中煤(mei)集團公(gong)司信息化(hua)工作的實踐與思考

中(zhong)國中(zhong)煤能源集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(以下簡(jian)稱中(zhong)煤集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si))是國資委管(guan)理(li)(li)的(de)(de)國有(you)重(zhong)要(yao)骨干企(qi)業(ye),公(gong)(gong)(gong)司(si)主(zhu)業(ye)為(wei)煤炭生產及貿(mao)易、煤化(hua)(hua)工(gong)、煤層氣開發(fa)(fa)、坑(keng)口發(fa)(fa)電、煤礦建(jian)(jian)設(she)(she)(she)(she)、煤機制造及相關工(gong)程技術(shu)服務(wu)。根據中(zhong)央“以信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)帶動工(gong)業(ye)化(hua)(hua),以工(gong)業(ye)化(hua)(hua)促進(jin)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)”的(de)(de)有(you)關精神,中(zhong)煤集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)緊(jin)(jin)緊(jin)(jin)圍繞企(qi)業(ye)發(fa)(fa)展(zhan)(zhan)戰略目標和(he)核心業(ye)務(wu)開展(zhan)(zhan)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)(she)(she),并(bing)注(zhu)重(zhong)做好信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)與提(ti)升企(qi)業(ye)管(guan)理(li)(li)水平和(he)提(ti)高(gao)企(qi)業(ye)經濟效益的(de)(de)緊(jin)(jin)密結合。過去的(de)(de)幾年中(zhong),中(zhong)煤集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)按照(zhao)“五統(tong)(tong)一(yi)(yi)”原(yuan)則(統(tong)(tong)一(yi)(yi)規(gui)劃、統(tong)(tong)一(yi)(yi)標準(zhun)、統(tong)(tong)一(yi)(yi)投(tou)資、統(tong)(tong)一(yi)(yi)建(jian)(jian)設(she)(she)(she)(she)、統(tong)(tong)一(yi)(yi)管(guan)理(li)(li))先后建(jian)(jian)設(she)(she)(she)(she)了(le)包括廣(guang)域網、視頻(pin)會(hui)(hui)議系統(tong)(tong)在內的(de)(de)一(yi)(yi)批信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)基礎設(she)(she)(she)(she)施,完成(cheng)了(le)生產調度報表(biao)、財(cai)務(wu)資金集(ji)(ji)中(zhong)管(guan)理(li)(li)和(he)人力資源管(guan)理(li)(li)等信(xin)(xin)息(xi)(xi)(xi)(xi)系統(tong)(tong)的(de)(de)建(jian)(jian)設(she)(she)(she)(she)工(gong)作。企(qi)業(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)作打開了(le)新局(ju)面(mian),信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)水平上了(le)新臺(tai)階(jie)。下面(mian),我(wo)們簡(jian)要(yao)總結我(wo)公(gong)(gong)(gong)司(si)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)實(shi)踐中(zhong)的(de)(de)主(zhu)要(yao)做法和(he)體會(hui)(hui),供同志們研究和(he)討論。
一、對中煤集團公司近年來信息化工作的總結
(一)切實抓(zhua)好信息化工(gong)作的(de)組(zu)織領(ling)導。
