全(quan)國(guo)人大(da)代表、中建(jian)五局總承包公(gong)司(si)項(xiang)目質量管理(li)員鄒彬日前在接受采(cai)訪時表示,農民工(gong)培(pei)育(yu)成(cheng)“新型(xing)產(chan)業(ye)工(gong)人”迫在眉(mei)睫,要加強新時代建(jian)筑(zhu)產(chan)業(ye)工(gong)人培(pei)育(yu)和管理(li),提高建(jian)筑(zhu)產(chan)業(ye)工(gong)人的保障水(shui)平和社會(hui)地位(wei),幫助他們更(geng)好地融入建(jian)筑(zhu)行業(ye)轉型(xing)升級(ji)的過程,逐步(bu)實現(xian)從產(chan)業(ye)工(gong)人成(cheng)長為大(da)國(guo)工(gong)匠的跨(kua)越,為實現(xian)中華民族偉大(da)復(fu)興的中國(guo)夢貢獻工(gong)匠力量。
近幾年,“推動農(nong)民工(gong)(gong)(gong)向(xiang)產(chan)(chan)業工(gong)(gong)(gong)人轉型”的呼聲很高(gao),各地政(zheng)府也在(zai)積極出臺(tai)相(xiang)關制度推動該(gai)項工(gong)(gong)(gong)作的轉變和(he)落實,但就現階(jie)段而言(yan)成效并不(bu)(bu)明顯:農(nong)民工(gong)(gong)(gong)在(zai)技(ji)能素質、組(zu)織形式、生活方式、社(she)會認(ren)可度以及(ji)自(zi)我認(ren)知等方面依然與產(chan)(chan)業工(gong)(gong)(gong)人存在(zai)較(jiao)大差距;建筑業的規范程度、管(guan)理體系、施工(gong)(gong)(gong)工(gong)(gong)(gong)藝均在(zai)不(bu)(bu)斷(duan)更新和(he)進(jin)步(bu),企(qi)業賴以支撐(cheng)的農(nong)民工(gong)(gong)(gong)群(qun)體卻面臨“青黃不(bu)(bu)接”“代(dai)際斷(duan)層”的困境。
鄒彬建議(yi),“農民(min)工(gong)”實現向(xiang)“產業工(gong)人”轉變,要(yao)(yao)突出政策引導,深化戶(hu)籍、保險等(deng)制度改革,促(cu)進(jin)勞動力合理流(liu)動;在(zai)權益保護、技能培訓、職(zhi)業鑒定(ding)等(deng)方面,要(yao)(yao)健全機(ji)制,并(bing)在(zai)全社會營造尊重產業工(gong)人的(de)良好(hao)氛圍;另外,要(yao)(yao)加強對農民(min)工(gong)的(de)組織管理、教(jiao)育培訓和人本(ben)關(guan)懷(huai)。
對于(yu)如何進一步(bu)推(tui)(tui)動“農(nong)(nong)民工(gong)(gong)”向新時代建(jian)筑產業工(gong)(gong)人(ren)(ren)轉型,他認為(wei)政(zheng)府應當加強(qiang)(qiang)頂層設計,構(gou)建(jian)職(zhi)業教(jiao)育(yu)(yu)與素質教(jiao)育(yu)(yu)并行的(de)教(jiao)育(yu)(yu)體系,引導(dao)職(zhi)業院校轉型升(sheng)級,大力(li)(li)倡(chang)導(dao)用(yong)人(ren)(ren)企業和(he)社會力(li)(li)量辦學,在政(zheng)策(ce)保(bao)(bao)障(zhang)和(he)技(ji)能培訓等(deng)方(fang)(fang)面予以支(zhi)持(chi)。同時,加強(qiang)(qiang)對農(nong)(nong)民工(gong)(gong)地域流動、薪酬支(zhi)付等(deng)方(fang)(fang)面的(de)管理,在全國范圍內推(tui)(tui)行實名制一卡通,保(bao)(bao)障(zhang)他們的(de)合法權益。另(ling)外(wai),要(yao)提高(gao)產業工(gong)(gong)人(ren)(ren)的(de)公共服(fu)務水平,在子女教(jiao)育(yu)(yu)、醫(yi)療保(bao)(bao)障(zhang)等(deng)方(fang)(fang)面給予支(zhi)持(chi),提升(sheng)產業工(gong)(gong)人(ren)(ren)的(de)組織歸屬感。
