一、堅持管理創新,推動公司(si)持續(xu)發展

王志遠堅信,管(guan)理(li)就是生產力。他在全(quan)公(gong)司范(fan)圍(wei)內推行精細化管(guan)理(li),依托管(guan)理(li)創新為企業可持續(xu)發(fa)展提供了(le)堅實保證。

(一)堅持理(li)念創(chuang)新(xin),為公司科學發(fa)展提供(gong)戰略指(zhi)引。

在公司管理(li)(li)(li)(li)(li)過程(cheng)中,王志遠首(shou)先提(ti)出理(li)(li)(li)(li)(li)念創新,為(wei)公司科(ke)學發展(zhan)提(ti)供戰略指引(yin)。自2000年(nian)擔任公司總(zong)經理(li)(li)(li)(li)(li)以來,他(ta)將公司的發展(zhan)時(shi)刻放到市場經濟的浪尖(jian)上考(kao)慮,從更高(gao)的層(ceng)次上研究發展(zhan)之路,提(ti)出“以市場為(wei)導向,以項目為(wei)中心”的核心管理(li)(li)(li)(li)(li)思想,按(an)照(zhao)工(gong)程(cheng)項目管理(li)(li)(li)(li)(li)鏈條,理(li)(li)(li)(li)(li)順管理(li)(li)(li)(li)(li)模式,加強管理(li)(li)(li)(li)(li)創新,轉變與市場和公司發展(zhan)不相適(shi)應的管理(li)(li)(li)(li)(li)理(li)(li)(li)(li)(li)念,建(jian)立完(wan)(wan)善(shan)與以人為(wei)本的管理(li)(li)(li)(li)(li)理(li)(li)(li)(li)(li)念相適(shi)應的管理(li)(li)(li)(li)(li)制度和高(gao)效(xiao)的管理(li)(li)(li)(li)(li)機制,完(wan)(wan)善(shan)適(shi)應國際型工(gong)程(cheng)公司和市場發展(zhan)所(suo)需要(yao)的管理(li)(li)(li)(li)(li)方法。

“十二(er)五”期(qi)間(jian),王志遠(yuan)在對發展環境以及(ji)宏觀經濟形勢(shi)、市場(chang)形勢(shi)和(he)公(gong)(gong)(gong)(gong)司競爭力(li)進(jin)行客觀分(fen)析的基礎上,結(jie)合公(gong)(gong)(gong)(gong)司實(shi)(shi)際和(he)市場(chang)狀況,提出了以全面提升公(gong)(gong)(gong)(gong)司綜合實(shi)(shi)力(li)和(he)核心競爭力(li)為(wei)(wei)目(mu)(mu)標,充分(fen)盤(pan)活“技術(shu)、人才、資(zi)本(ben)、品牌”四(si)大要素在公(gong)(gong)(gong)(gong)司資(zi)源配置和(he)價值(zhi)實(shi)(shi)現(xian)(xian)中(zhong)的作用,以工(gong)程(cheng)為(wei)(wei)主體(ti)、技術(shu)為(wei)(wei)支撐、產(chan)業為(wei)(wei)補充,實(shi)(shi)現(xian)(xian)公(gong)(gong)(gong)(gong)司“研發、工(gong)程(cheng)、產(chan)業”三(san)足(zu)鼎(ding)立的發展格(ge)局(ju),推動(dong)公(gong)(gong)(gong)(gong)司再上一個新的臺(tai)階,把公(gong)(gong)(gong)(gong)司建(jian)(jian)成(cheng)具(ju)有百億營業能力(li)的工(gong)程(cheng)公(gong)(gong)(gong)(gong)司。在創新理(li)念指(zhi)引下,五年的時間(jian),天(tian)辰公(gong)(gong)(gong)(gong)司年營業收入由不足(zu)30億元,到2015年達(da)到102.6億元,增長了近四(si)倍,公(gong)(gong)(gong)(gong)司年年都超額完成(cheng)“十二(er)五”發展規劃和(he)“建(jian)(jian)設百億平臺(tai)工(gong)程(cheng)”確定的年度目(mu)(mu)標指(zhi)標,管(guan)理(li)水平、技術(shu)實(shi)(shi)力(li)、隊伍(wu)素質與(yu)項目(mu)(mu)實(shi)(shi)施能力(li)進(jin)一步(bu)提升,公(gong)(gong)(gong)(gong)司整體(ti)實(shi)(shi)力(li)進(jin)一步(bu)增強。

