近年來,在(zai)集團(tuan)公司黨組正確決(jue)策和(he)領導(dao)下(xia),在(zai)各部(bu)門和(he)企業的(de)共同努力下(xia),信息(xi)化建(jian)設得(de)到了(le)快速發展,信息(xi)技(ji)術在(zai)生(sheng)產、經(jing)營、管理等方面的(de)應(ying)用(yong)都取得(de)了(le)較(jiao)大進展和(he)較(jiao)好成績。信息(xi)化建(jian)設已經(jing)從各企業局(ju)部(bu)、分(fen)散的(de)建(jian)設與應(ying)用(yong),發展為集團(tuan)公司自上而(er)下(xia)全局(ju)性的(de)建(jian)設與應(ying)用(yong),規模效(xiao)應(ying)開(kai)始顯現(xian),整體應(ying)用(yong)面貌明(ming)顯改(gai)觀,為中(zhong)國石化改(gai)革深化、資源優化、市場應(ying)變能力和(he)管理水(shui)平的(de)提升,以及(ji)經(jing)濟(ji)效(xiao)益的(de)提高提供了(le)技(ji)術支撐和(he)手段。
一、近幾(ji)年信息化(hua)工作的簡(jian)要回顧(gu)
一(yi)是ERP建(jian)(jian)設(she)試點(dian)成功并快(kuai)速推廣,應(ying)用(yong)(yong)成效(xiao)逐(zhu)漸顯現(xian)。幾年來,ERP建(jian)(jian)設(she)采用(yong)(yong)“總體(ti)(ti)規劃(hua)、試點(dian)先行、加快(kuai)推廣”的(de)建(jian)(jian)設(she)策略(lve),快(kuai)速推進(jin)。目前(qian)(qian),已有上中(zhong)下游(you)62家企(qi)(qi)業(ye)(ye)(ye)(ye)ERP系(xi)(xi)統(tong)成功上線運行。ERP系(xi)(xi)統(tong)的(de)實(shi)(shi)施與應(ying)用(yong)(yong),引入了新的(de)管(guan)(guan)(guan)理(li)(li)(li)(li)理(li)(li)(li)(li)念,促進(jin)了物資(zi)(zi)集(ji)(ji)中(zhong)采購和(he)(he)(he)(he)統(tong)一(yi)儲備(bei)、財(cai)(cai)務(wu)(wu)一(yi)級核算等管(guan)(guan)(guan)理(li)(li)(li)(li)體(ti)(ti)制的(de)改(gai)革;為(wei)(wei)化工(gong)產(chan)(chan)品(pin)銷(xiao)售(shou)(shou)、催化劑(ji)銷(xiao)售(shou)(shou)等專業(ye)(ye)(ye)(ye)公司體(ti)(ti)制改(gai)革、為(wei)(wei)總部(bu)(bu)財(cai)(cai)務(wu)(wu)實(shi)(shi)現(xian)資(zi)(zi)金(jin)集(ji)(ji)中(zhong)管(guan)(guan)(guan)理(li)(li)(li)(li)提供(gong)了有效(xiao)支(zhi)撐;進(jin)一(yi)步規范了各企(qi)(qi)業(ye)(ye)(ye)(ye)的(de)財(cai)(cai)務(wu)(wu)、計(ji)劃(hua)、采購、銷(xiao)售(shou)(shou)等業(ye)(ye)(ye)(ye)務(wu)(wu)管(guan)(guan)(guan)理(li)(li)(li)(li)流(liu)程;強化了費用(yong)(yong)、應(ying)收、應(ying)付、銷(xiao)量等關鍵業(ye)(ye)(ye)(ye)務(wu)(wu)控(kong)制點(dian)的(de)事前(qian)(qian)和(he)(he)(he)(he)事中(zhong)控(kong)制,初步實(shi)(shi)現(xian)了資(zi)(zi)金(jin)流(liu)、物流(liu)和(he)(he)(he)(he)信(xin)息流(liu)的(de)動(dong)態(tai)“三流(liu)合(he)一(yi)”;實(shi)(shi)現(xian)了成品(pin)油、化工(gong)銷(xiao)售(shou)(shou)等產(chan)(chan)品(pin)在煉(lian)化企(qi)(qi)業(ye)(ye)(ye)(ye)和(he)(he)(he)(he)銷(xiao)售(shou)(shou)企(qi)(qi)業(ye)(ye)(ye)(ye)之間業(ye)(ye)(ye)(ye)務(wu)(wu)處(chu)理(li)(li)(li)(li)流(liu)程的(de)自動(dong)集(ji)(ji)成。ERP系(xi)(xi)統(tong)已融入企(qi)(qi)業(ye)(ye)(ye)(ye)經(jing)營(ying)管(guan)(guan)(guan)理(li)(li)(li)(li)的(de)各重要環節,成為(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)(ye)經(jing)營(ying)管(guan)(guan)(guan)理(li)(li)(li)(li)不可缺少的(de)支(zhi)撐平(ping)(ping)臺。總部(bu)(bu)有關部(bu)(bu)門利(li)(li)用(yong)(yong)企(qi)(qi)業(ye)(ye)(ye)(ye)ERP數據(ju)加強專業(ye)(ye)(ye)(ye)管(guan)(guan)(guan)理(li)(li)(li)(li)。財(cai)(cai)務(wu)(wu)部(bu)(bu)建(jian)(jian)立了資(zi)(zi)金(jin)集(ji)(ji)中(zhong)管(guan)(guan)(guan)理(li)(li)(li)(li)平(ping)(ping)臺;物資(zi)(zi)裝備(bei)部(bu)(bu)將29家企(qi)(qi)業(ye)(ye)(ye)(ye)物資(zi)(zi)管(guan)(guan)(guan)理(li)(li)(li)(li)信(xin)息納(na)入監控(kong)范圍;銷(xiao)售(shou)(shou)事業(ye)(ye)(ye)(ye)部(bu)(bu)完成了省市(shi)公司和(he)(he)(he)(he)銷(xiao)售(shou)(shou)大(da)區數據(ju)的(de)分(fen)類匯總、統(tong)計(ji)、監控(kong)、分(fen)析和(he)(he)(he)(he)追溯查(cha)詢;煉(lian)油板塊全面(mian)(mian)預算管(guan)(guan)(guan)理(li)(li)(li)(li)及生產(chan)(chan)經(jing)營(ying)監控(kong)系(xi)(xi)統(tong)實(shi)(shi)現(xian)了生產(chan)(chan)經(jing)營(ying)數據(ju)的(de)實(shi)(shi)時動(dong)態(tai)監控(kong);審(shen)計(ji)部(bu)(bu)利(li)(li)用(yong)(yong)審(shen)計(ji)信(xin)息系(xi)(xi)統(tong)(AIS)擴大(da)了審(shen)計(ji)覆蓋面(mian)(mian)。

