貫(guan)徹落實(shi)黨的(de)十九屆四中全會關(guan)于(yu)形成(cheng)以管資(zi)本為(wei)主的(de)國(guo)有(you)資(zi)產(chan)監管體制的(de)決(jue)策部署,按照黨中央(yang)、國(guo)務(wu)院(yuan)(yuan)關(guan)于(yu)深化(hua)國(guo)資(zi)國(guo)企(qi)改革(ge)的(de)有(you)關(guan)要求,根據巡視整(zheng)改意見,為(wei)加快(kuai)實(shi)現從(cong)管企(qi)業向管資(zi)本轉(zhuan)變,不(bu)斷提(ti)升國(guo)資(zi)監管的(de)能力和水平,我們(men)制定了(le)《國(guo)務(wu)院(yuan)(yuan)國(guo)資(zi)委關(guan)于(yu)以管資(zi)本為(wei)主加快(kuai)國(guo)有(you)資(zi)產(chan)監管職能轉(zhuan)變的(de)實(shi)施意見》,現印發給你們(men),請認真(zhen)貫(guan)徹落實(shi)。

國務院國資委關于以管資本為主加快國有資產監管職能轉變的實施意見
黨的十九屆四(si)中(zhong)全會(hui)明確要(yao)(yao)求,形成以(yi)管資本為主(zhu)的國(guo)有(you)(you)資產監管體制,這是(shi)以(yi)習近(jin)平同志為核心的黨中(zhong)央立足黨和(he)國(guo)家(jia)事(shi)業(ye)發展(zhan)全局(ju)、對深(shen)化(hua)國(guo)資國(guo)企(qi)改(gai)革作出的重大決策,對于優化(hua)國(guo)有(you)(you)資本布局(ju)、發揮國(guo)有(you)(you)經(jing)濟主(zhu)導作用、促進國(guo)民經(jing)濟持續健(jian)康發展(zhan)具有(you)(you)十分重要(yao)(yao)的意義。貫徹(che)落(luo)實(shi)(shi)習近(jin)平總(zong)書記關于加(jia)快(kuai)實(shi)(shi)現(xian)從(cong)管企(qi)業(ye)向管資本轉(zhuan)變(bian)的重要(yao)(yao)指(zhi)示,推進國(guo)家(jia)治理體系和(he)治理能(neng)力現(xian)代化(hua),按(an)照(zhao)《中(zhong)共(gong)中(zhong)央 國(guo)務院(yuan)關于深(shen)化(hua)國(guo)有(you)(you)企(qi)業(ye)改(gai)革的指(zhi)導意見》等有(you)(you)關要(yao)(yao)求,現(xian)提出以(yi)下實(shi)(shi)施意見。
一、以管資本(ben)為主轉變國(guo)有資產監管職能
適(shi)應國(guo)(guo)(guo)有資(zi)產(chan)(chan)資(zi)本化(hua)、國(guo)(guo)(guo)有企業股權多(duo)元化(hua)的發展(zhan)階段(duan)和市(shi)場(chang)化(hua)、法治化(hua)、國(guo)(guo)(guo)際化(hua)發展(zhan)趨勢,針對當前國(guo)(guo)(guo)有資(zi)產(chan)(chan)監管(guan)(guan)越位、缺位、錯(cuo)位問(wen)題(ti),按照(zhao)形成以管(guan)(guan)資(zi)本為主(zhu)的國(guo)(guo)(guo)有資(zi)產(chan)(chan)監管(guan)(guan)體制的要求,從監管(guan)(guan)理(li)念、監管(guan)(guan)重點(dian)、監管(guan)(guan)方(fang)式、監管(guan)(guan)導向等方(fang)面作(zuo)出全方(fang)位、根本性轉變。
(一(yi))轉(zhuan)變監(jian)管(guan)(guan)理(li)念(nian),從對(dui)企(qi)業(ye)(ye)的直接管(guan)(guan)理(li)轉(zhuan)向更加強(qiang)調基(ji)于出資(zi)關系的監(jian)管(guan)(guan)。堅持政(zheng)企(qi)分開(kai)、政(zheng)資(zi)分開(kai),進(jin)一(yi)步厘(li)清職責(ze)邊界,依法對(dui)國(guo)有資(zi)本(ben)投資(zi)、運營公司和(he)其他直接監(jian)管(guan)(guan)的企(qi)業(ye)(ye)履(lv)行出資(zi)人職責(ze),將應(ying)由企(qi)業(ye)(ye)自主經營決(jue)策的事項歸位于企(qi)業(ye)(ye),將延伸到(dao)子(zi)企(qi)業(ye)(ye)的管(guan)(guan)理(li)事項原則上(shang)歸位于一(yi)級企(qi)業(ye)(ye),確保(bao)該管(guan)(guan)的科學管(guan)(guan)理(li)、決(jue)不缺位,不該管(guan)(guan)的依法放權(quan)、決(jue)不越位。
