中國中煤(mei)能源(yuan)集(ji)團公(gong)(gong)司(si)(以下簡(jian)稱(cheng)中煤(mei)集(ji)團公(gong)(gong)司(si))是國資(zi)委(wei)管(guan)理(li)的國有(you)重要骨干企(qi)(qi)業(ye)(ye)(ye),公(gong)(gong)司(si)主業(ye)(ye)(ye)為煤(mei)炭(tan)生產(chan)及(ji)貿易、煤(mei)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)工、煤(mei)層氣開發、坑口發電、煤(mei)礦建設、煤(mei)機制造(zao)及(ji)相(xiang)關工程技(ji)術服(fu)務(wu)。根據中央“以信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)帶(dai)動工業(ye)(ye)(ye)化(hua)(hua)(hua)(hua)(hua)(hua)(hua),以工業(ye)(ye)(ye)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)促進信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)”的有(you)關精神(shen),中煤(mei)集(ji)團公(gong)(gong)司(si)緊(jin)緊(jin)圍繞企(qi)(qi)業(ye)(ye)(ye)發展戰略目標和核心業(ye)(ye)(ye)務(wu)開展信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建設,并注重做好(hao)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建設與提升企(qi)(qi)業(ye)(ye)(ye)管(guan)理(li)水(shui)(shui)平和提高企(qi)(qi)業(ye)(ye)(ye)經濟效益的緊(jin)密(mi)結合。過去的幾年中,中煤(mei)集(ji)團公(gong)(gong)司(si)按照“五統(tong)(tong)一(yi)”原則(統(tong)(tong)一(yi)規(gui)劃(hua)、統(tong)(tong)一(yi)標準、統(tong)(tong)一(yi)投資(zi)、統(tong)(tong)一(yi)建設、統(tong)(tong)一(yi)管(guan)理(li))先后(hou)建設了(le)(le)包括廣域網、視頻會議系統(tong)(tong)在內的一(yi)批(pi)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)基礎(chu)設施,完成了(le)(le)生產(chan)調度報表(biao)、財務(wu)資(zi)金集(ji)中管(guan)理(li)和人力資(zi)源(yuan)管(guan)理(li)等信(xin)(xin)(xin)(xin)息(xi)系統(tong)(tong)的建設工作。企(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)工作打開了(le)(le)新局面(mian),信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)水(shui)(shui)平上了(le)(le)新臺階。下面(mian),我們簡(jian)要總結我公(gong)(gong)司(si)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建設實踐中的主要做法(fa)和體(ti)會,供同(tong)志們研究(jiu)和討論。
一、對中煤(mei)集團公(gong)司近(jin)年來信息化工作的總(zong)結(jie)
(一)切實抓好信息化工作的組(zu)織領導。
中(zhong)煤集(ji)團公(gong)司(si)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作領(ling)(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)(zu)成立時間(jian)較早,之后又根據信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作的(de)(de)實際(ji)需求對信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作領(ling)(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)(zu)進行了調整,明(ming)確(que)了領(ling)(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)(zu)的(de)(de)組(zu)(zu)(zu)成人(ren)員(yuan)及職責,集(ji)團公(gong)司(si)總經理經天亮(liang)同志親自擔任領(ling)(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)(zu)組(zu)(zu)(zu)長。公(gong)司(si)各所屬(shu)企(qi)業也按(an)集(ji)團公(gong)司(si)要求,成立了由(you)企(qi)業“一把(ba)手”掛(gua)帥的(de)(de)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作領(ling)(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)(zu)。
