai)動了當(dang)(dang)(dang)地(di)(di)(di)經(jing)濟發展,推動當(dang)(dang)(dang)地(di)(di)(di)民眾(zhong)實現(xian)了從(cong)“一日一餐(can)”到“一日三餐(can)”,切實解(jie)決(jue)民生(sheng)問(wen)題(ti)。
當前企業海外傳播中存在的問題
一是站(zhan)位不(bu)高,頂(ding)層設(she)計不(bu)足。很多企(qi)業(ye)還沒有深(shen)刻認識到(dao)在(zai)(zai)外(wai)國(guo)民眾眼中(zhong),走出國(guo)門的(de)(de)(de)中(zhong)國(guo)企(qi)業(ye)就是“中(zhong)國(guo)故(gu)事(shi)(shi)”的(de)(de)(de)鮮活素材,沒有深(shen)刻認識到(dao)中(zhong)國(guo)企(qi)業(ye)所(suo)生產的(de)(de)(de)產品和提(ti)供的(de)(de)(de)服務是外(wai)國(guo)民眾了解中(zhong)國(guo)的(de)(de)(de)重要窗口,更沒有站(zhan)在(zai)(zai)維護國(guo)家形象的(de)(de)(de)高度來思考企(qi)業(ye)的(de)(de)(de)生產經營。包括東(dong)方電氣(qi)在(zai)(zai)內的(de)(de)(de)諸(zhu)多企(qi)業(ye),還沒有做好加強(qiang)對(dui)外(wai)傳(chuan)播(bo)、講好中(zhong)國(guo)故(gu)事(shi)(shi)的(de)(de)(de)頂(ding)層設(she)計,對(dui)外(wai)傳(chuan)播(bo)能力有限(xian),還局限(xian)在(zai)(zai)推廣產品和拓展市場方面,整體形象和品牌傳(chuan)播(bo)不(bu)夠(gou)。
二是(shi)宣(xuan)傳意(yi)味濃(nong)厚,傳播意(yi)識(shi)不(bu)夠。我國(guo)(guo)企業在(zai)海外形象展示(shi)中,還有濃(nong)厚的(de)傳統宣(xuan)傳思想(xiang),偏重(zhong)于(yu)聚焦(jiao)國(guo)(guo)家戰略、重(zhong)大議題或嚴肅性議題,習慣于(yu)采用(yong)宏大敘事方(fang)式“打官腔(qiang)”。未能(neng)適應西方(fang)人的(de)思維模式,忽視平等姿態的(de)交流,缺乏(fa)對普通人日常(chang)生(sheng)活的(de)關(guan)照,造(zao)成很多對外宣(xuan)傳“不(bu)食人間煙火”,無法與國(guo)(guo)外公(gong)眾形成共鳴,部(bu)分宣(xuan)傳甚至造(zao)成文化沖突。
三是主要使用傳(chuan)統媒(mei)體(ti),未建(jian)立新(xin)媒(mei)體(ti)傳(chuan)播(bo)(bo)陣地。對外(wai)傳(chuan)播(bo)(bo)的受眾(zhong)早已習慣(guan)了以(yi)互聯網為(wei)(wei)載體(ti)的互動(dong)式(shi)(shi)的溝(gou)(gou)通方式(shi)(shi),而我國的眾(zhong)多企業依(yi)然在采取灌(guan)輸式(shi)(shi)的宣傳(chuan)方式(shi)(shi),傳(chuan)播(bo)(bo)載體(ti)匱乏,與國外(wai)媒(mei)體(ti)溝(gou)(gou)通合(he)作經驗不足,在臉書(Facebook)、領英(Linkedin)等互聯網平臺與目標(biao)受眾(zhong)的交流極為(wei)(wei)貧乏,在不少外(wai)國民眾(zhong)心目中(zhong)形成了刻板保守(shou)的印象(xiang)。
四是專業人(ren)(ren)才(cai)匱乏,缺少講故事(shi)(shi)的高(gao)手。因語言不同(tong)、文化(hua)差異而造成(cheng)的“文化(hua)折扣”是中(zhong)國企業對外傳(chuan)(chuan)播中(zhong)出現“傳(chuan)(chuan)而不通(tong)、通(tong)而無效”尷(gan)尬局面的一個重要(yao)原因。在(zai)這(zhe)(zhe)個過程中(zhong),需要(yao)理論功底深(shen)厚、深(shen)諳中(zhong)外文化(hua)、熟悉企業經營、能夠通(tong)過講故事(shi)(shi)來抓住世界民眾的心的優秀國際新聞傳(chuan)(chuan)播人(ren)(ren)才(cai),由于(yu)歷史的原因,這(zhe)(zhe)恰恰是中(zhong)國企業,特別(bie)是我們裝備(bei)制造業的短板。
裝備制造企業如何講好中國故事
