積極構建遼寧國資監管大格局

近(jin)年來,遼寧省國(guo)(guo)資(zi)(zi)委深入(ru)貫徹(che)落(luo)實中央(yang)推(tui)進(jin)國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)改革的重(zhong)大決策部署,高度重(zhong)視國(guo)(guo)資(zi)(zi)系統(tong)指(zhi)導監(jian)督工作,堅持國(guo)(guo)資(zi)(zi)系統(tong)上(shang)下聯(lian)動(dong),牢固(gu)樹(shu)立“大國(guo)(guo)資(zi)(zi)、一盤棋”價值(zhi)理念,積(ji)極構建遼寧國(guo)(guo)資(zi)(zi)監(jian)管大格(ge)局(ju),在推(tui)動(dong)全省“國(guo)(guo)資(zi)(zi)監(jian)管上(shang)新水平、國(guo)(guo)企(qi)發展上(shang)新臺階(jie)”中發揮了重(zhong)要作用。
一、堅持立法引領,全面規范國資監管體制制度
完善國(guo)資監(jian)(jian)管法(fa)規(gui)體系,是構建(jian)國(guo)資監(jian)(jian)管大(da)格(ge)局的(de)法(fa)治(zhi)基(ji)礎。遼寧(ning)省國(guo)資委(wei)以地方(fang)(fang)性(xing)法(fa)規(gui)為(wei)龍頭,積極推進《遼寧(ning)省企業國(guo)有資產監(jian)(jian)督管理條(tiao)(tiao)例(li)》立(li)法(fa)。《條(tiao)(tiao)例(li)》在2018年(nian)(nian)和(he)2019年(nian)(nian)分別列入了省人大(da)常委(wei)會(hui)立(li)法(fa)計劃(hua)論證項目和(he)完成項目。《條(tiao)(tiao)例(li)草案》發至省直有關部(bu)門和(he)14個(ge)(ge)市政(zheng)府征(zheng)求(qiu)意(yi)見,利用政(zheng)府網(wang)絡平臺向社會(hui)公開發布并(bing)征(zheng)求(qiu)意(yi)見。在反(fan)復論證修改(gai)基(ji)礎上,經過各(ge)方(fang)(fang)共同努力,2019年(nian)(nian)7月(yue)(yue)30日,《條(tiao)(tiao)例(li)》由(you)遼寧(ning)省第十(shi)(shi)三屆人大(da)常委(wei)會(hui)第十(shi)(shi)二次會(hui)議審議通過,自10月(yue)(yue)1日起施行。作為(wei)遼寧(ning)首部(bu)全(quan)面系統規(gui)范(fan)國(guo)資監(jian)(jian)管的(de)地方(fang)(fang)性(xing)法(fa)規(gui),《條(tiao)(tiao)例(li)》的(de)出(chu)臺,對(dui)于(yu)遼寧(ning)深入貫(guan)徹(che)中(zhong)央決策部(bu)署(shu),以管資本為(wei)主(zhu)加強國(guo)資監(jian)(jian)管具有重要意(yi)義,也為(wei)新(xin)形勢下遼寧(ning)貫(guan)徹(che)落實(shi)黨的(de)十(shi)(shi)九大(da)精神(shen),依法(fa)規(gui)范(fan)、保障和(he)推進全(quan)省國(guo)資國(guo)企工作提供了法(fa)治(zhi)保障。《條(tiao)(tiao)例(li)》的(de)創新(xin)主(zhu)要體現(xian)在“五個(ge)(ge)明(ming)確”:
一(yi)是(shi)明(ming)確(que)了以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)本為主(zhu)的(de)(de)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)(guan)體制(zhi)。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)省(sheng)(sheng)、市、縣(xian)人民政府應當以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)本為主(zhu)加(jia)強企(qi)業(ye)(ye)(ye)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)督管(guan)(guan)(guan)(guan)理(li),改革(ge)(ge)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本授權經營體制(zhi),創新國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)(guan)方式(shi)。二是(shi)明(ming)確(que)了國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)機構的(de)(de)特(te)設(she)性質和出(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責定(ding)位(wei)。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)省(sheng)(sheng)、市國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委為直屬特(te)設(she)機構,代表政府履行(xing)出(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責,專司國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)(guan),并(bing)要求縣(xian)區明(ming)確(que)統(tong)一(yi)的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)主(zhu)體,為省(sheng)(sheng)、市、縣(xian)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)機構設(she)置和職(zhi)(zhi)(zhi)責定(ding)位(wei)提供(gong)了有(you)力指引(yin)。