湖州科(ke)技城公(gong)司(si)圍(wei)繞(rao)提(ti)(ti)(ti)質增效專項行動方(fang)案(an)(an)要(yao)求,多措并舉,減少資(zi)(zi)源(yuan)浪(lang)費(fei),壓縮運營成(cheng)(cheng)(cheng)(cheng)本(ben),提(ti)(ti)(ti)升管(guan)(guan)理(li)水平(ping)(ping)。一(yi)是(shi)(shi)加速(su)推進項目(mu)(mu)(mu)(mu)(mu)建(jian)設(she),實(shi)現智谷(gu)產業(ye)(ye)園項目(mu)(mu)(mu)(mu)(mu)提(ti)(ti)(ti)早(zao)開(kai)工。智谷(gu)產業(ye)(ye)園項目(mu)(mu)(mu)(mu)(mu)一(yi)期項目(mu)(mu)(mu)(mu)(mu)于3月(yue)18日(ri)完(wan)成(cheng)(cheng)(cheng)(cheng)一(yi)期土地摘牌,4月(yue)3日(ri)完(wan)成(cheng)(cheng)(cheng)(cheng)了(le)(le)(le)(le)項目(mu)(mu)(mu)(mu)(mu)備(bei)案(an)(an),4月(yue)30日(ri)取(qu)得施(shi)(shi)工許可(ke)證(zheng),自(zi)立項備(bei)案(an)(an)到(dao)取(qu)得施(shi)(shi)工許可(ke)證(zheng)僅用(yong)了(le)(le)(le)(le)27天,較中(zhong)節(jie)能實(shi)業(ye)(ye)發展有限公(gong)司(si)考核(he)節(jie)點(dian)(dian)目(mu)(mu)(mu)(mu)(mu)標提(ti)(ti)(ti)早(zao)了(le)(le)(le)(le)1個月(yue),較集(ji)團公(gong)司(si)考核(he)節(jie)點(dian)(dian)目(mu)(mu)(mu)(mu)(mu)標提(ti)(ti)(ti)早(zao)了(le)(le)(le)(le)2個月(yue),跑出了(le)(le)(le)(le)項目(mu)(mu)(mu)(mu)(mu)審(shen)批“新(xin)(xin)速(su)度(du)”,注入了(le)(le)(le)(le)項目(mu)(mu)(mu)(mu)(mu)開(kai)工“新(xin)(xin)引擎”,為項目(mu)(mu)(mu)(mu)(mu)后續建(jian)設(she)奠定了(le)(le)(le)(le)堅實(shi)基礎。截至8月(yue)末,順利完(wan)成(cheng)(cheng)(cheng)(cheng)了(le)(le)(le)(le)出正負零節(jie)點(dian)(dian)考核(he)目(mu)(mu)(mu)(mu)(mu)標。二是(shi)(shi)積極(ji)整合(he)政府資(zi)(zi)源(yuan),努力節(jie)約(yue)(yue)工程成(cheng)(cheng)(cheng)(cheng)本(ben)。在產業(ye)(ye)園項目(mu)(mu)(mu)(mu)(mu)一(yi)期開(kai)工之(zhi)初,市政配套(主路開(kai)口(kou))經與管(guan)(guan)委會協(xie)調(diao)由政府安排實(shi)施(shi)(shi),節(jie)省(sheng)費(fei)用(yong)20余(yu)萬(wan)元;項目(mu)(mu)(mu)(mu)(mu)外圍(wei)“雙來回”供(gong)電(dian)設(she)備(bei)(含園區(qu)開(kai)關站設(she)備(bei)),經協(xie)調(diao)由湖州市電(dian)力局組織(zhi)實(shi)施(shi)(shi),節(jie)約(yue)(yue)費(fei)用(yong)80余(yu)萬(wan)元;積極(ji)對接省(sheng)人(ren)防辦出臺的(de)新(xin)(xin)政,謀劃合(he)理(li)措施(shi)(shi),采用(yong)項目(mu)(mu)(mu)(mu)(mu)重新(xin)(xin)立項的(de)方(fang)案(an)(an),節(jie)約(yue)(yue)人(ren)防異地建(jian)設(she)費(fei)約(yue)(yue)600余(yu)萬(wan)元。三是(shi)(shi)優(you)化(hua)項目(mu)(mu)(mu)(mu)(mu)資(zi)(zi)金調(diao)度(du),統籌日(ri)常費(fei)用(yong)管(guan)(guan)控。