(二(er))調整監管重點,從關(guan)注(zhu)企(qi)業個體發展轉向更(geng)(geng)加注(zhu)重國(guo)有(you)(you)(you)資(zi)(zi)本整體功能(neng)。立足國(guo)資(zi)(zi)監管工(gong)作(zuo)全局,著眼(yan)于(yu)國(guo)有(you)(you)(you)資(zi)(zi)本整體功能(neng)和(he)效率,加強系(xi)統謀劃、整體調控,在(zai)更(geng)(geng)大(da)范圍、更(geng)(geng)深(shen)層次(ci)、更(geng)(geng)廣領(ling)域統籌配置國(guo)有(you)(you)(you)資(zi)(zi)本,持續優化布局結構,促進國(guo)有(you)(you)(you)資(zi)(zi)本合理(li)流動(dong)、保值(zhi)增值(zhi),推(tui)動(dong)國(guo)有(you)(you)(you)經濟(ji)不(bu)斷發展壯大(da),更(geng)(geng)好服(fu)務(wu)國(guo)家戰略目標。
(三)改(gai)進(jin)監(jian)(jian)管(guan)方(fang)式(shi),從(cong)習慣于行政化管(guan)理轉(zhuan)(zhuan)向更多運用市場化法(fa)(fa)治(zhi)化手段。堅持(chi)權(quan)由(you)法(fa)(fa)定、權(quan)依(yi)法(fa)(fa)使,嚴格依(yi)據法(fa)(fa)律法(fa)(fa)規規定的(de)權(quan)限和程序行權(quan)履職。改(gai)變重(zhong)審批、輕監(jian)(jian)督等帶有行政化色(se)彩的(de)履職方(fang)式(shi),更加注重(zhong)以產權(quan)為基礎、以資(zi)本為紐帶,依(yi)靠公司章程,通過法(fa)(fa)人治(zhi)理結構履行出(chu)資(zi)人職責,將(jiang)監(jian)(jian)管(guan)要求轉(zhuan)(zhuan)化為股東意(yi)志(zhi)。
(四)優化監管導向,從(cong)關注規模速度轉向更(geng)加注重提升質(zhi)(zhi)量效益。堅持質(zhi)(zhi)量第(di)一、效益優先,按照(zhao)高質(zhi)(zhi)量發(fa)展(zhan)的要求,完善(shan)考核規則,更(geng)好(hao)引導企(qi)業加快轉變(bian)(bian)發(fa)展(zhan)方式(shi),推動(dong)國(guo)有(you)企(qi)業質(zhi)(zhi)量變(bian)(bian)革(ge)(ge)、效率變(bian)(bian)革(ge)(ge)、動(dong)力(li)變(bian)(bian)革(ge)(ge),不斷增強國(guo)有(you)經(jing)濟競爭力(li)、創(chuang)新力(li)、控制力(li)、影響力(li)、抗風險(xian)能力(li)。
二、突(tu)出管資本的重(zhong)要內(nei)容
深刻領會(hui)管資(zi)本(ben)(ben)(ben)的實質內(nei)涵(han),聚(ju)(ju)(ju)焦優(you)化國(guo)有資(zi)本(ben)(ben)(ben)配置,管好資(zi)本(ben)(ben)(ben)布局;聚(ju)(ju)(ju)焦增(zeng)強(qiang)(qiang)國(guo)有企(qi)業(ye)活力,管好資(zi)本(ben)(ben)(ben)運作(zuo);聚(ju)(ju)(ju)焦提(ti)高國(guo)有資(zi)本(ben)(ben)(ben)回報(bao),管好資(zi)本(ben)(ben)(ben)收(shou)益;聚(ju)(ju)(ju)焦防止(zhi)國(guo)有資(zi)產流失,管好資(zi)本(ben)(ben)(ben)安全;聚(ju)(ju)(ju)焦加(jia)強(qiang)(qiang)黨的領導,管好國(guo)有企(qi)業(ye)黨的建設。
(五)加強(qiang)資(zi)本(ben)(ben)(ben)布局整體調控(kong),進一(yi)步發揮國(guo)(guo)有(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)功能作用(yong)。統籌(chou)國(guo)(guo)有(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)布局方向,服務國(guo)(guo)家重大(da)(da)戰(zhan)略(lve)、區(qu)域發展戰(zhan)略(lve)和(he)產業(ye)政策規劃(hua),構建全國(guo)(guo)國(guo)(guo)有(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)規劃(hua)體系。著力(li)優(you)化資(zi)本(ben)(ben)(ben)配置,堅持出資(zi)人主導與(yu)市場化原則(ze)相結合(he),大(da)(da)力(li)推進國(guo)(guo)有(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)的戰(zhan)略(lve)性重組(zu)、專業(ye)化整合(he)和(he)前瞻(zhan)性布局。通過(guo)強(qiang)化戰(zhan)略(lve)規劃(hua)和(he)主業(ye)管理(li)、制(zhi)(zhi)定(ding)投資(zi)負面清單、核定(ding)非主業(ye)投資(zi)控(kong)制(zhi)(zhi)比例等方式,引導企業(ye)聚焦主責主業(ye)。大(da)(da)力(li)化解過(guo)剩產能,加快處置低效(xiao)(xiao)無(wu)效(xiao)(xiao)資(zi)產,有(you)(you)(you)(you)效(xiao)(xiao)盤活國(guo)(guo)有(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)。
