  這次會議是國(guo)(guo)務院國(guo)(guo)資委成立四年(nian)多(duo)來(lai)召開的第一次全國(guo)(guo)國(guo)(guo)資委系統信(xin)息(xi)化(hua)(hua)工(gong)作(zuo)會議。會議的主要(yao)目的就是貫徹落實《2006-2020年(nian)國(guo)(guo)家信(xin)息(xi)化(hua)(hua)發展戰略(lve)》,按(an)照國(guo)(guo)務院國(guo)(guo)資委“十一五”信(xin)息(xi)化(hua)(hua)規劃,部署全國(guo)(guo)國(guo)(guo)資監管信(xin)息(xi)化(hua)(hua)建設(she)工(gong)作(zuo)。

  全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she),主要(yao)分(fen)三塊內(nei)(nei)(nei)(nei)容(rong):一(yi)(yi)(yi)(yi)是(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)機(ji)關(guan)的(de)(de)(de)(de)辦公自動化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she);二是(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she),包括國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)與(yu)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)之間的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化監(jian)管(guan)(guan)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)與(yu)各(ge)地(di)(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she);三是(shi)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)和(he)(he)各(ge)地(di)(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)所(suo)監(jian)管(guan)(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)。我們(men)(men)現在(zai)(zai)(zai)實施的(de)(de)(de)(de)、經國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)發(fa)改委(wei)(wei)(wei)(wei)(wei)(wei)批準的(de)(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)系(xi)統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)期工(gong)(gong)程(cheng)(cheng)包括了(le)(le)(le)(le)全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)的(de)(de)(de)(de)內(nei)(nei)(nei)(nei)容(rong)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)宏(hong)觀經濟(ji)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享系(xi)統(tong)(tong)(tong)工(gong)(gong)程(cheng)(cheng)即(ji)金宏(hong)工(gong)(gong)程(cheng)(cheng)中(zhong)(zhong),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)承擔的(de)(de)(de)(de)一(yi)(yi)(yi)(yi)個(ge)重要(yao)方面就是(shi)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)(tong)(tong)和(he)(he)數據庫。這(zhe)(zhe)(zhe)些都(dou)涉及到(dao)(dao)各(ge)地(di)(di)方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)的(de)(de)(de)(de)工(gong)(gong)作范(fan)圍(wei)。從(cong)(cong)這(zhe)(zhe)(zhe)三塊工(gong)(gong)作來(lai)說,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)機(ji)關(guan)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she),這(zhe)(zhe)(zhe)幾(ji)年(nian)(nian)在(zai)(zai)(zai)委(wei)(wei)(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)(wei)(wei)和(he)(he)李榮融主任的(de)(de)(de)(de)高(gao)度(du)重視(shi)下,進(jin)展(zhan)非常(chang)快。特(te)別是(shi)8月(yue)28日(ri),我們(men)(men)開通(tong)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)與(yu)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)視(shi)頻(pin)會(hui)議(yi)(yi)系(xi)統(tong)(tong)(tong)。這(zhe)(zhe)(zhe)是(shi)一(yi)(yi)(yi)(yi)個(ge)專(zhuan)用(yong)商(shang)密級視(shi)訊(xun)(xun)系(xi)統(tong)(tong)(tong),可實現國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)內(nei)(nei)(nei)(nei)部、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)與(yu)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)間、中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)與(yu)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)間的(de)(de)(de)(de)視(shi)頻(pin)會(hui)議(yi)(yi)及可視(shi)通(tong)訊(xun)(xun)。開通(tong)以(yi)來(lai)短短的(de)(de)(de)(de)半(ban)個(ge)月(yue)里,已經召開了(le)(le)(le)(le)數次(ci)(ci)會(hui)議(yi)(yi),從(cong)(cong)提(ti)高(gao)效率、降低成本來(lai)看,效果非常(chang)明顯。在(zai)(zai)(zai)視(shi)頻(pin)會(hui)議(yi)(yi)系(xi)統(tong)(tong)(tong)建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)過(guo)程(cheng)(cheng)中(zhong)(zhong),我們(men)(men)專(zhuan)門(men)預留了(le)(le)(le)(le)與(yu)各(ge)地(di)(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)的(de)(de)(de)(de)接口,作為后期建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)內(nei)(nei)(nei)(nei)容(rong)。關(guan)于(yu)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she),今年(nian)(nian)1月(yue)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)和(he)(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化工(gong)(gong)作辦公室(shi)聯(lian)合(he)下發(fa)了(le)(le)(le)(le)《關(guan)于(yu)加(jia)強中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化工(gong)(gong)作的(de)(de)(de)(de)指導意見(jian)》,4月(yue)又共同(tong)召開了(le)(le)(le)(le)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化工(gong)(gong)作會(hui)議(yi)(yi),對整個(ge)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)進(jin)行了(le)(le)(le)(le)總(zong)體部署,明確了(le)(le)(le)(le)目(mu)(mu)標和(he)(he)工(gong)(gong)作要(yao)求(qiu)(qiu)。最(zui)近(jin)(jin),我們(men)(men)又對中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化工(gong)(gong)作做(zuo)了(le)(le)(le)(le)全(quan)(quan)(quan)面的(de)(de)(de)(de)摸底調(diao)查(cha)和(he)(he)分(fen)析排隊。從(cong)(cong)檢查(cha)情(qing)況看,目(mu)(mu)前中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)總(zong)體情(qing)況是(shi)喜人的(de)(de)(de)(de)。有(you)(you)不少(shao)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)不但(dan)走到(dao)(dao)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)(nei)(nei)(nei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)的(de)(de)(de)(de)前列,而且和(he)(he)世(shi)界先(xian)(xian)進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)對標,達(da)到(dao)(dao)了(le)(le)(le)(le)世(shi)界先(xian)(xian)進(jin)水平,這(zhe)(zhe)(zhe)一(yi)(yi)(yi)(yi)部分(fen)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)約占(zhan)5%。另外還有(you)(you)30%的(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)達(da)到(dao)(dao)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)(nei)(nei)(nei)先(xian)(xian)進(jin)水平。關(guan)于(yu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)系(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化,各(ge)省區市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)這(zhe)(zhe)(zhe)些年(nian)(nian)來(lai)做(zuo)了(le)(le)(le)(le)大(da)量工(gong)(gong)作,取(qu)得(de)了(le)(le)(le)(le)不同(tong)程(cheng)(cheng)度(du)的(de)(de)(de)(de)提(ti)高(gao),有(you)(you)些地(di)(di)方做(zuo)得(de)比(bi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)還要(yao)好。一(yi)(yi)(yi)(yi)些地(di)(di)方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)監(jian)管(guan)(guan)的(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化水平也相當高(gao)。但(dan)是(shi),作為整個(ge)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)系(xi)統(tong)(tong)(tong)來(lai)講,從(cong)(cong)全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)來(lai)講,還沒(mei)有(you)(you)一(yi)(yi)(yi)(yi)個(ge)統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)的(de)(de)(de)(de)平臺,沒(mei)有(you)(you)統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)的(de)(de)(de)(de)標準,沒(mei)有(you)(you)共同(tong)遵循的(de)(de)(de)(de)目(mu)(mu)標要(yao)求(qiu)(qiu)和(he)(he)時(shi)間要(yao)求(qiu)(qiu)。這(zhe)(zhe)(zhe)就需要(yao)我們(men)(men)在(zai)(zai)(zai)統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)上做(zuo)文章,所(suo)以(yi),經過(guo)近(jin)(jin)半(ban)年(nian)(nian)的(de)(de)(de)(de)準備,我們(men)(men)決(jue)定在(zai)(zai)(zai)十七大(da)之前召開這(zhe)(zhe)(zhe)次(ci)(ci)會(hui)議(yi)(yi)。希望通(tong)過(guo)這(zhe)(zhe)(zhe)次(ci)(ci)會(hui)議(yi)(yi),學(xue)習黨中(zhong)(zhong)央(yang)(yang)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院有(you)(you)關(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化工(gong)(gong)作的(de)(de)(de)(de)文件精神(shen),達(da)到(dao)(dao)一(yi)(yi)(yi)(yi)個(ge)統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)認識(shi)、統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)標準、統(tong)(tong)(tong)一(yi)(yi)(yi)(yi)工(gong)(gong)作目(mu)(mu)標的(de)(de)(de)(de)目(mu)(mu)的(de)(de)(de)(de)。通(tong)過(guo)交流(liu)經驗,溝通(tong)情(qing)況,大(da)力推動全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she),力爭到(dao)(dao)2010年(nian)(nian)使全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)系(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)(jian)(jian)設(she)(she)(she)從(cong)(cong)縱向相比(bi)能夠(gou)有(you)(you)一(yi)(yi)(yi)(yi)個(ge)大(da)幅度(du)的(de)(de)(de)(de)跨越和(he)(he)提(ti)升(sheng),從(cong)(cong)橫(heng)向相比(bi)能夠(gou)達(da)到(dao)(dao)一(yi)(yi)(yi)(yi)個(ge)較高(gao)的(de)(de)(de)(de)水平。下面,我從(cong)(cong)四個(ge)方面談點(dian)意見(jian),供大(da)家(jia)參考。

