國資(zi)委思想(xiang)政(zheng)治工(gong)作(zuo)(zuo)(zuo)人員專業職務任(ren)職資(zi)格評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)(zuo)領導小(xiao)(xiao)組(zu)于2009年4月20日召開第四次(ci)會(hui)(hui)議(yi),國資(zi)委黨委委員、副主(zhu)(zhu)任(ren)、領導小(xiao)(xiao)組(zu)組(zu)長黃丹華主(zhu)(zhu)持(chi)會(hui)(hui)議(yi)。會(hui)(hui)議(yi)聽(ting)取了國資(zi)委宣傳局副局長、國資(zi)委政(zheng)工(gong)職稱評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)(zuo)領導小(xiao)(xiao)組(zu)成員兼辦公室主(zhu)(zhu)任(ren)曾堅(jian)關于近期(qi)政(zheng)工(gong)職評(ping)(ping)評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)(zuo)情況(kuang)的匯報,審(shen)(shen)議(yi)了《中央(yang)企業政(zheng)工(gong)職稱評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)(zuo)若干問題的實施意見》。會(hui)(hui)議(yi)明(ming)確(que)了以下(xia)幾(ji)項內容:
一、會議明確申報高級政工師(shi)人員的(de)最低學歷必(bi)須是(shi)國家承認的(de)大學專(zhuan)科以(yi)上(shang)(含專(zhuan)科)學歷,各類大專(zhuan)專(zhuan)業(ye)證書班(ban)不作為申報依(yi)據。
二、會議(yi)明確,申報高級(ji)政(zheng)工(gong)師(shi)應(ying)具有較強的(de)研究、寫作(zuo)和口頭表(biao)達能(neng)力,起(qi)草或主持起(qi)草過(guo)三篇以上重要報告、文章,并且在省(sheng)部(bu)級(ji)以上(含省(sheng)部(bu)級(ji))報刊獨立發表(biao)過(guo)兩(liang)篇以上有較高水平的(de)思(si)想政(zheng)治(zhi)工(gong)作(zuo)論(lun)文或者出版過(guo)專著。
三、會議對申報高級政工師的(de)文(wen)章的(de)級別與數量進行了研(yan)究,決定(ding)將《暫行辦(ban)法》中(zhong)規定(ding)的(de)“在省(sheng)部級以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)報刊(kan)(kan)獨(du)立發(fa)表(biao)(biao)過兩篇(pian)以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)有(you)較高水(shui)平的(de)思(si)想政治(zhi)工作(zuo)(zuo)論文(wen)”,明確為在國(guo)務院各(ge)(ge)部委、各(ge)(ge)省(sheng)、自治(zhi)區(qu)、直轄市、副省(sheng)級以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)城市、全國(guo)一級社(she)團組織(zhi),以(yi)(yi)及中(zhong)央企(qi)業(集團公司(si))主管、主辦(ban),有(you)公開刊(kan)(kan)號(含新(xin)聞出版管理(li)部門核發(fa)的(de)有(you)內(nei)部準印(yin)證號的(de)內(nei)部刊(kan)(kan)物(wu))的(de)報刊(kan)(kan)上(shang)(shang)(shang)(shang)(shang)獨(du)立發(fa)表(biao)(biao)兩篇(pian)以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)、具有(you)較高水(shui)平、每篇(pian)3000字(zi)以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)的(de)理(li)論文(wen)章,合(he)著的(de)必(bi)須(xu)是第一作(zuo)(zuo)者;或(huo)者在副省(sheng)級以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)黨(dang)政機關、全國(guo)一級社(she)團組織(zhi)主辦(ban)的(de)研(yan)討(tao)會上(shang)(shang)(shang)(shang)(shang)發(fa)表(biao)(biao)、交流并獲得三等(deng)獎(jiang)以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)獎(jiang)勵,且每篇(pian)5000字(zi)以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)的(de)理(li)論文(wen)章兩篇(pian)以(yi)(yi)上(shang)(shang)(shang)(shang)(shang)。