四是煉(lian)化(hua)(hua)企(qi)(qi)業(ye)(ye)穩步(bu)(bu)推進信(xin)(xin)息(xi)(xi)化(hua)(hua)建設,在(zai)生產優(you)化(hua)(hua)、過(guo)程(cheng)控制(zhi)、精(jing)細(xi)化(hua)(hua)管理(li)等方(fang)面取得良(liang)好效果。自主開發(fa)的(de)企(qi)(qi)業(ye)(ye)生產執行系統(tong)(SMES)在(zai)茂(mao)名、安慶和荊門(men)三家(jia)企(qi)(qi)業(ye)(ye)上(shang)線(xian),為ERP系統(tong)提供了(le)(le)(le)(le)準(zhun)確(que)的(de)“日(ri)平(ping)衡(heng)、旬確(que)認(ren)、月結算”數據,茂(mao)名分公司MES系統(tong)能快速(su)實(shi)(shi)現日(ri)平(ping)衡(heng),并(bing)將月平(ping)衡(heng)工(gong)作(zuo)(zuo)由(you)三天(tian)縮(suo)短到半天(tian)左右;煉(lian)化(hua)(hua)企(qi)(qi)業(ye)(ye)生產調(diao)度優(you)化(hua)(hua)(ORION)系統(tong)在(zai)長嶺、茂(mao)名、廣(guang)州(zhou)三家(jia)試(shi)點企(qi)(qi)業(ye)(ye)成功上(shang)線(xian),該系統(tong)為生產調(diao)度作(zuo)(zuo)業(ye)(ye)計劃編(bian)制(zhi)、優(you)化(hua)(hua),停工(gong)預案處理(li)提供了(le)(le)(le)(le)輔(fu)助決策(ce)工(gong)具(ju),提高(gao)了(le)(le)(le)(le)生產調(diao)度人員對工(gong)作(zuo)(zuo)的(de)預見(jian)性、工(gong)作(zuo)(zuo)效率(lv)和排(pai)產的(de)精(jing)度;化(hua)(hua)驗室信(xin)(xin)息(xi)(xi)管理(li)系統(tong)(LIMS)在(zai)6家(jia)試(shi)點企(qi)(qi)業(ye)(ye)投用,規范了(le)(le)(le)(le)化(hua)(hua)驗分析工(gong)作(zuo)(zuo)流程(cheng),提高(gao)了(le)(le)(le)(le)企(qi)(qi)業(ye)(ye)化(hua)(hua)驗室業(ye)(ye)務自動化(hua)(hua)水(shui)平(ping);先進控制(zhi)(APC)技術先后(hou)在(zai)90多套裝置(zhi)(zhi)實(shi)(shi)施,實(shi)(shi)現了(le)(le)(le)(le)“卡邊”操作(zuo)(zuo),提高(gao)了(le)(le)(le)(le)裝置(zhi)(zhi)操作(zuo)(zuo)水(shui)平(ping)和平(ping)穩率(lv),如(ru)齊魯第二催化(hua)(hua)裝置(zhi)(zhi)APC系統(tong),投用率(lv)一(yi)直在(zai)98%以上(shang),摻渣(zha)比提高(gao)了(le)(le)(le)(le)2.2%,一(yi)年可多加工(gong)渣(zha)油1.76萬噸,裝置(zhi)(zhi)總液收(shou)提高(gao)了(le)(le)(le)(le)0.13%,已成為裝置(zhi)(zhi)進一(yi)步(bu)(bu)挖(wa)潛增效的(de)有效手段(duan)。
五是銷售(shou)企(qi)業(ye)信(xin)息化(hua)建(jian)設全(quan)面發(fa)展,應用效果顯著。加(jia)(jia)油(IC)卡(ka)(ka)工程(cheng)已全(quan)部(bu)在19個省市石(shi)(shi)油分公司(si)(si)推廣完成,截至2006年底(di),共建(jian)成卡(ka)(ka)機聯動加(jia)(jia)油站1.5萬余座,發(fa)卡(ka)(ka)網點(dian)4,600個,累計發(fa)卡(ka)(ka)1,380萬張(zhang),基本(ben)實(shi)現(xian)“一(yi)(yi)卡(ka)(ka)在手,各(ge)地加(jia)(jia)油”的(de)(de)目(mu)(mu)標;云南石(shi)(shi)油信(xin)息系(xi)統(tong)(tong)(tong)(tong)建(jian)設及配套(tao)改造項目(mu)(mu)初(chu)見成效,實(shi)現(xian)了(le)加(jia)(jia)油卡(ka)(ka)、二次物流及ERP三大系(xi)統(tong)(tong)(tong)(tong)的(de)(de)集成,實(shi)現(xian)了(le)業(ye)務數(shu)據的(de)(de)一(yi)(yi)次采集,多系(xi)統(tong)(tong)(tong)(tong)共享,做到了(le)數(shu)出一(yi)(yi)門,加(jia)(jia)強了(le)監(jian)(jian)控(kong)力度;到2006年底(di),銷售(shou)系(xi)統(tong)(tong)(tong)(tong)對(dui)5,699輛油品運(yun)輸車加(jia)(jia)裝了(le)GPS定位(wei)系(xi)統(tong)(tong)(tong)(tong),實(shi)現(xian)了(le)對(dui)油罐(guan)車的(de)(de)遠(yuan)程(cheng)實(shi)時監(jian)(jian)控(kong)、調(diao)度、跟蹤和(he)安(an)全(quan)行車監(jian)(jian)督(du),提(ti)高(gao)了(le)油品運(yun)輸過程(cheng)中(zhong)的(de)(de)防(fang)盜監(jian)(jian)管能力,減(jian)少(shao)了(le)安(an)全(quan)管理漏洞和(he)交通事故。油品銷售(shou)統(tong)(tong)(tong)(tong)計提(ti)升系(xi)統(tong)(tong)(tong)(tong),完成了(le)19個省市公司(si)(si)和(he)6個大區公司(si)(si)批發(fa)、直(zhi)銷、零(ling)售(shou)的(de)(de)進、銷、存、價(jia)數(shu)據分類匯總(zong)、統(tong)(tong)(tong)(tong)計,實(shi)現(xian)了(le)報表自動生成,使總(zong)部(bu)和(he)省市公司(si)(si)的(de)(de)數(shu)據上下一(yi)(yi)致,數(shu)出一(yi)(yi)門。
