近年來,在(zai)(zai)集團(tuan)公司黨組正確決策和(he)領導下,在(zai)(zai)各(ge)部門和(he)企(qi)業(ye)的共同努力(li)下,信息化建設(she)得到了(le)快速發展,信息技術在(zai)(zai)生產、經(jing)(jing)營、管理(li)等方面(mian)的應(ying)用(yong)都取得了(le)較大(da)進展和(he)較好(hao)成績(ji)。信息化建設(she)已經(jing)(jing)從各(ge)企(qi)業(ye)局部、分散的建設(she)與(yu)應(ying)用(yong),發展為集團(tuan)公司自上(shang)而下全局性(xing)的建設(she)與(yu)應(ying)用(yong),規模(mo)效(xiao)應(ying)開始(shi)顯現,整體應(ying)用(yong)面(mian)貌明顯改(gai)觀,為中國石化改(gai)革深化、資源優(you)化、市場(chang)應(ying)變能力(li)和(he)管理(li)水平的提升,以及經(jing)(jing)濟效(xiao)益的提高提供(gong)了(le)技術支(zhi)撐和(he)手段。
一、近(jin)幾年信息化工(gong)作的簡要回顧
一(yi)(yi)是ERP建(jian)設試(shi)點成功并快(kuai)速推(tui)廣(guang),應(ying)(ying)用(yong)成效逐漸(jian)顯現(xian)。幾(ji)年來(lai),ERP建(jian)設采用(yong)“總(zong)體規(gui)劃(hua)、試(shi)點先(xian)行(xing)、加(jia)快(kuai)推(tui)廣(guang)”的(de)(de)建(jian)設策略,快(kuai)速推(tui)進。目前(qian),已(yi)(yi)有(you)上(shang)中(zhong)下游(you)62家企(qi)業(ye)(ye)(ye)ERP系(xi)統成功上(shang)線運行(xing)。ERP系(xi)統的(de)(de)實(shi)施與應(ying)(ying)用(yong),引入(ru)了(le)(le)新的(de)(de)管(guan)理理念,促進了(le)(le)物(wu)資(zi)(zi)集(ji)中(zhong)采購和(he)(he)統一(yi)(yi)儲備、財(cai)務(wu)一(yi)(yi)級核算等管(guan)理體制的(de)(de)改革;為(wei)化工產品銷(xiao)(xiao)售(shou)(shou)、催化劑銷(xiao)(xiao)售(shou)(shou)等專業(ye)(ye)(ye)公司(si)體制改革、為(wei)總(zong)部財(cai)務(wu)實(shi)現(xian)資(zi)(zi)金(jin)(jin)集(ji)中(zhong)管(guan)理提供了(le)(le)有(you)效支撐;進一(yi)(yi)步規(gui)范(fan)了(le)(le)各企(qi)業(ye)(ye)(ye)的(de)(de)財(cai)務(wu)、計(ji)(ji)劃(hua)、采購、銷(xiao)(xiao)售(shou)(shou)等業(ye)(ye)(ye)務(wu)管(guan)理流(liu)(liu)程;強(qiang)化了(le)(le)費用(yong)、應(ying)(ying)收(shou)、應(ying)(ying)付(fu)、銷(xiao)(xiao)量等關(guan)(guan)鍵(jian)業(ye)(ye)(ye)務(wu)控(kong)制點的(de)(de)事前(qian)和(he)(he)事中(zhong)控(kong)制,初步實(shi)現(xian)了(le)(le)資(zi)(zi)金(jin)(jin)流(liu)(liu)、物(wu)流(liu)(liu)和(he)(he)信(xin)息流(liu)(liu)的(de)(de)動態“三流(liu)(liu)合(he)一(yi)(yi)”;實(shi)現(xian)了(le)(le)成品油(you)、化工銷(xiao)(xiao)售(shou)(shou)等產品在(zai)煉(lian)化企(qi)業(ye)(ye)(ye)和(he)(he)銷(xiao)(xiao)售(shou)(shou)企(qi)業(ye)(ye)(ye)之間業(ye)(ye)(ye)務(wu)處理流(liu)(liu)程的(de)(de)自動集(ji)成。ERP系(xi)統已(yi)(yi)融入(ru)企(qi)業(ye)(ye)(ye)經(jing)(jing)(jing)營(ying)管(guan)理的(de)(de)各重要環節,成為(wei)企(qi)業(ye)(ye)(ye)經(jing)(jing)(jing)營(ying)管(guan)理不可缺少的(de)(de)支撐平(ping)臺。總(zong)部有(you)關(guan)(guan)部門(men)利用(yong)企(qi)業(ye)(ye)(ye)ERP數據(ju)(ju)加(jia)強(qiang)專業(ye)(ye)(ye)管(guan)理。財(cai)務(wu)部建(jian)立(li)了(le)(le)資(zi)(zi)金(jin)(jin)集(ji)中(zhong)管(guan)理平(ping)臺;物(wu)資(zi)(zi)裝備部將29家企(qi)業(ye)(ye)(ye)物(wu)資(zi)(zi)管(guan)理信(xin)息納(na)入(ru)監(jian)控(kong)范(fan)圍;銷(xiao)(xiao)售(shou)(shou)事業(ye)(ye)(ye)部完成了(le)(le)省(sheng)市公司(si)和(he)(he)銷(xiao)(xiao)售(shou)(shou)大區數據(ju)(ju)的(de)(de)分類匯總(zong)、統計(ji)(ji)、監(jian)控(kong)、分析和(he)(he)追溯(su)查(cha)詢(xun);煉(lian)油(you)板(ban)塊全面預(yu)算管(guan)理及生(sheng)產經(jing)(jing)(jing)營(ying)監(jian)控(kong)系(xi)統實(shi)現(xian)了(le)(le)生(sheng)產經(jing)(jing)(jing)營(ying)數據(ju)(ju)的(de)(de)實(shi)時動態監(jian)控(kong);審計(ji)(ji)部利用(yong)審計(ji)(ji)信(xin)息系(xi)統(AIS)擴大了(le)(le)審計(ji)(ji)覆蓋(gai)面。

三(san)是油(you)(you)田企業(ye)(ye)深入(ru)應用(yong)信息技(ji)術(shu),有效(xiao)提(ti)(ti)升(sheng)了(le)勘探(tan)開(kai)發(fa)、生(sheng)(sheng)產運(yun)行和(he)經營管理(li)水平。在油(you)(you)氣勘探(tan)開(kai)發(fa)專(zhuan)業(ye)(ye)應用(yong)方面(mian)(mian),基(ji)本形成(cheng)了(le)地(di)震資料處(chu)(chu)理(li)、解釋、油(you)(you)藏數(shu)(shu)(shu)值模擬(ni)等(deng)技(ji)術(shu)系(xi)列,地(di)質綜(zong)合(he)研(yan)究的能力(li)和(he)水平明顯提(ti)(ti)高(gao)。與“九五”末(mo)相比,地(di)震資料一次連片(pian)常規(gui)處(chu)(chu)理(li)能力(li)提(ti)(ti)高(gao)了(le)近10倍,三(san)維三(san)相數(shu)(shu)(shu)值模擬(ni)規(gui)模超過100萬節(jie)點(dian)(dian),基(ji)本滿(man)足了(le)新建(jian)產能、老(lao)油(you)(you)田調整、三(san)次采油(you)(you)等(deng)油(you)(you)藏描(miao)述的需(xu)求;在生(sheng)(sheng)產運(yun)行方面(mian)(mian),利用(yong)虛(xu)擬(ni)專(zhuan)用(yong)網(wang)(VPN)、衛星等(deng)手(shou)段,實現(xian)了(le)一些(xie)(xie)重(zhong)點(dian)(dian)探(tan)井(jing)生(sheng)(sheng)產數(shu)(shu)(shu)據遠程(cheng)傳(chuan)輸(shu)、生(sheng)(sheng)產動態遠程(cheng)把握、故障處(chu)(chu)理(li)遠程(cheng)會診。同時,開(kai)展(zhan)了(le)以探(tan)井(jing)井(jing)位論證和(he)開(kai)發(fa)實例庫為重(zhong)點(dian)(dian)的勘探(tan)開(kai)發(fa)決(jue)策支持系(xi)統建(jian)設試點(dian)(dian)工作,為井(jing)位部(bu)署、開(kai)發(fa)方案優化提(ti)(ti)供了(le)決(jue)策支持;在數(shu)(shu)(shu)據管理(li)方面(mian)(mian),基(ji)礎數(shu)(shu)(shu)據入(ru)庫率平均(jun)在95%以上(shang),一些(xie)(xie)油(you)(you)田建(jian)立了(le)勘探(tan)開(kai)發(fa)數(shu)(shu)(shu)據源頭(tou)采集(ji)體系(xi),企業(ye)(ye)數(shu)(shu)(shu)據資源中心(xin)建(jian)設已經啟動;在國際勘探(tan)開(kai)發(fa)方面(mian)(mian),開(kai)展(zhan)了(le)勘探(tan)、開(kai)發(fa)、井(jing)筒等(deng)方面(mian)(mian)的綜(zong)合(he)信息系(xi)統建(jian)設,初步形成(cheng)了(le)適應國際化業(ye)(ye)務特色的綜(zong)合(he)業(ye)(ye)務功能和(he)標準規(gui)范體系(xi)架構(gou)。
