為(wei)貫徹黨的(de)(de)十九屆四(si)中全會關于(yu)形成以管(guan)(guan)(guan)(guan)資(zi)(zi)本為(wei)主(zhu)的(de)(de)國(guo)有(you)資(zi)(zi)產(chan)(chan)監管(guan)(guan)(guan)(guan)體制的(de)(de)決(jue)策部署,落實習近平總書記(ji)關于(yu)加(jia)快實現從管(guan)(guan)(guan)(guan)企(qi)業向管(guan)(guan)(guan)(guan)資(zi)(zi)本轉變(bian)的(de)(de)重要(yao)(yao)指示,國(guo)務院國(guo)資(zi)(zi)委(wei)近日印(yin)發《關于(yu)以管(guan)(guan)(guan)(guan)資(zi)(zi)本為(wei)主(zhu)加(jia)快國(guo)有(you)資(zi)(zi)產(chan)(chan)監管(guan)(guan)(guan)(guan)職能轉變(bian)的(de)(de)實施意見》(以下簡稱《實施意見》)。《實施意見》緊(jin)緊(jin)圍(wei)繞“管(guan)(guan)(guan)(guan)資(zi)(zi)本”這條主(zhu)線,從總體要(yao)(yao)求(qiu)、重點措施、主(zhu)要(yao)(yao)路徑、支(zhi)撐保障四(si)個維度,以管(guan)(guan)(guan)(guan)資(zi)(zi)本為(wei)主(zhu)加(jia)快推進國(guo)有(you)資(zi)(zi)產(chan)(chan)監管(guan)(guan)(guan)(guan)職能轉變(bian)。
以管(guan)(guan)資(zi)(zi)本(ben)為主轉(zhuan)變(bian)國(guo)(guo)有資(zi)(zi)產監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)職能(neng)。適應國(guo)(guo)有資(zi)(zi)產資(zi)(zi)本(ben)化(hua)、國(guo)(guo)有企業(ye)(ye)股權(quan)多元化(hua)的發(fa)展階段和市(shi)場化(hua)、法治化(hua)、國(guo)(guo)際化(hua)發(fa)展趨(qu)勢(shi),針(zhen)對當前國(guo)(guo)有資(zi)(zi)產監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)越位(wei)(wei)、缺位(wei)(wei)、錯(cuo)位(wei)(wei)問題,《實施意(yi)見》從(cong)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)理念、監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)重點(dian)、監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)方(fang)式、監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)導向等方(fang)面作(zuo)出全方(fang)位(wei)(wei)、根本(ben)性轉(zhuan)變(bian)。包括(kuo)從(cong)對企業(ye)(ye)的直(zhi)接管(guan)(guan)理轉(zhuan)向更加(jia)強(qiang)調基(ji)于(yu)出資(zi)(zi)關系的監(jian)(jian)(jian)(jian)(jian)管(guan)(guan),從(cong)關注企業(ye)(ye)個(ge)體發(fa)展轉(zhuan)向更加(jia)注重國(guo)(guo)有資(zi)(zi)本(ben)整體功能(neng),從(cong)習慣于(yu)行政(zheng)化(hua)管(guan)(guan)理轉(zhuan)向更多運用市(shi)場化(hua)法治化(hua)手段,從(cong)關注規模速度轉(zhuan)向更加(jia)注重提升(sheng)質量效(xiao)益。
突出管資(zi)本(ben)(ben)(ben)(ben)的(de)(de)重(zhong)(zhong)要內容。