六(liu)是科研和(he)(he)工(gong)程建設(she)(she)單(dan)位積極開(kai)展信(xin)息(xi)化(hua)(hua)(hua)建設(she)(she),取得了(le)新進(jin)展。科研單(dan)位進(jin)行了(le)自主(zhu)軟(ruan)(ruan)件產品(pin)的開(kai)發與(yu)應(ying)(ying)(ying)用(yong),開(kai)發成功(gong)的波(bo)動方程疊前偏移成像系(xi)(xi)統(tong)(tong)和(he)(he)油藏(zang)綜合(he)解釋系(xi)(xi)統(tong)(tong)(NEWS)等大型(xing)應(ying)(ying)(ying)用(yong)軟(ruan)(ruan)件在系(xi)(xi)統(tong)(tong)內得到推(tui)廣應(ying)(ying)(ying)用(yong);化(hua)(hua)(hua)驗室信(xin)息(xi)管(guan)理系(xi)(xi)統(tong)(tong)(LIMS)試點(dian)工(gong)作取得了(le)重要進(jin)展;開(kai)展了(le)流程模擬系(xi)(xi)統(tong)(tong)、催化(hua)(hua)(hua)裂化(hua)(hua)(hua)催化(hua)(hua)(hua)劑評價數據(ju)庫系(xi)(xi)統(tong)(tong)、蒸汽裂解制乙烯數據(ju)庫網絡化(hua)(hua)(hua)、圖書館(guan)及電子(zi)期刊信(xin)息(xi)資源管(guan)理等信(xin)息(xi)系(xi)(xi)統(tong)(tong)的建設(she)(she)與(yu)應(ying)(ying)(ying)用(yong)。工(gong)程建設(she)(she)單(dan)位采用(yong)信(xin)息(xi)技(ji)術在二維、三維設(she)(she)計、異地協同(tong)設(she)(she)計以(yi)及項目管(guan)理方面(mian)取得了(le)長足進(jin)步(bu),為重大工(gong)程建設(she)(she)提供(gong)了(le)信(xin)息(xi)化(hua)(hua)(hua)保(bao)障(zhang)。
七(qi)是電(dian)子(zi)商(shang)務(wu)(wu)(wu)(wu)等(deng)其他系統(tong)(tong)建設與應(ying)用(yong)(yong)取得新成果(guo),信息服務(wu)(wu)(wu)(wu)工作(zuo)得到(dao)進一步加強。物(wu)(wu)資(zi)采(cai)購(gou)電(dian)子(zi)商(shang)務(wu)(wu)(wu)(wu)系統(tong)(tong)從2000年(nian)8月投用(yong)(yong)至今(jin),網上(shang)采(cai)購(gou)品(pin)種(zhong)從最初的(de)(de)8個(ge)大(da)類、5000多種(zhong)物(wu)(wu)資(zi)擴(kuo)大(da)到(dao)目前的(de)(de)56個(ge)大(da)類126,700種(zhong)物(wu)(wu)資(zi)。截止到(dao)2006年(nian)底,網上(shang)累計成交金額(e)2,887億元,其中(zhong),2006年(nian)采(cai)購(gou)額(e)達到(dao)了(le)(le)1,130億元。2006年(nian),物(wu)(wu)資(zi)采(cai)購(gou)電(dian)子(zi)商(shang)務(wu)(wu)(wu)(wu)與ERP系統(tong)(tong)實(shi)現了(le)(le)數(shu)(shu)據共享和動態交換,積累了(le)(le)大(da)量價格(ge)信息,建成了(le)(le)總部(bu)和企業(ye)兩級(ji)價格(ge)數(shu)(shu)據庫,為各企業(ye)科(ke)學采(cai)購(gou)決策提供了(le)(le)依據;總部(bu)辦(ban)公綜(zong)合業(ye)務(wu)(wu)(wu)(wu)處理系統(tong)(tong)(OA)覆蓋了(le)(le)總部(bu)和108家企業(ye),實(shi)現了(le)(le)總部(bu)對(dui)各直屬企業(ye)的(de)(de)雙向(xiang)公文無紙(zhi)傳輸;技術經濟指標(biao)統(tong)(tong)計系統(tong)(tong)統(tong)(tong)一了(le)(le)統(tong)(tong)計業(ye)務(wu)(wu)(wu)(wu)流程,實(shi)現了(le)(le)基層車間(jian)向(xiang)總部(bu)的(de)(de)數(shu)(shu)據匯總,為統(tong)(tong)計事(shi)中(zhong)控制創造了(le)(le)條件(jian)。
總部(bu)信(xin)息服(fu)務(wu)工作進一步加強,通過每日油價快報、國(guo)際油價分(fen)析(xi)報告等(deng),提供國(guo)際石油石化市場、股市和進出(chu)口等(deng)信(xin)息;“總部(bu)公(gong)用(yong)信(xin)息資(zi)源服(fu)務(wu)系(xi)統”建(jian)成了進出(chu)口、國(guo)際市場價格等(deng)八個數據庫。
八是信息(xi)(xi)基礎設施不(bu)斷提(ti)升,信息(xi)(xi)安全和(he)(he)標準化工作進一(yi)步加(jia)強。建成了(le)以(yi)總(zong)部(bu)(bu)(bu)(bu)(bu)為(wei)核心的(de)(de)(de)綜合網(wang)(wang)絡(luo)(luo)系統(tong)(tong),覆蓋了(le)總(zong)部(bu)(bu)(bu)(bu)(bu)和(he)(he)130多(duo)家企業及部(bu)(bu)(bu)(bu)(bu)分(fen)海外分(fen)支(zhi)機構,實現了(le)企業主(zhu)要生產(chan)裝置、重點井位、車(che)間(jian)、科室、廠部(bu)(bu)(bu)(bu)(bu)和(he)(he)總(zong)部(bu)(bu)(bu)(bu)(bu)的(de)(de)(de)互(hu)聯互(hu)通(tong);建設了(le)84個衛星(xing)地(di)面(mian)站及110多(duo)個視頻(pin)會(hui)議(yi)分(fen)會(hui)場(chang),總(zong)部(bu)(bu)(bu)(bu)(bu)召開了(le)500多(duo)次大(da)型視頻(pin)會(hui)議(yi);實現了(le)石(shi)化電視新聞(wen)的(de)(de)(de)快速分(fen)發,90多(duo)家企業建設了(le)網(wang)(wang)上新聞(wen)點播系統(tong)(tong),擴(kuo)大(da)了(le)收視范圍;完成了(le)中國石(shi)化信息(xi)(xi)安全體(ti)系的(de)(de)(de)總(zong)體(ti)規(gui)劃,對主(zhu)干網(wang)(wang)數據傳輸和(he)(he)視頻(pin)會(hui)議(yi)系統(tong)(tong)進行實時加(jia)密(mi),在總(zong)部(bu)(bu)(bu)(bu)(bu)和(he)(he)企業網(wang)(wang)絡(luo)(luo)之間(jian)、因特網(wang)(wang)出口、重要應(ying)用系統(tong)(tong)部(bu)(bu)(bu)(bu)(bu)署了(le)防火墻(qiang)、入侵(qin)檢(jian)測和(he)(he)漏洞掃描(miao)系統(tong)(tong),統(tong)(tong)一(yi)部(bu)(bu)(bu)(bu)(bu)署了(le)防病(bing)毒系統(tong)(tong),有(you)效地(di)抑制了(le)病(bing)毒的(de)(de)(de)傳播和(he)(he)泛濫。總(zong)部(bu)(bu)(bu)(bu)(bu)和(he)(he)企業的(de)(de)(de)主(zhu)要服務器集(ji)中部(bu)(bu)(bu)(bu)(bu)署和(he)(he)管理(li)得到加(jia)強,運行維護水(shui)平(ping)進一(yi)步提(ti)高。
