央企總部“去機關化”取得積極成效 下一階段要加快轉變職能、落實授權放權
——中央企業“總部機關化”問題專項整改工作推進會側記

2019年(nian)12月11日,國(guo)務(wu)院國(guo)資委(wei)組織召(zhao)開(kai)中(zhong)央(yang)企業“總部機(ji)關(guan)化”問題專項(xiang)整改工(gong)作(zuo)推進會(hui),認真總結專項(xiang)整改工(gong)作(zuo)成果,交流好的做法和經驗,并結合(he)《改革國(guo)有(you)資本授(shou)權經營體制方案》的貫徹落實,對下一步(bu)工(gong)作(zuo)進行(xing)安(an)排部署。

當(dang)前,國有企(qi)業特(te)別(bie)是中央企(qi)業的“總部機關(guan)化”問題(ti),一定程(cheng)度上制約了新形(xing)勢下企(qi)業的高質量發(fa)展(zhan),必須深(shen)化認識并切實加以(yi)解決(jue)。

對此,國務(wu)院國資(zi)委高(gao)度重視。國資(zi)委黨(dang)委書記(ji)、主(zhu)任(ren)(ren)郝鵬先后三次(ci)主(zhu)持召(zhao)開(kai)(kai)黨(dang)委會,要(yao)求進(jin)(jin)(jin)一步提高(gao)政治站位,采取切(qie)實(shi)有效措(cuo)施,全面開(kai)(kai)展“總(zong)部機(ji)關(guan)化”問(wen)題專項整改工作(zuo)。國資(zi)委成立了由(you)國資(zi)委副(fu)主(zhu)任(ren)(ren)翁(weng)杰明(ming)任(ren)(ren)組(zu)長(chang)的(de)專項整改工作(zuo)組(zu),統籌推進(jin)(jin)(jin)具體工作(zuo)。2019年10月31日,翁(weng)杰明(ming)組(zu)織召(zhao)開(kai)(kai)了第一次(ci)工作(zuo)啟(qi)動(dong)會,對相關(guan)工作(zuo)進(jin)(jin)(jin)行(xing)了全面部署。

時隔一(yi)個多月,國(guo)(guo)資委再次召(zhao)開的這次工作(zuo)推進會上,國(guo)(guo)家電(dian)投、東方電(dian)氣集(ji)(ji)團(tuan)、中國(guo)(guo)遠洋(yang)海運、國(guo)(guo)投、中煤集(ji)(ji)團(tuan)、中廣核(he)6家企(qi)業負責同(tong)志就(jiu)所在企(qi)業的整(zheng)改工作(zuo),尤其是多年來探索出(chu)來的“去(qu)機(ji)關(guan)化”經驗進行了交流發言(yan)。

