2022年,中(zhong)(zhong)國中(zhong)(zhong)化(hua)在國務(wu)院(yuan)國資委的指(zhi)導(dao)下(xia),始終按照黨中(zhong)(zhong)央“疫(yi)情(qing)要(yao)防住、經濟要(yao)穩(wen)住、發展要(yao)安(an)(an)全(quan)”的決策部(bu)署,帶領全(quan)體干部(bu)職工(gong)穩(wen)經營(ying)、強管理、防風險、促合規、抗疫(yi)情(qing)、保(bao)安(an)(an)全(quan),努力(li)完成各項(xiang)年度(du)目(mu)標任(ren)務(wu),全(quan)年預計實現營(ying)業收入1.2萬(wan)億(yi)元,同(tong)比增(zeng)長7%;實現凈利潤221億(yi)元,同(tong)比增(zeng)長1.5%;各項(xiang)HSE關鍵績效指(zhi)標均(jun)優于兩化(hua)歷史水(shui)平。
胸懷“國之大者”,履行使命擔當
中(zhong)(zhong)國(guo)中(zhong)(zhong)化(hua)按照堅決做到思想上對標(biao)提升(sheng),行(xing)動上步(bu)(bu)步(bu)(bu)緊(jin)跟,工(gong)作(zuo)(zuo)上抓緊(jin)落實(shi)(shi)。積極(ji)推(tui)(tui)進(jin)種(zhong)(zhong)業(ye)振興。制定并實(shi)(shi)施《中(zhong)(zhong)國(guo)種(zhong)(zhong)子(zi)業(ye)務(wu)發展規劃》。楊(yang)凌技(ji)術中(zhong)(zhong)心(xin)二期建成(cheng)運行(xing),中(zhong)(zhong)國(guo)本土(tu)種(zhong)(zhong)業(ye)研發創新(xin)管理(li)體系(xi)日漸成(cheng)型。國(guo)家玉米(mi)種(zhong)(zhong)業(ye)科(ke)技(ji)創新(xin)中(zhong)(zhong)心(xin)設立(li),啟動一批(pi)聯合(he)技(ji)術攻關項目,玉米(mi)等(deng)作(zuo)(zuo)物(wu)種(zhong)(zhong)質(zhi)創新(xin)及(ji)分子(zi)育種(zhong)(zhong)全(quan)國(guo)重點實(shi)(shi)驗(yan)室(shi)獲批(pi),引領(ling)示范作(zuo)(zuo)用逐步(bu)(bu)顯現(xian)。通過良(liang)(liang)(liang)種(zhong)(zhong)、良(liang)(liang)(liang)田、良(liang)(liang)(liang)法(fa)理(li)念(nian)促進(jin)種(zhong)(zhong)業(ye)振興戰略(lve)落地的(de)MAP模式已建成(cheng)600家服務(wu)中(zhong)(zhong)心(xin),優秀實(shi)(shi)踐在“全(quan)球減貧(pin)案例征集活動”中(zhong)(zhong)連續兩屆獲獎。扎實(shi)(shi)推(tui)(tui)進(jin)兩化(hua)深度整(zheng)(zheng)合(he)。先(xian)后(hou)完成(cheng)第一、二批(pi)業(ye)務(wu)整(zheng)(zheng)合(he)共(gong)計60余(yu)家企(qi)業(ye)的(de)管理(li)調整(zheng)(zheng),著(zhu)力推(tui)(tui)動重點子(zi)業(ye)務(wu)整(zheng)(zheng)合(he)。首次設定中(zhong)(zhong)化(hua)協同(tong)預算并列入全(quan)面預算管理(li)體系(xi),通過641個供應鏈協同(tong)項目創效266.49億元(yuan),協同(tong)成(cheng)為公司提質(zhi)增效的(de)重要手段。穩步(bu)(bu)推(tui)(tui)進(jin)總(zong)部(bu)疏(shu)解工(gong)作(zuo)(zuo)。新(xin)總(zong)部(bu)辦公樓作(zuo)(zuo)為雄(xiong)安新(xin)區地標(biao)建筑(zhu),在首批(pi)疏(shu)解央企(qi)中(zhong)(zhong)率先(xian)開工(gong)并如(ru)期推(tui)(tui)進(jin)建設。
著眼提質增效,推進卓越運營
卓(zhuo)越運營(ying)管理體系逐漸清晰(xi)。按照“1+N+1”總體框架,構建了(le)覆蓋全(quan)價值鏈運營(ying)流程(cheng)的卓(zhuo)越運營(ying)管理體系。降(jiang)本(ben)增(zeng)效(xiao)(xiao)(xiao)(xiao)效(xiao)(xiao)(xiao)(xiao)果(guo)明顯(xian)。“一切成(cheng)(cheng)本(ben)皆可(ke)降(jiang)”理念得到貫徹(che)實(shi)施,各企(qi)業努力(li)降(jiang)本(ben)增(zeng)效(xiao)(xiao)(xiao)(xiao)成(cheng)(cheng)效(xiao)(xiao)(xiao)(xiao)顯(xian)著。減虧(kui)治虧(kui)取得突(tu)出成(cheng)(cheng)果(guo)。落實(shi)“一企(qi)一策”減虧(kui)方案,重(zhong)點(dian)虧(kui)損企(qi)業扭虧(kui)成(cheng)(cheng)效(xiao)(xiao)(xiao)(xiao)顯(xian)著。“瘦身健體”取得成(cheng)(cheng)效(xiao)(xiao)(xiao)(xiao)。2022年以來,全(quan)力(li)推進減少(shao)低效(xiao)(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)(xiao)股權超過45戶,累計退出低效(xiao)(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)(xiao)參(can)股投資28家(jia),實(shi)現(xian)“兩(liang)非”剝離60戶。
繪制發展藍圖,深化國企改革