三是(shi)明(ming)確(que)了企(qi)業(ye)(ye)(ye)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)基礎管(guan)(guan)(guan)(guan)理(li)。《條(tiao)例(li)(li)》專章規(gui)(gui)定(ding)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)基礎管(guan)(guan)(guan)(guan)理(li)內(nei)容(rong),推進建(jian)立(li)監(jian)管(guan)(guan)(guan)(guan)信息平(ping)臺,在保障國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)機構依法履行(xing)出(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責的(de)(de)同時進一(yi)步(bu)落(luo)實全口徑、全覆(fu)蓋的(de)(de)監(jian)管(guan)(guan)(guan)(guan)職(zhi)(zhi)(zhi)責。四是(shi)明(ming)確(que)了分(fen)類(lei)監(jian)管(guan)(guan)(guan)(guan)制(zhi)度。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)建(jian)立(li)完善企(qi)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)理(li)者分(fen)類(lei)分(fen)層管(guan)(guan)(guan)(guan)理(li)制(zhi)度,結合企(qi)業(ye)(ye)(ye)功能定(ding)位(wei),推行(xing)分(fen)類(lei)考核、分(fen)類(lei)定(ding)薪管(guan)(guan)(guan)(guan)理(li),科學界定(ding)權責邊(bian)界,根據企(qi)業(ye)(ye)(ye)類(lei)型開展授權和放權。五是(shi)明(ming)確(que)了改革(ge)(ge)容(rong)錯(cuo)機制(zhi)。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)企(qi)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)理(li)者在改革(ge)(ge)發(fa)展中(zhong)所出(chu)現的(de)(de)失誤,不屬于(yu)有(you)令(ling)不行(xing)、有(you)禁不止、不當謀利、主(zhu)觀(guan)故意、獨(du)斷專行(xing)等情形的(de)(de),根據有(you)關規(gui)(gui)定(ding)和程序予(yu)以容(rong)錯(cuo),激(ji)勵(li)國(guo)(guo)(guo)(guo)企(qi)管(guan)(guan)(guan)(guan)理(li)者干(gan)事創業(ye)(ye)(ye)、擔當作為。遼寧(ning)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委向全省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)系統(tong)下發(fa)了學習貫徹《條(tiao)例(li)(li)》通知,下一(yi)步(bu)將持(chi)續推進《條(tiao)例(li)(li)》貫徹落(luo)實,加(jia)強指導監(jian)督培訓(xun)工作。
二、健全工作機制,積極搭建指導監督工作平臺
建立(li)(li)上(shang)下聯(lian)動(dong)、規范有序的(de)指(zhi)導監督(du)機制(zhi),是構建國(guo)資監管大格局(ju)的(de)工作保障。遼寧國(guo)資委加強統籌謀劃,完善制(zhi)度機制(zhi),建立(li)(li)了一套運轉有效的(de)指(zhi)導監督(du)工作體系。主要體現在“三化”:
一是(shi)組織領(ling)導(dao)(dao)(dao)專門化。成立(li)了(le)(le)省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)導(dao)(dao)(dao)小組。由主(zhu)要(yao)領(ling)導(dao)(dao)(dao)任(ren)(ren)組長,分(fen)管領(ling)導(dao)(dao)(dao)和其(qi)他委(wei)(wei)領(ling)導(dao)(dao)(dao)任(ren)(ren)副組長,各(ge)處(chu)室負(fu)責(ze)人(ren)為成員(yuan),政(zheng)策(ce)法(fa)規處(chu)作(zuo)(zuo)為小組辦公室負(fu)責(ze)綜合歸口協(xie)(xie)調,并確定了(le)(le)聯(lian)絡員(yuan);各(ge)市按省(sheng)里要(yao)求也都明確了(le)(le)機(ji)(ji)(ji)構(gou),落實(shi)了(le)(le)相關職責(ze),實(shi)現了(le)(le)省(sheng)、市指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)領(ling)導(dao)(dao)(dao)機(ji)(ji)(ji)構(gou)和工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)(ji)(ji)構(gou)專門化。二是(shi)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)規范化。建(jian)立(li)制(zhi)度(du)。修訂出臺(tai)了(le)(le)《遼(liao)寧省(sheng)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管工(gong)(gong)(gong)(gong)作(zuo)(zuo)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)實(shi)施辦法(fa)》,使省(sheng)、市、縣指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)有據可(ke)依。