中煤能源:主業為綱 管理為先

    中國中煤(mei)(mei)(mei)(mei)能源(yuan)集(ji)(ji)團公(gong)(gong)司(si)(以(yi)下簡(jian)稱中煤(mei)(mei)(mei)(mei)集(ji)(ji)團公(gong)(gong)司(si))是國資委管(guan)理(li)(li)的(de)(de)國有重要骨干(gan)企(qi)(qi)業(ye)(ye)(ye),公(gong)(gong)司(si)主業(ye)(ye)(ye)為(wei)煤(mei)(mei)(mei)(mei)炭(tan)生(sheng)產(chan)及(ji)貿(mao)易(yi)、煤(mei)(mei)(mei)(mei)化(hua)(hua)(hua)工(gong)、煤(mei)(mei)(mei)(mei)層氣開發(fa)(fa)、坑口發(fa)(fa)電(dian)、煤(mei)(mei)(mei)(mei)礦建(jian)設(she)、煤(mei)(mei)(mei)(mei)機制造及(ji)相關工(gong)程技術服務。根據中央“以(yi)信(xin)(xin)息化(hua)(hua)(hua)帶動工(gong)業(ye)(ye)(ye)化(hua)(hua)(hua),以(yi)工(gong)業(ye)(ye)(ye)化(hua)(hua)(hua)促進信(xin)(xin)息化(hua)(hua)(hua)”的(de)(de)有關精(jing)神(shen),中煤(mei)(mei)(mei)(mei)集(ji)(ji)團公(gong)(gong)司(si)緊緊圍繞企(qi)(qi)業(ye)(ye)(ye)發(fa)(fa)展戰略目標和核心業(ye)(ye)(ye)務開展信(xin)(xin)息化(hua)(hua)(hua)建(jian)設(she),并(bing)注重做好(hao)信(xin)(xin)息化(hua)(hua)(hua)建(jian)設(she)與(yu)提(ti)升企(qi)(qi)業(ye)(ye)(ye)管(guan)理(li)(li)水平和提(ti)高企(qi)(qi)業(ye)(ye)(ye)經濟效(xiao)益的(de)(de)緊密結合。過(guo)去的(de)(de)幾年(nian)中,中煤(mei)(mei)(mei)(mei)集(ji)(ji)團公(gong)(gong)司(si)按照“五統一(yi)(yi)”原則(統一(yi)(yi)規劃(hua)、統一(yi)(yi)標準、統一(yi)(yi)投資、統一(yi)(yi)建(jian)設(she)、統一(yi)(yi)管(guan)理(li)(li))先后建(jian)設(she)了(le)(le)包括廣域(yu)網、視(shi)頻會議(yi)系統在內(nei)的(de)(de)一(yi)(yi)批信(xin)(xin)息化(hua)(hua)(hua)基礎設(she)施,完成了(le)(le)生(sheng)產(chan)調度報(bao)表、財(cai)務資金集(ji)(ji)中管(guan)理(li)(li)和人力資源(yuan)管(guan)理(li)(li)等(deng)信(xin)(xin)息系統的(de)(de)建(jian)設(she)工(gong)作。企(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)息化(hua)(hua)(hua)工(gong)作打開了(le)(le)新局面(mian),信(xin)(xin)息化(hua)(hua)(hua)水平上了(le)(le)新臺階(jie)。下面(mian),我們(men)簡(jian)要總(zong)結我公(gong)(gong)司(si)信(xin)(xin)息化(hua)(hua)(hua)建(jian)設(she)實踐(jian)中的(de)(de)主要做法和體會,供同志們(men)研究和討論。

    一、對中煤集團公司近(jin)年來信(xin)息化工作(zuo)的(de)總結(jie)