中煤集(ji)團公司信(xin)息(xi)(xi)(xi)化工作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)成(cheng)立時間較早,之后又根據信(xin)息(xi)(xi)(xi)化工作(zuo)(zuo)的實際需(xu)求(qiu)對(dui)信(xin)息(xi)(xi)(xi)化工作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)進行了調整,明確了領(ling)(ling)導(dao)(dao)小(xiao)組(zu)的組(zu)成(cheng)人員及職(zhi)責,集(ji)團公司總經理經天亮同志(zhi)親自(zi)擔(dan)任領(ling)(ling)導(dao)(dao)小(xiao)組(zu)組(zu)長。公司各所屬(shu)企(qi)業(ye)(ye)也按集(ji)團公司要求(qiu),成(cheng)立了由企(qi)業(ye)(ye)“一把手”掛帥的信(xin)息(xi)(xi)(xi)化工作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)。
針對信(xin)息(xi)(xi)化(hua)(hua)(hua)工作中常見的(de)信(xin)息(xi)(xi)化(hua)(hua)(hua)項目(mu)(mu)無序上馬(ma)、易出現信(xin)息(xi)(xi)孤(gu)島(dao)等問題,公司(si)陸續出臺了一系列(lie)相關制度,要求所(suo)屬(shu)企業須將擬建的(de)信(xin)息(xi)(xi)化(hua)(hua)(hua)項目(mu)(mu)、或擬建項目(mu)(mu)中包含的(de)信(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)子項的(de)技(ji)術方案報集(ji)團公司(si)信(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)領導小組,經(jing)審核并批準后方可(ke)實(shi)施。未經(jing)批準的(de)項目(mu)(mu),各(ge)單(dan)位不得擅自(zi)建設(she)。同(tong)時規(gui)定,凡涉及整個集(ji)團公司(si)全局(ju)管控、主營(ying)業務(wu)的(de)綜合管理信(xin)息(xi)(xi)系統,必須由(you)集(ji)團公司(si)統一組織實(shi)施,各(ge)所(suo)屬(shu)企業不得單(dan)獨建設(she)。
信(xin)息(xi)化(hua)(hua)工作領(ling)導(dao)小組的建(jian)立,加之相(xiang)關制度的有效施行(xing),初步遏制了信(xin)息(xi)化(hua)(hua)建(jian)設中(zhong)(zhong)各(ge)所屬企(qi)業(ye)“自掃門前(qian)雪”的勢頭,確(que)立了中(zhong)(zhong)煤集(ji)團公司信(xin)息(xi)化(hua)(hua)建(jian)設“一盤(pan)棋”的格局。
(二)推動信息化專職管理機構的建設。
信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)在企業(ye)內的(de)(de)地位(wei)特殊,相對(dui)(dui)(dui)于(yu)提出需求的(de)(de)業(ye)務部門,它是乙方(fang),而對(dui)(dui)(dui)于(yu)各(ge)類信(xin)息(xi)(xi)(xi)系統承建(jian)方(fang),它是甲(jia)方(fang)。信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)能(neng)否做好角色的(de)(de)轉換,發揮好橋梁(liang)和紐帶作(zuo)用,對(dui)(dui)(dui)于(yu)企業(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設(she)工作(zuo)意義重大(da)。中(zhong)煤(mei)集團(tuan)公(gong)司信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設(she)的(de)(de)具體(ti)工作(zuo)由集團(tuan)公(gong)司信(xin)息(xi)(xi)(xi)技(ji)術管(guan)(guan)(guan)(guan)理(li)(li)中(zhong)心(xin)歸口管(guan)(guan)(guan)(guan)理(li)(li)。信(xin)息(xi)(xi)(xi)技(ji)術管(guan)(guan)(guan)(guan)理(li)(li)中(zhong)心(xin)成立(li)之初,即將(jiang)推(tui)動集團(tuan)公(gong)司所屬(shu)企業(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)的(de)(de)建(jian)設(she)作(zuo)為中(zhong)心(xin)的(de)(de)一項重要工作(zuo)來抓(zhua)。