針對信息(xi)化(hua)工作(zuo)中(zhong)常見的(de)(de)信息(xi)化(hua)項(xiang)目(mu)無序上馬(ma)、易(yi)出現信息(xi)孤(gu)島等問題,公司(si)(si)陸續出臺了一(yi)系列(lie)相關(guan)制度,要求(qiu)所屬(shu)企(qi)(qi)業須將擬(ni)建(jian)(jian)的(de)(de)信息(xi)化(hua)項(xiang)目(mu)、或擬(ni)建(jian)(jian)項(xiang)目(mu)中(zhong)包(bao)含(han)的(de)(de)信息(xi)化(hua)建(jian)(jian)設(she)(she)子項(xiang)的(de)(de)技術方案報集團(tuan)公司(si)(si)信息(xi)化(hua)建(jian)(jian)設(she)(she)領導小(xiao)組,經審核并批準后方可實施(shi)。未經批準的(de)(de)項(xiang)目(mu),各單位不得(de)擅自建(jian)(jian)設(she)(she)。同時規定,凡涉及整個集團(tuan)公司(si)(si)全局管控、主營業務的(de)(de)綜合(he)管理信息(xi)系統(tong),必(bi)須由集團(tuan)公司(si)(si)統(tong)一(yi)組織實施(shi),各所屬(shu)企(qi)(qi)業不得(de)單獨建(jian)(jian)設(she)(she)。
信息化工作領導小組的(de)(de)建立,加之相關制度(du)的(de)(de)有效施行,初步遏制了信息化建設中各(ge)所(suo)屬企(qi)業“自掃門(men)前雪(xue)”的(de)(de)勢頭,確立了中煤(mei)集(ji)團公司(si)信息化建設“一盤棋”的(de)(de)格局。
(二)推動信息化專職管理機構的建設。
信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構(gou)在(zai)企(qi)(qi)業(ye)(ye)內的(de)(de)(de)地位特殊,相(xiang)對(dui)于(yu)提出需(xu)求的(de)(de)(de)業(ye)(ye)務(wu)部(bu)門,它是乙方(fang),而對(dui)于(yu)各類信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系統(tong)承建(jian)方(fang),它是甲(jia)方(fang)。信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構(gou)能(neng)否做(zuo)好角(jiao)色的(de)(de)(de)轉換,發(fa)揮好橋(qiao)梁和紐帶作(zuo)(zuo)用,對(dui)于(yu)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)設工作(zuo)(zuo)意義重大。中(zhong)(zhong)(zhong)煤集(ji)(ji)團(tuan)公(gong)(gong)(gong)司信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)設的(de)(de)(de)具體(ti)工作(zuo)(zuo)由集(ji)(ji)團(tuan)公(gong)(gong)(gong)司信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技(ji)術管(guan)(guan)(guan)(guan)理(li)(li)(li)中(zhong)(zhong)(zhong)心(xin)歸口管(guan)(guan)(guan)(guan)理(li)(li)(li)。信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技(ji)術管(guan)(guan)(guan)(guan)理(li)(li)(li)中(zhong)(zhong)(zhong)心(xin)成立(li)(li)之(zhi)初,即將推動(dong)集(ji)(ji)團(tuan)公(gong)(gong)(gong)司所屬(shu)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構(gou)的(de)(de)(de)建(jian)設作(zuo)(zuo)為中(zhong)(zhong)(zhong)心(xin)的(de)(de)(de)一(yi)項重要工作(zuo)(zuo)來抓(zhua)。目(mu)前,中(zhong)(zhong)(zhong)煤集(ji)(ji)團(tuan)公(gong)(gong)(gong)司所屬(shu)重點生(sheng)產(chan)企(qi)(qi)業(ye)(ye)中(zhong)(zhong)(zhong),絕(jue)大多數(shu)已成立(li)(li)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構(gou),但仍有部(bu)分企(qi)(qi)業(ye)(ye)將信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)(li)職能(neng)掛靠在(zai)企(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)、技(ji)術中(zhong)(zhong)(zhong)心(xin)或辦公(gong)(gong)(gong)室等部(bu)門。