加(jia)(jia)快了(le)信(xin)息代(dai)(dai)(dai)碼(ma)(ma)編制和(he)(he)標準化(hua)體(ti)系研究(jiu)工作,成(cheng)(cheng)立了(le)標準化(hua)領導(dao)小(xiao)組(zu)、工作小(xiao)組(zu)和(he)(he)專業編碼(ma)(ma)小(xiao)組(zu),建立了(le)標準代(dai)(dai)(dai)碼(ma)(ma)管理網站,正式發(fa)布13大類65萬多條(tiao)(tiao)信(xin)息代(dai)(dai)(dai)碼(ma)(ma),這些代(dai)(dai)(dai)碼(ma)(ma)在信(xin)息技術(shu)項目中得(de)到(dao)了(le)廣泛使(shi)用(yong)。2006年,為實現(xian)物(wu)(wu)資(zi)、石(shi)化(hua)產品和(he)(he)工程(cheng)建設物(wu)(wu)料(liao)(liao)描(miao)述和(he)(he)編碼(ma)(ma)的統一,新編制物(wu)(wu)料(liao)(liao)代(dai)(dai)(dai)碼(ma)(ma)162萬余(yu)條(tiao)(tiao),同(tong)時開發(fa)完成(cheng)(cheng)了(le)物(wu)(wu)料(liao)(liao)編碼(ma)(ma)生成(cheng)(cheng)器并投入使(shi)用(yong),使(shi)物(wu)(wu)料(liao)(liao)代(dai)(dai)(dai)碼(ma)(ma)提報、發(fa)布更加(jia)(jia)快捷高(gao)效;全面啟動了(le)標準化(hua)體(ti)系研究(jiu)和(he)(he)上游板塊(kuai)石(shi)油天(tian)然氣勘探開發(fa)數據模型標準研究(jiu)工作。
九是信(xin)息化(hua)管(guan)理(li)(li)工作得到進(jin)一(yi)步(bu)加(jia)(jia)強,IT治理(li)(li)水平不斷(duan)提高。按照“五(wu)統一(yi)”的要求,編制了《信(xin)息化(hua)建設“十一(yi)五(wu)”發(fa)(fa)展專(zhuan)項(xiang)規劃(hua)》,制定了《三年(nian)(nian)滾(gun)動發(fa)(fa)展計劃(hua)》,編制并頒(ban)發(fa)(fa)了《中(zhong)(zhong)國(guo)石(shi)化(hua)集團(tuan)公(gong)司信(xin)息化(hua)管(guan)理(li)(li)辦法(fa)》、《中(zhong)(zhong)國(guo)石(shi)化(hua)信(xin)息技(ji)術項(xiang)目管(guan)理(li)(li)辦法(fa)》等(deng)30多個(ge)管(guan)理(li)(li)辦法(fa)和制度;加(jia)(jia)強了IT內控工作,初步(bu)形成(cheng)了中(zhong)(zhong)國(guo)石(shi)化(hua)的IT控制體(ti)系;與微(wei)軟、艾斯(si)本、霍尼韋(wei)爾(er)等(deng)公(gong)司簽署了戰略(lve)合作協(xie)議,推(tui)進(jin)了軟件(jian)正(zheng)版(ban)化(hua)工作;加(jia)(jia)強了信(xin)息化(hua)隊(dui)伍建設,2006年(nian)(nian),總部正(zheng)式成(cheng)立了中(zhong)(zhong)國(guo)石(shi)化(hua)ERP支持中(zhong)(zhong)心,運行維護隊(dui)伍得到了進(jin)一(yi)步(bu)加(jia)(jia)強。
二、近(jin)年信息化建(jian)設的經驗(yan)和體(ti)會
回顧幾年(nian)來信(xin)息化(hua)(hua)建(jian)設(she)的實踐(jian),中國石化(hua)(hua)信(xin)息化(hua)(hua)建(jian)設(she)所以進展比較快(kuai),主要有以下幾點經驗(yan)和體會(hui):
一是各級領(ling)導(dao)(dao)(dao)的(de)(de)(de)(de)高(gao)度重視和(he)(he)大(da)(da)力推(tui)動。黨組領(ling)導(dao)(dao)(dao)一貫(guan)高(gao)度重視信息(xi)(xi)化工作(zuo),高(gao)瞻遠(yuan)矚,站(zhan)在全局高(gao)度,對信息(xi)(xi)化工作(zuo)做出了(le)一系列重要決(jue)策。從信息(xi)(xi)化規劃的(de)(de)(de)(de)制定、計劃的(de)(de)(de)(de)安排、項目的(de)(de)(de)(de)管理、應(ying)用的(de)(de)(de)(de)推(tui)進等方面給予了(le)大(da)(da)力指導(dao)(dao)(dao)和(he)(he)支(zhi)持(chi)(chi)。總部(bu)各部(bu)門和(he)(he)企業的(de)(de)(de)(de)領(ling)導(dao)(dao)(dao)也都是既掛帥、又出征,親自(zi)抓(zhua)業務流程整合、內(nei)部(bu)機構改革,指導(dao)(dao)(dao)幫助解決(jue)ERP實施過程中的(de)(de)(de)(de)困難。有了(le)黨組和(he)(he)各級領(ling)導(dao)(dao)(dao)的(de)(de)(de)(de)重視和(he)(he)支(zhi)持(chi)(chi),信息(xi)(xi)化建設這個“一把手(shou)工程”才得以(yi)順(shun)利推(tui)進。
二是堅持信(xin)息(xi)(xi)化建(jian)(jian)設(she)(she)的“五統一(yi)(yi)(yi)(yi)”原則(ze)。在(zai)進(jin)行(xing)以ERP為主線的信(xin)息(xi)(xi)化建(jian)(jian)設(she)(she)的過程中,我們堅持了(le)“統一(yi)(yi)(yi)(yi)規劃(hua)、統一(yi)(yi)(yi)(yi)標準、統一(yi)(yi)(yi)(yi)投資、統一(yi)(yi)(yi)(yi)建(jian)(jian)設(she)(she)、統一(yi)(yi)(yi)(yi)管(guan)理”的信(xin)息(xi)(xi)化建(jian)(jian)設(she)(she)“五統一(yi)(yi)(yi)(yi)”原則(ze),幾年來的實踐證明,按照“五統一(yi)(yi)(yi)(yi)”原則(ze),信(xin)息(xi)(xi)化建(jian)(jian)設(she)(she)體現了(le)總部的管(guan)理意(yi)志(zhi),有效防(fang)止(zhi)了(le)“各自為政”、重復建(jian)(jian)設(she)(she),從而對(dui)重大(da)項目實行(xing)集(ji)(ji)中決策、統一(yi)(yi)(yi)(yi)部署和建(jian)(jian)設(she)(she)實施,使信(xin)息(xi)(xi)化建(jian)(jian)設(she)(she)逐步從分散走(zou)向集(ji)(ji)中,有力地促進(jin)了(le)信(xin)息(xi)(xi)化建(jian)(jian)設(she)(she)的健康(kang)發展。