    (一)切(qie)實抓好(hao)信息化工作的組織領導。

    中煤(mei)集(ji)團公司(si)信(xin)息化工(gong)作(zuo)(zuo)(zuo)領(ling)導(dao)小組(zu)成立時間較(jiao)早,之后又根據信(xin)息化工(gong)作(zuo)(zuo)(zuo)的(de)實際需求對(dui)信(xin)息化工(gong)作(zuo)(zuo)(zuo)領(ling)導(dao)小組(zu)進行了調整(zheng),明(ming)確(que)了領(ling)導(dao)小組(zu)的(de)組(zu)成人員(yuan)及職責,集(ji)團公司(si)總經(jing)理(li)經(jing)天亮同志(zhi)親自擔任領(ling)導(dao)小組(zu)組(zu)長。公司(si)各所屬(shu)企(qi)業(ye)也按集(ji)團公司(si)要(yao)求,成立了由(you)企(qi)業(ye)“一把手”掛帥的(de)信(xin)息化工(gong)作(zuo)(zuo)(zuo)領(ling)導(dao)小組(zu)。

    針(zhen)對信(xin)(xin)息(xi)化工作中(zhong)常見的(de)(de)信(xin)(xin)息(xi)化項(xiang)(xiang)(xiang)目(mu)無序上馬、易出(chu)現信(xin)(xin)息(xi)孤島等問(wen)題,公司(si)陸續出(chu)臺了一系列(lie)相關制(zhi)度(du),要求所屬(shu)企業(ye)須將(jiang)擬(ni)建(jian)的(de)(de)信(xin)(xin)息(xi)化項(xiang)(xiang)(xiang)目(mu)、或擬(ni)建(jian)項(xiang)(xiang)(xiang)目(mu)中(zhong)包含(han)的(de)(de)信(xin)(xin)息(xi)化建(jian)設子項(xiang)(xiang)(xiang)的(de)(de)技術方案(an)報集(ji)團(tuan)公司(si)信(xin)(xin)息(xi)化建(jian)設領導小組,經審核并批(pi)準(zhun)后方可(ke)實(shi)施(shi)。未經批(pi)準(zhun)的(de)(de)項(xiang)(xiang)(xiang)目(mu),各單(dan)位不(bu)得擅自建(jian)設。同時規(gui)定(ding),凡涉及整個集(ji)團(tuan)公司(si)全局管控、主營業(ye)務的(de)(de)綜合(he)管理信(xin)(xin)息(xi)系統,必須由集(ji)團(tuan)公司(si)統一組織(zhi)實(shi)施(shi),各所屬(shu)企業(ye)不(bu)得單(dan)獨建(jian)設。

    信(xin)息化(hua)工作領導小組的建立(li),加之(zhi)相(xiang)關(guan)制度的有(you)效施行,初步遏(e)制了信(xin)息化(hua)建設中各所屬企業“自掃(sao)門前雪”的勢頭,確立(li)了中煤集團(tuan)公(gong)司信(xin)息化(hua)建設“一盤棋”的格局。