針對(dui)這種情況,在(zai)過去(qu)的(de)(de)(de)幾年中(zhong)(zhong)(zhong),我們(men)一(yi)面繼續推動(dong)未建(jian)立(li)(li)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構(gou)的(de)(de)(de)企(qi)(qi)業(ye)(ye)抓(zhua)緊設立(li)(li)相(xiang)關機(ji)(ji)構(gou),另一(yi)方(fang)面,對(dui)已設立(li)(li)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構(gou)的(de)(de)(de)企(qi)(qi)業(ye)(ye),我們(men)要求不但要給(gei)牌(pai)子,還要賦予相(xiang)應的(de)(de)(de)職能(neng),使(shi)這些機(ji)(ji)構(gou)能(neng)夠(gou)真正成為企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工作(zuo)(zuo)的(de)(de)(de)“大管(guan)(guan)(guan)(guan)家”。
2006年4月間(jian),信(xin)息(xi)中心在(zai)(zai)多次調研的基礎上提出:平朔公(gong)(gong)(gong)司(si)(si)作(zuo)為集(ji)團公(gong)(gong)(gong)司(si)(si)所(suo)屬重點煤炭生(sheng)產企業,其信(xin)息(xi)化(hua)建設工(gong)作(zuo)繁重且復雜,平朔公(gong)(gong)(gong)司(si)(si)必須成(cheng)立(li)(li)獨立(li)(li)的信(xin)息(xi)化(hua)專職管理機構,統一(yi)管理公(gong)(gong)(gong)司(si)(si)信(xin)息(xi)化(hua)工(gong)作(zuo)。此建議(yi)得到集(ji)團公(gong)(gong)(gong)司(si)(si)領導的大力(li)支持,平朔公(gong)(gong)(gong)司(si)(si)隨即成(cheng)立(li)(li)了獨立(li)(li)的信(xin)息(xi)化(hua)專職管理機構。目前,平朔公(gong)(gong)(gong)司(si)(si)的信(xin)息(xi)化(hua)建設工(gong)作(zuo)已在(zai)(zai)其信(xin)息(xi)中心的管理下有序(xu)展(zhan)開。
伴隨著企(qi)業(ye)信(xin)息化工作的(de)深入進(jin)行(xing),企(qi)業(ye)信(xin)息化專(zhuan)職管(guan)(guan)(guan)理(li)機(ji)構(gou)也將(jiang)逐步建(jian)立、發展和壯大。我(wo)們將(jiang)繼續就專(zhuan)職管(guan)(guan)(guan)理(li)機(ji)構(gou)建(jian)設(she)(she)問題展開調查研究并提(ti)出(chu)意見和建(jian)議。同時,我(wo)們還將(jiang)采取以項目(mu)建(jian)設(she)(she)促機(ji)構(gou)建(jian)設(she)(she)的(de)方式,通過信(xin)息系統的(de)成功建(jian)設(she)(she)和應用來逐步建(jian)立健(jian)全企(qi)業(ye)信(xin)息化專(zhuan)職管(guan)(guan)(guan)理(li)機(ji)構(gou)。
(三)初步(bu)制定了企業信息化規劃。
信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)必(bi)須有的(de)(de)(de)(de)放(fang)矢,在信(xin)息(xi)化(hua)(hua)(hua)規劃(hua)(hua)(hua)(hua)(hua)的(de)(de)(de)(de)指導下有序進行。中煤集團(tuan)公(gong)(gong)司(si)(si)(si)(si)對企(qi)業信(xin)息(xi)化(hua)(hua)(hua)規劃(hua)(hua)(hua)(hua)(hua)的(de)(de)(de)(de)編(bian)(bian)制工作提出的(de)(de)(de)(de)要求是,既要有三至(zhi)五(wu)年(nian)的(de)(de)(de)(de)長遠規劃(hua)(hua)(hua)(hua)(hua),也要有一年(nian)的(de)(de)(de)(de)短期規劃(hua)(hua)(hua)(hua)(hua);規劃(hua)(hua)(hua)(hua)(hua)中要體(ti)現“統(tong)(tong)一規劃(hua)(hua)(hua)(hua)(hua)、統(tong)(tong)一標準、統(tong)(tong)一投資、統(tong)(tong)一建(jian)(jian)(jian)設(she)、統(tong)(tong)一管(guan)理”的(de)(de)(de)(de)信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