一(yi)是要(yao)(yao)樹立高(gao)度的(de)文(wen)化(hua)(hua)自(zi)信(xin)(xin)。講好中(zhong)(zhong)(zhong)國故(gu)事,需(xu)要(yao)(yao)堅持道路自(zi)信(xin)(xin)、理論(lun)自(zi)信(xin)(xin)、制度自(zi)信(xin)(xin),但最重(zhong)要(yao)(yao)的(de)是,要(yao)(yao)有(you)高(gao)度的(de)文(wen)化(hua)(hua)自(zi)信(xin)(xin),弘揚中(zhong)(zhong)(zhong)國優秀文(wen)化(hua)(hua)中(zhong)(zhong)(zhong)精、氣(qi)、神。中(zhong)(zhong)(zhong)央企業(ye)在帶動(dong)中(zhong)(zhong)(zhong)國制造、中(zhong)(zhong)(zhong)國技術“走出(chu)去(qu)”的(de)過程中(zhong)(zhong)(zhong),更(geng)要(yao)(yao)注重(zhong)帶動(dong)中(zhong)(zhong)(zhong)國故(gu)事、中(zhong)(zhong)(zhong)國理念、中(zhong)(zhong)(zhong)國文(wen)化(hua)(hua)“走出(chu)去(qu)”,要(yao)(yao)把(ba)中(zhong)(zhong)(zhong)國愿同“一(yi)帶一(yi)路”沿線(xian)國家和地區共享(xiang)發展機遇(yu)、實(shi)現(xian)共同繁(fan)榮的(de)理念、決(jue)心和行動(dong)有(you)效(xiao)傳遞出(chu)去(qu)。
二是(shi)(shi)要(yao)(yao)遵(zun)循國(guo)(guo)際(ji)傳播規律。要(yao)(yao)學會(hui)傾聽,理(li)解受眾(zhong)意(yi)圖,激發(fa)對(dui)(dui)方聽我講(jiang)的(de)(de)(de)興趣,然(ran)(ran)后才能有針對(dui)(dui)性(xing)地講(jiang),更好地與(yu)對(dui)(dui)方互(hu)動,不能急吼吼、氣鼓(gu)鼓(gu)地講(jiang),而是(shi)(shi)要(yao)(yao)和(he)(he)風細雨地講(jiang)。要(yao)(yao)提(ti)高站(zhan)位(wei),超越中(zhong)西(xi)方對(dui)(dui)抗的(de)(de)(de)觀點(dian),避免(mian)陷入中(zhong)西(xi)二元對(dui)(dui)立及“老(lao)(lao)大、老(lao)(lao)二”陷阱,如(ru)試(shi)圖證明中(zhong)國(guo)(guo)模式(shi)優于(yu)美國(guo)(guo)模式(shi),只(zhi)能招致更多(duo)攻擊和(he)(he)反感(gan),或只(zhi)盯強(qiang)者,老(lao)(lao)是(shi)(shi)想著迎(ying)頭(tou)反擊,往往圖一(yi)時(shi)(shi)之快,卻得罪了(le)周邊,嚇怕了(le)弱者,正中(zhong)不懷好意(yi)者下懷。企業要(yao)(yao)講(jiang)好“一(yi)帶(dai)一(yi)路(lu)(lu)”故事(shi),要(yao)(yao)聽聽沿線國(guo)(guo)家的(de)(de)(de)需要(yao)(yao)、期待(dai),然(ran)(ran)后深入研(yan)究如(ru)何滿足這(zhe)些需要(yao)(yao)、期待(dai),用自(zi)己的(de)(de)(de)實(shi)際(ji)產(chan)品(pin)和(he)(he)服(fu)務表明“一(yi)帶(dai)一(yi)路(lu)(lu)”倡議是(shi)(shi)時(shi)(shi)代發(fa)展的(de)(de)(de)必然(ran)(ran),是(shi)(shi)世(shi)界所期待(dai)。同(tong)時(shi)(shi),要(yao)(yao)著重強(qiang)調“一(yi)帶(dai)一(yi)路(lu)(lu)”作為(wei)合(he)作倡議所提(ti)供的(de)(de)(de)國(guo)(guo)際(ji)公共(gong)產(chan)品(pin)對(dui)(dui)世(shi)界的(de)(de)(de)貢獻,例如(ru)光印度就有2億多(duo)人至今(jin)還沒用上電,廣(guang)袤的(de)(de)(de)非(fei)洲基(ji)礎設施極其薄弱,而“一(yi)帶(dai)一(yi)路(lu)(lu)”推動的(de)(de)(de)互(hu)聯互(hu)通,就能幫助解決這(zhe)一(yi)現實(shi)問(wen)題。
