【構建國資監管大格局】之五:北京市聚焦“管資本”為主
全面推動信息化與國資監管深度融合

北京(jing)(jing)市國(guo)(guo)資委深入(ru)學習(xi)貫徹習(xi)近平新時代中國(guo)(guo)特色社會主(zhu)義(yi)思想,緊(jin)緊(jin)聚焦(jiao)以“管(guan)資本”為主(zhu)推進職能(neng)轉變和網絡強國(guo)(guo)思想,不斷推動國(guo)(guo)資監(jian)管(guan)與信息化(hua)深度融合,努力(li)推動國(guo)(guo)資國(guo)(guo)企治(zhi)理現(xian)代化(hua)、智能(neng)化(hua)、信息化(hua),初步形成了(le)頂層(ceng)設計引(yin)領、應用平臺支撐、企業(ye)信息化(hua)穩(wen)步提(ti)升的良好格局,為國(guo)(guo)有經濟高(gao)質(zhi)量發展增添了(le)動力(li)新引(yin)擎。今年1-8月份,北京(jing)(jing)市管(guan)企業(ye)資產總額(e)超(chao)過5.3萬億元(yuan),累計實現(xian)營業(ye)收入(ru)10359.9億元(yuan),同(tong)(tong)比增長10.2%;實現(xian)利潤總額(e)658.4億元(yuan),同(tong)(tong)比增長11.0%; 上交稅費總額(e)1000.5億元(yuan),同(tong)(tong)比增長9.2%。

一、廣泛凝聚共識,統籌構建信息化工作格局

當前,全(quan)球信(xin)息化進(jin)入全(quan)面滲透、跨界(jie)融合、加速創新、引領(ling)發展的(de)新階段。針對(dui)“十二五”末(mo)期,北京市國資(zi)委系(xi)統信(xin)息化頂層(ceng)設計不(bu)足(zu),“數據孤島”現象突出,數據價值難以體現,與(yu)中央企業(ye)、兄弟省市企業(ye)、行業(ye)標桿企業(ye)存在較大差距等(deng)問(wen)題,北京市國資(zi)委不(bu)斷(duan)完善頂層(ceng)設計,強化政策(ce)引導,推動壓力(li)傳導,倒逼工(gong)作落實(shi),全(quan)系(xi)統對(dui)國資(zi)監(jian)管信(xin)息化工(gong)作形(xing)成廣泛共識。

(一(yi))明確發展(zhan)(zhan)方(fang)(fang)向(xiang),制定(ding)《“十(shi)三五(wu)”信息(xi)(xi)化(hua)發展(zhan)(zhan)專(zhuan)項(xiang)規(gui)劃(hua)》。將(jiang)信息(xi)(xi)化(hua)工作(zuo)(zuo)融(rong)入《國(guo)有(you)(you)經(jing)濟“十(shi)三五(wu)”發展(zhan)(zhan)規(gui)劃(hua)》,制定(ding)信息(xi)(xi)化(hua)發展(zhan)(zhan)專(zhuan)項(xiang)子規(gui)劃(hua),與國(guo)有(you)(you)經(jing)濟整體工作(zuo)(zuo)統(tong)一(yi)標準、統(tong)一(yi)導向(xiang)、統(tong)一(yi)謀劃(hua)。同步指導各(ge)市管企(qi)業同步制定(ding)“十(shi)三五(wu)”信息(xi)(xi)化(hua)發展(zhan)(zhan)規(gui)劃(hua),將(jiang)信息(xi)(xi)化(hua)作(zuo)(zuo)為(wei)加強集(ji)團管控(kong)、引(yin)領企(qi)業戰(zhan)略實施的重(zhong)要(yao)抓手。《專(zhuan)項(xiang)規(gui)劃(hua)》以“統(tong)籌(chou)推(tui)(tui)(tui)(tui)進、創新(xin)引(yin)領、開放共享、安(an)全(quan)可控(kong)”為(wei)原則,以信息(xi)(xi)化(hua)驅(qu)動“轉型、改(gai)革(ge)、開放、創新(xin)”為(wei)主線,系統(tong)提(ti)出“135”發展(zhan)(zhan)目標,力爭到(dao)“十(shi)三五(wu)”末,市管企(qi)業管理(li)信息(xi)(xi)化(hua)水(shui)平(ping)全(quan)部達到(dao)B級及以上(shang),在依托信息(xi)(xi)化(hua)探索創新(xin)國(guo)資監管方(fang)(fang)式上(shang)走在全(quan)國(guo)前列。“1”就是通過培(pei)育“1”批信息(xi)(xi)化(hua)產(chan)業先鋒(feng),推(tui)(tui)(tui)(tui)進構建(jian)首都高精尖經(jing)濟結構;“3”就是推(tui)(tui)(tui)(tui)動建(jian)設3大(da)信息(xi)(xi)平(ping)臺(tai),促(cu)進京(jing)津冀(ji)協同發展(zhan)(zhan),提(ti)高國(guo)資監管綜合效(xiao)能,推(tui)(tui)(tui)(tui)進城市精細化(hua)治理(li);“5”就是積極(ji)踐行數字化(hua)管理(li)理(li)念,著力提(ti)升科(ke)學決策、集(ji)團管控(kong)、創新(xin)發展(zhan)(zhan)、風險防控(kong)、綜合保障5項(xiang)核心能力,推(tui)(tui)(tui)(tui)動實現國(guo)資國(guo)企(qi)治理(li)體系和治理(li)能力現代化(hua)。

