貫徹落(luo)實(shi)中(zhong)共(gong)中(zhong)央、國(guo)務院(yuan)印(yin)發(fa)的《法治政(zheng)府建設實(shi)施綱要(yao)(2015-2020年(nian))》(以(yi)下(xia)簡稱《綱要(yao)》)要(yao)求,國(guo)資委(wei)2017年(nian)法治建設工作取得積極進展:
2017年,國(guo)資委認真學(xue)習(xi)貫(guan)徹(che)(che)習(xi)近(jin)平新時代中國(guo)特(te)色社(she)會主義思(si)想和黨的十九(jiu)大(da)精神,深(shen)入貫(guan)徹(che)(che)全面依法(fa)治國(guo)戰略部署,認真落實(shi)《綱要》,扎實(shi)推進《國(guo)務(wu)院(yuan)國(guo)資委推進國(guo)資監管(guan)法(fa)治機(ji)構建設(she)實(shi)施(shi)方案》(國(guo)資發法(fa)規〔2016〕134號)各項(xiang)任務(wu)措(cuo)施(shi),在依法(fa)全面履職、完善(shan)法(fa)規體系(xi)、健(jian)全決(jue)策機(ji)制、強化權(quan)力監督、有(you)效化解矛盾、提升法(fa)治能力等方面取得明顯成(cheng)效,國(guo)資國(guo)企法(fa)治建設(she)邁出新步伐。
一、切實(shi)加(jia)強對法(fa)治建設(she)的領導和頂層制度設(she)計
一是深(shen)入學(xue)(xue)習(xi)(xi)(xi)貫(guan)徹(che)習(xi)(xi)(xi)近平總(zong)書(shu)記(ji)關(guan)于(yu)全(quan)面依(yi)(yi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)(guo)新(xin)(xin)(xin)理(li)念新(xin)(xin)(xin)思想(xiang)新(xin)(xin)(xin)戰略。黨(dang)(dang)的(de)十九大(da)把堅(jian)持全(quan)面依(yi)(yi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)(guo)確(que)立為新(xin)(xin)(xin)時代堅(jian)持和(he)發(fa)展中(zhong)國(guo)(guo)(guo)特(te)色社會(hui)(hui)主(zhu)義的(de)十四條基本方略之一,對深(shen)化依(yi)(yi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)(guo)實(shi)(shi)踐作(zuo)(zuo)(zuo)出全(quan)面部(bu)署,為全(quan)面推進(jin)法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)各項工(gong)(gong)作(zuo)(zuo)(zuo)提(ti)(ti)供了(le)根(gen)本遵循。國(guo)(guo)(guo)資(zi)委(wei)(wei)黨(dang)(dang)委(wei)(wei)牢(lao)固樹立“四個意識”,通過黨(dang)(dang)委(wei)(wei)會(hui)(hui)和(he)中(zhong)心(xin)組學(xue)(xue)習(xi)(xi)(xi)、專題(ti)學(xue)(xue)習(xi)(xi)(xi)研討等(deng)方式,多次(ci)學(xue)(xue)習(xi)(xi)(xi)貫(guan)徹(che)習(xi)(xi)(xi)近平總(zong)書(shu)記(ji)關(guan)于(yu)全(quan)面依(yi)(yi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)(guo)新(xin)(xin)(xin)理(li)念新(xin)(xin)(xin)思想(xiang)新(xin)(xin)(xin)戰略,深(shen)刻領會(hui)(hui)總(zong)書(shu)記(ji)依(yi)(yi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)(guo)、依(yi)(yi)規(gui)(gui)(gui)治(zhi)(zhi)黨(dang)(dang)重(zhong)(zhong)要(yao)論述和(he)中(zhong)央(yang)政法(fa)(fa)(fa)(fa)工(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)精(jing)神,并(bing)提(ti)(ti)出貫(guan)徹(che)落(luo)實(shi)(shi)要(yao)求。二是切實(shi)(shi)落(luo)實(shi)(shi)第(di)一責(ze)任(ren)人職責(ze)。貫(guan)徹(che)《黨(dang)(dang)政主(zhu)要(yao)負責(ze)人履(lv)行(xing)(xing)推進(jin)法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)第(di)一責(ze)任(ren)人職責(ze)規(gui)(gui)(gui)定(ding)》(中(zhong)辦(ban)發(fa)〔2016〕71號)要(yao)求,黨(dang)(dang)委(wei)(wei)書(shu)記(ji)直(zhi)接(jie)分管政策法(fa)(fa)(fa)(fa)規(gui)(gui)(gui)工(gong)(gong)作(zuo)(zuo)(zuo),黨(dang)(dang)政主(zhu)要(yao)負責(ze)同(tong)(tong)志專門研究、認真謀(mou)劃國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)年度(du)工(gong)(gong)作(zuo)(zuo)(zuo)任(ren)務,并(bing)納(na)入《國(guo)(guo)(guo)資(zi)委(wei)(wei)2017年工(gong)(gong)作(zuo)(zuo)(zuo)要(yao)點(dian)》,確(que)保(bao)法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)與其(qi)他重(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)(zuo)(zuo)同(tong)(tong)部(bu)署、同(tong)(tong)推進(jin)、同(tong)(tong)督促。推動(dong)建(jian)立并(bing)帶頭落(luo)實(shi)(shi)規(gui)(gui)(gui)章、規(gui)(gui)(gui)范性文件和(he)重(zhong)(zhong)大(da)決策法(fa)(fa)(fa)(fa)律審核制(zhi)度(du),依(yi)(yi)法(fa)(fa)(fa)(fa)依(yi)(yi)規(gui)(gui)(gui)決策重(zhong)(zhong)大(da)事項。