  一、加強國資監管信息化工作是一項重大而緊迫的任務

(di)位。進(jin)入世(shi)界(jie)500強(qiang)(qiang)的(de)(de)(de)19家(jia)(jia)內地(di)企(qi)業(ye)(ye)(ye)(ye)(ye)都是(shi)(shi)國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)(ye)。中國(guo)(guo)企(qi)業(ye)(ye)(ye)(ye)(ye)500強(qiang)(qiang)中,國(guo)(guo)有(you)及國(guo)(guo)有(you)控股(gu)企(qi)業(ye)(ye)(ye)(ye)(ye)戶數占(zhan)71%,資(zi)(zi)(zi)產(chan)總(zong)(zong)額(e)占(zhan)93%,從業(ye)(ye)(ye)(ye)(ye)人員占(zhan)91%。2006年,國(guo)(guo)有(you)及國(guo)(guo)有(you)控股(gu)工(gong)業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)戶數只占(zhan)全部規模以上(shang)工(gong)業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)9%,資(zi)(zi)(zi)產(chan)總(zong)(zong)額(e)占(zhan)48.2%,主營業(ye)(ye)(ye)(ye)(ye)務(wu)收入占(zhan)32.7%,實(shi)現(xian)利潤占(zhan)43%,上(shang)繳稅金占(zhan)到54.2%。國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)地(di)位和(he)(he)(he)(he)(he)作用決定了推(tui)進(jin)國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)(ye)和(he)(he)(he)(he)(he)全國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)監管系(xi)統的(de)(de)(de)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)設(she)(she),對推(tui)動整個(ge)(ge)國(guo)(guo)民經(jing)濟(ji)的(de)(de)(de)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)意義重(zhong)(zhong)(zhong)大(da)(da),任務(wu)迫切。

  (二)國(guo)(guo)(guo)(guo)資監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)是國(guo)(guo)(guo)(guo)家(jia)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)戰(zhan)(zhan)略(lve)(lve)的(de)(de)(de)(de)(de)重要(yao)內(nei)容。黨的(de)(de)(de)(de)(de)十六大以來,國(guo)(guo)(guo)(guo)家(jia)相繼(ji)出(chu)臺(tai)了《關(guan)(guan)(guan)于(yu)我(wo)國(guo)(guo)(guo)(guo)電子政務(wu)(wu)(wu)(wu)建設(she)(she)的(de)(de)(de)(de)(de)指導意見(jian)》、《關(guan)(guan)(guan)于(yu)加強信(xin)(xin)息(xi)(xi)(xi)安(an)全保障工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)意見(jian)》、《關(guan)(guan)(guan)于(yu)加強信(xin)(xin)息(xi)(xi)(xi)資源開發(fa)(fa)利用工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)若(ruo)干意見(jian)》、《關(guan)(guan)(guan)于(yu)加快(kuai)我(wo)國(guo)(guo)(guo)(guo)電子商務(wu)(wu)(wu)(wu)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)若(ruo)干意見(jian)》、《關(guan)(guan)(guan)于(yu)推進國(guo)(guo)(guo)(guo)家(jia)電子政務(wu)(wu)(wu)(wu)網絡建設(she)(she)的(de)(de)(de)(de)(de)指導意見(jian)》、《關(guan)(guan)(guan)于(yu)加強政府網站建設(she)(she)和(he)管(guan)理工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)意見(jian)》等(deng)(deng)文件,特別是2006年出(chu)臺(tai)的(de)(de)(de)(de)(de)《2006-2020年國(guo)(guo)(guo)(guo)家(jia)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)戰(zhan)(zhan)略(lve)(lve)》明(ming)(ming)確了今(jin)后15年我(wo)國(guo)(guo)(guo)(guo)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)的(de)(de)(de)(de)(de)基本方向,成為(wei)我(wo)國(guo)(guo)(guo)(guo)未來十五(wu)年信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)綱(gang)領性(xing)(xing)文件。《2006-2020年國(guo)(guo)(guo)(guo)家(jia)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)戰(zhan)(zhan)略(lve)(lve)》明(ming)(ming)確國(guo)(guo)(guo)(guo)資監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)是國(guo)(guo)(guo)(guo)家(jia)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)戰(zhan)(zhan)略(lve)(lve)重點之一。發(fa)(fa)展(zhan)(zhan)戰(zhan)(zhan)略(lve)(lve)提出(chu):“滿足轉變(bian)政府職能(neng)、提高(gao)行(xing)政效率(lv)、規范監(jian)(jian)管(guan)行(xing)為(wei)的(de)(de)(de)(de)(de)要(yao)求(qiu),深化(hua)(hua)相應業(ye)務(wu)(wu)(wu)(wu)系統(tong)建設(she)(she)。圍繞財政、金(jin)融、稅收、工(gong)(gong)商、海關(guan)(guan)(guan)、國(guo)(guo)(guo)(guo)資監(jian)(jian)管(guan)、質檢、食品藥品安(an)全等(deng)(deng)關(guan)(guan)(guan)鍵業(ye)務(wu)(wu)(wu)(wu),統(tong)籌(chou)規劃,分類指導,有(you)(you)序推進相關(guan)(guan)(guan)業(ye)務(wu)(wu)(wu)(wu)系統(tong)之間(jian)、中央與地方之間(jian)的(de)(de)(de)(de)(de)信(xin)(xin)息(xi)(xi)(xi)共享,促進部(bu)門間(jian)業(ye)務(wu)(wu)(wu)(wu)協同,提高(gao)監(jian)(jian)管(guan)能(neng)力。”所以,我(wo)們必(bi)須從(cong)發(fa)(fa)展(zhan)(zhan)戰(zhan)(zhan)略(lve)(lve)的(de)(de)(de)(de)(de)高(gao)度(du),充分認識國(guo)(guo)(guo)(guo)資監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)在(zai)國(guo)(guo)(guo)(guo)家(jia)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)和(he)政府職能(neng)轉變(bian)中的(de)(de)(de)(de)(de)重要(yao)性(xing)(xing)和(he)必(bi)要(yao)性(xing)(xing),增(zeng)強使命感和(he)責任感,切實采(cai)取有(you)(you)力措施,有(you)(you)計劃、有(you)(you)步(bu)驟地推進信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)建設(she)(she),完成好(hao)黨中央、國(guo)(guo)(guo)(guo)務(wu)(wu)(wu)(wu)院(yuan)交給的(de)(de)(de)(de)(de)任務(wu)(wu)(wu)(wu)。