三(san)(san)是堅持信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)的(de)“三(san)(san)結合”原(yuan)則。信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)的(de)目(mu)的(de)在(zai)于應用,因此,信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)必須與(yu)加強(qiang)企業管(guan)理、提高(gao)管(guan)理水平(ping)緊(jin)密(mi)(mi)(mi)結合;與(yu)提升技(ji)術(shu)水平(ping)、增強(qiang)技(ji)術(shu)創新(xin)能(neng)力緊(jin)密(mi)(mi)(mi)結合;與(yu)把握開(kai)拓市場(chang)、提高(gao)經(jing)濟效益緊(jin)密(mi)(mi)(mi)結合。在(zai)信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)中,我(wo)們始終以(yi)“三(san)(san)結合”原(yuan)則為指(zhi)針,確(que)保了我(wo)們的(de)信(xin)息(xi)(xi)系統(tong)能(neng)夠(gou)更好地為管(guan)理服(fu)(fu)務,為提升技(ji)術(shu)水平(ping)和開(kai)拓市場(chang)服(fu)(fu)務。
四是采(cai)用了(le)(le)比較科(ke)學(xue)的管(guan)(guan)理模式(shi)。在實(shi)踐中,我們(men)探索出了(le)(le)信(xin)息(xi)化必(bi)須堅(jian)持“業務部(bu)門專(zhuan)業牽頭,信(xin)息(xi)部(bu)門綜合管(guan)(guan)理,IT隊伍技(ji)術支持”的管(guan)(guan)理模式(shi)。采(cai)用這(zhe)一模式(shi),充分(fen)了(le)(le)發(fa)揮各方的優(you)勢(shi),調動了(le)(le)各方面的積極性,特別是充分(fen)發(fa)揮了(le)(le)業務部(bu)門的作用。
三、今(jin)后工作目標和任務(wu)
“十一(yi)五”信息(xi)(xi)化(hua)建設總體(ti)(ti)(ti)目標:一(yi)是(shi)(shi)建成(cheng)(cheng)(cheng)兩個(ge)平臺:即建成(cheng)(cheng)(cheng)總部統一(yi)的(de)經營管理(li)和(he)(he)生(sheng)(sheng)產營運指(zhi)揮(hui)兩個(ge)信息(xi)(xi)平臺;二是(shi)(shi)實(shi)現(xian)(xian)兩個(ge)集(ji)成(cheng)(cheng)(cheng):即實(shi)現(xian)(xian)總部層面信息(xi)(xi)系(xi)(xi)統的(de)集(ji)成(cheng)(cheng)(cheng)和(he)(he)ERP系(xi)(xi)統與企(qi)業(ye)生(sheng)(sheng)產層面信息(xi)(xi)系(xi)(xi)統的(de)全面集(ji)成(cheng)(cheng)(cheng);三是(shi)(shi)完善(shan)兩個(ge)體(ti)(ti)(ti)系(xi)(xi):即完善(shan)網絡與信息(xi)(xi)安全和(he)(he)信息(xi)(xi)標準化(hua)兩個(ge)體(ti)(ti)(ti)系(xi)(xi);四(si)是(shi)(shi)建成(cheng)(cheng)(cheng)八大應(ying)(ying)用(yong)(yong)系(xi)(xi)統:即建成(cheng)(cheng)(cheng)中國石化(hua)一(yi)體(ti)(ti)(ti)化(hua)的(de)ERP、供應(ying)(ying)鏈、生(sheng)(sheng)產營運指(zhi)揮(hui)、HSE應(ying)(ying)急指(zhi)揮(hui)、物流(liu)管理(li)與電(dian)子商務、勘探開發決策(ce)支持、綜(zong)合(he)分析應(ying)(ying)用(yong)(yong)和(he)(he)綜(zong)合(he)業(ye)務辦公(gong)等(deng)八大應(ying)(ying)用(yong)(yong)系(xi)(xi)統;
到“十一五”末,在(zai)四大板塊生產經(jing)營管理(li)、地震(zhen)資(zi)料(liao)處理(li)解釋(shi)、油藏描述與模(mo)擬、煉(lian)化先(xian)進過程控制(zhi)、銷售物流配送等幾個主要應(ying)用(yong)(yong)領域達到國(guo)內一流并接近或達到國(guo)外大公司目前(qian)的應(ying)用(yong)(yong)水平。
按照上(shang)述目標(biao),今后要重點抓(zhua)好以下工作:
(一(yi))做(zuo)好專項規劃和總體(ti)設計。
重點做好ERP與(yu)(yu)數(shu)據倉(cang)庫(BW)、供應(ying)鏈與(yu)(yu)生(sheng)產營運(yun)指(zhi)揮(hui)、IT基礎(chu)設(she)(she)施(shi)與(yu)(yu)信(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)、上(shang)游企業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化、科(ke)研(yan)(yan)單(dan)位信(xin)(xin)(xin)(xin)息(xi)(xi)化、普光氣田與(yu)(yu)川氣東(dong)送工(gong)程信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)等六個專項規(gui)劃和(he)(he)總(zong)體(ti)設(she)(she)計,重點解(jie)決ERP、供應(ying)鏈、生(sheng)產營運(yun)指(zhi)揮(hui)等系(xi)統(tong)集成(cheng)和(he)(he)深化應(ying)用、上(shang)游板塊和(he)(he)科(ke)研(yan)(yan)單(dan)位信(xin)(xin)(xin)(xin)息(xi)(xi)化整體(ti)規(gui)劃等問(wen)題(ti),確保各系(xi)統(tong)之(zhi)間的(de)業(ye)務集成(cheng)、數(shu)據集成(cheng)和(he)(he)信(xin)(xin)(xin)(xin)息(xi)(xi)共享。