在中(zhong)央(yang)企業、地方國(guo)(guo)(guo)資(zi)委(wei)(wei)負責(ze)人會(hui)(hui)議(yi)上對依(yi)(yi)法(fa)(fa)(fa)(fa)監(jian)管、依(yi)(yi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)企作(zuo)(zuo)(zuo)出部(bu)署,明確(que)要(yao)求中(zhong)央(yang)企業黨(dang)(dang)委(wei)(wei)(黨(dang)(dang)組)書(shu)記(ji)、董事長、總(zong)經理(li)切實(shi)(shi)履(lv)行(xing)(xing)推進(jin)法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)第(di)一責(ze)任(ren)人職責(ze),層(ceng)層(ceng)壓實(shi)(shi)主(zhu)體責(ze)任(ren)。三是強(qiang)(qiang)化制(zhi)度(du)設(she)(she)計(ji)。委(wei)(wei)黨(dang)(dang)委(wei)(wei)會(hui)(hui)、委(wei)(wei)主(zhu)任(ren)辦(ban)公會(hui)(hui)多次(ci)研究討論法(fa)(fa)(fa)(fa)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo),先(xian)后(hou)制(zhi)定(ding)《中(zhong)央(yang)企業主(zhu)要(yao)負責(ze)人履(lv)行(xing)(xing)推進(jin)法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)第(di)一責(ze)任(ren)人職責(ze)規(gui)(gui)(gui)定(ding)》《中(zhong)央(yang)企業境(jing)外投資(zi)監(jian)督管理(li)辦(ban)法(fa)(fa)(fa)(fa)》《國(guo)(guo)(guo)資(zi)委(wei)(wei)關(guan)于(yu)加強(qiang)(qiang)和(he)改(gai)進(jin)行(xing)(xing)政應訴工(gong)(gong)作(zuo)(zuo)(zuo)的(de)實(shi)(shi)施意見》等(deng)文件,為國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企法(fa)(fa)(fa)(fa)治(zhi)(zhi)建(jian)設(she)(she)提(ti)(ti)供制(zhi)度(du)支撐和(he)保(bao)障。
二、依法(fa)全面履行國(guo)有資(zi)產監管(guan)職責(ze)
一(yi)(yi)是研究制(zhi)訂(ding)國(guo)(guo)(guo)資(zi)委(wei)以(yi)管(guan)(guan)(guan)(guan)資(zi)本(ben)為(wei)主(zhu)推進(jin)職(zhi)(zhi)能(neng)(neng)轉變方(fang)案(an)(an)(an)。認真(zhen)貫徹(che)(che)國(guo)(guo)(guo)務(wu)院關(guan)(guan)于深化(hua)“放(fang)管(guan)(guan)(guan)(guan)服(fu)”改(gai)革工(gong)作(zuo)部署,研究起草國(guo)(guo)(guo)資(zi)委(wei)職(zhi)(zhi)能(neng)(neng)轉變方(fang)案(an)(an)(an),經中(zhong)央(yang)(yang)全面深化(hua)改(gai)革領導小(xiao)組第三十次會(hui)(hui)議審議通過(guo)。2017年4月27日,國(guo)(guo)(guo)務(wu)院辦公廳轉發(fa)了《國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)以(yi)管(guan)(guan)(guan)(guan)資(zi)本(ben)為(wei)主(zhu)推進(jin)職(zhi)(zhi)能(neng)(neng)轉變方(fang)案(an)(an)(an)》(以(yi)下簡稱《職(zhi)(zhi)能(neng)(neng)轉變方(fang)案(an)(an)(an)》),提(ti)出強(qiang)化(hua)3項(xiang)管(guan)(guan)(guan)(guan)資(zi)本(ben)職(zhi)(zhi)能(neng)(neng),精簡43項(xiang)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)事(shi)(shi)項(xiang),整合(he)三方(fang)面相關(guan)(guan)職(zhi)(zhi)能(neng)(neng)。國(guo)(guo)(guo)資(zi)委(wei)黨委(wei)第一(yi)(yi)時(shi)間組織中(zhong)心(xin)組專題學習,研究制(zhi)定了《貫徹(che)(che)落實〈國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)以(yi)管(guan)(guan)(guan)(guan)資(zi)本(ben)為(wei)主(zhu)推進(jin)職(zhi)(zhi)能(neng)(neng)轉變方(fang)案(an)(an)(an)〉重點任(ren)(ren)務(wu)分工(gong)方(fang)案(an)(an)(an)》(國(guo)(guo)(guo)資(zi)廳法規(gui)(gui)〔2017〕586號),確保(bao)各(ge)項(xiang)任(ren)(ren)務(wu)措施落實落細。二是制(zhi)定出資(zi)人(ren)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)權力和(he)責任(ren)(ren)清單(dan)(dan)。結(jie)合(he)國(guo)(guo)(guo)資(zi)委(wei)《職(zhi)(zhi)能(neng)(neng)轉變方(fang)案(an)(an)(an)》和(he)簡政(zheng)放(fang)權要(yao)求,研究制(zhi)定國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)出資(zi)人(ren)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)權力和(he)責任(ren)(ren)清單(dan)(dan),依法厘(li)清國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)職(zhi)(zhi)責邊界,明確權責事(shi)(shi)項(xiang),規(gui)(gui)范(fan)履職(zhi)(zhi)方(fang)式(shi)和(he)流程,細化(hua)追責情形。