今年(nian)以(yi)(yi)來,江(jiang)蘇省國(guo)資系統堅持(chi)以(yi)(yi)習近平新時代中國(guo)特色社會(hui)主(zhu)義(yi)思想為指導,堅決貫徹黨中央、國(guo)務院決策部署,認真落(luo)(luo)實(shi)郝鵬書記在年(nian)初地方國(guo)資委(wei)負責人會(hui)議(yi)(yi)和(he)2月5日(ri)、4月24日(ri)視頻會(hui)等會(hui)議(yi)(yi)上(shang)(shang)的講話精神,咬定全年(nian)目標不放松,迎難而上(shang)(shang),主(zhu)動作(zuo)(zuo)為,做(zuo)好“六穩”工作(zuo)(zuo)、落(luo)(luo)實(shi)“六保”任務,奮力(li)奪取疫(yi)情防控和(he)改革發(fa)展(zhan)“雙勝利”,全省國(guo)有企業主(zhu)要經(jing)營(ying)指標持(chi)續改善,發(fa)展(zhan)勢頭持(chi)續向(xiang)好。1-6月,省市(shi)國(guo)資委(wei)監管企業實(shi)現(xian)(xian)營(ying)業收入4312.73億(yi)元,同(tong)比增長(chang)0.6%;實(shi)現(xian)(xian)利潤(run)460.39億(yi)元,同(tong)比下(xia)降12.9%。
一(yi)、以改(gai)(gai)革(ge)(ge)促發展(zhan),創(chuang)新(xin)(xin)經營(ying)(ying)(ying)方(fang)式,拓展(zhan)市(shi)場(chang)(chang)(chang)增(zeng)量(liang)。一(yi)是著(zhu)(zhu)力(li)(li)深化(hua)國(guo)(guo)資國(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)。依靠改(gai)(gai)革(ge)(ge)應對變局,對沖疫情帶來(lai)的(de)沖擊和(he)影響。啟動(dong)(dong)(dong)編(bian)制(zhi)全(quan)省(sheng)國(guo)(guo)有資本(ben)(ben)布局和(he)結構戰(zhan)略性(xing)調整(zheng)“十(shi)四五”規劃,推(tui)動(dong)(dong)(dong)省(sheng)屬企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)全(quan)力(li)(li)打(da)好創(chuang)建(jian)(jian)一(yi)流企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)三(san)年(nian)行(xing)動(dong)(dong)(dong)計(ji)劃收(shou)(shou)官戰(zhan)。持續(xu)推(tui)進(jin)戰(zhan)略性(xing)重(zhong)組(zu),整(zheng)合(he)組(zu)建(jian)(jian)省(sheng)環(huan)保集團,今年(nian)5月(yue)(yue)掛(gua)牌運營(ying)(ying)(ying)。初步遴選9戶(hu)省(sheng)市(shi)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)納入全(quan)省(sheng)第二批混(hun)改(gai)(gai)試(shi)點。持續(xu)推(tui)進(jin)經理層成員任(ren)期制(zhi)與契約化(hua)管理。省(sheng)屬商(shang)業(ye)(ye)(ye)一(yi)類二級(ji)(ji)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)70戶(hu)于(yu)2019年(nian)先(xian)行(xing)啟動(dong)(dong)(dong),今年(nian)又選擇89戶(hu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)繼(ji)續(xu)實施(shi),在省(sheng)屬企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)立董事會(hui)的(de)商(shang)業(ye)(ye)(ye)一(yi)類二級(ji)(ji)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)中占比達(da)77.5%。深入推(tui)進(jin)改(gai)(gai)革(ge)(ge)專項(xiang)工(gong)程,加快(kuai)4戶(hu)市(shi)屬國(guo)(guo)有資本(ben)(ben)投資運營(ying)(ying)(ying)公司試(shi)點,指導6戶(hu)“雙百(bai)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)”、2戶(hu)“科改(gai)(gai)示(shi)范企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)”、8戶(hu)參照“雙百(bai)行(xing)動(dong)(dong)(dong)”企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)實施(shi)綜合(he)改(gai)(gai)革(ge)(ge),打(da)通(tong)(tong)(tong)政策落地“最后一(yi)公里”。