——中央企業“總部機關化”問題專項整改工作推進會側記

2019年12月11日,國務院國資(zi)委(wei)組織召開中央(yang)企業“總部(bu)機關化”問題專(zhuan)(zhuan)項整改工作(zuo)推進會(hui),認真總結專(zhuan)(zhuan)項整改工作(zuo)成果,交流好(hao)的做法和經(jing)驗,并結合(he)《改革國有資(zi)本授(shou)權經(jing)營體制方(fang)案》的貫徹落實(shi),對下一步工作(zuo)進行安排部(bu)署。
當前,國有(you)企業(ye)特別是中央(yang)企業(ye)的“總部(bu)機(ji)關化”問題,一定程(cheng)度上制約了新形勢下企業(ye)的高質量發展,必須深化認識并(bing)切(qie)實(shi)加以(yi)解決。
對(dui)此,國(guo)務院(yuan)國(guo)資委(wei)高度重(zhong)視(shi)。國(guo)資委(wei)黨(dang)委(wei)書記、主任(ren)郝鵬先(xian)后(hou)三次主持召開黨(dang)委(wei)會(hui)(hui),要求進一步提高政(zheng)治站位,采取(qu)切實有效措(cuo)施(shi),全面(mian)開展“總部機關化”問題(ti)專項整(zheng)改工(gong)作(zuo)。國(guo)資委(wei)成(cheng)立了(le)由國(guo)資委(wei)副主任(ren)翁(weng)杰明任(ren)組(zu)長的專項整(zheng)改工(gong)作(zuo)組(zu),統籌推進具體工(gong)作(zuo)。2019年10月31日(ri),翁(weng)杰明組(zu)織召開了(le)第一次工(gong)作(zuo)啟(qi)動(dong)會(hui)(hui),對(dui)相關工(gong)作(zuo)進行了(le)全面(mian)部署。
時(shi)隔(ge)一(yi)個多月,國(guo)資(zi)委(wei)再次召開(kai)的這次工(gong)作(zuo)推進(jin)會上,國(guo)家(jia)電(dian)投(tou)、東方電(dian)氣集團、中(zhong)國(guo)遠洋海(hai)運(yun)、國(guo)投(tou)、中(zhong)煤集團、中(zhong)廣核6家(jia)企業(ye)負責(ze)同志就所在企業(ye)的整改工(gong)作(zuo),尤其是多年來探索出來的“去機關化”經驗進(jin)行了交流(liu)發言。
國(guo)(guo)家電投(tou)黨(dang)(dang)組(zu)(zu)(zu)(zu)副書記時家林(lin)在(zai)發(fa)言中(zhong)表示,在(zai)解(jie)決“總(zong)(zong)部(bu)(bu)機(ji)關(guan)化”這個問題上,國(guo)(guo)家電投(tou)黨(dang)(dang)組(zu)(zu)(zu)(zu)思想認(ren)識(shi)高(gao)度(du)統一(yi)(yi)(yi)(yi)(yi),在(zai)國(guo)(guo)資(zi)(zi)委(wei)領導(dao)下,結合(he)國(guo)(guo)有(you)資(zi)(zi)本(ben)投(tou)資(zi)(zi)公(gong)司改(gai)革,自(zi)發(fa)地(di)、主動地(di)采取了(le)(le)(le)一(yi)(yi)(yi)(yi)(yi)系(xi)列整(zheng)改(gai)措施,取得了(le)(le)(le)階段(duan)性整(zheng)改(gai)成果。一(yi)(yi)(yi)(yi)(yi)是明確總(zong)(zong)部(bu)(bu)職能(neng)定位(wei),推進(jin)(jin)組(zu)(zu)(zu)(zu)織(zhi)結構精(jing)(jing)簡(jian)(jian)優化。國(guo)(guo)家電投(tou)將集(ji)團總(zong)(zong)部(bu)(bu)定位(wei)為戰略(lve)管(guan)理(li)中(zhong)心和資(zi)(zi)本(ben)運(yun)(yun)作主體,聚焦黨(dang)(dang)建(jian)統領、戰略(lve)管(guan)控(kong)、資(zi)(zi)本(ben)運(yun)(yun)營(ying)、資(zi)(zi)源統籌、干部(bu)(bu)管(guan)理(li)和風險(xian)監(jian)控(kong)六項(xiang)職能(neng)。