國有(you)資產監管大格局(ju)的指(zhi)導(dao)意見(jian)
為深(shen)入貫徹落實黨的十八大和(he)十八屆三中全會(hui)精神,進一步完善全區(qu)國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)體制,提(ti)高(gao)全區(qu)國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)水平(ping),根據(ju)《中華人民共和(he)國(guo)(guo)企業國(guo)(guo)有(you)(you)資(zi)產(chan)法》、《企業國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)督管(guan)(guan)理暫行條例》、《地方國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)工(gong)作指導監(jian)督辦法》(國(guo)(guo)務院國(guo)(guo)資(zi)委令第25號)等法律(lv)法規(gui),結合(he)實際(ji),現就加(jia)(jia)強市、縣(xian)(xian)(市、區(qu),以下(xia)簡稱縣(xian)(xian))國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)工(gong)作、加(jia)(jia)快構建全區(qu)國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)大格(ge)局(ju),提(ti)出如下(xia)指導意見。
一、重要意義
市、縣(xian)(xian)(xian)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)工(gong)(gong)(gong)作是(shi)全區(qu)(qu)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)工(gong)(gong)(gong)作的重(zhong)要組成部分。經(jing)過多年的改革(ge)發展(zhan),全區(qu)(qu)市、縣(xian)(xian)(xian)兩級國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)體制(zhi)(zhi)機制(zhi)(zhi)不(bu)斷(duan)完(wan)善(shan),國(guo)有(you)(you)(you)經(jing)濟布局(ju)結(jie)構不(bu)斷(duan)優(you)化,國(guo)有(you)(you)(you)企業規模(mo)質量不(bu)斷(duan)提升,市、縣(xian)(xian)(xian)兩級國(guo)資(zi)(zi)(zi)國(guo)企成為推(tui)動(dong)本地區(qu)(qu)經(jing)濟社會發展(zhan)的骨干(gan)力量。但是(shi),部分市、縣(xian)(xian)(xian)面(mian)臨著國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)體制(zhi)(zhi)不(bu)夠完(wan)善(shan)、履行(xing)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)出資(zi)(zi)(zi)人職責不(bu)夠到位、國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)工(gong)(gong)(gong)作進展(zhan)不(bu)夠平(ping)衡(heng)、企業國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)基礎性管(guan)理工(gong)(gong)(gong)作與形勢任務要求不(bu)適應,以及國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)機構與有(you)(you)(you)關(guan)部門的關(guan)系尚(shang)未完(wan)全理順、縣(xian)(xian)(xian)級國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)出資(zi)(zi)(zi)人制(zhi)(zhi)度(du)尚(shang)未完(wan)全落實、各(ge)級國(guo)資(zi)(zi)(zi)聯合互動(dong)的工(gong)(gong)(gong)作機制(zhi)(zhi)尚(shang)未真(zhen)正建立等亟待解決的問題,影響國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)工(gong)(gong)(gong)作和國(guo)有(you)(you)(you)企業改革(ge)的深入推(tui)進,需(xu)要引起高(gao)度(du)重(zhong)視。
上級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管機構對(dui)下級(ji)(ji)(ji)政府國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管工作進行指導(dao)監督,是(shi)維護國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)“國(guo)(guo)(guo)(guo)家所有(you)(you)、分(fen)級(ji)(ji)(ji)代表”的(de)一項重(zhong)要(yao)制(zhi)度(du)安排。