近年來,貴州省國(guo)(guo)(guo)資委全力實施國(guo)(guo)(guo)企(qi)(qi)改(gai)革三(san)年行動(dong),緊(jin)緊(jin)扭(niu)住(zhu)經(jing)理(li)層成員任期制和(he)契約(yue)化管(guan)理(li)這個“牛(niu)鼻子”,目(mu)前,貴州納入(ru)國(guo)(guo)(guo)務院國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)改(gai)革領導小組辦(ban)公室(shi)評估范圍(wei)的17戶(hu)企(qi)(qi)業(ye)集團及(ji)各(ge)級子公司經(jing)理(li)層成員已全面實現(xian)任期制和(he)契約(yue)化管(guan)理(li),有(you)(you)力激發了國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)活力和(he)效(xiao)率,推動(dong)國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)高質量發展。今年1-5月,貴州省國(guo)(guo)(guo)資委監管(guan)的23戶(hu)控股企(qi)(qi)業(ye)營業(ye)收入(ru)、利潤(run)總額(e)、勞動(dong)生(sheng)產總值及(ji)稅金累計分別實現(xian)1778.4億(yi)元、429.3億(yi)元、814.6億(yi)元、328.1億(yi)元,同比分別增長17.4%、27.9%、25.0%、32.8%。
認真學習領會政策,著(zhu)力在“轉化(hua)(hua)”上(shang)做文(wen)章(zhang)。印(yin)發《貴州(zhou)省(sheng)國資委監(jian)管(guan)企(qi)(qi)業推行經(jing)(jing)理(li)(li)層(ceng)(ceng)成(cheng)員任期制(zhi)(zhi)和(he)契約化(hua)(hua)管(guan)理(li)(li)操(cao)(cao)作(zuo)指引(試行)》,全面落(luo)實(shi)(shi)上(shang)級規(gui)(gui)定的(de)各項基本(ben)(ben)要(yao)求(qiu),目前(qian)簽訂(ding)的(de)有(you)關契約文(wen)本(ben)(ben)均裝入或體現(xian)了核(he)心(xin)條(tiao)款內容。印(yin)發了《進(jin)(jin)一步推動(dong)監(jian)管(guan)企(qi)(qi)業加強(qiang)董事會建設落(luo)實(shi)(shi)董事會職權、推行經(jing)(jing)理(li)(li)層(ceng)(ceng)成(cheng)員任期制(zhi)(zhi)和(he)契約化(hua)(hua)管(guan)理(li)(li)操(cao)(cao)作(zuo)要(yao)點》,對任期起止時(shi)間、雙方權責(ze)義務、計分規(gui)(gui)則、薪酬待遇(yu)等重點環節和(he)核(he)心(xin)條(tiao)款作(zuo)出進(jin)(jin)一步細化(hua)(hua)明確(que),及(ji)時(shi)回應和(he)解答(da)了企(qi)(qi)業在推進(jin)(jin)相關工(gong)作(zuo)中遇(yu)到的(de)易錯(cuo)易混易犯問(wen)題。印(yin)發了《貴州(zhou)省(sheng)國資委關于進(jin)(jin)一步做好經(jing)(jing)理(li)(li)層(ceng)(ceng)成(cheng)員任期制(zhi)(zhi)和(he)契約化(hua)(hua)管(guan)理(li)(li)工(gong)作(zuo)的(de)補充通(tong)知》,對貫徹落(luo)實(shi)(shi)工(gong)作(zuo)提出要(yao)求(qiu)、作(zuo)出安排(pai),要(yao)求(qiu)各企(qi)(qi)業及(ji)時(shi)進(jin)(jin)行修訂(ding)完善或簽訂(ding)補充文(wen)本(ben)(ben),確(que)保有(you)關契約文(wen)本(ben)(ben)全面符合國企(qi)(qi)改辦發〔2022〕6號文(wen)件規(gui)(gui)定的(de)基本(ben)(ben)要(yao)求(qiu)。
