積極構建遼寧國資監管大格局

近年來,遼寧(ning)(ning)省國(guo)(guo)資(zi)(zi)(zi)(zi)委深入貫徹落實中央推(tui)(tui)進(jin)國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)(qi)改(gai)革的重(zhong)(zhong)大(da)(da)決策部(bu)署,高度重(zhong)(zhong)視國(guo)(guo)資(zi)(zi)(zi)(zi)系統指導監(jian)督(du)工作(zuo),堅持國(guo)(guo)資(zi)(zi)(zi)(zi)系統上(shang)(shang)下聯動,牢固樹(shu)立“大(da)(da)國(guo)(guo)資(zi)(zi)(zi)(zi)、一盤棋(qi)”價值理念(nian),積極構建遼寧(ning)(ning)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管大(da)(da)格局(ju),在推(tui)(tui)動全省“國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管上(shang)(shang)新(xin)水平、國(guo)(guo)企(qi)(qi)發展(zhan)上(shang)(shang)新(xin)臺階(jie)”中發揮了重(zhong)(zhong)要作(zuo)用。
一、堅持立法引領,全面規范國資監管體制制度
完善國資(zi)(zi)監(jian)管法(fa)(fa)規(gui)(gui)體系(xi),是(shi)構建國資(zi)(zi)監(jian)管大格局的法(fa)(fa)治基礎。遼(liao)(liao)寧(ning)(ning)(ning)省(sheng)國資(zi)(zi)委(wei)以地(di)方性(xing)法(fa)(fa)規(gui)(gui)為龍頭,積(ji)極推進(jin)《遼(liao)(liao)寧(ning)(ning)(ning)省(sheng)企業國有(you)資(zi)(zi)產(chan)監(jian)督管理(li)條(tiao)例(li)》立(li)法(fa)(fa)。《條(tiao)例(li)》在(zai)(zai)(zai)2018年和2019年分別列入了省(sheng)人(ren)大常委(wei)會立(li)法(fa)(fa)計劃論證項(xiang)目和完成項(xiang)目。《條(tiao)例(li)草案》發至(zhi)省(sheng)直有(you)關部門(men)和14個(ge)市(shi)政府(fu)征求意(yi)(yi)見,利(li)用政府(fu)網絡(luo)平臺向社會公開發布并征求意(yi)(yi)見。在(zai)(zai)(zai)反復論證修改基礎上,經(jing)過(guo)各方共同努力,2019年7月(yue)30日,《條(tiao)例(li)》由(you)遼(liao)(liao)寧(ning)(ning)(ning)省(sheng)第十三屆人(ren)大常委(wei)會第十二次會議(yi)(yi)審(shen)議(yi)(yi)通過(guo),自(zi)10月(yue)1日起施行。作(zuo)為遼(liao)(liao)寧(ning)(ning)(ning)首(shou)部全面(mian)系(xi)統規(gui)(gui)范(fan)國資(zi)(zi)監(jian)管的地(di)方性(xing)法(fa)(fa)規(gui)(gui),《條(tiao)例(li)》的出臺,對于遼(liao)(liao)寧(ning)(ning)(ning)深(shen)入貫(guan)徹(che)中央決策(ce)部署,以管資(zi)(zi)本為主加強國資(zi)(zi)監(jian)管具有(you)重要(yao)意(yi)(yi)義,也為新形勢下(xia)遼(liao)(liao)寧(ning)(ning)(ning)貫(guan)徹(che)落實黨的十九大精神,依法(fa)(fa)規(gui)(gui)范(fan)、保障(zhang)和推進(jin)全省(sheng)國資(zi)(zi)國企工作(zuo)提供了法(fa)(fa)治保障(zhang)。《條(tiao)例(li)》的創新主要(yao)體現在(zai)(zai)(zai)“五個(ge)明確”:
一(yi)是(shi)(shi)明(ming)(ming)確(que)了(le)(le)以管(guan)(guan)(guan)資(zi)(zi)本為主的國(guo)(guo)有(you)資(zi)(zi)產監(jian)管(guan)(guan)(guan)體制(zhi)。《條例》規(gui)定(ding)(ding)省(sheng)、市(shi)(shi)、縣(xian)(xian)人民政府應當以管(guan)(guan)(guan)資(zi)(zi)本為主加強企(qi)(qi)業(ye)(ye)國(guo)(guo)有(you)資(zi)(zi)產監(jian)督管(guan)(guan)(guan)理(li)(li),改革國(guo)(guo)有(you)資(zi)(zi)本授(shou)權經營體制(zhi),創(chuang)新國(guo)(guo)有(you)資(zi)(zi)產監(jian)管(guan)(guan)(guan)方式。二是(shi)(shi)明(ming)(ming)確(que)了(le)(le)國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)的特設性質和(he)出(chu)(chu)資(zi)(zi)人職(zhi)責(ze)(ze)定(ding)(ding)位。