  二、充分肯定國資監管信息化工作取得的成績

  幾年來,各省區市(shi)國資(zi)委圍(wei)繞國資(zi)監管和國企(qi)改(gai)革的(de)中心任務(wu),相(xiang)繼開發(fa)建設了一(yi)批信(xin)息(xi)網絡、信(xin)息(xi)網站(zhan)、網上辦公和業務(wu)管理系統,為有效履行出資(zi)人職責、加強(qiang)國資(zi)監管、推進國企(qi)改(gai)革等發(fa)揮了積極的(de)作用。

  (一(yi)(yi))信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)基礎工(gong)(gong)(gong)作(zuo)(zuo)不斷(duan)加強。一(yi)(yi)是(shi)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)領導(dao)(dao)機構逐(zhu)步(bu)建(jian)(jian)(jian)(jian)立。部分(fen)省區(qu)市(shi)國(guo)資(zi)委(wei)(wei)(wei)(wei)成立了(le)由委(wei)(wei)(wei)(wei)主要領導(dao)(dao)掛(gua)帥、各職能處(chu)室(shi)負(fu)責人(ren)為成員的信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)領導(dao)(dao)小組,加強了(le)對信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)的組織協調。二是(shi)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)機構、編(bian)制(zhi)(zhi)(zhi)、人(ren)員基本(ben)落實(shi)。大(da)多數(shu)省區(qu)市(shi)國(guo)資(zi)委(wei)(wei)(wei)(wei)明確由辦公室(shi)負(fu)責信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo);吉(ji)林、河(he)(he)北、山西、內(nei)蒙古、上海、湖北、深圳(zhen)、青島等地方國(guo)資(zi)委(wei)(wei)(wei)(wei)設立了(le)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)中心。貴州、河(he)(he)南等省國(guo)資(zi)委(wei)(wei)(wei)(wei)建(jian)(jian)(jian)(jian)立了(le)委(wei)(wei)(wei)(wei)機關(guan)各處(chu)室(shi)及監(jian)管(guan)企業的信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)聯絡員制(zhi)(zhi)(zhi)度(du)。三(san)是(shi)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)(jian)(jian)設經(jing)費(fei)投入(ru)(ru)機制(zhi)(zhi)(zhi)初步(bu)理順。深圳(zhen)市(shi)國(guo)資(zi)委(wei)(wei)(wei)(wei)把信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)(jian)(jian)設經(jing)費(fei)作(zuo)(zuo)為監(jian)管(guan)費(fei)用(yong)的一(yi)(yi)部分(fen),統一(yi)(yi)納入(ru)(ru)國(guo)有資(zi)本(ben)經(jing)營預算支出范(fan)圍。四(si)是(shi)制(zhi)(zhi)(zhi)定了(le)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)(jian)(jian)設總體(ti)規劃。上海、山西、四(si)川(chuan)、貴州、廣西、寧波國(guo)資(zi)委(wei)(wei)(wei)(wei)編(bian)制(zhi)(zhi)(zhi)完成國(guo)資(zi)監(jian)管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)(jian)(jian)設總體(ti)規劃。五是(shi)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)工(gong)(gong)(gong)作(zuo)(zuo)管(guan)理制(zhi)(zhi)(zhi)度(du)逐(zhu)步(bu)建(jian)(jian)(jian)(jian)立。遼寧、寧波國(guo)資(zi)委(wei)(wei)(wei)(wei)制(zhi)(zhi)(zhi)定了(le)計(ji)算機網絡、網站(zhan)、信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)報送、信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安全(quan)等一(yi)(yi)系列規章制(zhi)(zhi)(zhi)度(du),信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)(jian)(jian)設開始進(jin)入(ru)(ru)規范(fan)化(hua)軌道。