三是依法加強(qiang)國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)督(du)(du)。健(jian)全完(wan)善中(zhong)央(yang)(yang)企(qi)業(ye)境外(wai)投(tou)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)制(zhi)度,強(qiang)化(hua)境外(wai)重大投(tou)資(zi)項(xiang)目審核(he)把關(guan)(guan),指(zhi)導中(zhong)央(yang)(yang)企(qi)業(ye)定期排(pai)查并妥善處置境外(wai)法律風險,健(jian)全長效(xiao)工(gong)作(zuo)機制(zhi),確保(bao)境外(wai)國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)安全運(yun)營和(he)保(bao)值增(zeng)值。進(jin)一(yi)(yi)步完(wan)善財(cai)務(wu)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan),向(xiang)部分中(zhong)央(yang)(yang)企(qi)業(ye)委(wei)派總會(hui)(hui)計(ji)(ji)師,加強(qiang)出資(zi)人(ren)對(dui)企(qi)業(ye)審計(ji)(ji)監(jian)(jian)(jian)(jian)(jian)督(du)(du),指(zhi)導企(qi)業(ye)開展內審工(gong)作(zuo),督(du)(du)促整改(gai)審計(ji)(ji)問(wen)題。強(qiang)化(hua)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)監(jian)(jian)(jian)(jian)(jian)督(du)(du),進(jin)一(yi)(yi)步突出監(jian)(jian)(jian)(jian)(jian)督(du)(du)重點、深入核(he)查問(wen)題、強(qiang)化(hua)督(du)(du)促整改(gai),監(jian)(jian)(jian)(jian)(jian)督(du)(du)的權威性(xing)、及(ji)時(shi)性(xing)和(he)有(you)(you)效(xiao)性(xing)明顯增(zeng)強(qiang)。
三、完善國資(zi)監管法規制度體系
一(yi)是做(zuo)好國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)立(li)法(fa)(fa)(fa)(fa)(fa)工作。編(bian)制國(guo)資(zi)(zi)(zi)委(wei)2017年立(li)法(fa)(fa)(fa)(fa)(fa)工作計劃,列(lie)入立(li)法(fa)(fa)(fa)(fa)(fa)項目23項,優先保障國(guo)資(zi)(zi)(zi)國(guo)企改(gai)革(ge)(ge)發(fa)展(zhan)急需項目,切(qie)實提高(gao)計劃的(de)科學(xue)(xue)性(xing)針對性(xing)。共出臺(tai)規(gui)(gui)章(zhang)(zhang)2件(jian)(jian)(jian)(jian)(jian)(jian)、規(gui)(gui)范性(xing)文件(jian)(jian)(jian)(jian)(jian)(jian)23件(jian)(jian)(jian)(jian)(jian)(jian),包括《中(zhong)(zhong)(zhong)央(yang)(yang)企業功能界定(ding)分類方案》《關于中(zhong)(zhong)(zhong)央(yang)(yang)企業降杠桿減負債的(de)指導意見(jian)(jian)》等(deng)。加強立(li)法(fa)(fa)(fa)(fa)(fa)調研,在文件(jian)(jian)(jian)(jian)(jian)(jian)起草過程(cheng)中(zhong)(zhong)(zhong)充分聽取中(zhong)(zhong)(zhong)央(yang)(yang)企業、地方國(guo)資(zi)(zi)(zi)委(wei)意見(jian)(jian),切(qie)實提高(gao)文件(jian)(jian)(jian)(jian)(jian)(jian)質量。截至2017年底,國(guo)資(zi)(zi)(zi)委(wei)現(xian)行(xing)有(you)效(xiao)(xiao)規(gui)(gui)章(zhang)(zhang)27件(jian)(jian)(jian)(jian)(jian)(jian)、規(gui)(gui)范性(xing)文件(jian)(jian)(jian)(jian)(jian)(jian)227件(jian)(jian)(jian)(jian)(jian)(jian),系統完備(bei)、科學(xue)(xue)有(you)效(xiao)(xiao)的(de)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)制度體系進一(yi)步(bu)形成。二(er)是持(chi)續(xu)開展(zhan)規(gui)(gui)章(zhang)(zhang)規(gui)(gui)范性(xing)文件(jian)(jian)(jian)(jian)(jian)(jian)清理(li)(li)(li)工作。堅持(chi)立(li)改(gai)廢(fei)(fei)釋并舉(ju),結合(he)國(guo)資(zi)(zi)(zi)委(wei)職能轉(zhuan)變方案、國(guo)務院“放管(guan)服”改(gai)革(ge)(ge)和(he)公(gong)平競爭審(shen)查(cha)工作要求(qiu),對我(wo)委(wei)現(xian)行(xing)有(you)效(xiao)(xiao)的(de)規(gui)(gui)章(zhang)(zhang)、規(gui)(gui)范性(xing)文件(jian)(jian)(jian)(jian)(jian)(jian)進行(xing)全(quan)面清理(li)(li)(li),重點清理(li)(li)(li)與上位(wei)法(fa)(fa)(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)不(bu)一(yi)致、與以管(guan)資(zi)(zi)(zi)本為主加強國(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)要求(qiu)不(bu)相符、與法(fa)(fa)(fa)(fa)(fa)治化(hua)監(jian)(jian)管(guan)不(bu)相適應的(de)文件(jian)(jian)(jian)(jian)(jian)(jian),共廢(fei)(fei)止(zhi)失效(xiao)(xiao)32件(jian)(jian)(jian)(jian)(jian)(jian)、計劃修改(gai)36件(jian)(jian)(jian)(jian)(jian)(jian)。