(二)完善體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi),推(tui)動(dong)信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)從(cong)“一(yi)(yi)把手工(gong)(gong)(gong)程”向“全員(yuan)工(gong)(gong)(gong)程”轉變。一(yi)(yi)是建立(li)健全網信(xin)(xin)領(ling)導(dao)體(ti)制(zhi)(zhi),強(qiang)化(hua)主(zhu)體(ti)責(ze)(ze)任(ren)(ren)。明確各企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)要領(ling)導(dao)作(zuo)(zuo)為網信(xin)(xin)工(gong)(gong)(gong)作(zuo)(zuo)的(de)第(di)一(yi)(yi)責(ze)(ze)任(ren)(ren)人(ren)(ren),把推(tui)動(dong)信(xin)(xin)息(xi)(xi)化(hua)發(fa)展(zhan)作(zuo)(zuo)為黨組織把方(fang)向、管大局、保落(luo)實(shi)(shi)的(de)重(zhong)要抓手,堅決(jue)貫徹落(luo)實(shi)(shi)國家(jia)(jia)和(he)(he)(he)市委市政府信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)方(fang)針、政策,研究(jiu)決(jue)定企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)發(fa)展(zhan)戰略及年度(du)計劃(hua),親自過問企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)建設(she)(she)(she)的(de)重(zhong)大事項。二是調整(zheng)優(you)化(hua)機(ji)構設(she)(she)(she)置(zhi),進一(yi)(yi)步明確職責(ze)(ze)定位。推(tui)動(dong)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)網信(xin)(xin)工(gong)(gong)(gong)作(zuo)(zuo)部門(men)機(ji)構、職能、人(ren)(ren)員(yuan)和(he)(he)(he)責(ze)(ze)任(ren)(ren)“四(si)落(luo)實(shi)(shi)”,多家(jia)(jia)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)新設(she)(she)(she)了一(yi)(yi)級(ji)信(xin)(xin)息(xi)(xi)化(hua)獨立(li)部門(men),具(ju)有(you)一(yi)(yi)級(ji)信(xin)(xin)息(xi)(xi)化(hua)獨立(li)部門(men)的(de)市管企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)數量超(chao)過80%。三是健全績(ji)效考(kao)核(he)(he)(he)機(ji)制(zhi)(zhi),督(du)促責(ze)(ze)任(ren)(ren)落(luo)實(shi)(shi)。將企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)納入(ru)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領(ling)導(dao)人(ren)(ren)員(yuan)年度(du)經(jing)營業(ye)(ye)(ye)績(ji)考(kao)核(he)(he)(he),并由扣分(fen)制(zhi)(zhi)調整(zheng)為計分(fen)制(zhi)(zhi),實(shi)(shi)現(xian)從(cong)倒逼企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)落(luo)實(shi)(shi),到引導(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)自主(zhu)對標(biao)、主(zhu)動(dong)提升的(de)轉變。目前(qian),各企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)同(tong)步建立(li)信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)績(ji)效考(kao)核(he)(he)(he)制(zhi)(zhi)度(du),加強(qiang)督(du)查督(du)辦(ban)和(he)(he)(he)考(kao)核(he)(he)(he)問責(ze)(ze),確保層(ceng)層(ceng)落(luo)實(shi)(shi)信(xin)(xin)息(xi)(xi)化(hua)建設(she)(she)(she)、應用(yong)、維護、升級(ji)和(he)(he)(he)優(you)化(hua)的(de)責(ze)(ze)任(ren)(ren),切實(shi)(shi)把網信(xin)(xin)工(gong)(gong)(gong)作(zuo)(zuo)的(de)責(ze)(ze)任(ren)(ren)傳(chuan)遞(di)到各級(ji)領(ling)導(dao)和(he)(he)(he)基層(ceng)員(yuan)工(gong)(gong)(gong),企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)考(kao)核(he)(he)(he)基本覆蓋重(zhong)要子企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。

