國務院國資委有關負責人就《中央企業控股上市公司實施股權激勵工作指引》答記者問

近日(ri),國務(wu)院國資(zi)委(wei)(wei)發布了《關(guan)于(yu)印發<中央企業控股(gu)上市公(gong)司(si)實施股(gu)權(quan)激(ji)勵(li)工作指引>的通知》(國資(zi)考分(fen)〔2020〕178號,以下簡稱《指引》)。《指引》出(chu)臺后,國務(wu)院國資(zi)委(wei)(wei)有關(guan)負責人接受(shou)了記者采訪。

問:請介紹一下出臺《指引》的背景。

答:黨的(de)(de)(de)(de)十八(ba)屆(jie)三中(zhong)(zhong)(zhong)(zhong)全會(hui)以來,國(guo)(guo)資(zi)(zi)(zi)委以習近(jin)平新時代(dai)中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)特色社(she)會(hui)主義思想為指導,認真貫徹落(luo)實(shi)(shi)(shi)(shi)黨中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)、國(guo)(guo)務(wu)院各項決策(ce)(ce)部署,扎實(shi)(shi)(shi)(shi)推(tui)(tui)(tui)進(jin)(jin)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)改革各項工(gong)作(zuo)。目(mu)前(qian)(qian)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)改革的(de)(de)(de)(de)“1+N”文件體系已經基本(ben)定(ding)(ding)型,當前(qian)(qian)制(zhi)定(ding)(ding)政策(ce)(ce)的(de)(de)(de)(de)重點是(shi)具(ju)體的(de)(de)(de)(de)操(cao)作(zuo)規程(cheng)。就中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)控(kong)股(gu)(gu)(gu)上(shang)市(shi)公司(si)(si)(si)股(gu)(gu)(gu)權激(ji)(ji)勵(li)工(gong)作(zuo)而言,國(guo)(guo)資(zi)(zi)(zi)委成(cheng)立(li)以來,根據(ju)黨中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)、國(guo)(guo)務(wu)院確立(li)的(de)(de)(de)(de)生產要素按貢獻參與分(fen)配的(de)(de)(de)(de)原(yuan)則,從(cong)(cong)適應資(zi)(zi)(zi)本(ben)市(shi)場發展(zhan)和企(qi)(qi)(qi)(qi)業(ye)(ye)改制(zhi)上(shang)市(shi)的(de)(de)(de)(de)需要出(chu)發,按照(zhao)履行出(chu)資(zi)(zi)(zi)人(ren)職(zhi)責的(de)(de)(de)(de)要求,積極探索(suo)國(guo)(guo)有控(kong)股(gu)(gu)(gu)上(shang)市(shi)公司(si)(si)(si)實(shi)(shi)(shi)(shi)施(shi)(shi)股(gu)(gu)(gu)權激(ji)(ji)勵(li)的(de)(de)(de)(de)有效機制(zhi),在實(shi)(shi)(shi)(shi)踐(jian)中(zhong)(zhong)(zhong)(zhong)不斷完善辦法,尤其(qi)是(shi)2019年國(guo)(guo)資(zi)(zi)(zi)委制(zhi)定(ding)(ding)出(chu)臺《關于進(jin)(jin)一步做好(hao)中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)控(kong)股(gu)(gu)(gu)上(shang)市(shi)公司(si)(si)(si)股(gu)(gu)(gu)權激(ji)(ji)勵(li)工(gong)作(zuo)有關事項的(de)(de)(de)(de)通知(zhi)》(國(guo)(guo)資(zi)(zi)(zi)發考分(fen)規〔2019〕102號),標志(zhi)著中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)控(kong)股(gu)(gu)(gu)上(shang)市(shi)公司(si)(si)(si)實(shi)(shi)(shi)(shi)施(shi)(shi)股(gu)(gu)(gu)權激(ji)(ji)勵(li)的(de)(de)(de)(de)政策(ce)(ce)體系已經基本(ben)定(ding)(ding)型。當前(qian)(qian)的(de)(de)(de)(de)重點任務(wu)是(shi)把(ba)工(gong)作(zuo)著力點從(cong)(cong)夯基壘臺、立(li)梁(liang)架柱轉到系統集成(cheng)、協(xie)同高效、落(luo)實(shi)(shi)(shi)(shi)落(luo)地上(shang)來,推(tui)(tui)(tui)動這(zhe)項制(zhi)度更(geng)(geng)加(jia)成(cheng)熟更(geng)(geng)加(jia)定(ding)(ding)型。出(chu)臺《指引》就是(shi)把(ba)國(guo)(guo)有控(kong)股(gu)(gu)(gu)上(shang)市(shi)公司(si)(si)(si)實(shi)(shi)(shi)(shi)施(shi)(shi)股(gu)(gu)(gu)權激(ji)(ji)勵(li)的(de)(de)(de)(de)相關政策(ce)(ce)規定(ding)(ding)和前(qian)(qian)期中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)開展(zhan)此項工(gong)作(zuo)的(de)(de)(de)(de)實(shi)(shi)(shi)(shi)踐(jian)經驗進(jin)(jin)行了匯總梳理,著力從(cong)(cong)微觀操(cao)作(zuo)層面(mian)細化對中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)工(gong)作(zuo)指導,進(jin)(jin)而推(tui)(tui)(tui)動中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)擴大控(kong)股(gu)(gu)(gu)上(shang)市(shi)公司(si)(si)(si)實(shi)(shi)(shi)(shi)施(shi)(shi)股(gu)(gu)(gu)權激(ji)(ji)勵(li)的(de)(de)(de)(de)覆蓋面(mian),構建科(ke)學、規范的(de)(de)(de)(de)中(zhong)(zhong)(zhong)(zhong)長期激(ji)(ji)勵(li)機制(zhi),推(tui)(tui)(tui)動企(qi)(qi)(qi)(qi)業(ye)(ye)高質量(liang)發展(zhan)。