四(si)是煉(lian)化(hua)企業(ye)(ye)穩步推進(jin)信息化(hua)建(jian)設,在(zai)生產(chan)優(you)化(hua)、過程控(kong)制、精細化(hua)管(guan)理等方面取得良好效(xiao)(xiao)果。自主(zhu)開發的(de)企業(ye)(ye)生產(chan)執行(xing)系統(tong)(tong)(SMES)在(zai)茂(mao)(mao)名、安慶和(he)(he)荊門三(san)(san)家企業(ye)(ye)上(shang)線(xian)(xian),為(wei)ERP系統(tong)(tong)提供了(le)(le)準確的(de)“日平(ping)衡、旬確認、月結算”數據,茂(mao)(mao)名分公司(si)MES系統(tong)(tong)能快速(su)實現(xian)日平(ping)衡,并將月平(ping)衡工作由三(san)(san)天縮(suo)短(duan)到半天左右;煉(lian)化(hua)企業(ye)(ye)生產(chan)調(diao)度優(you)化(hua)(ORION)系統(tong)(tong)在(zai)長嶺、茂(mao)(mao)名、廣(guang)州(zhou)三(san)(san)家試(shi)點企業(ye)(ye)成(cheng)功上(shang)線(xian)(xian),該(gai)系統(tong)(tong)為(wei)生產(chan)調(diao)度作業(ye)(ye)計(ji)劃編制、優(you)化(hua),停(ting)工預(yu)案處(chu)理提供了(le)(le)輔(fu)助決策(ce)工具,提高(gao)(gao)了(le)(le)生產(chan)調(diao)度人員對工作的(de)預(yu)見(jian)性、工作效(xiao)(xiao)率(lv)和(he)(he)排產(chan)的(de)精度;化(hua)驗室信息管(guan)理系統(tong)(tong)(LIMS)在(zai)6家試(shi)點企業(ye)(ye)投(tou)用(yong),規范了(le)(le)化(hua)驗分析工作流程,提高(gao)(gao)了(le)(le)企業(ye)(ye)化(hua)驗室業(ye)(ye)務自動化(hua)水(shui)平(ping);先進(jin)控(kong)制(APC)技術(shu)先后在(zai)90多套裝(zhuang)置(zhi)(zhi)實施,實現(xian)了(le)(le)“卡(ka)邊”操作,提高(gao)(gao)了(le)(le)裝(zhuang)置(zhi)(zhi)操作水(shui)平(ping)和(he)(he)平(ping)穩率(lv),如齊魯第二催(cui)化(hua)裝(zhuang)置(zhi)(zhi)APC系統(tong)(tong),投(tou)用(yong)率(lv)一直在(zai)98%以(yi)上(shang),摻渣比(bi)提高(gao)(gao)了(le)(le)2.2%,一年可多加工渣油1.76萬(wan)噸,裝(zhuang)置(zhi)(zhi)總液收提高(gao)(gao)了(le)(le)0.13%,已(yi)成(cheng)為(wei)裝(zhuang)置(zhi)(zhi)進(jin)一步挖潛增效(xiao)(xiao)的(de)有效(xiao)(xiao)手段。
五是銷售(shou)企業信息化建設全(quan)面發(fa)展,應用效果顯(xian)著。加油(you)(you)(IC)卡(ka)工程(cheng)已全(quan)部在19個省(sheng)市(shi)石油(you)(you)分公(gong)(gong)(gong)司(si)(si)推廣完成,截至2006年底,共(gong)建成卡(ka)機聯動加油(you)(you)站1.5萬余座,發(fa)卡(ka)網點4,600個,累計發(fa)卡(ka)1,380萬張,基(ji)本實(shi)現“一(yi)卡(ka)在手,各地加油(you)(you)”的(de)(de)(de)(de)目(mu)標(biao);云(yun)南石油(you)(you)信息系統(tong)建設及(ji)配套改造(zao)項目(mu)初見(jian)成效,實(shi)現了加油(you)(you)卡(ka)、二次物(wu)流及(ji)ERP三(san)大系統(tong)的(de)(de)(de)(de)集(ji)成,實(shi)現了業務數據的(de)(de)(de)(de)一(yi)次采(cai)集(ji),多系統(tong)共(gong)享,做到了數出一(yi)門,加強(qiang)了監(jian)(jian)控力度(du);到2006年底,銷售(shou)系統(tong)對5,699輛油(you)(you)品(pin)運輸(shu)車加裝了GPS定(ding)位系統(tong),實(shi)現了對油(you)(you)罐(guan)車的(de)(de)(de)(de)遠程(cheng)實(shi)時監(jian)(jian)控、調度(du)、跟蹤和安全(quan)行(xing)車監(jian)(jian)督,提(ti)(ti)高了油(you)(you)品(pin)運輸(shu)過程(cheng)中的(de)(de)(de)(de)防(fang)盜監(jian)(jian)管能力,減少了安全(quan)管理(li)漏洞和交通事故。油(you)(you)品(pin)銷售(shou)統(tong)計提(ti)(ti)升系統(tong),完成了19個省(sheng)市(shi)公(gong)(gong)(gong)司(si)(si)和6個大區公(gong)(gong)(gong)司(si)(si)批發(fa)、直銷、零售(shou)的(de)(de)(de)(de)進、銷、存、價數據分類匯(hui)總、統(tong)計,實(shi)現了報表自動生成,使總部和省(sheng)市(shi)公(gong)(gong)(gong)司(si)(si)的(de)(de)(de)(de)數據上下一(yi)致,數出一(yi)門。
六是科研(yan)和工程建設(she)單(dan)位積極開展(zhan)信(xin)(xin)(xin)息(xi)(xi)化(hua)建設(she),取得了(le)(le)新進(jin)展(zhan)。科研(yan)單(dan)位進(jin)行了(le)(le)自(zi)主軟件(jian)產品的(de)開發(fa)與(yu)應(ying)用(yong)(yong)(yong),開發(fa)成功的(de)波(bo)動方程疊前偏移成像系(xi)統(tong)(tong)和油藏綜合(he)解釋系(xi)統(tong)(tong)(NEWS)等大型應(ying)用(yong)(yong)(yong)軟件(jian)在系(xi)統(tong)(tong)內得到推廣應(ying)用(yong)(yong)(yong);化(hua)驗室信(xin)(xin)(xin)息(xi)(xi)管理系(xi)統(tong)(tong)(LIMS)試點工作取得了(le)(le)重要進(jin)展(zhan);開展(zhan)了(le)(le)流程模擬(ni)系(xi)統(tong)(tong)、催(cui)化(hua)裂(lie)化(hua)催(cui)化(hua)劑評(ping)價(jia)數據庫系(xi)統(tong)(tong)、蒸汽裂(lie)解制乙烯數據庫網絡化(hua)、圖書館及(ji)電子期刊信(xin)(xin)(xin)息(xi)(xi)資源管理等信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)的(de)建設(she)與(yu)應(ying)用(yong)(yong)(yong)。工程建設(she)單(dan)位采用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)技(ji)術在二維(wei)、三維(wei)設(she)計(ji)、異地(di)協(xie)同(tong)設(she)計(ji)以及(ji)項目管理方面取得了(le)(le)長足進(jin)步,為重大工程建設(she)提(ti)供了(le)(le)信(xin)(xin)(xin)息(xi)(xi)化(hua)保障。