二是著(zhu)(zhu)力(li)(li)拓展(zhan)外(wai)(wai)(wai)貿業(ye)(ye)(ye)務新(xin)(xin)模式。加快(kuai)國(guo)(guo)際營(ying)(ying)(ying)銷(xiao)(xiao)網(wang)(wang)絡(luo)建(jian)(jian)設,布局海(hai)外(wai)(wai)(wai)生產基地和(he)“海(hai)外(wai)(wai)(wai)倉”,增(zeng)強承接(jie)國(guo)(guo)內外(wai)(wai)(wai)訂單(dan)和(he)提(ti)供優質服務能力(li)(li),推(tui)動(dong)(dong)(dong)跨境電(dian)商(shang)出(chu)(chu)口(kou)(kou)業(ye)(ye)(ye)務發展(zhan),積極參加首(shou)屆線上(shang)廣交會(hui),增(zeng)設展(zhan)區,通(tong)(tong)(tong)過三(san)維展(zhan)示(shi)、直(zhi)播(bo)等多種網(wang)(wang)絡(luo)宣(xuan)傳形(xing)式擴(kuo)大(da)(da)(da)貿易量(liang)。6月(yue)(yue)份,省(sheng)屬外(wai)(wai)(wai)貿企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)進(jin)出(chu)(chu)口(kou)(kou)總(zong)額8.92億美(mei)元(yuan),同比增(zeng)長(chang)(chang)5.72%。三(san)是著(zhu)(zhu)力(li)(li)鞏(gong)固(gu)和(he)開拓市(shi)場(chang)(chang)(chang)。交通(tong)(tong)(tong)運輸類企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)通(tong)(tong)(tong)過“客改(gai)(gai)貨”等方(fang)式,積極開辟航空貨運市(shi)場(chang)(chang)(chang),上(shang)線港(gang)口(kou)(kou)物流電(dian)商(shang)平臺,營(ying)(ying)(ying)收(shou)(shou)實現正(zheng)增(zeng)長(chang)(chang)。旅(lv)游類企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)提(ti)供“云游”產品(pin)(pin)、舉辦超(chao)級(ji)(ji)品(pin)(pin)牌周(zhou)線上(shang)營(ying)(ying)(ying)銷(xiao)(xiao)活動(dong)(dong)(dong),擴(kuo)大(da)(da)(da)品(pin)(pin)牌影響力(li)(li),保持游客黏(nian)性(xing)。醫藥板塊企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)充分(fen)釋放產能,全(quan)力(li)(li)做(zuo)好抗疫物資生產調度和(he)國(guo)(guo)內外(wai)(wai)(wai)市(shi)場(chang)(chang)(chang)投放,營(ying)(ying)(ying)收(shou)(shou)和(he)利潤實現大(da)(da)(da)幅增(zeng)長(chang)(chang)。四是著(zhu)(zhu)力(li)(li)擴(kuo)大(da)(da)(da)有效投資,抓好重(zhong)大(da)(da)(da)項(xiang)目建(jian)(jian)設。上(shang)半(ban)年(nian)省(sheng)屬企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)實現投資總(zong)額達(da)577.3億元(yuan),同比增(zeng)長(chang)(chang)53.9%。省(sheng)屬企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)承擔的(de)重(zhong)點工(gong)程項(xiang)目建(jian)(jian)設已全(quan)部(bu)復工(gong)并(bing)加快(kuai)推(tui)進(jin)。其中,在建(jian)(jian)6條(tiao)高鐵線路(lu)于(yu)2月(yue)(yue)底(di)全(quan)面復工(gong),滬蘇通(tong)(tong)(tong)長(chang)(chang)江公鐵大(da)(da)(da)橋如期通(tong)(tong)(tong)車。南京祿口(kou)(kou)國(guo)(guo)際機場(chang)(chang)(chang)T1航站(zhan)樓(lou)改(gai)(gai)擴(kuo)建(jian)(jian)工(gong)程已通(tong)(tong)(tong)過行(xing)業(ye)(ye)(ye)驗收(shou)(shou),即(ji)將投運。江蘇高投集團逆勢(shi)發力(li)(li),上(shang)半(ban)年(nian)新(xin)(xin)募基金5支,投資項(xiang)目達(da)44個,同比增(zeng)長(chang)(chang)22.2%,有力(li)(li)推(tui)動(dong)(dong)(dong)創(chuang)新(xin)(xin)型中小(xiao)型企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)成長(chang)(chang)壯(zhuang)大(da)(da)(da)。