    (二(er))推(tui)動信息化(hua)專職(zhi)管理機構的(de)建設。

    信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)(gou)在企(qi)(qi)業(ye)(ye)內的(de)(de)(de)地位特殊,相(xiang)對(dui)(dui)于(yu)提出需求的(de)(de)(de)業(ye)(ye)務(wu)部門(men),它是乙方,而對(dui)(dui)于(yu)各類信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系統承建(jian)方,它是甲方。信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)(gou)能(neng)否做好角色的(de)(de)(de)轉換,發揮(hui)好橋梁和紐帶(dai)作(zuo)(zuo)用,對(dui)(dui)于(yu)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設工(gong)作(zuo)(zuo)意義重大。中(zhong)(zhong)煤(mei)集(ji)(ji)團(tuan)公司(si)(si)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設的(de)(de)(de)具體(ti)工(gong)作(zuo)(zuo)由集(ji)(ji)團(tuan)公司(si)(si)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技(ji)術管(guan)(guan)(guan)理(li)(li)中(zhong)(zhong)心歸口管(guan)(guan)(guan)理(li)(li)。信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技(ji)術管(guan)(guan)(guan)理(li)(li)中(zhong)(zhong)心成(cheng)立(li)之(zhi)初(chu),即將推動(dong)集(ji)(ji)團(tuan)公司(si)(si)所屬企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)(gou)的(de)(de)(de)建(jian)設作(zuo)(zuo)為中(zhong)(zhong)心的(de)(de)(de)一(yi)項重要工(gong)作(zuo)(zuo)來抓。目前,中(zhong)(zhong)煤(mei)集(ji)(ji)團(tuan)公司(si)(si)所屬重點生產企(qi)(qi)業(ye)(ye)中(zhong)(zhong),絕大多數已(yi)成(cheng)立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)(gou),但仍有部分企(qi)(qi)業(ye)(ye)將信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)理(li)(li)職(zhi)(zhi)(zhi)能(neng)掛靠在企(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)理(li)(li)部、技(ji)術中(zhong)(zhong)心或辦公室等部門(men)。針對(dui)(dui)這種情況,在過去的(de)(de)(de)幾年中(zhong)(zhong),我們(men)一(yi)面繼續推動(dong)未(wei)建(jian)立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)(gou)的(de)(de)(de)企(qi)(qi)業(ye)(ye)抓緊設立(li)相(xiang)關機(ji)構(gou)(gou)(gou),另(ling)一(yi)方面,對(dui)(dui)已(yi)設立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)(gou)的(de)(de)(de)企(qi)(qi)業(ye)(ye),我們(men)要求不但要給牌子,還要賦(fu)予相(xiang)應的(de)(de)(de)職(zhi)(zhi)(zhi)能(neng),使這些(xie)機(ji)構(gou)(gou)(gou)能(neng)夠(gou)真正成(cheng)為企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)的(de)(de)(de)“大管(guan)(guan)(guan)家”。

    2006年4月間,信息(xi)(xi)中心(xin)在(zai)多(duo)次(ci)調研的(de)(de)基礎上提出:平朔(shuo)公(gong)司(si)(si)作(zuo)為(wei)集團公(gong)司(si)(si)所屬重點(dian)煤(mei)炭生產企業,其(qi)信息(xi)(xi)化建(jian)設(she)工作(zuo)繁重且(qie)復雜,平朔(shuo)公(gong)司(si)(si)必須成立(li)獨(du)立(li)的(de)(de)信息(xi)(xi)化專職管(guan)理(li)(li)(li)機構(gou),統一管(guan)理(li)(li)(li)公(gong)司(si)(si)信息(xi)(xi)化工作(zuo)。此建(jian)議得到集團公(gong)司(si)(si)領導的(de)(de)大力支(zhi)持,平朔(shuo)公(gong)司(si)(si)隨即成立(li)了獨(du)立(li)的(de)(de)信息(xi)(xi)化專職管(guan)理(li)(li)(li)機構(gou)。目前,平朔(shuo)公(gong)司(si)(si)的(de)(de)信息(xi)(xi)化建(jian)設(she)工作(zuo)已在(zai)其(qi)信息(xi)(xi)中心(xin)的(de)(de)管(guan)理(li)(li)(li)下有(you)序展開。

    伴隨著企業(ye)信息化工作的(de)(de)深入進(jin)行,企業(ye)信息化專(zhuan)職(zhi)管(guan)理機構(gou)也將(jiang)逐步建(jian)立(li)、發展(zhan)和壯大。我們(men)將(jiang)繼續就專(zhuan)職(zhi)管(guan)理機構(gou)建(jian)設問(wen)題(ti)展(zhan)開調(diao)查研究(jiu)并提出意見和建(jian)議。同時,我們(men)還(huan)將(jiang)采取(qu)以項目建(jian)設促機構(gou)建(jian)設的(de)(de)方式,通過信息系統的(de)(de)成(cheng)功建(jian)設和應用來(lai)逐步建(jian)立(li)健全企業(ye)信息化專(zhuan)職(zhi)管(guan)理機構(gou)。

