中國(guo)節(jie)(jie)能環保集(ji)團(tuan)有(you)限公司(以(yi)下簡稱(cheng)中國(guo)節(jie)(jie)能)堅(jian)決貫(guan)徹落(luo)實(shi)國(guo)企(qi)改(gai)革三(san)年行動各項部署要求,堅(jian)持機(ji)制(zhi)創新與科技創新雙輪(lun)驅動,不斷完善市場化(hua)經(jing)營機(ji)制(zhi),充分發揮(hui)科技創新的支(zhi)撐引(yin)領作(zuo)用(yong),發展活力動力明(ming)顯增強,經(jing)營效益(yi)明(ming)顯提(ti)升。2021年前三(san)季(ji)度,營業收(shou)入和利(li)潤總額同比分別增長32%和49%,凈利(li)潤超(chao)年度考核目標23%。
健全市場化經營機制,激發微觀主體活力
一(yi)(yi)是全(quan)(quan)面(mian)推行(xing)經(jing)(jing)(jing)理(li)層成員任期制(zhi)和契約化(hua)管理(li)。按照“一(yi)(yi)企(qi)一(yi)(yi)策、一(yi)(yi)人(ren)(ren)(ren)(ren)一(yi)(yi)契”原則,設置(zhi)具有科學性(xing)(xing)、挑(tiao)戰性(xing)(xing)的(de)契約目(mu)標(biao),經(jing)(jing)(jing)理(li)層成員績(ji)效薪(xin)酬(chou)與經(jing)(jing)(jing)營業績(ji)考(kao)(kao)核(he)結(jie)果“強(qiang)掛鉤(gou)”,真正做到憑能力任職務,靠成績(ji)定去留。系統內532家子分企(qi)業在9月底(di)前100%簽訂崗(gang)位聘(pin)任協議(yi)和經(jing)(jing)(jing)營業績(ji)責任書(shu)。實現管理(li)人(ren)(ren)(ren)(ren)員“能上(shang)(shang)能下(xia)”,今年以(yi)來各層級(ji)子公司管理(li)崗(gang)位人(ren)(ren)(ren)(ren)員調整退(tui)出(chu)33人(ren)(ren)(ren)(ren),占(zhan)1.36%。二是全(quan)(quan)面(mian)推行(xing)用工(gong)市場化(hua)。2021年1-10月,系統內公開(kai)招聘(pin)人(ren)(ren)(ren)(ren)數(shu)達4208人(ren)(ren)(ren)(ren),公開(kai)招聘(pin)比例(li)接近(jin)100%。建立(li)(li)基(ji)于業績(ji)考(kao)(kao)核(he)的(de)優化(hua)調整機制(zhi),完(wan)善解聘(pin)標(biao)準與程序,暢通員工(gong)退(tui)出(chu)渠道(dao),促進(jin)員工(gong)合理(li)流動(dong),實現員工(gong)“能進(jin)能出(chu)”,因考(kao)(kao)核(he)不合格等解除(chu)員工(gong)勞(lao)動(dong)合同人(ren)(ren)(ren)(ren)數(shu)280人(ren)(ren)(ren)(ren),占(zhan)企(qi)業平(ping)均職工(gong)人(ren)(ren)(ren)(ren)數(shu)0.76%。三是開(kai)展總部層面(mian)崗(gang)位公開(kai)競聘(pin)。上(shang)(shang)半(ban)年,集團總部啟動(dong)7個部門副(fu)主任崗(gang)位、43個處室負(fu)責人(ren)(ren)(ren)(ren)崗(gang)位公開(kai)競聘(pin)工(gong)作,其(qi)中總部原處室負(fu)責人(ren)(ren)(ren)(ren)“全(quan)(quan)體起立(li)(li)”,參加競聘(pin)。共(gong)計(ji)103人(ren)(ren)(ren)(ren)報(bao)名(ming)參加,經(jing)(jing)(jing)過員工(gong)報(bao)名(ming)、資格審(shen)查,78人(ren)(ren)(ren)(ren)進(jin)入(ru)面(mian)試,最終45人(ren)(ren)(ren)(ren)競聘(pin)上(shang)(shang)崗(gang)(含(han)平(ping)級(ji)調整18人(ren)(ren)(ren)(ren)),其(qi)中“70后(hou)”12人(ren)(ren)(ren)(ren),“80后(hou)”33人(ren)(ren)(ren)(ren),處級(ji)以(yi)上(shang)(shang)干部的(de)平(ping)均年齡從48歲(sui)降(jiang)至45歲(sui)。
強化人才激勵和培養,培育干事創業團隊

加大科技創新力度,打造高質量發展新引擎