三是積(ji)極(ji)參(can)與重點國(guo)家立(li)法(fa)(fa)(fa)(fa)(fa)。配合(he)中(zhong)(zhong)(zhong)央(yang)(yang)紀委(wei)開展(zhan)國(guo)家監(jian)(jian)察法(fa)(fa)(fa)(fa)(fa)實施(shi)問題(ti)研究,參(can)與預算法(fa)(fa)(fa)(fa)(fa)實施(shi)條(tiao)(tiao)例、中(zhong)(zhong)(zhong)央(yang)(yang)儲備(bei)糧管(guan)理(li)(li)(li)條(tiao)(tiao)例、上市(shi)公(gong)司(si)監(jian)(jian)督管(guan)理(li)(li)(li)條(tiao)(tiao)例等(deng)重要法(fa)(fa)(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)制訂修訂工作,積(ji)極(ji)反映國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)實際(ji)和(he)中(zhong)(zhong)(zhong)央(yang)(yang)企業合(he)理(li)(li)(li)訴求(qiu),為企業改(gai)革(ge)(ge)發(fa)展(zhan)營(ying)造良好政(zheng)策法(fa)(fa)(fa)(fa)(fa)律(lv)環境。四是參(can)與有(you)關國(guo)際(ji)條(tiao)(tiao)約和(he)多雙邊協(xie)定(ding)的(de)談(tan)判和(he)制定(ding)。積(ji)極(ji)參(can)加中(zhong)(zhong)(zhong)美投資(zi)(zi)(zi)協(xie)定(ding)談(tan)判、中(zhong)(zhong)(zhong)歐投資(zi)(zi)(zi)協(xie)定(ding)談(tan)判、中(zhong)(zhong)(zhong)加自貿區(qu)談(tan)判等(deng)政(zheng)府間(jian)涉(she)外談(tan)判對話,努力為企業開展(zhan)國(guo)際(ji)化(hua)經營(ying)創造良好外部環境。
四、推進(jin)決策科學化(hua)(hua)、民主化(hua)(hua)、法(fa)治化(hua)(hua)
一(yi)是完善依法(fa)(fa)(fa)決(jue)(jue)策(ce)(ce)程序。研(yan)究修訂國(guo)(guo)(guo)資委工作規(gui)則(ze),進(jin)一(yi)步(bu)對(dui)決(jue)(jue)策(ce)(ce)主體、決(jue)(jue)策(ce)(ce)事項(xiang)(xiang)、決(jue)(jue)策(ce)(ce)程序等進(jin)行(xing)規(gui)范(fan),明確重(zhong)大決(jue)(jue)策(ce)(ce)應當經(jing)委黨委會(hui)、委主任(ren)辦(ban)公(gong)會(hui)議(yi)討論決(jue)(jue)定。二是加強重(zhong)大決(jue)(jue)策(ce)(ce)合(he)法(fa)(fa)(fa)性審(shen)查。建(jian)立健(jian)全國(guo)(guo)(guo)資委重(zhong)大決(jue)(jue)策(ce)(ce)合(he)法(fa)(fa)(fa)性審(shen)查機制(zhi)(zhi),對(dui)中央企(qi)(qi)業章(zhang)程、改(gai)制(zhi)(zhi)重(zhong)組(zu)方案、國(guo)(guo)(guo)有資本運營(ying)等涉及(ji)國(guo)(guo)(guo)資國(guo)(guo)(guo)企(qi)(qi)改(gai)革發(fa)展(zhan)的(de)重(zhong)大決(jue)(jue)策(ce)(ce)事項(xiang)(xiang)進(jin)行(xing)法(fa)(fa)(fa)律(lv)論證把關(guan)。建(jian)立國(guo)(guo)(guo)資委公(gong)平競爭(zheng)審(shen)查機制(zhi)(zhi),對(dui)涉及(ji)的(de)規(gui)章(zhang)規(gui)范(fan)性文(wen)件和(he)政策(ce)(ce)措(cuo)施進(jin)行(xing)公(gong)平競爭(zheng)審(shen)查,確保監(jian)管行(xing)為依法(fa)(fa)(fa)合(he)規(gui)。三是建(jian)立國(guo)(guo)(guo)資委公(gong)職律(lv)師(shi)和(he)法(fa)(fa)(fa)律(lv)顧(gu)問(wen)制(zhi)(zhi)度(du)。經(jing)司法(fa)(fa)(fa)部批(pi)(pi)準(zhun),9名同(tong)志成為國(guo)(guo)(guo)資委第一(yi)批(pi)(pi)公(gong)職律(lv)師(shi),正式聘任(ren)17名專家(jia)學者、知名律(lv)師(shi)為外聘法(fa)(fa)(fa)律(lv)顧(gu)問(wen),充分(fen)發(fa)揮其咨詢(xun)論證、審(shen)核(he)把關(guan)作用。在《中央企(qi)(qi)業違規(gui)經(jing)營(ying)投(tou)資責任(ren)追究實施辦(ban)法(fa)(fa)(fa)(試行(xing))》等重(zhong)要規(gui)章(zhang)規(gui)范(fan)性文(wen)件研(yan)究起草過(guo)程中,主動征求外聘法(fa)(fa)(fa)律(lv)顧(gu)問(wen)意見。
五、強化對權力的(de)制約和監督