二(er)、大力(li)提(ti)質增(zeng)效(xiao)(xiao),優化(hua)(hua)負債(zhai)結構(gou),降低資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)成本。一是(shi)(shi)(shi)持(chi)續瘦身健體。聚焦主(zhu)業(ye)(ye)(ye)發展(zhan),省屬企(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)業(ye)(ye)(ye)全(quan)部(bu)(bu)控(kong)制(zhi)(zhi)在3個以內,96%的增(zeng)量投(tou)資(zi)(zi)(zi)(zi)聚焦主(zhu)業(ye)(ye)(ye)。加快處僵退(tui)劣(lie),已全(quan)部(bu)(bu)出清(qing)118戶(hu)“僵尸企(qi)(qi)(qi)業(ye)(ye)(ye)”,還清(qing)理(li)(li)退(tui)出劣(lie)勢企(qi)(qi)(qi)業(ye)(ye)(ye)和(he)低效(xiao)(xiao)無效(xiao)(xiao)投(tou)資(zi)(zi)(zi)(zi)累計443戶(hu)(項),止(zhi)住(zhu)了(le)“出血點”。壓(ya)縮(suo)管(guan)理(li)(li)層級(ji),除國有資(zi)(zi)(zi)(zi)本投(tou)資(zi)(zi)(zi)(zi)運營(ying)公司及二(er)三級(ji)企(qi)(qi)(qi)業(ye)(ye)(ye)有上市公司外(wai),省屬企(qi)(qi)(qi)業(ye)(ye)(ye)管(guan)理(li)(li)層級(ji)基(ji)本壓(ya)縮(suo)至3級(ji)以內,實現了(le)“扁平化(hua)(hua)”高(gao)效(xiao)(xiao)管(guan)理(li)(li)。二(er)是(shi)(shi)(shi)搶抓機遇(yu)降低企(qi)(qi)(qi)業(ye)(ye)(ye)融資(zi)(zi)(zi)(zi)成本。鼓勵支持(chi)企(qi)(qi)(qi)業(ye)(ye)(ye)充分(fen)利(li)用(yong)國家貨幣政(zheng)策(ce)(ce)窗口(kou)期,通(tong)過提(ti)升(sheng)信用(yong)等(deng)(deng)級(ji)、擴大直接融資(zi)(zi)(zi)(zi)、置換高(gao)利(li)率(lv)(lv)債(zhai)務(wu)等(deng)(deng)方式(shi)(shi),優化(hua)(hua)債(zhai)務(wu)結構(gou)。上半年,省屬企(qi)(qi)(qi)業(ye)(ye)(ye)帶息負債(zhai)規模增(zeng)長12.5%,利(li)息支出僅增(zeng)長3.4%。積極爭取疫情期間優惠政(zheng)策(ce)(ce)流動(dong)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)貸(dai)(dai)款(kuan)(kuan),推進集(ji)團公司存(cun)(cun)量貸(dai)(dai)款(kuan)(kuan)定(ding)價基(ji)準向LPR轉化(hua)(hua),貸(dai)(dai)款(kuan)(kuan)利(li)率(lv)(lv)水平明顯下(xia)調(diao)(diao)。支持(chi)企(qi)(qi)(qi)業(ye)(ye)(ye)發行(xing)綠色(se)中票,降低同類債(zhai)券利(li)率(lv)(lv)。舉辦國有企(qi)(qi)(qi)業(ye)(ye)(ye)與銀(yin)行(xing)機構(gou)融資(zi)(zi)(zi)(zi)洽談會,支持(chi)企(qi)(qi)(qi)業(ye)(ye)(ye)置換高(gao)息貸(dai)(dai)款(kuan)(kuan)。三是(shi)(shi)(shi)加強資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)管(guan)控(kong)、提(ti)高(gao)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)使用(yong)效(xiao)(xiao)率(lv)(lv)。