(三(san))實(shi)施“展(zhan)(zhan)(zhan)e計劃”,加(jia)快(kuai)推(tui)動市管(guan)(guan)企(qi)(qi)業信(xin)(xin)息(xi)(xi)化(hua)(hua)發展(zhan)(zhan)(zhan)。落實(shi)市委市政府《進(jin)一(yi)(yi)(yi)步深化(hua)(hua)市管(guan)(guan)國資國企(qi)(qi)改革推(tui)動更高質量發展(zhan)(zhan)(zhan)的(de)“三(san)年(nian)行(xing)動”方(fang)案(2018--2020年(nian))》,組織(zhi)企(qi)(qi)業制(zhi)(zhi)定實(shi)施企(qi)(qi)業信(xin)(xin)息(xi)(xi)化(hua)(hua)水(shui)平(ping)(ping)提升計劃(展(zhan)(zhan)(zhan)e計劃)。一(yi)(yi)(yi)是(shi)(shi)強(qiang)化(hua)(hua)政策導(dao)向,完善(shan)(shan)信(xin)(xin)息(xi)(xi)化(hua)(hua)水(shui)平(ping)(ping)測評指標(biao)(biao)(biao)體(ti)系。堅(jian)持繼承與發展(zhan)(zhan)(zhan)相統(tong)(tong)一(yi)(yi)(yi),橫縱對(dui)(dui)(dui)(dui)比(bi)相統(tong)(tong)一(yi)(yi)(yi),在(zai)2015年(nian)基礎上(shang)從(cong)頂(ding)層(ceng)設計、集團管(guan)(guan)控、網絡安全、集約(yue)化(hua)(hua)發展(zhan)(zhan)(zhan)等方(fang)面(mian)(mian),對(dui)(dui)(dui)(dui)約(yue)70%的(de)采集項(xiang)(xiang)進(jin)行(xing)了修(xiu)改完善(shan)(shan)。從(cong)6個方(fang)面(mian)(mian)精選13項(xiang)(xiang)關鍵指標(biao)(biao)(biao),引導(dao)企(qi)(qi)業進(jin)一(yi)(yi)(yi)步完善(shan)(shan)體(ti)制(zhi)(zhi)機(ji)(ji)制(zhi)(zhi),加(jia)快(kuai)集約(yue)化(hua)(hua)建設,提升數據治(zhi)理、風險感知(zhi)和應(ying)急(ji)處置(zhi)(zhi)能(neng)力(li)。二是(shi)(shi)立足客觀公(gong)正,完善(shan)(shan)信(xin)(xin)息(xi)(xi)化(hua)(hua)水(shui)平(ping)(ping)測評機(ji)(ji)制(zhi)(zhi)。在(zai)全系統(tong)(tong)組建信(xin)(xin)息(xi)(xi)化(hua)(hua)測評專(zhuan)家組,統(tong)(tong)一(yi)(yi)(yi)編組,對(dui)(dui)(dui)(dui)企(qi)(qi)業信(xin)(xin)息(xi)(xi)化(hua)(hua)建、用、管(guan)(guan)、維全面(mian)(mian)綜合評估,允許符合測評指標(biao)(biao)(biao)精神、符合企(qi)(qi)業生產經營的(de)未匹配指標(biao)(biao)(biao)視同(tong)得分,避免(mian)信(xin)(xin)息(xi)(xi)化(hua)(hua)建設與企(qi)(qi)業發展(zhan)(zhan)(zhan)“兩張皮”。“不唯分、不唯排名”,注重(zhong)(zhong)溝(gou)通交(jiao)流(liu),突(tu)出信(xin)(xin)息(xi)(xi)化(hua)(hua)建設成(cheng)(cheng)果經驗交(jiao)流(liu)與共享(xiang),推(tui)動由單(dan)一(yi)(yi)(yi)測評評分工作(zuo)(zuo),逐(zhu)漸拓展(zhan)(zhan)(zhan)為交(jiao)流(liu)、共享(xiang)、互(hu)學、互(hu)促、互(hu)幫、互(hu)助共同(tong)提升的(de)一(yi)(yi)(yi)項(xiang)(xiang)工作(zuo)(zuo)。三(san)是(shi)(shi)注重(zhong)(zhong)提升IT績效,推(tui)動高質量發展(zhan)(zhan)(zhan)。將(jiang)信(xin)(xin)息(xi)(xi)化(hua)(hua)測評納入(ru)業績考核,分類評價,針對(dui)(dui)(dui)(dui)企(qi)(qi)業信(xin)(xin)息(xi)(xi)化(hua)(hua)水(shui)平(ping)(ping)級別(bie)合理設置(zhi)(zhi)工作(zuo)(zuo)難(nan)度,倒逼(bi)發展(zhan)(zhan)(zhan)。設置(zhi)(zhi)成(cheng)(cheng)長(chang)因子,在(zai)鼓勵(li)企(qi)(qi)業系統(tong)(tong)對(dui)(dui)(dui)(dui)標(biao)(biao)(biao)的(de)同(tong)時,強(qiang)化(hua)(hua)自我對(dui)(dui)(dui)(dui)標(biao)(biao)(biao),快(kuai)速成(cheng)(cheng)長(chang),讓(rang)優(you)者(zhe)更優(you),劣者(zhe)奮(fen)勇,中間加(jia)速攀(pan)登(deng)。通過“展(zhan)(zhan)(zhan)e計劃”探索(suo)信(xin)(xin)息(xi)(xi)化(hua)(hua)在(zai)引領企(qi)(qi)業轉型發展(zhan)(zhan)(zhan)、重(zhong)(zhong)大(da)(da)工程(cheng)項(xiang)(xiang)目(mu)建設、城市運(yun)行(xing)精細化(hua)(hua)管(guan)(guan)理等方(fang)面(mian)(mian)的(de)應(ying)用,涌現出一(yi)(yi)(yi)大(da)(da)批(pi)優(you)質示范項(xiang)(xiang)目(mu)。

