國務院國資委有關負責人就《中央企業工資總額管理辦法》答記者問

近日,國(guo)務院(yuan)國(guo)資(zi)委發布了(le)《中央企(qi)業工資(zi)總額管理(li)辦法(fa)》(國(guo)資(zi)委令第(di)39號,以下簡稱《辦法(fa)》)。《辦法(fa)》出臺(tai)后,國(guo)務院(yuan)國(guo)資(zi)委有關負責同(tong)志接受了(le)記者采訪。

問:請介紹《辦法》的起草背景。

答:中(zhong)央企(qi)業工資(zi)總(zong)額(e)管(guan)理是調節國(guo)家(jia)、企(qi)業、職工三者(zhe)利(li)益關(guan)系的(de)(de)重(zhong)要方式,也是國(guo)資(zi)委依法履行出資(zi)人職責的(de)(de)重(zhong)要手段(duan),一(yi)直以來(lai),在推動中(zhong)央企(qi)業改革發展、確保(bao)國(guo)有資(zi)產保(bao)值(zhi)增值(zhi)方面發揮(hui)了重(zhong)要作用,同時,工資(zi)總(zong)額(e)管(guan)理又是關(guan)乎民(min)生福祉的(de)(de)重(zhong)要內容,涉(she)及中(zhong)央企(qi)業廣大干部職工的(de)(de)切(qie)身利(li)益,歷來(lai)受到各方面的(de)(de)高度關(guan)注。

國(guo)(guo)資(zi)(zi)委(wei)成立(li)(li)以來,對完(wan)善工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)制(zhi)度做了(le)(le)大量積(ji)極有效(xiao)探(tan)索,總(zong)(zong)(zong)(zong)體(ti)上分(fen)為(wei)(wei)(wei)(wei)三個階(jie)段(duan)。第(di)一階(jie)段(duan)為(wei)(wei)(wei)(wei)承(cheng)接(jie)起(qi)步期(qi),從(cong)2003年(nian)(nian)(nian)至2007年(nian)(nian)(nian),國(guo)(guo)資(zi)(zi)委(wei)在(zai)(zai)依法承(cheng)接(jie)原勞動(dong)(dong)保(bao)(bao)障(zhang)部門對中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)監管(guan)(guan)(guan)(guan)(guan)職(zhi)能的(de)基礎上,從(cong)出(chu)資(zi)(zi)人的(de)角(jiao)度,持(chi)續對工(gong)(gong)效(xiao)掛鉤(gou)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)辦法進(jin)(jin)行(xing)(xing)改(gai)革(ge)和完(wan)善,初步構(gou)建了(le)(le)出(chu)資(zi)(zi)人對企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)調(diao)(diao)控體(ti)系(xi),在(zai)(zai)促進(jin)(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)經濟(ji)效(xiao)益高(gao)速增長的(de)同時,保(bao)(bao)障(zhang)了(le)(le)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)較(jiao)快(kuai)提高(gao)。第(di)二階(jie)段(duan)是(shi)改(gai)革(ge)突破(po)(po)期(qi),重(zhong)(zhong)點是(shi)探(tan)索和建立(li)(li)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)的(de)體(ti)制(zhi)機制(zhi)。2008年(nian)(nian)(nian)國(guo)(guo)資(zi)(zi)委(wei)在(zai)(zai)部分(fen)重(zhong)(zhong)點行(xing)(xing)業(ye)(ye)(ye)(ye)啟動(dong)(dong)了(le)(le)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)試(shi)點,著手建立(li)(li)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)制(zhi)度體(ti)系(xi),2010年(nian)(nian)(nian)、2012年(nian)(nian)(nian)先后(hou)印發(fa)了(le)(le)《中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)暫(zan)行(xing)(xing)辦法》和《中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)暫(zan)行(xing)(xing)辦法實施(shi)細則》,2014年(nian)(nian)(nian)實現了(le)(le)中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)全覆蓋。這個時期(qi)的(de)改(gai)革(ge)突破(po)(po),在(zai)(zai)中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)構(gou)建起(qi)了(le)(le)既符合(he)現代企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)制(zhi)度,又與中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)實際相(xiang)結合(he)的(de)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)制(zhi)度體(ti)系(xi),也為(wei)(wei)(wei)(wei)全國(guo)(guo)國(guo)(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)全面(mian)實行(xing)(xing)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)提供了(le)(le)可(ke)(ke)復(fu)制(zhi)、可(ke)(ke)推廣的(de)經驗和改(gai)革(ge)藍本。2014年(nian)(nian)(nian)以后(hou),在(zai)(zai)深(shen)化國(guo)(guo)企(qi)(qi)(qi)改(gai)革(ge)的(de)大背景下,工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)進(jin)(jin)入(ru)第(di)三階(jie)段(duan),即持(chi)續深(shen)化期(qi),重(zhong)(zhong)點以分(fen)類管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)為(wei)(wei)(wei)(wei)手段(duan),制(zhi)定了(le)(le)工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)預(yu)算(suan)備案制(zhi)周期(qi)制(zhi)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)(li)(li)、工(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)(e)(e)(e)(e)特別獎(jiang)勵等(deng)一系(xi)列政策措施(shi),進(jin)(jin)一步增強了(le)(le)職(zhi)工(gong)(gong)收入(ru)分(fen)配調(diao)(diao)控的(de)針(zhen)對性和有效(xiao)性,在(zai)(zai)經濟(ji)發(fa)展新常態下,發(fa)揮了(le)(le)助力中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)穩增長、激發(fa)和調(diao)(diao)動(dong)(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)干部職(zhi)工(gong)(gong)積(ji)極性的(de)重(zhong)(zhong)要作用。