七是(shi)電(dian)子(zi)商務等其他系(xi)統建(jian)設與(yu)應用取得新成(cheng)果,信息服務工(gong)作得到(dao)進(jin)一(yi)步加強(qiang)。物資采(cai)購(gou)(gou)電(dian)子(zi)商務系(xi)統從2000年(nian)8月(yue)投用至今,網上采(cai)購(gou)(gou)品種(zhong)(zhong)從最初的8個(ge)大(da)(da)類、5000多種(zhong)(zhong)物資擴大(da)(da)到(dao)目(mu)前的56個(ge)大(da)(da)類126,700種(zhong)(zhong)物資。截止到(dao)2006年(nian)底,網上累(lei)計成(cheng)交金額(e)2,887億元,其中(zhong),2006年(nian)采(cai)購(gou)(gou)額(e)達到(dao)了(le)1,130億元。2006年(nian),物資采(cai)購(gou)(gou)電(dian)子(zi)商務與(yu)ERP系(xi)統實現了(le)數(shu)據共享和動(dong)態交換,積累(lei)了(le)大(da)(da)量(liang)價(jia)格信息,建(jian)成(cheng)了(le)總(zong)部(bu)(bu)和企業(ye)兩級(ji)價(jia)格數(shu)據庫,為各企業(ye)科學采(cai)購(gou)(gou)決策(ce)提供了(le)依據;總(zong)部(bu)(bu)辦公(gong)綜合業(ye)務處理系(xi)統(OA)覆蓋了(le)總(zong)部(bu)(bu)和108家企業(ye),實現了(le)總(zong)部(bu)(bu)對各直(zhi)屬企業(ye)的雙向公(gong)文無紙傳輸;技術經濟(ji)指標統計系(xi)統統一(yi)了(le)統計業(ye)務流程,實現了(le)基層車間向總(zong)部(bu)(bu)的數(shu)據匯總(zong),為統計事中(zhong)控(kong)制創(chuang)造(zao)了(le)條(tiao)件。
總部信(xin)息服務(wu)工作進(jin)一步加強(qiang),通過每日油價(jia)快報(bao)(bao)、國際(ji)(ji)油價(jia)分(fen)析報(bao)(bao)告等(deng),提供國際(ji)(ji)石油石化市(shi)(shi)場、股市(shi)(shi)和進(jin)出口等(deng)信(xin)息;“總部公(gong)用(yong)信(xin)息資源服務(wu)系統(tong)”建(jian)成了進(jin)出口、國際(ji)(ji)市(shi)(shi)場價(jia)格等(deng)八個數(shu)據庫。
八是信(xin)(xin)息(xi)基礎設(she)施不斷提升,信(xin)(xin)息(xi)安全和(he)(he)(he)標準化工(gong)作進(jin)一(yi)(yi)步加(jia)強。建(jian)成(cheng)了(le)以總(zong)部(bu)為核心的(de)綜合網(wang)(wang)(wang)絡(luo)系(xi)(xi)統(tong),覆蓋了(le)總(zong)部(bu)和(he)(he)(he)130多家(jia)企(qi)(qi)業及(ji)部(bu)分(fen)(fen)海外(wai)分(fen)(fen)支機(ji)構,實現(xian)了(le)企(qi)(qi)業主(zhu)要生產裝置(zhi)、重點井位(wei)、車間(jian)、科(ke)室、廠部(bu)和(he)(he)(he)總(zong)部(bu)的(de)互(hu)聯互(hu)通;建(jian)設(she)了(le)84個(ge)衛星地面站(zhan)及(ji)110多個(ge)視頻會議分(fen)(fen)會場,總(zong)部(bu)召開了(le)500多次大(da)型視頻會議;實現(xian)了(le)石化電視新(xin)聞的(de)快(kuai)速分(fen)(fen)發,90多家(jia)企(qi)(qi)業建(jian)設(she)了(le)網(wang)(wang)(wang)上新(xin)聞點播系(xi)(xi)統(tong),擴大(da)了(le)收視范(fan)圍;完成(cheng)了(le)中國石化信(xin)(xin)息(xi)安全體系(xi)(xi)的(de)總(zong)體規劃,對主(zhu)干網(wang)(wang)(wang)數據傳輸和(he)(he)(he)視頻會議系(xi)(xi)統(tong)進(jin)行(xing)實時(shi)加(jia)密,在總(zong)部(bu)和(he)(he)(he)企(qi)(qi)業網(wang)(wang)(wang)絡(luo)之間(jian)、因特(te)網(wang)(wang)(wang)出口、重要應用系(xi)(xi)統(tong)部(bu)署了(le)防火墻、入侵檢測和(he)(he)(he)漏洞掃描系(xi)(xi)統(tong),統(tong)一(yi)(yi)部(bu)署了(le)防病毒(du)系(xi)(xi)統(tong),有(you)效地抑制了(le)病毒(du)的(de)傳播和(he)(he)(he)泛濫。總(zong)部(bu)和(he)(he)(he)企(qi)(qi)業的(de)主(zhu)要服務(wu)器(qi)集(ji)中部(bu)署和(he)(he)(he)管理得到加(jia)強,運(yun)行(xing)維(wei)護水平進(jin)一(yi)(yi)步提高。
加(jia)快了信(xin)息代碼(ma)編制(zhi)和(he)(he)(he)標準(zhun)化(hua)體(ti)(ti)系(xi)研(yan)究工(gong)作(zuo),成(cheng)(cheng)立了標準(zhun)化(hua)領導小(xiao)組、工(gong)作(zuo)小(xiao)組和(he)(he)(he)專業(ye)編碼(ma)小(xiao)組,建立了標準(zhun)代碼(ma)管理網站,正式發(fa)布13大類65萬(wan)(wan)多條(tiao)信(xin)息代碼(ma),這(zhe)些代碼(ma)在信(xin)息技術項目中得到了廣(guang)泛(fan)使(shi)(shi)用(yong)。2006年,為實現物(wu)(wu)資、石化(hua)產品和(he)(he)(he)工(gong)程建設物(wu)(wu)料(liao)描述(shu)和(he)(he)(he)編碼(ma)的(de)統一,新(xin)編制(zhi)物(wu)(wu)料(liao)代碼(ma)162萬(wan)(wan)余(yu)條(tiao),同時開(kai)發(fa)完成(cheng)(cheng)了物(wu)(wu)料(liao)編碼(ma)生成(cheng)(cheng)器并投(tou)入使(shi)(shi)用(yong),使(shi)(shi)物(wu)(wu)料(liao)代碼(ma)提報、發(fa)布更加(jia)快捷高效;全面啟(qi)動了標準(zhun)化(hua)體(ti)(ti)系(xi)研(yan)究和(he)(he)(he)上游(you)板(ban)塊石油天然氣勘探開(kai)發(fa)數據模型標準(zhun)研(yan)究工(gong)作(zuo)。
九是信(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)理工(gong)(gong)作(zuo)得到(dao)進(jin)一步加(jia)(jia)(jia)強(qiang)(qiang),IT治理水平不斷提高。按照“五統一”的要求,編制了(le)《信(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)建設“十一五”發展專項(xiang)規劃》,制定了(le)《三年(nian)滾動發展計(ji)劃》,編制并頒發了(le)《中國(guo)石(shi)(shi)(shi)化(hua)(hua)(hua)(hua)(hua)集團公(gong)司信(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)理辦法》、《中國(guo)石(shi)(shi)(shi)化(hua)(hua)(hua)(hua)(hua)信(xin)息(xi)技術項(xiang)目(mu)管(guan)(guan)理辦法》等(deng)30多(duo)個(ge)管(guan)(guan)理辦法和制度;加(jia)(jia)(jia)強(qiang)(qiang)了(le)IT內控工(gong)(gong)作(zuo),初步形成了(le)中國(guo)石(shi)(shi)(shi)化(hua)(hua)(hua)(hua)(hua)的IT控制體系(xi);與微軟、艾斯本、霍尼韋爾等(deng)公(gong)司簽署了(le)戰略合作(zuo)協(xie)議,推進(jin)了(le)軟件正版化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo);加(jia)(jia)(jia)強(qiang)(qiang)了(le)信(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)隊伍建設,2006年(nian),總部正式(shi)成立(li)了(le)中國(guo)石(shi)(shi)(shi)化(hua)(hua)(hua)(hua)(hua)ERP支(zhi)持中心(xin),運行(xing)維護隊伍得到(dao)了(le)進(jin)一步加(jia)(jia)(jia)強(qiang)(qiang)。