按照中央關(guan)于全面深化(hua)(hua)國(guo)資(zi)(zi)國(guo)企改(gai)革和高質量發(fa)展的戰略(lve)部署,市國(guo)資(zi)(zi)委(wei)構建了(le)“1+31”的改(gai)革政策體系(xi)和“1+14”的高質量發(fa)展政策體系(xi)。信息(xi)化(hua)(hua)工作緊緊圍繞(rao)“管資(zi)(zi)本為主”導向(xiang),積極探(tan)索打造(zao)出資(zi)(zi)人監管信息(xi)化(hua)(hua)平臺,加快推動國(guo)資(zi)(zi)監管流(liu)程方式重塑再造(zao)。

二、立足職能轉變,探索創新國資監管新方式

圍繞服務“三歸位”,著力探索更多(duo)市場化(hua)、法(fa)治化(hua)、信息化(hua)監(jian)管方式,通過強化(hua)流程整合(he)、數(shu)據(ju)共(gong)享(xiang),推動(dong)(dong)實(shi)現動(dong)(dong)態協同(tong)監(jian)管,一批立足服務職能轉變(bian)的信息系(xi)統(tong)相繼上線(xian),國資監(jian)管與(yu)信息化(hua)深(shen)度融合(he)成效初顯(xian)。