一(yi)是(shi)健全(quan)國(guo)(guo)(guo)資監(jian)管(guan)權力運行制約和(he)(he)監(jian)督體系。根(gen)據監(jian)管(guan)權力和(he)(he)責任清單,修(xiu)訂《國(guo)(guo)(guo)資委機關(guan)職責分解一(yi)覽表(biao)》,完善(shan)機關(guan)工作(zuo)(zuo)指導書和(he)(he)程序文(wen)件,進(jin)一(yi)步(bu)細化工作(zuo)(zuo)流程和(he)(he)責任追究。針對機關(guan)工作(zuo)(zuo)人(ren)(ren)員(yuan)與中(zhong)央(yang)企(qi)業往來行為、中(zhong)介機構服務(wu)委托(tuo)制度、內(nei)(nei)幕信(xin)息(xi)(xi)管(guan)理等(deng)共(gong)性廉潔風(feng)險(xian)(xian)問題,開(kai)(kai)(kai)(kai)展專題調研,研究起草(cao)相關(guan)制度規(gui)范。制定(ding)貫徹落實(shi)(shi)(shi)中(zhong)央(yang)八項(xiang)規(gui)定(ding)精(jing)神進(jin)一(yi)步(bu)加強(qiang)(qiang)作(zuo)(zuo)風(feng)建設(she)的(de)(de)實(shi)(shi)(shi)施意見,持之以恒(heng)糾正(zheng)“四風(feng)”。二是(shi)加強(qiang)(qiang)風(feng)險(xian)(xian)排(pai)查和(he)(he)內(nei)(nei)部監(jian)督。認真開(kai)(kai)(kai)(kai)展廉潔風(feng)險(xian)(xian)排(pai)查工作(zuo)(zuo),制定(ding)防(fang)控措(cuo)施,有(you)效堵塞管(guan)理漏洞。切實(shi)(shi)(shi)加強(qiang)(qiang)對委內(nei)(nei)廳局和(he)(he)單位在正(zheng)風(feng)反腐、選人(ren)(ren)用人(ren)(ren)、源頭(tou)治理、巡(xun)視整(zheng)(zheng)改(gai)等(deng)方面(mian)落實(shi)(shi)(shi)主(zhu)體責任情(qing)(qing)(qing)(qing)況(kuang)的(de)(de)監(jian)督檢查。三是(shi)自覺接受黨內(nei)(nei)監(jian)督和(he)(he)審(shen)計(ji)監(jian)督。針對2016年中(zhong)央(yang)巡(xun)視組對國(guo)(guo)(guo)資委黨委反饋的(de)(de)巡(xun)視意見,開(kai)(kai)(kai)(kai)展自查自糾深(shen)化整(zheng)(zheng)改(gai)工作(zuo)(zuo),對已(yi)制定(ding)的(de)(de)整(zheng)(zheng)改(gai)措(cuo)施落實(shi)(shi)(shi)情(qing)(qing)(qing)(qing)況(kuang)開(kai)(kai)(kai)(kai)展“回頭(tou)看”。配合(he)審(shen)計(ji)署對我委開(kai)(kai)(kai)(kai)展2016年預算執行等(deng)情(qing)(qing)(qing)(qing)況(kuang)審(shen)計(ji)、穩增長等(deng)措(cuo)施落實(shi)(shi)(shi)情(qing)(qing)(qing)(qing)況(kuang)跟蹤審(shen)計(ji)以及(ji)(ji)相關(guan)專項(xiang)審(shen)計(ji),積極提供材料、主(zhu)動說明情(qing)(qing)(qing)(qing)況(kuang)、全(quan)力整(zheng)(zheng)改(gai)問題,并將(jiang)整(zheng)(zheng)改(gai)情(qing)(qing)(qing)(qing)況(kuang)及(ji)(ji)時(shi)報告國(guo)(guo)(guo)務(wu)院。四是(shi)全(quan)面(mian)推(tui)進(jin)政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)(kai)和(he)(he)信(xin)息(xi)(xi)公(gong)(gong)開(kai)(kai)(kai)(kai)。研究制定(ding)《國(guo)(guo)(guo)資委2017年政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)(kai)(kai)工作(zuo)(zuo)要點(dian)》,加大國(guo)(guo)(guo)資監(jian)管(guan)信(xin)息(xi)(xi)主(zhu)動公(gong)(gong)開(kai)(kai)(kai)(kai)力度,及(ji)(ji)時(shi)向(xiang)社(she)會公(gong)(gong)布國(guo)(guo)(guo)有(you)資產(chan)保值增值總體情(qing)(qing)(qing)(qing)況(kuang)、中(zhong)央(yang)企(qi)業業績考核、中(zhong)央(yang)企(qi)業負(fu)責人(ren)(ren)薪酬(chou)及(ji)(ji)重大人(ren)(ren)事任免事項(xiang)等(deng)。2017年,國(guo)(guo)(guo)資委主(zhu)動公(gong)(gong)開(kai)(kai)(kai)(kai)信(xin)息(xi)(xi)18000余條,收(shou)到的(de)(de)信(xin)息(xi)(xi)公(gong)(gong)開(kai)(kai)(kai)(kai)申請全(quan)部予以答復(fu)。積極推(tui)進(jin)中(zhong)央(yang)企(qi)業信(xin)息(xi)(xi)公(gong)(gong)開(kai)(kai)(kai)(kai)試點(dian)工作(zuo)(zuo),舉辦中(zhong)央(yang)企(qi)業信(xin)息(xi)(xi)公(gong)(gong)開(kai)(kai)(kai)(kai)培訓班,明確工作(zuo)(zuo)要求,打造“陽光央(yang)企(qi)”。
六、依法有效化解矛盾糾紛
一(yi)是(shi)(shi)(shi)妥(tuo)善(shan)應(ying)對(dui)(dui)(dui)(dui)機關(guan)(guan)涉訴(su)案件(jian)。印(yin)發(fa)《國(guo)(guo)資委關(guan)(guan)于加(jia)強(qiang)(qiang)(qiang)和改進(jin)(jin)(jin)行(xing)政應(ying)訴(su)工(gong)作(zuo)(zuo)的(de)實施意(yi)見》(國(guo)(guo)資廳發(fa)法(fa)(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)〔2017〕34號),進(jin)(jin)(jin)一(yi)步(bu)規(gui)(gui)(gui)范(fan)機關(guan)(guan)行(xing)政應(ying)訴(su)工(gong)作(zuo)(zuo),有(you)效防范(fan)機關(guan)(guan)法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風(feng)(feng)險(xian)。