    (三)初步制定了企業(ye)信息(xi)化規(gui)劃。

    信(xin)(xin)(xin)息(xi)化(hua)(hua)建設(she)必須(xu)有(you)的(de)(de)(de)放矢(shi),在(zai)信(xin)(xin)(xin)息(xi)化(hua)(hua)規(gui)(gui)(gui)劃(hua)(hua)(hua)的(de)(de)(de)指導下(xia)有(you)序進行。中煤(mei)集團(tuan)公(gong)司(si)對(dui)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)息(xi)化(hua)(hua)規(gui)(gui)(gui)劃(hua)(hua)(hua)的(de)(de)(de)編制(zhi)工(gong)作提出的(de)(de)(de)要(yao)求(qiu)是,既要(yao)有(you)三至五年的(de)(de)(de)長遠規(gui)(gui)(gui)劃(hua)(hua)(hua),也要(yao)有(you)一(yi)(yi)(yi)年的(de)(de)(de)短期(qi)規(gui)(gui)(gui)劃(hua)(hua)(hua);規(gui)(gui)(gui)劃(hua)(hua)(hua)中要(yao)體(ti)(ti)現“統(tong)一(yi)(yi)(yi)規(gui)(gui)(gui)劃(hua)(hua)(hua)、統(tong)一(yi)(yi)(yi)標(biao)準(zhun)、統(tong)一(yi)(yi)(yi)投資(zi)、統(tong)一(yi)(yi)(yi)建設(she)、統(tong)一(yi)(yi)(yi)管理”的(de)(de)(de)信(xin)(xin)(xin)息(xi)化(hua)(hua)建設(she)基(ji)本原則(ze);要(yao)符合集團(tuan)公(gong)司(si)和(he)本企(qi)(qi)業(ye)(ye)總體(ti)(ti)發展(zhan)規(gui)(gui)(gui)劃(hua)(hua)(hua),要(yao)體(ti)(ti)現出通過信(xin)(xin)(xin)息(xi)化(hua)(hua)建設(she)提升和(he)發展(zhan)主營(ying)業(ye)(ye)務的(de)(de)(de)思(si)路和(he)措施;要(yao)包含資(zi)金、人員及培訓的(de)(de)(de)組織安排,還要(yao)包括(kuo)舊(jiu)有(you)信(xin)(xin)(xin)息(xi)化(hua)(hua)系統(tong)的(de)(de)(de)改造(zao)和(he)處理辦法。按照這(zhe)個思(si)路,集團(tuan)公(gong)司(si)及部分所屬企(qi)(qi)業(ye)(ye)先后編制(zhi)了信(xin)(xin)(xin)息(xi)化(hua)(hua)建設(she)的(de)(de)(de)短期(qi)規(gui)(gui)(gui)劃(hua)(hua)(hua)。同(tong)時(shi),集團(tuan)公(gong)司(si)信(xin)(xin)(xin)息(xi)化(hua)(hua)總體(ti)(ti)規(gui)(gui)(gui)劃(hua)(hua)(hua)也已被納入《中煤(mei)集團(tuan)公(gong)司(si)“十一(yi)(yi)(yi)五”發展(zhan)規(gui)(gui)(gui)劃(hua)(hua)(hua)》中。