(六)強化(hua)資(zi)(zi)(zi)本(ben)(ben)運作(zuo)(zuo)(zuo),進(jin)一步提高(gao)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)運營(ying)效(xiao)率。建立完善國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)運作(zuo)(zuo)(zuo)制度,加(jia)強國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)運作(zuo)(zuo)(zuo)統籌謀劃,加(jia)快打造市場化(hua)專業(ye)(ye)平臺。發揮國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)公司功能作(zuo)(zuo)(zuo)用,通過(guo)開展投(tou)資(zi)(zi)(zi)融資(zi)(zi)(zi)、產(chan)(chan)業(ye)(ye)培育和資(zi)(zi)(zi)本(ben)(ben)運作(zuo)(zuo)(zuo)等,推動(dong)產(chan)(chan)業(ye)(ye)集聚(ju)、化(hua)解(jie)過(guo)剩產(chan)(chan)能和轉(zhuan)型(xing)升級,培育核心競爭力和創(chuang)新能力。優化(hua)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)運營(ying),通過(guo)股權運作(zuo)(zuo)(zuo)、基金投(tou)資(zi)(zi)(zi)、培育孵化(hua)、價值管理(li)(li)、有(you)序(xu)(xu)進(jin)退等方式,實現國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)合(he)(he)理(li)(li)流(liu)動(dong)和保值增值。加(jia)強產(chan)(chan)權登記、國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)交易流(liu)轉(zhuan)、資(zi)(zi)(zi)產(chan)(chan)評估、資(zi)(zi)(zi)產(chan)(chan)統計、清(qing)產(chan)(chan)核資(zi)(zi)(zi)等基礎管理(li)(li)工作(zuo)(zuo)(zuo),確保資(zi)(zi)(zi)本(ben)(ben)運作(zuo)(zuo)(zuo)依法合(he)(he)規、規范有(you)序(xu)(xu)。
(七(qi))優化(hua)資(zi)(zi)(zi)本收益(yi)管(guan)理,進一(yi)步促進國有(you)(you)資(zi)(zi)(zi)本保(bao)值增值。完(wan)善(shan)考(kao)核指標(biao)體系,對不(bu)同(tong)功(gong)能(neng)定(ding)位、不(bu)同(tong)行(xing)業(ye)領域、不(bu)同(tong)發(fa)(fa)展(zhan)階段的(de)(de)企業(ye)實(shi)行(xing)分類、差異化(hua)考(kao)核。充分發(fa)(fa)揮考(kao)核導向作(zuo)用,突(tu)出質量第一(yi)效益(yi)優先、服(fu)務國家戰略(lve)、創新驅動發(fa)(fa)展(zhan)、供(gong)給側結構(gou)性改(gai)革等重點,完(wan)善(shan)激勵約束機制。優化(hua)國有(you)(you)資(zi)(zi)(zi)本經營(ying)預(yu)(yu)(yu)算(suan)的(de)(de)收益(yi)與支(zhi)出管(guan)理,更多體現(xian)(xian)出資(zi)(zi)(zi)人調控要求,提高資(zi)(zi)(zi)本金注入(ru)占預(yu)(yu)(yu)算(suan)支(zhi)出的(de)(de)比(bi)重,推動資(zi)(zi)(zi)本預(yu)(yu)(yu)算(suan)市(shi)場(chang)化(hua)運作(zuo)。加強(qiang)上市(shi)公司市(shi)值管(guan)理,提高股東回報。強(qiang)化(hua)財務預(yu)(yu)(yu)決算(suan)管(guan)理和重大財務事項監管(guan),實(shi)現(xian)(xian)資(zi)(zi)(zi)本收益(yi)預(yu)(yu)(yu)期可控和保(bao)值增值。