全面完(wan)成(cheng)“十四(si)五”規劃編制(zhi)。著力發(fa)展“10+5”條重(zhong)點產業鏈(lian),打造四(si)大產業基(ji)地(di)和20個(ge)專(zhuan)業化、特色(se)化基(ji)地(di)。強化投資管理(li)(li)與(yu)重(zhong)點項目建設。制(zhi)訂發(fa)布8項實(shi)(shi)施(shi)細則,全面推動(dong)(dong)(dong)(dong)(dong)(dong)投資管理(li)(li)工作進入新局面。國(guo)(guo)(guo)(guo)企(qi)改(gai)(gai)革三(san)年(nian)行動(dong)(dong)(dong)(dong)(dong)(dong)全面達到國(guo)(guo)(guo)(guo)資委完(wan)成(cheng)標準(zhun)。共推進完(wan)成(cheng)1073個(ge)重(zhong)難點子(zi)任(ren)務,解(jie)(jie)決(jue)(jue)了一(yi)批長期想解(jie)(jie)決(jue)(jue)而沒能解(jie)(jie)決(jue)(jue)的歷史(shi)問題(ti),有(you)力促進了公司高質量發(fa)展。該(gai)公司在2021年(nian)度中(zhong)央企(qi)業改(gai)(gai)革三(san)年(nian)行動(dong)(dong)(dong)(dong)(dong)(dong)考核中(zhong)獲評A級(ji),入選國(guo)(guo)(guo)(guo)資委行動(dong)(dong)(dong)(dong)(dong)(dong)案(an)例。持續推動(dong)(dong)(dong)(dong)(dong)(dong)世界一(yi)流(liu)企(qi)業創(chuang)建。優化完(wan)善《中(zhong)國(guo)(guo)(guo)(guo)中(zhong)化創(chuang)建世界一(yi)流(liu)企(qi)業實(shi)(shi)施(shi)方(fang)案(an)》,形成(cheng)行動(dong)(dong)(dong)(dong)(dong)(dong)指南。探索國(guo)(guo)(guo)(guo)有(you)跨國(guo)(guo)(guo)(guo)一(yi)流(liu)企(qi)業治理(li)(li)模式,制(zhi)定實(shi)(shi)施(shi)《中(zhong)國(guo)(guo)(guo)(guo)中(zhong)化境外(wai)企(qi)業監督管理(li)(li)框(kuang)架(jia)方(fang)案(an)》,推動(dong)(dong)(dong)(dong)(dong)(dong)境外(wai)企(qi)業董事會發(fa)揮治理(li)(li)作用(yong)。
強化頂層設計,創新驅動發展
中(zhong)(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)(zhong)化(hua)(hua)將科(ke)技創新作為實(shi)現(xian)公司高質(zhi)量(liang)(liang)發展的(de)唯一(yi)選擇和(he)頭(tou)等(deng)大事。強化(hua)(hua)科(ke)技創新頂層規劃。制定(ding)實(shi)施“十四五”科(ke)技發展規劃。中(zhong)(zhong)(zhong)(zhong)央(yang)研究院建(jian)設開新局(ju)。成立中(zhong)(zhong)(zhong)(zhong)央(yang)研究院,啟動建(jian)設17個研究中(zhong)(zhong)(zhong)(zhong)心,組建(jian)中(zhong)(zhong)(zhong)(zhong)央(yang)研究院專(zhuan)家(jia)咨詢委員會,制定(ding)《中(zhong)(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)(zhong)化(hua)(hua)中(zhong)(zhong)(zhong)(zhong)央(yang)研究院管理辦法》等(deng)六項(xiang)配(pei)套機制與保障措施。創新成果(guo)不斷(duan)涌現(xian)。在國(guo)資委中(zhong)(zhong)(zhong)(zhong)央(yang)企業專(zhuan)利質(zhi)量(liang)(liang)排序中(zhong)(zhong)(zhong)(zhong)位列第2名。深入(ru)推進數(shu)字(zi)轉(zhuan)型(xing)升級。上線(xian)中(zhong)(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)(zhong)化(hua)(hua)電商平臺,活躍企業客戶(hu)超過8.6萬家(jia)。發布(bu)“線(xian)上中(zhong)(zhong)(zhong)(zhong)化(hua)(hua)”數(shu)字(zi)化(hua)(hua)轉(zhuan)型(xing)“十四五”規劃方(fang)案,明確數(shu)字(zi)化(hua)(hua)轉(zhuan)型(xing)建(jian)設的(de)全景圖(tu)(tu)和(he)路(lu)線(xian)圖(tu)(tu)。全年共(gong)有23項(xiang)數(shu)字(zi)化(hua)(hua)轉(zhuan)型(xing)實(shi)踐(jian)成果(guo)獲評省(sheng)部(bu)級優秀獎(jiang)項(xiang)。
抓實安全環保,打好低碳攻堅戰
中國中化面向全球發布(bu)的FORUS體系(xi)扎實(shi)有(you)序(xu)推進,有(you)效促進全員認知,打(da)通(tong)制(zhi)(zhi)度流(liu)程,實(shi)現持續改(gai)進。污(wu)染防治及(ji)節(jie)能(neng)低碳(tan)取得(de)新進展。實(shi)施技術改(gai)造和流(liu)程優化,打(da)好(hao)藍(lan)天、碧水、凈土(tu)保衛戰,環境風險控制(zhi)(zhi)成效明(ming)顯。全年累計(ji)完(wan)成技改(gai)項目(mu)209個,廢(fei)氣主要污(wu)染物同比降低10%,實(shi)現降碳(tan)136萬噸、節(jie)能(neng)38萬噸標準煤。