總(zong)(zong)部(bu)(bu)不再從事(shi)(shi)具(ju)體生產經營(ying)活(huo)動,下放(fang)生產運(yun)(yun)營(ying)管(guan)理(li)職能(neng),總(zong)(zong)部(bu)(bu)人(ren)員(yuan)大幅精(jing)(jing)簡(jian)(jian)。11月初(chu)總(zong)(zong)部(bu)(bu)機(ji)構已經全部(bu)(bu)調整(zheng)到(dao)(dao)位(wei),目前已經按(an)照新(xin)的(de)(de)職能(neng)運(yun)(yun)轉。二(er)(er)級單位(wei)不斷加大專業化整(zheng)合(he)力度(du)。二(er)(er)是發(fa)布權(quan)(quan)責清(qing)單C版,大幅度(du)精(jing)(jing)簡(jian)(jian)審(shen)批(pi)事(shi)(shi)項(xiang)。與B版相(xiang)比,C版權(quan)(quan)責事(shi)(shi)項(xiang)由(you)646項(xiang)減少到(dao)(dao)129項(xiang),審(shen)批(pi)事(shi)(shi)項(xiang)由(you)197項(xiang)減少到(dao)(dao)40項(xiang),精(jing)(jing)簡(jian)(jian)權(quan)(quan)責、審(shen)批(pi)事(shi)(shi)項(xiang)達80%以(yi)上。三(san)是以(yi)建(jian)設國(guo)(guo)有(you)資(zi)(zi)本(ben)投(tou)資(zi)(zi)公(gong)司為方向,推進(jin)(jin)公(gong)司治(zhi)理(li)體系(xi)和治(zhi)理(li)能(neng)力現代化。為提高(gao)決策(ce)(ce)效率,建(jian)立董(dong)事(shi)(shi)會(hui)執行委(wei)員(yuan)會(hui),董(dong)事(shi)(shi)會(hui)授權(quan)(quan)一(yi)(yi)(yi)(yi)(yi)般性事(shi)(shi)項(xiang)由(you)執委(wei)會(hui)決策(ce)(ce)。梳理(li)黨(dang)(dang)組(zu)(zu)(zu)(zu)、董(dong)事(shi)(shi)會(hui)、經理(li)層(ceng)的(de)(de)職能(neng)權(quan)(quan)限(xian)、決策(ce)(ce)邊(bian)界,明確了(le)(le)(le)黨(dang)(dang)組(zu)(zu)(zu)(zu)、董(dong)事(shi)(shi)會(hui)、經理(li)層(ceng)各自(zi)的(de)(de)權(quan)(quan)限(xian)和程(cheng)序(xu)。對“三(san)重(zhong)一(yi)(yi)(yi)(yi)(yi)大”事(shi)(shi)項(xiang)等制度(du)全面修(xiu)訂(ding),既體現了(le)(le)(le)國(guo)(guo)企堅持黨(dang)(dang)的(de)(de)領導(dao)這一(yi)(yi)(yi)(yi)(yi)重(zhong)大政治(zhi)原則,又保證了(le)(le)(le)其他治(zhi)理(li)主體依法行使職權(quan)(quan)。在(zai)二(er)(er)級企業層(ceng)面,開展了(le)(le)(le)落實董(dong)事(shi)(shi)會(hui)職權(quan)(quan)試點改(gai)革,組(zu)(zu)(zu)(zu)建(jian)了(le)(le)(le)一(yi)(yi)(yi)(yi)(yi)支20人(ren)的(de)(de)專職董(dong)監(jian)事(shi)(shi)隊伍,實現二(er)(er)級單位(wei)董(dong)事(shi)(shi)會(hui)統一(yi)(yi)(yi)(yi)(yi)管(guan)理(li)。