  (二)網(wang)絡(luo)基礎(chu)設施得到改善(shan)。全(quan)國(guo)(guo)(guo)(guo)大(da)多數省市國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)(wei)已經開(kai)通(tong)機關(guan)局域網(wang)和電子郵件系(xi)(xi)(xi)統(tong),信(xin)息(xi)獲取(qu)和傳(chuan)遞能(neng)力(li)明顯提(ti)高。不少地方建成(cheng)了業務(wu)內(nei)(nei)網(wang)和業務(wu)外網(wang),為開(kai)展國(guo)(guo)(guo)(guo)資(zi)監管提(ti)供(gong)了四(si)個(ge)網(wang)絡(luo)平(ping)臺(tai):(1)外網(wang)與(yu)(yu)國(guo)(guo)(guo)(guo)際(ji)互(hu)(hu)聯(lian)網(wang)連(lian)接,形成(cheng)訪(fang)問互(hu)(hu)聯(lian)網(wang)平(ping)臺(tai);(2)內(nei)(nei)網(wang)與(yu)(yu)本級政府政務(wu)專(zhuan)網(wang)相聯(lian),形成(cheng)政府機關(guan)公(gong)文流轉平(ping)臺(tai);(3)通(tong)過內(nei)(nei)部局域網(wang),形成(cheng)委(wei)(wei)(wei)內(nei)(nei)公(gong)文處(chu)理(li)平(ping)臺(tai);(4)通(tong)過非涉密(mi)公(gong)文傳(chuan)輸系(xi)(xi)(xi)統(tong),形成(cheng)與(yu)(yu)國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)(wei)公(gong)文報(bao)送平(ping)臺(tai)。同時,實行內(nei)(nei)網(wang)和外網(wang)物理(li)隔離(li),為涉密(mi)信(xin)息(xi)系(xi)(xi)(xi)統(tong)安全(quan)運行提(ti)供(gong)了技術(shu)保障(zhang)。山西(xi)、安徽(hui)、廣(guang)西(xi)等地方國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)(wei)以專(zhuan)網(wang)方式(shi)實現了與(yu)(yu)市級國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)(wei)和監管企(qi)業的互(hu)(hu)聯(lian)互(hu)(hu)通(tong)。河(he)南省國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)(wei)建立與(yu)(yu)省委(wei)(wei)(wei)、省政府信(xin)息(xi)傳(chuan)輸網(wang)絡(luo),實現報(bao)送公(gong)文、信(xin)息(xi)的無紙化傳(chuan)送,提(ti)高了辦公(gong)效率。

  (三)辦(ban)公系(xi)統(tong)應用效果逐步顯(xian)現(xian)(xian)。北(bei)京、山東、黑龍江、遼寧、河北(bei)、天(tian)津、上海、江蘇、福(fu)建、甘肅、廣西、青島、廈門國(guo)(guo)資委(wei)相(xiang)繼開(kai)發應用網(wang)(wang)絡(luo)協同辦(ban)公系(xi)統(tong),提(ti)高(gao)了(le)辦(ban)事效率(lv),節(jie)約了(le)經(jing)費(fei)。山東、福(fu)建等地方國(guo)(guo)資委(wei)不涉(she)密的公文辦(ban)理(li)(li)(li)全部實現(xian)(xian)網(wang)(wang)上流轉(zhuan)。江蘇省國(guo)(guo)資委(wei)來(lai)電、來(lai)文和(he)發文的處理(li)(li)(li)基本實現(xian)(xian)無紙化。青島市國(guo)(guo)資委(wei)的辦(ban)公系(xi)統(tong)已(yi)經(jing)由收文管(guan)(guan)理(li)(li)(li)、發文管(guan)(guan)理(li)(li)(li)拓展(zhan)到督查管(guan)(guan)理(li)(li)(li)、信息管(guan)(guan)理(li)(li)(li)、檔案(an)管(guan)(guan)理(li)(li)(li)和(he)會(hui)(hui)議管(guan)(guan)理(li)(li)(li)等內容(rong),推動了(le)機關辦(ban)公效率(lv)的提(ti)高(gao)。北(bei)京、上海、山東等省市國(guo)(guo)資委(wei)開(kai)通了(le)和(he)監(jian)管(guan)(guan)企業的視(shi)頻(pin)會(hui)(hui)議系(xi)統(tong)。湖北(bei)省國(guo)(guo)資委(wei)建立多媒(mei)體會(hui)(hui)議室(shi)。

  以企(qi)業(ye)國有(you)產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)監(jian)測系(xi)(xi)統為例。2006年,國務院國資(zi)(zi)委(wei)正(zheng)式啟動了(le)企(qi)業(ye)國有(you)產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)監(jian)測系(xi)(xi)統的(de)(de)建設工作(zuo),目前已實現了(le)與北(bei)京、天津(jin)、上海國資(zi)(zi)委(wei)和產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)機構(gou)的(de)(de)聯網。監(jian)測系(xi)(xi)統的(de)(de)建成和推廣,使各(ge)級國資(zi)(zi)委(wei)對產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)的(de)(de)監(jian)管手段發生了(le)實質性改變,實現了(le)從事后的(de)(de)靜態(tai)監(jian)管向全過(guo)程的(de)(de)動態(tai)監(jian)管的(de)(de)轉變;產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)機構(gou)的(de)(de)操作(zuo)得到進(jin)一步規范;產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)嚴格按照操作(zuo)規則和程序進(jin)行(xing),大大減(jian)少(shao)了(le)違規操作(zuo)行(xing)為;為今(jin)后全國統一的(de)(de)產(chan)權(quan)交(jiao)(jiao)易(yi)(yi)(yi)市場的(de)(de)形成奠(dian)定(ding)了(le)基礎。

  (五)國(guo)(guo)資(zi)(zi)監(jian)管(guan)網(wang)站(zhan)(zhan)和(he)(he)(he)政(zheng)務信(xin)息(xi)公開(kai)成效(xiao)明顯。各省區(qu)市國(guo)(guo)資(zi)(zi)委高度(du)重(zhong)視開(kai)發(fa)建(jian)設互(hu)聯網(wang)站(zhan)(zhan),大(da)力(li)宣傳國(guo)(guo)資(zi)(zi)監(jian)管(guan)的(de)政(zheng)策措(cuo)施和(he)(he)(he)工作(zuo)成績,宣傳國(guo)(guo)有企業改(gai)革發(fa)展的(de)嶄新風貌和(he)(he)(he)重(zhong)大(da)成果,大(da)力(li)推進(jin)國(guo)(guo)資(zi)(zi)監(jian)管(guan)信(xin)息(xi)公開(kai)和(he)(he)(he)電子政(zheng)務,提高監(jian)管(guan)工作(zuo)透明度(du)和(he)(he)(he)辦(ban)事效(xiao)率。據不完全統計,全國(guo)(guo)37個(ge)(ge)省(自治區(qu)、直轄市、計劃單列市和(he)(he)(he)新疆生(sheng)產建(jian)設兵(bing)團)中,已有30個(ge)(ge)國(guo)(guo)資(zi)(zi)委開(kai)通(tong)互(hu)聯網(wang)站(zhan)(zhan),成為宣傳國(guo)(guo)資(zi)(zi)監(jian)管(guan)工作(zuo)的(de)重(zhong)要陣地。按(an)照信(xin)息(xi)公開(kai)、在(zai)線辦(ban)事和(he)(he)(he)公眾參(can)與(yu)等要求,各地國(guo)(guo)資(zi)(zi)委互(hu)聯網(wang)站(zhan)(zhan)信(xin)息(xi)公開(kai)的(de)及時性和(he)(he)(he)全面性得到加強,在(zai)線辦(ban)事、公眾參(can)與(yu)和(he)(he)(he)互(hu)動交流明顯改(gai)進(jin)。