《條例》規(gui)定(ding)(ding)省(sheng)、市(shi)(shi)國(guo)(guo)資(zi)(zi)委為直屬特設機(ji)(ji)構(gou),代表政府履行出(chu)(chu)資(zi)(zi)人職(zhi)責(ze)(ze),專(zhuan)司國(guo)(guo)有(you)資(zi)(zi)產監(jian)管(guan)(guan)(guan),并要求縣(xian)(xian)區明(ming)(ming)確(que)統(tong)一(yi)的國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)主體,為省(sheng)、市(shi)(shi)、縣(xian)(xian)國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)設置和(he)職(zhi)責(ze)(ze)定(ding)(ding)位提(ti)供(gong)了(le)(le)有(you)力指引。三是(shi)(shi)明(ming)(ming)確(que)了(le)(le)企(qi)(qi)業(ye)(ye)國(guo)(guo)有(you)資(zi)(zi)產基礎管(guan)(guan)(guan)理(li)(li)。《條例》專(zhuan)章(zhang)規(gui)定(ding)(ding)國(guo)(guo)有(you)資(zi)(zi)產基礎管(guan)(guan)(guan)理(li)(li)內容,推進(jin)建立(li)監(jian)管(guan)(guan)(guan)信息平臺,在(zai)保障國(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)依法履行出(chu)(chu)資(zi)(zi)人職(zhi)責(ze)(ze)的同時進(jin)一(yi)步(bu)落實全(quan)(quan)口徑、全(quan)(quan)覆蓋的監(jian)管(guan)(guan)(guan)職(zhi)責(ze)(ze)。四是(shi)(shi)明(ming)(ming)確(que)了(le)(le)分(fen)(fen)(fen)類(lei)監(jian)管(guan)(guan)(guan)制(zhi)度。《條例》規(gui)定(ding)(ding)建立(li)完善企(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)理(li)(li)者分(fen)(fen)(fen)類(lei)分(fen)(fen)(fen)層(ceng)管(guan)(guan)(guan)理(li)(li)制(zhi)度,結合企(qi)(qi)業(ye)(ye)功能定(ding)(ding)位,推行分(fen)(fen)(fen)類(lei)考(kao)核、分(fen)(fen)(fen)類(lei)定(ding)(ding)薪(xin)管(guan)(guan)(guan)理(li)(li),科(ke)學(xue)界定(ding)(ding)權責(ze)(ze)邊(bian)界,根據(ju)企(qi)(qi)業(ye)(ye)類(lei)型開展授(shou)權和(he)放權。五是(shi)(shi)明(ming)(ming)確(que)了(le)(le)改革容錯機(ji)(ji)制(zhi)。《條例》規(gui)定(ding)(ding)企(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)理(li)(li)者在(zai)改革發展中所出(chu)(chu)現的失誤,不屬于有(you)令(ling)不行、有(you)禁不止、不當謀利、主觀故意(yi)、獨斷專(zhuan)行等情形的,根據(ju)有(you)關規(gui)定(ding)(ding)和(he)程序予以容錯,激勵國(guo)(guo)企(qi)(qi)管(guan)(guan)(guan)理(li)(li)者干事創(chuang)業(ye)(ye)、擔當作為。遼寧(ning)國(guo)(guo)資(zi)(zi)委向(xiang)全(quan)(quan)省(sheng)國(guo)(guo)資(zi)(zi)系統(tong)下(xia)發了(le)(le)學(xue)習貫徹《條例》通知(zhi),下(xia)一(yi)步(bu)將持續推進(jin)《條例》貫徹落實,加強指導(dao)監(jian)督培訓(xun)工作。
二、健全工作機制,積極搭建指導監督工作平臺
建立上下聯動(dong)、規范有序的(de)(de)指(zhi)導(dao)監(jian)督機制(zhi),是構建國資監(jian)管大格局的(de)(de)工作保障。遼寧國資委加強統籌謀劃,完善(shan)制(zhi)度機制(zhi),建立了一套運轉有效(xiao)的(de)(de)指(zhi)導(dao)監(jian)督工作體系。主要體現在“三化”:
一(yi)(yi)是組織領導(dao)(dao)專門化(hua)(hua)。成立(li)(li)了(le)(le)省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)指(zhi)導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)領導(dao)(dao)小組。由主要(yao)(yao)領導(dao)(dao)任組長(chang)(chang),分(fen)管領導(dao)(dao)和其他委(wei)領導(dao)(dao)任副組長(chang)(chang),各(ge)處室(shi)負責(ze)人為成員(yuan),政策(ce)法規處作(zuo)(zuo)(zuo)(zuo)為小組辦(ban)(ban)公室(shi)負責(ze)綜合歸口協(xie)調,并確(que)定了(le)(le)聯(lian)(lian)絡員(yuan);各(ge)市(shi)(shi)(shi)按省(sheng)(sheng)里要(yao)(yao)求也(ye)都明(ming)確(que)了(le)(le)機(ji)(ji)構,落實了(le)(le)相(xiang)關職責(ze),實現了(le)(le)省(sheng)(sheng)、市(shi)(shi)(shi)指(zhi)導(dao)(dao)監(jian)督領導(dao)(dao)機(ji)(ji)構和工(gong)作(zuo)(zuo)(zuo)(zuo)機(ji)(ji)構專門化(hua)(hua)。二(er)是指(zhi)導(dao)(dao)監(jian)督規范化(hua)(hua)。建(jian)立(li)(li)制(zhi)度。修訂出臺了(le)(le)《遼寧省(sheng)(sheng)國(guo)(guo)(guo)有資(zi)(zi)(zi)產監(jian)管工(gong)作(zuo)(zuo)(zuo)(zuo)指(zhi)導(dao)(dao)監(jian)督實施辦(ban)(ban)法》,使省(sheng)(sheng)、市(shi)(shi)(shi)、縣(xian)指(zhi)導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)有據(ju)可(ke)依。確(que)立(li)(li)機(ji)(ji)制(zhi)。每(mei)年(nian)向各(ge)市(shi)(shi)(shi)印發“省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)年(nian)度國(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)企改革任務分(fen)解、年(nian)度指(zhi)導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)計劃、年(nian)度法治(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo)要(yao)(yao)點(dian)”等,形成了(le)(le)“一(yi)(yi)分(fen)解、一(yi)(yi)計劃、一(yi)(yi)要(yao)(yao)點(dian)”的指(zhi)導(dao)(dao)模式(shi)。建(jian)立(li)(li)聯(lian)(lian)系(xi)(xi)點(dian)。根據(ju)省(sheng)(sheng)實際和工(gong)作(zuo)(zuo)(zuo)(zuo)需(xu)要(yao)(yao),建(jian)立(li)(li)了(le)(le)4個(ge)市(shi)(shi)(shi)縣(xian)指(zhi)導(dao)(dao)監(jian)督聯(lian)(lian)系(xi)(xi)點(dian),同時確(que)立(li)(li)國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)聯(lian)(lian)系(xi)(xi)點(dian),以點(dian)帶面,輻射市(shi)(shi)(shi)縣(xian)國(guo)(guo)(guo)資(zi)(zi)(zi)工(gong)作(zuo)(zuo)(zuo)(zuo)。三是溝通(tong)交流常態(tai)化(hua)(hua)。建(jian)立(li)(li)了(le)(le)遼寧國(guo)(guo)(guo)資(zi)(zi)(zi)工(gong)作(zuo)(zuo)(zuo)(zuo)群(qun),及時發布通(tong)知(zhi),共享國(guo)(guo)(guo)資(zi)(zi)(zi)信息,搭建(jian)交流平(ping)臺。定期更新指(zhi)導(dao)(dao)監(jian)督各(ge)項政策(ce)、工(gong)作(zuo)(zuo)(zuo)(zuo)任務等有關內容(rong),方便(bian)工(gong)作(zuo)(zuo)(zuo)(zuo)聯(lian)(lian)系(xi)(xi)對接。建(jian)立(li)(li)了(le)(le)重(zhong)大事項報告(gao)機(ji)(ji)制(zhi)。明(ming)確(que)要(yao)(yao)求各(ge)市(shi)(shi)(shi)涉及機(ji)(ji)構設置、管理體制(zhi)和國(guo)(guo)(guo)企改革重(zhong)大事項要(yao)(yao)及時向省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)報告(gao),加強溝通(tong)協(xie)調,及時掌握信息,分(fen)類應對處理。
三、加強改革指導,深化推動全省國資國企改革
