鞏固“三去一降一補”成果,加大破立降力度
貴(gui)在(zai)“破”。要破除無效供(gong)給(gei),提升供(gong)給(gei)端(duan)產品(pin)服務質(zhi)(zhi)量、標準檔次和品(pin)牌(pai)(pai)(pai)影響力(li)(li)。在(zai)省屬國(guo)有(you)企(qi)業(ye)(ye)(ye)中(zhong)樹立質(zhi)(zhi)量第一的(de)(de)強(qiang)烈意識,在(zai)工(gong)業(ye)(ye)(ye)制成(cheng)品(pin)、裝(zhuang)備制造、工(gong)程(cheng)建(jian)設、服務業(ye)(ye)(ye)等領域(yu)提高標準,加(jia)(jia)強(qiang)全(quan)面質(zhi)(zhi)量管(guan)理(li)。特(te)別是在(zai)品(pin)牌(pai)(pai)(pai)建(jian)設方(fang)面,結合(he)企(qi)業(ye)(ye)(ye)總體(ti)發(fa)展戰略(lve)、內外資源稟(bing)賦(fu)、免费菠萝视频app下(xia)载傳承等因素(su),制定適合(he)企(qi)業(ye)(ye)(ye)的(de)(de)、具(ju)有(you)獨創性和吸引(yin)力(li)(li)的(de)(de)品(pin)牌(pai)(pai)(pai)戰略(lve),并與企(qi)業(ye)(ye)(ye)發(fa)展戰略(lve)同步實施、系統推進。要化解過剩(sheng)產能(neng),促推國(guo)有(you)企(qi)業(ye)(ye)(ye)卸下(xia)包袱輕裝(zhuang)上陣。依(yi)法依(yi)規推動(dong)煤炭、鋼鐵、有(you)色等產能(neng)過剩(sheng)行業(ye)(ye)(ye)加(jia)(jia)快(kuai)出清(qing),做到應停盡停、應關盡關。依(yi)靠市場化、法治(zhi)化手段加(jia)(jia)大“僵尸企(qi)業(ye)(ye)(ye)”處置力(li)(li)度,完成(cheng)國(guo)有(you)企(qi)業(ye)(ye)(ye)壓(ya)層級、減法人,以(yi)及“三(san)供(gong)一業(ye)(ye)(ye)”分離移(yi)交、退休人員社會化管(guan)理(li)等任(ren)務,積(ji)極穩妥處理(li)遺留問題,為國(guo)有(you)企(qi)業(ye)(ye)(ye)持續健康發(fa)展創造有(you)利條(tiao)件。
重(zhong)在“立”。建立新的融(rong)資(zi)(zi)(zi)方式,拓(tuo)展新的融(rong)資(zi)(zi)(zi)渠道(dao),切實降(jiang)低(di)企業(ye)(ye)資(zi)(zi)(zi)產(chan)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)率(lv)、減輕企業(ye)(ye)資(zi)(zi)(zi)金(jin)壓力。一是嚴控(kong)增量債(zhai)(zhai)(zhai)(zhai)(zhai)務(wu)。鼓(gu)勵省屬國有(you)企業(ye)(ye)綜合(he)利用公司(si)債(zhai)(zhai)(zhai)(zhai)(zhai)、中(zhong)期票(piao)據、短融(rong)超短融(rong)等(deng)直(zhi)接融(rong)資(zi)(zi)(zi)工具,通過增資(zi)(zi)(zi)擴股(gu)(gu)、引入戰略投(tou)資(zi)(zi)(zi)者、改制上市等(deng)方式優(you)化(hua)(hua)資(zi)(zi)(zi)本結構(gou)。加強(qiang)企業(ye)(ye)資(zi)(zi)(zi)產(chan)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)規模(mo)和資(zi)(zi)(zi)產(chan)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)率(lv)雙重(zhong)管(guan)控(kong),區(qu)分不(bu)同行業(ye)(ye)企業(ye)(ye)類型,設置資(zi)(zi)(zi)產(chan)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)率(lv)預(yu)警線(xian)和重(zhong)點(dian)監管(guan)線(xian),多措并舉推動高(gao)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)企業(ye)(ye)資(zi)(zi)(zi)產(chan)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)率(lv)回(hui)歸到(dao)合(he)理水(shui)平。