確立(li)機(ji)(ji)(ji)制(zhi)。每年(nian)向各(ge)市印發(fa)“省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)年(nian)度(du)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企改革任(ren)(ren)務分(fen)解、年(nian)度(du)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)計劃、年(nian)度(du)法(fa)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)要(yao)點(dian)”等(deng),形成了(le)(le)“一分(fen)解、一計劃、一要(yao)點(dian)”的指(zhi)(zhi)(zhi)導(dao)(dao)(dao)模式(shi)。建(jian)立(li)聯(lian)系點(dian)。根據省(sheng)實(shi)際和工(gong)(gong)(gong)(gong)作(zuo)(zuo)需要(yao),建(jian)立(li)了(le)(le)4個市縣指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)聯(lian)系點(dian),同時(shi)確立(li)國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)聯(lian)系點(dian),以(yi)點(dian)帶面,輻射市縣國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。三是(shi)溝(gou)通(tong)(tong)交流常態化。建(jian)立(li)了(le)(le)遼(liao)寧國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)群,及時(shi)發(fa)布通(tong)(tong)知,共享國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)信息,搭建(jian)交流平臺(tai)。定期(qi)更新指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)各(ge)項政(zheng)策(ce)、工(gong)(gong)(gong)(gong)作(zuo)(zuo)任(ren)(ren)務等(deng)有關內(nei)容,方便工(gong)(gong)(gong)(gong)作(zuo)(zuo)聯(lian)系對接。建(jian)立(li)了(le)(le)重(zhong)大事(shi)項報告機(ji)(ji)(ji)制(zhi)。明確要(yao)求各(ge)市涉(she)及機(ji)(ji)(ji)構(gou)設置、管理體制(zhi)和國(guo)(guo)(guo)(guo)企改革重(zhong)大事(shi)項要(yao)及時(shi)向省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)報告,加強溝(gou)通(tong)(tong)協(xie)(xie)調,及時(shi)掌握(wo)信息,分(fen)類(lei)應對處(chu)理。
三、加強改革指導,深化推動全省國資國企改革
全面深(shen)化國(guo)(guo)資國(guo)(guo)企(qi)改(gai)革、推(tui)動全省(sheng)國(guo)(guo)資國(guo)(guo)企(qi)發展,是構建國(guo)(guo)資監(jian)管大(da)格局的(de)(de)核心目標(biao)。在(zai)深(shen)入學習黨的(de)(de)十九大(da)、十九屆(jie)二中(zhong)、三中(zhong)全會精(jing)神、習近平總(zong)書(shu)記(ji)在(zai)遼寧(ning)考(kao)察時(shi)和(he)在(zai)深(shen)入推(tui)進東北振(zhen)興座(zuo)談會上的(de)(de)重要講話精(jing)神基礎上,緊密結合地方國(guo)(guo)有企(qi)業實際,堅持問(wen)題(ti)導向,指導各市深(shen)化改(gai)革,推(tui)動全省(sheng)改(gai)革發展目標(biao)落(luo)實落(luo)地。主要體現在(zai)“四(si)個推(tui)進”:
一(yi)(yi)是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)經(jing)營(ying)(ying)性國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產集中(zhong)(zhong)統(tong)一(yi)(yi)監(jian)管(guan)(guan)(guan)。堅持政(zheng)(zheng)企(qi)(qi)分(fen)(fen)開(kai)(kai)、分(fen)(fen)步(bu)推(tui)(tui)進(jin)(jin)(jin)、集中(zhong)(zhong)整合(he)(he),在(zai)省(sheng)(sheng)級層面(mian)(mian)制(zhi)(zhi)定了《遼寧省(sheng)(sheng)經(jing)營(ying)(ying)性國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產集中(zhong)(zhong)統(tong)一(yi)(yi)監(jian)管(guan)(guan)(guan)實施方(fang)案(an)》,落實黨政(zheng)(zheng)機(ji)關(guan)辦(ban)企(qi)(qi)業(ye)脫鉤、事業(ye)單(dan)位(wei)轉制(zhi)(zhi)和(he)企(qi)(qi)業(ye)集團(tuan)組(zu)(zu)建等工(gong)作(zuo)。