通過調研(yan)(yan)、技(ji)(ji)(ji)術(shu)交流、考(kao)察(cha)、集中研(yan)(yan)討等方式,對上(shang)述幾(ji)大系(xi)統(tong)有關問(wen)題(ti)進行(xing)深入研(yan)(yan)究(jiu)。充(chong)分發揮(hui)企業(ye)專家(jia)、業(ye)務骨(gu)干及外部(bu)專家(jia)的(de)技(ji)(ji)(ji)術(shu)優勢,對技(ji)(ji)(ji)術(shu)路線、系(xi)統(tong)總(zong)體(ti)架(jia)構(gou)、技(ji)(ji)(ji)術(shu)方案先進性、安全(quan)性、集成(cheng)性、標準化及要解(jie)決的(de)問(wen)題(ti)進行(xing)充(chong)分論證,清(qing)晰(xi)系(xi)統(tong)架(jia)構(gou),制定(ding)新舊系(xi)統(tong)整合方案,統(tong)一設(she)(she)計,統(tong)一規(gui)范和(he)(he)標準,為集成(cheng)、共享的(de)一體(ti)化信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)建設(she)(she)奠定(ding)基礎(chu)。
(二)抓好重大(da)項目(mu)建(jian)設(she)。
繼(ji)續做好ERP推(tui)廣與應(ying)(ying)用工作(zuo)。一是采(cai)用服務(wu)器集中架構(gou)繼(ji)續在企業(ye)(ye)進(jin)(jin)(jin)行(xing)推(tui)廣,基本完(wan)成股份公司(si)下(xia)屬企業(ye)(ye)和科研院(yuan)所的ERP建設(she)。二(er)是加快總部層面ERP建設(she),推(tui)進(jin)(jin)(jin)數據倉庫和財務(wu)報(bao)表合(he)并(BW&BCS)實施工作(zuo),提升物資管(guan)理(li)應(ying)(ying)用、銷售統(tong)計(ji)(ji)查詢系(xi)(xi)統(tong),全(quan)(quan)面推(tui)廣審(shen)計(ji)(ji)AIS系(xi)(xi)統(tong),進(jin)(jin)(jin)行(xing)投資管(guan)理(li)(IM)試(shi)點(dian)。三(san)是對已上線ERP系(xi)(xi)統(tong)進(jin)(jin)(jin)行(xing)完(wan)善提升,啟動客戶關系(xi)(xi)管(guan)理(li)(CRM)試(shi)點(dian)工作(zuo),提升完(wan)善設(she)備(bei)管(guan)理(li)(PM)模塊功能。四是開(kai)展(zhan)全(quan)(quan)面預(yu)算(suan)管(guan)理(li)試(shi)點(dian)工作(zuo),做好系(xi)(xi)統(tong)總體設(she)計(ji)(ji),整合(he)現有系(xi)(xi)統(tong),滿足總部、事業(ye)(ye)部、企業(ye)(ye)全(quan)(quan)面預(yu)算(suan)管(guan)理(li)要求。五是深化企業(ye)(ye)ERP系(xi)(xi)統(tong)應(ying)(ying)用,繼(ji)續開(kai)展(zhan)ERP應(ying)(ying)用達標創優活動,培(pei)養應(ying)(ying)用典型。

進(jin)一步加快供(gong)應(ying)(ying)鏈(lian)優(you)化(hua)(hua)(hua)(hua)系(xi)(xi)統(tong)的推廣與深(shen)化(hua)(hua)(hua)(hua)應(ying)(ying)用。一是建(jian)設原(yuan)油(you)(you)(you)(you)(you)營運管理(li)(li)系(xi)(xi)統(tong)。實(shi)現(xian)原(yuan)油(you)(you)(you)(you)(you)采購與配(pei)置(zhi)年、季、月計劃的一體化(hua)(hua)(hua)(hua)管理(li)(li),優(you)化(hua)(hua)(hua)(hua)原(yuan)油(you)(you)(you)(you)(you)運輸,減少(shao)(shao)油(you)(you)(you)(you)(you)輪滯(zhi)期,維持(chi)合(he)理(li)(li)庫(ku)存,降低運輸成(cheng)本。以(yi)甬滬寧(ning)管線(xian)管理(li)(li)信息(xi)系(xi)(xi)統(tong)為基礎,建(jian)立原(yuan)油(you)(you)(you)(you)(you)運行(xing)管理(li)(li)系(xi)(xi)統(tong),實(shi)現(xian)原(yuan)油(you)(you)(you)(you)(you)配(pei)送(song)(song)過(guo)程可視化(hua)(hua)(hua)(hua),優(you)化(hua)(hua)(hua)(hua)原(yuan)油(you)(you)(you)(you)(you)混合(he),減少(shao)(shao)煉油(you)(you)(you)(you)(you)廠原(yuan)油(you)(you)(you)(you)(you)品種(zhong)、生產(chan)切換頻率,確保輸送(song)(song)安全。二是深(shen)化(hua)(hua)(hua)(hua)應(ying)(ying)用煉油(you)(you)(you)(you)(you)企(qi)業(ye)級PIMS系(xi)(xi)統(tong)。細(xi)化(hua)(hua)(hua)(hua)時間(jian)周期,實(shi)現(xian)模型校核自動(dong)化(hua)(hua)(hua)(hua)、月度分析自動(dong)對(dui)比(bi)功能,進(jin)一步為質(zhi)量管理(li)(li)、財務預算提供(gong)支持(chi)。三是建(jian)設化(hua)(hua)(hua)(hua)工(gong)(gong)物流(liu)優(you)化(hua)(hua)(hua)(hua)系(xi)(xi)統(tong)。統(tong)一規劃化(hua)(hua)(hua)(hua)工(gong)(gong)銷(xiao)售分公(gong)司物流(liu)優(you)化(hua)(hua)(hua)(hua)系(xi)(xi)統(tong),進(jin)行(xing)化(hua)(hua)(hua)(hua)工(gong)(gong)產(chan)品物流(liu)優(you)化(hua)(hua)(hua)(hua)的試點。四是提升(sheng)原(yuan)油(you)(you)(you)(you)(you)評價數據(ju)庫(ku)系(xi)(xi)統(tong),補充完善原(yuan)油(you)(you)(you)(you)(you)評價數據(ju)庫(ku),逐步形成(cheng)品種(zhong)齊全、數據(ju)準(zhun)確的自主(zhu)知識產(chan)權的原(yuan)油(you)(you)(you)(you)(you)評價數據(ju)庫(ku)。