(二)創新(xin)市(shi)場理念,推(tui)動(dong)業務結構調整。

王志遠的(de)(de)(de)管理創新還體現在(zai)(zai)積(ji)極(ji)創新市(shi)(shi)場(chang)理念,推動業(ye)(ye)務結構調(diao)(diao)整(zheng)。本世紀(ji)初,作為工程公(gong)司(si)業(ye)(ye)務重要(yao)標志的(de)(de)(de)EPC項(xiang)目占(zhan)比(bi)仍然較低,設計(ji)項(xiang)目數量過多,使人力(li)資源(yuan)始終在(zai)(zai)高負荷狀(zhuang)態下運行,生產任務繁重與人力(li)資源(yuan)緊(jin)缺的(de)(de)(de)矛(mao)盾(dun)成(cheng)了(le)制約公(gong)司(si)發展的(de)(de)(de)瓶(ping)頸;境外(wai)市(shi)(shi)場(chang)開(kai)拓(tuo)剛(gang)剛(gang)起(qi)步,境外(wai)工程市(shi)(shi)場(chang)份額(e)很低,這一系列(lie)問題一直困擾著公(gong)司(si)發展。王志遠帶領班子成(cheng)員反復研究,反復論證,提出了(le)“調(diao)(diao)整(zheng)經(jing)營方(fang)(fang)向(xiang),加強對EPC項(xiang)目市(shi)(shi)場(chang)的(de)(de)(de)開(kai)拓(tuo),使EPC項(xiang)目收入(ru)占(zhan)總收入(ru)的(de)(de)(de)比(bi)重大幅(fu)度提高”,“多方(fang)(fang)位開(kai)拓(tuo)境外(wai)市(shi)(shi)場(chang),提高公(gong)司(si)境外(wai)市(shi)(shi)場(chang)的(de)(de)(de)市(shi)(shi)場(chang)競爭力(li)”,“充分利用綜(zong)合甲(jia)級資質,全面開(kai)拓(tuo)非傳統業(ye)(ye)務領域(yu)市(shi)(shi)場(chang)”等經(jing)營戰略。

為(wei)實現“產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)發(fa)展要快”的(de)(de)戰略規劃(hua),在王志遠的(de)(de)帶領下(xia),天(tian)辰(chen)公(gong)(gong)司綜合考慮自主(zhu)技術水(shui)平、產(chan)(chan)(chan)品應用前(qian)(qian)景等(deng)因(yin)素選取(qu)了(le)具(ju)有全套(tao)自主(zhu)知識(shi)產(chan)(chan)(chan)權的(de)(de)己(ji)內酰胺作為(wei)公(gong)(gong)司技術產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)化的(de)(de)項目產(chan)(chan)(chan)品。公(gong)(gong)司產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)板塊福(fu)建天(tian)辰(chen)耀隆20萬(wan)噸/年(nian)(nian)(nian)己(ji)內酰胺項目于(yu)2014年(nian)(nian)(nian)下(xia)半年(nian)(nian)(nian)投入(ru)運營,2015年(nian)(nian)(nian)形(xing)成(cheng)規模,2016年(nian)(nian)(nian)成(cheng)功完成(cheng)了(le)擴能改造(zao)工(gong)作,裝置產(chan)(chan)(chan)能達28萬(wan)噸/年(nian)(nian)(nian),己(ji)內酰胺產(chan)(chan)(chan)品單位成(cheng)本進一步(bu)降(jiang)低(di),經(jing)濟效益進一步(bu)提升。目前(qian)(qian),天(tian)辰(chen)公(gong)(gong)司產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)板塊已經(jing)成(cheng)功打造(zao)成(cheng)為(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)示范、人員培訓、技術驗證、模式創新和開車實踐等(deng)五大基地。同時,在工(gong)程市(shi)場領域(yu)持續低(di)迷的(de)(de)嚴(yan)峻形(xing)勢下(xia),產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)板塊有效幫助天(tian)辰(chen)公(gong)(gong)司抵御經(jing)濟下(xia)行期的(de)(de)現金流波動,保持了(le)公(gong)(gong)司穩定健(jian)康發(fa)展。