東(dong)方(fang)電氣(qi)總(zong)(zong)(zong)經理、黨(dang)組副書記俞培根在發言中(zhong)(zhong)(zhong)提到(dao)(dao),要(yao)堅持主(zhu)動(dong)改革、積(ji)極作為(wei)(wei),著力補齊管理短板。要(yao)堅持解(jie)放(fang)思(si)想、不破不立(li),徹底重(zhong)(zhong)建(jian)(jian)組織結(jie)構。要(yao)堅持下(xia)細功夫策劃、花大(da)力氣(qi)實施(shi)、以快(kuai)節奏推動(dong),確(que)保(bao)改革落實落地。通(tong)過(guo)整改,全(quan)力打(da)造(zao)“一(yi)(yi)個(ge)(ge)體系(xi)、一(yi)(yi)個(ge)(ge)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)、一(yi)(yi)支(zhi)隊伍”。一(yi)(yi)是(shi)全(quan)力打(da)造(zao)高(gao)(gao)效(xiao)率戰(zhan)略(lve)(lve)(lve)管控(kong)體系(xi)。將集(ji)(ji)(ji)(ji)團(tuan)管控(kong)模式(shi)由(you)(you)“戰(zhan)略(lve)(lve)(lve)運營型(xing)”調(diao)整為(wei)(wei)“戰(zhan)略(lve)(lve)(lve)管控(kong)型(xing)”,明(ming)(ming)確(que)了(le)(le)(le)以戰(zhan)略(lve)(lve)(lve)落地為(wei)(wei)目標(biao)、以法人(ren)治理為(wei)(wei)基(ji)礎、以價(jia)值創造(zao)為(wei)(wei)重(zhong)(zhong)點(dian)、以績效(xiao)評價(jia)為(wei)(wei)導向、以改革創新為(wei)(wei)動(dong)力、以預(yu)算管理為(wei)(wei)抓(zhua)手、以加(jia)(jia)強監(jian)管為(wei)(wei)保(bao)障、以優(you)化(hua)服務為(wei)(wei)支(zhi)撐的(de)集(ji)(ji)(ji)(ji)團(tuan)管控(kong)體系(xi)。二(er)是(shi)全(quan)力打(da)造(zao)高(gao)(gao)水平(ping)戰(zhan)略(lve)(lve)(lve)管控(kong)型(xing)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)。將集(ji)(ji)(ji)(ji)團(tuan)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)明(ming)(ming)確(que)為(wei)(wei)全(quan)集(ji)(ji)(ji)(ji)團(tuan)的(de)戰(zhan)略(lve)(lve)(lve)管控(kong)中(zhong)(zhong)(zhong)心、投資決策中(zhong)(zhong)(zhong)心、內控(kong)監(jian)督中(zhong)(zhong)(zhong)心、績效(xiao)評價(jia)中(zhong)(zhong)(zhong)心、黨(dang)的(de)建(jian)(jian)設(she)中(zhong)(zhong)(zhong)心。厘清了(le)(le)(le)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)權責(ze),從“零”開始全(quan)面重(zhong)(zhong)建(jian)(jian)了(le)(le)(le)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)組織結(jie)構。改革后(hou),東(dong)方(fang)電氣(qi)集(ji)(ji)(ji)(ji)團(tuan)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)(bu)(bu)門數(shu)(shu)量由(you)(you)15個(ge)(ge)減(jian)(jian)少到(dao)(dao)了(le)(le)(le)11個(ge)(ge),其中(zhong)(zhong)(zhong)黨(dang)的(de)工(gong)作機構以外的(de)職能部(bu)(bu)(bu)(bu)(bu)(bu)門僅(jin)有7個(ge)(ge);總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)(bu)(bu)門內設(she)機構數(shu)(shu)量由(you)(you)50個(ge)(ge)減(jian)(jian)少到(dao)(dao)了(le)(le)(le)39個(ge)(ge);集(ji)(ji)(ji)(ji)團(tuan)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)人(ren)員(yuan)編制由(you)(you)414人(ren)減(jian)(jian)少到(dao)(dao)154人(ren),下(xia)降幅度(du)達(da)63%。