近日,中共中央(yang)辦(ban)公廳、國務院辦(ban)公廳印發《中央(yang)企業(ye)(ye)領導人(ren)員管(guan)理規定》(以下(xia)簡稱《規定》),這(zhe)是(shi)貫徹(che)習(xi)近平新時代中國特色社會主義思想和黨(dang)的(de)(de)十九大精神的(de)(de)重要(yao)舉措,是(shi)多年來特別是(shi)黨(dang)的(de)(de)十八大以來中央(yang)企業(ye)(ye)領導人(ren)員管(guan)理經(jing)驗的(de)(de)科學總結(jie)提升。
《規(gui)定》適時(shi)回應(ying)了加(jia)強中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領導(dao)人(ren)(ren)員(yuan)(yuan)管理(li)的(de)新(xin)(xin)時(shi)代(dai)(dai)新(xin)(xin)要(yao)求。中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)的(de)新(xin)(xin)時(shi)代(dai)(dai)新(xin)(xin)發(fa)展(zhan),呼喚企(qi)(qi)(qi)(qi)(qi)業(ye)家(jia)(jia)的(de)新(xin)(xin)擔當(dang)新(xin)(xin)作為(wei)(wei)(wei),亟需(xu)完善培養造就、吸引(yin)凝聚(ju)、用好(hao)用活優秀企(qi)(qi)(qi)(qi)(qi)業(ye)家(jia)(jia)的(de)政策法規(gui)。出臺旨(zhi)在(zai)深(shen)入貫徹以習近平(ping)同志(zhi)為(wei)(wei)(wei)核(he)心的(de)黨中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)對(dui)國有(you)企(qi)(qi)(qi)(qi)(qi)業(ye)改(gai)革發(fa)展(zhan)和(he)黨的(de)建設(she)新(xin)(xin)思(si)想新(xin)(xin)要(yao)求,更好(hao)激發(fa)和(he)保護企(qi)(qi)(qi)(qi)(qi)業(ye)家(jia)(jia)擔當(dang)創新(xin)(xin)有(you)為(wei)(wei)(wei)精神,強化從(cong)嚴從(cong)實管理(li)中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領導(dao)人(ren)(ren)員(yuan)(yuan)的(de)《規(gui)定》,對(dui)于加(jia)強黨對(dui)中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)的(de)全面領導(dao),完善適應(ying)中(zhong)(zhong)(zhong)(zhong)國特色現代(dai)(dai)國有(you)企(qi)(qi)(qi)(qi)(qi)業(ye)制(zhi)度(du)要(yao)求和(he)市場(chang)競爭需(xu)要(yao)的(de)選人(ren)(ren)用人(ren)(ren)機制(zhi),提高中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領導(dao)人(ren)(ren)員(yuan)(yuan)管理(li)工作質量,造就“對(dui)黨忠誠、勇于創新(xin)(xin)、治企(qi)(qi)(qi)(qi)(qi)有(you)方(fang)、興企(qi)(qi)(qi)(qi)(qi)有(you)為(wei)(wei)(wei)、清(qing)正廉(lian)潔”的(de)高素(su)質中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領導(dao)人(ren)(ren)員(yuan)(yuan)隊伍,進一步激勵中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領導(dao)人(ren)(ren)員(yuan)(yuan)新(xin)(xin)時(shi)代(dai)(dai)新(xin)(xin)擔當(dang)新(xin)(xin)作為(wei)(wei)(wei),把中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)建設(she)成為(wei)(wei)(wei)黨和(he)人(ren)(ren)民可(ke)信賴(lai)、可(ke)依靠的(de)“大國重器”,具有(you)十分重要(yao)的(de)意義。