四(si)、會議對文章(zhang)(zhang)的發(fa)表時間和(he)內(nei)容做出明確(que)規定:參加高級政工(gong)(gong)師評審的文章(zhang)(zhang)的發(fa)表時間應為獲得中級職稱以后(hou),此前(qian)發(fa)表的不(bu)能作為申報文章(zhang)(zhang)。文章(zhang)(zhang)的內(nei)容必(bi)須與黨建(jian)、思(si)想(xiang)政治工(gong)(gong)作、紀檢監(jian)察、精神文明建(jian)設(she)、免费菠萝(luo)视频app下载建(jian)設(she)、人(ren)事干(gan)部管理、群眾(zhong)工(gong)(gong)作等內(nei)容相(xiang)關(guan)。消息類通訊報道文章(zhang)(zhang)不(bu)計(ji)入(ru)參評文章(zhang)(zhang)數量(liang),但評審時可以列入(ru)工(gong)(gong)作業績一并考慮(lv)。
五、會(hui)議對申報(bao)高(gao)級(ji)政(zheng)工(gong)師(shi)的(de)外(wai)語(yu)成績分數線(xian)(xian)問題進(jin)行了研究(jiu),決定(ding)將(jiang)《關于(yu)中央企業高(gao)級(ji)政(zheng)工(gong)師(shi)評審(shen)工(gong)作外(wai)語(yu)考試有關問題的(de)若干意見(jian)(試行)》中規定(ding)的(de)“參加(jia)考試的(de)人員,必須達(da)到(dao)人事(shi)部根據當(dang)年全國(guo)職(zhi)稱(cheng)外(wai)語(yu)考試命題和(he)考試情況(kuang)確定(ding)的(de)各語(yu)種通(tong)用(yong)標準(zhun)分數線(xian)(xian),或者企業所在(zai)地省(sheng)級(ji)人事(shi)部門確定(ding)的(de)通(tong)用(yong)標準(zhun)分數線(xian)(xian)”,調整為“參加(jia)考試的(de)人員,必須達(da)到(dao)人事(shi)部根據當(dang)年全國(guo)職(zhi)稱(cheng)外(wai)語(yu)考試確定(ding)的(de)各語(yu)種通(tong)用(yong)標準(zhun)分數線(xian)(xian),并長期(qi)有效。”企業所在(zai)地省(sheng)級(ji)人事(shi)部門確定(ding)的(de)分數線(xian)(xian)不(bu)再作為參評依據。
六、會議(yi)明(ming)確(que),依據省部級(ji)(ji)以(yi)上(shang)榮(rong)譽稱號(hao)(hao)(hao)(hao)破(po)(po)格申(shen)報(bao)(bao)(bao)(bao)高級(ji)(ji)政(zheng)(zheng)工(gong)師,獎勵級(ji)(ji)別(bie)(bie)判定以(yi)榮(rong)譽證書頒發(fa)單(dan)位(wei)公章為準。破(po)(po)格申(shen)報(bao)(bao)(bao)(bao)的(de)(de)各項(xiang)獎勵、榮(rong)譽稱號(hao)(hao)(hao)(hao),必須在(zai)取得(de)中級(ji)(ji)職稱以(yi)后獲得(de),同(tong)時由申(shen)報(bao)(bao)(bao)(bao)人員檔(dang)案所在(zai)單(dan)位(wei)人事(shi)部門確(que)認(ren)榮(rong)譽稱號(hao)(hao)(hao)(hao)的(de)(de)級(ji)(ji)別(bie)(bie),并(bing)加蓋公章予(yu)以(yi)證明(ming)。破(po)(po)格申(shen)報(bao)(bao)(bao)(bao)高級(ji)(ji)政(zheng)(zheng)工(gong)師只能在(zai)學(xue)歷或專業(ye)年(nian)限中選擇一(yi)(yi)項(xiang)破(po)(po)格。以(yi)集(ji)(ji)(ji)體(ti)(ti)(ti)榮(rong)譽破(po)(po)格申(shen)報(bao)(bao)(bao)(bao)高級(ji)(ji)政(zheng)(zheng)工(gong)師的(de)(de)要把握三點:一(yi)(yi)是集(ji)(ji)(ji)體(ti)(ti)(ti)榮(rong)譽稱號(hao)(hao)(hao)(hao)應當為省部級(ji)(ji)以(yi)上(shang)且與思想(xiang)政(zheng)(zheng)治工(gong)作(zuo)(zuo)(zuo)有關(guan);二是申(shen)報(bao)(bao)(bao)(bao)者本人應當負(fu)責該(gai)榮(rong)譽稱號(hao)(hao)(hao)(hao)相關(guan)的(de)(de)工(gong)作(zuo)(zuo)(zuo),為該(gai)榮(rong)譽集(ji)(ji)(ji)體(ti)(ti)(ti)的(de)(de)主(zhu)要負(fu)責人、分管該(gai)項(xiang)集(ji)(ji)(ji)體(ti)(ti)(ti)榮(rong)譽工(gong)作(zuo)(zuo)(zuo)的(de)(de)負(fu)責人或主(zhu)管部門主(zhu)要負(fu)責人;三是榮(rong)譽稱號(hao)(hao)(hao)(hao)應為申(shen)報(bao)(bao)(bao)(bao)者負(fu)責此項(xiang)工(gong)作(zuo)(zuo)(zuo)期間(jian)獲得(de)。