(八)維(wei)護國(guo)有(you)(you)資(zi)(zi)本安全(quan)(quan)(quan),進一(yi)步筑(zhu)牢防止國(guo)有(you)(you)資(zi)(zi)產流失的底線。健全(quan)(quan)(quan)覆蓋國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管全(quan)(quan)(quan)部業(ye)務領域的出(chu)資(zi)(zi)人監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)制(zhi)度,加強對所監(jian)(jian)(jian)(jian)管企(qi)業(ye)關鍵業(ye)務、改革重點領域和國(guo)有(you)(you)資(zi)(zi)本運營重要環節以及(ji)境外國(guo)有(you)(you)資(zi)(zi)產的監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)。完善(shan)問責(ze)機(ji)制(zhi),加大違規(gui)經營投資(zi)(zi)責(ze)任追(zhui)究(jiu)力度,構建業(ye)務監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、綜(zong)合監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、責(ze)任追(zhui)究(jiu)三位(wei)一(yi)體的監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工作閉環。強化監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)協(xie)同,統籌出(chu)資(zi)(zi)人監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)和紀檢(jian)監(jian)(jian)(jian)(jian)察監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、巡視監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、審計監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)以及(ji)社會(hui)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)力量,建立有(you)(you)效(xiao)的監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)協(xie)同聯動和會(hui)商機(ji)制(zhi),切實防止國(guo)有(you)(you)資(zi)(zi)產流失。
(九(jiu))全面加強(qiang)黨(dang)(dang)(dang)的(de)(de)領(ling)(ling)導(dao),進(jin)一步以高(gao)質量(liang)(liang)黨(dang)(dang)(dang)建(jian)(jian)(jian)(jian)引領(ling)(ling)國有企(qi)(qi)業(ye)高(gao)質量(liang)(liang)發展(zhan)。堅(jian)持(chi)“兩個一以貫之”,將(jiang)加強(qiang)黨(dang)(dang)(dang)的(de)(de)領(ling)(ling)導(dao)與完善公(gong)司治理相(xiang)統一,指導(dao)推動(dong)(dong)國有企(qi)(qi)業(ye)黨(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)組)發揮領(ling)(ling)導(dao)作用,把(ba)方向、管(guan)(guan)大局、保落實。著(zhu)力抓好(hao)黨(dang)(dang)(dang)的(de)(de)建(jian)(jian)(jian)(jian)設(she)(she),堅(jian)持(chi)管(guan)(guan)資本就要(yao)管(guan)(guan)黨(dang)(dang)(dang)建(jian)(jian)(jian)(jian),把(ba)黨(dang)(dang)(dang)的(de)(de)建(jian)(jian)(jian)(jian)設(she)(she)融入到管(guan)(guan)資本的(de)(de)全過程各(ge)方面,加強(qiang)混(hun)合所有制企(qi)(qi)業(ye)黨(dang)(dang)(dang)的(de)(de)組織(zhi)建(jian)(jian)(jian)(jian)設(she)(she),推進(jin)基(ji)層(ceng)黨(dang)(dang)(dang)組織(zhi)全覆蓋(gai),不斷增強(qiang)基(ji)層(ceng)黨(dang)(dang)(dang)組織(zhi)的(de)(de)組織(zhi)力凝(ning)聚力戰斗力。推動(dong)(dong)全面從嚴治黨(dang)(dang)(dang)向縱深發展(zhan),加強(qiang)國有企(qi)(qi)業(ye)黨(dang)(dang)(dang)風廉政(zheng)建(jian)(jian)(jian)(jian)設(she)(she)和反腐敗(bai)工作,為國有企(qi)(qi)業(ye)改革發展(zhan)營造(zao)風清氣正的(de)(de)良好(hao)環境。