推動(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)深化(hua)(hua)內部(bu)(bu)挖潛,選擇(ze)適合本企(qi)(qi)(qi)業(ye)(ye)(ye)特點的資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)集(ji)中管(guan)理(li)(li)模式(shi)(shi),強化(hua)(hua)集(ji)團內部(bu)(bu)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)調(diao)(diao)配,控(kong)制(zhi)(zhi)債(zhai)務(wu)規模,降低對外(wai)部(bu)(bu)融資(zi)(zi)(zi)(zi)的依賴。充分(fen)發揮(hui)集(ji)團財務(wu)公司內部(bu)(bu)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)管(guan)理(li)(li)平臺作(zuo)用(yong),通(tong)過對歸集(ji)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)管(guan)理(li)(li)、發放優惠貸(dai)(dai)款(kuan)(kuan)、提(ti)供優惠存(cun)(cun)款(kuan)(kuan)利(li)率(lv)(lv)、提(ti)供供應鏈金(jin)(jin)(jin)融等(deng)(deng)創新產品方式(shi)(shi),節約(yue)大量財務(wu)費用(yong)。制(zhi)(zhi)定(ding)《2020年度省屬企(qi)(qi)(qi)業(ye)(ye)(ye)負責人經營(ying)業(ye)(ye)(ye)績(ji)考核(he)約(yue)束性指標計分(fen)辦法》,將資(zi)(zi)(zi)(zi)產負債(zhai)約(yue)束等(deng)(deng)重點工(gong)作(zuo)納入(ru)企(qi)(qi)(qi)業(ye)(ye)(ye)負責人經營(ying)業(ye)(ye)(ye)績(ji)考核(he)。樹立(li)過緊日子思想,全(quan)面壓(ya)縮(suo)非生產性開支。
三(san)、嚴格制(zhi)(zhi)度(du)(du)執(zhi)行(xing)(xing)(xing)(xing),強化問題(ti)整改(gai),構(gou)建(jian)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)大(da)格局。一是(shi)(shi)組(zu)織(zhi)開展(zhan)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)制(zhi)(zhi)度(du)(du)執(zhi)行(xing)(xing)(xing)(xing)情況排查。組(zu)成(cheng)8個(ge)督查組(zu),采取(qu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)自(zi)查、現場核查、跟蹤督辦等方(fang)式,深(shen)入查找(zhao)糾治省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)有(you)(you)章(zhang)不(bu)循、有(you)(you)規(gui)不(bu)依問題(ti),“一企(qi)(qi)(qi)(qi)(qi)一單(dan)”下發(fa)(fa)問題(ti)整改(gai)提醒函,督促落(luo)實(shi)(shi)(shi),嚴肅(su)制(zhi)(zhi)度(du)(du)執(zhi)行(xing)(xing)(xing)(xing),阻斷違規(gui)決策的(de)風(feng)險(xian)源頭。二是(shi)(shi)完(wan)(wan)善(shan)落(luo)實(shi)(shi)(shi)國(guo)(guo)有(you)(you)資(zi)(zi)產監(jian)(jian)督閉環(huan)機(ji)制(zhi)(zhi)。重(zhong)(zhong)(zhong)(zhong)新修(xiu)(xiu)訂(ding)《省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)問題(ti)整改(gai)監(jian)(jian)督閉環(huan)管(guan)理(li)實(shi)(shi)(shi)施辦法》,提高(gao)“發(fa)(fa)現問題(ti)、整改(gai)落(luo)實(shi)(shi)(shi)、檢查驗收(shou)、追(zhui)責(ze)(ze)問責(ze)(ze)”閉環(huan)機(ji)制(zhi)(zhi)效能(neng)。現已(yi)推(tui)動(dong)(dong)省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)累計修(xiu)(xiu)訂(ding)制(zhi)(zhi)度(du)(du)或業(ye)(ye)(ye)務規(gui)程512項(xiang),清收(shou)到賬應收(shou)款項(xiang)7.85億元(yuan),并對(dui)7.48億元(yuan)各類債(zhai)權進(jin)行(xing)(xing)(xing)(xing)資(zi)(zi)產保全,追(zhui)責(ze)(ze)問責(ze)(ze)116人。三(san)是(shi)(shi)鞏固擴大(da)制(zhi)(zhi)度(du)(du)創新成(cheng)果。