全(quan)面深(shen)化國(guo)資(zi)國(guo)企(qi)改(gai)革(ge)、推(tui)動全(quan)省(sheng)國(guo)資(zi)國(guo)企(qi)發展(zhan),是構建國(guo)資(zi)監(jian)管(guan)大格(ge)局的核心目標。在深(shen)入學習(xi)黨的十九(jiu)大、十九(jiu)屆(jie)二(er)中、三中全(quan)會精(jing)神、習(xi)近平(ping)總(zong)書記在遼寧(ning)考察時和在深(shen)入推(tui)進東北振興座談會上的重要講話(hua)精(jing)神基(ji)礎(chu)上,緊密結合地方(fang)國(guo)有(you)企(qi)業實際,堅持問題(ti)導向,指導各市(shi)深(shen)化改(gai)革(ge),推(tui)動全(quan)省(sheng)改(gai)革(ge)發展(zhan)目標落(luo)(luo)實落(luo)(luo)地。主要體現在“四個推(tui)進”:
一(yi)(yi)是推(tui)(tui)進(jin)(jin)經(jing)(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)集(ji)中(zhong)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)。堅持(chi)政(zheng)企(qi)(qi)分(fen)開、分(fen)步推(tui)(tui)進(jin)(jin)、集(ji)中(zhong)整(zheng)合(he)(he),在(zai)省(sheng)(sheng)(sheng)級(ji)層面(mian)制定了(le)《遼(liao)寧(ning)省(sheng)(sheng)(sheng)經(jing)(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)集(ji)中(zhong)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)實(shi)(shi)(shi)施方(fang)案》,落(luo)實(shi)(shi)(shi)黨政(zheng)機關(guan)辦企(qi)(qi)業(ye)(ye)(ye)(ye)脫鉤(gou)、事業(ye)(ye)(ye)(ye)單位轉(zhuan)制和(he)企(qi)(qi)業(ye)(ye)(ye)(ye)集(ji)團(tuan)組(zu)建(jian)(jian)等工(gong)(gong)作(zuo)(zuo)。在(zai)省(sheng)(sheng)(sheng)里(li)強(qiang)力指導(dao)(dao)推(tui)(tui)動(dong)下,各市(shi)(shi)(shi)積極(ji)主(zhu)動(dong)落(luo)實(shi)(shi)(shi),全(quan)省(sheng)(sheng)(sheng)累(lei)計新(xin)組(zu)建(jian)(jian)125戶(hu)企(qi)(qi)業(ye)(ye)(ye)(ye)集(ji)團(tuan),都(dou)交由各級(ji)國(guo)(guo)(guo)資(zi)(zi)委履(lv)(lv)行(xing)出(chu)資(zi)(zi)人(ren)職(zhi)責,鞍山(shan)、營口、錦州(zhou)等市(shi)(shi)(shi)還出(chu)臺了(le)國(guo)(guo)(guo)資(zi)(zi)委與行(xing)政(zheng)主(zhu)管(guan)(guan)(guan)部(bu)門職(zhi)責劃分(fen)意見,做到政(zheng)資(zi)(zi)分(fen)開。目前(qian),全(quan)省(sheng)(sheng)(sheng)除部(bu)分(fen)金融文(wen)化企(qi)(qi)業(ye)(ye)(ye)(ye)外(wai),經(jing)(jing)營性國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)集(ji)中(zhong)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)(zuo)基本完(wan)成(cheng)。二是推(tui)(tui)進(jin)(jin)歷史遺留問題解(jie)決。全(quan)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)“三供(gong)一(yi)(yi)業(ye)(ye)(ye)(ye)”分(fen)離移交工(gong)(gong)作(zuo)(zuo)圓滿畫(hua)上句號。截止2018年(nian)底,駐遼(liao)央(yang)企(qi)(qi)486個和(he)省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)(ye)74個項(xiang)目,分(fen)離移交全(quan)面(mian)完(wan)成(cheng)。地方(fang)國(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)廠辦大集(ji)體改革(ge)(ge)(ge)全(quan)面(mian)啟(qi)動(dong)。各市(shi)(shi)(shi)已(yi)全(quan)部(bu)進(jin)(jin)入(ru)實(shi)(shi)(shi)質性操作(zuo)(zuo)階段(duan),力爭在(zai)今年(nian)底前(qian)基本完(wan)成(cheng)。處置(zhi)國(guo)(guo)(guo)有(you)(you)(you)“僵尸企(qi)(qi)業(ye)(ye)(ye)(ye)”加(jia)快推(tui)(tui)進(jin)(jin)。