)基本(ben)(ben)原(yuan)則;要符合集團(tuan)公(gong)(gong)司(si)(si)(si)(si)和(he)本(ben)(ben)企(qi)業總體(ti)發展規劃(hua)(hua)(hua)(hua)(hua),要體(ti)現出通(tong)過信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)提升和(he)發展主營業務的(de)(de)(de)(de)思路和(he)措施;要包(bao)(bao)含資金(jin)、人員(yuan)及培(pei)訓的(de)(de)(de)(de)組織安排,還要包(bao)(bao)括舊有信(xin)息(xi)化(hua)(hua)(hua)系統(tong)(tong)的(de)(de)(de)(de)改造(zao)和(he)處理辦法(fa)。按照這個思路,集團(tuan)公(gong)(gong)司(si)(si)(si)(si)及部(bu)分所屬企(qi)業先后編(bian)(bian)制了(le)信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)(jian)設(she)的(de)(de)(de)(de)短期規劃(hua)(hua)(hua)(hua)(hua)。同(tong)時,集團(tuan)公(gong)(gong)司(si)(si)(si)(si)信(xin)息(xi)化(hua)(hua)(hua)總體(ti)規劃(hua)(hua)(hua)(hua)(hua)也已(yi)被納入《中煤集團(tuan)公(gong)(gong)司(si)(si)(si)(si)“十一五(wu)”發展規劃(hua)(hua)(hua)(hua)(hua)》中。
(四)完成(cheng)了企業廣(guang)域網、視(shi)頻(pin)會議系統等信息化基礎設施的建設。
中(zhong)煤(mei)集團公(gong)司廣域網(wang)及(ji)視(shi)頻會(hui)(hui)(hui)議系(xi)(xi)(xi)(xi)統(tong)于2005年9月(yue)建(jian)成(cheng)并(bing)投入使用(yong)。該系(xi)(xi)(xi)(xi)統(tong)是(shi)中(zhong)煤(mei)集團公(gong)司開(kai)展(zhan)信息化(hua)建(jian)設以(yi)來(lai)(lai)投入最大(da)、涉及(ji)范圍最廣的項目,涉及(ji)公(gong)司所(suo)屬(shu)二(er)、三級(ji)企業(ye)36家。廣域網(wang)建(jian)設完(wan)成(cheng)后(hou)(hou),為公(gong)司資金集中(zhong)管理(li)系(xi)(xi)(xi)(xi)統(tong)、視(shi)頻會(hui)(hui)(hui)議系(xi)(xi)(xi)(xi)統(tong)、生(sheng)產(chan)調度報表系(xi)(xi)(xi)(xi)統(tong)、VOIP系(xi)(xi)(xi)(xi)統(tong)及(ji)正在實施(shi)中(zhong)的人(ren)力資源管理(li)系(xi)(xi)(xi)(xi)統(tong)和(he)安全監控系(xi)(xi)(xi)(xi)統(tong)提供了安全、穩定的網(wang)絡平臺。其(qi)中(zhong),自視(shi)頻會(hui)(hui)(hui)議系(xi)(xi)(xi)(xi)統(tong)投入使用(yong)以(yi)來(lai)(lai),集團公(gong)司總部(bu)已先(xian)后(hou)(hou)召(zhao)開(kai)視(shi)頻會(hui)(hui)(hui)議30余(yu)次,參會(hui)(hui)(hui)人(ren)數約(yue)5500人(ren),除(chu)提高辦公(gong)效率、擴大(da)會(hui)(hui)(hui)議受眾面以(yi)及(ji)減少會(hui)(hui)(hui)議出差履行外,每年可(ke)直(zhi)接節約(yue)經費約(yue)600萬元。
(五)實施(shi)了資金集中管理、人力資源管理、安全監控等(deng)大型信息系統(tong)。

n)(jin)(jin)集(ji)(ji)(ji)中(zhong)(zhong)(zhong)(zhong)(zhong)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)系(xi)統(tong)(tong)(tong)的(de)(de)維(wei)護(hu)和(he)(he)(he)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)工作(zuo),并有計劃地(di)展開(kai)與(yu)系(xi)統(tong)(tong)(tong)相關的(de)(de)廣(guang)域網補(bu)網及網絡安全(quan)建設等工作(zuo)。