國(guo)家(jia)(jia)電投黨組(zu)(zu)副書(shu)記時(shi)家(jia)(jia)林在(zai)發(fa)(fa)言中表示,在(zai)解決(jue)“總(zong)(zong)(zong)(zong)部(bu)機關化(hua)”這個問題上,國(guo)家(jia)(jia)電投黨組(zu)(zu)思想認(ren)識高(gao)度(du)統(tong)(tong)一(yi),在(zai)國(guo)資委領導(dao)下,結合(he)國(guo)有資本投資公(gong)司(si)改(gai)革,自發(fa)(fa)地、主動地采取了(le)一(yi)系列(lie)整改(gai)措(cuo)施,取得了(le)階段性整改(gai)成果。一(yi)是明確總(zong)(zong)(zong)(zong)部(bu)職能(neng)定位(wei),推進組(zu)(zu)織結構精簡(jian)(jian)(jian)優化(hua)。國(guo)家(jia)(jia)電投將集團總(zong)(zong)(zong)(zong)部(bu)定位(wei)為戰(zhan)略(lve)管(guan)理(li)中心和(he)資本運作主體,聚焦黨建統(tong)(tong)領、戰(zhan)略(lve)管(guan)控、資本運營、資源統(tong)(tong)籌、干(gan)部(bu)管(guan)理(li)和(he)風險(xian)監控六項(xiang)(xiang)(xiang)職能(neng)。總(zong)(zong)(zong)(zong)部(bu)不(bu)(bu)再從事(shi)(shi)(shi)具體生(sheng)產(chan)經(jing)(jing)營活動,下放生(sheng)產(chan)運營管(guan)理(li)職能(neng),總(zong)(zong)(zong)(zong)部(bu)人員大(da)(da)幅精簡(jian)(jian)(jian)。11月(yue)初總(zong)(zong)(zong)(zong)部(bu)機構已經(jing)(jing)全(quan)部(bu)調(diao)整到(dao)(dao)位(wei),目前已經(jing)(jing)按照新的(de)職能(neng)運轉。二(er)(er)級單(dan)位(wei)不(bu)(bu)斷加大(da)(da)專(zhuan)業化(hua)整合(he)力度(du)。二(er)(er)是發(fa)(fa)布權責(ze)清單(dan)C版,大(da)(da)幅度(du)精簡(jian)(jian)(jian)審批(pi)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)。與B版相比,C版權責(ze)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)由(you)646項(xiang)(xiang)(xiang)減少(shao)到(dao)(dao)129項(xiang)(xiang)(xiang),審批(pi)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)由(you)197項(xiang)(xiang)(xiang)減少(shao)到(dao)(dao)40項(xiang)(xiang)(xiang),精簡(jian)(jian)(jian)權責(ze)、審批(pi)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)達80%以(yi)上。三(san)是以(yi)建設國(guo)有資本投資公(gong)司(si)為方向,推進公(gong)司(si)治(zhi)理(li)體系和(he)治(zhi)理(li)能(neng)力現代化(hua)。為提(ti)高(gao)決(jue)策(ce)效(xiao)率,建立(li)董(dong)(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)執行(xing)委員會(hui)(hui),董(dong)(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)授權一(yi)般(ban)性事(shi)(shi)(shi)項(xiang)(xiang)(xiang)由(you)執委會(hui)(hui)決(jue)策(ce)。梳理(li)黨組(zu)(zu)、董(dong)(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)、經(jing)(jing)理(li)層的(de)職能(neng)權限、決(jue)策(ce)邊界,明確了(le)黨組(zu)(zu)、董(dong)(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)、經(jing)(jing)理(li)層各自的(de)權限和(he)程序。對(dui)“三(san)重一(yi)大(da)(da)”事(shi)(shi)(shi)項(xiang)(xiang)(xiang)等制度(du)全(quan)面修(xiu)訂,既體現了(le)國(guo)企(qi)堅(jian)持黨的(de)領導(dao)這一(yi)重大(da)(da)政治(zhi)原則,又保證了(le)其他治(zhi)理(li)主體依法行(xing)使職權。在(zai)二(er)(er)級企(qi)業層面,開展了(le)落實董(dong)(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)職權試點(dian)改(gai)革,組(zu)(zu)建了(le)一(yi)支20人的(de)專(zhuan)職董(dong)(dong)(dong)監事(shi)(shi)(shi)隊伍,實現二(er)(er)級單(dan)位(wei)董(dong)(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)統(tong)(tong)一(yi)管(guan)理(li)。

