構建長效機制 加強動態管控 中國華能持續推動壓減工作走深走實

2016年(nian)(nian)(nian)以來(lai),中國(guo)華(hua)能集團有限(xian)公司(以下(xia)(xia)簡稱中國(guo)華(hua)能)深入(ru)貫徹(che)黨中央、國(guo)務院關(guan)于(yu)推(tui)進供給(gei)側結構性改(gai)革的決(jue)策部署,全(quan)面(mian)落實國(guo)資委壓(ya)減工(gong)作要求,以瘦身健體、提質增(zeng)(zeng)(zeng)效(xiao)為目標,堅持有保有壓(ya)、精準施策,嚴控增(zeng)(zeng)(zeng)量、優化存量,在與同類發(fa)電集團平(ping)均水平(ping)相比(bi)裝機規模大30%、法人(ren)(ren)(ren)戶(hu)數(shu)少(shao)30%的情(qing)況下(xia)(xia),管理層(ceng)級(ji)由5級(ji)降至4級(ji),法人(ren)(ren)(ren)層(ceng)級(ji)由7級(ji)降至6級(ji),累計減少(shao)法人(ren)(ren)(ren)138戶(hu),壓(ya)減比(bi)例超過26%。2020年(nian)(nian)(nian),在凈利(li)潤(run)同比(bi)增(zeng)(zeng)(zeng)長31.6%的情(qing)況下(xia)(xia),法人(ren)(ren)(ren)戶(hu)數(shu)較2019年(nian)(nian)(nian)僅(jin)增(zeng)(zeng)(zeng)長6.9%,遠低于(yu)凈利(li)潤(run)增(zeng)(zeng)(zeng)幅的50%,全(quan)面(mian)實現年(nian)(nian)(nian)度壓(ya)減工(gong)作目標。

一、強化頂層設計,著力構建責任落實機制。一(yi)是堅持制(zhi)(zhi)(zhi)度(du)(du)先行。制(zhi)(zhi)(zhi)定(ding)印(yin)發(fa)《企(qi)業(ye)機(ji)(ji)構設立(li)管(guan)(guan)(guan)理(li)(li)(li)辦(ban)法(fa)(fa)(fa)》,優(you)(you)化完(wan)善(shan)新增(zeng)(zeng)(zeng)法(fa)(fa)(fa)人(ren)管(guan)(guan)(guan)控(kong)工作機(ji)(ji)制(zhi)(zhi)(zhi),落實“一(yi)個制(zhi)(zhi)(zhi)度(du)(du)、一(yi)次審(shen)批(pi)”要(yao)求,因項目(mu)開發(fa)等需要(yao),確(que)需新增(zeng)(zeng)(zeng)法(fa)(fa)(fa)人(ren)單(dan)(dan)位的(de)(de),在有關(guan)業(ye)務論證報告中一(yi)并提出,從而(er)將此(ci)前先審(shen)業(ye)務、再審(shen)法(fa)(fa)(fa)人(ren)的(de)(de)兩次審(shen)批(pi),優(you)(you)化整合為一(yi)次審(shen)批(pi),確(que)保(bao)既滿足(zu)業(ye)務增(zeng)(zeng)(zeng)長(chang)需要(yao),又(you)落實好(hao)法(fa)(fa)(fa)人(ren)戶數(shu)少增(zeng)(zeng)(zeng)長(chang)、緩增(zeng)(zeng)(zeng)長(chang)的(de)(de)控(kong)制(zhi)(zhi)(zhi)要(yao)求。制(zhi)(zhi)(zhi)定(ding)印(yin)發(fa)《管(guan)(guan)(guan)理(li)(li)(li)層(ceng)級和(he)法(fa)(fa)(fa)人(ren)戶數(shu)管(guan)(guan)(guan)理(li)(li)(li)辦(ban)法(fa)(fa)(fa)》,確(que)保(bao)管(guan)(guan)(guan)理(li)(li)(li)層(ceng)級控(kong)制(zhi)(zhi)(zhi)在4級以內、每年(nian)法(fa)(fa)(fa)人(ren)戶數(shu)凈(jing)(jing)增(zeng)(zeng)(zeng)幅控(kong)制(zhi)(zhi)(zhi)在上一(yi)年(nian)度(du)(du)凈(jing)(jing)利(li)潤增(zeng)(zeng)(zeng)幅50%以內。二是強化預算(suan)(suan)管(guan)(guan)(guan)控(kong)。