為(wei)開拓(tuo)境外(wai)市(shi)場(chang),王志遠推(tui)動(dong)成立了專門開拓(tuo)境外(wai)市(shi)場(chang)的(de)(de)海(hai)外(wai)經(jing)營部,在境外(wai)多(duo)個國(guo)家設(she)立了分(fen)支機構,不斷充實(shi)海(hai)外(wai)經(jing)營力(li)量,拓(tuo)寬信息渠道,多(duo)方位開拓(tuo)境外(wai)市(shi)場(chang),經(jing)過(guo)幾(ji)年的(de)(de)努力(li)使公司(si)的(de)(de)海(hai)外(wai)業(ye)務迅(xun)速增(zeng)長。境外(wai)業(ye)務合(he)同(tong)額在公司(si)合(he)同(tong)額中的(de)(de)比例大(da)幅提升,2016年占比達到87%,且(qie)獲得(de)了如(ru)煉油、發電(dian)、礦產等非化(hua)工(gong)大(da)型(xing)項(xiang)目(mu)的(de)(de)工(gong)程業(ye)績,拓(tuo)展了公司(si)業(ye)務領域。借助國(guo)家“一帶一路(lu)”戰(zhan)略機遇,天(tian)辰公司(si)整(zheng)合(he)國(guo)際(ji)資源開拓(tuo)海(hai)外(wai)工(gong)程市(shi)場(chang)成績斐(fei)然,被天(tian)津市(shi)政府評為(wei)落(luo)實(shi)“一帶一路(lu)”戰(zhan)略、積(ji)極推(tui)動(dong)對外(wai)開放的(de)(de)領軍型(xing)企業(ye)。

