有效支撐公司聚焦戰略和創新合作發展

中國(guo)(guo)聯(lian)通日(ri)前印發了(le)《關(guan)(guan)于推進中國(guo)(guo)聯(lian)通合(he)同一體化(hua)(hua)管(guan)理(li)工作的(de)指導意見》,以“互(hu)聯(lian)網+合(he)同管(guan)理(li)”為驅動,以“端到端”的(de)思維(wei)審視問題,聚焦(jiao)一體化(hua)(hua)管(guan)理(li),構建合(he)同一體化(hua)(hua)管(guan)理(li)體系。通過建立人與(yu)人、人與(yu)系統、系統與(yu)系統、業務(wu)與(yu)大數據等多維(wei)度連(lian)接關(guan)(guan)系,實現(xian)(xian)合(he)同管(guan)理(li)向(xiang)“互(hu)聯(lian)網+”的(de)轉型再(zai)造,通過合(he)同管(guan)理(li)實現(xian)(xian)對公司(si)聚焦(jiao)戰略及重點經營活動的(de)有效(xiao)支撐。
合(he)(he)(he)同(tong)(tong)(tong)(tong)一體化(hua)(hua)管(guan)理(li)(li)(li)包含了全(quan)場景(jing)、全(quan)覆(fu)蓋(gai)、全(quan)系統(tong)、全(quan)周(zhou)期、全(quan)方(fang)位(wei)及負面清(qing)單(dan)六種管(guan)理(li)(li)(li)路徑(jing),簡稱“五全(quan)一單(dan)”式一體化(hua)(hua)合(he)(he)(he)同(tong)(tong)(tong)(tong)管(guan)理(li)(li)(li)。主要內容包括:(1)全(quan)場景(jing)是(shi)落(luo)實聚焦戰略對(dui)(dui)基礎業(ye)(ye)(ye)務(wu)和(he)創新業(ye)(ye)(ye)務(wu)的(de)(de)(de)場景(jing)區隔要求,調整不同(tong)(tong)(tong)(tong)業(ye)(ye)(ye)務(wu)場景(jing)對(dui)(dui)應的(de)(de)(de)法律舉措(cuo)。(2)全(quan)周(zhou)期涵(han)蓋(gai)合(he)(he)(he)同(tong)(tong)(tong)(tong)簽訂前、簽訂中(zhong)、履行(xing)中(zhong)和(he)履行(xing)后(hou)(hou)(hou),向前延伸至(zhi)(zhi)簽訂前的(de)(de)(de)業(ye)(ye)(ye)務(wu)背景(jing)和(he)相對(dui)(dui)方(fang)管(guan)理(li)(li)(li),向后(hou)(hou)(hou)擴展至(zhi)(zhi)合(he)(he)(he)同(tong)(tong)(tong)(tong)履行(xing)的(de)(de)(de)全(quan)過程,實現閉環管(guan)理(li)(li)(li)。(3)全(quan)覆(fu)蓋(gai)包括全(quan)集(ji)團(tuan)(tuan)經營單(dan)位(wei)覆(fu)蓋(gai)、一套制(zhi)度覆(fu)蓋(gai)、一套系統(tong)覆(fu)蓋(gai)、一個合(he)(he)(he)同(tong)(tong)(tong)(tong)標準文本數據(ju)庫、一點(dian)(dian)監(jian)控。(4)全(quan)方(fang)位(wei)是(shi)通過合(he)(he)(he)同(tong)(tong)(tong)(tong)標準文本管(guan)理(li)(li)(li)、合(he)(he)(he)同(tong)(tong)(tong)(tong)審(shen)簽流程管(guan)理(li)(li)(li)、合(he)(he)(he)同(tong)(tong)(tong)(tong)時效管(guan)理(li)(li)(li)、合(he)(he)(he)同(tong)(tong)(tong)(tong)授(shou)權管(guan)理(li)(li)(li)等專業(ye)(ye)(ye)化(hua)(hua)合(he)(he)(he)同(tong)(tong)(tong)(tong)管(guan)理(li)(li)(li)手段,進行(xing)多維度、全(quan)方(fang)位(wei)的(de)(de)(de)綜合(he)(he)(he)管(guan)理(li)(li)(li)。(5)全(quan)系統(tong)是(shi)依托合(he)(he)(he)同(tong)(tong)(tong)(tong)管(guan)理(li)(li)(li)系統(tong),建立全(quan)方(fang)位(wei)的(de)(de)(de)連接,設置(zhi)關鍵風險點(dian)(dian),固(gu)化(hua)(hua)管(guan)控流程,提供風險預警及解決路徑(jing)。(6)負面清(qing)單(dan)是(shi)禁(jin)止(zhi)性清(qing)單(dan),列明合(he)(he)(he)同(tong)(tong)(tong)(tong)對(dui)(dui)外簽訂的(de)(de)(de)禁(jin)止(zhi)事(shi)項和(he)管(guan)理(li)(li)(li)紅線,明確哪些具體業(ye)(ye)(ye)務(wu)事(shi)項的(de)(de)(de)合(he)(he)(he)同(tong)(tong)(tong)(tong)應以集(ji)團(tuan)(tuan)公司(si)名義簽署或者經集(ji)團(tuan)(tuan)審(shen)批后(hou)(hou)(hou)可(ke)由省(sheng)公司(si)對(dui)(dui)外簽署。