目前,中(zhong)煤(mei)集團(tuan)公(gong)司所屬(shu)重點(dian)生產企業(ye)中(zhong),絕大(da)多數已成立(li)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou),但(dan)仍有部分(fen)企業(ye)將(jiang)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)職(zhi)(zhi)能(neng)掛靠在企業(ye)管(guan)(guan)(guan)(guan)理(li)(li)部、技(ji)術中(zhong)心(xin)或辦(ban)公(gong)室等部門。針對(dui)(dui)(dui)這種情況,在過去的(de)(de)幾年(nian)中(zhong),我(wo)們一面繼續推(tui)動未建(jian)立(li)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)的(de)(de)企業(ye)抓(zhua)緊設(she)立(li)相關機(ji)構(gou)(gou),另一方(fang)面,對(dui)(dui)(dui)已設(she)立(li)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)專職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)(gou)的(de)(de)企業(ye),我(wo)們要求不但(dan)要給(gei)牌子,還要賦予相應的(de)(de)職(zhi)(zhi)能(neng),使這些機(ji)構(gou)(gou)能(neng)夠(gou)真正成為企業(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工作(zuo)的(de)(de)“大(da)管(guan)(guan)(guan)(guan)家(jia)”。
2006年4月間,信息(xi)中心在(zai)多(duo)次調研的(de)基礎上提出:平(ping)(ping)朔(shuo)公(gong)司作(zuo)(zuo)為集團公(gong)司所屬重(zhong)點煤炭生(sheng)產企業,其信息(xi)化建設(she)工作(zuo)(zuo)繁重(zhong)且復(fu)雜,平(ping)(ping)朔(shuo)公(gong)司必須(xu)成立獨(du)立的(de)信息(xi)化專(zhuan)職管理機構,統(tong)一管理公(gong)司信息(xi)化工作(zuo)(zuo)。此(ci)建議得到集團公(gong)司領導的(de)大力支持,平(ping)(ping)朔(shuo)公(gong)司隨即成立了獨(du)立的(de)信息(xi)化專(zhuan)職管理機構。目(mu)前(qian),平(ping)(ping)朔(shuo)公(gong)司的(de)信息(xi)化建設(she)工作(zuo)(zuo)已在(zai)其信息(xi)中心的(de)管理下有序(xu)展開。
伴隨(sui)著企(qi)(qi)(qi)業信(xin)息化工作的深入進行,企(qi)(qi)(qi)業信(xin)息化專(zhuan)(zhuan)職(zhi)管(guan)理(li)機(ji)構也將逐步(bu)建(jian)(jian)(jian)立、發(fa)展(zhan)和壯(zhuang)大。我們將繼續就專(zhuan)(zhuan)職(zhi)管(guan)理(li)機(ji)構建(jian)(jian)(jian)設(she)(she)問(wen)題展(zhan)開調查研究(jiu)并(bing)提出(chu)意見和建(jian)(jian)(jian)議。同(tong)時,我們還將采取以(yi)項目建(jian)(jian)(jian)設(she)(she)促機(ji)構建(jian)(jian)(jian)設(she)(she)的方式,通過信(xin)息系統的成功建(jian)(jian)(jian)設(she)(she)和應用(yong)來逐步(bu)建(jian)(jian)(jian)立健(jian)全企(qi)(qi)(qi)業信(xin)息化專(zhuan)(zhuan)職(zhi)管(guan)理(li)機(ji)構。
(三)初步制定(ding)了(le)企業(ye)信息化規劃。