  (六)信(xin)(xin)(xin)(xin)(xin)息(xi)資(zi)(zi)(zi)源開發(fa)利(li)用取得(de)積極(ji)進展。一是開始建(jian)立企(qi)業(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)資(zi)(zi)(zi)源庫。河北省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委建(jian)立河北國(guo)(guo)(guo)資(zi)(zi)(zi)企(qi)業(ye)經(jing)(jing)濟(ji)(ji)信(xin)(xin)(xin)(xin)(xin)息(xi)平臺(tai)和(he)領(ling)導決策(ce)信(xin)(xin)(xin)(xin)(xin)息(xi)支持系統。安徽省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委建(jian)成全省(sheng)(sheng)(sheng)國(guo)(guo)(guo)有及國(guo)(guo)(guo)有控股(gu)工(gong)(gong)業(ye)企(qi)業(ye)主要經(jing)(jing)濟(ji)(ji)指標(biao)、省(sheng)(sheng)(sheng)屬(shu)(shu)企(qi)業(ye)財(cai)務(wu)快報、省(sheng)(sheng)(sheng)屬(shu)(shu)工(gong)(gong)業(ye)企(qi)業(ye)主要經(jing)(jing)濟(ji)(ji)效益等多個數(shu)據(ju)(ju)庫,為(wei)(wei)全省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委系統提(ti)(ti)(ti)供便捷(jie)的信(xin)(xin)(xin)(xin)(xin)息(xi)查詢服務(wu)。甘肅省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委組織錄入(ru)監管(guan)(guan)企(qi)業(ye)10年的主要經(jing)(jing)濟(ji)(ji)指標(biao),形成了(le)完(wan)整(zheng)的省(sheng)(sheng)(sheng)屬(shu)(shu)企(qi)業(ye)歷史財(cai)務(wu)決算數(shu)據(ju)(ju)庫,為(wei)(wei)分(fen)析監管(guan)(guan)企(qi)業(ye)國(guo)(guo)(guo)有資(zi)(zi)(zi)產分(fen)布狀況、運營(ying)質量、發(fa)展趨勢等提(ti)(ti)(ti)供了(le)豐富的基礎(chu)資(zi)(zi)(zi)料。二是內(nei)部信(xin)(xin)(xin)(xin)(xin)息(xi)網(wang)內(nei)容不(bu)斷豐富。遼寧、天津、湖北等省(sheng)(sheng)(sheng)市國(guo)(guo)(guo)資(zi)(zi)(zi)委都(dou)開通了(le)內(nei)部信(xin)(xin)(xin)(xin)(xin)息(xi)網(wang),成為(wei)(wei)學習交流的重(zhong)要平臺(tai)。天津市國(guo)(guo)(guo)資(zi)(zi)(zi)委在內(nei)部信(xin)(xin)(xin)(xin)(xin)息(xi)網(wang)設立專(zhuan)欄,發(fa)布170余(yu)個國(guo)(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)法律(lv)法規文件(jian),為(wei)(wei)全委人員規范高效開展工(gong)(gong)作(zuo)提(ti)(ti)(ti)供了(le)信(xin)(xin)(xin)(xin)(xin)息(xi)咨詢。三是國(guo)(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)加(jia)工(gong)(gong)成果明顯。內(nei)蒙古、吉(ji)林等地方國(guo)(guo)(guo)資(zi)(zi)(zi)委重(zhong)視對監管(guan)(guan)企(qi)業(ye)經(jing)(jing)濟(ji)(ji)運行數(shu)據(ju)(ju)的收集加(jia)工(gong)(gong)和(he)分(fen)析研究,為(wei)(wei)各級領(ling)導決策(ce)提(ti)(ti)(ti)供了(le)重(zhong)要依據(ju)(ju)。

  (七)推進企(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)和軟件正版化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)取得積(ji)極成效(xiao)。部(bu)分(fen)省(sheng)(sheng)區(qu)市(shi)國資委(wei)(wei)(wei)(wei)把企(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)建設(she)作(zuo)為(wei)信息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)的(de)一(yi)項重要(yao)內容,大力推動監(jian)(jian)管(guan)企(qi)業(ye)(ye)加快利用信息(xi)化(hua)(hua)(hua)手段提升管(guan)理水(shui)平(ping)和增(zeng)強企(qi)業(ye)(ye)核(he)心競爭力。河北(bei)、山東、廣西等省(sheng)(sheng)(區(qu))國資委(wei)(wei)(wei)(wei)出臺了(le)推動監(jian)(jian)管(guan)企(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)的(de)指導意見(jian),明確了(le)監(jian)(jian)管(guan)企(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)建設(she)的(de)指導思想、總體目標、工(gong)(gong)(gong)作(zuo)重點和政策措施。河北(bei)省(sheng)(sheng)國資委(wei)(wei)(wei)(wei)要(yao)求企(qi)業(ye)(ye)設(she)立(li)信息(xi)化(hua)(hua)(hua)專項資金,并組(zu)織部(bu)分(fen)企(qi)業(ye)(ye)到全國信息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)標桿企(qi)業(ye)(ye)考察學習。山東省(sheng)(sheng)國資委(wei)(wei)(wei)(wei)堅(jian)持每年召開一(yi)次省(sheng)(sheng)管(guan)企(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)座談(tan)會,總結工(gong)(gong)(gong)作(zuo),交(jiao)流經驗,商(shang)討工(gong)(gong)(gong)作(zuo)措施。各地國資委(wei)(wei)(wei)(wei)按照國家總體要(yao)求,積(ji)極配合(he)版權(quan)部(bu)門,采取切實措施,推進軟件正版化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)穩步有序展(zhan)開,在做(zuo)好委(wei)(wei)(wei)(wei)機(ji)關軟件正版化(hua)(hua)(hua)的(de)同時,積(ji)極推進監(jian)(jian)管(guan)企(qi)業(ye)(ye)軟件正版化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)。