按照(zhao)管資(zi)本(ben)(ben)(ben)(ben)的(de)(de)內涵要求,《實施意見》明確了五項履職重(zhong)(zhong)點:加強資(zi)本(ben)(ben)(ben)(ben)布(bu)局整體調控,進(jin)(jin)一(yi)步(bu)發(fa)揮(hui)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)本(ben)(ben)(ben)(ben)功能作用;強化(hua)(hua)資(zi)本(ben)(ben)(ben)(ben)運作,進(jin)(jin)一(yi)步(bu)提高(gao)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)本(ben)(ben)(ben)(ben)運營效率;優化(hua)(hua)資(zi)本(ben)(ben)(ben)(ben)收(shou)益管理,進(jin)(jin)一(yi)步(bu)促進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)本(ben)(ben)(ben)(ben)保(bao)值(zhi)增值(zhi);維護國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)本(ben)(ben)(ben)(ben)安全(quan),進(jin)(jin)一(yi)步(bu)筑牢防(fang)止國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產流失的(de)(de)底線;全(quan)面(mian)加強黨的(de)(de)領(ling)導(dao),進(jin)(jin)一(yi)步(bu)以高(gao)質量黨建引(yin)領(ling)國(guo)(guo)(guo)(guo)(guo)有(you)企業高(gao)質量發(fa)展。
優化管(guan)資(zi)本的方式(shi)手段(duan)。《實施意(yi)見》強(qiang)(qiang)調堅持授(shou)權與監(jian)管(guan)相(xiang)(xiang)結合、放活與管(guan)好相(xiang)(xiang)統(tong)一(yi),在明確管(guan)資(zi)本重點(dian)內容的基(ji)礎上,同步(bu)調整優化監(jian)管(guan)方式(shi),實現監(jian)管(guan)職(zhi)能(neng)與方式(shi)相(xiang)(xiang)互融合、相(xiang)(xiang)互促(cu)進,增強(qiang)(qiang)向管(guan)資(zi)本轉變的系統(tong)性和(he)有效性。主要包括(kuo)以(yi)國資(zi)委權力(li)責(ze)任清(qing)單為基(ji)礎,厘清(qing)職(zhi)責(ze)邊界;以(yi)法人治理結構為載體,規范行(xing)權履(lv)職(zhi);以(yi)分類(lei)授(shou)權放權為手段(duan),激發企業活力(li);以(yi)加強(qiang)(qiang)事(shi)中(zhong)事(shi)后監(jian)管(guan)為重點(dian),提高監(jian)管(guan)效能(neng)。
強(qiang)(qiang)化管(guan)(guan)資(zi)(zi)本的支撐(cheng)保(bao)(bao)(bao)障(zhang)。圍繞以管(guan)(guan)資(zi)(zi)本為主的目標任務,《實施意見》提(ti)出要(yao)從(cong)四個(ge)方面(mian)著手,為形成以管(guan)(guan)資(zi)(zi)本為主的國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)體(ti)制(zhi)提(ti)供堅實保(bao)(bao)(bao)障(zhang)。統(tong)一思想認(ren)識,凝聚系統(tong)共識,構建(jian)國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)大格局;加強(qiang)(qiang)組織領(ling)導,有(you)效落(luo)(luo)實責任,確保(bao)(bao)(bao)改革要(yao)求落(luo)(luo)地;完善制(zhi)度體(ti)系,強(qiang)(qiang)化法(fa)治保(bao)(bao)(bao)障(zhang),推動(dong)將(jiang)管(guan)(guan)資(zi)(zi)本有(you)關要(yao)求體(ti)現到有(you)關法(fa)律法(fa)規修(xiu)訂中;改進(jin)工作作風,提(ti)升隊(dui)伍素質,建(jian)設一支高(gao)素質專(zhuan)業化國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)干部隊(dui)伍。
《實施意見(jian)》的(de)出(chu)臺,進一(yi)步明確了(le)(le)管資本的(de)重(zhong)點內容和(he)路徑方式(shi),有(you)利于深(shen)化放管結合(he)、充分激發微觀主(zhu)體活力,為(wei)進一(yi)步完善國(guo)資監管制(zhi)度(du)體系、全(quan)面推進國(guo)資國(guo)企治(zhi)理體系和(he)治(zhi)理能力現代化、加快形成以(yi)管資本為(wei)主(zhu)的(de)國(guo)有(you)資產監管體制(zhi)奠定了(le)(le)基礎。