《規定(ding)(ding)》科(ke)學體(ti)現了中央企業(ye)領(ling)導人員管(guan)(guan)理(li)必須堅持黨管(guan)(guan)干(gan)部(bu)原(yuan)(yuan)則。國有企業(ye)是全面建設小康社會(hui)的(de)重(zhong)要力量,是中國特色(se)(se)社會(hui)主義的(de)重(zhong)要支柱,是我們黨執(zhi)政的(de)重(zhong)要基(ji)礎(chu);中央企業(ye)領(ling)導人員群體(ti)是黨在(zai)經濟領(ling)域的(de)執(zhi)政骨干(gan)隊伍,治國理(li)政復合型人才的(de)重(zhong)要來(lai)源。堅持黨管(guan)(guan)干(gan)部(bu)原(yuan)(yuan)則,是黨對(dui)國有企業(ye)全面領(ling)導的(de)重(zhong)要體(ti)現,是夯實中國特色(se)(se)社會(hui)主義重(zhong)要物質(zhi)基(ji)礎(chu)和政治基(ji)礎(chu)的(de)根本(ben)保證(zheng)。《規定(ding)(ding)》的(de)諸(zhu)多環節科(ke)學體(ti)現了黨管(guan)(guan)干(gan)部(bu)原(yuan)(yuan)則。比如,在(zai)選(xuan)拔任用工(gong)作(zuo)中,從提出工(gong)作(zuo)方(fang)案(an)到(dao)確定(ding)(ding)考(kao)察對(dui)象,從嚴格考(kao)察到(dao)集體(ti)討論決定(ding)(ding)等(deng)(deng)各個環節,強調(diao)(diao)都要發(fa)揮黨組織的(de)領(ling)導和把關作(zuo)用。再如,在(zai)董(dong)事會(hui)選(xuan)聘經理(li)層成員試點工(gong)作(zuo)中,強調(diao)(diao)上級黨組織要在(zai)確定(ding)(ding)標準、規范程序、參與考(kao)察、推薦人選(xuan)等(deng)(deng)方(fang)面發(fa)揮作(zuo)用等(deng)(deng)等(deng)(deng)。
《規(gui)定(ding)》著重強(qiang)調了在中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)管理(li)(li)(li)中(zhong)(zhong)的市(shi)場(chang)規(gui)律(lv)作(zuo)(zuo)用(yong)(yong)。《規(gui)定(ding)》強(qiang)調,對(dui)(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)的管理(li)(li)(li),必須準確(que)把(ba)握市(shi)場(chang)規(gui)律(lv),注(zhu)重發(fa)揮(hui)市(shi)場(chang)機制(zhi)(zhi)作(zuo)(zuo)用(yong)(yong)。一是(shi)豐富和完(wan)善市(shi)場(chang)化(hua)(hua)選(xuan)(xuan)人(ren)(ren)方(fang)式,明確(que)將公開遴選(xuan)(xuan)作(zuo)(zuo)為(wei)選(xuan)(xuan)拔任用(yong)(yong)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)方(fang)式之一,明確(que)對(dui)(dui)經(jing)理(li)(li)(li)層(ceng)成員(yuan)(yuan)的選(xuan)(xuan)拔任用(yong)(yong)可(ke)以采取競聘(pin)(pin)上崗、公開招(zhao)聘(pin)(pin)和委托推(tui)薦等(deng)(deng)方(fang)式,進(jin)(jin)(jin)一步擴大選(xuan)(xuan)人(ren)(ren)用(yong)(yong)人(ren)(ren)視(shi)野。二是(shi)明確(que)提出(chu)對(dui)(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)實(shi)行(xing)(xing)任期制(zhi)(zhi)(聘(pin)(pin)期制(zhi)(zhi)),對(dui)(dui)經(jing)理(li)(li)(li)層(ceng)成員(yuan)(yuan)可(ke)以實(shi)行(xing)(xing)聘(pin)(pin)任制(zhi)(zhi),推(tui)進(jin)(jin)(jin)契約化(hua)(hua)管理(li)(li)(li)。三是(shi)強(qiang)化(hua)(hua)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)經(jing)營(ying)業(ye)(ye)(ye)(ye)(ye)績考核,注(zhu)重區別企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)功能定(ding)位,注(zhu)重行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)對(dui)(dui)標,注(zhu)重中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)班子成員(yuan)(yuan)全覆蓋。