三是(shi)全(quan)力打(da)造(zao)高(gao)(gao)素質(zhi)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)員(yuan)工(gong)隊伍。集(ji)(ji)(ji)(ji)團(tuan)總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)各部(bu)(bu)(bu)(bu)(bu)(bu)門基(ji)于職責(ze)定位的(de)調(diao)整進行了(le)(le)(le)全(quan)部(bu)(bu)(bu)(bu)(bu)(bu)重(zhong)(zhong)新定編,總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)全(quan)體員(yuan)工(gong)“原(yuan)地起立(li)”,按照“擇(ze)優(you)配置、雙向選擇(ze)、公平(ping)競爭”的(de)原(yuan)則,根據員(yuan)工(gong)績效(xiao)考核結(jie)果及個(ge)(ge)人(ren)意愿進行人(ren)崗適配。通(tong)過(guo)本次改革,東(dong)方(fang)電氣(qi)集(ji)(ji)(ji)(ji)團(tuan)管控(kong)模式(shi)更(geng)加(jia)(jia)明(ming)(ming)確(que)、總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)定位更(geng)加(jia)(jia)清晰、機構設(she)置更(geng)加(jia)(jia)精干(gan)、職能配置更(geng)加(jia)(jia)合(he)理,從組織結(jie)構上避免了(le)(le)(le)“總(zong)(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)機關化(hua)”問題(ti)的(de)滋生,為(wei)(wei)高(gao)(gao)質(zhi)量發展奠定了(le)(le)(le)基(ji)礎。

記者注意到,在此次整改過程中,國資委也將把自(zi)身擺進去——這兩次工作(zuo)啟動會(hui)和推進會(hui)都是(shi)通(tong)過視頻(pin)形(xing)式(shi)召開的(de),明(ming)顯減輕了央企的(de)負擔。
翁杰明表示,央企“總部機關化(hua)”整改(gai)的(de)各項工作已取得積極(ji)成效,第一階段的(de)目標任務順利完成,原因主要是三個(ge)方面:
一是(shi)高度重視,及(ji)時(shi)部署(shu)推(tui)進。各中央企業黨(dang)(dang)(dang)委(wei)(wei)(黨(dang)(dang)(dang)組(zu))將專項(xiang)整改作為(wei)當前重要的政(zheng)治責任和政(zheng)治任務,切實加強(qiang)組(zu)織領導,主要負(fu)責同志(zhi)均在第一時(shi)間(jian)作出(chu)批(pi)示(shi),并(bing)召開黨(dang)(dang)(dang)委(wei)(wei)(黨(dang)(dang)(dang)組(zu))會議、專題動(dong)員部署(shu)會議,認真學習傳達習近平(ping)總書記重要指示(shi)批(pi)示(shi)精神,全面部署(shu)整改工作。
二(er)是精心組織,研究(jiu)制定整(zheng)改方案(an)。各(ge)企業對“總部機關(guan)化”問題深入(ru)研究(jiu),明確(que)整(zheng)改措施、完(wan)成時限和任務分工。截至(zhi)11月30日(ri),中央企業已全部制定了專(zhuan)項整(zheng)改實施方案(an),并正式上報國資(zi)委備案(an)。
