摘要:中國化學(xue)工(gong)程積(ji)極實施創新(xin)(xin)驅(qu)動(dong)發(fa)(fa)(fa)展戰略,從規劃頂層設計(ji)、科(ke)技(ji)創新(xin)(xin)機制(zhi)建(jian)(jian)(jian)設、科(ke)技(ji)創新(xin)(xin)平臺建(jian)(jian)(jian)設、科(ke)技(ji)人才隊伍建(jian)(jian)(jian)設等方面積(ji)極采取各項(xiang)措(cuo)施,努(nu)力攻克(ke)相關(guan)“卡脖子(zi)”技(ji)術(shu)(shu)(shu)難題(ti),其中自(zi)主研(yan)發(fa)(fa)(fa)的(de)“卡脖子(zi)”技(ji)術(shu)(shu)(shu)—己二腈(jing)產品技(ji)術(shu)(shu)(shu),打破了(le)國外技(ji)術(shu)(shu)(shu)封(feng)鎖,目(mu)前正(zheng)(zheng)在建(jian)(jian)(jian)設工(gong)業規模示范裝置,項(xiang)目(mu)建(jian)(jian)(jian)成后將徹底改變我(wo)國尼龍66系(xi)列(lie)產品受(shou)制(zhi)于人的(de)局面;研(yan)發(fa)(fa)(fa)的(de)“五復(fu)合(he)橡(xiang)(xiang)(xiang)膠擠出機組”,獲(huo)批2019年發(fa)(fa)(fa)改委專項(xiang),目(mu)前正(zheng)(zheng)在投資建(jian)(jian)(jian)設高(gao)(gao)端智能(neng)橡(xiang)(xiang)(xiang)機裝備產業基地;聯合(he)研(yan)發(fa)(fa)(fa)的(de)“特種高(gao)(gao)性能(neng)橡(xiang)(xiang)(xiang)膠復(fu)合(he)材料關(guan)鍵技(ji)術(shu)(shu)(shu)及工(gong)程應用”項(xiang)目(mu)獲(huo)2019年國家科(ke)技(ji)進(jin)步二等獎(jiang);科(ke)技(ji)創新(xin)(xin)驅(qu)動(dong)中國化學(xue)工(gong)程高(gao)(gao)質量(liang)發(fa)(fa)(fa)展初見成效(xiao)。

(一)加強科技創新規劃頂層設計
中國化學工程深(shen)入研(yan)究國家、行(xing)業(ye)(ye)科技(ji)(ji)創新(xin)政策及(ji)相關規劃,分(fen)析(xi)行(xing)業(ye)(ye)發(fa)(fa)(fa)(fa)展(zhan)形勢(shi)、各(ge)企業(ye)(ye)科技(ji)(ji)和(he)實業(ye)(ye)發(fa)(fa)(fa)(fa)展(zhan)現狀,借鑒先進企業(ye)(ye)科技(ji)(ji)創新(xin)和(he)實業(ye)(ye)發(fa)(fa)(fa)(fa)展(zhan)經驗,組織編(bian)制了“三(san)年(nian)五年(nian)規劃、十(shi)年(nian)三(san)十(shi)年(nian)愿景目標”中長期發(fa)(fa)(fa)(fa)展(zhan)戰(zhan)略——科技(ji)(ji)發(fa)(fa)(fa)(fa)展(zhan)子戰(zhan)略和(he)實業(ye)(ye)子戰(zhan)略,完善了中國化學工程創新(xin)引領發(fa)(fa)(fa)(fa)展(zhan)的藍圖。
其中(zhong),科(ke)技(ji)發展子戰略(lve)明確(que)未來(lai)科(ke)技(ji)發展目標,將中(zhong)國化(hua)(hua)學工程傳統技(ji)術(shu)優勢(shi)與轉型升(sheng)級發展需求有機結合,研究確(que)立了化(hua)(hua)工新材(cai)料及(ji)高(gao)端(duan)化(hua)(hua)學品、化(hua)(hua)工石化(hua)(hua)、綠(lv)色環(huan)保、清潔(jie)能源、現代化(hua)(hua)施工等創新重點領域,確(que)立重點研發項目75項。
實業(ye)(ye)子戰略研究(jiu)確立了(le)以己(ji)內酰胺(an)和(he)己(ji)二腈為(wei)核心的化工新材料產(chan)業(ye)(ye)、固(危)廢處理等(deng)綠色環(huan)保(bao)產(chan)業(ye)(ye)、氫(qing)能產(chan)業(ye)(ye)等(deng)重點產(chan)業(ye)(ye)發展(zhan)路徑(jing),初步規劃了(le)實業(ye)(ye)板塊的發展(zhan)思路和(he)發展(zhan)路徑(jing)。