    (四)完成了企業廣域網、視頻(pin)會議(yi)系統等信息化基礎設(she)施的建設(she)。

    中煤集(ji)團(tuan)公司廣域(yu)網及(ji)視(shi)頻會(hui)(hui)議(yi)(yi)(yi)系(xi)(xi)(xi)統(tong)于(yu)2005年9月建成并投(tou)入使用(yong)。該系(xi)(xi)(xi)統(tong)是中煤集(ji)團(tuan)公司開展信(xin)息化(hua)建設以(yi)(yi)來(lai)投(tou)入最大(da)、涉(she)及(ji)范圍最廣的(de)項目(mu),涉(she)及(ji)公司所屬(shu)二、三級企業36家。廣域(yu)網建設完成后,為公司資金集(ji)中管理系(xi)(xi)(xi)統(tong)、視(shi)頻會(hui)(hui)議(yi)(yi)(yi)系(xi)(xi)(xi)統(tong)、生產(chan)調度報(bao)表系(xi)(xi)(xi)統(tong)、VOIP系(xi)(xi)(xi)統(tong)及(ji)正(zheng)在實施中的(de)人(ren)(ren)力(li)資源管理系(xi)(xi)(xi)統(tong)和安全監控(kong)系(xi)(xi)(xi)統(tong)提供(gong)了安全、穩(wen)定的(de)網絡平臺(tai)。其中,自視(shi)頻會(hui)(hui)議(yi)(yi)(yi)系(xi)(xi)(xi)統(tong)投(tou)入使用(yong)以(yi)(yi)來(lai),集(ji)團(tuan)公司總部已先(xian)后召(zhao)開視(shi)頻會(hui)(hui)議(yi)(yi)(yi)30余次,參會(hui)(hui)人(ren)(ren)數約(yue)(yue)5500人(ren)(ren),除提高辦公效率、擴大(da)會(hui)(hui)議(yi)(yi)(yi)受眾面以(yi)(yi)及(ji)減少會(hui)(hui)議(yi)(yi)(yi)出差履行外,每(mei)年可(ke)直(zhi)接節約(yue)(yue)經(jing)費約(yue)(yue)600萬元。

    (五)實施了資(zi)金集中管(guan)理(li)(li)、人力資(zi)源管(guan)理(li)(li)、安全監控(kong)等大(da)型信息系統。

    實踐證明,該套(tao)資(zi)(zi)(zi)金(jin)(jin)集中管(guan)理(li)系統有(you)利于(yu)降低資(zi)(zi)(zi)金(jin)(jin)成(cheng)本,提高經(jing)(jing)濟效(xiao)益;有(you)利于(yu)集團內部(bu)資(zi)(zi)(zi)金(jin)(jin)的(de)合力配置(zhi)和(he)流動,提高資(zi)(zi)(zi)金(jin)(jin)使(shi)用(yong)效(xiao)率;有(you)利于(yu)化解(jie)風險,規(gui)范資(zi)(zi)(zi)金(jin)(jin)流向,保證資(zi)(zi)(zi)金(jin)(jin)健康(kang)運營。據(ju)初(chu)步(bu)統計,實行資(zi)(zi)(zi)金(jin)(jin)集中管(guan)理(li)以(yi)來,集團公司通(tong)過提前還貸、置(zhi)換高息貸款、盤活(huo)存量資(zi)(zi)(zi)金(jin)(jin)、內部(bu)調(diao)劑(ji)及利用(yong)銀行綜合授信降低融資(zi)(zi)(zi)成(cheng)本等方式產生的(de)直接(jie)和(he)間接(jie)經(jing)(jing)濟效(xiao)益超(chao)過1.45億元(yuan),有(you)利地(di)支持了(le)集團的(de)生產經(jing)(jing)營。

    2.安(an)(an)全(quan)(quan)監控(kong)系(xi)統(tong)。中煤(mei)(mei)(mei)集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)司安(an)(an)全(quan)(quan)監控(kong)系(xi)統(tong)是涵蓋(gai)集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)司總(zong)部及(ji)所屬煤(mei)(mei)(mei)礦生(sheng)產(chan)企業的計算(suan)機應用(yong)系(xi)統(tong),能(neng)(neng)夠提供基于地理信息系(xi)統(tong)的遠程監測(ce)聯網、日常(chang)安(an)(an)全(quan)(quan)監管(guan)和應急救援指(zhi)揮(hui)等(deng)功能(neng)(neng),初(chu)步建立縱貫(guan)中煤(mei)(mei)(mei)集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)司總(zong)部及(ji)所屬煤(mei)(mei)(mei)礦生(sheng)產(chan)單位(wei)的安(an)(an)全(quan)(quan)監控(kong)體系(xi)。目前(qian)項(xiang)目一(yi)期已(yi)上線運行,在集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)司總(zong)部即可實時監測(ce)所屬主(zhu)要礦井各工作面的瓦(wa)(wa)斯(si)、一(yi)氧化碳、風(feng)速、溫(wen)度等(deng)實時數據及(ji)報(bao)警情況(kuang)。二期工程完工后,集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)司及(ji)各煤(mei)(mei)(mei)礦生(sheng)產(chan)單位(wei)可根據瓦(wa)(wa)斯(si)超限等(deng)事故情況(kuang)啟(qi)動存儲在系(xi)統(tong)中的相(xiang)應預案,根據應急預案向各相(xiang)關部門(men)和人(ren)員下(xia)達(da)應急救援指(zhi)令,指(zhi)揮(hui)相(xiang)關部門(men)與人(ren)員展開救助(zhu)工作。此項(xiang)目預計于年(nian)內完工。

