鞏固“三去一降一補”成果,加大破立降力度
貴在“破”。要(yao)破除無效供(gong)給,提升(sheng)供(gong)給端產(chan)(chan)品(pin)(pin)(pin)服務質(zhi)量(liang)、標準檔(dang)次和品(pin)(pin)(pin)牌影響力(li)。在省屬國(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)中樹立質(zhi)量(liang)第一(yi)的(de)(de)強烈意識,在工業(ye)(ye)(ye)(ye)制(zhi)成(cheng)品(pin)(pin)(pin)、裝備制(zhi)造、工程建設(she)(she)、服務業(ye)(ye)(ye)(ye)等(deng)領域提高標準,加強全面質(zhi)量(liang)管(guan)理。特(te)別是(shi)在品(pin)(pin)(pin)牌建設(she)(she)方面,結合企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)總體發(fa)(fa)展戰(zhan)(zhan)略(lve)、內(nei)外資源稟賦、免费菠萝视频app下(xia)载傳承等(deng)因素,制(zhi)定適合企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)、具有(you)(you)獨創性和吸引(yin)力(li)的(de)(de)品(pin)(pin)(pin)牌戰(zhan)(zhan)略(lve),并與企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)發(fa)(fa)展戰(zhan)(zhan)略(lve)同步(bu)實(shi)施、系統推(tui)進。要(yao)化解過剩(sheng)產(chan)(chan)能(neng),促推(tui)國(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)卸下(xia)包袱輕裝上陣。依法依規推(tui)動(dong)煤炭、鋼鐵、有(you)(you)色等(deng)產(chan)(chan)能(neng)過剩(sheng)行業(ye)(ye)(ye)(ye)加快出清(qing),做(zuo)到應(ying)停盡(jin)停、應(ying)關盡(jin)關。依靠市場化、法治化手段加大“僵尸企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)”處置(zhi)力(li)度,完成(cheng)國(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)壓(ya)層級(ji)、減(jian)法人(ren)(ren),以及“三供(gong)一(yi)業(ye)(ye)(ye)(ye)”分離(li)移交(jiao)、退(tui)休人(ren)(ren)員社(she)會化管(guan)理等(deng)任務,積極(ji)穩(wen)妥處理遺留問題,為國(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)持續健康發(fa)(fa)展創造有(you)(you)利條件。
重在“立”。建立新的(de)融資方式,拓展(zhan)新的(de)融資渠道,切實降低企(qi)(qi)(qi)業資產(chan)(chan)(chan)負(fu)(fu)(fu)債(zhai)(zhai)率(lv)、減輕企(qi)(qi)(qi)業資金壓力(li)。一(yi)是嚴(yan)(yan)控(kong)(kong)增量債(zhai)(zhai)務(wu)。鼓勵(li)省屬國有(you)企(qi)(qi)(qi)業綜(zong)合利用公司(si)債(zhai)(zhai)、中期票據、短(duan)融超(chao)短(duan)融等(deng)直(zhi)接(jie)融資工具,通過增資擴股(gu)、引(yin)入戰略(lve)投資者、改(gai)制上市等(deng)方式優(you)化資本(ben)結構(gou)。加強(qiang)企(qi)(qi)(qi)業資產(chan)(chan)(chan)負(fu)(fu)(fu)債(zhai)(zhai)規(gui)模和資產(chan)(chan)(chan)負(fu)(fu)(fu)債(zhai)(zhai)率(lv)雙(shuang)重管(guan)控(kong)(kong),區分(fen)不同(tong)行業企(qi)(qi)(qi)業類(lei)型,設置資產(chan)(chan)(chan)負(fu)(fu)(fu)債(zhai)(zhai)率(lv)預(yu)警線(xian)和重點(dian)監管(guan)線(xian),多措并舉推(tui)(tui)動高負(fu)(fu)(fu)債(zhai)(zhai)企(qi)(qi)(qi)業資產(chan)(chan)(chan)負(fu)(fu)(fu)債(zhai)(zhai)率(lv)回歸(gui)到合理水平。