(二)加強科技創新機制建設
不斷探索(suo)和完善(shan)企業(ye)的(de)科技創新機制建設。中國化學工(gong)程編制《科技創新項目管(guan)(guan)理(li)(li)(li)辦(ban)法(試行(xing))》,明確不同類型項目的(de)分類管(guan)(guan)理(li)(li)(li)方(fang)法,提升項目實施質量和管(guan)(guan)理(li)(li)(li)水平(ping);編制《科研(yan)職(zhi)級序列管(guan)(guan)理(li)(li)(li)辦(ban)法》,建立科研(yan)人員(yuan)職(zhi)業(ye)管(guan)(guan)理(li)(li)(li)體系,暢通(tong)科研(yan)人員(yuan)職(zhi)業(ye)發展通(tong)道;修訂(ding)并發布了《技術(shu)標準管(guan)(guan)理(li)(li)(li)辦(ban)法》,優化了技術(shu)標準管(guan)(guan)理(li)(li)(li)流程。

(三)推進科技創新平臺建設
積極(ji)推動集團內外部創新平(ping)臺(tai)建設。推動建立中(zhong)(zhong)(zhong)國化(hua)學工(gong)(gong)程(cheng)科學技(ji)術研(yan)(yan)(yan)(yan)究院(yuan)(yuan),正式成立研(yan)(yan)(yan)(yan)究總院(yuan)(yuan)和日(ri)本分院(yuan)(yuan)。通(tong)過開展專業(ye)(ye)化(hua)、市場化(hua)選聘,引進(jin)了(le)德國BASF、日(ri)本三菱化(hua)學、國內中(zhong)(zhong)(zhong)科院(yuan)(yuan)多個(ge)研(yan)(yan)(yan)(yan)究所的高端科研(yan)(yan)(yan)(yan)人才(cai)。穩步推進(jin)各企(qi)(qi)業(ye)(ye)創新平(ping)臺(tai)建設。獲(huo)(huo)得國家(jia)(jia)企(qi)(qi)業(ye)(ye)技(ji)術中(zhong)(zhong)(zhong)心1家(jia)(jia)、省級企(qi)(qi)業(ye)(ye)技(ji)術中(zhong)(zhong)(zhong)心家(jia)(jia)、省級工(gong)(gong)程(cheng)技(ji)術研(yan)(yan)(yan)(yan)究中(zhong)(zhong)(zhong)心1家(jia)(jia);獲(huo)(huo)得高新技(ji)術企(qi)(qi)業(ye)(ye)認定1家(jia)(jia)。截(jie)至(zhi)目前(qian),中(zhong)(zhong)(zhong)國化(hua)學工(gong)(gong)程(cheng)共有(you)12家(jia)(jia)國家(jia)(jia)級企(qi)(qi)業(ye)(ye)技(ji)術中(zhong)(zhong)(zhong)心、1家(jia)(jia)國家(jia)(jia)能源研(yan)(yan)(yan)(yan)發(fa)中(zhong)(zhong)(zhong)心、5家(jia)(jia)省級企(qi)(qi)業(ye)(ye)技(ji)術中(zhong)(zhong)(zhong)心、8家(jia)(jia)省級工(gong)(gong)程(cheng)技(ji)術研(yan)(yan)(yan)(yan)究中(zhong)(zhong)(zhong)心、18家(jia)(jia)國家(jia)(jia)高新技(ji)術企(qi)(qi)業(ye)(ye)、6家(jia)(jia)國家(jia)(jia)級博士后科研(yan)(yan)(yan)(yan)工(gong)(gong)作站。

(四)加強科技人才隊伍和創新文化建設