信(xin)息(xi)(xi)化(hua)(hua)建設(she)必(bi)須(xu)有的(de)(de)(de)(de)放矢,在(zai)信(xin)息(xi)(xi)化(hua)(hua)規(gui)劃的(de)(de)(de)(de)指導下有序(xu)進行。中(zhong)(zhong)煤(mei)集(ji)(ji)團(tuan)公司對企(qi)業(ye)信(xin)息(xi)(xi)化(hua)(hua)規(gui)劃的(de)(de)(de)(de)編制工(gong)作提(ti)出(chu)的(de)(de)(de)(de)要(yao)求是,既要(yao)有三(san)至五年的(de)(de)(de)(de)長遠規(gui)劃,也要(yao)有一(yi)年的(de)(de)(de)(de)短期規(gui)劃;規(gui)劃中(zhong)(zhong)要(yao)體(ti)現“統(tong)(tong)一(yi)規(gui)劃、統(tong)(tong)一(yi)標(biao)準、統(tong)(tong)一(yi)投(tou)資、統(tong)(tong)一(yi)建設(she)、統(tong)(tong)一(yi)管理”的(de)(de)(de)(de)信(xin)息(xi)(xi)化(hua)(hua)建設(she)基本原則;要(yao)符合集(ji)(ji)團(tuan)公司和本企(qi)業(ye)總體(ti)發展(zhan)規(gui)劃,要(yao)體(ti)現出(chu)通過信(xin)息(xi)(xi)化(hua)(hua)建設(she)提(ti)升和發展(zhan)主營業(ye)務的(de)(de)(de)(de)思路(lu)和措施;要(yao)包(bao)含資金、人(ren)員及(ji)培(pei)訓的(de)(de)(de)(de)組織安排,還要(yao)包(bao)括舊有信(xin)息(xi)(xi)化(hua)(hua)系統(tong)(tong)的(de)(de)(de)(de)改造和處理辦法。按(an)照這個思路(lu),集(ji)(ji)團(tuan)公司及(ji)部分所(suo)屬企(qi)業(ye)先后編制了(le)信(xin)息(xi)(xi)化(hua)(hua)建設(she)的(de)(de)(de)(de)短期規(gui)劃。同時,集(ji)(ji)團(tuan)公司信(xin)息(xi)(xi)化(hua)(hua)總體(ti)規(gui)劃也已被(bei)納入《中(zhong)(zhong)煤(mei)集(ji)(ji)團(tuan)公司“十一(yi)五”發展(zhan)規(gui)劃》中(zhong)(zhong)。
(四)完成了企(qi)業廣域網(wang)、視頻(pin)會議(yi)系統等信息化基礎設(she)施的建設(she)。
中(zhong)(zhong)煤(mei)(mei)集(ji)團公(gong)(gong)司(si)廣域網(wang)及(ji)(ji)(ji)視(shi)頻(pin)會(hui)(hui)議(yi)(yi)(yi)(yi)系(xi)統(tong)(tong)(tong)(tong)于2005年(nian)9月建(jian)成(cheng)(cheng)并投入(ru)(ru)使(shi)用。該系(xi)統(tong)(tong)(tong)(tong)是中(zhong)(zhong)煤(mei)(mei)集(ji)團公(gong)(gong)司(si)開(kai)展信息化建(jian)設以來投入(ru)(ru)最(zui)大、涉(she)及(ji)(ji)(ji)范圍最(zui)廣的項目(mu),涉(she)及(ji)(ji)(ji)公(gong)(gong)司(si)所屬(shu)二(er)、三級企(qi)業36家(jia)。廣域網(wang)建(jian)設完成(cheng)(cheng)后(hou),為公(gong)(gong)司(si)資(zi)金集(ji)中(zhong)(zhong)管(guan)理(li)系(xi)統(tong)(tong)(tong)(tong)、視(shi)頻(pin)會(hui)(hui)議(yi)(yi)(yi)(yi)系(xi)統(tong)(tong)(tong)(tong)、生產(chan)調度報表系(xi)統(tong)(tong)(tong)(tong)、VOIP系(xi)統(tong)(tong)(tong)(tong)及(ji)(ji)(ji)正在(zai)實施中(zhong)(zhong)的人力資(zi)源管(guan)理(li)系(xi)統(tong)(tong)(tong)(tong)和安(an)(an)全監控(kong)系(xi)統(tong)(tong)(tong)(tong)提供了安(an)(an)全、穩定的網(wang)絡(luo)平臺。其中(zhong)(zhong),自視(shi)頻(pin)會(hui)(hui)議(yi)(yi)(yi)(yi)系(xi)統(tong)(tong)(tong)(tong)投入(ru)(ru)使(shi)用以來,集(ji)團公(gong)(gong)司(si)總部已(yi)先后(hou)召開(kai)視(shi)頻(pin)會(hui)(hui)議(yi)(yi)(yi)(yi)30余次,參會(hui)(hui)人數約(yue)5500人,除提高辦公(gong)(gong)效(xiao)率(lv)、擴大會(hui)(hui)議(yi)(yi)(yi)(yi)受眾面以及(ji)(ji)(ji)減少會(hui)(hui)議(yi)(yi)(yi)(yi)出差履行外(wai),每年(nian)可直接節約(yue)經費約(yue)600萬元。
(五(wu))實施了資金集中(zhong)管(guan)(guan)理、人力資源管(guan)(guan)理、安全監(jian)控等大型信(xin)息系統。