黨(dang)的(de)十(shi)九大站在新的(de)歷史起(qi)點上,明確我國(guo)經(jing)濟已經(jing)由(you)高(gao)速增(zeng)長階(jie)段轉向(xiang)高(gao)質量(liang)發(fa)展(zhan)階(jie)段,作出(chu)了貫徹新發(fa)展(zhan)理念、實現高(gao)質量(liang)發(fa)展(zhan)的(de)部(bu)署,提出(chu)了培育(yu)具有(you)全球競爭力的(de)世界一(yi)(yi)流企(qi)(qi)業(ye)目(mu)標。按照黨(dang)中(zhong)(zhong)(zhong)央、國(guo)務院的(de)決策部(bu)署,以及《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國(guo)務院關于深化國(guo)有(you)企(qi)(qi)業(ye)改(gai)革的(de)指導(dao)意(yi)見(jian)(jian)》(中(zhong)(zhong)(zhong)發(fa)〔2015〕22號,以下簡稱(cheng)(cheng)中(zhong)(zhong)(zhong)發(fa)22號文(wen)件(jian))提出(chu)的(de)“建立健全與勞動(dong)力市場基本適(shi)應(ying)、與企(qi)(qi)業(ye)經(jing)濟效益和(he)勞動(dong)生(sheng)產率掛鉤的(de)工資(zi)(zi)決定(ding)(ding)和(he)正常增(zeng)長機制(zhi)”,即“一(yi)(yi)適(shi)應(ying)、兩掛鉤”的(de)總(zong)要求(qiu),人(ren)力資(zi)(zi)源(yuan)社(she)會(hui)保障部(bu)、財政部(bu)、國(guo)資(zi)(zi)委共同(tong)(tong)研(yan)究起(qi)草《關于改(gai)革國(guo)有(you)企(qi)(qi)業(ye)工資(zi)(zi)決定(ding)(ding)機制(zhi)的(de)意(yi)見(jian)(jian)》(以下簡稱(cheng)(cheng)《意(yi)見(jian)(jian)》),2018年5月,《意(yi)見(jian)(jian)》經(jing)由(you)中(zhong)(zhong)(zhong)央全面(mian)(mian)深化改(gai)革委員會(hui)第一(yi)(yi)次會(hui)議(yi)審(shen)議(yi)通過,國(guo)務院正式印(yin)發(fa)。國(guo)資(zi)(zi)委作為共同(tong)(tong)牽頭單位,在積極參與《意(yi)見(jian)(jian)》制(zhi)定(ding)(ding)工作的(de)同(tong)(tong)時,根據《意(yi)見(jian)(jian)》精神,結(jie)合中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)改(gai)革發(fa)展(zhan)的(de)實際情況,對(dui)中(zhong)(zhong)(zhong)央企(qi)(qi)業(ye)工資(zi)(zi)總(zong)額管(guan)理制(zhi)度(du)體系(xi)進行全面(mian)(mian)修訂完善(shan),同(tong)(tong)步(bu)制(zhi)定(ding)(ding)了《辦法》。