中(zhong)國化學(xue)(xue)工(gong)(gong)(gong)程(cheng)采取多種(zhong)措施,積極推進(jin)科(ke)(ke)(ke)(ke)技(ji)人才隊伍和創新(xin)文化建(jian)設(she)(she)。在(zai)集(ji)(ji)團層(ceng)面,推動(dong)“一十百千”人才計(ji)(ji)劃落(luo)地,組織開(kai)展集(ji)(ji)團首席科(ke)(ke)(ke)(ke)學(xue)(xue)家(jia)(jia)、集(ji)(ji)團級科(ke)(ke)(ke)(ke)學(xue)(xue)家(jia)(jia)、院士(shi)培養對象(xiang)、全(quan)(quan)國工(gong)(gong)(gong)程(cheng)勘察(cha)設(she)(she)計(ji)(ji)大師培養對象(xiang)的(de)評選(xuan)工(gong)(gong)(gong)作(zuo),評選(xuan)出(chu)集(ji)(ji)團首席科(ke)(ke)(ke)(ke)學(xue)(xue)家(jia)(jia)1名、集(ji)(ji)團級科(ke)(ke)(ke)(ke)學(xue)(xue)家(jia)(jia)1名;組織推薦兩院院士(shi)、全(quan)(quan)國工(gong)(gong)(gong)程(cheng)勘察(cha)設(she)(she)計(ji)(ji)大師、中(zhong)華技(ji)能大獎(jiang)(jiang)培養對象(xiang)共計(ji)(ji)64人,將逐年定期更新(xin)。評選(xuan)出(chu)6名近三年“科(ke)(ke)(ke)(ke)技(ji)創新(xin)突出(chu)貢獻工(gong)(gong)(gong)作(zuo)者”進(jin)行表(biao)彰,未來將持續(xu)對科(ke)(ke)(ke)(ke)研(yan)崗位的(de)優秀人才進(jin)行嘉(jia)獎(jiang)(jiang)。以科(ke)(ke)(ke)(ke)研(yan)院為試點,出(chu)臺《管(guan)理層(ceng)人員管(guan)理指(zhi)導(dao)意見(jian)(jian)》《員工(gong)(gong)(gong)管(guan)理指(zhi)導(dao)意見(jian)(jian)》《薪酬管(guan)理指(zhi)導(dao)意見(jian)(jian)》《項目收益分紅激勵管(guan)理指(zhi)導(dao)意見(jian)(jian)》,建(jian)立與(yu)市場接(jie)軌、具有吸引力的(de)科(ke)(ke)(ke)(ke)技(ji)人才薪酬機制(zhi)。組織開(kai)展創新(xin)驅(qu)動(dong)年活(huo)動(dong),積極營造(zao)全(quan)(quan)員參(can)與(yu)創新(xin)的(de)氛圍。
各企業(ye)積極推進(jin)創(chuang)新人才(cai)(cai)隊(dui)伍和創(chuang)新文化建(jian)設(she)。其中(zhong)(zhong):中(zhong)(zhong)國(guo)化學(xue)(xue)工(gong)(gong)程(cheng)所屬東華(hua)公(gong)司(si)開展技術研發建(jian)議、方向及課題征集活(huo)動(dong),對選出(chu)的課題給予獎(jiang)勵(li),調動(dong)了全(quan)員(yuan)參與(yu)創(chuang)新的積極性;中(zhong)(zhong)國(guo)化學(xue)(xue)工(gong)(gong)程(cheng)所屬華(hua)陸公(gong)司(si)選拔出(chu)高(gao)端(duan)領(ling)軍(jun)人才(cai)(cai)、專(zhuan)(zhuan)業(ye)技術帶頭人、青年骨(gu)干(gan)人才(cai)(cai)三(san)支(zhi)人才(cai)(cai)梯隊(dui)及培養對象200余人,形(xing)成公(gong)司(si)骨(gu)干(gan)人才(cai)(cai)庫;中(zhong)(zhong)國(guo)化學(xue)(xue)工(gong)(gong)程(cheng)所屬十四公(gong)司(si)積極推動(dong)人才(cai)(cai)梯隊(dui)建(jian)設(she),組織開展專(zhuan)(zhuan)業(ye)領(ling)軍(jun)人才(cai)(cai)評選工(gong)(gong)作,評選出(chu)10名專(zhuan)(zhuan)業(ye)領(ling)軍(jun)人才(cai)(cai),形(xing)成公(gong)司(si)高(gao)端(duan)技術人才(cai)(cai)庫。