二、近年(nian)信息化建設的經(jing)驗和(he)體會(hui)
回顧幾年來信息(xi)化建(jian)設(she)的(de)實踐,中國石(shi)化信息(xi)化建(jian)設(she)所以進展(zhan)比較快,主要(yao)有以下幾點(dian)經驗和體會:
一(yi)是各(ge)級(ji)領(ling)導的(de)(de)高度重(zhong)視(shi)和大力推(tui)動。黨組領(ling)導一(yi)貫(guan)高度重(zhong)視(shi)信(xin)(xin)息(xi)(xi)化工作,高瞻遠矚,站(zhan)在全局高度,對信(xin)(xin)息(xi)(xi)化工作做出(chu)了一(yi)系列重(zhong)要決策。從(cong)信(xin)(xin)息(xi)(xi)化規劃的(de)(de)制(zhi)定(ding)、計劃的(de)(de)安(an)排、項(xiang)目的(de)(de)管理、應(ying)用的(de)(de)推(tui)進等方面給予了大力指導和支(zhi)(zhi)持。總部(bu)各(ge)部(bu)門和企業(ye)的(de)(de)領(ling)導也(ye)都(dou)是既掛(gua)帥、又出(chu)征,親自抓業(ye)務流程整(zheng)合(he)、內部(bu)機構(gou)改革,指導幫助解決ERP實施過程中的(de)(de)困難。有(you)了黨組和各(ge)級(ji)領(ling)導的(de)(de)重(zhong)視(shi)和支(zhi)(zhi)持,信(xin)(xin)息(xi)(xi)化建設這個“一(yi)把手(shou)工程”才得以順利推(tui)進。
二是堅(jian)(jian)持信息(xi)化(hua)(hua)建(jian)設(she)(she)的(de)(de)(de)(de)“五(wu)(wu)(wu)統(tong)(tong)一(yi)”原(yuan)則。在進(jin)行以(yi)ERP為主線的(de)(de)(de)(de)信息(xi)化(hua)(hua)建(jian)設(she)(she)的(de)(de)(de)(de)過(guo)程中,我們堅(jian)(jian)持了(le)(le)“統(tong)(tong)一(yi)規劃、統(tong)(tong)一(yi)標準、統(tong)(tong)一(yi)投(tou)資、統(tong)(tong)一(yi)建(jian)設(she)(she)、統(tong)(tong)一(yi)管理(li)”的(de)(de)(de)(de)信息(xi)化(hua)(hua)建(jian)設(she)(she)“五(wu)(wu)(wu)統(tong)(tong)一(yi)”原(yuan)則,幾年來的(de)(de)(de)(de)實(shi)踐證明,按照“五(wu)(wu)(wu)統(tong)(tong)一(yi)”原(yuan)則,信息(xi)化(hua)(hua)建(jian)設(she)(she)體現了(le)(le)總(zong)部的(de)(de)(de)(de)管理(li)意志(zhi),有效防止(zhi)了(le)(le)“各自(zi)為政”、重復(fu)建(jian)設(she)(she),從而對重大(da)項目實(shi)行集(ji)中決策(ce)、統(tong)(tong)一(yi)部署和建(jian)設(she)(she)實(shi)施,使信息(xi)化(hua)(hua)建(jian)設(she)(she)逐步(bu)從分散走向集(ji)中,有力地促進(jin)了(le)(le)信息(xi)化(hua)(hua)建(jian)設(she)(she)的(de)(de)(de)(de)健康發展。
三是(shi)堅持信(xin)息化(hua)(hua)建設的(de)“三結合(he)”原則。信(xin)息化(hua)(hua)建設的(de)目的(de)在于應用,因此,信(xin)息化(hua)(hua)建設必須與加強(qiang)企業管理、提高(gao)管理水平緊(jin)密(mi)(mi)結合(he);與提升(sheng)(sheng)技術(shu)水平、增(zeng)強(qiang)技術(shu)創新能力(li)緊(jin)密(mi)(mi)結合(he);與把握開拓市場、提高(gao)經濟效益緊(jin)密(mi)(mi)結合(he)。在信(xin)息化(hua)(hua)建設中,我們始(shi)終以“三結合(he)”原則為指針,確(que)保了(le)我們的(de)信(xin)息系統能夠更好地為管理服務,為提升(sheng)(sheng)技術(shu)水平和開拓市場服務。
四是(shi)(shi)采用了(le)比(bi)較科學的管理(li)(li)模式。在實(shi)踐中,我(wo)們(men)探索出了(le)信(xin)息(xi)(xi)化必須堅(jian)持“業務部(bu)門專業牽頭,信(xin)息(xi)(xi)部(bu)門綜合管理(li)(li),IT隊伍技術(shu)支持”的管理(li)(li)模式。采用這一模式,充分(fen)了(le)發(fa)揮各方的優勢,調動了(le)各方面的積極性(xing),特(te)別是(shi)(shi)充分(fen)發(fa)揮了(le)業務部(bu)門的作(zuo)用。
三、今后工作目標和任務
“十一(yi)五”信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)(jian)(jian)設總(zong)(zong)(zong)體目標:一(yi)是建(jian)(jian)(jian)成(cheng)兩(liang)個(ge)平臺:即(ji)建(jian)(jian)(jian)成(cheng)總(zong)(zong)(zong)部(bu)統(tong)一(yi)的(de)經營(ying)管理和生(sheng)(sheng)產營(ying)運(yun)指揮(hui)兩(liang)個(ge)信(xin)(xin)(xin)息(xi)(xi)平臺;二是實(shi)現(xian)兩(liang)個(ge)集(ji)(ji)(ji)成(cheng):即(ji)實(shi)現(xian)總(zong)(zong)(zong)部(bu)層面信(xin)(xin)(xin)息(xi)(xi)系統(tong)的(de)集(ji)(ji)(ji)成(cheng)和ERP系統(tong)與企(qi)業(ye)生(sheng)(sheng)產層面信(xin)(xin)(xin)息(xi)(xi)系統(tong)的(de)全面集(ji)(ji)(ji)成(cheng);三是完善兩(liang)個(ge)體系:即(ji)完善網絡與信(xin)(xin)(xin)息(xi)(xi)安(an)全和信(xin)(xin)(xin)息(xi)(xi)標準化(hua)(hua)兩(liang)個(ge)體系;四是建(jian)(jian)(jian)成(cheng)八大應(ying)(ying)用(yong)(yong)系統(tong):即(ji)建(jian)(jian)(jian)成(cheng)中國石化(hua)(hua)一(yi)體化(hua)(hua)的(de)ERP、供應(ying)(ying)鏈、生(sheng)(sheng)產營(ying)運(yun)指揮(hui)、HSE應(ying)(ying)急(ji)指揮(hui)、物流管理與電(dian)子商(shang)務、勘(kan)探開發決策支持、綜合分析應(ying)(ying)用(yong)(yong)和綜合業(ye)務辦公等八大應(ying)(ying)用(yong)(yong)系統(tong);
到(dao)“十一五”末,在四大(da)板(ban)塊(kuai)生(sheng)產經營管理(li)、地(di)震資料處理(li)解(jie)釋、油藏描述(shu)與模擬、煉(lian)化先進(jin)過程控制、銷售物流配送等幾個主(zhu)要應(ying)用領域達到(dao)國內一流并(bing)接近(jin)或達到(dao)國外大(da)公司目前的應(ying)用水平。
按照上述目標,今后(hou)要(yao)重點(dian)抓好以下工作:
(一)做好專項規劃和總(zong)體設計(ji)。