  在充分肯定成績的(de)同時,我們也要清醒(xing)地看到,全(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)信(xin)息(xi)(xi)化建設(she)總體上仍(reng)處于起步(bu)階段,存在一些問題,主要是:基礎網絡不(bu)夠健全(quan),互聯互通不(bu)暢;業務(wu)系(xi)統(tong)(tong)水平較(jiao)低(di),應用(yong)和服務(wu)范(fan)圍較(jiao)窄;信(xin)息(xi)(xi)資(zi)源(yuan)開發(fa)利用(yong)滯后,共享和對(dui)外公開程度不(bu)高;標準不(bu)統(tong)(tong)一,制(zhi)度建設(she)薄弱(ruo),安全(quan)存在隱患;缺少(shao)統(tong)(tong)籌規劃,自成體系(xi),重(zhong)復建設(she)現(xian)象嚴重(zhong)。國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)信(xin)息(xi)(xi)化水平與加強國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)的(de)要求相(xiang)比,與全(quan)球信(xin)息(xi)(xi)化發(fa)展趨勢和國(guo)(guo)(guo)家信(xin)息(xi)(xi)化發(fa)展要求相(xiang)比,還有較(jiao)大差(cha)距。我們必須(xu)增強緊迫(po)感,采(cai)取有力措施加快解(jie)決。

  三、進一步明確國資監管信息化“十一五”發展目標和任務

  根據國(guo)(guo)家“十一五”信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)發(fa)展(zhan)的(de)(de)總體(ti)要求(qiu),結合國(guo)(guo)資監管(guan)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)的(de)(de)現(xian)狀與實(shi)際需求(qiu),我們初步(bu)(bu)考慮國(guo)(guo)資監管(guan)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)發(fa)展(zhan)的(de)(de)“十一五”目(mu)(mu)標(biao)是:基(ji)本(ben)建(jian)成覆(fu)蓋中央(yang)、省級(ji)和計劃單列市國(guo)(guo)資委及(ji)所(suo)監管(guan)企業的(de)(de)國(guo)(guo)資監管(guan)信(xin)(xin)(xin)息(xi)(xi)網絡(luo)平臺,各級(ji)國(guo)(guo)資委普遍建(jian)立起業務內網和外網;重點應用系統實(shi)現(xian)互(hu)(hu)聯互(hu)(hu)通,信(xin)(xin)(xin)息(xi)(xi)資源共享機制初步(bu)(bu)建(jian)立;基(ji)礎性信(xin)(xin)(xin)息(xi)(xi)數據庫、信(xin)(xin)(xin)息(xi)(xi)資源目(mu)(mu)標(biao)體(ti)系與交換體(ti)系、標(biao)準規(gui)范體(ti)系、信(xin)(xin)(xin)息(xi)(xi)安全基(ji)礎設施(shi)初步(bu)(bu)建(jian)立;各級(ji)國(guo)(guo)資委門(men)戶網站全部開通,并成為信(xin)(xin)(xin)息(xi)(xi)公開的(de)(de)重要渠道,可在線處理(li)的(de)(de)業務項目(mu)(mu)基(ji)本(ben)實(shi)現(xian)網上辦理(li)。

  實(shi)現上(shang)述目標(biao),關(guan)鍵是(shi)要(yao)實(shi)現四個轉(zhuan)(zhuan)變(bian)(bian):一(yi)是(shi)要(yao)從分散建(jian)設向現有(you)資(zi)源整(zheng)合利用轉(zhuan)(zhuan)變(bian)(bian);二是(shi)要(yao)從信(xin)(xin)息系統獨立運行向互聯互通和資(zi)源共享轉(zhuan)(zhuan)變(bian)(bian);三是(shi)要(yao)從重建(jian)設向注重深化應用轉(zhuan)(zhuan)變(bian)(bian);四是(shi)要(yao)從信(xin)(xin)息管理偏重自我服(fu)務(wu)向注重公共服(fu)務(wu)轉(zhuan)(zhuan)變(bian)(bian)。當前和今(jin)后一(yi)個時期,國資(zi)監管信(xin)(xin)息化建(jian)設要(yao)著力抓(zhua)好以下六項工作:

  (三)建立(li)和完善(shan)(shan)國資(zi)(zi)監管(guan)(guan)(guan)數據庫(ku),大(da)力開發利用(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)。按照《中共中央辦(ban)公廳(ting)、國務院辦(ban)公廳(ting)關(guan)于(yu)加強信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)開發利用(yong)工(gong)作(zuo)的若(ruo)干(gan)意見》的要求(qiu),統一標準和規(gui)范,編制國資(zi)(zi)監管(guan)(guan)(guan)工(gong)作(zuo)信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)目錄體(ti)系和信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)交換體(ti)系。分(fen)工(gong)負責建立(li)各類國資(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)庫(ku)和信(xin)(xin)息(xi)(xi)(xi)(xi)采集系統,形成比較完善(shan)(shan)的全國國資(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)體(ti)系。要充分(fen)開發利用(yong)現(xian)有(you)國資(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan),建立(li)企業基(ji)本信(xin)(xin)息(xi)(xi)(xi)(xi)、企業績效評價、企業人(ren)員管(guan)(guan)(guan)理、企業財務、國有(you)產權、資(zi)(zi)產統計、企業經濟運行、企業投(tou)資(zi)(zi)、黨建紀檢(jian)監察、政策法規(gui)文獻等數據庫(ku)。在保證數據信(xin)(xin)息(xi)(xi)(xi)(xi)保密(mi)安(an)全的前(qian)提下,建立(li)內(nei)(nei)部信(xin)(xin)息(xi)(xi)(xi)(xi)門戶(hu)、領(ling)導決策支持(chi)系統等信(xin)(xin)息(xi)(xi)(xi)(xi)共享(xiang)查詢系統,完善(shan)(shan)信(xin)(xin)息(xi)(xi)(xi)(xi)授權共享(xiang)機制,促進國資(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源(yuan)(yuan)在各級國資(zi)(zi)委內(nei)(nei)部、跨層次、跨地區(qu)交流共享(xiang)和開發利用(yong),為各項監管(guan)(guan)(guan)工(gong)作(zuo)提供及時可靠(kao)的信(xin)(xin)息(xi)(xi)(xi)(xi)服務。