抓(zhua)好煉化企(qi)業(ye)生(sheng)產(chan)層(ceng)面信息(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)建(jian)設(she)。一是(shi)推(tui)(tui)(tui)廣(guang)(guang)應(ying)用(yong)企(qi)業(ye)生(sheng)產(chan)執(zhi)行(xing)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(MES)。進(jin)一步完(wan)善(shan)SMES軟件系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)功能,實現推(tui)(tui)(tui)廣(guang)(guang)企(qi)業(ye)物料日平衡(heng)(heng)和(he)能耗(hao)旬(xun)平衡(heng)(heng),為ERP系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)提供(gong)旬(xun)確(que)(que)認和(he)月結算數(shu)據。二(er)是(shi)推(tui)(tui)(tui)廣(guang)(guang)應(ying)用(yong)先進(jin)過程控制(zhi)(APC)技術(shu),同時做(zuo)好已建(jian)APC系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)的(de)維護完(wan)善(shan)。三是(shi)推(tui)(tui)(tui)廣(guang)(guang)應(ying)用(yong)化驗(yan)室信息(xi)管理(LIMS)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)。加強已建(jian)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)的(de)標準化工作(zuo),并(bing)使總部能夠及時獲得準確(que)(que)的(de)分(fen)析(xi)數(shu)據。四是(shi)推(tui)(tui)(tui)廣(guang)(guang)應(ying)用(yong)煉油生(sheng)產(chan)調(diao)度(du)優化系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(ORION),提升企(qi)業(ye)生(sheng)產(chan)計(ji)劃(hua)和(he)調(diao)度(du)管理水平。

在基礎設施建設方面,著力提高(gao)網絡的(de)整體性(xing)(xing)能(neng)和(he)速度,重(zhong)點(dian)(dian)解決網絡基礎薄弱、核心設備(bei)(bei)缺乏冗余、信(xin)(xin)息點(dian)(dian)延伸不足(zu)等問題,建成國(guo)際勘(kan)探(tan)開發公司(si)總(zong)部與西亞北(bei)非、拉美、俄羅(luo)斯中(zhong)亞等三個大區公司(si)的(de)國(guo)際專(zhuan)線網絡聯接(jie);建設和(he)完(wan)善ERP、加(jia)油(you)IC卡(ka)等重(zhong)點(dian)(dian)應用系統的(de)數(shu)據(ju)(ju)備(bei)(bei)份和(he)恢(hui)復系統,解決核心業(ye)務數(shu)據(ju)(ju)的(de)備(bei)(bei)份和(he)恢(hui)復性(xing)(xing)測(ce)試等問題,進一步提高(gao)數(shu)據(ju)(ju)的(de)安全(quan)性(xing)(xing)和(he)系統穩定性(xing)(xing);加(jia)快Ku衛(wei)星通信(xin)(xin)系統的(de)建設工(gong)作,重(zhong)點(dian)(dian)在普(pu)光氣田、南方分公司(si)、西北(bei)分公司(si)等熱點(dian)(dian)勘(kan)探(tan)區域(yu)建設衛(wei)星通信(xin)(xin)遠端站,實現衛(wei)星數(shu)據(ju)(ju)傳輸與地面網絡的(de)互聯互通;建立相(xiang)對集(ji)中(zhong)的(de)大容量企業(ye)級電子(zi)郵(you)件系統,統一域(yu)名體系和(he)郵(you)件標識(shi),統一部署防垃圾郵(you)件和(he)防病毒系統,提高(gao)郵(you)件系統的(de)可靠(kao)性(xing)(xing)和(he)安全(quan)性(xing)(xing)。

一是深入企(qi)業調(diao)研(yan)分析應(ying)(ying)用(yong)(yong)問(wen)題(ti)。由(you)信(xin)(xin)息(xi)(xi)部(bu)牽(qian)頭(tou)組織(zhi),總部(bu)相(xiang)關部(bu)門、企(qi)業人員(yuan)和(he)(he)實施顧問(wen)參加,組成應(ying)(ying)用(yong)(yong)調(diao)研(yan)小組,深入企(qi)業調(diao)查(cha)研(yan)究,通過(guo)認(ren)真分析信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)應(ying)(ying)用(yong)(yong)現(xian)狀,梳理信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)應(ying)(ying)用(yong)(yong)中(zhong)(zhong)(zhong)存在的(de)問(wen)題(ti),研(yan)究有(you)效對策,深化(hua)(hua)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)功(gong)能,提(ti)高(gao)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)可用(yong)(yong)性、安全(quan)(quan)(quan)性、集成性,切實解決系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)應(ying)(ying)用(yong)(yong)中(zhong)(zhong)(zhong)存在的(de)問(wen)題(ti)。二是加強(qiang)全(quan)(quan)(quan)員(yuan)培(pei)訓。采取多種形(xing)(xing)式,加強(qiang)對各個(ge)層次、各類人員(yuan)的(de)信(xin)(xin)息(xi)(xi)化(hua)(hua)知(zhi)識和(he)(he)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)操作(zuo)的(de)培(pei)訓,提(ti)高(gao)全(quan)(quan)(quan)員(yuan)信(xin)(xin)息(xi)(xi)化(hua)(hua)素質(zhi)和(he)(he)實際應(ying)(ying)用(yong)(yong)能力。