重點(dian)做好ERP與(yu)數(shu)據(ju)倉(cang)庫(BW)、供應(ying)鏈與(yu)生(sheng)產(chan)營(ying)運指揮(hui)、IT基礎設(she)施(shi)與(yu)信(xin)(xin)息(xi)(xi)安(an)全(quan)、上游企業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)、科(ke)研(yan)單(dan)位信(xin)(xin)息(xi)(xi)化(hua)、普光(guang)氣田與(yu)川氣東送工程信(xin)(xin)息(xi)(xi)系(xi)(xi)統(tong)等(deng)六個專項(xiang)規劃(hua)和(he)總體(ti)設(she)計,重點(dian)解(jie)決(jue)ERP、供應(ying)鏈、生(sheng)產(chan)營(ying)運指揮(hui)等(deng)系(xi)(xi)統(tong)集(ji)(ji)成和(he)深化(hua)應(ying)用、上游板塊和(he)科(ke)研(yan)單(dan)位信(xin)(xin)息(xi)(xi)化(hua)整體(ti)規劃(hua)等(deng)問題,確(que)保各系(xi)(xi)統(tong)之間的(de)業(ye)(ye)務集(ji)(ji)成、數(shu)據(ju)集(ji)(ji)成和(he)信(xin)(xin)息(xi)(xi)共享(xiang)。通過(guo)調研(yan)、技(ji)(ji)術(shu)交流、考(kao)察、集(ji)(ji)中研(yan)討等(deng)方式(shi),對上述幾大系(xi)(xi)統(tong)有關問題進行(xing)(xing)深入(ru)研(yan)究。充(chong)(chong)分發揮(hui)企業(ye)(ye)專家、業(ye)(ye)務骨(gu)干及外部專家的(de)技(ji)(ji)術(shu)優勢,對技(ji)(ji)術(shu)路線、系(xi)(xi)統(tong)總體(ti)架(jia)構、技(ji)(ji)術(shu)方案先進性、安(an)全(quan)性、集(ji)(ji)成性、標準(zhun)化(hua)及要解(jie)決(jue)的(de)問題進行(xing)(xing)充(chong)(chong)分論證(zheng),清晰系(xi)(xi)統(tong)架(jia)構,制定新(xin)舊(jiu)系(xi)(xi)統(tong)整合方案,統(tong)一(yi)設(she)計,統(tong)一(yi)規范和(he)標準(zhun),為集(ji)(ji)成、共享(xiang)的(de)一(yi)體(ti)化(hua)信(xin)(xin)息(xi)(xi)系(xi)(xi)統(tong)建設(she)奠定基礎。
(二)抓(zhua)好重大項目建設。
繼續做好ERP推(tui)廣與應(ying)(ying)用工作。一是(shi)采用服務器(qi)集中架構繼續在企(qi)業(ye)進(jin)行(xing)推(tui)廣,基本完成股(gu)份(fen)公(gong)司下屬企(qi)業(ye)和科研院所的ERP建(jian)設。二是(shi)加快總(zong)部(bu)層面ERP建(jian)設,推(tui)進(jin)數據(ju)倉(cang)庫和財務報表合(he)并(BW&BCS)實施工作,提升物(wu)資(zi)管(guan)(guan)理(li)(li)應(ying)(ying)用、銷售(shou)統計查詢系(xi)統,全面推(tui)廣審計AIS系(xi)統,進(jin)行(xing)投資(zi)管(guan)(guan)理(li)(li)(IM)試點。三(san)是(shi)對已上線(xian)ERP系(xi)統進(jin)行(xing)完善(shan)提升,啟動客戶關系(xi)管(guan)(guan)理(li)(li)(CRM)試點工作,提升完善(shan)設備管(guan)(guan)理(li)(li)(PM)模塊功能。四是(shi)開展全面預算(suan)管(guan)(guan)理(li)(li)試點工作,做好系(xi)統總(zong)體設計,整合(he)現(xian)有系(xi)統,滿足總(zong)部(bu)、事業(ye)部(bu)、企(qi)業(ye)全面預算(suan)管(guan)(guan)理(li)(li)要求。五是(shi)深(shen)化企(qi)業(ye)ERP系(xi)統應(ying)(ying)用,繼續開展ERP應(ying)(ying)用達標(biao)創優活動,培養應(ying)(ying)用典型。
加(jia)快建(jian)設生產(chan)(chan)營(ying)(ying)運(yun)指揮(hui)(hui)系(xi)統和(he)HSE應(ying)急指揮(hui)(hui)系(xi)統。一(yi)是配合新大樓的(de)(de)建(jian)設,建(jian)立起中(zhong)國(guo)石(shi)化(hua)生產(chan)(chan)營(ying)(ying)運(yun)指揮(hui)(hui)系(xi)統的(de)(de)框(kuang)架,通過(guo)完善油(you)(you)田調度(du)(du)(du)指揮(hui)(hui)系(xi)統,提升煉(lian)油(you)(you)調度(du)(du)(du)指揮(hui)(hui)系(xi)統,新建(jian)化(hua)工調度(du)(du)(du)指揮(hui)(hui)系(xi)統和(he)成(cheng)(cheng)品油(you)(you)銷售營(ying)(ying)運(yun)指揮(hui)(hui)系(xi)統,完成(cheng)(cheng)系(xi)統主要功能的(de)(de)實(shi)現(xian)和(he)統一(yi)集成(cheng)(cheng)平(ping)臺的(de)(de)建(jian)立。二(er)是啟動中(zhong)國(guo)石(shi)化(hua)HSE應(ying)急指揮(hui)(hui)系(xi)統的(de)(de)建(jian)設工作(zuo),逐步實(shi)現(xian)實(shi)時(shi)監控企(qi)業(ye)(ye)重要生產(chan)(chan)過(guo)程和(he)對生產(chan)(chan)事故的(de)(de)動態跟蹤,動態收集企(qi)業(ye)(ye)生產(chan)(chan)安全、環保信息(xi),便于總部及時(shi)掌握(wo)企(qi)業(ye)(ye)安全環保情況,及時(shi)作(zuo)出相(xiang)應(ying)決(jue)策。
進一步加快供(gong)(gong)應(ying)(ying)鏈優(you)化(hua)(hua)系(xi)(xi)(xi)統的推廣與深化(hua)(hua)應(ying)(ying)用。一是(shi)建(jian)設(she)原(yuan)油(you)(you)(you)(you)(you)營運(yun)管(guan)(guan)理系(xi)(xi)(xi)統。實(shi)現(xian)原(yuan)油(you)(you)(you)(you)(you)采購與配置年、季、月計(ji)劃的一體(ti)化(hua)(hua)管(guan)(guan)理,優(you)化(hua)(hua)原(yuan)油(you)(you)(you)(you)(you)運(yun)輸,減(jian)少油(you)(you)(you)(you)(you)輪滯期,維持(chi)合(he)理庫(ku)存,降低運(yun)輸成本。以甬滬寧管(guan)(guan)線管(guan)(guan)理信息系(xi)(xi)(xi)統為基(ji)礎,建(jian)立(li)原(yuan)油(you)(you)(you)(you)(you)運(yun)行(xing)管(guan)(guan)理系(xi)(xi)(xi)統,實(shi)現(xian)原(yuan)油(you)(you)(you)(you)(you)配送過(guo)程可視(shi)化(hua)(hua),優(you)化(hua)(hua)原(yuan)油(you)(you)(you)(you)(you)混合(he),減(jian)少煉油(you)(you)(you)(you)(you)廠(chang)原(yuan)油(you)(you)(you)(you)(you)品(pin)種、生產(chan)切(qie)換頻(pin)率,確保(bao)輸送安全。二是(shi)深化(hua)(hua)應(ying)(ying)用煉油(you)(you)(you)(you)(you)企業級PIMS系(xi)(xi)(xi)統。細(xi)化(hua)(hua)時間周期,實(shi)現(xian)模(mo)型校核自(zi)動(dong)化(hua)(hua)、月度分析(xi)自(zi)動(dong)對(dui)比功(gong)能,進一步為質(zhi)量管(guan)(guan)理、財務預算(suan)提供(gong)(gong)支持(chi)。三(san)是(shi)建(jian)設(she)化(hua)(hua)工物(wu)流(liu)優(you)化(hua)(hua)系(xi)(xi)(xi)統。統一規(gui)劃化(hua)(hua)工銷售分公(gong)司(si)物(wu)流(liu)優(you)化(hua)(hua)系(xi)(xi)(xi)統,進行(xing)化(hua)(hua)工產(chan)品(pin)物(wu)流(liu)優(you)化(hua)(hua)的試(shi)點。四是(shi)提升原(yuan)油(you)(you)(you)(you)(you)評(ping)價數(shu)據(ju)庫(ku)系(xi)(xi)(xi)統,補(bu)充完善(shan)原(yuan)油(you)(you)(you)(you)(you)評(ping)價數(shu)據(ju)庫(ku),逐(zhu)步形成品(pin)種齊全、數(shu)據(ju)準(zhun)確的自(zi)主知識產(chan)權(quan)的原(yuan)油(you)(you)(you)(you)(you)評(ping)價數(shu)據(ju)庫(ku)。