七(qi)、會議(yi)確定,申報人(ren)員(yuan)到企業工(gong)(gong)(gong)(gong)作之前在(zai)未開展過政(zheng)工(gong)(gong)(gong)(gong)職稱評審(shen)工(gong)(gong)(gong)(gong)作的(de)單位(wei)(wei)和部門(含國(guo)家(jia)黨政(zheng)機關和部隊)從事(shi)政(zheng)治工(gong)(gong)(gong)(gong)作的(de),政(zheng)工(gong)(gong)(gong)(gong)年(nian)限(xian)(xian)可連續(xu)計算,但必須由其檔(dang)案所在(zai)單位(wei)(wei)人(ren)事(shi)部門出具證明材料(liao);若申報人(ren)員(yuan)非連續(xu)從事(shi)政(zheng)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作,計算政(zheng)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作年(nian)限(xian)(xian)時要將從事(shi)非政(zheng)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作的(de)時間扣除。
八、會(hui)議決定(ding),對因組(zu)織(zhi)安(an)排(pai)干部(bu)交流(liu),調到(dao)思想政(zheng)(zheng)治工(gong)(gong)作崗位并已(yi)取得其(qi)他專業(ye)中級職務任(ren)職資格(ge)的人員,如本(ben)人要求申(shen)報(bao)高級政(zheng)(zheng)工(gong)(gong)師(shi)任(ren)職資格(ge),轉評成政(zheng)(zheng)工(gong)(gong)師(shi)后,當(dang)年(nian)可申(shen)報(bao)高級政(zheng)(zheng)工(gong)(gong)師(shi);其(qi)他人員按原規定(ding)執(zhi)行。
九、會議要(yao)(yao)(yao)求報(bao)(bao)(bao)送評(ping)(ping)(ping)審(shen)材料(liao)的(de)(de)企(qi)業(ye)(ye)政(zheng)工(gong)職稱評(ping)(ping)(ping)審(shen)工(gong)作(zuo)(zuo)(zuo)管理部(bu)門要(yao)(yao)(yao)認真(zhen)做好申(shen)(shen)報(bao)(bao)(bao)人(ren)員的(de)(de)材料(liao)審(shen)核(he)把關(guan)工(gong)作(zuo)(zuo)(zuo),嚴格(ge)按照申(shen)(shen)報(bao)(bao)(bao)程序做好材料(liao)審(shen)核(he)、考察(cha)、答(da)辯等工(gong)作(zuo)(zuo)(zuo)。會議責成國(guo)資委政(zheng)工(gong)職評(ping)(ping)(ping)辦建(jian)立評(ping)(ping)(ping)審(shen)工(gong)作(zuo)(zuo)(zuo)監督機制,對(dui)(dui)于國(guo)資委組織(zhi)評(ping)(ping)(ping)審(shen)的(de)(de)企(qi)業(ye)(ye),由(you)于申(shen)(shen)報(bao)(bao)(bao)材料(liao)不(bu)合(he)格(ge),連(lian)續(xu)兩年(nian)評(ping)(ping)(ping)審(shen)通(tong)(tong)(tong)過率不(bu)足70%的(de)(de),予(yu)以通(tong)(tong)(tong)報(bao)(bao)(bao)批(pi)評(ping)(ping)(ping)并限(xian)期(qi)(qi)整改(gai)(gai),整改(gai)(gai)合(he)格(ge)后方(fang)可繼續(xu)申(shen)(shen)報(bao)(bao)(bao);對(dui)(dui)于由(you)企(qi)業(ye)(ye)組織(zhi)評(ping)(ping)(ping)審(shen),評(ping)(ping)(ping)審(shen)結果報(bao)(bao)(bao)國(guo)資委審(shen)批(pi)的(de)(de)企(qi)業(ye)(ye),審(shen)批(pi)通(tong)(tong)(tong)過率連(lian)續(xu)兩年(nian)不(bu)足80%的(de)(de),予(yu)以通(tong)(tong)(tong)報(bao)(bao)(bao)批(pi)評(ping)(ping)(ping)并限(xian)期(qi)(qi)整改(gai)(gai),整改(gai)(gai)不(bu)合(he)格(ge)取(qu)(qu)消(xiao)授權;已授予(yu)評(ping)(ping)(ping)審(shen)權和審(shen)批(pi)權的(de)(de)企(qi)業(ye)(ye)要(yao)(yao)(yao)嚴格(ge)執行(xing)國(guo)資委的(de)(de)有(you)關(guan)規定,認真(zhen)做好評(ping)(ping)(ping)審(shen)工(gong)作(zuo)(zuo)(zuo),國(guo)資委政(zheng)工(gong)職評(ping)(ping)(ping)辦要(yao)(yao)(yao)對(dui)(dui)這部(bu)分企(qi)業(ye)(ye)進行(xing)抽查,對(dui)(dui)問題(ti)嚴重的(de)(de)企(qi)業(ye)(ye)限(xian)期(qi)(qi)整改(gai)(gai),整改(gai)(gai)不(bu)合(he)格(ge)取(qu)(qu)消(xiao)授權。
以上政策調整由國資委思想政治工(gong)作(zuo)(zuo)人員(yuan)專業職(zhi)務(wu)任職(zhi)資格評審工(gong)作(zuo)(zuo)領導(dao)小(xiao)組辦公室負責解釋。