全(quan)省(sheng)(sheng)(sheng)積極(ji)開展(zhan)工(gong)(gong)作(zuo)(zuo),已(yi)處置(zhi)300戶(hu),占總任務的94%,預(yu)計今年(nian)年(nian)底全(quan)面(mian)完(wan)成(cheng)。指導(dao)(dao)推(tui)(tui)動(dong)各市(shi)(shi)(shi)啟(qi)動(dong)國(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)退休(xiu)人(ren)員(yuan)社會化管(guan)(guan)(guan)理工(gong)(gong)作(zuo)(zuo)。三是推(tui)(tui)進(jin)(jin)國(guo)(guo)(guo)有(you)(you)(you)經(jing)(jing)濟(ji)布局結構優化。深化央(yang)地對(dui)接合(he)(he)作(zuo)(zuo),遼(liao)寧(ning)港口集(ji)團(tuan)掛牌(pai)組(zu)建(jian)(jian),實(shi)(shi)(shi)現(xian)央(yang)企(qi)(qi)、省(sheng)(sheng)(sheng)企(qi)(qi)和(he)大連(lian)、營口市(shi)(shi)(shi)企(qi)(qi)聯(lian)合(he)(he)重(zhong)組(zu),打(da)造東北(bei)亞國(guo)(guo)(guo)際航運中(zhong)心。防(fang)控(kong)債(zhai)務風險,指導(dao)(dao)國(guo)(guo)(guo)企(qi)(qi)累(lei)計實(shi)(shi)(shi)施債(zhai)轉(zhuan)股(gu)820億元。加(jia)強(qiang)省(sheng)(sheng)(sheng)內戰略重(zhong)組(zu),本鋼(gang)、北(bei)鋼(gang)重(zhong)組(zu)實(shi)(shi)(shi)現(xian)省(sheng)(sheng)(sheng)企(qi)(qi)和(he)本溪市(shi)(shi)(shi)共贏。加(jia)快推(tui)(tui)進(jin)(jin)混合(he)(he)所有(you)(you)(you)制改革(ge)(ge)(ge),沈陽、大連(lian)混改比例達到54.8%和(he)57%。全(quan)省(sheng)(sheng)(sheng)7戶(hu)國(guo)(guo)(guo)家“雙百行(xing)動(dong)”企(qi)(qi)業(ye)(ye)(ye)(ye)綜合(he)(he)改革(ge)(ge)(ge)加(jia)速推(tui)(tui)進(jin)(jin)。四是推(tui)(tui)進(jin)(jin)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)體制機制完(wan)善。指導(dao)(dao)推(tui)(tui)進(jin)(jin)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機構職(zhi)能轉(zhuan)變,精(jing)簡監(jian)(jian)(jian)管(guan)(guan)(guan)事項(xiang)。明確(que)出(chu)資(zi)(zi)人(ren)監(jian)(jian)(jian)管(guan)(guan)(guan)權(quan)責邊界,對(dui)11個市(shi)(shi)(shi)的權(quan)責清單或履(lv)(lv)職(zhi)清單進(jin)(jin)行(xing)了(le)指導(dao)(dao)把(ba)關(guan)。加(jia)強(qiang)基礎管(guan)(guan)(guan)理,搭建(jian)(jian)統(tong)(tong)一(yi)(yi)的產(chan)(chan)權(quan)、財務管(guan)(guan)(guan)理系統(tong)(tong),利用信(xin)息化手(shou)段(duan)加(jia)強(qiang)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)和(he)經(jing)(jing)濟(ji)運行(xing)監(jian)(jian)(jian)測,密(mi)切國(guo)(guo)(guo)資(zi)(zi)系統(tong)(tong)縱向聯(lian)系,形(xing)成(cheng)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)合(he)(he)力。
四、豐富指導方式,堅持寓指導監督于服務之中
豐(feng)富指導(dao)(dao)(dao)監(jian)督(du)方(fang)(fang)式、創新指導(dao)(dao)(dao)監(jian)督(du)手(shou)段(duan)、服(fu)(fu)務(wu)市縣工(gong)作需要(yao),是構建國資(zi)監(jian)管(guan)大格(ge)局的有效抓(zhua)手(shou)。遼寧國資(zi)委堅持多措并舉,不斷(duan)探索(suo)創新工(gong)作方(fang)(fang)式,寓指導(dao)(dao)(dao)監(jian)督(du)于(yu)服(fu)(fu)務(wu)中,有力推(tui)動(dong)了(le)指導(dao)(dao)(dao)監(jian)督(du)工(gong)作深入開(kai)展。主(zhu)要(yao)體現在“五個指導(dao)(dao)(dao)”:
一(yi)是政(zheng)策(ce)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)。省(sheng)里出臺(tai)的(de)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)1+N改(gai)(gai)(gai)(gai)革(ge)(ge)文件(jian)及時印(yin)發或抄(chao)送各市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委,并(bing)開展(zhan)政(zheng)策(ce)解讀,加強政(zheng)策(ce)頂層設計指(zhi)(zhi)(zhi)(zhi)(zhi)引。印(yin)發了(le)《關于做好規范性(xing)文件(jian)備案工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)通(tong)(tong)(tong)(tong)知(zhi)》,對各市(shi)(shi)重(zhong)要政(zheng)策(ce)文件(jian)進(jin)(jin)行(xing)(xing)(xing)備案審(shen)查(cha)(cha)(cha),指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)各市(shi)(shi)把握改(gai)(gai)(gai)(gai)革(ge)(ge)方向(xiang)。先(xian)后編印(yin)改(gai)(gai)(gai)(gai)革(ge)(ge)文件(jian)匯(hui)(hui)編、政(zheng)策(ce)法(fa)規匯(hui)(hui)編5套,方便市(shi)(shi)縣國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)機構學(xue)習使用。二是調研(yan)(yan)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)。印(yin)發了(le)《關于開展(zhan)改(gai)(gai)(gai)(gai)革(ge)(ge)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)調研(yan)(yan)的(de)通(tong)(tong)(tong)(tong)知(zhi)》等(deng)文件(jian),明確省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委領導(dao)(dao)(dao)分(fen)包(bao)(bao)到(dao)(dao)各市(shi)(shi),實(shi)現包(bao)(bao)市(shi)(shi)到(dao)(dao)人(ren)。通(tong)(tong)(tong)(tong)過委領導(dao)(dao)(dao)專(zhuan)項調研(yan)(yan),分(fen)管處室業務(wu)調研(yan)(yan),有(you)針(zhen)對性(xing)的(de)對各市(shi)(shi)進(jin)(jin)行(xing)(xing)(xing)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)幫助,已形(xing)成調研(yan)(yan)報告35份,歸(gui)納問題75項,逐一(yi)推動解決。三是會(hui)(hui)議指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)。通(tong)(tong)(tong)(tong)過各市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委負(fu)責人(ren)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)(hui)、政(zheng)策(ce)法(fa)規和(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)監督(du)(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)(hui)、分(fen)片區座談會(hui)(hui)、各業務(wu)口專(zhuan)項工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)(hui)等(deng)形(xing)式,集中統一(yi)或分(fen)片分(fen)類(lei)進(jin)(jin)行(xing)(xing)(xing)會(hui)(hui)議指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao),交(jiao)流工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)經驗,部(bu)署安(an)排工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。四是培(pei)(pei)訓(xun)(xun)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)。