關于進一步推進中央企業信息化工作的意見
各中央企業:
為(wei)進一步貫徹(che)落實(shi)(shi)《關于加(jia)強中央(yang)企(qi)(qi)(qi)業(ye)信(xin)息(xi)化(hua)(hua)工(gong)作(zuo)的指(zhi)導意見》(國(guo)資發[2007]8號),加(jia)快推進中央(yang)企(qi)(qi)(qi)業(ye)信(xin)息(xi)化(hua)(hua)建(jian)設,實(shi)(shi)現2010年(nian)信(xin)息(xi)化(hua)(hua)發展(zhan)目標,結合中央(yang)企(qi)(qi)(qi)業(ye)信(xin)息(xi)化(hua)(hua)工(gong)作(zuo)的實(shi)(shi)際情(qing)況,針對存在的不足與差(cha)距(ju),提出如下意見。
一、制(zhi)訂信息(xi)(xi)化(hua)發展“登(deng)(deng)高計劃(hua)(hua)”。各中(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)要(yao)根據(ju)2007年(nian)度信息(xi)(xi)化(hua)水平評(ping)價結果,制(zhi)訂信息(xi)(xi)化(hua)發展“登(deng)(deng)高計劃(hua)(hua)”。“登(deng)(deng)高計劃(hua)(hua)”主要(yao)包括:信息(xi)(xi)化(hua)水平登(deng)(deng)高目(mu)標、主要(yao)任務、采取(qu)的(de)措施(shi)及達到(dao)(dao)(dao)目(mu)標的(de)時間進(jin)度等內(nei)容。信息(xi)(xi)化(hua)水平處于(yu)E級(ji)和(he)D級(ji)的(de)企(qi)(qi)業(ye)(ye),“登(deng)(deng)高計劃(hua)(hua)”目(mu)標要(yao)在2010年(nian)底(di)以前達到(dao)(dao)(dao)C級(ji)以上。處于(yu)C級(ji)、B級(ji)的(de)企(qi)(qi)業(ye)(ye)要(yao)制(zhi)訂達到(dao)(dao)(dao)上一級(ji)別的(de)“登(deng)(deng)高計劃(hua)(hua)”。A級(ji)企(qi)(qi)業(ye)(ye)要(yao)與國(guo)(guo)際先進(jin)水平全(quan)面對標,努力達到(dao)(dao)(dao)和(he)超過世(shi)界(jie)先進(jin)水平。各中(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)“登(deng)(deng)高計劃(hua)(hua)”請于(yu)6月底(di)前報國(guo)(guo)資(zi)委(wei)備(bei)案。國(guo)(guo)資(zi)委(wei)將定期監督檢(jian)查“登(deng)(deng)高計劃(hua)(hua)”的(de)執(zhi)行(xing)情況(kuang)。
二、建立首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)(CIO)制(zhi)(zhi)度(du),設(she)(she)立信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)專職管理部門。為(wei)(wei)加強企(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工作的(de)(de)(de)組(zu)織領導(dao),各中央企(qi)(qi)(qi)業(ye)(ye)可(ke)(ke)建立首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)制(zhi)(zhi)度(du),設(she)(she)立首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)。首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)的(de)(de)(de)主(zhu)要(yao)職責(ze)(ze)是(shi):挖掘(jue)企(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)資源、制(zhi)(zhi)定企(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)戰略(lve)、為(wei)(wei)企(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)布局、評(ping)估(gu)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)價值(zhi);負(fu)責(ze)(ze)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)流、物流、資金流的(de)(de)(de)整(zheng)合,完(wan)成(cheng)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)系統的(de)(de)(de)選(xuan)型(xing)實(shi)施;收集研(yan)(