四(si)是(shi)強(qiang)化(hua)(hua)市(shi)場(chang)化(hua)(hua)退出(chu),包括對(dui)(dui)不適宜擔任現職的中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)進(jin)(jin)(jin)行(xing)(xing)組織調整,以及因企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)發(fa)展戰略(lve)調整、產業(ye)(ye)(ye)(ye)(ye)轉型、兼并(bing)重組等(deng)(deng)需(xu)要對(dui)(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)員(yuan)(yuan)進(jin)(jin)(jin)行(xing)(xing)調整等(deng)(deng),形成優(you)勝劣汰、優(you)進(jin)(jin)(jin)絀(chu)退的機制(zhi)(zhi)。五是(shi)提出(chu)合理(li)(li)(li)增加(jia)經(jing)理(li)(li)(li)層(ceng)中(zhong)(zhong)市(shi)場(chang)化(hua)(hua)選(xuan)(xuan)聘(pin)(pin)職業(ye)(ye)(ye)(ye)(ye)經(jing)理(li)(li)(li)人(ren)(ren)比例,穩(wen)妥推(tui)進(jin)(jin)(jin)職業(ye)(ye)(ye)(ye)(ye)經(jing)理(li)(li)(li)人(ren)(ren)制(zhi)(zhi)度建設,有序推(tui)進(jin)(jin)(jin)董事會選(xuan)(xuan)聘(pin)(pin)經(jing)理(li)(li)(li)層(ceng)成員(yuan)(yuan)試點工作(zuo)(zuo)。
《規(gui)定》更加明確(que)(que)了對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)導人員的高標準嚴要(yao)求。一是在選拔任(ren)用的基本條件中(zhong)(zhong)逐一細化“對(dui)黨(dang)忠(zhong)誠、勇(yong)于創新(xin)(xin)、治(zhi)(zhi)企(qi)(qi)有(you)(you)方(fang)、興(xing)企(qi)(qi)有(you)(you)為(wei)(wei)、清正廉(lian)潔”要(yao)求,強(qiang)(qiang)調(diao)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)導人員必(bi)(bi)(bi)須旗(qi)幟(zhi)鮮明講(jiang)政(zheng)治(zhi)(zhi),牢固(gu)樹(shu)立“四(si)個意識(shi)”,堅決維護習近平總書記的核心地(di)位,堅決維護黨(dang)中(zhong)(zhong)央(yang)(yang)權威(wei)和(he)(he)集中(zhong)(zhong)統一領(ling)導,堅決執行(xing)(xing)黨(dang)和(he)(he)國家的方(fang)針政(zheng)策;必(bi)(bi)(bi)須具有(you)(you)強(qiang)(qiang)烈的創新(xin)(xin)意識(shi)和(he)(he)創新(xin)(xin)自信,敢(gan)闖(chuang)敢(gan)試、敢(gan)為(wei)(wei)人先;必(bi)(bi)(bi)須具有(you)(you)較強(qiang)(qiang)的治(zhi)(zhi)企(qi)(qi)能力(li),善(shan)于把握市場經濟規(gui)律(lv)和(he)(he)企(qi)(qi)業(ye)(ye)(ye)發展規(gui)律(lv),懂(dong)經營(ying)、會(hui)管理(li)、善(shan)決策;必(bi)(bi)(bi)須具有(you)(you)正確(que)(que)的業(ye)(ye)(ye)績(ji)觀,勇(yong)擔當(dang),善(shan)作(zuo)為(wei)(wei),工作(zuo)業(ye)(ye)(ye)績(ji)突出;必(bi)(bi)(bi)須具有(you)(you)良好的職業(ye)(ye)(ye)操守(shou)(shou)和(he)(he)個人品(pin)行(xing)(xing),嚴守(shou)(shou)底線(xian),廉(lian)潔從業(ye)(ye)(ye)。二是強(qiang)(qiang)調(diao)加強(qiang)(qiang)對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)導人員綜合(he)考核評價(jia)、經營(ying)業(ye)(ye)(ye)績(ji)考核、黨(dang)建(jian)工作(zuo)責任(ren)制落(luo)實(shi)情況(kuang)考核,強(qiang)(qiang)化抓改革、強(qiang)(qiang)黨(dang)建(jian)、促發展導向,引(yin)導中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)導人員做到忠(zhong)誠干凈擔當(dang)。