中國化(hua)(hua)學工程穩步推進重點研發(fa)項(xiang)目(mu)的(de)(de)(de)實(shi)施。其中:自主研發(fa)的(de)(de)(de)中美貿易戰“卡脖子”技(ji)(ji)(ji)(ji)(ji)術(shu)—己二腈(jing)產(chan)品(pin)技(ji)(ji)(ji)(ji)(ji)術(shu),打破了國外(wai)技(ji)(ji)(ji)(ji)(ji)術(shu)封鎖,目(mu)前(qian)正(zheng)(zheng)在(zai)(zai)(zai)山東淄博(bo)齊魯工業(ye)園投(tou)資建設工業(ye)規模示(shi)范(fan)裝(zhuang)置(zhi);開發(fa)的(de)(de)(de)高溫(wen)垃(la)圾(ji)氣化(hua)(hua)技(ji)(ji)(ji)(ji)(ji)術(shu)與武漢氫(qing)陽常(chang)溫(wen)常(chang)壓(ya)氫(qing)油(you)儲運技(ji)(ji)(ji)(ji)(ji)術(shu)進行耦合(he)(he)(he),已(yi)建成千噸級(ji)儲油(you)生產(chan)裝(zhuang)置(zhi),正(zheng)(zheng)在(zai)(zai)(zai)全國多地(di)積極(ji)推廣垃(la)圾(ji)氣化(hua)(hua)制(zhi)氫(qing)項(xiang)目(mu);聯(lian)(lian)合(he)(he)(he)研發(fa)和應(ying)(ying)用(yong)(yong)(yong)超臨(lin)界流體技(ji)(ji)(ji)(ji)(ji)術(shu),制(zhi)備(bei)高效保(bao)溫(wen)材料(liao)納米級(ji)硅(gui)基(ji)氣凝膠,正(zheng)(zheng)在(zai)(zai)(zai)投(tou)資建設年(nian)(nian)產(chan)5萬方氣凝膠項(xiang)目(mu);聯(lian)(lian)合(he)(he)(he)研發(fa)的(de)(de)(de)回(hui)轉爐粉(fen)煤(mei)熱解工藝(yi)技(ji)(ji)(ji)(ji)(ji)術(shu),一次性投(tou)料(liao)試車成功(gong)(gong),產(chan)出合(he)(he)(he)格產(chan)品(pin),并通過石化(hua)(hua)聯(lian)(lian)合(he)(he)(he)會組(zu)織的(de)(de)(de)科技(ji)(ji)(ji)(ji)(ji)成果鑒定(ding),技(ji)(ji)(ji)(ji)(ji)術(shu)達到(dao)國際領先水平(ping);參(can)與開發(fa)低(di)成本(ben)丁(ding)二酸技(ji)(ji)(ji)(ji)(ji)術(shu),已(yi)完成實(shi)驗(yan)室小(xiao)試,可推動可降解塑料(liao)PBS(聚丁(ding)二酸丁(ding)二醇酯)替代石油(you)基(ji)塑料(liao),解決白色污染問題;研發(fa)的(de)(de)(de)“五復合(he)(he)(he)橡(xiang)膠擠(ji)出機(ji)(ji)(ji)組(zu)”,獲批2019年(nian)(nian)發(fa)改(gai)委專(zhuan)項(xiang),目(mu)前(qian)正(zheng)(zheng)在(zai)(zai)(zai)桂林投(tou)資建設高端(duan)智能橡(xiang)機(ji)(ji)(ji)裝(zhuang)備(bei)產(chan)業(ye)基(ji)地(di);聯(lian)(lian)合(he)(he)(he)研發(fa)的(de)(de)(de)“特種(zhong)高性能橡(xiang)膠復合(he)(he)(he)材料(liao)關鍵技(ji)(ji)(ji)(ji)(ji)術(shu)及工程應(ying)(ying)用(yong)(yong)(yong)”項(xiang)目(mu)獲2019年(nian)(nian)國家科技(ji)(ji)(ji)(ji)(ji)進步二等(deng)獎;國內(nei)首創(chuang)大型火力發(fa)電間冷鋼塔建造技(ji)(ji)(ji)(ji)(ji)術(shu),已(yi)在(zai)(zai)(zai)國內(nei)多個電站成功(gong)(gong)應(ying)(ying)用(yong)(yong)(yong);聯(lian)(lian)合(he)(he)(he)研制(zhi)的(de)(de)(de)全位置(zhi)自動糾偏焊(han)接機(ji)(ji)(ji)器人,在(zai)(zai)(zai)寧(ning)夏寶豐(feng)年(nian)(nian)產(chan)60萬噸烯烴項(xiang)目(mu)中應(ying)(ying)用(yong)(yong)(yong)。
(二)科技創新成果豐碩