  (四)改進和(he)完善(shan)(shan)國(guo)(guo)資(zi)監管(guan)(guan)對(dui)(dui)外(wai)(wai)門戶網(wang)(wang)(wang)(wang)站(zhan),推(tui)進信(xin)息(xi)公(gong)開(kai)和(he)在線(xian)(xian)服(fu)務(wu)。按照《國(guo)(guo)務(wu)院辦(ban)公(gong)廳關(guan)于加(jia)強(qiang)(qiang)政(zheng)府(fu)網(wang)(wang)(wang)(wang)站(zhan)建(jian)(jian)(jian)設和(he)管(guan)(guan)理工(gong)作的(de)(de)(de)(de)意(yi)見(jian)(jian)》的(de)(de)(de)(de)要求(qiu),充分認識(shi)辦(ban)好(hao)政(zheng)府(fu)網(wang)(wang)(wang)(wang)站(zhan)的(de)(de)(de)(de)重要意(yi)義,不斷健全和(he)完善(shan)(shan)政(zheng)府(fu)網(wang)(wang)(wang)(wang)站(zhan)體系,增強(qiang)(qiang)網(wang)(wang)(wang)(wang)站(zhan)功能。未開(kai)通對(dui)(dui)外(wai)(wai)網(wang)(wang)(wang)(wang)站(zhan)的(de)(de)(de)(de)省(sheng)市國(guo)(guo)資(zi)委要盡快開(kai)通,已開(kai)通的(de)(de)(de)(de)要努(nu)力(li)提(ti)(ti)(ti)升建(jian)(jian)(jian)設和(he)管(guan)(guan)理水(shui)平,加(jia)快建(jian)(jian)(jian)立比較(jiao)完善(shan)(shan)的(de)(de)(de)(de)全國(guo)(guo)國(guo)(guo)資(zi)監管(guan)(guan)對(dui)(dui)外(wai)(wai)門戶網(wang)(wang)(wang)(wang)站(zhan)體系。各級國(guo)(guo)資(zi)委要按照“及時、準確、豐富、活躍(yue)”的(de)(de)(de)(de)要求(qiu),建(jian)(jian)(jian)立網(wang)(wang)(wang)(wang)站(zhan)內容保障機制,落實(shi)(shi)信(xin)息(xi)上(shang)網(wang)(wang)(wang)(wang)責(ze)任。完善(shan)(shan)網(wang)(wang)(wang)(wang)站(zhan)管(guan)(guan)理制度,增強(qiang)(qiang)網(wang)(wang)(wang)(wang)站(zhan)服(fu)務(wu)功能,增強(qiang)(qiang)網(wang)(wang)(wang)(wang)站(zhan)權威性(xing)和(he)影響力(li)。加(jia)大信(xin)息(xi)發(fa)布力(li)度,提(ti)(ti)(ti)升信(xin)息(xi)質量(liang),提(ti)(ti)(ti)高國(guo)(guo)資(zi)監管(guan)(guan)工(gong)作透明度和(he)效能,自覺主動接受(shou)各方面(mian)的(de)(de)(de)(de)監督。大力(li)開(kai)發(fa)應用網(wang)(wang)(wang)(wang)上(shang)辦(ban)事系統,公(gong)布辦(ban)事流(liu)程,實(shi)(shi)行審批業務(wu)網(wang)(wang)(wang)(wang)上(shang)受(shou)理、審批進程在線(xian)(xian)查詢和(he)反(fan)饋,為(wei)企業提(ti)(ti)(ti)供(gong)便(bian)捷高效的(de)(de)(de)(de)服(fu)務(wu)。積極推(tui)進網(wang)(wang)(wang)(wang)上(shang)互(hu)動交流(liu),開(kai)展(zhan)在線(xian)(xian)訪(fang)談和(he)網(wang)(wang)(wang)(wang)上(shang)調查,提(ti)(ti)(ti)供(gong)網(wang)(wang)(wang)(wang)上(shang)咨詢、便(bian)民問(wen)答、監督投訴、領(ling)導信(xin)箱等服(fu)務(wu)。落實(shi)(shi)網(wang)(wang)(wang)(wang)民意(yi)見(jian)(jian)、問(wen)題、投訴的(de)(de)(de)(de)受(shou)理反(fan)饋責(ze)任,提(ti)(ti)(ti)高網(wang)(wang)(wang)(wang)上(shang)服(fu)務(wu)效率。

  四、切實加強對國資監管信息化工作的領導和協調

  推(tui)行國資監(jian)管(guan)信息(xi)化是監(jian)管(guan)方(fang)式的一場深(shen)刻(ke)變(bian)革(ge),影響(xiang)到方(fang)方(fang)面面,涉(she)及體制改(gai)革(ge)和利益調整,難度很大(da),任務(wu)(wu)艱巨(ju)。各(ge)地國資委要深(shen)刻(ke)認識實(shi)現國資監(jian)管(guan)信息(xi)化的重要性和緊(jin)迫(po)性,樹立全國“一盤(pan)棋”的思想,按照總(zong)體部署(shu)的要求,切實(shi)加強領導,精(jing)心組織(zhi)建設,狠抓任務(wu)(wu)落實(shi)。

  (一)加強組織(zhi)領(ling)導(dao),做到機(ji)構(gou)(gou)、人(ren)員(yuan)、職(zhi)能和(he)責(ze)任“四到位(wei)”。信息(xi)(xi)(xi)化(hua)是先(xian)進技(ji)術和(he)管(guan)理的(de)(de)(de)集成創新(xin),各(ge)級國資委要(yao)(yao)(yao)把(ba)信息(xi)(xi)(xi)化(hua)工(gong)(gong)作擺(bai)到重(zhong)要(yao)(yao)(yao)位(wei)置,建(jian)立(li)健全信息(xi)(xi)(xi)化(hua)工(gong)(gong)作管(guan)理體制和(he)機(ji)制,切實加強對信息(xi)(xi)(xi)化(hua)工(gong)(gong)作的(de)(de)(de)統(tong)一領(ling)導(dao)和(he)重(zhong)大項目(mu)的(de)(de)(de)協調推進。要(yao)(yao)(yao)把(ba)這(zhe)項工(gong)(gong)作納(na)入(ru)重(zhong)要(yao)(yao)(yao)議事日程,主要(yao)(yao)(yao)領(ling)導(dao)要(yao)(yao)(yao)親自(zi)過問,分(fen)管(guan)領(ling)導(dao)要(yao)(yao)(yao)負責(ze)抓落(luo)實。要(yao)(yao)(yao)落(luo)實信息(xi)(xi)(xi)化(hua)工(gong)(gong)作機(ji)構(gou)(gou)、職(zhi)責(ze)和(he)人(ren)員(yuan)編(bian)制,保證機(ji)構(gou)(gou)和(he)人(ren)員(yuan)穩定,優化(hua)人(ren)員(yuan)專業結構(gou)(gou)。有條件的(de)(de)(de)地方要(yao)(yao)(yao)設立(li)專門的(de)(de)(de)信息(xi)(xi)(xi)化(hua)工(gong)(gong)作機(ji)構(gou)(gou)。積極探索試行統(tong)籌信息(xi)(xi)(xi)化(hua)工(gong)(gong)作的(de)(de)(de)信息(xi)(xi)(xi)主管(guan)制度(du)。