(一)探索開展數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)匯聚,促進(jin)監管(guan)(guan)共(gong)享協同。以(yi)國資(zi)監管(guan)(guan)業務(wu)全景圖和數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)視圖為(wei)(wei)主(zhu)線,匯聚國資(zi)監管(guan)(guan)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju),明確數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)標準(zhun),加強數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)整合,建立了規(gui)劃(hua)對標、財(cai)務(wu)分(fen)析、產權(quan)分(fen)析、土地分(fen)析等(deng)監測專題服務(wu)決策支(zhi)持,目前共(gong)匯聚14097項數(shu)(shu)(shu)據(ju)(ju)(ju)(ju),共(gong)享4760項數(shu)(shu)(shu)據(ju)(ju)(ju)(ju),為(wei)(wei)增強國資(zi)監管(guan)(guan)合力提(ti)供了基礎支(zhi)撐。

(二(er))開(kai)展(zhan)信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)試(shi)點,探(tan)索(suo)推(tui)(tui)進協同(tong)監(jian)管。落實(shi)推(tui)(tui)進依法放權要(yao)求(qiu),探(tan)索(suo)創新市場(chang)化(hua)監(jian)管方式(shi),參照上(shang)市公司信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)實(shi)踐,開(kai)展(zhan)市管企業信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)工作(zuo)試(shi)點。一是(shi)(shi)把握國資(zi)國企改革要(yao)求(qiu),明確信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)內容。從企業法人(ren)治理、重(zhong)大(da)投資(zi)行(xing)(xing)為、重(zhong)大(da)擔(dan)保、落實(shi)市委市政(zheng)府重(zhong)大(da)專項任(ren)務等(deng)方面,確定(ding)28項信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)事(shi)項,切(qie)實(shi)保障出資(zi)人(ren)知情權。二(er)是(shi)(shi)建立健全運行(xing)(xing)機制,推(tui)(tui)動(dong)企業披(pi)露(lu)(lu)信(xin)息(xi)(xi)(xi)(xi)共享協同(tong)應用。支持信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)報告的在線報送(song)、委內分發,打通信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)和OA系統(tong)的通道,實(shi)現領導批示、會商等(deng)功能,支撐基于信(xin)息(xi)(xi)(xi)(xi)披(pi)露(lu)(lu)報告開(kai)展(zhan)協同(tong)監(jian)管。