三(san)是強(qiang)(qiang)調(diao)以強(qiang)(qiang)化忠(zhong)誠意識(shi)、拓展國際視野、提高戰略思維、增強(qiang)(qiang)創新(xin)(xin)精神、提升治(zhi)(zhi)企(qi)(qi)能力(li)、鍛造優(you)秀品(pin)行(xing)(xing)為(wei)(wei)重點(dian),加強(qiang)(qiang)對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)導人員的教(jiao)育培訓(xun)和(he)(he)實(shi)踐鍛煉。
《規(gui)(gui)定(ding)》突出(chu)(chu)了(le)對中(zhong)央企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan)的(de)(de)(de)擔當(dang)有為(wei)要求(qiu)和(he)正(zheng)向(xiang)激(ji)勵。中(zhong)央企(qi)業(ye)(ye)正(zheng)處在高質(zhi)量發(fa)展(zhan)的(de)(de)(de)攻關(guan)期,急需充分調動(dong)中(zhong)央企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan)干(gan)事(shi)創業(ye)(ye)的(de)(de)(de)積極(ji)性、主動(dong)性、創造性。對此,《規(gui)(gui)定(ding)》堅持從(cong)(cong)實際出(chu)(chu)發(fa),明確(que)了(le)一些具體(ti)要求(qiu)。一是(shi)發(fa)揮(hui)正(zheng)確(que)用人(ren)導向(xiang)的(de)(de)(de)激(ji)勵作(zuo)(zuo)用。《規(gui)(gui)定(ding)》提(ti)出(chu)(chu),對敢于(yu)(yu)(yu)負責、勇(yong)于(yu)(yu)(yu)擔當(dang)、善(shan)于(yu)(yu)(yu)作(zuo)(zuo)為(wei)、業(ye)(ye)績突出(chu)(chu)的(de)(de)(de)中(zhong)央企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan),應(ying)當(dang)及(ji)時(shi)提(ti)拔重用,激(ji)勵中(zhong)央企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan)講擔當(dang)、重擔當(dang)。二是(shi)建立容(rong)錯(cuo)糾錯(cuo)機制(zhi)。《規(gui)(gui)定(ding)》從(cong)(cong)目的(de)(de)(de)正(zheng)當(dang)、禁(jin)止(zhi)排除、程序(xu)合(he)規(gui)(gui)、行為(wei)合(he)法、結(jie)果(guo)合(he)理(li)等五個維度(du)明確(que)可以容(rong)錯(cuo)的(de)(de)(de)基(ji)本條件,引導中(zhong)央企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan)爭當(dang)改革的(de)(de)(de)促進派、實干(gan)家,專心致志為(wei)黨和(he)人(ren)民干(gan)事(shi)創業(ye)(ye)、建功立業(ye)(ye)。三(san)是(shi)完(wan)善(shan)薪酬分配和(he)激(ji)勵機制(zhi)。《規(gui)(gui)定(ding)》提(ti)出(chu)(chu)堅持物質(zhi)激(ji)勵與(yu)精神(shen)激(ji)勵相(xiang)結(jie)合(he)、短期激(ji)勵與(yu)任期激(ji)勵相(xiang)結(jie)合(he),激(ji)發(fa)企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan)創新活力和(he)創業(ye)(ye)動(dong)力。四是(shi)加大(da)表(biao)彰宣傳力度(du)。《規(gui)(gui)定(ding)》提(ti)出(chu)(chu),對在企(qi)業(ye)(ye)改革發(fa)展(zhan)、黨的(de)(de)(de)建設中(zhong)作(zuo)(zuo)出(chu)(chu)突出(chu)(chu)貢獻,以及(ji)在完(wan)成重大(da)專項和(he)重大(da)改革任務、處置突發(fa)事(shi)件等工作(zuo)(zuo)中(zhong)表(biao)現突出(chu)(chu)的(de)(de)(de)中(zhong)央企(qi)業(ye)(ye)領導人(ren)員(yuan)(yuan),及(ji)時(shi)予以表(biao)彰。