二是(shi)(shi)(shi)依法(fa)(fa)(fa)(fa)(fa)(fa)推進(jin)(jin)(jin)信(xin)訪(fang)(fang)工(gong)作(zuo)(zuo)。按照《關(guan)(guan)于進(jin)(jin)(jin)一(yi)步(bu)加(jia)強(qiang)(qiang)(qiang)信(xin)訪(fang)(fang)法(fa)(fa)(fa)(fa)(fa)(fa)治化(hua)建設的(de)意(yi)見》(中(zhong)辦發(fa)〔2017〕51號)要(yao)求,依法(fa)(fa)(fa)(fa)(fa)(fa)暢通信(xin)訪(fang)(fang)渠(qu)道,堅持以法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)標尺化(hua)解(jie)矛盾(dun)。全面引(yin)導(dao)來訪(fang)(fang)人員依法(fa)(fa)(fa)(fa)(fa)(fa)逐級上訪(fang)(fang),推動訪(fang)(fang)訴(su)分離,注重加(jia)強(qiang)(qiang)(qiang)對(dui)(dui)(dui)(dui)來訪(fang)(fang)人員的(de)政策(ce)解(jie)釋和宣(xuan)傳(chuan)疏導(dao)。三是(shi)(shi)(shi)加(jia)大對(dui)(dui)(dui)(dui)中(zhong)央(yang)企(qi)業(ye)防范(fan)風(feng)(feng)險(xian)指(zhi)(zhi)(zhi)導(dao)力(li)度(du)。指(zhi)(zhi)(zhi)導(dao)企(qi)業(ye)加(jia)強(qiang)(qiang)(qiang)境外法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風(feng)(feng)險(xian)防范(fan),印(yin)發(fa)《關(guan)(guan)于進(jin)(jin)(jin)一(yi)步(bu)加(jia)強(qiang)(qiang)(qiang)中(zhong)央(yang)企(qi)業(ye)境外法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風(feng)(feng)險(xian)排查(cha)處(chu)置工(gong)作(zuo)(zuo)的(de)通知(zhi)》(國(guo)(guo)資廳發(fa)法(fa)(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)〔2017〕40號),召(zhao)開(kai)中(zhong)央(yang)企(qi)業(ye)參與“一(yi)帶一(yi)路”建設法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)保障研(yan)討會(hui),組織編寫并(bing)出版9個國(guo)(guo)家的(de)《一(yi)帶一(yi)路沿線國(guo)(guo)家法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風(feng)(feng)險(xian)防范(fan)指(zhi)(zhi)(zhi)引(yin)》。建立法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風(feng)(feng)險(xian)提示(shi)報告(gao)制度(du),針對(dui)(dui)(dui)(dui)國(guo)(guo)際(ji)網(wang)絡電信(xin)詐騙、融資性貿易(yi)案件(jian)處(chu)理(li)、國(guo)(guo)有(you)股權代(dai)持等共性法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風(feng)(feng)險(xian)發(fa)出提示(shi)函7份,督促(cu)企(qi)業(ye)及早防范(fan)、妥(tuo)善(shan)應(ying)對(dui)(dui)(dui)(dui)。四(si)是(shi)(shi)(shi)指(zhi)(zhi)(zhi)導(dao)協調中(zhong)央(yang)企(qi)業(ye)重大法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)糾(jiu)紛案件(jian)。制定印(yin)發(fa)《關(guan)(guan)于進(jin)(jin)(jin)一(yi)步(bu)加(jia)強(qiang)(qiang)(qiang)中(zhong)央(yang)企(qi)業(ye)法(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)糾(jiu)紛案件(jian)管理(li)工(gong)作(zuo)(zuo)的(de)通知(zhi)》(國(guo)(guo)資發(fa)法(fa)(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)〔2017〕210號),促(cu)進(jin)(jin)(jin)企(qi)業(ye)依法(fa)(fa)(fa)(fa)(fa)(fa)妥(tuo)善(shan)解(jie)決矛盾(dun)糾(jiu)紛,及時化(hua)解(jie)社(she)會(hui)不穩定因素。
七、加強法(fa)治宣傳教育(yu)
一是(shi)積極開(kai)展法治宣(xuan)(xuan)傳(chuan)(chuan)。落(luo)實(shi)“七五”普法規劃,通過國(guo)(guo)資(zi)(zi)監(jian)管法治建設(she)網、簡報、微信群和(he)(he)公眾號等(deng)多種途徑(jing),加(jia)(jia)強(qiang)國(guo)(guo)資(zi)(zi)監(jian)管法規制度的(de)宣(xuan)(xuan)傳(chuan)(chuan),及時向社(she)會公開(kai)國(guo)(guo)資(zi)(zi)委(wei)規章規范性(xing)文件(jian)、強(qiang)化政(zheng)策解(jie)讀。結合(he)黨(dang)的(de)十九(jiu)大精神的(de)學習(xi)宣(xuan)(xuan)傳(chuan)(chuan),組(zu)織開(kai)展“12·4”國(guo)(guo)家憲法日系列宣(xuan)(xuan)傳(chuan)(chuan)活動。組(zu)織各廳局代表(biao)到(dao)北京市一中(zhong)(zhong)院旁聽行(xing)政(zheng)訴訟案(an)件(jian)庭審,提(ti)升機(ji)(ji)關(guan)干部法治素養(yang)。