盯緊盯牢重點環節(jie),著力(li)在(zai)“深(shen)化”上(shang)下(xia)(xia)功(gong)夫。突出董(dong)事會(hui)作用(yong)發揮,結合(he)董(dong)事會(hui)的地位(wei)作用(yong),對(dui)簽約(yue)雙方中由誰作為甲方授(shou)權代(dai)表問題進(jin)行(xing)明確。突出董(dong)事會(hui)對(dui)經(jing)理層(ceng)成(cheng)員的經(jing)營業績考核,指導(dao)企(qi)(qi)業根據崗位(wei)職(zhi)責和分工(gong)設(she)置經(jing)理層(ceng)成(cheng)員的共性(xing)(xing)指標(biao)和個性(xing)(xing)指標(biao),兼(jian)顧(gu)股東下(xia)(xia)達的經(jing)營業績指標(biao),盡量不體現黨(dang)(dang)建、黨(dang)(dang)風廉(lian)政建設(she)等與經(jing)營業績指標(biao)無關(guan)的內容。層(ceng)層(ceng)壓緊壓實責任,貴州省(sheng)國資委負(fu)責指導(dao)督導(dao)集(ji)團公司,各企(qi)(qi)業集(ji)團負(fu)責審核把關(guan)下(xia)(xia)級(ji)子企(qi)(qi)業,確保在(zai)全省(sheng)國有(you)企(qi)(qi)業及下(xia)(xia)級(ji)子企(qi)(qi)業全面推行(xing)經(jing)理層(ceng)成(cheng)員任期制和契約(yue)化管(guan)理工(gong)作,同時(shi)提升(sheng)和保障了(le)契約(yue)文本的科學(xue)性(xing)(xing)、規范性(xing)(xing)。
全(quan)(quan)面(mian)開(kai)展(zhan)督(du)(du)導指導,著(zhu)力在“細化”上出(chu)(chu)實(shi)(shi)招。緊盯改(gai)革任(ren)務(wu)深督(du)(du),對重(zhong)大問(wen)(wen)(wen)題(ti)把脈(mo)指導,對難(nan)點(dian)(dian)(dian)問(wen)(wen)(wen)題(ti)協調(diao)調(diao)度(du),對共性問(wen)(wen)(wen)題(ti)統(tong)籌(chou)解決。4月(yue)(yue)13日至5月(yue)(yue)13日,用(yong)時一(yi)個(ge)(ge)月(yue)(yue)全(quan)(quan)面(mian)完(wan)成(cheng)(cheng)23戶控股(gu)企(qi)(qi)業(ye)(ye)集(ji)團到各(ge)級子企(qi)(qi)業(ye)(ye)穿透式實(shi)(shi)地(di)督(du)(du)查(cha),指出(chu)(chu)任(ren)期制和(he)契(qi)約(yue)化管(guan)理(li)中存在的突(tu)出(chu)(chu)問(wen)(wen)(wen)題(ti)67個(ge)(ge),已形成(cheng)(cheng)書面(mian)意(yi)見(jian)分別(bie)反(fan)饋有(you)關(guan)企(qi)(qi)業(ye)(ye)抓(zhua)好整改(gai)。聚焦重(zhong)點(dian)(dian)(dian)難(nan)點(dian)(dian)(dian)問(wen)(wen)(wen)題(ti)真督(du)(du),一(yi)個(ge)(ge)問(wen)(wen)(wen)題(ti)一(yi)個(ge)(ge)問(wen)(wen)(wen)題(ti)跟(gen)進解決,一(yi)個(ge)(ge)節點(dian)(dian)(dian)一(yi)個(ge)(ge)節點(dian)(dian)(dian)扎實(shi)(shi)推進,一(yi)個(ge)(ge)企(qi)(qi)業(ye)(ye)一(yi)個(ge)(ge)企(qi)(qi)業(ye)(ye)嚴格(ge)把關(guan)。