    3.人(ren)力(li)資(zi)(zi)(zi)(zi)源管(guan)(guan)理(li)(li)(li)系統(tong)(tong)。為實(shi)現中煤(mei)集團公司人(ren)力(li)資(zi)(zi)(zi)(zi)源管(guan)(guan)理(li)(li)(li)科學化(hua)、規范化(hua),公司人(ren)力(li)資(zi)(zi)(zi)(zi)源管(guan)(guan)理(li)(li)(li)總部及(ji)信(xin)息(xi)中心共同(tong)牽頭實(shi)施(shi)了(le)人(ren)力(li)資(zi)(zi)(zi)(zi)源管(guan)(guan)理(li)(li)(li)系統(tong)(tong),該系統(tong)(tong)涉及(ji)公司各級人(ren)力(li)資(zi)(zi)(zi)(zi)源管(guan)(guan)理(li)(li)(li)部門,涵(han)蓋了(le)從人(ren)力(li)資(zi)(zi)(zi)(zi)源計(ji)劃(包(bao)括(kuo)(kuo)機構管(guan)(guan)理(li)(li)(li)、職(zhi)位(wei)管(guan)(guan)理(li)(li)(li)、職(zhi)位(wei)分(fen)析)、人(ren)才招聘(pin)到人(ren)事管(guan)(guan)理(li)(li)(li)(包(bao)括(kuo)(kuo)人(ren)事信(xin)息(xi)管(guan)(guan)理(li)(li)(li)、合同(tong)管(guan)(guan)理(li)(li)(li)、考勤(qin)休假管(guan)(guan)理(li)(li)(li)、保險(xian)管(guan)(guan)理(li)(li)(li)、績(ji)效評估、轉崗離職(zhi)管(guan)(guan)理(li)(li)(li))、薪資(zi)(zi)(zi)(zi)/福(fu)利管(guan)(guan)理(li)(li)(li)以(yi)及(ji)員工(gong)的培訓、職(zhi)業生涯規劃等各方面管(guan)(guan)理(li)(li)(li)內(nei)容(rong),為人(ren)力(li)資(zi)(zi)(zi)(zi)源管(guan)(guan)理(li)(li)(li)輔(fu)助辦公及(ji)決(jue)策提供了(le)全面而高(gao)效的支持。

    目前,人力資(zi)源管理系統(tong)一(yi)期(qi)工(gong)程(cheng)已(yi)經(jing)完(wan)成,系統(tong)已(yi)在集團總(zong)部及兩家重要二(er)級企業投(tou)入運行;二(er)期(qi)工(gong)程(cheng)正在實施中。