加(jia)強(qiang)指導(dao)監督工作,是(shi)加(jia)快完善國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管體(ti)制(zhi)和制(zhi)度(du)的(de)內(nei)在要(yao)求,也是(shi)進一步加(jia)強(qiang)國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管機構建設的(de)重(zhong)要(yao)措施,對(dui)于切實解決好(hao)市、縣國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管工作存在的(de)不到位、不平衡、不適應等問題,提高國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管機構履職(zhi)能力,加(jia)快構建整合(he)(he)協調、開放合(he)(he)作的(de)國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)(chan)監管大(da)格局,實現(xian)各(ge)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)資融合(he)(he)發(fa)展、聯動發(fa)展,更好(hao)地營造國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業改革(ge)發(fa)展的(de)良好(hao)環境,做強(qiang)做優國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業,促進全(quan)區經濟社會(hui)穩(wen)中求進、穩(wen)中向(xiang)好(hao)發(fa)展具(ju)有(you)(you)十分(fen)重(zhong)要(yao)的(de)意義。
二、總體要求
市(shi)、縣(xian)兩級(ji)政府要(yao)加強對國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)工作(zuo)的(de)(de)領導,按照(zhao)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)分(fen)級(ji)管(guan)(guan)(guan)理的(de)(de)原則,進(jin)一步明(ming)確國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)責任主(zhu)體(ti)。全區各級(ji)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)要(yao)在本(ben)(ben)級(ji)黨(dang)委、政府的(de)(de)領導下,堅持以(yi)鄧小平理論、“三個代表”重(zhong)要(yao)思想和科學(xue)發(fa)展(zhan)觀為(wei)指(zhi)導,深入貫徹落實(shi)黨(dang)的(de)(de)十八大、十八屆三中(zhong)全會精(jing)神,緊緊圍繞推動(dong)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)上水(shui)平、國(guo)(guo)(guo)(guo)企發(fa)展(zhan)上臺階的(de)(de)“兩新(xin)目(mu)標”,以(yi)加強地方(fang)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)建設、推進(jin)經營性國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)集中(zhong)統一監(jian)(jian)管(guan)(guan)(guan)、強化(hua)企業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)基礎管(guan)(guan)(guan)理為(wei)重(zhong)點,按照(zhao)以(yi)管(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)為(wei)主(zhu)加強國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)要(yao)求,充分(fen)發(fa)揮(hui)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)運營平臺作(zuo)用,努力(li)提高國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)化(hua)、市(shi)場(chang)化(hua)、證券化(hua)水(shui)平。牢固樹立各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)“一盤棋”的(de)(de)理念,立足“指(zhi)導、溝通(tong)、交流(liu)、服務”,加快健全緊密聯(lian)系、深度融(rong)合(he)、有(you)(you)(you)(you)(you)(you)(you)效(xiao)整合(he)的(de)(de)工作(zuo)系統,不斷完善指(zhi)導監(jian)(jian)督有(you)(you)(you)(you)(you)(you)(you)效(xiao)、互相支(zhi)持有(you)(you)(you)(you)(you)(you)(you)力(li)、溝通(tong)協調順暢的(de)(de)工作(zuo)機(ji)制,推動(dong)構(gou)建國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)大格局,努力(li)提升國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)依法履行出(chu)資(zi)(zi)(zi)(zi)(zi)人職責的(de)(de)能力(li)和水(shui)平,為(wei)完善國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)體(ti)制機(ji)制、促(cu)進(jin)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)企業(ye)(ye)改革發(fa)展(zhan)作(zuo)出(chu)新(xin)貢獻(xian)。