yan)究(jiu)企(qi)(qi)(qi)業(ye)(ye)內外部的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi),為(wei)(wei)決策(ce)提供依據;協助完(wan)成(cheng)企(qi)(qi)(qi)業(ye)(ye)業(ye)(ye)務流程重(zhong)組(zu)、運用信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)管理技術重(zhong)建企(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)決策(ce)體(ti)系和執(zhi)行體(ti)系;安排(pai)企(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)方面的(de)(de)(de)培訓,發現信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)應(ying)(ying)用的(de)(de)(de)瓶(ping)頸、觀察(cha)研(yan)(yan)究(jiu)企(qi)(qi)(qi)業(ye)(ye)運作中的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)流及其作用。對應(ying)(ying)首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)的(de)(de)(de)職責(ze)(ze)要(yao)求,各企(qi)(qi)(qi)業(ye)(ye)應(ying)(ying)賦予(yu)首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)相應(ying)(ying)的(de)(de)(de)決策(ce)權(quan)(quan)和審批權(quan)(quan),有關重(zhong)大決策(ce)應(ying)(ying)聽取首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)的(de)(de)(de)意(yi)見。條件(jian)暫不成(cheng)熟的(de)(de)(de)企(qi)(qi)(qi)業(ye)(ye),可(ke)(ke)先(xian)由現任(ren)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)主(zhu)管領導(dao)兼任(ren)首(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)官(guan)(guan)(guan)。
到(dao)2009年底,所有(you)中央企業都應建立(li)信息化專(zhuan)職(zhi)管(guan)理部門(men),做到(dao)機構、職(zhi)能、人員和責任“四(si)落(luo)實”。
三、全面(mian)建(jian)立信(xin)(xin)(xin)息(xi)化(hua)績效(xiao)考(kao)核制度。2009年,所有中央企業都應建(jian)立信(xin)(xin)(xin)息(xi)化(hua)工作績效(xiao)考(kao)核制度,切實(shi)把(ba)信(xin)(xin)(xin)息(xi)化(hua)建(jian)設的責任和義務傳(chuan)遞(di)到各(ge)級領導和全體員工,實(shi)現(xian)“一把(ba)手工程(cheng)”向“全員工程(cheng)”的轉變。確保層(ceng)層(ceng)落實(shi)信(xin)(xin)(xin)息(xi)化(hua)建(jian)設、應用、維(wei)護(hu)、升級和優化(hua)的責任。
四、全面(mian)建立(li)軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)資(zi)(zi)產(chan)(chan)管(guan)理(li)制度。為加(jia)快(kuai)推(tui)進使用正版軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)工作,加(jia)強軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)資(zi)(zi)產(chan)(chan)的管(guan)理(li),維護軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)資(zi)(zi)產(chan)(chan)使用的合法(fa)性,提高軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)資(zi)(zi)產(chan)(chan)的使用效(xiao)率,中央企業(ye)要全面(mian)建立(li)軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)資(zi)(zi)產(chan)(chan)管(guan)理(li)制度,將軟(ruan)(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)資(zi)(zi)產(chan)(chan)納入企業(ye)資(zi)(zi)產(chan)(chan)統一(yi)管(guan)理(li)的范疇(chou),由(you)資(zi)(zi)產(chan)(chan)管(guan)理(li)部門集中管(guan)理(li)。