以2019年(nian)度(du)(du)凈(jing)(jing)利(li)潤增(zeng)(zeng)(zeng)幅的(de)(de)50%為基準,結合各二級單(dan)(dan)位年(nian)度(du)(du)發(fa)展目(mu)標(biao)進行統籌平衡,制(zhi)(zhi)(zhi)定(ding)年(nian)度(du)(du)公司法(fa)(fa)(fa)人(ren)戶數(shu)凈(jing)(jing)增(zeng)(zeng)(zeng)幅預算(suan)(suan),分解納入各二級單(dan)(dan)位年(nian)度(du)(du)預算(suan)(suan)與(yu)綜(zong)合計劃(hua)。制(zhi)(zhi)(zhi)定(ding)年(nian)度(du)(du)壓(ya)(ya)減(jian)企(qi)業(ye)清單(dan)(dan),確(que)保(bao)年(nian)度(du)(du)存量(liang)法(fa)(fa)(fa)人(ren)壓(ya)(ya)減(jian)計劃(hua)按期有序(xu)完(wan)成。三是完(wan)善(shan)考(kao)(kao)核(he)(he)機(ji)(ji)制(zhi)(zhi)(zhi)。建立(li)科學、客觀的(de)(de)考(kao)(kao)核(he)(he)評價體系,嚴(yan)格考(kao)(kao)核(he)(he)約(yue)束。充分考(kao)(kao)慮各單(dan)(dan)位面臨的(de)(de)歷(li)史情(qing)況、板(ban)塊差異和(he)地方政策等情(qing)況,專門設置年(nian)度(du)(du)壓(ya)(ya)減(jian)工作單(dan)(dan)項獎勵(li),對(dui)超額完(wan)成壓(ya)(ya)減(jian)年(nian)度(du)(du)預算(suan)(suan)、整體完(wan)成國資(zi)委考(kao)(kao)核(he)(he)任務貢獻(xian)大的(de)(de)相關(guan)子企(qi)業(ye)給予額外獎勵(li),通過獎懲(cheng)結合實現(xian)壓(ya)(ya)力(li)層(ceng)層(ceng)傳(chuan)導。

二、強化過程管控,著力構建跟蹤督導機制。一(yi)(yi)(yi)(yi)是(shi)研(yan)究建(jian)(jian)立存量(liang)法(fa)(fa)(fa)人(ren)常(chang)態化(hua)(hua)壓減(jian)(jian)(jian)(jian)(jian)機制(zhi)。加強壓減(jian)(jian)(jian)(jian)(jian)與瘦身健(jian)體(ti)(ti)、處僵(jiang)治困、虧損企業治理(li)等工作的(de)(de)統(tong)籌協(xie)同(tong),指(zhi)導推動各(ge)單(dan)(dan)位(wei)在“兩非”剝離、“兩資”處置工作中(zhong),同(tong)步(bu)研(yan)究、安排和(he)(he)落實(shi)壓減(jian)(jian)(jian)(jian)(jian)工作,進(jin)(jin)一(yi)(yi)(yi)(yi)步(bu)深挖潛力(li)(li),確保年(nian)(nian)度(du)壓減(jian)(jian)(jian)(jian)(jian)企業清單(dan)(dan)和(he)(he)年(nian)(nian)度(du)法(fa)(fa)(fa)人(ren)凈增預算目(mu)標(biao)全面完(wan)成。二是(shi)嚴格(ge)落實(shi)新(xin)(xin)增法(fa)(fa)(fa)人(ren)審核(he)機制(zhi)。在保證(zheng)企業持續(xu)健(jian)康(kang)發展(zhan)的(de)(de)前提下(xia),進(jin)(jin)一(yi)(yi)(yi)(yi)步(bu)規范投資決(jue)策程序,嚴格(ge)執行(xing)新(xin)(xin)增法(fa)(fa)(fa)人(ren)的(de)(de)審核(he)論證(zheng)工作,明確同(tong)一(yi)(yi)(yi)(yi)納(na)稅地(di)區內(nei),同(tong)一(yi)(yi)(yi)(yi)投資主體(ti)(ti)原(yuan)則(ze)(ze)上只設(she)一(yi)(yi)(yi)(yi)個企業法(fa)(fa)(fa)人(ren),統(tong)一(yi)(yi)(yi)(yi)開發建(jian)(jian)設(she)電力(li)(li)能源項(xiang)目(mu);擴建(jian)(jian)項(xiang)目(mu)、利用自有場地(di)建(jian)(jian)設(she)風(feng)電、光伏項(xiang)目(mu)等,原(yuan)則(ze)(ze)上不新(xin)(xin)設(she)企業法(fa)(fa)(fa)人(ren);水電流域梯級開發項(xiang)目(mu)原(yuan)則(ze)(ze)上設(she)立非法(fa)(fa)(fa)人(ren)分支(zhi)機構。