中(zhong)廣(guang)核黨委常委、副總(zong)(zong)經理施兵在(zai)發(fa)言中(zhong)提到,中(zhong)廣(guang)核將專(zhuan)項整改(gai)作為集(ji)團當(dang)前(qian)重要(yao)的政治(zhi)(zhi)(zhi)任務,目前(qian)已(yi)完(wan)成(cheng)“辦公(gong)廳”更名和整改(gai)實(shi)施方案(an)制訂,其他(ta)七(qi)項立(li)行立(li)改(gai)任務和長效(xiao)整改(gai)工(gong)作正(zheng)在(zai)按計劃(hua)推進。一是加(jia)強戰略管(guan)控,引領集(ji)團高質量發(fa)展。始(shi)終(zhong)堅(jian)持戰略引領,發(fa)揮總(zong)(zong)部(bu)(bu)(bu)(bu)“火車(che)頭”作用(yong);始(shi)終(zhong)保持戰略定力(li)(li),堅(jian)持有所為、有所不為;持續優化(hua)(hua)資本布局,實(shi)現有進有退、有買有賣(mai)。二是明晰(xi)職(zhi)(zhi)(zhi)(zhi)能(neng)(neng)定位(wei),改(gai)革總(zong)(zong)部(bu)(bu)(bu)(bu)組(zu)織機(ji)構。堅(jian)持“小(xiao)總(zong)(zong)部(bu)(bu)(bu)(bu)、大產業(ye)”的原則,對集(ji)團總(zong)(zong)部(bu)(bu)(bu)(bu)組(zu)織機(ji)構和職(zhi)(zhi)(zhi)(zhi)能(neng)(neng)進行了優化(hua)(hua)調整,實(shi)現了總(zong)(zong)部(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)門(men)的統(tong)籌協(xie)同運(yun)作。堅(jian)持價值(zhi)導向(xiang),突出總(zong)(zong)部(bu)(bu)(bu)(bu)“出政策、立(li)規矩、定標(biao)準”的職(zhi)(zhi)(zhi)(zhi)責(ze)定位(wei),把戰略部(bu)(bu)(bu)(bu)門(men)和科(ke)創部(bu)(bu)(bu)(bu)門(men)整合(he)成(cheng)立(li)戰略與(yu)科(ke)創部(bu)(bu)(bu)(bu),從(cong)組(zu)織上(shang)保證戰略對科(ke)研(yan)的引領作用(yong)。成(cheng)立(li)體(ti)系與(yu)治(zhi)(zhi)(zhi)理部(bu)(bu)(bu)(bu),提升(sheng)(sheng)總(zong)(zong)部(bu)(bu)(bu)(bu)管(guan)控效(xiao)能(neng)(neng)。組(zu)建集(ji)團資本運(yun)營中(zhong)心,增強總(zong)(zong)部(bu)(bu)(bu)(bu)“管(guan)資本”能(neng)(neng)力(li)(li),提升(sheng)(sheng)資本運(yun)作效(xiao)率(lv)。堅(jian)持“大部(bu)(bu)(bu)(bu)制”方向(xiang),對集(ji)團總(zong)(zong)部(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)門(men)進行整合(he),合(he)并相關、相近、相似和交(jiao)叉職(zhi)(zhi)(zhi)(zhi)責(ze),提升(sheng)(sheng)總(zong)(zong)部(bu)(bu)(bu)(bu)運(yun)作效(xiao)率(lv)。整合(he)后(hou)總(zong)(zong)部(bu)(bu)(bu)(bu)職(zhi)(zhi)(zhi)(zhi)能(neng)(neng)部(bu)(bu)(bu)(bu)門(men)由17個減少(shao)到10個,人員數量由250人精(jing)簡(jian)至200人,大大減少(shao)了業(ye)務接口,提高了運(yun)作效(xiao)率(lv)。三是規范(fan)公(gong)司治(zhi)(zhi)(zhi)理,構建中(zhong)國特色現代企(qi)業(ye)制度。按照治(zhi)(zhi)(zhi)理管(guan)控為主的思路,完(wan)善治(zhi)(zhi)(zhi)理體(ti)系,提升(sheng)(sheng)治(zhi)(zhi)(zhi)理能(neng)(neng)力(li)(li);強化(hua)(hua)董(dong)事管(guan)理,加(jia)強職(zhi)(zhi)(zhi)(zhi)能(neng)(neng)檢查(cha);指(zhi)導和支持下(xia)屬(shu)企(qi)業(ye)充分激發(fa)動(dong)力(li)(li)、活力(li)(li)。

記(ji)者注意到,在(zai)此(ci)次(ci)整改過程中,國資委也將把自身(shen)擺(bai)進去——這兩次(ci)工作啟動(dong)會和推進會都是通過視頻形式召開的,明(ming)顯減輕了央企的負擔(dan)。

翁(weng)杰明表示,央企“總部機關化(hua)”整改的各項工作已取得積極成效,第一(yi)階段的目標任(ren)務(wu)順利(li)完成,原因主要是三個方面:

一(yi)是(shi)高度(du)重(zhong)視,及時(shi)部署推進。各中央企業黨(dang)委(黨(dang)組(zu))將專(zhuan)項整(zheng)改作(zuo)為當(dang)前重(zhong)要(yao)(yao)的政(zheng)治(zhi)責(ze)任和政(zheng)治(zhi)任務(wu),切實加強組(zu)織(zhi)領導,主要(yao)(yao)負責(ze)同志均在第一(yi)時(shi)間(jian)作(zuo)出批(pi)示(shi),并召開黨(dang)委(黨(dang)組(zu))會議、專(zhuan)題動員部署會議,認真學習傳達習近平總(zong)書記重(zhong)要(yao)(yao)指示(shi)批(pi)示(shi)精神,全面部署整(zheng)改工作(zuo)。

二是精心組織(zhi),研究制定(ding)整改(gai)方案(an)。各企(qi)業對“總部(bu)機(ji)關化”問題(ti)深入(ru)研究,明確整改(gai)措施、完成時限和(he)任務分工。截(jie)至(zhi)11月30日,中央企(qi)業已全部(bu)制定(ding)了(le)專項(xiang)整改(gai)實(shi)施方案(an),并正式上報(bao)國資委備案(an)。