實(shi)踐證(zheng)明,該套資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)中管理系統有利(li)于降低資(zi)(zi)(zi)(zi)金(jin)成本(ben),提(ti)高(gao)經濟(ji)效(xiao)益(yi)(yi);有利(li)于集(ji)(ji)團內部資(zi)(zi)(zi)(zi)金(jin)的(de)合力配置(zhi)和流動,提(ti)高(gao)資(zi)(zi)(zi)(zi)金(jin)使(shi)用效(xiao)率;有利(li)于化解風險,規范資(zi)(zi)(zi)(zi)金(jin)流向,保證(zheng)資(zi)(zi)(zi)(zi)金(jin)健康運營。據初步(bu)統計,實(shi)行資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)中管理以來(lai),集(ji)(ji)團公司通過提(ti)前(qian)還貸、置(zhi)換高(gao)息貸款、盤(pan)活存量資(zi)(zi)(zi)(zi)金(jin)、內部調劑及利(li)用銀(yin)行綜合授(shou)信降低融資(zi)(zi)(zi)(zi)成本(ben)等方式產(chan)(chan)生的(de)直接(jie)和間(jian)接(jie)經濟(ji)效(xiao)益(yi)(yi)超(chao)過1.45億(yi)元,有利(li)地(di)支持(chi)了集(ji)(ji)團的(de)生產(chan)(chan)經營。
2.安全(quan)監(jian)(jian)控(kong)系統。中(zhong)煤集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)安全(quan)監(jian)(jian)控(kong)系統是涵(han)蓋集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)總部(bu)及(ji)所(suo)(suo)屬煤礦(kuang)生(sheng)產企(qi)業的(de)(de)計算機應用系統,能夠提供基于(yu)地理(li)信(xin)息系統的(de)(de)遠程監(jian)(jian)測聯網、日(ri)常安全(quan)監(jian)(jian)管和應急(ji)救(jiu)(jiu)援指(zhi)揮等功能,初步(bu)建立縱貫(guan)中(zhong)煤集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)總部(bu)及(ji)所(suo)(suo)屬煤礦(kuang)生(sheng)產單位(wei)的(de)(de)安全(quan)監(jian)(jian)控(kong)體系。目(mu)前項目(mu)一(yi)期已上線運行,在(zai)集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)總部(bu)即可(ke)實時監(jian)(jian)測所(suo)(suo)屬主(zhu)要(yao)礦(kuang)井各(ge)工(gong)作面的(de)(de)瓦斯、一(yi)氧化碳、風速(su)、溫(wen)度等實時數據及(ji)報警(jing)情況。二期工(gong)程完工(gong)后(hou),集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)及(ji)各(ge)煤礦(kuang)生(sheng)產單位(wei)可(ke)根(gen)據瓦斯超(chao)限等事故(gu)情況啟動存儲在(zai)系統中(zhong)的(de)(de)相應預(yu)案,根(gen)據應急(ji)預(yu)案向(xiang)各(ge)相關部(bu)門和人員(yuan)下達應急(ji)救(jiu)(jiu)援指(zhi)令(ling),指(zhi)揮相關部(bu)門與人員(yuan)展開(kai)救(jiu)(jiu)助工(gong)作。此項目(mu)預(yu)計于(yu)年內完工(gong)。
3.人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)系統(tong)。為實現中煤集團公(gong)司人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)科(ke)學化、規范化,公(gong)司人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)總部及(ji)信(xin)息(xi)中心共同(tong)牽頭實施了人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)系統(tong),該系統(tong)涉及(ji)公(gong)司各(ge)級人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)部門(men),涵(han)蓋了從人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)計劃(包括機構(gou)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、職位(wei)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、職位(wei)分析)、人(ren)(ren)才招聘到人(ren)(ren)事管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(包括人(ren)(ren)事信(xin)息(xi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、合同(tong)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、考勤(qin)休(xiu)假管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