《規(gui)定》切實加強(qiang)(qiang)了對(dui)中(zhong)央(yang)(yang)(yang)(yang)企(qi)業領(ling)(ling)導(dao)人(ren)(ren)(ren)員的(de)(de)從(cong)嚴管(guan)(guan)理(li)。堅持問(wen)題(ti)導(dao)向,針對(dui)一(yi)(yi)段時間以來(lai)中(zhong)央(yang)(yang)(yang)(yang)企(qi)業領(ling)(ling)導(dao)人(ren)(ren)(ren)員管(guan)(guan)理(li)上(shang)存在的(de)(de)寬松軟問(wen)題(ti),《規(gui)定》提(ti)(ti)出(chu)了黨(dang)(dang)(dang)要管(guan)(guan)黨(dang)(dang)(dang)、全(quan)面從(cong)嚴治(zhi)黨(dang)(dang)(dang)的(de)(de)一(yi)(yi)系列措(cuo)施。一(yi)(yi)是提(ti)(ti)出(chu)完善中(zhong)央(yang)(yang)(yang)(yang)企(qi)業領(ling)(ling)導(dao)人(ren)(ren)(ren)員管(guan)(guan)理(li)監(jian)(jian)督體系,進(jin)一(yi)(yi)步(bu)明確了各管(guan)(guan)理(li)監(jian)(jian)督主(zhu)體的(de)(de)基本要求,有利(li)于(yu)優(you)化監(jian)(jian)督資(zi)源、增強(qiang)(qiang)監(jian)(jian)督合(he)力、提(ti)(ti)高監(jian)(jian)督效能。二是強(qiang)(qiang)調上(shang)級黨(dang)(dang)(dang)組織及其組織部門(men)、紀檢監(jian)(jian)察(cha)機關要全(quan)方(fang)位、多角度、近距離(li)了解識別中(zhong)央(yang)(yang)(yang)(yang)企(qi)業領(ling)(ling)導(dao)人(ren)(ren)(ren)員,加強(qiang)(qiang)日常管(guan)(guan)理(li)監(jian)(jian)督,把管(guan)(guan)思(si)想、管(guan)(guan)工作、管(guan)(guan)作風、管(guan)(guan)紀律統一(yi)(yi)起來(lai),做到真(zhen)管(guan)(guan)真(zhen)嚴、敢(gan)管(guan)(guan)敢(gan)嚴、長管(guan)(guan)長嚴。三是提(ti)(ti)出(chu)中(zhong)央(yang)(yang)(yang)(yang)企(qi)業黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)組)應(ying)當以黨(dang)(dang)(dang)章為根本遵(zun)循,加強(qiang)(qiang)和(he)規(gui)范(fan)黨(dang)(dang)(dang)內政(zheng)(zheng)(zheng)治(zhi)生活,增強(qiang)(qiang)黨(dang)(dang)(dang)內政(zheng)(zheng)(zheng)治(zhi)生活的(de)(de)政(zheng)(zheng)(zheng)治(zhi)性、時代性、原則性、戰(zhan)斗性,營造風清氣正的(de)(de)良好政(zheng)(zheng)(zheng)治(zhi)生態。四是對(dui)中(zhong)央(yang)(yang)(yang)(yang)企(qi)業“三重一(yi)(yi)大”事項集體決策和(he)中(zhong)央(yang)(yang)(yang)(yang)企(qi)業領(ling)(ling)導(dao)人(ren)(ren)(ren)員兼職、出(chu)國管(guan)(guan)理(li)、配偶子(zi)女經(jing)商辦(ban)企(qi)業等,都作出(chu)了明確規(gui)定。
制度的(de)(de)生命力(li)在于(yu)執行。我(wo)們堅信,在以習近平同志(zhi)為核心(xin)的(de)(de)黨中(zhong)央堅強領(ling)導(dao)下,隨著《規定》的(de)(de)深入貫徹(che)落實,國有(you)企(qi)業領(ling)導(dao)人(ren)(ren)員(yuan)管理工作水(shui)平和質(zhi)量必將有(you)新(xin)的(de)(de)提(ti)升,國有(you)企(qi)業領(ling)導(dao)人(ren)(ren)員(yuan)隊伍(wu)建設必將有(you)新(xin)的(de)(de)加強,培育具(ju)有(you)全球競爭力(li)的(de)(de)世(shi)界一流企(qi)業目標必將有(you)新(xin)的(de)(de)突(tu)破。(國務(wu)院國資委研究中(zhong)心(xin)主任 李明(ming)星)