問:《指引》具體包含哪些方面內容?

答:《指引(yin)》共(gong)九(jiu)十七條(tiao),近兩萬字,根據(ju)中央企業(ye)控股(gu)(gu)上(shang)市公司(si)實(shi)(shi)施(shi)(shi)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)的(de)(de)各(ge)方面(mian)政(zheng)策(ce)規(gui)定,從股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)計(ji)劃(hua)(hua)的(de)(de)內容要(yao)點、考(kao)(kao)核(he)(he)體系、管理(li)辦法和(he)(he)(he)實(shi)(shi)施(shi)(shi)程序等(deng)(deng)方面(mian),進行(xing)了(le)政(zheng)策(ce)梳理(li)、系統(tong)集成,對(dui)上(shang)市公司(si)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)實(shi)(shi)踐(jian)規(gui)范(fan)(fan)逐一明確闡釋(shi)。一是重點介紹實(shi)(shi)施(shi)(shi)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)的(de)(de)政(zheng)策(ce)依據(ju)、適用范(fan)(fan)圍,實(shi)(shi)施(shi)(shi)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)的(de)(de)條(tiao)件、原則及相關要(yao)求(qiu)(qiu)(qiu)。二是對(dui)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)計(ji)劃(hua)(hua)中的(de)(de)激(ji)(ji)(ji)(ji)勵(li)(li)方式、激(ji)(ji)(ji)(ji)勵(li)(li)對(dui)象范(fan)(fan)圍、權(quan)(quan)(quan)益授(shou)予數量、授(shou)予價(jia)格、時間安(an)排、激(ji)(ji)(ji)(ji)勵(li)(li)收(shou)益等(deng)(deng)的(de)(de)內涵要(yao)義、政(zheng)策(ce)規(gui)定、操作規(gui)范(fan)(fan)進行(xing)詳細闡釋(shi)。三是從強化(hua)公司(si)業(ye)績考(kao)(kao)核(he)(he)、健全激(ji)(ji)(ji)(ji)勵(li)(li)對(dui)象績效考(kao)(kao)核(he)(he)評價(jia)、科(ke)創板上(shang)市公司(si)實(shi)(shi)施(shi)(shi)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)的(de)(de)考(kao)(kao)核(he)(he)等(deng)(deng)方面(mian)明確出資人的(de)(de)導向和(he)(he)(he)要(yao)求(qiu)(qiu)(qiu),引(yin)導企業(ye)注(zhu)重價(jia)值提(ti)升,實(shi)(shi)現高質量發展(zhan)。四是將(jiang)規(gui)范(fan)(fan)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)管理(li)辦法、責任追究與特殊情形處(chu)理(li)、財(cai)務處(chu)理(li)和(he)(he)(he)稅(shui)收(shou)規(gui)定等(deng)(deng)方面(mian)的(de)(de)要(yao)求(qiu)(qiu)(qiu)和(he)(he)(he)規(gui)定進行(xing)了(le)梳理(li)明確。五(wu)是歸納各(ge)級(ji)國有(you)股(gu)(gu)東的(de)(de)職責,對(dui)股(gu)(gu)權(quan)(quan)(quan)激(ji)(ji)(ji)(ji)勵(li)(li)計(ji)劃(hua)(hua)的(de)(de)決策(ce)、申報(bao)、實(shi)(shi)施(shi)(shi)、終止(zhi)等(deng)(deng)程序事項予以梳理(li),并重申監(jian)督管理(li)、信息披露等(deng)(deng)要(yao)求(qiu)(qiu)(qiu)。