)金(jin)集(ji)(ji)(ji)中(zhong)(zhong)(zhong)(zhong)(zhong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)系(xi)統(tong)(tong)的(de)(de)維(wei)護和(he)(he)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)工(gong)作(zuo)(zuo)(zuo)(zuo),并有(you)(you)計(ji)劃地(di)展開(kai)(kai)與系(xi)統(tong)(tong)相關的(de)(de)廣(guang)域網(wang)(wang)補網(wang)(wang)及(ji)網(wang)(wang)絡安全(quan)建設等(deng)工(gong)作(zuo)(zuo)(zuo)(zuo)。
實踐證明,該套資(zi)(zi)(zi)金(jin)(jin)(jin)集(ji)(ji)(ji)中(zhong)管理系統(tong)(tong)有(you)利(li)于降低資(zi)(zi)(zi)金(jin)(jin)(jin)成本,提高經(jing)濟(ji)效(xiao)益(yi);有(you)利(li)于集(ji)(ji)(ji)團(tuan)內部(bu)(bu)資(zi)(zi)(zi)金(jin)(jin)(jin)的合(he)力配置和流(liu)動,提高資(zi)(zi)(zi)金(jin)(jin)(jin)使(shi)用(yong)效(xiao)率;有(you)利(li)于化解(jie)風險,規(gui)范資(zi)(zi)(zi)金(jin)(jin)(jin)流(liu)向,保證資(zi)(zi)(zi)金(jin)(jin)(jin)健康(kang)運營。據初步統(tong)(tong)計(ji),實行資(zi)(zi)(zi)金(jin)(jin)(jin)集(ji)(ji)(ji)中(zhong)管理以來,集(ji)(ji)(ji)團(tuan)公司通過(guo)提前還貸、置換(huan)高息貸款、盤(pan)活存(cun)量資(zi)(zi)(zi)金(jin)(jin)(jin)、內部(bu)(bu)調(diao)劑及(ji)利(li)用(yong)銀行綜合(he)授信降低融資(zi)(zi)(zi)成本等方式產(chan)生(sheng)的直接(jie)和間接(jie)經(jing)濟(ji)效(xiao)益(yi)超過(guo)1.45億元,有(you)利(li)地支持了集(ji)(ji)(ji)團(tuan)的生(sheng)產(chan)經(jing)營。
2.安(an)全(quan)監(jian)(jian)(jian)(jian)控(kong)系(xi)統(tong)。中煤(mei)(mei)集團公(gong)司(si)安(an)全(quan)監(jian)(jian)(jian)(jian)控(kong)系(xi)統(tong)是(shi)涵蓋集團公(gong)司(si)總(zong)部及(ji)所屬煤(mei)(mei)礦生產企業的(de)計算(suan)機應(ying)用系(xi)統(tong),能夠提供基于(yu)地(di)理信息系(xi)統(tong)的(de)遠程監(jian)(jian)(jian)(jian)測聯網、日常(chang)安(an)全(quan)監(jian)(jian)(jian)(jian)管和應(ying)急救(jiu)援指(zhi)揮等功能,初步建(jian)立縱貫中煤(mei)(mei)集團公(gong)司(si)總(zong)部及(ji)所屬煤(mei)(mei)礦生產單位的(de)安(an)全(quan)監(jian)(jian)(jian)(jian)控(kong)體系(xi)。目前項(xiang)目一(yi)期已上線(xian)運行,在集團公(gong)司(si)總(zong)部即可實(shi)時監(jian)(jian)(jian)(jian)測所屬主要(yao)礦井各(ge)工作面的(de)瓦斯(si)、一(yi)氧化碳、風速(su)、溫度等實(shi)時數(shu)據及(ji)報警情況。二期工程完(wan)工后(hou),集團公(gong)司(si)及(ji)各(ge)煤(mei)(mei)礦生產單位可根(gen)據瓦斯(si)超限等事故(gu)情況啟動(dong)存儲在系(xi)統(tong)中的(de)相應(ying)預案(an),根(gen)據應(ying)急預案(an)向各(ge)相關(guan)部門(men)和人員(yuan)(yuan)下達應(ying)急救(jiu)援指(zhi)令,指(zhi)揮相關(guan)部門(men)與人員(yuan)(yuan)展開救(jiu)助工作。此(ci)項(xiang)目預計于(yu)年內完(wan)工。