(三)創新項目管理(li)模(mo)式,進行管理(li)流程(cheng)再造。

項(xiang)(xiang)(xiang)目(mu)(mu)是工程公(gong)司(si)(si)的(de)(de)(de)(de)生命和靈魂。針對嚴峻的(de)(de)(de)(de)市場形勢,王志遠(yuan)提出“以市場為導向,以項(xiang)(xiang)(xiang)目(mu)(mu)為中心”的(de)(de)(de)(de)核(he)心管(guan)(guan)理(li)思想。在他的(de)(de)(de)(de)推(tui)動(dong)下(xia),天(tian)辰(chen)公(gong)司(si)(si)積(ji)極(ji)創新項(xiang)(xiang)(xiang)目(mu)(mu)運行(xing)(xing)(xing)模(mo)(mo)式(shi)(shi)(shi)、提高(gao)項(xiang)(xiang)(xiang)目(mu)(mu)管(guan)(guan)理(li)水平(ping),推(tui)進項(xiang)(xiang)(xiang)目(mu)(mu)運行(xing)(xing)(xing)模(mo)(mo)式(shi)(shi)(shi)與(yu)(yu)國際接軌,實(shi)施項(xiang)(xiang)(xiang)目(mu)(mu)運行(xing)(xing)(xing)模(mo)(mo)式(shi)(shi)(shi)的(de)(de)(de)(de)根本轉變。通(tong)過各(ge)(ge)種方式(shi)(shi)(shi),學習國際工程公(gong)司(si)(si)的(de)(de)(de)(de)項(xiang)(xiang)(xiang)目(mu)(mu)管(guan)(guan)理(li)模(mo)(mo)式(shi)(shi)(shi)、程序(xu)和方法,對項(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)(de)(de)各(ge)(ge)方面進行(xing)(xing)(xing)綜(zong)合(he)控(kong)(kong)制(zhi),建(jian)立科學規范的(de)(de)(de)(de)項(xiang)(xiang)(xiang)目(mu)(mu)管(guan)(guan)理(li)和運行(xing)(xing)(xing)機制(zhi),實(shi)現項(xiang)(xiang)(xiang)目(mu)(mu)全過程的(de)(de)(de)(de)管(guan)(guan)理(li)和控(kong)(kong)制(zhi)。根據項(xiang)(xiang)(xiang)目(mu)(mu)運行(xing)(xing)(xing)需要,王志遠(yuan)又(you)推(tui)動(dong)成立了(le)項(xiang)(xiang)(xiang)目(mu)(mu)控(kong)(kong)制(zhi)部、費用(yong)估算部和開車部,完善了(le)公(gong)司(si)(si)的(de)(de)(de)(de)機構框架。同(tong)時不斷加強項(xiang)(xiang)(xiang)目(mu)(mu)管(guan)(guan)理(li)和核(he)算,向管(guan)(guan)理(li)要效益。通(tong)過多(duo)年的(de)(de)(de)(de)改革和實(shi)踐(jian),天(tian)辰(chen)公(gong)司(si)(si)綜(zong)合(he)實(shi)力(li)不斷提高(gao),公(gong)司(si)(si)的(de)(de)(de)(de)項(xiang)(xiang)(xiang)目(mu)(mu)管(guan)(guan)理(li)水平(ping)與(yu)(yu)項(xiang)(xiang)(xiang)目(mu)(mu)運行(xing)(xing)(xing)能力(li)得到了(le)國內(nei)外(wai)業主的(de)(de)(de)(de)普遍認可。

(四)創新作業方式轉變,提高(gao)整(zheng)合資源(yuan)的能力。

作(zuo)業方式(shi)的轉(zhuan)變(bian)是一項(xiang)全局(ju)性的工(gong)(gong)作(zuo),從項(xiang)目的管(guan)理到設計工(gong)(gong)程(cheng)的控制(zhi),需要在(zai)每個環節上(shang)進行艱苦(ku)的探索。為加強公(gong)司(si)項(xiang)目分(fen)包工(gong)(gong)作(zuo),王志遠根據(ju)生產(chan)經營形勢和人(ren)力(li)資源狀況,提出從改變(bian)生產(chan)作(zuo)業方式(shi)入手,利用外(wai)部設計資源積極(ji)推動設計分(fen)包工(gong)(gong)作(zuo)。他認真研究分(fen)包管(guan)理的模式(shi)和方法,建(jian)立健全分(fen)包管(guan)理有關制(zhi)度(du),積極(ji)探索采購、施工(gong)(gong)、試車(che)管(guan)理分(fen)包的新模式(shi)。公(gong)司(si)各類分(fen)包的數量(liang)大幅增長,進一步提高了(le)公(gong)司(si)整(zheng)合社會資源的能力(li)。

二、堅(jian)持機制創新,加速公司(si)戰略轉型

王志遠深刻地認識到,人(ren)才是(shi)企業發展(zhan)的(de)關(guan)鍵,而(er)吸引、留住和使(shi)用(yong)好人(ren)才,發揮好人(ren)才的(de)作用(yong),使(shi)企業擁有持續發展(zhan)的(de)活力(li),機制才是(shi)關(guan)鍵。

(一)創新人才培養使用(yong)機制,進行人才結構(gou)調整。