、保險管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)、績(ji)效(xiao)評(ping)估、轉崗離職管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li))、薪資(zi)/福利管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)以及(ji)員(yuan)工的(de)培訓、職業生涯規劃等各(ge)方(fang)面(mian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)內容,為人(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)輔助辦公(gong)及(ji)決策提(ti)供了全面(mian)而高效(xiao)的(de)支持。
目前(qian),人力資(zi)源管(guan)理系(xi)(xi)統一(yi)期(qi)工程已經(jing)完(wan)成,系(xi)(xi)統已在(zai)(zai)集(ji)團總部及(ji)兩(liang)家重要二(er)級企業(ye)投(tou)入運行;二(er)期(qi)工程正(zheng)在(zai)(zai)實施中。
二、中煤集團公司推進信息(xi)化工作(zuo)的主要(yao)經驗體會
(一)轉變觀念(nian),提高認識,將信息化建設與促生產、保安全、加強企業管(guan)控緊(jin)密(mi)結合。
中煤(mei)(mei)集(ji)團(tuan)(tuan)公(gong)司(si)一貫重(zhong)視(shi)信(xin)(xin)(xin)息(xi)化(hua)建設(she)在企業發展中的重(zhong)要作用,不但從機(ji)構(gou)設(she)置(zhi)上給予信(xin)(xin)(xin)息(xi)化(hua)工作充分保證,包括經天亮總經理在內(nei)的集(ji)團(tuan)(tuan)公(gong)司(si)領導還(huan)在信(xin)(xin)(xin)息(xi)化(hua)領導小組和一些重(zhong)要信(xin)(xin)(xin)息(xi)化(hua)項目親自掛帥。集(ji)團(tuan)(tuan)公(gong)司(si)領導層的信(xin)(xin)(xin)息(xi)化(hua)意識到位和對信(xin)(xin)(xin)息(xi)化(hua)工作的高(gao)度重(zhong)視(shi),是近年(nian)來中煤(mei)(mei)集(ji)團(tuan)(tuan)公(gong)司(si)信(xin)(xin)(xin)息(xi)化(hua)建設(she)工作取得較快發展的重(zhong)要原(yuan)因。
在信(xin)息(xi)化建設過程中,我們一貫強(qiang)調(diao)注重利用信(xin)息(xi)技術(shu)和手段為公(gong)司(si)創(chuang)造效益(yi),節(jie)約成(cheng)(cheng)本,講實際(ji)、求(qiu)實效,量力而行,絕不貪大圖洋。我們堅持信(xin)息(xi)系統建設要靠(kao)“需求(qiu)拉動、業(ye)務驅動”,切忌出現(xian)因企(qi)業(ye)信(xin)息(xi)化戰略(lve)和企(qi)業(ye)發展戰略(lve)脫節(jie),信(xin)息(xi)技術(shu)的應用與企(qi)業(ye)經營目(mu)標(biao)脫鉤而形(xing)成(cheng)(cheng)的“空中樓(lou)閣”。
(二)找準信息(xi)化工作的切入點,注重應用信息(xi)化手段解決企業經營管理(li)中主要矛盾(dun)。

(四)注重人員培訓,加強人才隊伍(wu)建設。
通過(guo)多年的(de)信(xin)(xin)(xin)息(xi)化實踐,我們認識到,企(qi)業(ye)信(xin)(xin)(xin)息(xi)化需要(yao)既懂(dong)信(xin)(xin)(xin)息(xi)技術、又了解公司(si)業(ye)務的(de)復合型(xing)人(ren)(ren)才,而信(xin)(xin)(xin)息(xi)系統在(zai)企(qi)業(ye)內順利地推廣使用依賴于企(qi)業(ye)員(yuan)(yuan)工(gong)(gong)(gong)的(de)信(xin)(xin)(xin)息(xi)技術水平(ping)。因此,中(zhong)煤集團公司(si)充分重視(shi)并加強(qiang)了人(ren)(ren)員(yuan)(yuan)培(pei)(pei)訓和(he)人(ren)(ren)才隊伍建設。一(yi)方面,我們做好(hao)機構(gou)建設工(gong)(gong)(gong)作(zuo)(zuo),給信(xin)(xin)(xin)息(xi)化管(guan)理機構(gou)增加編(bian)制、補充人(ren)(ren)員(yuan)(yuan);另(ling)一(yi)方面,我們注重作(zuo)(zuo)好(hao)人(ren)(ren)員(yuan)(yuan)培(pei)(pei)訓工(gong)(gong)(gong)作(zuo)(zuo),為信(xin)(xin)(xin)息(xi)化從業(ye)人(ren)(ren)員(yuan)(yuan)提供信(xin)(xin)(xin)息(xi)技術和(he)公司(si)業(ye)務管(guan)理知識的(de)培(pei)(pei)訓。同(tong)時(shi),在(zai)信(xin)(xin)(xin)息(xi)化項(xiang)目(mu)(mu)方案(an)制訂和(he)實施過(guo)程中(zhong),始終堅持“培(pei)(pei)訓先行”,將(jiang)培(pei)(pei)訓工(gong)(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)為項(xiang)目(mu)(mu)建設的(de)重要(yao)組成內容。