三、基本原則
(一)堅持國(guo)(guo)有資產(chan)屬于國(guo)(guo)家所(suo)有原則,落實(shi)國(guo)(guo)有資產(chan)監管責任,保障國(guo)(guo)有資產(chan)監管政策法規的貫徹(che)實(shi)施。
(二(er))堅(jian)持各級政府分別代(dai)表(biao)國(guo)家履(lv)行出資(zi)人(ren)職(zhi)責(ze)原(yuan)則(ze),各級國(guo)有資(zi)產(chan)監(jian)管(guan)機(ji)構應當根據本級政府授權(quan),按(an)照法定職(zhi)責(ze)和程(cheng)序(xu)指導監(jian)督下(xia)級國(guo)有資(zi)產(chan)監(jian)管(guan)機(ji)構的工作,尊重和維護下(xia)級國(guo)有資(zi)產(chan)監(jian)管(guan)機(ji)構的出資(zi)人(ren)權(quan)利,不得代(dai)替或者(zhe)干(gan)預下(xia)級國(guo)有資(zi)產(chan)監(jian)管(guan)機(ji)構履(lv)行出資(zi)人(ren)職(zhi)責(ze)。
(三)堅持政企分開、政資分開、所有權和經(jing)營權分離、政府的社會公共管(guan)(guan)理(li)職能與國(guo)有資產(chan)出資人職能分開的原則,完善經(jing)營性國(guo)有資產(chan)監管(guan)(guan)體(ti)制機制,積(ji)極探索國(guo)有資產(chan)監管(guan)(guan)和運營的有效途徑和方式(shi)。
(四(si))堅持依法合規(gui)原(yuan)則(ze),加(jia)強(qiang)分(fen)類指導(dao),突出監(jian)督(du)重點,增強(qiang)地方國有資產監(jian)管工作(zuo)的規(gui)范性和(he)有效(xiao)性。
四、重點任務
(一(yi))繼續深化(hua)(hua)國(guo)(guo)資(zi)(zi)國(guo)(guo)企改(gai)革。要認真貫徹落實黨的(de)十(shi)八大(da)、十(shi)八屆三中全會、自治(zhi)區(qu)黨委十(shi)屆四(si)次(ci)全會精神,全面深化(hua)(hua)國(guo)(guo)資(zi)(zi)國(guo)(guo)企改(gai)革,各(ge)市、縣要相應(ying)成立深化(hua)(hua)國(guo)(guo)資(zi)(zi)國(guo)(guo)企改(gai)革領導(dao)小組,負責整體統籌(chou)推(tui)進改(gai)革工作,研究制(zhi)定相關方(fang)案(an)措施,協調解決存(cun)在(zai)的(de)問題,全力(li)做好本級政府深化(hua)(hua)國(guo)(guo)資(zi)(zi)國(guo)(guo)企改(gai)革工作。
(二)健全(quan)完(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)產監管組織體(ti)系。市(shi)、縣政府(fu)(fu)要(yao)進一步加(jia)強國(guo)(guo)(guo)有(you)資(zi)(zi)產監管機(ji)構建設,堅(jian)持市(shi)級國(guo)(guo)(guo)資(zi)(zi)委政府(fu)(fu)直屬特(te)設機(ji)構性質不變(bian),明(ming)確(que)縣級國(guo)(guo)(guo)有(you)資(zi)(zi)產監管責任(ren)主(zhu)體(ti),積極探(tan)索符合改革要(yao)求和(he)(he)本(ben)地(di)實(shi)際的國(guo)(guo)(guo)有(you)資(zi)(zi)產監管有(you)效方(fang)式和(he)(he)途徑(jing),努力(li)實(shi)現經營性國(guo)(guo)(guo)有(you)資(zi)(zi)產監管和(he)(he)明(ming)確(que)縣級國(guo)(guo)(guo)資(zi)(zi)監管責任(ren)主(zhu)體(ti)的“全(quan)覆蓋”。
(三)健全完善國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)(du)體系。市、縣(xian)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)機構要依據《中華人(ren)民共和國(guo)(guo)(guo)(guo)企業國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產法》和《企業國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)督(du)管(guan)(guan)理暫(zan)行(xing)條例》,在國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產出資(zi)(zi)(zi)人(ren)制(zhi)(zhi)度(du)(du)、國(guo)(guo)(guo)(guo)家出資(zi)(zi)(zi)企業制(zhi)(zhi)度(du)(du)和國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產統(tong)一監(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)(du)三大制(zhi)(zhi)度(du)(du)框架下,健全完善本地(di)區具體規(gui)(gui)章制(zhi)(zhi)度(du)(du),形(xing)成(cheng)監(jian)(jian)督(du)有(you)力、管(guan)(guan)理科(ke)學、運作高(gao)效的國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)(du)體系。要切實加(jia)強國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)法律、行(xing)政法規(gui)(gui)和規(gui)(gui)章的執行(xing)力度(du)(du),強化(hua)監(jian)(jian)督(du)檢查,確保各(ge)項制(zhi)(zhi)度(du)(du)落實到位。