除(chu)部(bu)分(fen)會(hui)(hui)議中安(an)排培(pei)(pei)訓(xun)(xun)交(jiao)流外,近年(nian)來還單獨或聯(lian)合東北(bei)大(da)(da)學(xue)、省(sheng)委黨校、遼寧行(xing)(xing)(xing)政(zheng)學(xue)院舉辦(ban)了(le)“全(quan)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)(gai)(gai)革(ge)(ge)與依法(fa)治(zhi)企(qi)(qi)(qi)(qi)專(zhuan)題研(yan)(yan)討班(ban)”、“推進(jin)(jin)混合所有(you)制改(gai)(gai)(gai)(gai)革(ge)(ge)研(yan)(yan)討班(ban)”、“國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)大(da)(da)講堂”等(deng)層次高、內容新、研(yan)(yan)討深的(de)培(pei)(pei)訓(xun)(xun),先(xian)后培(pei)(pei)訓(xun)(xun)1800人(ren)次,取(qu)得了(le)良好效(xiao)(xiao)果。特別是國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委政(zheng)策(ce)法(fa)規局舉辦(ban)的(de)政(zheng)策(ce)法(fa)規和(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)監督(du)(du)(du)(du)研(yan)(yan)討班(ban)、法(fa)治(zhi)講堂等(deng)高層次研(yan)(yan)討培(pei)(pei)訓(xun)(xun),有(you)力提高了(le)我們的(de)政(zheng)策(ce)法(fa)規和(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)監督(du)(du)(du)(du)水(shui)平,深受全(quan)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)系統歡迎。五是考核(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)。以(yi)考核(he)為抓手,加大(da)(da)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)監督(du)(du)(du)(du)力度。2014年(nian)以(yi)來,先(xian)后印(yin)發了(le)《關于做好各市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委領導(dao)(dao)(dao)班(ban)子和(he)(he)領導(dao)(dao)(dao)干部(bu)深化國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)(gai)(gai)革(ge)(ge)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)實(shi)績(ji)考核(he)的(de)通(tong)(tong)(tong)(tong)知(zhi)》、《關于做好各市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)(gai)(gai)革(ge)(ge)發展(zhan)績(ji)效(xiao)(xiao)考核(he)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)通(tong)(tong)(tong)(tong)知(zhi)》、《關于做好重(zhong)點工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任(ren)務(wu)督(du)(du)(du)(du)查(cha)(cha)(cha)的(de)通(tong)(tong)(tong)(tong)知(zhi)》等(deng)文件(jian),除(chu)對市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委進(jin)(jin)行(xing)(xing)(xing)考核(he)外,還代表(biao)省(sheng)政(zheng)府對各市(shi)(shi)政(zheng)府國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)(gai)(gai)革(ge)(ge)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)進(jin)(jin)行(xing)(xing)(xing)考核(he),通(tong)(tong)(tong)(tong)過督(du)(du)(du)(du)促檢(jian)查(cha)(cha)(cha)、定期通(tong)(tong)(tong)(tong)報、將考核(he)結果與各市(shi)(shi)政(zheng)府績(ji)效(xiao)(xiao)掛鉤,顯著提高了(le)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)監督(du)(du)(du)(du)的(de)有(you)效(xiao)(xiao)性(xing)。
經過全省上(shang)下共(gong)同努(nu)力,遼寧指導監督工作取(qu)得了一定成效,國資(zi)系(xi)統上(shang)下聯系(xi)更加緊密,國資(zi)監管大格局、一盤棋(qi)的局面已初(chu)步形成。