    二(er)、中煤(mei)集團公司推進信息化工作的主要經驗體會

    (一(yi))轉變觀念,提高(gao)認識(shi),將信(xin)息化建設與促生產、保安全、加強企(qi)業管控緊密結(jie)合。

    中煤集團公(gong)司一(yi)(yi)貫重(zhong)視(shi)信(xin)(xin)息化建設(she)在企業發(fa)展中的(de)重(zhong)要(yao)作用(yong),不但從(cong)機構設(she)置上給予信(xin)(xin)息化工作充分保證,包括(kuo)經天亮總經理在內(nei)的(de)集團公(gong)司領(ling)導(dao)還在信(xin)(xin)息化領(ling)導(dao)小(xiao)組和一(yi)(yi)些重(zhong)要(yao)信(xin)(xin)息化項(xiang)目(mu)親(qin)自(zi)掛(gua)帥(shuai)。集團公(gong)司領(ling)導(dao)層的(de)信(xin)(xin)息化意識到(dao)位(wei)和對信(xin)(xin)息化工作的(de)高度(du)重(zhong)視(shi),是近年來中煤集團公(gong)司信(xin)(xin)息化建設(she)工作取(qu)得較快發(fa)展的(de)重(zhong)要(yao)原(yuan)因。

    在信(xin)息化建設(she)過(guo)程中,我們一貫強調注重利用(yong)信(xin)息技術和手段為公司創(chuang)造效益,節約成本,講實(shi)際、求(qiu)實(shi)效,量力而(er)行,絕不(bu)貪大圖洋(yang)。我們堅持信(xin)息系統建設(she)要靠“需(xu)求(qiu)拉動(dong)、業(ye)(ye)務驅動(dong)”,切忌(ji)出(chu)現因企(qi)業(ye)(ye)信(xin)息化戰略和企(qi)業(ye)(ye)發展戰略脫節,信(xin)息技術的(de)應用(yong)與企(qi)業(ye)(ye)經營(ying)目標(biao)脫鉤而(er)形成的(de)“空中樓(lou)閣”。

    (二)找(zhao)準信息化(hua)工作的切入點,注重(zhong)應(ying)用信息化(hua)手段解決企業(ye)經營管理中主(zhu)要矛盾。

    (三)堅(jian)持“五統一”原(yuan)則,使信息化建設有章可循。

    通過(guo)多年(nian)的(de)(de)信(xin)息(xi)化(hua)實(shi)踐,我們(men)認識(shi)(shi)到(dao),企業(ye)信(xin)息(xi)化(hua)需要(yao)既懂信(xin)息(xi)技(ji)術、又了解公(gong)(gong)司(si)業(ye)務(wu)(wu)的(de)(de)復合型人(ren)才,而(er)信(xin)息(xi)系統(tong)在企業(ye)內順(shun)利地推廣使用依賴于(yu)企業(ye)員(yuan)工的(de)(de)信(xin)息(xi)技(ji)術水平(ping)。因此,中煤集團公(gong)(gong)司(si)充分重視并加強(qiang)了人(ren)員(yuan)培(pei)訓(xun)和(he)人(ren)才隊伍建設(she)。一方(fang)面(mian),我們(men)做好機構(gou)建設(she)工作(zuo),給(gei)信(xin)息(xi)化(hua)管理機構(gou)增加編制(zhi)、補(bu)充人(ren)員(yuan);另一方(fang)面(mian),我們(men)注(zhu)重作(zuo)好人(ren)員(yuan)培(pei)訓(xun)工作(zuo),為信(xin)息(xi)化(hua)從業(ye)人(ren)員(yuan)提(ti)供信(xin)息(xi)技(ji)術和(he)公(gong)(gong)司(si)業(ye)務(wu)(wu)管理知(zhi)識(shi)(shi)的(de)(de)培(pei)訓(xun)。同時,在信(xin)息(xi)化(hua)項(xiang)目方(fang)案制(zhi)訂和(he)實(shi)施過(guo)程中,始終堅(jian)持(chi)“培(pei)訓(xun)先行”,將培(pei)訓(xun)工作(zuo)作(zuo)為項(xiang)目建設(she)的(de)(de)重要(yao)組成內容。

    根據(ju)國資(zi)委提出(chu)的中央企業信息化工作發展目標,在2010年前,圍(wei)繞著(zhu)信息化基礎設(she)施、核(he)心業務應用(yong)系(xi)統(tong)和(he)綜合管理信息系(xi)統(tong)的建(jian)設(she),我們還將做(zuo)好以下幾件事(shi)情:

    1.加快建設包括(kuo)ERP系統在內的(de)企業(ye)綜合管理(li)(li)信息系統。以管理(li)(li)信息系統為載體將現(xian)代企業(ye)管理(li)(li)制度和(he)精細化(hua)管理(li)(li)的(de)思(si)路及措施貫徹落實到企業(ye)管理(li)(li)的(de)各環節(jie)中,實現(xian)提高管理(li)(li)水平、增強企業(ye)管控力度的(de)目(mu)標。

    2.加快煤炭生(sheng)產及貿易(yi)等主營(ying)(ying)業(ye)務(wu)(wu)信息(xi)(xi)系統的建設和(he)應(ying)用(yong)。近(jin)年來,國內煤炭消費市(shi)場持續看好,煤炭產能不斷增加。作為將(jiang)煤炭生(sheng)產和(he)銷售為主營(ying)(ying)業(ye)務(wu)(wu)之一(yi)的企(qi)業(ye),我(wo)們需未雨綢繆(mou),抓緊時間建設一(yi)批主營(ying)(ying)業(ye)務(wu)(wu)相關(guan)的信息(xi)(xi)系統,通(tong)過信息(xi)(xi)系統的應(ying)用(yong)來提高生(sheng)產效率、降低(di)單耗、壓(ya)縮成本(ben)并對(dui)(dui)市(shi)場需求的變化保持敏銳的反應(ying),為應(ying)對(dui)(dui)未來更激(ji)烈的市(shi)場競爭做好準備。

    3.制訂(ding)并出(chu)臺中煤集團(tuan)公司(si)信(xin)(xin)息(xi)(xi)化(hua)技術標(biao)準(zhun)和管(guan)(guan)理(li)(li)規范(fan)(fan)。信(xin)(xin)息(xi)(xi)化(hua)技術標(biao)準(zhun)和管(guan)(guan)理(li)(li)規范(fan)(fan)的(de)缺(que)失,是造成(cheng)企業(ye)“信(xin)(xin)息(xi)(xi)孤島”的(de)主要(yao)原因之(zhi)一。因此,結合企業(ye)特點(dian),制訂(ding)相(xiang)關的(de)信(xin)(xin)息(xi)(xi)化(hua)技術標(biao)準(zhun),不但(dan)是貫徹國資委(wei)要(yao)求,實現按照項目(mu)間的(de)邏輯關系和優(you)先(xian)次序,分步(bu)實施的(de)必要(yao)前提(ti),也是提(ti)高信(xin)(xin)息(xi)(xi)化(hua)投資回報(bao)必由之(zhi)路(lu)。同時,我們還(huan)將總結過(guo)去幾(ji)年信(xin)(xin)息(xi)(xi)化(hua)工作經驗,參考投資和基建類項目(mu)管(guan)(guan)理(li)(li)的(de)成(cheng)功經驗,積極摸索和完善(shan)一套信(xin)(xin)息(xi)(xi)化(hua)項目(mu)特點(dian)的(de)項目(mu)管(guan)(guan)理(li)(li)方(fang)法。

    在國資(zi)委的(de)領導下,中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)近年來(lai)的(de)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作(zuo)獲(huo)得了(le)長足的(de)發(fa)展。但對(dui)(dui)標國內(nei)外先進企(qi)(qi)(qi)(qi)(qi)業(ye)(ye),央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作(zuo)仍然任重而(er)道遠(yuan)。我們將繼(ji)續(xu)本著“請(qing)進來(lai)、走(zou)出去(qu)”的(de)原則,請(qing)來(lai)信(xin)息(xi)(xi)(xi)化(hua)(hua)方面的(de)專家深入企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)分析問題,指導建(jian)設;企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)的(de)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作(zuo)者(zhe)也要走(zou)出去(qu),到信(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)設先進單位取經(jing),共同把(ba)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)的(de)信(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)設搞(gao)好,滿足中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)做大做強的(de)過(guo)程(cheng)中(zhong)(zhong)對(dui)(dui)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作(zuo)提出的(de)新要求。