問:《指引》在政策要求上有什么新特點?

答(da):《指(zhi)(zhi)引》主要有三個方(fang)面的(de)(de)特點:一(yi)是(shi)(shi)政(zheng)策(ce)(ce)上(shang)保持銜接一(yi)致。《指(zhi)(zhi)引》是(shi)(shi)在(zai)證券監(jian)管(guan)部門相關規(gui)(gui)定(ding)框架下制定(ding)的(de)(de),與(yu)(yu)國資(zi)委此(ci)前出臺的(de)(de)國有控股上(shang)市公(gong)司實(shi)(shi)施股權激勵(li)的(de)(de)政(zheng)策(ce)(ce)規(gui)(gui)定(ding)也(ye)是(shi)(shi)銜接一(yi)致的(de)(de),這次提出的(de)(de)都(dou)是(shi)(shi)具(ju)體(ti)操(cao)(cao)作(zuo)上(shang)的(de)(de)細(xi)(xi)化(hua)(hua)規(gui)(gui)程(cheng)。二(er)是(shi)(shi)清(qing)晰界(jie)定(ding)責任(ren)(ren)與(yu)(yu)程(cheng)序。國資(zi)委落(luo)實(shi)(shi)以管(guan)資(zi)本(ben)為主職能轉變要求,股權激勵(li)具(ju)體(ti)實(shi)(shi)施方(fang)案的(de)(de)審(shen)核責任(ren)(ren)在(zai)中(zhong)央(yang)企(qi)業集團公(gong)司,《指(zhi)(zhi)引》通(tong)過細(xi)(xi)化(hua)(hua)完善(shan)操(cao)(cao)作(zuo)層面的(de)(de)指(zhi)(zhi)導(dao),幫(bang)助中(zhong)央(yang)企(qi)業更(geng)好(hao)地擔負起股權激勵(li)主體(ti)責任(ren)(ren),保障該項工作(zuo)職責中(zhong)央(yang)企(qi)業接得(de)住、管(guan)得(de)好(hao)、落(luo)得(de)實(shi)(shi)。三是(shi)(shi)重點回(hui)答(da)了操(cao)(cao)作(zuo)問題。此(ci)前我(wo)們出臺的(de)(de)股權激勵(li)相關政(zheng)策(ce)(ce)是(shi)(shi)框架性(xing)、原則性(xing)的(de)(de),中(zhong)央(yang)企(qi)業在(zai)實(shi)(shi)施中(zhong)遇到了一(yi)些具(ju)體(ti)情況(kuang),《指(zhi)(zhi)引》在(zai)總(zong)結(jie)經驗的(de)(de)基(ji)礎(chu)上(shang),明確了可操(cao)(cao)作(zuo)的(de)(de)方(fang)法,在(zai)政(zheng)策(ce)(ce)框架內(nei)給(gei)予闡(chan)釋和細(xi)(xi)化(hua)(hua),有針對(dui)性(xing)地幫(bang)助企(qi)業在(zai)具(ju)體(ti)實(shi)(shi)踐操(cao)(cao)作(zuo)上(shang)與(yu)(yu)政(zheng)策(ce)(ce)規(gui)(gui)定(ding)良好(hao)對(dui)接。

問:近些年中央企業控股上市公司實施股權激勵有哪些值得總結和提煉的有效經驗?