三是突出重點,抓緊(jin)落實立(li)(li)行立(li)(li)改(gai)(gai)任務。按照立(li)(li)行立(li)(li)改(gai)(gai)清單要求,各企(qi)業(ye)快速(su)行動,及時(shi)調(diao)整(zheng)“廳(ting)、局”等(deng)機(ji)構名稱,以及“局長(chang)、巡視員、調(diao)研員”等(deng)職務稱謂。目(mu)前(qian),67家(jia)(jia)(jia)設置“辦公(gong)廳(ting)”的企(qi)業(ye)全(quan)部(bu)完(wan)成了(le)名稱調(diao)整(zheng),其(qi)中,48家(jia)(jia)(jia)改(gai)(gai)為辦公(gong)室、19家(jia)(jia)(jia)改(gai)(gai)為綜合(he)(管理)部(bu)。14家(jia)(jia)(jia)設置“局”的企(qi)業(ye)也全(quan)部(bu)調(diao)整(zheng)了(le)名稱。

翁杰明表(biao)示(shi),在充分肯定成(cheng)績的同時,我們也要(yao)清醒地看到,各企業整改工作還不(bu)平衡,仍(reng)存在一(yi)些問(wen)題和不(bu)足。

翁杰明強調,黨的(de)(de)十九(jiu)屆四中全會對國資國企(qi)治理(li)(li)體(ti)系(xi)和治理(li)(li)能力現代化(hua)提出了新(xin)的(de)(de)要(yao)(yao)求。隨著專項(xiang)整(zheng)改(gai)工作的(de)(de)深(shen)化(hua),越來越多的(de)(de)企(qi)業(ye)領導(dao)認識到,扎實做好“總部機關化(hua)”問(wen)題專項(xiang)整(zheng)改(gai),是深(shen)入貫徹落實習近(jin)平(ping)總書(shu)記重(zhong)要(yao)(yao)指示批示、增(zeng)強“四個(ge)意識”、做到“兩(liang)個(ge)維護(hu)”的(de)(de)具(ju)體(ti)表(biao)現和實際行動,是推進市(shi)場化(hua)改(gai)革、增(zeng)強企(qi)業(ye)活力動力的(de)(de)內在需求,也是凝(ning)聚共識、攻堅(jian)克難(nan)(nan),解(jie)決(jue)長期想解(jie)決(jue)而難(nan)(nan)以解(jie)決(jue)突(tu)出問(wen)題的(de)(de)難(nan)(nan)得契機。

翁杰(jie)明表(biao)示,專項整改工作才剛剛起步,下一步的(de)首要任務是(shi)加快(kuai)轉變(bian)職(zhi)能、落實授(shou)權(quan)(quan)放權(quan)(quan)。他強(qiang)調(diao),“加快(kuai)轉變(bian)職(zhi)能、落實授(shou)權(quan)(quan)放權(quan)(quan),既(ji)是(shi)深入(ru)推進‘總部機關(guan)化’專項整改的(de)核心內容(rong),更是(shi)認真落實《改革(ge)國有(you)資(zi)本(ben)授(shou)權(quan)(quan)經營體制(zhi)方案》的(de)重要舉(ju)措。”

針對下一步工作,翁杰明提出了三點要求。

在加快(kuai)轉變職能(neng)上狠下功夫(fu),突(tu)出(chu)總(zong)部價值創造功能(neng)。要按照專項整改立(li)行立(li)改清單,抓緊(jin)研(yan)究(jiu)提出(chu)總(zong)部職能(neng)、機(ji)構(gou)、崗位等調整優化的思路和措施(shi)。

在(zai)推動授(shou)(shou)權(quan)放(fang)權(quan)上狠下功夫,不斷(duan)增強企業(ye)內生動力(li)和發展(zhan)活力(li)。加(jia)快研究制定總(zong)部權(quan)責事(shi)項清(qing)單、授(shou)(shou)權(quan)放(fang)權(quan)事(shi)項清(qing)單,加(jia)大授(shou)(shou)權(quan)放(fang)權(quan)力(li)度(du)。

在全面落實(shi)專項(xiang)(xiang)整改(gai)實(shi)施方案上(shang)狠(hen)下(xia)功夫(fu),確(que)保(bao)各(ge)(ge)項(xiang)(xiang)整改(gai)措(cuo)(cuo)施落實(shi)落地(di)。在聚(ju)焦轉變總(zong)部職(zhi)能和落實(shi)授權放權兩(liang)項(xiang)(xiang)重點(dian)工(gong)作的同時(shi),同步推(tui)進立行立改(gai)各(ge)(ge)項(xiang)(xiang)任務,完善(shan)工(gong)作措(cuo)(cuo)施,加強指導推(tui)動,確(que)保(bao)專項(xiang)(xiang)整改(gai)各(ge)(ge)項(xiang)(xiang)工(gong)作取得實(shi)效。