通(tong)過合(he)理(li)安排資(zi)(zi)金調(diao)度(du)和優(you)化(hua)項目(mu)(mu)(mu)(mu)(mu)融資(zi)(zi)方(fang)案(an)(an),降低年度(du)融資(zi)(zi)成(cheng)(cheng)(cheng)(cheng)本(ben),預計全年財(cai)務(wu)費(fei)用(yong)350萬(wan)元,較年初預算數808萬(wan)元減少約(yue)(yue)57%。四是(shi)(shi)強化(hua)物(wu)(wu)料采購(gou)管(guan)(guan)理(li),壓縮日(ri)常采購(gou)成(cheng)(cheng)(cheng)(cheng)本(ben)。按照貨比(bi)(bi)三家和高性價(jia)比(bi)(bi)原(yuan)則進行詢(xun)(xun)價(jia)比(bi)(bi)價(jia),包括(kuo)在集(ji)團電(dian)子采購(gou)平(ping)(ping)臺購(gou)買物(wu)(wu)料,也(ye)同時(shi)進行線下(xia)價(jia)格比(bi)(bi)詢(xun)(xun),如遇平(ping)(ping)臺上價(jia)格偏高情況,通(tong)過與后臺人(ren)員溝通(tong)調(diao)價(jia)后再下(xia)單(dan)。此外,積極(ji)開(kai)展“五小”創新(xin)(xin)活動,全體員工積極(ji)響(xiang)應,累計共(gong)收到(dao)各類小建(jian)議(yi)18項,內容涵蓋建(jian)立健全學習交流(liu)機制、強化(hua)票據(ju)管(guan)(guan)理(li)、釘釘考勤管(guan)(guan)理(li)、圖紙方(fang)案(an)(an)優(you)化(hua)、流(liu)動駐點(dian)(dian)招商等方(fang)面(mian),切(qie)實(shi)提(ti)(ti)(ti)升了(le)(le)(le)(le)公(gong)司(si)運營管(guan)(guan)控效率(lv)。
煙(yan)臺公(gong)(gong)司(si)(si)(si)成立由公(gong)(gong)司(si)(si)(si)領導(dao)(dao)組(zu)成的運營(ying)(ying)督(du)(du)導(dao)(dao)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)領導(dao)(dao)小組(zu),采用“任(ren)務(wu)分(fen)解-計(ji)劃調(diao)整(zheng)-工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)督(du)(du)導(dao)(dao)-溝通協調(diao)-工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)考核”方式,系統開(kai)展運營(ying)(ying)督(du)(du)導(dao)(dao)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo),密切把(ba)控各(ge)業務(wu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的進(jin)度、質量,明確(que)目(mu)標(biao)任(ren)務(wu)、責(ze)任(ren)主體和時(shi)間節點,確(que)保(bao)重(zhong)(zhong)點工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)和關鍵環(huan)節有(you)(you)人抓、不空擋(dang)、出(chu)成效,推動(dong)各(ge)項業務(wu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)有(you)(you)序(xu)開(kai)展,促進(jin)公(gong)(gong)司(si)(si)(si)提(ti)質增(zeng)效。截(jie)至(zhi)2020年(nian)8月底(di),煙(yan)臺公(gong)(gong)司(si)(si)(si)共組(zu)織(zhi)開(kai)展5次督(du)(du)導(dao)(dao)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo),召(zhao)開(kai)運營(ying)(ying)調(diao)度會議10次,形成工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)報告10份,解決工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)中(zhong)遇到的重(zhong)(zhong)點問題19項,推進(jin)重(zhong)(zhong)點工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)達到預期的工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)進(jin)度,有(you)(you)效推進(jin)業務(wu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的有(you)(you)序(xu)開(kai)展。