(三)抓好企業層面信息化(hua)建設。
抓好(hao)油(you)(you)田企業(ye)信(xin)(xin)(xin)(xin)息系(xi)統(tong)建(jian)設和(he)推(tui)廣應(ying)(ying)用工作。一是進一步(bu)(bu)完善(shan)(shan)上游信(xin)(xin)(xin)(xin)息標(biao)(biao)準(zhun)化(hua)體系(xi),逐(zhu)步(bu)(bu)形成(cheng)完善(shan)(shan)的(de)信(xin)(xin)(xin)(xin)息代碼標(biao)(biao)準(zhun)體系(xi)和(he)技術標(biao)(biao)準(zhun)體系(xi),為實(shi)現油(you)(you)田數(shu)據(ju)(ju)(ju)資源的(de)統(tong)一規范管理(li)奠定基礎。二是在河南(nan)、江蘇和(he)華北等油(you)(you)田企業(ye)推(tui)廣勘探(tan)開(kai)(kai)發源頭數(shu)據(ju)(ju)(ju)采集(ji)系(xi)統(tong),優化(hua)數(shu)據(ju)(ju)(ju)上報和(he)管理(li)流程(cheng),逐(zhu)步(bu)(bu)實(shi)現油(you)(you)田企業(ye)數(shu)據(ju)(ju)(ju)的(de)集(ji)中統(tong)一管理(li);在勝利油(you)(you)田開(kai)(kai)展(zhan)企業(ye)數(shu)據(ju)(ju)(ju)中心(xin)試點工作。三是建(jian)立(li)勘探(tan)開(kai)(kai)發自(zi)主知識(shi)產(chan)權(quan)軟件研(yan)發、應(ying)(ying)用、推(tui)廣、升級的(de)管理(li)體系(xi)。四是重點開(kai)(kai)展(zhan)探(tan)井(jing)生產(chan)信(xin)(xin)(xin)(xin)息系(xi)統(tong)集(ji)成(cheng)與應(ying)(ying)用推(tui)廣、油(you)(you)藏信(xin)(xin)(xin)(xin)息集(ji)成(cheng)與應(ying)(ying)用、地(di)質資料(liao)管理(li)信(xin)(xin)(xin)(xin)息系(xi)統(tong)推(tui)廣應(ying)(ying)用、地(di)面(mian)油(you)(you)氣生產(chan)優化(hua)系(xi)統(tong)建(jian)設。五是開(kai)(kai)展(zhan)國際(ji)勘探(tan)開(kai)(kai)發綜(zong)合信(xin)(xin)(xin)(xin)息系(xi)統(tong)建(jian)設,并在海外重點項目中進行(xing)試點。
抓好(hao)煉化(hua)企(qi)(qi)業(ye)生產(chan)層面信(xin)息系(xi)(xi)統(tong)(tong)(tong)建(jian)設。一是(shi)推廣應(ying)用企(qi)(qi)業(ye)生產(chan)執行系(xi)(xi)統(tong)(tong)(tong)(MES)。進一步完(wan)善SMES軟件系(xi)(xi)統(tong)(tong)(tong)功能(neng),實現(xian)推廣企(qi)(qi)業(ye)物料日平衡和(he)(he)能(neng)耗旬(xun)平衡,為(wei)ERP系(xi)(xi)統(tong)(tong)(tong)提供旬(xun)確認(ren)和(he)(he)月結(jie)算數據(ju)。二是(shi)推廣應(ying)用先進過程控制(zhi)(APC)技術,同時(shi)做好(hao)已建(jian)APC系(xi)(xi)統(tong)(tong)(tong)的維護(hu)完(wan)善。三是(shi)推廣應(ying)用化(hua)驗室信(xin)息管理(LIMS)系(xi)(xi)統(tong)(tong)(tong)。加強已建(jian)系(xi)(xi)統(tong)(tong)(tong)的標準(zhun)化(hua)工作,并使總部能(neng)夠及時(shi)獲得準(zhun)確的分析數據(ju)。四是(shi)推廣應(ying)用煉油(you)生產(chan)調度優(you)化(hua)系(xi)(xi)統(tong)(tong)(tong)(ORION),提升企(qi)(qi)業(ye)生產(chan)計劃和(he)(he)調度管理水(shui)平。
抓好(hao)(hao)(hao)銷(xiao)售(shou)(shou)企(qi)業(ye)(ye)(ye)信息(xi)系(xi)統(tong)建設。一是(shi)抓好(hao)(hao)(hao)加(jia)油(IC)卡(ka)系(xi)統(tong)提升(sheng)及安全(quan)防護。做好(hao)(hao)(hao)IC卡(ka)系(xi)統(tong)提升(sheng)總體(ti)規劃、方案設計等工作(zuo),適當擴容系(xi)統(tong)平臺,提高(gao)系(xi)統(tong)處理能力,改善網絡環(huan)境,建立(li)數據備份和恢復系(xi)統(tong)。二(er)是(shi)抓好(hao)(hao)(hao)銷(xiao)售(shou)(shou)企(qi)業(ye)(ye)(ye)三大(da)信息(xi)系(xi)統(tong)集(ji)成項目,深化三大(da)系(xi)統(tong)集(ji)成應用。三是(shi)抓好(hao)(hao)(hao)二(er)次(ci)物(wu)(wu)流提升(sheng)項目。全(quan)面提升(sheng)運(yun)雜(za)費(fei)管(guan)(guan)理模塊功能,推(tui)廣實(shi)施電子提單。同時在區(qu)外公(gong)司進(jin)行二(er)次(ci)物(wu)(wu)流系(xi)統(tong)試(shi)(shi)點工作(zuo)。四是(shi)抓好(hao)(hao)(hao)銷(xiao)售(shou)(shou)企(qi)業(ye)(ye)(ye)零(ling)售(shou)(shou)管(guan)(guan)理系(xi)統(tong)試(shi)(shi)點工作(zuo),滿(man)足銷(xiao)售(shou)(shou)體(ti)制(zhi)改革(ge)對零(ling)管(guan)(guan)的需求。五是(shi)抓好(hao)(hao)(hao)銷(xiao)售(shou)(shou)企(qi)業(ye)(ye)(ye)客(ke)戶(hu)(hu)關系(xi)管(guan)(guan)理系(xi)統(tong)試(shi)(shi)點工作(zuo),面向批(pi)發、直銷(xiao)、零(ling)售(shou)(shou)客(ke)戶(hu)(hu),建設企(qi)業(ye)(ye)(ye)的客(ke)戶(hu)(hu)關系(xi)管(guan)(guan)理系(xi)統(tong)。
(四)抓(zhua)好其(qi)他信息(xi)系(xi)統(tong)建設(she)。
一(yi)是(shi)擴(kuo)展物(wu)資(zi)(zi)(zi)采購電子(zi)商(shang)務(wu)系(xi)(xi)統(tong)(tong)(tong)應用(yong)。開(kai)展供(gong)應物(wu)流管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong)(tong)建(jian)(jian)設(she)(she)(she),建(jian)(jian)設(she)(she)(she)操(cao)作平(ping)臺(tai)(tai),實時掌握進出(chu)口業(ye)(ye)務(wu)報關、報檢、運(yun)輸、保險等情況;建(jian)(jian)設(she)(she)(she)儲備(bei)管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong)(tong),支撐重(zhong)要(yao)物(wu)資(zi)(zi)(zi)的(de)(de)(de)(de)集(ji)中儲備(bei)、與(yu)供(gong)應商(shang)聯合儲備(bei)、企業(ye)(ye)生產庫存和(he)物(wu)資(zi)(zi)(zi)調劑的(de)(de)(de)(de)優(you)化(hua)(hua)運(yun)行。二是(shi)開(kai)展企業(ye)(ye)數(shu)據(ju)(ju)整合試點項目建(jian)(jian)設(she)(she)(she)。