3.人力(li)(li)(li)資源(yuan)管(guan)(guan)理(li)(li)(li)系統(tong)(tong)。為(wei)實現中(zhong)煤(mei)集團公(gong)(gong)司人力(li)(li)(li)資源(yuan)管(guan)(guan)理(li)(li)(li)科學化、規范(fan)化,公(gong)(gong)司人力(li)(li)(li)資源(yuan)管(guan)(guan)理(li)(li)(li)總部及信息(xi)中(zhong)心共同(tong)牽頭實施了(le)人力(li)(li)(li)資源(yuan)管(guan)(guan)理(li)(li)(li)系統(tong)(tong),該系統(tong)(tong)涉及公(gong)(gong)司各級人力(li)(li)(li)資源(yuan)管(guan)(guan)理(li)(li)(li)部門,涵蓋了(le)從人力(li)(li)(li)資源(yuan)計(ji)劃(hua)(包(bao)括機構(gou)管(guan)(guan)理(li)(li)(li)、職位(wei)管(guan)(guan)理(li)(li)(li)、職位(wei)分析)、人才(cai)招聘到(dao)人事管(guan)(guan)理(li)(li)(li)(包(bao)括人事信息(xi)管(guan)(guan)理(li)(li)(li)、合(he)同(tong)管(guan)(guan)理(li)(li)(li)、考(kao)勤(qin)休(xiu)假(jia)管(guan)(guan)理(li)(li)(li)、保(bao)險管(guan)(guan)理(li)(li)(li)、績效(xiao)評估(gu)、轉崗(gang)離職管(guan)(guan)理(li)(li)(li))、薪資/福利(li)管(guan)(guan)理(li)(li)(li)以及員(yuan)工的培訓、職業生涯規劃(hua)等各方面管(guan)(guan)理(li)(li)(li)內容,為(wei)人力(li)(li)(li)資源(yuan)管(guan)(guan)理(li)(li)(li)輔助辦公(gong)(gong)及決(jue)策提供(gong)了(le)全面而高效(xiao)的支持。
目(mu)前,人(ren)力資源管理系統一(yi)期(qi)(qi)工程(cheng)已經完成,系統已在集團總部(bu)及兩家(jia)重要二級企業投入運(yun)行(xing);二期(qi)(qi)工程(cheng)正在實(shi)施中。
二、中煤集團公司推進信息化工作的主要經驗體會
(一(yi))轉變觀(guan)念,提高(gao)認(ren)識,將信息化建(jian)設與促生產、保(bao)安全、加強企業管控(kong)緊(jin)密(mi)結合(he)。
中(zhong)(zhong)煤(mei)集團(tuan)(tuan)公(gong)(gong)司一貫重視(shi)信(xin)息(xi)(xi)化(hua)(hua)(hua)建設在(zai)企業發展(zhan)中(zhong)(zhong)的重要作(zuo)用,不但從(cong)機(ji)構設置上給予信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)充分保證,包括經天亮總經理在(zai)內的集團(tuan)(tuan)公(gong)(gong)司領導還在(zai)信(xin)息(xi)(xi)化(hua)(hua)(hua)領導小組和(he)一些重要信(xin)息(xi)(xi)化(hua)(hua)(hua)項目親自掛帥。集團(tuan)(tuan)公(gong)(gong)司領導層的信(xin)息(xi)(xi)化(hua)(hua)(hua)意識(shi)到位和(he)對信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)的高度(du)重視(shi),是(shi)近(jin)年來中(zhong)(zhong)煤(mei)集團(tuan)(tuan)公(gong)(gong)司信(xin)息(xi)(xi)化(hua)(hua)(hua)建設工作(zuo)取(qu)得(de)較(jiao)快發展(zhan)的重要原(yuan)因。
在信(xin)息化建(jian)設過程中(zhong),我們一貫強(qiang)調注(zhu)重利用信(xin)息技術(shu)和手段為公司創造效益,節約(yue)成本,講實(shi)際(ji)、求(qiu)(qiu)實(shi)效,量力(li)而行,絕(jue)不貪大圖洋。我們堅持(chi)信(xin)息系統建(jian)設要靠“需(xu)求(qiu)(qiu)拉動、業(ye)務驅動”,切忌出現因企(qi)(qi)(qi)業(ye)信(xin)息化戰略和企(qi)(qi)(qi)業(ye)發展戰略脫節,信(xin)息技術(shu)的應用與企(qi)(qi)(qi)業(ye)經營目(mu)標脫鉤(gou)而形(xing)成的“空(kong)中(zhong)樓(lou)閣(ge)”。
(二)找準信(xin)息化工(gong)作的切入點,注重應用信(xin)息化手段(duan)解決企業經營管理中(zhong)主要矛盾。