(四)健全(quan)完(wan)善國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)工作體(ti)系(xi)。市、縣(xian)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)機(ji)構要深入探(tan)索(suo)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)工作規(gui)律,進一(yi)步充實完(wan)善以發展戰(zhan)略制定、主業(ye)核(he)定、業(ye)績考核(he)、薪酬分(fen)(fen)配、企業(ye)領導(dao)人員任(ren)(聘)免、財務(wu)監(jian)(jian)(jian)督與(yu)評(ping)價、產(chan)權(quan)管(guan)(guan)理(li)、監(jian)(jian)(jian)事會(hui)監(jian)(jian)(jian)督、風險管(guan)(guan)控(kong)等為主線(xian)的國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)工作閉(bi)環,加(jia)快(kuai)健全(quan)全(quan)區規(gui)則統一(yi)、分(fen)(fen)類分(fen)(fen)層(ceng)、權(quan)責明確、運轉高效和規(gui)范透明的國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)工作體(ti)系(xi)。建立完(wan)善經營性國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)集中統一(yi)監(jian)(jian)(jian)管(guan)(guan)制度,推進全(quan)面實現政企分(fen)(fen)開(kai)、政資(zi)(zi)(zi)(zi)(zi)分(fen)(fen)開(kai)。根據基礎支(zhi)撐、戰(zhan)略引導(dao)、公益(yi)產(chan)品和服務(wu)、一(yi)般(ban)競爭性領域等不同功(gong)能定位,探(tan)索(suo)實行(xing)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)分(fen)(fen)類監(jian)(jian)(jian)管(guan)(guan),提高國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)的針對性有(you)(you)效性,全(quan)面落實國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)保值增值責任(ren)。
(五)健全(quan)完(wan)善指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)機(ji)制。自治(zhi)區和市(shi)級(ji)國(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)機(ji)構(gou)要(yao)(yao)嚴格(ge)按照《地方國(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工(gong)作(zuo)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)辦法》(國(guo)(guo)務院國(guo)(guo)資(zi)委令第25號)的(de)(de)規(gui)定,進(jin)一步明確指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)的(de)(de)主要(yao)(yao)職責(ze)和要(yao)(yao)求(qiu),充分發揮好(hao)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)的(de)(de)引導(dao)(dao)、規(gui)范、提(ti)高(gao)和促進(jin)作(zuo)用。要(yao)(yao)加快完(wan)善上下(xia)聯動、規(gui)范有(you)(you)(you)序(xu)、全(quan)面覆蓋的(de)(de)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)機(ji)制,始終堅持指(zhi)(zhi)(zhi)導(dao)(dao)寓于服務之(zhi)中,把指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)下(xia)級(ji)國(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工(gong)作(zuo)的(de)(de)重點放(fang)在加強監(jian)(jian)(jian)(jian)管(guan)機(ji)構(gou)建設與提(ti)高(gao)監(jian)(jian)(jian)(jian)管(guan)機(ji)構(gou)依(yi)法履職的(de)(de)能力和水平、指(zhi)(zhi)(zhi)導(dao)(dao)地方國(guo)(guo)有(you)(you)(you)經濟布局(ju)結(jie)構(gou)調整(zheng)、指(zhi)(zhi)(zhi)導(dao)(dao)和支持國(guo)(guo)有(you)(you)(you)企業改(gai)革發展、加強國(guo)(guo)有(you)(you)(you)資(zi)產(chan)基礎管(guan)理等重點環節上,確保指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)及(ji)時(shi)有(you)(you)(you)效。