目(mu)前(qian),煙(yan)臺公(gong)(gong)司(si)(si)(si)各(ge)項目(mu)業務(wu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)進(jin)展順(shun)利,關鍵指標(biao)進(jin)度在(zai)可控范圍內,預計(ji)可實(shi)現年(nian)度經營(ying)(ying)指標(biao)。
蘇(su)州(zhou)公司一方(fang)(fang)面切實(shi)貫(guan)徹落實(shi)國資(zi)委租(zu)(zu)(zu)金(jin)(jin)減(jian)免(mian)政策(ce),制定(ding)并實(shi)施《租(zu)(zu)(zu)金(jin)(jin)減(jian)免(mian)管理(li)辦法》,對(dui)餐飲、住宿、旅游(you)、教育培訓等小微服務企(qi)業(ye)(ye)(ye)(ye)租(zu)(zu)(zu)戶(hu)給予租(zu)(zu)(zu)金(jin)(jin)減(jian)免(mian);另(ling)一方(fang)(fang)面積極應對(dui)租(zu)(zu)(zu)金(jin)(jin)減(jian)免(mian)造成(cheng)(cheng)的(de)公司租(zu)(zu)(zu)賃收(shou)入壓力(li)。一是聯合物業(ye)(ye)(ye)(ye)公司梳理(li)并制定(ding)相應的(de)改(gai)造提(ti)升(sheng)方(fang)(fang)案,通過完善(shan)產業(ye)(ye)(ye)(ye)園(yuan)內(nei)綠化環境、設施設備維修改(gai)造、配套設施和服務,提(ti)升(sheng)園(yuan)區品質。經預測(ce),今(jin)年(nian)度產業(ye)(ye)(ye)(ye)園(yuan)租(zu)(zu)(zu)金(jin)(jin)水(shui)平提(ti)升(sheng)15%-30%,調整(zheng)到位后全年(nian)(12個月(yue))收(shou)益將增(zeng)加500萬(wan)。二是通過優(you)選重點(dian)優(you)勢產業(ye)(ye)(ye)(ye)客戶(hu)進(jin)駐(zhu),以騰籠換鳥實(shi)現(xian)存量(liang)租(zu)(zu)(zu)賃收(shou)益提(ti)升(sheng)。其(qi)中,中蘇(su)環產業(ye)(ye)(ye)(ye)園(yuan)1號廠(chang)房(fang)(8238㎡)由耐世特公司租(zu)(zu)(zu)賃,因其(qi)發展需(xu)要另(ling)擇經營場(chang)所,擬提(ti)前一年(nian)終止租(zu)(zu)(zu)賃合同。公司以免(mian)違約金(jin)(jin)為優(you)惠條件,借(jie)力(li)老客戶(hu)引(yin)進(jin)優(you)質新(xin)客戶(hu),成(cheng)(cheng)功引(yin)進(jin)一家年(nian)產值近10億元(yuan)(yuan)的(de)生物科技企(qi)業(ye)(ye)(ye)(ye)入駐(zhu),實(shi)現(xian)房(fang)屋零空(kong)置(zhi),且房(fang)租(zu)(zu)(zu)單(dan)價提(ti)升(sheng)43%,預計年(nian)租(zu)(zu)(zu)金(jin)(jin)增(zeng)加約148萬(wan)元(yuan)(yuan)。
物業公司(si)積極推進(jin)降本增(zeng)效,對(dui)2018年12月31日(含)之前領取工裝的(de)(de)管理人員采用工裝增(zeng)補的(de)(de)方式,代替以往全部重新定制的(de)(de)方式,降低工服重復制做成本,從(cong)而達到節(jie)省費用、降本增(zeng)效的(de)(de)目的(de)(de)。工裝費用約從(cong)22萬元(yuan)降至9萬余元(yuan),共(gong)節(jie)省近13萬元(yuan)。