在(zai)省(sheng)(sheng)里強(qiang)(qiang)力(li)指導推(tui)(tui)動(dong)(dong)下(xia),各(ge)市積極主動(dong)(dong)落實,全(quan)省(sheng)(sheng)累(lei)計新組(zu)(zu)建125戶企(qi)(qi)業(ye)集團(tuan),都(dou)交(jiao)由各(ge)級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委履(lv)行(xing)出資(zi)(zi)人(ren)職責,鞍山、營(ying)(ying)口、錦州等市還出臺了國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委與行(xing)政(zheng)(zheng)主管(guan)(guan)(guan)部(bu)門職責劃分(fen)(fen)意(yi)見(jian),做(zuo)到政(zheng)(zheng)資(zi)(zi)分(fen)(fen)開(kai)(kai)。目(mu)前,全(quan)省(sheng)(sheng)除部(bu)分(fen)(fen)金融文化(hua)(hua)(hua)企(qi)(qi)業(ye)外(wai),經(jing)營(ying)(ying)性國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產集中(zhong)(zhong)統(tong)一(yi)(yi)監(jian)管(guan)(guan)(guan)工(gong)作(zuo)基(ji)本(ben)完(wan)(wan)成。二(er)是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)歷史遺留問題解決。全(quan)省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)“三供(gong)一(yi)(yi)業(ye)”分(fen)(fen)離(li)移(yi)(yi)交(jiao)工(gong)作(zuo)圓滿畫上句號。截止(zhi)2018年(nian)底,駐遼央企(qi)(qi)486個和(he)省(sheng)(sheng)屬企(qi)(qi)業(ye)74個項(xiang)目(mu),分(fen)(fen)離(li)移(yi)(yi)交(jiao)全(quan)面(mian)(mian)完(wan)(wan)成。地(di)方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)廠辦(ban)大集體(ti)改(gai)革(ge)全(quan)面(mian)(mian)啟(qi)動(dong)(dong)。各(ge)市已全(quan)部(bu)進(jin)(jin)(jin)入(ru)實質性操作(zuo)階段,力(li)爭在(zai)今年(nian)底前基(ji)本(ben)完(wan)(wan)成。處置國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)“僵尸企(qi)(qi)業(ye)”加(jia)快推(tui)(tui)進(jin)(jin)(jin)。全(quan)省(sheng)(sheng)積極開(kai)(kai)展工(gong)作(zuo),已處置300戶,占總任(ren)務(wu)的(de)94%,預計今年(nian)年(nian)底全(quan)面(mian)(mian)完(wan)(wan)成。指導推(tui)(tui)動(dong)(dong)各(ge)市啟(qi)動(dong)(dong)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)退休人(ren)員社(she)會(hui)化(hua)(hua)(hua)管(guan)(guan)(guan)理工(gong)作(zuo)。三是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)經(jing)濟(ji)(ji)布局結構(gou)優化(hua)(hua)(hua)。深化(hua)(hua)(hua)央地(di)對(dui)接(jie)合(he)(he)作(zuo),遼寧港口集團(tuan)掛(gua)牌組(zu)(zu)建,實現央企(qi)(qi)、省(sheng)(sheng)企(qi)(qi)和(he)大連、營(ying)(ying)口市企(qi)(qi)聯(lian)合(he)(he)重(zhong)組(zu)(zu),打造東北亞(ya)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)際航運(yun)中(zhong)(zhong)心。防(fang)控債務(wu)風(feng)險,指導國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)累(lei)計實施債轉股820億元。加(jia)強(qiang)(qiang)省(sheng)(sheng)內戰略重(zhong)組(zu)(zu),本(ben)鋼、北鋼重(zhong)組(zu)(zu)實現省(sheng)(sheng)企(qi)(qi)和(he)本(ben)溪市共(gong)贏。加(jia)快推(tui)(tui)進(jin)(jin)(jin)混合(he)(he)所有(you)(you)制(zhi)(zhi)改(gai)革(ge),沈陽、大連混改(gai)比例達到54.8%和(he)57%。全(quan)省(sheng)(sheng)7戶國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)“雙百行(xing)動(dong)(dong)”企(qi)(qi)業(ye)綜合(he)(he)改(gai)革(ge)加(jia)速(su)推(tui)(tui)進(jin)(jin)(jin)。四是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)完(wan)(wan)善(shan)。指導推(tui)(tui)進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)構(gou)職能轉變(bian),精(jing)簡監(jian)管(guan)(guan)(guan)事項(xiang)。明確出資(zi)(zi)人(ren)監(jian)管(guan)(guan)(guan)權(quan)(quan)責邊界,對(dui)11個市的(de)權(quan)(quan)責清單(dan)或履(lv)職清單(dan)進(jin)(jin)(jin)行(xing)了指導把關(guan)。