根據國(guo)資委提(ti)出的中央企業信息(xi)(xi)化工作發展目標,在2010年(nian)前,圍繞(rao)著信息(xi)(xi)化基礎設施、核心(xin)業務應用(yong)系統和(he)綜(zong)合管理(li)信息(xi)(xi)系統的建設,我們還將做好以下幾件事(shi)情(qing):
1.加快建設包括ERP系(xi)統(tong)在內的(de)(de)企(qi)業(ye)(ye)綜合(he)管理信(xin)息(xi)(xi)系(xi)統(tong)。以管理信(xin)息(xi)(xi)系(xi)統(tong)為載體將現(xian)代企(qi)業(ye)(ye)管理制度(du)和精細化管理的(de)(de)思路及措施貫徹落實(shi)到企(qi)業(ye)(ye)管理的(de)(de)各環節中(zhong),實(shi)現(xian)提高管理水平、增強企(qi)業(ye)(ye)管控力(li)度(du)的(de)(de)目標。
2.加快煤(mei)(mei)炭(tan)生產(chan)(chan)(chan)及貿易(yi)等主(zhu)營業(ye)務(wu)信息系(xi)統(tong)(tong)的(de)(de)建設和應用。近年來,國(guo)內(nei)煤(mei)(mei)炭(tan)消(xiao)費市(shi)場持續看好(hao),煤(mei)(mei)炭(tan)產(chan)(chan)(chan)能不(bu)斷(duan)增(zeng)加。作(zuo)為將煤(mei)(mei)炭(tan)生產(chan)(chan)(chan)和銷(xiao)售為主(zhu)營業(ye)務(wu)之(zhi)一的(de)(de)企業(ye),我們(men)需未雨綢繆,抓緊(jin)時(shi)間建設一批主(zhu)營業(ye)務(wu)相關的(de)(de)信息系(xi)統(tong)(tong),通過信息系(xi)統(tong)(tong)的(de)(de)應用來提高生產(chan)(chan)(chan)效率(lv)、降低(di)單耗、壓縮(suo)成本并對市(shi)場需求(qiu)的(de)(de)變(bian)化(hua)保持敏銳的(de)(de)反(fan)應,為應對未來更激烈(lie)的(de)(de)市(shi)場競爭做(zuo)好(hao)準備。
3.制(zhi)訂并出臺(tai)中煤集團公司信(xin)(xin)息化(hua)技(ji)術(shu)標準(zhun)和管(guan)(guan)(guan)理(li)規范。信(xin)(xin)息化(hua)技(ji)術(shu)標準(zhun)和管(guan)(guan)(guan)理(li)規范的(de)(de)缺失,是造成(cheng)企(qi)(qi)業“信(xin)(xin)息孤島(dao)”的(de)(de)主要原因之(zhi)一。因此,結合企(qi)(qi)業特點(dian),制(zhi)訂相關的(de)(de)信(xin)(xin)息化(hua)技(ji)術(shu)標準(zhun),不(bu)但是貫徹國資委要求,實現按照項(xiang)目間的(de)(de)邏輯(ji)關系(xi)和優先(xian)次序,分(fen)步實施的(de)(de)必要前提,也是提高信(xin)(xin)息化(hua)投資回報必由之(zhi)路。同時,我們還將總(zong)結過去幾年信(xin)(xin)息化(hua)工作(zuo)經(jing)驗(yan)(yan),參考(kao)投資和基(ji)建類項(xiang)目管(guan)(guan)(guan)理(li)的(de)(de)成(cheng)功經(jing)驗(yan)(yan),積極摸索(suo)和完(wan)善一套信(xin)(xin)息化(hua)項(xiang)目特點(dian)的(de)(de)項(xiang)目管(guan)(guan)(guan)理(li)方法。
在國(guo)(guo)資(zi)委的(de)(de)(de)(de)領導下,中央企業近年來的(de)(de)(de)(de)信(xin)息(xi)化(hua)工作(zuo)獲得了(le)長足的(de)(de)(de)(de)發展。但對標國(guo)(guo)內外先進(jin)(jin)企業,央企信(xin)息(xi)化(hua)工作(zuo)仍然任重而道遠(yuan)。我們將繼續本著“請進(jin)(jin)來、走出(chu)去”的(de)(de)(de)(de)原則,請來信(xin)息(xi)化(hua)方面的(de)(de)(de)(de)專家深入企業分析問題,指(zhi)導建設;企業的(de)(de)(de)(de)信(xin)息(xi)化(hua)工作(zuo)者也要(yao)(yao)走出(chu)去,到信(xin)息(xi)化(hua)建設先進(jin)(jin)單位取經,共同把中央企業的(de)(de)(de)(de)信(xin)息(xi)化(hua)建設搞(gao)好,滿(man)足中央企業做(zuo)大做(zuo)強的(de)(de)(de)(de)過程中對信(xin)息(xi)化(hua)工作(zuo)提出(chu)的(de)(de)(de)(de)新要(yao)(yao)求(qiu)。