二是優(you)化存量債(zhai)(zhai)務(wu)。推(tui)(tui)進市場化、法治化債(zhai)(zhai)轉股(gu),將市場化債(zhai)(zhai)轉股(gu)與建立現代企(qi)(qi)(qi)業制度、國有(you)企(qi)(qi)(qi)業混合所(suo)有(you)制改(gai)革等(deng)有(you)機(ji)結合,進一(yi)步降低企(qi)(qi)(qi)業資產(chan)(chan)(chan)負(fu)(fu)(fu)債(zhai)(zhai)率(lv)。引(yin)導企(qi)(qi)(qi)業加大對(dui)擔保、對(dui)外借款等(deng)重大債(zhai)(zhai)項的(de)清理力(li)度,加大對(dui)不能(neng)產(chan)(chan)(chan)生(sheng)正現金流或虧損(sun)嚴(yan)(yan)重的(de)低效無(wu)效資產(chan)(chan)(chan)的(de)處置力(li)度,防(fang)范資金鏈斷裂等(deng)系統性風險(xian)發生(sheng)。
要在“降”。降低實體經(jing)濟成(cheng)(cheng)(cheng)本(ben)(ben),鼓(gu)勵(li)企業(ye)實行(xing)全(quan)要素、全(quan)過程(cheng)成(cheng)(cheng)(cheng)本(ben)(ben)管控。在充分利(li)用(yong)(yong)中(zhong)央和(he)省委、省政府(fu)出(chu)臺的(de)(de)(de)一(yi)系列降低實體經(jing)濟成(cheng)(cheng)(cheng)本(ben)(ben)的(de)(de)(de)政策,包括降低稅(shui)費(fei)(fei)負擔、融資(zi)成(cheng)(cheng)(cheng)本(ben)(ben)、制(zhi)度性(xing)交易成(cheng)(cheng)(cheng)本(ben)(ben)、用(yong)(yong)能用(yong)(yong)地成(cheng)(cheng)(cheng)本(ben)(ben)等基礎上,引導省屬(shu)國(guo)有企業(ye)進一(yi)步(bu)(bu)樹(shu)立成(cheng)(cheng)(cheng)本(ben)(ben)管控意識,堅(jian)持(chi)“降成(cheng)(cheng)(cheng)本(ben)(ben)就是增(zeng)效(xiao)益(yi)”的(de)(de)(de)理念,突出(chu)國(guo)有企業(ye)經(jing)營(ying)各環節(jie)的(de)(de)(de)成(cheng)(cheng)(cheng)本(ben)(ben)控制(zhi),優化設計、提(ti)高工藝、降低消耗;進一(yi)步(bu)(bu)加大降本(ben)(ben)增(zeng)效(xiao)力度,對(dui)標行(xing)業(ye)先進水(shui)平(ping),加大壓“兩金”、控費(fei)(fei)用(yong)(yong)力度,優化國(guo)有企業(ye)利(li)潤、資(zi)產(chan)(chan)負債率(lv)(lv)(lv)、凈資(zi)產(chan)(chan)收益(yi)率(lv)(lv)(lv)、成(cheng)(cheng)(cheng)本(ben)(ben)費(fei)(fei)用(yong)(yong)利(li)潤率(lv)(lv)(lv)等指標,制(zhi)定(ding)更嚴格的(de)(de)(de)降本(ben)(ben)增(zeng)效(xiao)目標和(he)激勵(li)約(yue)束考核(he)辦法,不斷(duan)提(ti)升企業(ye)勞動生產(chan)(chan)率(lv)(lv)(lv)水(shui)平(ping);進一(yi)步(bu)(bu)發揮(hui)“互(hu)聯(lian)網(wang)(wang)+”作用(yong)(yong),運用(yong)(yong)互(hu)聯(lian)網(wang)(wang)、物聯(lian)網(wang)(wang)、云計算等新一(yi)代(dai)信(xin)息技術,實施“互(hu)聯(lian)網(wang)(wang)+”協同制(zhi)造、“互(hu)聯(lian)網(wang)(wang)+”市場開(kai)拓、“互(hu)聯(lian)網(wang)(wang)+”高效(xiao)物流(liu)(liu),切實降低企業(ye)運營(ying)成(cheng)(cheng)(cheng)本(ben)(ben)、營(ying)銷成(cheng)(cheng)(cheng)本(ben)(ben)和(he)流(liu)(liu)通(tong)成(cheng)(cheng)(cheng)本(ben)(ben)。