中(zhong)煤集(ji)(ji)(ji)團公司信(xin)息化(hua)工(gong)(gong)作(zuo)近年(nian)來(lai)的(de)(de)穩步發展是(shi)與(yu)集(ji)(ji)(ji)團公司領導層的(de)(de)高(gao)度重(zhong)(zhong)視(shi)分(fen)不開(kai)的(de)(de)。而信(xin)息化(hua)工(gong)(gong)作(zuo)要獲得企業(ye)管(guan)理(li)(li)(li)者的(de)(de)持續重(zhong)(zhong)視(shi),就(jiu)必(bi)(bi)須(xu)為增強(qiang)企業(ye)核心(xin)競爭力作(zuo)出貢(gong)獻,必(bi)(bi)須(xu)能夠(gou)解決企業(ye)經營管(guan)理(li)(li)(li)中(zhong)存在的(de)(de)矛盾和遇到(dao)的(de)(de)實際困難。在廣域網、視(shi)頻會議系統(tong)、資金集(ji)(ji)(ji)中(zhong)管(guan)理(li)(li)(li)系統(tong)等(deng)信(xin)息化(hua)項(xiang)目的(de)(de)選擇(ze)上,集(ji)(ji)(ji)中(zhong)體現(xian)了我公司在選擇(ze)信(xin)息化(hua)工(gong)(gong)作(zuo)切入點(dian)時,注(zhu)(zhu)重(zhong)(zhong)信(xin)息化(hua)建設(she)與(yu)提(ti)升(sheng)企業(ye)管(guan)理(li)(li)(li)水平和提(ti)高(gao)企業(ye)經濟效益的(de)(de)緊密結合的(de)(de)特點(dian)。而中(zhong)煤集(ji)(ji)(ji)團公司信(xin)息化(hua)今后的(de)(de)重(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)仍將按照國(guo)資委提(ti)出的(de)(de)“需求主導、實用高(gao)效”的(de)(de)原則,緊密地圍繞著財務(wu)管(guan)理(li)(li)(li)、安全生(sheng)產、綜合管(guan)理(li)(li)(li)等(deng)企業(ye)經營管(guan)理(li)(li)(li)的(de)(de)重(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)展開(kai),注(zhu)(zhu)重(zhong)(zhong)信(xin)息化(hua)的(de)(de)投資回報。

通(tong)過多年(nian)的信(xin)(xin)(xin)(xin)息(xi)化(hua)實(shi)踐,我們(men)認識到,企(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)需要既(ji)懂信(xin)(xin)(xin)(xin)息(xi)技(ji)(ji)術、又了(le)解(jie)公(gong)(gong)司業(ye)(ye)務的復合(he)型人才(cai),而信(xin)(xin)(xin)(xin)息(xi)系(xi)統在企(qi)業(ye)(ye)內順利地(di)推(tui)廣使用依賴于企(qi)業(ye)(ye)員(yuan)工(gong)(gong)的信(xin)(xin)(xin)(xin)息(xi)技(ji)(ji)術水平。因此,中(zhong)煤(mei)集團(tuan)公(gong)(gong)司充分重(zhong)視并加(jia)強了(le)人員(yuan)培訓和人才(cai)隊伍(wu)建(jian)設(she)(she)。一方(fang)面(mian),我們(men)做(zuo)好(hao)機構建(jian)設(she)(she)工(gong)(gong)作,給信(xin)(xin)(xin)(xin)息(xi)化(hua)管(guan)理(li)機構增加(jia)編制、補充人員(yuan);另一方(fang)面(mian),我們(men)注重(zhong)作好(hao)人員(yuan)培訓工(gong)(gong)作,為信(xin)(xin)(xin)(xin)息(xi)化(hua)從業(ye)(ye)人員(yuan)提供信(xin)(xin)(xin)(xin)息(xi)技(ji)(ji)術和公(gong)(gong)司業(ye)(ye)務管(guan)理(li)知識的培訓。同時,在信(xin)(xin)(xin)(xin)息(xi)化(hua)項(xiang)(xiang)目(mu)方(fang)案制訂和實(shi)施過程中(zhong),始終堅持“培訓先(xian)行”,將培訓工(gong)(gong)作作為項(xiang)(xiang)目(mu)建(jian)設(she)(she)的重(zhong)要組成內容。