作為《意見》在(zai)中(zhong)央企(qi)業落地(di)落實的(de)(de)配套文件制度(du),在(zai)近兩年的(de)(de)起草制定過(guo)程(cheng)中(zhong),國(guo)(guo)資(zi)委廣泛征求(qiu)了(le)各有關部門、地(di)方國(guo)(guo)資(zi)委以(yi)及全部中(zhong)央企(qi)業意見,期間數易其稿,最終由國(guo)(guo)務院國(guo)(guo)資(zi)委黨(dang)委會和主任(ren)辦公(gong)會審議通(tong)過(guo),以(yi)國(guo)(guo)務院國(guo)(guo)資(zi)委令的(de)(de)形式正式公(gong)布。

問:制定《辦法》的主要目的和意義是什么。

答(da):《辦(ban)法(fa)》是國(guo)(guo)資(zi)委首次以委令形式公開發(fa)布的(de)(de)中(zhong)(zhong)央企(qi)業工(gong)資(zi)總額管(guan)理(li)制度(du)文(wen)件,充分體現(xian)了國(guo)(guo)資(zi)委對這項工(gong)作的(de)(de)高(gao)(gao)度(du)重(zhong)視。制定《辦(ban)法(fa)》的(de)(de)根本目的(de)(de),是貫徹落實習近平新(xin)時代中(zhong)(zhong)國(guo)(guo)特(te)色社會主義思想,增強(qiang)中(zhong)(zhong)央企(qi)業活力(li)和(he)競(jing)爭力(li),促進中(zhong)(zhong)央企(qi)業實現(xian)高(gao)(gao)質量發(fa)展。

中央企業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)總額管理,既要與(yu)國有企業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)決(jue)定(ding)機(ji)(ji)制(zhi)改革的(de)總體(ti)方向保持(chi)一致,又要充分體(ti)現(xian)中央企業(ye)(ye)(ye)自身的(de)經(jing)營發展特點。此(ci)次出臺的(de)《辦法》,緊扣《意(yi)見(jian)》的(de)精神實(shi)(shi)質,切實(shi)(shi)做到了將出資(zi)(zi)(zi)人依法調控和企業(ye)(ye)(ye)自主分配有機(ji)(ji)結合。

一是明確提出(chu)按中央(yang)企(qi)業(ye)(ye)功能定位對工資(zi)(zi)總額實行分類管理。此(ci)次(ci)改革的(de)重要創新點之一就是分類管理,將工資(zi)(zi)總額預(yu)算備案制管理的(de)實施范圍(wei),擴大到(dao)全部主業(ye)(ye)處于充分競爭行業(ye)(ye)和領域的(de)商業(ye)(ye)類中央(yang)企(qi)業(ye)(ye),由企(qi)業(ye)(ye)董事會依(yi)法依(yi)規(gui)自(zi)主決定年(nian)度工資(zi)(zi)總額預(yu)算,國資(zi)(zi)委由事前核準(zhun)轉變(bian)為事前引導、事中監(jian)測和事后監(jian)督。