開(kai)展中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)法治建設(she)主題宣(xuan)(xuan)傳(chuan)(chuan)活動,專門邀請(qing)(qing)新華社(she)、中(zhong)(zhong)央(yang)(yang)電視(shi)臺等(deng)媒(mei)體(ti)對(dui)11家企(qi)(qi)業(ye)進行(xing)采訪并發表(biao)33篇報道,集中(zhong)(zhong)展示(shi)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)法治建設(she)成(cheng)果。二是(shi)切實(shi)加(jia)(jia)強(qiang)法治培(pei)訓。舉辦國(guo)(guo)資(zi)(zi)委(wei)機(ji)(ji)關(guan)法治建設(she)專題培(pei)訓班,邀請(qing)(qing)學者(zhe)、法官為(wei)(wei)機(ji)(ji)關(guan)干部講(jiang)授民(min)法總則、行(xing)政(zheng)訴訟法和(he)(he)典(dian)型案(an)例。全年(nian)組(zu)織6期(qi)“法治講(jiang)堂”,邀請(qing)(qing)知名(ming)專家學者(zhe)進行(xing)視(shi)頻授課,國(guo)(guo)資(zi)(zi)委(wei)系統(tong)每期(qi)參加(jia)(jia)人(ren)(ren)員1萬多人(ren)(ren)。做好政(zheng)策宣(xuan)(xuan)講(jiang)解(jie)讀,派員參加(jia)(jia)各中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)法治工作會議、為(wei)(wei)企(qi)(qi)業(ye)黨(dang)委(wei)(黨(dang)組(zu))中(zhong)(zhong)心(xin)組(zu)專題學法授課80余(yu)次。舉辦為(wei)(wei)期(qi)一個月的(de)首(shou)屆中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)高(gao)級(ji)法律管理(li)人(ren)(ren)員履職能力培(pei)訓班,60多名(ming)學員集中(zhong)(zhong)參加(jia)(jia)學習(xi),取得良好效(xiao)果。三(san)是(shi)有力促進共享交流。相繼(ji)建立(li)了中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)涉外、金融法律人(ren)(ren)才庫,入庫專家193人(ren)(ren),更(geng)好發揮優秀(xiu)人(ren)(ren)才作用。健全完善中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)法治建設(she)優秀(xiu)案(an)例庫,下發第(di)三(san)批優選案(an)例50個。建立(li)法律服務機(ji)(ji)構信息(xi)庫,為(wei)(wei)企(qi)(qi)業(ye)選聘律師提(ti)供參考。組(zu)織企(qi)(qi)業(ye)共同開(kai)展合(he)規管理(li)、融資(zi)(zi)性(xing)貿易法律風險防范等(deng)重點(dian)課題研(yan)究。
八、促進(jin)中央企(qi)業提高依法治企(qi)水平
一是強(qiang)化組(zu)織推(tui)(tui)(tui)動(dong)。召開中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)會(hui)(hui),對(dui)2017年法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)央(yang)(yang)企(qi)(qi)(qi)(qi)建(jian)(jian)設(she)作(zuo)出部署安排。加強(qiang)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)央(yang)(yang)企(qi)(qi)(qi)(qi)建(jian)(jian)設(she)進(jin)(jin)(jin)(jin)展情況的(de)(de)通報(bao),對(dui)重(zhong)點(dian)指(zhi)標進(jin)(jin)(jin)(jin)行(xing)(xing)統計分(fen)析(xi),每半年通報(bao)一次,促(cu)進(jin)(jin)(jin)(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)查(cha)找差距、對(dui)標提升(sheng)。指(zhi)導(dao)各中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)普遍建(jian)(jian)立了(le)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)建(jian)(jian)設(she)領(ling)導(dao)機構(gou),并(bing)制(zhi)定主(zhu)要(yao)負(fu)責人(ren)履行(xing)(xing)推(tui)(tui)(tui)進(jin)(jin)(jin)(jin)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)建(jian)(jian)設(she)第一責任人(ren)職(zhi)責實施辦(ban)法(fa)(fa)(fa)(fa)(fa)。推(tui)(tui)(tui)動(dong)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)重(zhong)點(dian)要(yao)求進(jin)(jin)(jin)(jin)章程,強(qiang)化法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)建(jian)(jian)設(she)的(de)(de)制(zhi)度保障。二是強(qiang)化重(zhong)點(dian)領(ling)域指(zhi)導(dao)。通過分(fen)行(xing)(xing)業(ye)(ye)(ye)、分(fen)區域組(zu)織座談會(hui)(hui)、研(yan)討(tao)會(hui)(hui)、專題調(diao)研(yan)等(deng)(deng)活動(dong),有(you)針對(dui)性的(de)(de)督促(cu)指(zhi)導(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)依法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)理(li)(li)、依法(fa)(fa)(fa)(fa)(fa)開展經營活動(dong)。