三是(shi)建(jian)(jian)立實(shi)施動態監控(kong)(kong)機制(zhi)。建(jian)(jian)立年(nian)(nian)度(du)法(fa)(fa)(fa)人(ren)戶數凈增預算執行(xing)臺賬,加強法(fa)(fa)(fa)人(ren)戶數月(yue)度(du)監控(kong)(kong),結合每月(yue)壓減(jian)(jian)(jian)(jian)(jian)信(xin)息常(chang)態化(hua)(hua)報送工作,動態監控(kong)(kong)各(ge)單(dan)(dan)位(wei)管理(li)層(ceng)級和(he)(he)法(fa)(fa)(fa)人(ren)戶數變動情況,與年(nian)(nian)度(du)預算目(mu)標(biao)做(zuo)好比對(dui)分析。對(dui)照年(nian)(nian)度(du)壓減(jian)(jian)(jian)(jian)(jian)企業清單(dan)(dan),按月(yue)進(jin)(jin)行(xing)跟蹤督導,對(dui)每一(yi)(yi)(yi)(yi)戶擬(ni)壓減(jian)(jian)(jian)(jian)(jian)的(de)(de)法(fa)(fa)(fa)人(ren)單(dan)(dan)位(wei),細化(hua)(hua)明確各(ge)流程環節的(de)(de)完(wan)成時(shi)限,每月(yue)動態更新(xin)(xin),及(ji)時(shi)掌握(wo)壓減(jian)(jian)(jian)(jian)(jian)推進(jin)(jin)情況。

三、強化工作協同,著力構建融合機制。一是推(tui)(tui)進(jin)(jin)(jin)壓(ya)減工(gong)(gong)作(zuo)(zuo)與業(ye)務發展深度(du)融(rong)合(he)。堅(jian)持(chi)把清(qing)(qing)潔能源(yuan)(yuan)作(zuo)(zuo)為(wei)業(ye)務開拓(tuo)發展的重(zhong)中(zhong)之重(zhong),積(ji)極對(dui)接地方能源(yuan)(yuan)轉(zhuan)型發展需求(qiu),對(dui)于符(fu)合(he)規(gui)劃發展要求(qiu)的新(xin)能源(yuan)(yuan)項(xiang)目,在法(fa)人(ren)(ren)設立方面(mian)給予適度(du)政策支持(chi)。2020年,壓(ya)減法(fa)人(ren)(ren)12戶(hu),新(xin)增(zeng)(zeng)法(fa)人(ren)(ren)54戶(hu)中(zhong)44戶(hu)為(wei)新(xin)能源(yuan)(yuan)項(xiang)目法(fa)人(ren)(ren),占比(bi)超過80%。二是推(tui)(tui)進(jin)(jin)(jin)壓(ya)減工(gong)(gong)作(zuo)(zuo)與提質(zhi)(zhi)增(zeng)(zeng)效深度(du)融(rong)合(he)。將壓(ya)減工(gong)(gong)作(zuo)(zuo)納入瘦(shou)身(shen)健體提質(zhi)(zhi)增(zeng)(zeng)效工(gong)(gong)作(zuo)(zuo)方案,明確壓(ya)減工(gong)(gong)作(zuo)(zuo)目標,分類提出(chu)股權轉(zhuan)讓、政府控股、破產清(qing)(qing)算、關閉(bi)撤銷、強化管理等多種治理方式。119戶(hu)重(zhong)點虧(kui)損企業(ye)中(zhong),已實現61戶(hu)企業(ye)扭虧(kui)為(wei)盈,12戶(hu)按照國(guo)資委進(jin)(jin)(jin)度(du)減虧(kui),12戶(hu)銷戶(hu)退出(chu),較2018年大幅減虧(kui)。截至(zhi)(zhi)2020年底,中(zhong)國(guo)華(hua)能資產負債率(lv)降至(zhi)(zhi)70%以(yi)下。三是推(tui)(tui)進(jin)(jin)(jin)壓(ya)減工(gong)(gong)作(zuo)(zuo)與機(ji)構改革深度(du)融(rong)合(he)。構建職責清(qing)(qing)晰、精(jing)干高效的組織機(ji)構,動真(zhen)碰硬實施總部(bu)(bu)機(ji)構改革。總部(bu)(bu)部(bu)(bu)門由25個(ge)精(jing)簡(jian)至(zhi)(zhi)17個(ge)(含5個(ge)黨組織工(gong)(gong)作(zuo)(zuo)部(bu)(bu)門),精(jing)簡(jian)32%;部(bu)(bu)門內設機(ji)構由133個(ge)精(jing)簡(jian)到73個(ge),精(jing)簡(jian)45%;編制(zhi)定員精(jing)簡(jian)到360人(ren)(ren)。