中國(guo)(guo)化學工程不斷提(ti)高知識(shi)(shi)產(chan)(chan)權(quan)的創造、應用和(he)保護能(neng)力,在主營業務(wu)相關的重點領域(yu)形成了一批(pi)核心(xin)專利技(ji)術和(he)專有技(ji)術,獲得(de)國(guo)(guo)家(jia)知識(shi)(shi)產(chan)(chan)權(quan)局(ju)認可,被認定為國(guo)(guo)家(jia)知識(shi)(shi)產(chan)(chan)權(quan)示范企業。
2019年,共獲得(de)國(guo)家(jia)授權(quan)專(zhuan)利280項(xiang),其中(zhong)發明專(zhuan)利104項(xiang),獲得(de)國(guo)家(jia)和(he)省部(bu)(bu)(bu)級專(zhuan)利獎(jiang)5項(xiang),獲得(de)國(guo)家(jia)和(he)省部(bu)(bu)(bu)級科(ke)技進步獎(jiang)共計(ji)6項(xiang),專(zhuan)有(you)技術認定16項(xiang),省部(bu)(bu)(bu)級工(gong)(gong)(gong)(gong)法(fa)認定28項(xiang)。發布(bu)國(guo)家(jia)標(biao)(biao)準(zhun)2項(xiang),牽頭(tou)制定《化工(gong)(gong)(gong)(gong)園區開發和(he)建(jian)設導則》團體標(biao)(biao)準(zhun)及園區配套(tao)系列(lie)標(biao)(biao)準(zhun),承擔工(gong)(gong)(gong)(gong)業和(he)信息化部(bu)(bu)(bu)《化工(gong)(gong)(gong)(gong)園區建(jian)設標(biao)(biao)準(zhun)規范(fan)研(yan)究》課題研(yan)究,組織推進《國(guo)際工(gong)(gong)(gong)(gong)程建(jian)設項(xiang)目管理》系列(lie)團體標(biao)(biao)準(zhun)的編制工(gong)(gong)(gong)(gong)作,提升行業話語權(quan)。

中(zhong)國化(hua)學(xue)工(gong)程不斷加快技(ji)(ji)(ji)術(shu)(shu)創新成(cheng)果向經營成(cheng)果轉(zhuan)化(hua)的速(su)度,為企業帶來新的利(li)潤增長點。其中(zhong):依托綠(lv)色己內(nei)酰(xian)胺(an)技(ji)(ji)(ji)術(shu)(shu)、環(huan)氧丙烷技(ji)(ji)(ji)術(shu)(shu)承攬(lan)福建永榮100萬(wan)(wan)噸(dun)(dun)/年己內(nei)酰(xian)胺(an)一體化(hua)項目(mu)(mu)、山東(dong)清河化(hua)工(gong)30萬(wan)(wan)/噸(dun)(dun)年雙(shuang)氧水(shui)法環(huan)氧丙烷項目(mu)(mu)等(deng),帶動合同(tong)額29億元(yuan);依托乙二(er)醇技(ji)(ji)(ji)術(shu)(shu)承攬(lan)開灤(luan)、鯤(kun)鵬等(deng)兩個(ge)乙二(er)醇項目(mu)(mu),獲得(de)(de)技(ji)(ji)(ji)術(shu)(shu)轉(zhuan)讓費(fei)1255萬(wan)(wan)元(yuan);依托半水(shui)-二(er)水(shui)磷酸技(ji)(ji)(ji)術(shu)(shu)、高效(xiao)低能(neng)耗尿素技(ji)(ji)(ji)術(shu)(shu)、乙二(er)醇技(ji)(ji)(ji)術(shu)(shu)承攬(lan)宜都興發化(hua)工(gong)300萬(wan)(wan)噸(dun)(dun)/年低品位膠磷礦選礦及深加工(gong)項目(mu)(mu)濕法磷酸裝置、云(yun)南祥豐石化(hua)年產(chan)50萬(wan)(wan)噸(dun)(dun)尿基(ji)有機(ji)復合肥項目(mu)(mu)、哈密廣匯環(huan)保(bao)荒(huang)煤氣綜(zong)合利(li)用(yong)年產(chan)40萬(wan)(wan)噸(dun)(dun)乙二(er)醇項目(mu)(mu)等(deng),獲得(de)(de)使用(yong)許可費(fei)9260萬(wan)(wan)元(yuan)。