采用(yong)微軟(ruan)的(de)(de)(de)(de)技術架構,建(jian)(jian)立統(tong)(tong)(tong)一(yi)的(de)(de)(de)(de)數(shu)據(ju)(ju)集(ji)成(cheng)平(ping)臺(tai)(tai),實現(xian)對ERP、MES、PIMS、LIMS等現(xian)有主要(yao)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)數(shu)據(ju)(ju)交換和(he)整合,搭(da)建(jian)(jian)統(tong)(tong)(tong)一(yi)的(de)(de)(de)(de)門(men)戶(hu)平(ping)臺(tai)(tai),提供(gong)便捷的(de)(de)(de)(de)信(xin)(xin)息(xi)(xi)(xi)展示手段,實現(xian)對資(zi)(zi)(zi)源、用(yong)戶(hu)的(de)(de)(de)(de)有效管(guan)(guan)理(li)。三是(shi)抓好總部(bu)信(xin)(xin)息(xi)(xi)(xi)門(men)戶(hu)及辦公(gong)自動化(hua)(hua)(OA)提升(sheng)工(gong)作。優(you)化(hua)(hua)總體(ti)(ti)(ti)結構,實現(xian)總部(bu)門(men)戶(hu)平(ping)臺(tai)(tai)的(de)(de)(de)(de)整體(ti)(ti)(ti)整合,提升(sheng)已建(jian)(jian)門(men)戶(hu)的(de)(de)(de)(de)應用(yong)效果,擴(kuo)大(da)信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)源的(de)(de)(de)(de)集(ji)成(cheng)和(he)共(gong)享(xiang)(xiang);提升(sheng)辦公(gong)自動化(hua)(hua)系(xi)(xi)統(tong)(tong)(tong)(OA)功能,進一(yi)步(bu)深(shen)化(hua)(hua)應用(yong)。四是(shi)建(jian)(jian)立財務(wu)公(gong)司核(he)心業(ye)(ye)務(wu)系(xi)(xi)統(tong)(tong)(tong)。對財務(wu)公(gong)司信(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)進行整體(ti)(ti)(ti)規劃(hua),建(jian)(jian)設(she)(she)(she)核(he)心業(ye)(ye)務(wu)系(xi)(xi)統(tong)(tong)(tong),并與(yu)ERP系(xi)(xi)統(tong)(tong)(tong)緊密集(ji)成(cheng),實現(xian)業(ye)(ye)務(wu)的(de)(de)(de)(de)標(biao)準化(hua)(hua)和(he)數(shu)據(ju)(ju)的(de)(de)(de)(de)共(gong)享(xiang)(xiang),提高對業(ye)(ye)務(wu)的(de)(de)(de)(de)處(chu)理(li)、分析和(he)支持水(shui)平(ping)。五是(shi)進一(yi)步(bu)抓好其他信(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)建(jian)(jian)設(she)(she)(she)與(yu)推廣工(gong)作。主要(yao)包括人力資(zi)(zi)(zi)源管(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)、技術經濟指標(biao)統(tong)(tong)(tong)計系(xi)(xi)統(tong)(tong)(tong)、質量管(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)、工(gong)程建(jian)(jian)設(she)(she)(she)管(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)、多(duo)專業(ye)(ye)協同設(she)(she)(she)計軟(ruan)件系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)完善和(he)提升(sheng)以(yi)及科研單位LIMS和(he)知識管(guan)(guan)理(li)系(xi)(xi)統(tong)(tong)(tong)試點等工(gong)作。
(五(wu))抓好(hao)信息基礎設施、安(an)全體系建設。
在(zai)基(ji)礎設(she)(she)施建(jian)設(she)(she)方(fang)面,著力提高(gao)(gao)網(wang)(wang)(wang)絡的(de)整(zheng)體性能和(he)(he)速度(du),重點解(jie)決(jue)網(wang)(wang)(wang)絡基(ji)礎薄(bo)弱、核心(xin)設(she)(she)備缺乏冗(rong)余、信息點延(yan)伸不足等問(wen)題,建(jian)成國(guo)際(ji)勘探開發(fa)公(gong)司(si)(si)(si)總(zong)部與西(xi)亞北非、拉美、俄(e)羅斯(si)中亞等三個大區公(gong)司(si)(si)(si)的(de)國(guo)際(ji)專線網(wang)(wang)(wang)絡聯接;建(jian)設(she)(she)和(he)(he)完善ERP、加油IC卡等重點應(ying)用(yong)系(xi)(xi)統(tong)(tong)(tong)的(de)數(shu)(shu)據備份(fen)和(he)(he)恢復系(xi)(xi)統(tong)(tong)(tong),解(jie)決(jue)核心(xin)業(ye)務數(shu)(shu)據的(de)備份(fen)和(he)(he)恢復性測(ce)試等問(wen)題,進一步提高(gao)(gao)數(shu)(shu)據的(de)安全(quan)性和(he)(he)系(xi)(xi)統(tong)(tong)(tong)穩定性;加快(kuai)Ku衛(wei)星(xing)通(tong)信系(xi)(xi)統(tong)(tong)(tong)的(de)建(jian)設(she)(she)工作,重點在(zai)普光氣(qi)田、南(nan)方(fang)分公(gong)司(si)(si)(si)、西(xi)北分公(gong)司(si)(si)(si)等熱點勘探區域(yu)建(jian)設(she)(she)衛(wei)星(xing)通(tong)信遠端站,實現衛(wei)星(xing)數(shu)(shu)據傳(chuan)輸與地面網(wang)(wang)(wang)絡的(de)互聯互通(tong);建(jian)立相(xiang)對集中的(de)大容量企(qi)業(ye)級電子郵件(jian)系(xi)(xi)統(tong)(tong)(tong),統(tong)(tong)(tong)一域(yu)名體系(xi)(xi)和(he)(he)郵件(jian)標識,統(tong)(tong)(tong)一部署防垃圾(ji)郵件(jian)和(he)(he)防病毒系(xi)(xi)統(tong)(tong)(tong),提高(gao)(gao)郵件(jian)系(xi)(xi)統(tong)(tong)(tong)的(de)可靠性和(he)(he)安全(quan)性。
在信息安(an)全(quan)方面(mian)(mian),持續做(zuo)好(hao)(hao)信息基(ji)(ji)礎(chu)設(she)(she)施(shi)的(de)(de)(de)(de)安(an)全(quan)工作,重點(dian)抓好(hao)(hao)應用(yong)(yong)系統的(de)(de)(de)(de)安(an)全(quan)建設(she)(she),突破(po)ERP、OA等(deng)重點(dian)應用(yong)(yong)的(de)(de)(de)(de)統一(yi)身份(fen)認證工作,強化應用(yong)(yong)系統用(yong)(yong)戶的(de)(de)(de)(de)訪問(wen)控(kong)制(zhi);加快提升加油IC卡(ka)系統的(de)(de)(de)(de)服務器和(he)(he)網絡等(deng)基(ji)(ji)礎(chu)設(she)(she)施(shi)的(de)(de)(de)(de)整體安(an)全(quan)防(fang)范和(he)(he)運行能力;全(quan)面(mian)(mian)部署統一(yi)的(de)(de)(de)(de)桌(zhuo)面(mian)(mian)管(guan)理系統,實現對桌(zhuo)面(mian)(mian)計算機的(de)(de)(de)(de)資產管(guan)理、操(cao)作系統的(de)(de)(de)(de)補丁升級、軟件分發和(he)(he)遠(yuan)程(cheng)監控(kong),及(ji)時(shi)檢(jian)查防(fang)病毒軟件和(he)(he)病毒庫更(geng)新情(qing)況,有效防(fang)范病毒的(de)(de)(de)(de)傳播和(he)(he)泛濫。