  (二)加(jia)強規(gui)劃預算(suan)(suan),確保信息(xi)(xi)化持續(xu)健康發展。各級(ji)國(guo)(guo)資(zi)委要(yao)(yao)(yao)緊(jin)密(mi)結合加(jia)強國(guo)(guo)資(zi)監管工(gong)作(zuo)的需要(yao)(yao)(yao),抓緊(jin)編制國(guo)(guo)資(zi)監管信息(xi)(xi)化建(jian)設(she)(she)(she)總(zong)體(ti)規(gui)劃,明確工(gong)作(zuo)目標(biao)、建(jian)設(she)(she)(she)項(xiang)目和(he)經費預算(suan)(suan)。按照(zhao)(zhao)項(xiang)目之間的邏(luo)輯關系和(he)優(you)先次序,落實年(nian)度建(jian)設(she)(she)(she)計劃和(he)項(xiang)目資(zi)金。辦大事不(bu)要(yao)(yao)(yao)怕花小(xiao)錢,關鍵是(shi)要(yao)(yao)(yao)把(ba)錢用(yong)好(hao)。要(yao)(yao)(yao)保證建(jian)設(she)(she)(she)和(he)運行經費持續(xu)投(tou)入(ru)(ru)(ru),信息(xi)(xi)化項(xiang)目的建(jian)設(she)(she)(she)經費,要(yao)(yao)(yao)按照(zhao)(zhao)中央政府(fu)和(he)地方(fang)政府(fu)分別負擔(dan)的原則,積極(ji)向當地政府(fu)主(zhu)管部門申請解(jie)決(jue);項(xiang)目建(jian)成投(tou)入(ru)(ru)(ru)使用(yong)后的運行和(he)管理經費,要(yao)(yao)(yao)列入(ru)(ru)(ru)年(nian)度行政經費預算(suan)(suan)范圍。有(you)條(tiao)件的地方(fang)可(ke)把(ba)信息(xi)(xi)化建(jian)設(she)(she)(she)和(he)運行維護經費列入(ru)(ru)(ru)國(guo)(guo)有(you)資(zi)本經營(ying)預算(suan)(suan)。

  (三)加強制(zhi)度建(jian)(jian)設(she)(she),科(ke)學規(gui)范信(xin)息化(hua)工作管(guan)理。建(jian)(jian)立健全規(gui)范的(de)信(xin)息化(hua)工程預(yu)算、建(jian)(jian)設(she)(she)、運行(xing)、維護和(he)管(guan)理制(zhi)度,確(que)保國(guo)資(zi)監管(guan)信(xin)息系統(tong)建(jian)(jian)設(she)(she)和(he)應用規(gui)范有序。制(zhi)定信(xin)息化(hua)建(jian)(jian)設(she)(she)績效評價和(he)考核辦法,加強對(dui)(dui)信(xin)息化(hua)投入的(de)審計、監督和(he)績效評估,建(jian)(jian)立和(he)完善信(xin)息化(hua)工程建(jian)(jian)設(she)(she)問責制(zhi)。推進(jin)國(guo)資(zi)監管(guan)信(xin)息化(hua)建(jian)(jian)設(she)(she),要堅(jian)持(chi)使用正(zheng)版軟(ruan)件,優先采(cai)用國(guo)產設(she)(she)備(bei)和(he)軟(ruan)件。對(dui)(dui)于軟(ruan)件開(kai)發(fa)、個人終端(duan)及網絡系統(tong)的(de)運行(xing)維護,要積極面向專(zhuan)業機構(gou)探(tan)索實(shi)行(xing)技術外(wai)包,以節省投資(zi)和(he)縮短周期(qi),獲(huo)取更優質(zhi)的(de)技術服務。

  (四(si))加強(qiang)隊伍(wu)建設,提高全(quan)員信(xin)(xin)息(xi)(xi)化(hua)(hua)應用(yong)水(shui)平。適應國(guo)資監管(guan)技術創(chuang)新的需要,制訂信(xin)(xin)息(xi)(xi)化(hua)(hua)培訓(xun)計(ji)劃,組織各(ge)級公務員特別是(shi)領(ling)導干部(bu)開展信(xin)(xin)息(xi)(xi)化(hua)(hua)培訓(xun),宣傳(chuan)和普(pu)及信(xin)(xin)息(xi)(xi)化(hua)(hua)知(zhi)識(shi),強(qiang)化(hua)(hua)信(xin)(xin)息(xi)(xi)化(hua)(hua)意識(shi),提高信(xin)(xin)息(xi)(xi)化(hua)(hua)技能。在公務員考錄和職位競爭上崗考試中,適當增(zeng)加信(xin)(xin)息(xi)(xi)化(hua)(hua)知(zhi)識(shi)的內容。選聘有(you)經驗、懂技術的專業人員從事信(xin)(xin)息(xi)(xi)化(hua)(hua)建設工作。積極引(yin)進和培養(yang)國(guo)資監管(guan)工作亟需的信(xin)(xin)息(xi)(xi)化(hua)(hua)專業人才和復(fu)合型人才。通過多種形式(shi)的學習(xi)培訓(xun),提高信(xin)(xin)息(xi)(xi)化(hua)(hua)工作人員的專業素(su)質(zhi)。

  (五)加強工(gong)作(zuo)交(jiao)流,推廣信(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)先進經驗。定(ding)期(qi)組(zu)織開展(zhan)國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)交(jiao)流研討活(huo)動,及時(shi)通報(bao)信(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)進展(zhan)情況,深入總(zong)結(jie)(jie)經驗,研究解決共同面臨的(de)問題,部(bu)署共建(jian)項目(mu)工(gong)作(zuo)任(ren)務(wu)。有條(tiao)件(jian)的(de)地方要通過請(qing)進來和走出(chu)去相結(jie)(jie)合的(de)方式(shi),學習借鑒國(guo)(guo)內外先進的(de)國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)(xin)息(xi)(xi)化(hua)(hua)經驗。建(jian)立國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)交(jiao)流機制和載體,宣(xuan)傳信(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)的(de)成(cheng)(cheng)效和成(cheng)(cheng)功做法。適時(shi)組(zu)織對信(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)的(de)檢查評估,評選表彰國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)先進單(dan)位和個人,為(wei)做好國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)創造良好的(de)環(huan)境和條(tiao)件(jian)。

  同志們,推進國資監管信息化是黨中央、國務院賦予我們的重要職責,是提高國資監管能力和效率的必由之路,是國有企業貫徹落實科學發展觀,提高企業核心競爭力的重要途徑。各地國資委要以本次會議為契機,按照會議精神和要求,進一步規劃、細化、部署、落實好國資監管信息化工作。讓我們協同配合,開拓創新,共同將國資監管信息化工作推上一個新臺階,為做優做強做大國有企業和國有資產保值增值,做出更大的貢獻。