二是明(ming)確提出了對中(zhong)(zhong)央企(qi)業(ye)工資總(zong)額實行分(fen)級(ji)管(guan)理。國(guo)(guo)資委(wei)負責管(guan)制度、管(guan)總(zong)量、管(guan)監(jian)督(du),中(zhong)(zhong)央企(qi)業(ye)負責管(guan)內部自主分(fen)配、管(guan)預(yu)算分(fen)解(jie)落實、管(guan)具體(ti)操作(zuo)執行,國(guo)(guo)資委(wei)與中(zhong)(zhong)央企(qi)業(ye)權責清晰、各司(si)其職。

三是(shi)進(jin)一步完善(shan)中(zhong)央(yang)企業工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)總額(e)與經濟效(xiao)益(yi)(yi)掛(gua)鉤(gou)決(jue)定機(ji)制。《辦法(fa)》圍繞建立健(jian)全(quan)“一適(shi)應(ying)、兩掛(gua)鉤(gou)”工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)決(jue)定機(ji)制的(de)目(mu)標要(yao)求(qiu),進(jin)行了一系列重大創(chuang)新。如明確了中(zhong)央(yang)企業工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)總額(e)根據效(xiao)益(yi)(yi)決(jue)定,并按照效(xiao)率(lv)調(diao)整,進(jin)一步豐富了工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)與效(xiao)益(yi)(yi)掛(gua)鉤(gou)的(de)內涵,全(quan)面樹立“工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)是(shi)掙出來”的(de)核心理念(nian)。再比(bi)如《辦法(fa)》進(jin)一步簡化了出資(zi)(zi)(zi)(zi)(zi)(zi)(zi)人(ren)根據國家要(yao)求(qiu)調(diao)控企業工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)水平(ping)的(de)規定,突出了出資(zi)(zi)(zi)(zi)(zi)(zi)(zi)人(ren)以管(guan)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)本為主加(jia)強監管(guan)、簡政(zheng)放(fang)權(quan)的(de)管(guan)理導(dao)向,釋放(fang)了積極的(de)改革信號。同(tong)時,《辦法(fa)》還明確了企業同(tong)口(kou)徑增人(ren)不(bu)(bu)增工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)總額(e)、減人(ren)不(bu)(bu)減工資(zi)(zi)(zi)(zi)(zi)(zi)(zi)總額(e)的(de)有關規定,鼓(gu)勵中(zhong)央(yang)企業提(ti)高用人(ren)效(xiao)率(lv)。

四是進(jin)一步強(qiang)調深化企(qi)業(ye)(ye)內部分(fen)配(pei)(pei)制(zhi)度改革(ge)。《辦法》在宏觀層面完善(shan)國家、企(qi)業(ye)(ye)和(he)職工三者工資(zi)分(fen)配(pei)(pei)關系的同時,強(qiang)調企(qi)業(ye)(ye)作(zuo)為內部分(fen)配(pei)(pei)的責(ze)任主體,應當(dang)持續深化內部三項制(zhi)度改革(ge),構建形成企(qi)業(ye)(ye)內部管(guan)理(li)人員(yuan)能上能下、員(yuan)工能進(jin)能出、收入(ru)能增能減(jian)的市場化勞動用工和(he)收入(ru)分(fen)配(pei)(pei)管(guan)理(li)機制(zhi),切實承擔起搞(gao)好(hao)、搞(gao)活企(qi)業(ye)(ye)內部分(fen)配(pei)(pei)的職責(ze)。