(三(san))創新(xin)投(tou)(tou)(tou)(tou)資(zi)監(jian)(jian)管(guan)(guan)(guan)理念,支撐(cheng)推進(jin)過(guo)(guo)程(cheng)監(jian)(jian)管(guan)(guan)(guan)。建(jian)(jian)設(she)(she)事(shi)前(qian)規范、事(shi)中(zhong)(zhong)監(jian)(jian)控(kong)、事(shi)后問責(ze)的投(tou)(tou)(tou)(tou)資(zi)全(quan)(quan)(quan)過(guo)(guo)程(cheng)監(jian)(jian)管(guan)(guan)(guan)信息系(xi)統(tong),支撐(cheng)投(tou)(tou)(tou)(tou)資(zi)監(jian)(jian)管(guan)(guan)(guan)理念從(cong)審批具體項(xiang)(xiang)目(mu)(mu)向管(guan)(guan)(guan)投(tou)(tou)(tou)(tou)向、管(guan)(guan)(guan)程(cheng)序、管(guan)(guan)(guan)回報、管(guan)(guan)(guan)風險的四(si)位一(yi)體監(jian)(jian)管(guan)(guan)(guan)轉變(bian),有效保障(zhang)投(tou)(tou)(tou)(tou)資(zi)監(jian)(jian)督(du)管(guan)(guan)(guan)理辦法的施行(xing),全(quan)(quan)(quan)面引(yin)導(dao)企(qi)業(ye)規范投(tou)(tou)(tou)(tou)資(zi)。一(yi)是強化(hua)事(shi)前(qian)規范,推動依(yi)法監(jian)(jian)管(guan)(guan)(guan)。對企(qi)業(ye)投(tou)(tou)(tou)(tou)資(zi)管(guan)(guan)(guan)理制度體系(xi)的完整性(xing)進(jin)行(xing)事(shi)前(qian)核(he)驗,從(cong)源頭保障(zhang)企(qi)業(ye)投(tou)(tou)(tou)(tou)資(zi)行(xing)為依(yi)法合規。二(er)是聚焦投(tou)(tou)(tou)(tou)資(zi)方(fang)向分(fen)析(xi),推動全(quan)(quan)(quan)方(fang)位監(jian)(jian)管(guan)(guan)(guan)。歸集(ji)全(quan)(quan)(quan)系(xi)統(tong)、全(quan)(quan)(quan)級次投(tou)(tou)(tou)(tou)資(zi)項(xiang)(xiang)目(mu)(mu)數據,按項(xiang)(xiang)目(mu)(mu)的投(tou)(tou)(tou)(tou)資(zi)主體、投(tou)(tou)(tou)(tou)資(zi)類別、投(tou)(tou)(tou)(tou)資(zi)方(fang)向、投(tou)(tou)(tou)(tou)資(zi)地域、投(tou)(tou)(tou)(tou)資(zi)目(mu)(mu)的等多維度組合分(fen)析(xi),實(shi)(shi)現(xian)項(xiang)(xiang)目(mu)(mu)全(quan)(quan)(quan)方(fang)位透視和(he)管(guan)(guan)(guan)理。三(san)是跟蹤投(tou)(tou)(tou)(tou)資(zi)績效管(guan)(guan)(guan)理,實(shi)(shi)現(xian)全(quan)(quan)(quan)過(guo)(guo)程(cheng)監(jian)(jian)管(guan)(guan)(guan)。對企(qi)業(ye)重大投(tou)(tou)(tou)(tou)資(zi)項(xiang)(xiang)目(mu)(mu)決策、執行(xing)和(he)效果進(jin)行(xing)隨機監(jian)(jian)督(du)檢查,實(shi)(shi)時把控(kong)過(guo)(guo)程(cheng)風險,強化(hua)事(shi)中(zhong)(zhong)監(jian)(jian)控(kong),匯(hui)聚投(tou)(tou)(tou)(tou)資(zi)全(quan)(quan)(quan)生(sheng)命周期信息,為項(xiang)(xiang)目(mu)(mu)的績效評價(jia)和(he)問責(ze)提供依(yi)據。系(xi)統(tong)建(jian)(jian)設(she)(she)過(guo)(guo)程(cheng)中(zhong)(zhong),委(wei)領導(dao)特別提出“系(xi)統(tong)不(bu)上線,辦法不(bu)發(fa)布”,信息化(hua)已成為推動和(he)支撐(cheng)國資(zi)國企(qi)改革的重要力量。

三、倡導統籌共建,推進國資委系統應用建設平臺化

踐行集約化(hua)發展理念(nian),探索“共籌、共建、共享(xiang)”信(xin)息化(hua)建設模(mo)式,推(tui)動市管(guan)企業以市場化(hua)機制推(tui)進(jin)云(yun)計算、大(da)數據、社保平(ping)臺(tai)、共性應用、信(xin)息化(hua)專家人才等資源共享(xiang)合作,降低信(xin)息化(hua)建設成本,提升(sheng)項目質量。