推(tui)動(dong)(dong)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)全面(mian)建(jian)立重(zhong)(zhong)(zhong)(zhong)大(da)事項(xiang)清單(dan),明確“哪些事項(xiang)上什(shen)么(me)會、履行(xing)(xing)(xing)(xing)什(shen)么(me)程序”。實(shi)(shi)(shi)施對(dui)非(fei)主業(ye)(ye)(ye)投資(zi)(zi)項(xiang)目(mu)由(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)與國(guo)(guo)資(zi)(zi)委分別組(zu)織(zhi)第三(san)方(fang)論證的(de)“雙重(zhong)(zhong)(zhong)(zhong)論證”制(zhi)(zhi)度(du)(du),防止(zhi)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)盲目(mu)投資(zi)(zi)非(fei)主業(ye)(ye)(ye)高(gao)風(feng)險(xian)項(xiang)目(mu)。近年(nian)來,省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)沒有(you)(you)發(fa)(fa)生一次較大(da)以上投資(zi)(zi)損失。推(tui)行(xing)(xing)(xing)(xing)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)重(zhong)(zhong)(zhong)(zhong)大(da)決策由(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)內(nei)、外部法律顧問進(jin)行(xing)(xing)(xing)(xing)“雙重(zhong)(zhong)(zhong)(zhong)法律審(shen)核”,有(you)(you)效防止(zhi)了重(zhong)(zhong)(zhong)(zhong)大(da)法律風(feng)險(xian)事件(jian)的(de)發(fa)(fa)生。深(shen)入宣貫《省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)風(feng)險(xian)管(guan)理(li)應用指(zhi)引(yin)(yin)》,出臺《省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)合規(gui)管(guan)理(li)指(zhi)引(yin)(yin)》,完(wan)(wan)善(shan)了風(feng)險(xian)防控體系。四是(shi)(shi)構(gou)建(jian)全省國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)大(da)格局。將省級層(ceng)面(mian)行(xing)(xing)(xing)(xing)之有(you)(you)效的(de)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)制(zhi)(zhi)度(du)(du)、做法,向市縣國(guo)(guo)資(zi)(zi)系統延伸;制(zhi)(zhi)定(ding)指(zhi)導市縣國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)年(nian)度(du)(du)工作(zuo)(zuo)要點(dian),深(shen)入市縣調(diao)研指(zhi)導;組(zu)織(zhi)省屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)與市縣國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)合資(zi)(zi)合作(zuo)(zuo),推(tui)進(jin)融合發(fa)(fa)展(zhan)。
四、全(quan)(quan)面(mian)從嚴(yan)(yan)治黨(dang)(dang)(dang),健(jian)全(quan)(quan)“三項(xiang)機(ji)制(zhi)”,優化發(fa)展(zhan)環境。堅持全(quan)(quan)面(mian)從嚴(yan)(yan)治黨(dang)(dang)(dang)與敞(chang)開正(zheng)向激勵(li)大門“雙管(guan)齊下”,通(tong)過發(fa)揮查(cha)辦案件功能(neng)作用,保持反(fan)腐敗高壓態勢;推(tui)行(xing)員工薪酬市場化制(zhi)度(du),落(luo)(luo)實“鼓勵(li)激勵(li)、能(neng)上能(neng)下、容錯(cuo)糾錯(cuo)”三項(xiang)機(ji)制(zhi),充分調動(dong)廣大干(gan)部職工干(gan)事創業積極性。省國(guo)資委黨(dang)(dang)(dang)委現已總結(jie)推(tui)廣落(luo)(luo)實“三項(xiang)機(ji)制(zhi)”典(dian)型案例46個,進一(yi)步營造了(le)風清氣正(zheng)的政(zheng)治生態和良好(hao)的發(fa)展(zhan)環境。