加(jia)強(qiang)(qiang)基(ji)礎管(guan)(guan)(guan)理,搭建統(tong)一(yi)(yi)的(de)產權(quan)(quan)、財務(wu)管(guan)(guan)(guan)理系(xi)統(tong),利用信(xin)息化(hua)(hua)(hua)手(shou)段加(jia)強(qiang)(qiang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產和(he)經(jing)濟(ji)(ji)運(yun)行(xing)監(jian)測,密(mi)切國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)系(xi)統(tong)縱(zong)向聯(lian)系(xi),形成統(tong)一(yi)(yi)監(jian)管(guan)(guan)(guan)合(he)(he)力(li)。
四、豐富指導方式,堅持寓指導監督于服務之中
豐(feng)富指導(dao)監督(du)(du)方(fang)式、創新指導(dao)監督(du)(du)手段、服務(wu)市縣工(gong)作需要,是構建國資監管大格局(ju)的(de)有效(xiao)抓手。遼寧國資委堅持多措并舉,不斷(duan)探索創新工(gong)作方(fang)式,寓指導(dao)監督(du)(du)于服務(wu)中(zhong),有力推(tui)動了(le)指導(dao)監督(du)(du)工(gong)作深入(ru)開展(zhan)。主要體現在“五個指導(dao)”:
一是(shi)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)。省里出臺的(de)(de)國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企(qi)1+N改(gai)(gai)(gai)革(ge)文(wen)件(jian)(jian)(jian)及時印(yin)(yin)發或(huo)抄送各市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)資(zi)(zi)委(wei),并開展(zhan)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)解讀(du),加強(qiang)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)頂層(ceng)(ceng)設(she)計指(zhi)(zhi)(zhi)(zhi)引(yin)。印(yin)(yin)發了(le)《關于(yu)做好(hao)規(gui)范性文(wen)件(jian)(jian)(jian)備(bei)案(an)工作(zuo)(zuo)的(de)(de)通知》,對各市(shi)(shi)(shi)(shi)(shi)(shi)重要(yao)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)文(wen)件(jian)(jian)(jian)進(jin)行(xing)(xing)備(bei)案(an)審查,指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)各市(shi)(shi)(shi)(shi)(shi)(shi)把握改(gai)(gai)(gai)革(ge)方向(xiang)。先(xian)后編印(yin)(yin)改(gai)(gai)(gai)革(ge)文(wen)件(jian)(jian)(jian)匯(hui)(hui)編、政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)法(fa)規(gui)匯(hui)(hui)編5套,方便市(shi)(shi)(shi)(shi)(shi)(shi)縣(xian)國(guo)(guo)(guo)資(zi)(zi)機構學(xue)習使用(yong)。二(er)是(shi)調(diao)(diao)研(yan)(yan)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)。印(yin)(yin)發了(le)《關于(yu)開展(zhan)改(gai)(gai)(gai)革(ge)工作(zuo)(zuo)調(diao)(diao)研(yan)(yan)的(de)(de)通知》等(deng)(deng)(deng)文(wen)件(jian)(jian)(jian),明確省國(guo)(guo)(guo)資(zi)(zi)委(wei)領導(dao)(dao)(dao)(dao)(dao)分(fen)包(bao)到各市(shi)(shi)(shi)(shi)(shi)(shi),實現(xian)包(bao)市(shi)(shi)(shi)(shi)(shi)(shi)到人(ren)。通過委(wei)領導(dao)(dao)(dao)(dao)(dao)專(zhuan)項調(diao)(diao)研(yan)(yan),分(fen)管處室業務(wu)調(diao)(diao)研(yan)(yan),有針對性的(de)(de)對各市(shi)(shi)(shi)(shi)(shi)(shi)進(jin)行(xing)(xing)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)幫助,已形(xing)成調(diao)(diao)研(yan)(yan)報告(gao)35份,歸(gui)納問題75項,逐(zhu)一推動解決。三是(shi)會(hui)議(yi)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)。通過各市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)資(zi)(zi)委(wei)負責(ze)人(ren)工作(zuo)(zuo)會(hui)、政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)法(fa)規(gui)和指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工作(zuo)(zuo)會(hui)、分(fen)片區座(zuo)談會(hui)、各業務(wu)口專(zhuan)項工作(zuo)(zuo)會(hui)等(deng)(deng)(deng)形(xing)式,集中(zhong)統(tong)一或(huo)分(fen)片分(fen)類進(jin)行(xing)(xing)會(hui)議(yi)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao),交流(liu)工作(zuo)(zuo)經驗,部(bu)(bu)署安排工作(zuo)(zuo)。