三是培(pei)養(yang)應(ying)(ying)用(yong)(yong)典型。通過(guo)調(diao)研(yan),從(cong)上中(zhong)(zhong)(zhong)下游(you)各個(ge)板塊中(zhong)(zhong)(zhong)選擇(ze)兩家(jia)左右企(qi)業進行信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)的(de)全(quan)(quan)(quan)面提(ti)升和(he)(he)應(ying)(ying)用(yong)(yong)的(de)全(quan)(quan)(quan)面深化(hua)(hua),通過(guo)典型培(pei)養(yang),形(xing)(xing)成信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)的(de)標準模板,樹立(li)ERP、MES等重大信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)的(de)應(ying)(ying)用(yong)(yong)樣板,從(cong)而推動(dong)和(he)(he)帶動(dong)整個(ge)中(zhong)(zhong)(zhong)國(guo)石化(hua)(hua)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)應(ying)(ying)用(yong)(yong)效果的(de)提(ti)高(gao)。四是加強(qiang)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)運維(wei)。建立(li)健全(quan)(quan)(quan)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)運維(wei)體系(xi)(xi)(xi)(xi)(xi),強(qiang)化(hua)(hua)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)在線運行和(he)(he)升級維(wei)護工作(zuo),確保系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)穩(wen)定(ding)、可靠、高(gao)效運行。
(七(qi))加強(qiang)信息(xi)化管理工作。
一是(shi)(shi)進(jin)(jin)一步加強信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)體系(xi)(xi)(xi)建(jian)設。要按照國(guo)資委(wei)下(xia)發(fa)的(de)(de)(de)《關于加強中央企業(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)的(de)(de)(de)指導意見》和(he)總部有(you)關文件,進(jin)(jin)一步落實(shi)企業(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)部門職(zhi)責,確保人員(yuan)到位(wei)。二(er)是(shi)(shi)搞好(hao)(hao)IT治理(li)工(gong)作(zuo)。建(jian)立健全信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)制度,完(wan)善IT控制體系(xi)(xi)(xi),做好(hao)(hao)系(xi)(xi)(xi)統(tong)(tong)風(feng)(feng)險(xian)評(ping)估(gu),提(ti)高信(xin)(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)風(feng)(feng)險(xian)管(guan)(guan)(guan)(guan)理(li)水(shui)平。三(san)是(shi)(shi)抓好(hao)(hao)項目(mu)管(guan)(guan)(guan)(guan)理(li)。實(shi)行總部和(he)企業(ye)兩個層(ceng)次的(de)(de)(de)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li),強化(hua)(hua)(hua)項目(mu)建(jian)設過程(cheng)管(guan)(guan)(guan)(guan)理(li),重視對實(shi)施過程(cheng)重要環節的(de)(de)(de)質量(liang)檢(jian)查(cha),嚴把項目(mu)測試和(he)驗收關,加大對ERP等(deng)系(xi)(xi)(xi)統(tong)(tong)應用(yong)(yong)的(de)(de)(de)檢(jian)查(cha)和(he)考核力度,保證系(xi)(xi)(xi)統(tong)(tong)應用(yong)(yong)目(mu)標和(he)預期效果的(de)(de)(de)實(shi)現。四是(shi)(shi)要做好(hao)(hao)標準(zhun)化(hua)(hua)(hua)工(gong)作(zuo)。繼續(xu)梳理(li)和(he)完(wan)善單(dan)位(wei)、設備(bei)、材料等(deng)信(xin)(xin)(xin)息(xi)(xi)代碼(ma)(ma),加快物料代碼(ma)(ma)替換的(de)(de)(de)試點(dian)工(gong)作(zuo),完(wan)善ERP等(deng)系(xi)(xi)(xi)統(tong)(tong)的(de)(de)(de)推廣模板。五是(shi)(shi)加強信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)隊(dui)伍建(jian)設。抓好(hao)(hao)思想作(zuo)風(feng)(feng)和(he)廉(lian)政建(jian)設,大力弘揚新時期石(shi)油石(shi)化(hua)(hua)(hua)精(jing)神,進(jin)(jin)一步提(ti)高信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)人員(yuan)的(de)(de)(de)素質,培養業(ye)務骨干和(he)“復合型”人才。六是(shi)(shi)加強IT廠商的(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)。對IT廠商進(jin)(jin)行分類、分級(ji)管(guan)(guan)(guan)(guan)理(li),建(jian)立評(ping)價考核體系(xi)(xi)(xi),降低采購成本(ben)和(he)風(feng)(feng)險(xian),保證優(you)質及時的(de)(de)(de)供貨(huo)和(he)服務。