五(wu)是進一步強調(diao)工(gong)資總額管(guan)(guan)理的(de)監(jian)督(du)檢查,明(ming)確(que)界定(ding)企業(ye)的(de)違(wei)(wei)規(gui)責任。如明(ming)確(que)對于實(shi)(shi)施備(bei)(bei)案(an)制管(guan)(guan)理的(de)企業(ye),出現嚴重(zhong)違(wei)(wei)反國家和國資委關于收入(ru)分配有關規(gui)定(ding)的(de),將(jiang)(jiang)其(qi)工(gong)資總額預(yu)算管(guan)(guan)理方式由備(bei)(bei)案(an)制調(diao)整為核準(zhun)制,確(que)保做到權責對等。同時,《辦法》明(ming)確(que)將(jiang)(jiang)企業(ye)工(gong)資總額管(guan)(guan)理情況(kuang)納(na)入(ru)各項監(jian)督(du)檢查范圍,與審(shen)計、巡(xun)視(shi)等工(gong)作形成合力,切(qie)實(shi)(shi)保證監(jian)管(guan)(guan)到位。

總(zong)的(de)(de)(de)來說(shuo),《辦法》較好地體現了中(zhong)(zhong)發22號文件的(de)(de)(de)改革(ge)要(yao)求,體現了黨的(de)(de)(de)十(shi)九大(da)提出的(de)(de)(de)堅持質量第一、效益優(you)(you)先的(de)(de)(de)發展(zhan)理念,符(fu)合(he)此前國(guo)有(you)企(qi)業改革(ge)座(zuo)談會提出強化正(zheng)向激(ji)勵的(de)(de)(de)有(you)關精神,符(fu)合(he)中(zhong)(zhong)央關于簡政放權、“放管(guan)服(fu)”的(de)(de)(de)改革(ge)要(yao)求,對促進中(zhong)(zhong)央企(qi)業實現高(gao)質量發展(zhan)、推動(dong)國(guo)有(you)資(zi)本做強做優(you)(you)做大(da),加(jia)快培育(yu)具有(you)全球(qiu)競爭力的(de)(de)(de)世界一流企(qi)業具有(you)重要(yao)意義(yi)。

問:根據新的《辦法》,中央企業職工工資總額具體如何決定?

答:《辦法》于(yu)2019年在中(zhong)央企業全面施(shi)行,此次(ci)對中(zhong)央企業工(gong)(gong)資總額決定機制(zhi)和(he)(he)管理制(zhi)度體系(xi)進(jin)行全面改革,事(shi)關(guan)中(zhong)央企業改革發展,事(shi)關(guan)廣(guang)大企業職工(gong)(gong)切身(shen)利益,事(shi)關(guan)收(shou)入(ru)分配(pei)和(he)(he)諧有序,涉(she)及面廣(guang)、政策(ce)性(xing)強(qiang)、影響力(li)大。國資委將(jiang)在今后(hou)一個(ge)時期,采取積(ji)極措施(shi),統籌推(tui)進(jin)工(gong)(gong)作,確保《辦法》全面貫徹落(luo)實。

一是國資(zi)委將按照《辦法》,全面(mian)部(bu)署2019年中央企業工資(zi)總(zong)額預(yu)算管理相關工作。

二是加(jia)快相關配套文件的(de)正式出臺。包括(kuo)《辦法》中工(gong)資(zi)決(jue)定機制的(de)具體(ti)實(shi)(shi)施規程(cheng)、備案(an)制管(guan)理實(shi)(shi)施方案(an)、周期制管(guan)理實(shi)(shi)施方案(an)以及(ji)工(gong)資(zi)管(guan)理特殊事項清(qing)單等,將盡快研(yan)究出臺完整的(de)工(gong)資(zi)管(guan)理政策(ce)體(ti)系,以利企業執行。

三是加(jia)大政策宣貫和培訓力度。國(guo)資(zi)委將組織系(xi)列面向中(zhong)央(yang)企業(ye)的(de)政策培訓,通過政策宣講、專家解讀、專題培訓等多(duo)種(zhong)形式,確保各中(zhong)央(yang)企業(ye)準確把握《辦法》精神實質,并推(tui)動(dong)中(zhong)央(yang)企業(ye)制(zhi)定和完(wan)善本企業(ye)的(de)工資(zi)總額管(guan)理制(zhi)度體系(xi)。