5月(yue)(yue)下旬至6月(yue)(yue)初,完(wan)成(cheng)(cheng)23戶控股(gu)企(qi)(qi)業(ye)(ye)集(ji)團層面(mian)簽訂的345個(ge)(ge)契(qi)約(yue)文本(ben)的審核(he)工作(zuo),提出(chu)(chu)審核(he)意(yi)見(jian)156條,已形成(cheng)(cheng)書面(mian)意(yi)見(jian)逐(zhu)一(yi)反(fan)饋有(you)關(guan)企(qi)(qi)業(ye)(ye)抓(zhua)好完(wan)善。目前,各(ge)企(qi)(qi)業(ye)(ye)已全(quan)(quan)部完(wan)成(cheng)(cheng)集(ji)團層面(mian)簽訂的契(qi)約(yue)文本(ben)報備(bei)工作(zuo)。突(tu)出(chu)(chu)點(dian)(dian)(dian)面(mian)結(jie)合(he)實(shi)(shi)督(du)(du),全(quan)(quan)面(mian)梳理(li)企(qi)(qi)業(ye)(ye)包(bao)括推行經理(li)層成(cheng)(cheng)員(yuan)任(ren)期制和(he)契(qi)約(yue)化管(guan)理(li)等重(zhong)點(dian)(dian)(dian)改(gai)革任(ren)務(wu)完(wan)成(cheng)(cheng)情況,明確2名工作(zuo)人(ren)員(yuan)逐(zhu)戶與企(qi)(qi)業(ye)(ye)通(tong)(tong)過電話進行溝通(tong)(tong)了解,掌握(wo)各(ge)項改(gai)革任(ren)務(wu)完(wan)成(cheng)(cheng)情況,對工作(zuo)進度(du)較慢、工作(zuo)質量(liang)不(bu)高的2戶企(qi)(qi)業(ye)(ye)分別(bie)進行了約(yue)談(tan),督(du)(du)促加快進度(du)推進,確保按時高質量(liang)完(wan)成(cheng)(cheng)。
狠抓(zhua)成(cheng)(cheng)(cheng)果(guo)運(yun)用(yong),著力(li)(li)在“實(shi)(shi)化(hua)”上(shang)見成(cheng)(cheng)(cheng)效。堅持差異化(hua)推行(xing)(xing)(xing)(xing),除落實(shi)(shi)上(shang)級(ji)硬性要求外,結合(he)實(shi)(shi)際(ji)將備(bei)案職務人員(yuan)、職業(ye)經(jing)理(li)(li)人等高(gao)級(ji)管理(li)(li)人員(yuan)納入簽(qian)約范圍,同時研(yan)究制(zhi)定(ding)(ding)了適當拉開不同經(jing)理(li)(li)層成(cheng)(cheng)(cheng)員(yuan)之間收入差距的標(biao)(biao)準(zhun)(zhun)。注重(zhong)實(shi)(shi)際(ji)效果(guo),實(shi)(shi)事求是發現問(wen)(wen)題(ti),盯死盯牢每個問(wen)(wen)題(ti),千(qian)方百計解(jie)決(jue)問(wen)(wen)題(ti),力(li)(li)爭產生(sheng)一批(pi)標(biao)(biao)志性的成(cheng)(cheng)(cheng)果(guo)。目前(qian),各企業(ye)對標(biao)(biao)同行(xing)(xing)(xing)(xing)業(ye)確定(ding)(ding)標(biao)(biao)準(zhun)(zhun)和(he)(he)措施(shi),破解(jie)了一批(pi)阻礙高(gao)質量發展的瓶頸(jing)和(he)(he)難題(ti),打通了前(qian)行(xing)(xing)(xing)(xing)的阻點(dian)。通過大力(li)(li)推行(xing)(xing)(xing)(xing)經(jing)理(li)(li)層成(cheng)(cheng)(cheng)員(yuan)任期制(zhi)和(he)(he)契約化(hua)管理(li)(li),目前(qian)各企業(ye)建立了更加成(cheng)(cheng)(cheng)熟(shu)定(ding)(ding)型的薪酬管理(li)(li)、經(jing)營業(ye)績(ji)考核(he)制(zhi)度,有效提升了治理(li)(li)能力(li)(li)和(he)(he)治理(li)(li)效能。