(一)支持信(xin)息服務(wu)(wu)(wu)業(ye)(ye)(ye)打造國企創(chuang)新發展(zhan)云平(ping)臺(tai)。支持市管(guan)信(xin)息化服務(wu)(wu)(wu)業(ye)(ye)(ye)企業(ye)(ye)(ye),建設完善“國有企業(ye)(ye)(ye)創(chuang)新發展(zhan)云平(ping)臺(tai)”,面向(xiang)(xiang)市管(guan)企業(ye)(ye)(ye)提供云計(ji)算(suan)、云存儲和(he)云安(an)全等(deng)基礎(chu)性服務(wu)(wu)(wu)。引導北控大數據集(ji)團公(gong)司,探(tan)索匯聚城市運行服務(wu)(wu)(wu)保障領域關鍵數據的有效途徑,創(chuang)新智慧城市運行云平(ping)臺(tai)商業(ye)(ye)(ye)模式,搶(qiang)占信(xin)息服務(wu)(wu)(wu)業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)鏈制高(gao)點。鼓勵市管(guan)企業(ye)(ye)(ye)通過云平(ping)臺(tai),在資源集(ji)約化利用、共性業(ye)(ye)(ye)務(wu)(wu)(wu)系統建設、網絡安(an)全等(deng)方面加強合作,推動企業(ye)(ye)(ye)從自建自運維向(xiang)(xiang)購買服務(wu)(wu)(wu)轉變,促(cu)進(jin)國資系統內資源的優化配置,加快(kuai)提升市管(guan)企業(ye)(ye)(ye)信(xin)息化水平(ping),實現互利共贏。

(二)搭建“國(guo)資(zi)云(yun)通(tong)”移(yi)(yi)動(dong)(dong)平(ping)(ping)(ping)臺(tai)(tai),培育(yu)國(guo)資(zi)監管(guan)移(yi)(yi)動(dong)(dong)新(xin)生(sheng)態。為(wei)(wei)(wei)更加高效地貫徹落實市(shi)(shi)委市(shi)(shi)政府各項重(zhong)(zhong)大決策部署,進一步(bu)健(jian)全信(xin)息(xi)溝通(tong)扁(bian)平(ping)(ping)(ping)化工作(zuo)機(ji)制,增(zeng)強突發事件應(ying)急處置(zhi)能力,加快(kuai)提(ti)升國(guo)資(zi)系(xi)(xi)統信(xin)息(xi)化水平(ping)(ping)(ping),響(xiang)應(ying)市(shi)(shi)管(guan)企(qi)業(ye)廣泛需求,依托國(guo)有企(qi)業(ye)創新(xin)發展(zhan)云(yun)平(ping)(ping)(ping)臺(tai)(tai),支持建設了(le)國(guo)資(zi)系(xi)(xi)統云(yun)通(tong)訊(xun)移(yi)(yi)動(dong)(dong)應(ying)用平(ping)(ping)(ping)臺(tai)(tai)(簡稱“國(guo)資(zi)云(yun)通(tong)”)。該平(ping)(ping)(ping)臺(tai)(tai)定位為(wei)(wei)(wei)北京(jing)市(shi)(shi)國(guo)資(zi)委與市(shi)(shi)管(guan)企(qi)業(ye)及相關子(zi)企(qi)業(ye)的即時通(tong)訊(xun)平(ping)(ping)(ping)臺(tai)(tai),首批部署上線的國(guo)資(zi)監管(guan)移(yi)(yi)動(dong)(dong)應(ying)用包括黨組(zu)織換屆督導、重(zhong)(zhong)大活動(dong)(dong)服務保障,及安全生(sheng)產(chan)、輿(yu)情監測信(xin)息(xi)報(bao)送等。同時,該平(ping)(ping)(ping)臺(tai)(tai)被確定為(wei)(wei)(wei)移(yi)(yi)動(dong)(dong)應(ying)用的發布平(ping)(ping)(ping)臺(tai)(tai),作(zuo)為(wei)(wei)(wei)加快(kuai)提(ti)升服務企(qi)業(ye)質量,拓寬平(ping)(ping)(ping)臺(tai)(tai)化發展(zhan)路徑,努力打造國(guo)資(zi)系(xi)(xi)統移(yi)(yi)動(dong)(dong)空間新(xin)生(sheng)態,探(tan)索創新(xin)國(guo)資(zi)監管(guan)方式的重(zhong)(zhong)要嘗試。今年3月試運行以來,委內移(yi)(yi)動(dong)(dong)辦(ban)公OA系(xi)(xi)統同步(bu)上線,文件通(tong)過移(yi)(yi)動(dong)(dong)OA的辦(ban)理比例達(da)到50%,有力地支持了(le)重(zhong)(zhong)保期各項保障工作(zuo)。