三是突(tu)出重(zhong)點,抓緊(jin)落(luo)實立(li)行(xing)立(li)改(gai)任務(wu)(wu)。按照(zhao)立(li)行(xing)立(li)改(gai)清單要求(qiu),各企業快速行(xing)動,及時調(diao)整“廳、局(ju)”等機(ji)構(gou)名(ming)稱,以及“局(ju)長(chang)、巡視員、調(diao)研員”等職務(wu)(wu)稱謂。目(mu)前,67家(jia)(jia)設置“辦公(gong)廳”的企業全部(bu)完成(cheng)了(le)名(ming)稱調(diao)整,其中,48家(jia)(jia)改(gai)為辦公(gong)室、19家(jia)(jia)改(gai)為綜合(管(guan)理)部(bu)。14家(jia)(jia)設置“局(ju)”的企業也全部(bu)調(diao)整了(le)名(ming)稱。
翁杰明表示,在充分(fen)肯(ken)定成績的同時,我(wo)們也要清醒地看到,各企業整改(gai)工(gong)作還不(bu)平衡,仍存(cun)在一些問題和不(bu)足。
翁(weng)杰明強(qiang)調,黨(dang)的(de)(de)十九屆四(si)中(zhong)全會對國資國企治(zhi)理(li)體(ti)系和治(zhi)理(li)能(neng)力現(xian)代化提出(chu)了(le)新的(de)(de)要求。隨著(zhu)專項整改工作的(de)(de)深(shen)化,越來越多的(de)(de)企業領導認識(shi)(shi)到,扎實做好“總部機關(guan)化”問(wen)題專項整改,是(shi)深(shen)入貫徹落實習(xi)近平總書(shu)記重要指示(shi)批示(shi)、增(zeng)強(qiang)“四(si)個意識(shi)(shi)”、做到“兩(liang)個維護”的(de)(de)具(ju)體(ti)表現(xian)和實際(ji)行動,是(shi)推進市場(chang)化改革、增(zeng)強(qiang)企業活力動力的(de)(de)內在需求,也是(shi)凝聚(ju)共(gong)識(shi)(shi)、攻堅克難(nan),解(jie)決長(chang)期想解(jie)決而(er)難(nan)以解(jie)決突出(chu)問(wen)題的(de)(de)難(nan)得契機。
翁杰明表示,專項整改工作才剛(gang)剛(gang)起步(bu)(bu),下一步(bu)(bu)的首要任(ren)務是加快(kuai)轉變職能、落(luo)實(shi)(shi)授(shou)(shou)權放(fang)權。他(ta)強(qiang)調,“加快(kuai)轉變職能、落(luo)實(shi)(shi)授(shou)(shou)權放(fang)權,既是深入推進‘總部機(ji)關化’專項整改的核心內容,更是認真落(luo)實(shi)(shi)《改革國(guo)有資本授(shou)(shou)權經營體制方案》的重要舉措。”
針對下一(yi)步工作,翁(weng)杰明提出了三點(dian)要(yao)求。
在加快轉(zhuan)變職能上(shang)狠下功(gong)夫,突出總(zong)部價(jia)值創造(zao)功(gong)能。要按(an)照專項整(zheng)改立(li)行立(li)改清(qing)單,抓緊(jin)研究提出總(zong)部職能、機構、崗位(wei)等調整(zheng)優化(hua)的(de)思路和措施。
在推動(dong)(dong)授權(quan)(quan)(quan)放權(quan)(quan)(quan)上狠(hen)下功夫,不(bu)斷增強企業內生(sheng)動(dong)(dong)力(li)和發(fa)展活力(li)。加快研究(jiu)制定總(zong)部(bu)權(quan)(quan)(quan)責(ze)事(shi)項清(qing)單、授權(quan)(quan)(quan)放權(quan)(quan)(quan)事(shi)項清(qing)單,加大授權(quan)(quan)(quan)放權(quan)(quan)(quan)力(li)度。
在(zai)(zai)全(quan)面落(luo)實(shi)專項(xiang)整改(gai)實(shi)施(shi)方案上狠下功夫,確保各項(xiang)整改(gai)措施(shi)落(luo)實(shi)落(luo)地。在(zai)(zai)聚焦(jiao)轉變總部職能和(he)落(luo)實(shi)授(shou)權(quan)放(fang)權(quan)兩(liang)項(xiang)重點工作的同(tong)時,同(tong)步推(tui)進立(li)行立(li)改(gai)各項(xiang)任務(wu),完(wan)善工作措施(shi),加強指(zhi)導推(tui)動,確保專項(xiang)整改(gai)各項(xiang)工作取得實(shi)效。