五、主要措施
(一)切實加強組織領導。市、縣政府要(yao)高度重視國有(you)資(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo),充分認識在新形勢下(xia)加強和完善國有(you)資(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)的重要(yao)意(yi)義,為開(kai)展監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)創造(zao)必要(yao)條(tiao)件。市、縣國有(you)資(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)機(ji)構要(yao)把加強國資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)列入重要(yao)議事日程,研究制訂切實可行的工(gong)作(zuo)計劃和實施方(fang)案,落實工(gong)作(zuo)職責,加強督(du)促檢查。條(tiao)件成熟(shu)的市可將(jiang)對縣級(ji)國有(you)資(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)列入政府績效考評范(fan)圍。
(二)進(jin)一步明確國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)責(ze)任主體。市(shi)、縣(xian)政府要(yao)(yao)建(jian)立(li)和完善本級國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機(ji)構,做到(dao)機(ji)構、人員、職(zhi)(zhi)能、責(ze)任“四到(dao)位(wei)(wei)”。國(guo)(guo)有(you)資(zi)(zi)產(chan)數量較(jiao)大、具備條件的(de)縣(xian)應(ying)設立(li)獨(du)立(li)的(de)國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機(ji)構,暫不(bu)具備設立(li)獨(du)立(li)監(jian)管(guan)(guan)(guan)機(ji)構的(de)縣(xian)應(ying)明確一個履行國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)職(zhi)(zhi)責(ze)的(de)部門(men)或組建(jian)國(guo)(guo)有(you)資(zi)(zi)產(chan)經營(ying)管(guan)(guan)(guan)理公司授權(quan)統(tong)一監(jian)管(guan)(guan)(guan)。要(yao)(yao)認真落(luo)實以管(guan)(guan)(guan)資(zi)(zi)本為主加強(qiang)國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)的(de)要(yao)(yao)求,調整(zheng)優化國(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)職(zhi)(zhi)能,突(tu)出履行出資(zi)(zi)人職(zhi)(zhi)責(ze)的(de)重(zhong)點環節(jie),做到(dao)監(jian)管(guan)(guan)(guan)不(bu)缺位(wei)(wei)、不(bu)錯(cuo)位(wei)(wei)、不(bu)越(yue)位(wei)(wei)。
(三)推動經營性(xing)(xing)國有(you)資(zi)(zi)產(chan)集(ji)中統一監管。要(yao)切實(shi)轉變政府職能,加快政企分開步伐(fa),對(dui)(dui)仍由黨政機關管理(li)的企業和(he)經營性(xing)(xing)資(zi)(zi)產(chan)要(yao)制定分離脫鉤方(fang)案和(he)時間表(biao),盡快納入國有(you)資(zi)(zi)產(chan)監管機構實(shi)行(xing)統一監管。支持(chi)按(an)照出資(zi)(zi)關系對(dui)(dui)地方(fang)金融、文化等(deng)領域(yu)經營性(xing)(xing)國有(you)資(zi)(zi)產(chan)實(shi)行(xing)專業或授(shou)權監管。
(四(si))執行(xing)重大事(shi)項(xiang)報(bao)告制(zhi)度。市、縣國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)機構(gou)要(yao)定期向(xiang)本(ben)級(ji)黨委、政(zheng)府匯報(bao)本(ben)地(di)區國(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)企改革發(fa)展(zhan)情(qing)(qing)況(kuang)以及(ji)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產總(zong)量、結構(gou)、變動、收(shou)益(yi)等匯總(zong)分析情(qing)(qing)況(kuang),圍繞當(dang)地(di)經(jing)濟社會發(fa)展(zhan)大局和國(guo)(guo)有(you)(you)經(jing)濟改革發(fa)展(zhan)狀況(kuang),提出相關意見建議。下級(ji)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)機構(gou)要(yao)將(jiang)本(ben)地(di)區國(guo)(guo)有(you)(you)經(jing)濟運行(xing)情(qing)(qing)況(kuang)以及(ji)所出資(zi)(zi)(zi)企業匯總(zong)月度及(ji)年度財務情(qing)(qing)況(kuang)向(xiang)上一(yi)級(ji)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)機構(gou)報(bao)告。下級(ji)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)機構(gou)出臺的規(gui)范(fan)性文件(jian)要(yao)向(xiang)上一(yi)級(ji)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)機構(gou)報(bao)備(bei)。