五、全(quan)(quan)面建(jian)立(li)信(xin)息(xi)(xi)安(an)(an)(an)全(quan)(quan)等(deng)級保(bao)護(hu)(hu)制(zhi)(zhi)度。各企業(ye)信(xin)息(xi)(xi)化建(jian)設要(yao)有(you)統一的安(an)(an)(an)全(quan)(quan)管理要(yao)求,建(jian)立(li)信(xin)息(xi)(xi)系(xi)統安(an)(an)(an)全(quan)(quan)應急處理機制(zhi)(zhi),重特大(da)風險識別、防范和控制(zhi)(zhi)機制(zhi)(zhi),重要(yao)信(xin)息(xi)(xi)的保(bao)密和防護(hu)(hu)機制(zhi)(zhi),信(xin)息(xi)(xi)系(xi)統的災難恢復機制(zhi)(zhi),信(xin)息(xi)(xi)安(an)(an)(an)全(quan)(quan)崗位職責(ze)規范。要(yao)按(an)照國(guo)家信(xin)息(xi)(xi)安(an)(an)(an)全(quan)(quan)等(deng)級保(bao)護(hu)(hu)要(yao)求,完善信(xin)息(xi)(xi)安(an)(an)(an)全(quan)(quan)運(yun)(yun)行和場地安(an)(an)(an)全(quan)(quan),確保(bao)重要(yao)數據安(an)(an)(an)全(quan)(quan)和信(xin)息(xi)(xi)系(xi)統穩定運(yun)(yun)行。
六(liu)、樹(shu)立(li)信(xin)息(xi)(xi)化(hua)示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)。為大力推廣信(xin)息(xi)(xi)化(hua)優異(yi)成(cheng)果,發揮其示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)作用,國資(zi)委將根(gen)據(ju)各企業的申報,選擇應用成(cheng)果顯著(zhu)的應用系(xi)統工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng),經專家評審確認,樹(shu)立(li)十個示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng),分(fen)別(bie)是(shi):ERP示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、重大設備(bei)物資(zi)管(guan)理示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、資(zi)金(jin)集(ji)中(zhong)管(guan)理示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、決策(ce)支(zhi)持(chi)與(yu)綜合管(guan)理信(xin)息(xi)(xi)系(xi)統示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、軟件資(zi)產管(guan)理系(xi)統示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、技術創(chuang)新示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、風險防范(fan)(fan)(fan)(fan)管(guan)理系(xi)統示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、人力資(zi)源系(xi)統示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、電子商務示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、信(xin)息(xi)(xi)安全示(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)。
七、開展(zhan)中央企(qi)(qi)(qi)業(ye)間信息化建設的(de)幫(bang)扶(fu)。信息化建設相(xiang)對落后的(de)企(qi)(qi)(qi)業(ye)可以向國資委提(ti)出具體幫(bang)扶(fu)要(yao)求,由國資委統一(yi)組織采取(qu)“一(yi)幫(bang)一(yi)”或(huo)“多幫(bang)一(yi)”的(de)方(fang)式(shi),從(cong)先進(jin)(jin)企(qi)(qi)(qi)業(ye)借調優秀人(ren)才到后進(jin)(jin)企(qi)(qi)(qi)業(ye)掛職(zhi),時間不超過半年;或(huo)根據提(ti)出的(de)具體幫(bang)扶(fu)項目,一(yi)個(ge)(ge)項目一(yi)個(ge)(ge)項目地幫(bang)扶(fu)。先進(jin)(jin)企(qi)(qi)(qi)業(ye)要(yao)發(fa)揚風格,派出得(de)力人(ren)員支持后進(jin)(jin)企(qi)(qi)(qi)業(ye)加快(kuai)發(fa)展(zhan)。