(三(san)(san))統籌建設非(fei)經資產(chan)管理平臺(tai),有(you)效(xiao)(xiao)提升剝(bo)離(li)國有(you)企(qi)業(ye)辦社(she)會職能和解決(jue)歷史(shi)遺(yi)留問題工(gong)作(zuo)(zuo)效(xiao)(xiao)率(lv)。通過(guo)非(fei)經營性(xing)資產(chan)管理平臺(tai),實現非(fei)經資產(chan)的接(jie)收管理、物業(ye)服務、資產(chan)運營數字化、自(zi)動化,打通線上(shang)線下渠道,串(chuan)聯(lian)危舊(jiu)房屋綜合整(zheng)治(zhi)等關聯(lian)產(chan)業(ye),有(you)效(xiao)(xiao)整(zheng)合非(fei)經資產(chan)處置全鏈條(tiao)工(gong)作(zuo)(zuo),大幅提升工(gong)作(zuo)(zuo)效(xiao)(xiao)率(lv)。目(mu)前,除對本市國有(you)企(qi)業(ye)非(fei)經資產(chan)實行專業(ye)化管理外,承接(jie)在京中(zhong)央企(qi)業(ye)“三(san)(san)供(gong)一業(ye)”分離(li)移交任務也在快速推進(jin),已服務非(fei)經資產(chan)超過(guo)2611萬平米。

信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)是(shi)一項復(fu)雜的系(xi)統工(gong)程,做好信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo),一是(shi)要堅持政(zheng)策(ce)導向(xiang)、問(wen)題(ti)導向(xiang)、需求導向(xiang)、目標導向(xiang)。突出(chu)(chu)解決實際問(wen)題(ti),不過度追求技術突破,堅決不為信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)而信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)。二是(shi)要堅持放(fang)管(guan)服相結合(he)(he)。通過信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)手段,明(ming)(ming)確權(quan)責事項,明(ming)(ming)確主體責任和(he)管(guan)理流程,突出(chu)(chu)強化(hua)(hua)(hua)(hua)(hua)事中、事后綜(zong)合(he)(he)監管(guan),避(bi)免重復(fu)監管(guan)、多(duo)頭監管(guan),確保權(quan)力(li)放(fang)得下,資(zi)(zi)(zi)本管(guan)的住。三是(shi)要堅持業(ye)務(wu)主導、信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)統籌。聚焦業(ye)務(wu)痛點(dian)(dian)、難點(dian)(dian)、堵(du)點(dian)(dian),明(ming)(ming)確業(ye)務(wu)政(zheng)策(ce)、需求、數據(ju)和(he)流程,信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)部門在(zai)熟悉(xi)業(ye)務(wu)和(he)政(zheng)策(ce)的基礎(chu)上,統籌各方(fang)力(li)量和(he)資(zi)(zi)(zi)源(yuan),聚焦協(xie)同聯動、流程再造、系(xi)統整合(he)(he),從“怎么建(jian)成”提升(sheng)到“怎么建(jian)好”。四是(shi)要堅持數據(ju)資(zi)(zi)(zi)產化(hua)(hua)(hua)(hua)(hua)管(guan)理。改變傳統思(si)路中數據(ju)附屬于業(ye)務(wu)的設計(ji)方(fang)式(shi),推進國(guo)資(zi)(zi)(zi)監管(guan)數據(ju)資(zi)(zi)(zi)產化(hua)(hua)(hua)(hua)(hua)、資(zi)(zi)(zi)產服務(wu)化(hua)(hua)(hua)(hua)(hua),進一步發(fa)掘、用好數據(ju)價值,提升(sheng)國(guo)資(zi)(zi)(zi)監管(guan)工(gong)作(zuo)效(xiao)能。下一步,北京(jing)市國(guo)資(zi)(zi)(zi)委將按照國(guo)務(wu)院國(guo)資(zi)(zi)(zi)委統一部署,扎實開(kai)展好全國(guo)性國(guo)資(zi)(zi)(zi)國(guo)企(qi)在(zai)線(xian)系(xi)統建(jian)設工(gong)作(zuo),為構建(jian)國(guo)資(zi)(zi)(zi)監管(guan)大格局提供有力(li)支撐。