探(tan)索推(tui)(tui)(tui)進(jin)(jin)(jin)(jin)合(he)(he)規(gui)管(guan)理(li)(li),在5家(jia)中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)開展試點(dian)基礎上(shang),啟動(dong)《中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)合(he)(he)規(gui)管(guan)理(li)(li)指(zhi)引(yin)》研(yan)究(jiu)起(qi)草工(gong)作(zuo),為(wei)全面(mian)推(tui)(tui)(tui)進(jin)(jin)(jin)(jin)合(he)(he)規(gui)管(guan)理(li)(li)奠定基礎。指(zhi)導(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)在法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)軌道上(shang)有(you)序推(tui)(tui)(tui)進(jin)(jin)(jin)(jin)混(hun)合(he)(he)所有(you)制(zhi)經濟、公司制(zhi)改(gai)制(zhi)、完(wan)善現(xian)代企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)制(zhi)度、處僵治(zhi)(zhi)(zhi)(zhi)困等(deng)(deng)重(zhong)點(dian)改(gai)革發(fa)(fa)展任務(wu)(wu)(wu),更好服務(wu)(wu)(wu)和保障企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)持續健康發(fa)(fa)展。三是強(qiang)化法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)隊伍建(jian)(jian)設(she)。推(tui)(tui)(tui)動(dong)中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集團公司健全完(wan)善總法(fa)(fa)(fa)(fa)(fa)律顧問(wen)制(zhi)度。持續推(tui)(tui)(tui)進(jin)(jin)(jin)(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)律事務(wu)(wu)(wu)機構(gou)建(jian)(jian)設(she),優化法(fa)(fa)(fa)(fa)(fa)律事務(wu)(wu)(wu)機構(gou)職(zhi)能配置,推(tui)(tui)(tui)動(dong)中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)將(jiang)法(fa)(fa)(fa)(fa)(fa)律事務(wu)(wu)(wu)機構(gou)由內設(she)處室升(sheng)級(ji)(ji)為(wei)一級(ji)(ji)部門或(huo)由合(he)(he)署辦(ban)公調(diao)整為(wei)獨(du)立設(she)置。積極開展企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)律顧問(wen)職(zhi)業(ye)(ye)(ye)崗位等(deng)(deng)級(ji)(ji)資格評(ping)審,進(jin)(jin)(jin)(jin)一步夯(hang)實依法(fa)(fa)(fa)(fa)(fa)治(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)的(de)(de)隊伍基礎。
黨的十(shi)九大把堅持全(quan)(quan)(quan)面依法治(zhi)國(guo)(guo)確立為新時代(dai)堅持和發展中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)特(te)色(se)(se)社(she)(she)會(hui)(hui)(hui)(hui)主義的十(shi)四條基本方略之一(yi)(yi),對深化依法治(zhi)國(guo)(guo)實踐作(zuo)出(chu)全(quan)(quan)(quan)面部(bu)署(shu)。黨的十(shi)九屆(jie)二(er)(er)中(zhong)(zhong)(zhong)(zhong)(zhong)全(quan)(quan)(quan)會(hui)(hui)(hui)(hui)提出(chu)了(le)(le)修改憲(xian)法部(bu)分內容的建議(yi),第十(shi)三(san)屆(jie)全(quan)(quan)(quan)國(guo)(guo)人(ren)大一(yi)(yi)次會(hui)(hui)(hui)(hui)議(yi)審議(yi)通過(guo)了(le)(le)憲(xian)法修正案,必將(jiang)對法治(zhi)政府(fu)建設提出(chu)更高要求。下一(yi)(yi)步,我(wo)們將(jiang)以習(xi)近平新時代(dai)中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)特(te)色(se)(se)社(she)(she)會(hui)(hui)(hui)(hui)主義思想為指導,深入貫徹黨的十(shi)九大和十(shi)九屆(jie)二(er)(er)中(zhong)(zhong)(zhong)(zhong)(zhong)、三(san)中(zhong)(zhong)(zhong)(zhong)(zhong)全(quan)(quan)(quan)會(hui)(hui)(hui)(hui)關(guan)于依法治(zhi)國(guo)(guo)的決策(ce)部(bu)署(shu),嚴格落實憲(xian)法法律規定(ding),按照《綱要》要求,緊(jin)(jin)緊(jin)(jin)圍繞國(guo)(guo)資國(guo)(guo)企改革(ge)發展中(zhong)(zhong)(zhong)(zhong)(zhong)心(xin)任務(wu),進一(yi)(yi)步健全(quan)(quan)(quan)國(guo)(guo)資監(jian)管(guan)制度,強化任務(wu)措施督(du)促檢查,完(wan)善經(jing)營性國(guo)(guo)有(you)資產集中(zhong)(zhong)(zhong)(zhong)(zhong)統一(yi)(yi)監(jian)管(guan)機制,著力(li)打造國(guo)(guo)資監(jian)管(guan)法治(zhi)機構和法治(zhi)央企,為實現國(guo)(guo)有(you)資產保值增值、國(guo)(guo)有(you)資本做(zuo)強做(zuo)優做(zuo)大、打造具有(you)全(quan)(quan)(quan)球競爭力(li)的世界一(yi)(yi)流企業提供有(you)力(li)法治(zhi)保障(zhang)。