(六)深化信息(xi)系(xi)統應用。
一是(shi)深(shen)(shen)入企(qi)業(ye)調研(yan)分析應(ying)(ying)(ying)(ying)用(yong)(yong)問題(ti)。由信(xin)(xin)息(xi)部(bu)(bu)牽頭組織,總部(bu)(bu)相關部(bu)(bu)門(men)、企(qi)業(ye)人員和(he)實(shi)施(shi)顧問參加,組成(cheng)(cheng)應(ying)(ying)(ying)(ying)用(yong)(yong)調研(yan)小(xiao)組,深(shen)(shen)入企(qi)業(ye)調查研(yan)究(jiu),通(tong)(tong)過認真分析信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)現狀,梳理信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)中(zhong)存在(zai)的(de)問題(ti),研(yan)究(jiu)有(you)效對(dui)策,深(shen)(shen)化(hua)(hua)系(xi)(xi)(xi)(xi)(xi)統(tong)功(gong)能,提(ti)(ti)高(gao)系(xi)(xi)(xi)(xi)(xi)統(tong)可(ke)用(yong)(yong)性(xing)、安(an)全(quan)性(xing)、集成(cheng)(cheng)性(xing),切實(shi)解(jie)決系(xi)(xi)(xi)(xi)(xi)統(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)中(zhong)存在(zai)的(de)問題(ti)。二是(shi)加強(qiang)全(quan)員培訓。采取多(duo)種(zhong)形(xing)式,加強(qiang)對(dui)各(ge)個層(ceng)次、各(ge)類(lei)人員的(de)信(xin)(xin)息(xi)化(hua)(hua)知(zhi)識和(he)信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)操作(zuo)的(de)培訓,提(ti)(ti)高(gao)全(quan)員信(xin)(xin)息(xi)化(hua)(hua)素質和(he)實(shi)際應(ying)(ying)(ying)(ying)用(yong)(yong)能力(li)。三是(shi)培養應(ying)(ying)(ying)(ying)用(yong)(yong)典(dian)(dian)型(xing)。通(tong)(tong)過調研(yan),從(cong)上中(zhong)下游各(ge)個板塊中(zhong)選擇兩家左右企(qi)業(ye)進(jin)行(xing)信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)的(de)全(quan)面提(ti)(ti)升(sheng)和(he)應(ying)(ying)(ying)(ying)用(yong)(yong)的(de)全(quan)面深(shen)(shen)化(hua)(hua),通(tong)(tong)過典(dian)(dian)型(xing)培養,形(xing)成(cheng)(cheng)信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)的(de)標準模板,樹立(li)ERP、MES等重大信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)的(de)應(ying)(ying)(ying)(ying)用(yong)(yong)樣板,從(cong)而推動(dong)和(he)帶動(dong)整(zheng)個中(zhong)國石化(hua)(hua)信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)效果的(de)提(ti)(ti)高(gao)。四是(shi)加強(qiang)系(xi)(xi)(xi)(xi)(xi)統(tong)運(yun)維。建立(li)健全(quan)信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)運(yun)維體系(xi)(xi)(xi)(xi)(xi),強(qiang)化(hua)(hua)信(xin)(xin)息(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)在(zai)線運(yun)行(xing)和(he)升(sheng)級維護工作(zuo),確保(bao)系(xi)(xi)(xi)(xi)(xi)統(tong)穩(wen)定(ding)、可(ke)靠、高(gao)效運(yun)行(xing)。
(七)加強信息化管理工作(zuo)。
一(yi)是進(jin)一(yi)步(bu)加(jia)(jia)強信(xin)(xin)息化(hua)管(guan)理(li)(li)體(ti)系(xi)(xi)建(jian)設(she)(she)(she)。要(yao)按(an)照(zhao)國(guo)資委下(xia)發的(de)(de)(de)《關(guan)于加(jia)(jia)強中(zhong)央(yang)企(qi)(qi)業信(xin)(xin)息化(hua)工(gong)(gong)(gong)作的(de)(de)(de)指導意見(jian)》和(he)總(zong)部(bu)有關(guan)文件,進(jin)一(yi)步(bu)落實(shi)企(qi)(qi)業信(xin)(xin)息化(hua)管(guan)理(li)(li)部(bu)門(men)職責(ze),確保人員到位。二(er)是搞好IT治理(li)(li)工(gong)(gong)(gong)作。建(jian)立(li)健全信(xin)(xin)息化(hua)管(guan)理(li)(li)制度,完(wan)善(shan)IT控(kong)制體(ti)系(xi)(xi),做好系(xi)(xi)統風(feng)險評估,提(ti)高(gao)信(xin)(xin)息系(xi)(xi)統風(feng)險管(guan)理(li)(li)水平。三是抓好項目管(guan)理(li)(li)。實(shi)行(xing)總(zong)部(bu)和(he)企(qi)(qi)業兩個層(ceng)次的(de)(de)(de)信(xin)(xin)息化(hua)管(guan)理(li)(li),強化(hua)項目建(jian)設(she)(she)(she)過(guo)(guo)程管(guan)理(li)(li),重(zhong)視對實(shi)施過(guo)(guo)程重(zhong)要(yao)環(huan)節的(de)(de)(de)質(zhi)(zhi)量檢(jian)查(cha),嚴(yan)把項目測試和(he)驗收關(guan),加(jia)(jia)大(da)對ERP等系(xi)(xi)統應用(yong)的(de)(de)(de)檢(jian)查(cha)和(he)考(kao)核力度,保證(zheng)系(xi)(xi)統應用(yong)目標(biao)和(he)預期(qi)效果的(de)(de)(de)實(shi)現。四是要(yao)做好標(biao)準(zhun)化(hua)工(gong)(gong)(gong)作。繼(ji)續梳理(li)(li)和(he)完(wan)善(shan)單位、設(she)(she)(she)備、材(cai)料(liao)等信(xin)(xin)息代碼(ma),加(jia)(jia)快物料(liao)代碼(ma)替換的(de)(de)(de)試點(dian)工(gong)(gong)(gong)作,完(wan)善(shan)ERP等系(xi)(xi)統的(de)(de)(de)推廣模板。五是加(jia)(jia)強信(xin)(xin)息化(hua)隊伍(wu)建(jian)設(she)(she)(she)。抓好思想(xiang)作風(feng)和(he)廉政(zheng)建(jian)設(she)(she)(she),大(da)力弘揚新(xin)時(shi)期(qi)石(shi)油石(shi)化(hua)精神,進(jin)一(yi)步(bu)提(ti)高(gao)信(xin)(xin)息化(hua)工(gong)(gong)(gong)作人員的(de)(de)(de)素質(zhi)(zhi),培養業務骨干和(he)“復合型”人才。六(liu)是加(jia)(jia)強IT廠商的(de)(de)(de)管(guan)理(li)(li)。對IT廠商進(jin)行(xing)分類、分級管(guan)理(li)(li),建(jian)立(li)評價(jia)考(kao)核體(ti)系(xi)(xi),降低采購成(cheng)本(ben)和(he)風(feng)險,保證(zheng)優質(zhi)(zhi)及時(shi)的(de)(de)(de)供貨和(he)服務。