(五)加(jia)(jia)強指導監(jian)(jian)(jian)督工作(zuo)(zuo)。根據逐級(ji)(ji)(ji)指導監(jian)(jian)(jian)督的(de)原則,上級(ji)(ji)(ji)國有(you)資(zi)(zi)產監(jian)(jian)(jian)管機(ji)構應當(dang)加(jia)(jia)強與下級(ji)(ji)(ji)政(zheng)府(fu)的(de)溝通協調,加(jia)(jia)強對(dui)下級(ji)(ji)(ji)國有(you)資(zi)(zi)產監(jian)(jian)(jian)管工作(zuo)(zuo)的(de)調研(yan)指導,加(jia)(jia)強業務交流和培訓,及時總結推廣國有(you)資(zi)(zi)產監(jian)(jian)(jian)管和國有(you)企業改革發展的(de)典型(xing)經驗,通報開展監(jian)(jian)(jian)督檢查情況。
(六(liu))加(jia)強合作(zuo)交流。要進(jin)一步優化資源(yuan)(yuan)配置(zhi),按(an)照市場經濟規律,大(da)力(li)推進(jin)各(ge)級(ji)國(guo)(guo)有資產(chan)開放性市場化有效整合、兼并(bing)重組,實現優勢互(hu)補、互(hu)利(li)共贏(ying)。要進(jin)一步拓(tuo)寬各(ge)級(ji)國(guo)(guo)有資產(chan)監(jian)管機構信息(xi)交流渠道,建立(li)健全國(guo)(guo)有資產(chan)基礎(chu)管理(li)信息(xi)平(ping)臺,大(da)力(li)推進(jin)信息(xi)交流工作(zuo)的(de)制度化、規范化,逐步實現信息(xi)互(hu)通,數據共享。要積極搭建人才(cai)隊伍(wu)培(pei)養平(ping)臺,健全完善各(ge)級(ji)國(guo)(guo)有資產(chan)監(jian)管機構之間、國(guo)(guo)有資產(chan)監(jian)管機構與(yu)監(jian)管企業之間的(de)人員雙向交流掛職制度,努(nu)力(li)實現人才(cai)資源(yuan)(yuan)共享。
(七)嚴格實施(shi)監(jian)督(du)檢查。各級(ji)國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)監(jian)管機構要依法(fa)加強對下(xia)級(ji)政(zheng)府國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)監(jian)管工作(zuo)的監(jian)督(du)檢查,上級(ji)國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)監(jian)管機構發現下(xia)級(ji)政(zheng)府國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)監(jian)管工作(zuo)中存(cun)在與國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)監(jian)管法(fa)律(lv)、行政(zheng)法(fa)規和國(guo)(guo)家(jia)方針政(zheng)策不符情形的,應當(dang)依法(fa)提(ti)出(chu)糾(jiu)正意(yi)見或(huo)處理建議。
(八(ba))著力(li)(li)(li)發(fa)(fa)(fa)展地方國(guo)有(you)優勢(shi)(shi)特(te)色(se)(se)企(qi)業(ye)。繼續(xu)推動國(guo)有(you)企(qi)業(ye)加(jia)快(kuai)轉(zhuan)型升級和調整產業(ye)結構(gou),推進自主創新(xin)(xin)、優化內部資(zi)源(yuan)配置,大(da)力(li)(li)(li)發(fa)(fa)(fa)展新(xin)(xin)型混合所有(you)制企(qi)業(ye),推動國(guo)有(you)資(zi)本、集體資(zi)本、非公有(you)資(zi)本相互(hu)(hu)融合、優勢(shi)(shi)互(hu)(hu)補(bu)、共同(tong)發(fa)(fa)(fa)展,探(tan)索改組(zu)或組(zu)建國(guo)有(you)資(zi)本投(tou)資(zi)運營公司,加(jia)快(kuai)打造(zao)一批具有(you)競爭(zheng)力(li)(li)(li)和影響力(li)(li)(li)的地方優勢(shi)(shi)特(te)色(se)(se)企(qi)業(ye)。
(九)大力(li)加強自身建設。要大力(li)推動國有(you)資(zi)產監(jian)管機構(gou)專業化(hua)、規(gui)范化(hua)、制(zhi)度化(hua)建設,切實改進干部作風,強化(hua)大局意(yi)識、責任(ren)意(yi)識、服務意(yi)識、擔當意(yi)識,提升履(lv)職能(neng)力(li),提高(gao)監(jian)管水平(ping)。要依法(fa)規(gui)范出資(zi)人行權(quan)履(lv)責的各項(xiang)活(huo)動,重(zhong)視合法(fa)性、合規(gui)性審查,強化(hua)監(jian)督機制(zhi),防范法(fa)律風險(xian),全面提高(gao)國有(you)資(zi)產監(jian)管工作規(gui)范化(hua)水平(ping)。