四是(shi)培(pei)訓(xun)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)。除(chu)部(bu)(bu)分(fen)會(hui)議(yi)中(zhong)安排培(pei)訓(xun)交流(liu)外,近(jin)年來(lai)還(huan)單獨或(huo)聯合東北(bei)大學(xue)、省委(wei)黨校(xiao)、遼寧行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)學(xue)院舉(ju)辦(ban)了(le)“全省國(guo)(guo)(guo)企(qi)改(gai)(gai)(gai)革(ge)與(yu)依法(fa)治企(qi)專(zhuan)題研(yan)(yan)討(tao)(tao)班”、“推進(jin)混合所有制改(gai)(gai)(gai)革(ge)研(yan)(yan)討(tao)(tao)班”、“國(guo)(guo)(guo)企(qi)大講(jiang)堂(tang)”等(deng)(deng)(deng)層(ceng)(ceng)次(ci)高、內容新、研(yan)(yan)討(tao)(tao)深的(de)(de)培(pei)訓(xun),先(xian)后培(pei)訓(xun)1800人(ren)次(ci),取得了(le)良好(hao)效(xiao)果。特(te)別是(shi)國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)(zi)委(wei)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)法(fa)規(gui)局舉(ju)辦(ban)的(de)(de)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)法(fa)規(gui)和指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)研(yan)(yan)討(tao)(tao)班、法(fa)治講(jiang)堂(tang)等(deng)(deng)(deng)高層(ceng)(ceng)次(ci)研(yan)(yan)討(tao)(tao)培(pei)訓(xun),有力提高了(le)我們的(de)(de)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)法(fa)規(gui)和指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)水(shui)平(ping),深受全省國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企(qi)系(xi)統(tong)歡迎。五是(shi)考(kao)(kao)(kao)(kao)核(he)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)。以考(kao)(kao)(kao)(kao)核(he)為抓(zhua)手(shou),加大指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)力度。2014年以來(lai),先(xian)后印(yin)(yin)發了(le)《關于(yu)做好(hao)各市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)資(zi)(zi)委(wei)領導(dao)(dao)(dao)(dao)(dao)班子和領導(dao)(dao)(dao)(dao)(dao)干部(bu)(bu)深化國(guo)(guo)(guo)企(qi)改(gai)(gai)(gai)革(ge)工作(zuo)(zuo)實績(ji)考(kao)(kao)(kao)(kao)核(he)的(de)(de)通知》、《關于(yu)做好(hao)各市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)企(qi)改(gai)(gai)(gai)革(ge)發展(zhan)績(ji)效(xiao)考(kao)(kao)(kao)(kao)核(he)工作(zuo)(zuo)的(de)(de)通知》、《關于(yu)做好(hao)重點工作(zuo)(zuo)任務(wu)督(du)查的(de)(de)通知》等(deng)(deng)(deng)文(wen)件(jian)(jian)(jian),除(chu)對市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)資(zi)(zi)委(wei)進(jin)行(xing)(xing)考(kao)(kao)(kao)(kao)核(he)外,還(huan)代表(biao)省政(zheng)(zheng)(zheng)(zheng)府對各市(shi)(shi)(shi)(shi)(shi)(shi)政(zheng)(zheng)(zheng)(zheng)府國(guo)(guo)(guo)企(qi)改(gai)(gai)(gai)革(ge)工作(zuo)(zuo)進(jin)行(xing)(xing)考(kao)(kao)(kao)(kao)核(he),通過督(du)促檢查、定期通報、將考(kao)(kao)(kao)(kao)核(he)結果與(yu)各市(shi)(shi)(shi)(shi)(shi)(shi)政(zheng)(zheng)(zheng)(zheng)府績(ji)效(xiao)掛鉤(gou),顯著提高了(le)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)的(de)(de)有效(xiao)性。
經過全省上下(xia)共同努(nu)力(li),遼寧指導監督工作取得(de)了一(yi)定成效(xiao),國資系統上下(xia)聯(lian)系更(geng)加緊密(mi),國資監管大格(ge)局、一(yi)盤棋的局面(mian)已(yi)初步形成。