答(da):國(guo)(guo)資委和中央企(qi)(qi)業(ye)(ye)(ye)(ye)在(zai)(zai)上(shang)市(shi)(shi)(shi)(shi)公(gong)(gong)司(si)(si)股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)實(shi)踐(jian)方面共(gong)同(tong)(tong)努力、積極探索,結合(he)國(guo)(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)實(shi)際情(qing)(qing)況和境內(nei)(nei)外(wai)市(shi)(shi)(shi)(shi)場(chang)(chang)實(shi)踐(jian)經(jing)(jing)驗,逐步形(xing)成了出資人(ren)指導下的適合(he)中國(guo)(guo)國(guo)(guo)企(qi)(qi)特(te)點(dian)的股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)機制(zhi),有效(xiao)(xiao)發(fa)揮了股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)作(zuo)為(wei)市(shi)(shi)(shi)(shi)場(chang)(chang)化長期(qi)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)工具的積極作(zuo)用,一些好(hao)的做法(fa)已逐漸被市(shi)(shi)(shi)(shi)場(chang)(chang)普遍采納。概(gai)括起來,中央企(qi)(qi)業(ye)(ye)(ye)(ye)控(kong)股(gu)(gu)(gu)上(shang)市(shi)(shi)(shi)(shi)公(gong)(gong)司(si)(si)實(shi)施股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)主(zhu)要有五方面好(hao)的做法(fa):一是激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)實(shi)施與(yu)績(ji)效(xiao)(xiao)考(kao)核(he)相(xiang)同(tong)(tong)步,要求企(qi)(qi)業(ye)(ye)(ye)(ye)健全績(ji)效(xiao)(xiao)考(kao)核(he)體系,股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)的實(shi)施要與(yu)公(gong)(gong)司(si)(si)業(ye)(ye)(ye)(ye)績(ji)與(yu)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)對(dui)(dui)象個人(ren)績(ji)效(xiao)(xiao)考(kao)核(he)相(xiang)掛鉤(gou),考(kao)核(he)目標(biao)要有利于(yu)促進(jin)企(qi)(qi)業(ye)(ye)(ye)(ye)提高(gao)價(jia)(jia)值創造水(shui)平,實(shi)現持(chi)續(xu)健康發(fa)展。二是授(shou)(shou)予數(shu)量與(yu)薪(xin)酬水(shui)平相(xiang)關聯,參照國(guo)(guo)際慣(guan)例(li)及市(shi)(shi)(shi)(shi)場(chang)(chang)實(shi)踐(jian),統籌薪(xin)酬結構與(yu)薪(xin)酬水(shui)平,股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)授(shou)(shou)予價(jia)(jia)值控(kong)制(zhi)在(zai)(zai)薪(xin)酬總水(shui)平的40%以內(nei)(nei),實(shi)現平穩規范起步,但對(dui)(dui)股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)行(xing)(xing)權(quan)收益(yi)(yi)不再(zai)進(jin)行(xing)(xing)控(kong)制(zhi)。三是激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)方式與(yu)公(gong)(gong)司(si)(si)特(te)點(dian)相(xiang)匹配(pei),指導上(shang)市(shi)(shi)(shi)(shi)公(gong)(gong)司(si)(si)根據所(suo)處(chu)行(xing)(xing)業(ye)(ye)(ye)(ye)、發(fa)展階(jie)段等特(te)點(dian),科(ke)學(xue)(xue)選(xuan)擇激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)工具,并可以結合(he)市(shi)(shi)(shi)(shi)場(chang)(chang)情(qing)(qing)況探索創新激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)方式。四是行(xing)(xing)權(quan)安(an)排(pai)與(yu)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)約束相(xiang)統籌,引導企(qi)(qi)業(ye)(ye)(ye)(ye)分(fen)期(qi)實(shi)施股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li),權(quan)益(yi)(yi)授(shou)(shou)予后至少鎖定(ding)兩年,解鎖后在(zai)(zai)不低于(yu)三年內(nei)(nei)分(fen)批生效(xiao)(xiao),體現長效(xiao)(xiao)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)約束。五是公(gong)(gong)司(si)(si)治(zhi)理與(yu)管(guan)理提升相(xiang)協同(tong)(tong),推動(dong)企(qi)(qi)業(ye)(ye)(ye)(ye)持(chi)續(xu)完善公(gong)(gong)司(si)(si)治(zhi)理,不斷健全經(jing)(jing)營(ying)管(guan)理、績(ji)效(xiao)(xiao)考(kao)核(he)、勞動(dong)用工和收入(ru)分(fen)配(pei)等企(qi)(qi)業(ye)(ye)(ye)(ye)基礎管(guan)理制(zhi)度。在(zai)(zai)《指引》的制(zhi)訂(ding)過程中,我們對(dui)(dui)上(shang)述五方面股(gu)(gu)(gu)權(quan)激(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)勵(li)(li)(li)實(shi)踐(jian)經(jing)(jing)驗進(jin)行(xing)(xing)了系統提煉,作(zuo)為(wei)操作(zuo)指引幫助企(qi)(qi)業(ye)(ye)(ye)(ye)更(geng)加科(ke)學(xue)(xue)高(gao)效(xiao)(xiao)地開展好(hao)這項工作(zuo)。

問:下一步,中央企業控股上市公司實施股權激勵工作將有什么考慮?