根據國(guo)資委提(ti)出的中央企業信(xin)(xin)息(xi)化(hua)(hua)工(gong)作發展目標,在2010年前,圍繞著信(xin)(xin)息(xi)化(hua)(hua)基礎(chu)設施(shi)、核心業務應用系統和綜合管理信(xin)(xin)息(xi)系統的建設,我們還將做好(hao)以下(xia)幾(ji)件事情:
1.加(jia)快建(jian)設包括(kuo)ERP系(xi)統在內(nei)的企(qi)業(ye)(ye)綜(zong)合管理(li)信息系(xi)統。以管理(li)信息系(xi)統為載體將(jiang)現(xian)代企(qi)業(ye)(ye)管理(li)制度和精細(xi)化管理(li)的思路及措施貫(guan)徹(che)落(luo)實到企(qi)業(ye)(ye)管理(li)的各環節中,實現(xian)提高(gao)管理(li)水平(ping)、增強(qiang)企(qi)業(ye)(ye)管控(kong)力度的目(mu)標。
2.加快煤(mei)(mei)(mei)炭生產(chan)及貿易等主營業務信息(xi)系統(tong)的(de)建(jian)設和應(ying)(ying)用(yong)。近(jin)年(nian)來,國內煤(mei)(mei)(mei)炭消費(fei)市(shi)場(chang)(chang)持續看好,煤(mei)(mei)(mei)炭產(chan)能不斷增加。作為(wei)將(jiang)煤(mei)(mei)(mei)炭生產(chan)和銷售為(wei)主營業務之一(yi)的(de)企業,我們需未雨綢繆,抓緊(jin)時(shi)間建(jian)設一(yi)批主營業務相關的(de)信息(xi)系統(tong),通過(guo)信息(xi)系統(tong)的(de)應(ying)(ying)用(yong)來提高生產(chan)效率、降(jiang)低單耗、壓縮成本并對(dui)(dui)市(shi)場(chang)(chang)需求的(de)變化保持敏銳的(de)反(fan)應(ying)(ying),為(wei)應(ying)(ying)對(dui)(dui)未來更激烈的(de)市(shi)場(chang)(chang)競爭做(zuo)好準(zhun)備。
3.制訂并出臺中煤集團公司信(xin)息(xi)化(hua)技術(shu)(shu)標(biao)準(zhun)和管理(li)規范。信(xin)息(xi)化(hua)技術(shu)(shu)標(biao)準(zhun)和管理(li)規范的(de)(de)(de)缺失,是造成企業(ye)(ye)“信(xin)息(xi)孤島”的(de)(de)(de)主要(yao)原因(yin)之(zhi)(zhi)一。因(yin)此,結(jie)合企業(ye)(ye)特(te)點(dian),制訂相關的(de)(de)(de)信(xin)息(xi)化(hua)技術(shu)(shu)標(biao)準(zhun),不但(dan)是貫徹國(guo)資委要(yao)求,實現按照(zhao)項(xiang)目間的(de)(de)(de)邏(luo)輯關系和優先次(ci)序,分(fen)步實施的(de)(de)(de)必(bi)要(yao)前提(ti),也是提(ti)高信(xin)息(xi)化(hua)投(tou)資回(hui)報必(bi)由之(zhi)(zhi)路。同時,我們(men)還將總結(jie)過去幾年信(xin)息(xi)化(hua)工作(zuo)經(jing)驗,參考投(tou)資和基(ji)建類(lei)項(xiang)目管理(li)的(de)(de)(de)成功經(jing)驗,積極(ji)摸索(suo)和完(wan)善(shan)一套信(xin)息(xi)化(hua)項(xiang)目特(te)點(dian)的(de)(de)(de)項(xiang)目管理(li)方法(fa)。
在(zai)國資委的(de)(de)領導下,中央(yang)(yang)企(qi)業近(jin)年來(lai)(lai)的(de)(de)信息(xi)(xi)化(hua)工(gong)作獲得了(le)長足的(de)(de)發展。但對(dui)標國內(nei)外(wai)先進企(qi)業,央(yang)(yang)企(qi)信息(xi)(xi)化(hua)工(gong)作仍(reng)然任重而道遠。我們(men)將(jiang)繼續本著“請進來(lai)(lai)、走出去(qu)”的(de)(de)原(yuan)則,請來(lai)(lai)信息(xi)(xi)化(hua)方面的(de)(de)專家深入企(qi)業分析問題(ti),指(zhi)導建(jian)設(she);企(qi)業的(de)(de)信息(xi)(xi)化(hua)工(gong)作者也要(yao)走出去(qu),到信息(xi)(xi)化(hua)建(jian)設(she)先進單位取經,共(gong)同把(ba)中央(yang)(yang)企(qi)業的(de)(de)信息(xi)(xi)化(hua)建(jian)設(she)搞(gao)好,滿足中央(yang)(yang)企(qi)業做(zuo)大做(zuo)強的(de)(de)過程中對(dui)信息(xi)(xi)化(hua)工(gong)作提(ti)出的(de)(de)新要(yao)求(qiu)。