二是優(you)化(hua)(hua)存量債(zhai)(zhai)(zhai)(zhai)(zhai)務(wu)。推進(jin)市場化(hua)(hua)、法治(zhi)化(hua)(hua)債(zhai)(zhai)(zhai)(zhai)(zhai)轉股(gu)(gu),將市場化(hua)(hua)債(zhai)(zhai)(zhai)(zhai)(zhai)轉股(gu)(gu)與建立現代(dai)企業(ye)(ye)制度、國有(you)企業(ye)(ye)混合(he)所(suo)有(you)制改革等(deng)有(you)機結合(he),進(jin)一步降(jiang)低(di)企業(ye)(ye)資(zi)(zi)(zi)產(chan)負(fu)(fu)(fu)(fu)債(zhai)(zhai)(zhai)(zhai)(zhai)率(lv)。引導(dao)企業(ye)(ye)加大對擔保、對外借款(kuan)等(deng)重(zhong)大債(zhai)(zhai)(zhai)(zhai)(zhai)項的清理力度,加大對不(bu)能產(chan)生(sheng)正現金(jin)流或(huo)虧損(sun)嚴重(zhong)的低(di)效無效資(zi)(zi)(zi)產(chan)的處(chu)置力度,防范資(zi)(zi)(zi)金(jin)鏈(lian)斷裂等(deng)系(xi)統性風險發(fa)生(sheng)。
要在“降(jiang)(jiang)(jiang)(jiang)”。降(jiang)(jiang)(jiang)(jiang)低(di)實(shi)(shi)體經(jing)濟(ji)成(cheng)(cheng)本(ben),鼓勵企業(ye)(ye)實(shi)(shi)行全(quan)要素、全(quan)過程成(cheng)(cheng)本(ben)管(guan)控(kong)。在充分利用(yong)(yong)中央和省(sheng)委、省(sheng)政府(fu)出臺的(de)一系列(lie)降(jiang)(jiang)(jiang)(jiang)低(di)實(shi)(shi)體經(jing)濟(ji)成(cheng)(cheng)本(ben)的(de)政策,包括(kuo)降(jiang)(jiang)(jiang)(jiang)低(di)稅費負(fu)擔(dan)、融資成(cheng)(cheng)本(ben)、制度性交(jiao)易成(cheng)(cheng)本(ben)、用(yong)(yong)能用(yong)(yong)地成(cheng)(cheng)本(ben)等基礎(chu)上,引導省(sheng)屬國(guo)(guo)有(you)企業(ye)(ye)進(jin)一步(bu)樹立成(cheng)(cheng)本(ben)管(guan)控(kong)意識,堅持“降(jiang)(jiang)(jiang)(jiang)成(cheng)(cheng)本(ben)就是增(zeng)效(xiao)益(yi)”的(de)理念,突出國(guo)(guo)有(you)企業(ye)(ye)經(jing)營(ying)各環節的(de)成(cheng)(cheng)本(ben)控(kong)制,優化設計、提(ti)高(gao)工藝、降(jiang)(jiang)(jiang)(jiang)低(di)消(xiao)耗;進(jin)一步(bu)加大降(jiang)(jiang)(jiang)(jiang)本(ben)增(zeng)效(xiao)力度,對標行業(ye)(ye)先進(jin)水平,加大壓“兩金”、控(kong)費用(yong)(yong)力度,優化國(guo)(guo)有(you)企業(ye)(ye)利潤、資產(chan)(chan)負(fu)債率、凈資產(chan)(chan)收益(yi)率、成(cheng)(cheng)本(ben)費用(yong)(yong)利潤率等指標,制定更嚴格的(de)降(jiang)(jiang)(jiang)(jiang)本(ben)增(zeng)效(xiao)目標和激勵約束(shu)考(kao)核辦法,不斷提(ti)升企業(ye)(ye)勞動生產(chan)(chan)率水平;進(jin)一步(bu)發(fa)揮(hui)“互聯(lian)(lian)(lian)網+”作(zuo)用(yong)(yong),運用(yong)(yong)互聯(lian)(lian)(lian)網、物聯(lian)(lian)(lian)網、云計算(suan)等新一代信息技術,實(shi)(shi)施“互聯(lian)(lian)(lian)網+”協同制造、“互聯(lian)(lian)(lian)網+”市(shi)場開拓、“互聯(lian)(lian)(lian)網+”高(gao)效(xiao)物流,切實(shi)(shi)降(jiang)(jiang)(jiang)(jiang)低(di)企業(ye)(ye)運營(ying)成(cheng)(cheng)本(ben)、營(ying)銷(xiao)成(cheng)(cheng)本(ben)和流通成(cheng)(cheng)本(ben)。
增強微觀主體活力,改革創新兩翼齊飛