答:黨(dang)的(de)十九屆四中(zhong)(zhong)全(quan)(quan)會明確提出,要(yao)健全(quan)(quan)生產要(yao)素(su)由市(shi)(shi)場評價貢(gong)獻(xian)、按(an)貢(gong)獻(xian)決定報酬的(de)機(ji)制。中(zhong)(zhong)共(gong)中(zhong)(zhong)央(yang)、國(guo)務(wu)院(yuan)近期印發的(de)《關(guan)于構(gou)建(jian)更加(jia)完(wan)善(shan)的(de)要(yao)素(su)市(shi)(shi)場化配置體(ti)制機(ji)制的(de)意見(jian)》也指出,要(yao)全(quan)(quan)面(mian)貫(guan)(guan)徹(che)落實以增加(jia)知識(shi)價值(zhi)為導向的(de)收入(ru)分(fen)配政策,充(chong)分(fen)尊重科研、技(ji)術(shu)、管理人才,充(chong)分(fen)體(ti)現技(ji)術(shu)、知識(shi)、管理、數據等要(yao)素(su)的(de)價值(zhi)。國(guo)資委(wei)將指導中(zhong)(zhong)央(yang)企(qi)業貫(guan)(guan)徹(che)落實好黨(dang)中(zhong)(zhong)央(yang)、國(guo)務(wu)院(yuan)決策部(bu)署(shu),把推動(dong)中(zhong)(zhong)央(yang)企(qi)業控(kong)(kong)股(gu)(gu)上(shang)(shang)(shang)市(shi)(shi)公(gong)(gong)(gong)司規(gui)(gui)范(fan)開展(zhan)股(gu)(gu)權(quan)激(ji)勵(li)作為重要(yao)舉措。應當說(shuo),黨(dang)的(de)十九大以來,中(zhong)(zhong)央(yang)企(qi)業控(kong)(kong)股(gu)(gu)上(shang)(shang)(shang)市(shi)(shi)公(gong)(gong)(gong)司實施股(gu)(gu)權(quan)激(ji)勵(li)的(de)數量快速(su)增長,目前(qian)已(yi)有(you)(you)53家中(zhong)(zhong)央(yang)企(qi)業控(kong)(kong)股(gu)(gu)的(de)119家上(shang)(shang)(shang)市(shi)(shi)公(gong)(gong)(gong)司有(you)(you)效實施了(le)(le)股(gu)(gu)權(quan)激(ji)勵(li),取得了(le)(le)明顯(xian)進展(zhan),但總(zong)體(ti)上(shang)(shang)(shang)中(zhong)(zhong)央(yang)企(qi)業控(kong)(kong)股(gu)(gu)境內外上(shang)(shang)(shang)市(shi)(shi)公(gong)(gong)(gong)司只有(you)(you)不到30%實施了(le)(le)股(gu)(gu)權(quan)激(ji)勵(li),覆蓋面(mian)還(huan)有(you)(you)待提高(gao)。《指引》印發后,國(guo)資委(wei)將指導中(zhong)(zhong)央(yang)企(qi)業積極履行主體(ti)責(ze)任,推動(dong)符合條件的(de)控(kong)(kong)股(gu)(gu)上(shang)(shang)(shang)市(shi)(shi)公(gong)(gong)(gong)司科學高(gao)效規(gui)(gui)范(fan)地開展(zhan)股(gu)(gu)權(quan)激(ji)勵(li)工(gong)作,加(jia)快建(jian)立健全(quan)(quan)覆蓋企(qi)業經營管理骨干和核心科研技(ji)術(shu)人才的(de)正(zheng)向激(ji)勵(li)機(ji)制,充(chong)分(fen)調動(dong)各類(lei)人員積極性(xing)和創(chuang)造性(xing),推動(dong)企(qi)業實現高(gao)質量發展(zhan)。