八、實施(shi)中央(yang)企(qi)業(ye)信息(xi)化建設成果的(de)共享。鼓(gu)勵中央(yang)企(qi)業(ye)將擁(yong)有(you)自(zi)主(zhu)知識(shi)產(chan)權的(de)應用軟(ruan)件,在中央(yang)企(qi)業(ye)范圍實施(shi)共享,有(you)償使用,以避免(mian)重復(fu)開發、重復(fu)投資(zi)(zi),縮(suo)短開發建設周期(qi)。擁(yong)有(you)自(zi)主(zhu)知識(shi)產(chan)權應用軟(ruan)件的(de)企(qi)業(ye)可(ke)將其軟(ruan)件產(chan)品報國資(zi)(zi)委(wei)備案,由國資(zi)(zi)委(wei)向其他(ta)中央(yang)企(qi)業(ye)推薦。
九、開(kai)展中(zhong)央(yang)企(qi)業(ye)(ye)(ye)信息化合(he)作外(wai)包。由于缺乏資金投(tou)入(ru),技(ji)術人員不夠,信息化建(jian)設推進比較慢的(de)企(qi)業(ye)(ye)(ye)可(ke)以(yi)考慮(lv)采用外(wai)包的(de)方(fang)式,提出具體需(xu)求(qiu),由中(zhong)央(yang)企(qi)業(ye)(ye)(ye)中(zhong)的(de)網絡(luo)運營商(shang)、系統集(ji)成商(shang)、軟件(jian)開(kai)發商(shang)承包統一(yi)建(jian)設信息網絡(luo)平臺(tai)和管理(li)信息系統,并負責(ze)日常運維,企(qi)業(ye)(ye)(ye)按(an)年支付(fu)租金,以(yi)減(jian)少一(yi)次(ci)性(xing)集(ji)中(zhong)投(tou)資,縮短建(jian)設周(zhou)期,解(jie)決技(ji)術人員缺乏問題,加快推進信息化建(jian)設。選擇這種外(wai)包方(fang)式的(de)企(qi)業(ye)(ye)(ye),可(ke)向(xiang)國資委(wei)申報,由國資委(wei)協調組織。
十、組織(zhi)開展專(zhuan)(zhuan)家(jia)咨(zi)詢和培訓工作。為盡快提(ti)高中(zhong)(zhong)央企業(ye)(ye)信(xin)息(xi)化(hua)整體水平,國資委將應企業(ye)(ye)要求(qiu),組織(zhi)專(zhuan)(zhuan)家(jia)為中(zhong)(zhong)央企業(ye)(ye)信(xin)息(xi)化(hua)建設(she)提(ti)供(gong)專(zhuan)(zhuan)業(ye)(ye)咨(zi)詢,指(zhi)導企業(ye)(ye)信(xin)息(xi)化(hua)建設(she)。為提(ti)高首席(xi)信(xin)息(xi)官的業(ye)(ye)務(wu)(wu)水平,國資委將定期舉辦(ban)中(zhong)(zhong)央企業(ye)(ye)首席(xi)信(xin)息(xi)官業(ye)(ye)務(wu)(wu)培訓班。
十(shi)一、組織(zhi)開(kai)展中央企(qi)業(ye)門(men)戶(hu)網(wang)(wang)站(zhan)(zhan)(zhan)績(ji)效(xiao)評(ping)(ping)估工作。企(qi)業(ye)門(men)戶(hu)網(wang)(wang)站(zhan)(zhan)(zhan)是企(qi)業(ye)信息(xi)化建設重要(yao)內容之一,為打(da)造中央企(qi)業(ye)網(wang)(wang)上(shang)形象,擴展網(wang)(wang)上(shang)服務的種類和(he)質量,提高網(wang)(wang)站(zhan)(zhan)(zhan)建設水平,國資委將(jiang)制定(ding)中央企(qi)業(ye)門(men)戶(hu)網(wang)(wang)站(zhan)(zhan)(zhan)績(ji)效(xiao)評(ping)(ping)估辦(ban)法,對各企(qi)業(ye)門(men)戶(hu)網(wang)(wang)站(zhan)(zhan)(zhan)開(kai)展績(ji)效(xiao)評(ping)(ping)估。
十(shi)二(er)、表彰中(zhong)央企(qi)業信(xin)息(xi)化(hua)(hua)(hua)工作先(xian)(xian)(xian)進(jin)集體和先(xian)(xian)(xian)進(jin)個(ge)人(ren)(ren)。國資(zi)委(wei)將(jiang)制定中(zhong)央企(qi)業信(xin)息(xi)化(hua)(hua)(hua)工作先(xian)(xian)(xian)進(jin)集體和先(xian)(xian)(xian)進(jin)個(ge)人(ren)(ren)評選辦法,適時對中(zhong)央企(qi)業信(xin)息(xi)化(hua)(hua)(hua)工作成效顯著的先(xian)(xian)(xian)進(jin)集體和為企(qi)業信(xin)息(xi)化(hua)(hua)(hua)工作作出(chu)突(tu)出(chu)貢獻的先(xian)(xian)(xian)進(jin)個(ge)人(ren)(ren)進(jin)行表彰。