三、優化管資本的方式手段(duan)
堅(jian)持授權與監管(guan)相結合、放活與管(guan)好相統(tong)一,在明確管(guan)資本(ben)重(zhong)點(dian)內容的(de)基(ji)礎上,同(tong)步調(diao)整優化(hua)監管(guan)方式,實現監管(guan)職能與方式相互融合、相互促進,增強向管(guan)資本(ben)轉變的(de)系統(tong)性和(he)有效性。
(十)實行(xing)清(qing)(qing)單(dan)管理。依照《中(zhong)華人民(min)共和(he)國公司法》《中(zhong)華人民(min)共和(he)國企業國有資(zi)產法》等法律法規和(he)國資(zi)委“三定(ding)(ding)”規定(ding)(ding),建立完(wan)善權(quan)力和(he)責(ze)任(ren)清(qing)(qing)單(dan),落(luo)實以管資(zi)本為(wei)主的要求,明確履職(zhi)(zhi)重(zhong)點(dian),厘清(qing)(qing)職(zhi)(zhi)責(ze)邊界(jie)。按(an)照權(quan)責(ze)法定(ding)(ding)原則,將不該有的權(quan)力攔在清(qing)(qing)單(dan)之外(wai);保證清(qing)(qing)單(dan)內的權(quan)力規范(fan)運(yun)行(xing),督促責(ze)任(ren)落(luo)實到位。根據(ju)職(zhi)(zhi)能轉(zhuan)變進展情況,對清(qing)(qing)單(dan)實施動態調整,規范(fan)權(quan)責(ze)事項履職(zhi)(zhi)內容和(he)方式。
(十(shi)一)通過法人(ren)(ren)治(zhi)理結構履職。依(yi)法制(zhi)定或(huo)(huo)參與制(zhi)訂公(gong)司(si)章程,推動各治(zhi)理主(zhu)體嚴格(ge)依(yi)照公(gong)司(si)章程行(xing)權(quan)(quan)履職,充(chong)分發揮公(gong)司(si)章程在(zai)公(gong)司(si)治(zhi)理中的(de)基礎作用。依(yi)據股權(quan)(quan)關系向國家出資企業委派董事(shi)(shi)或(huo)(huo)提名董事(shi)(shi)人(ren)(ren)選,規范董事(shi)(shi)的(de)權(quan)(quan)利和責(ze)任,強化(hua)對外部董事(shi)(shi)的(de)監督(du)管(guan)理,督(du)促履職盡責(ze),加強溝通,健全工作聯動機制(zhi),更好(hao)落實出資人(ren)(ren)意志。
(十二)分(fen)類(lei)授權(quan)(quan)放(fang)權(quan)(quan)。加(jia)大授權(quan)(quan)放(fang)權(quan)(quan)力度(du),結合企(qi)業功能界定與分(fen)類(lei)、治理(li)能力、管理(li)水平等(deng)改革(ge)發展(zhan)實際,根據國有資本(ben)投資、運營(ying)公司和其他(ta)直接(jie)監管企(qi)業的不同(tong)特點,有針對(dui)性地開展(zhan)授權(quan)(quan)放(fang)權(quan)(quan),充(chong)分(fen)激發微觀(guan)主體(ti)活力。定期(qi)評(ping)估(gu)授權(quan)(quan)放(fang)權(quan)(quan)事項的執行情況(kuang)和實施效(xiao)果,建立動(dong)態調(diao)整機制。
(十三)加強事(shi)(shi)中(zhong)事(shi)(shi)后監(jian)(jian)(jian)(jian)(jian)管(guan)。切實(shi)(shi)減少(shao)審批(pi)事(shi)(shi)項,打造事(shi)(shi)前制度(du)(du)規范、事(shi)(shi)中(zhong)跟(gen)蹤監(jian)(jian)(jian)(jian)(jian)控、事(shi)(shi)后監(jian)(jian)(jian)(jian)(jian)督(du)問責的完整工作鏈條。推進信息化與監(jian)(jian)(jian)(jian)(jian)管(guan)業務深度(du)(du)融合(he),統一信息工作平臺,實(shi)(shi)現實(shi)(shi)時在線動態監(jian)(jian)(jian)(jian)(jian)管(guan),提高監(jian)(jian)(jian)(jian)(jian)管(guan)的針對(dui)(dui)性(xing)和有效性(xing)。加大對(dui)(dui)國有資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)制度(du)(du)執行情況(kuang)的監(jian)(jian)(jian)(jian)(jian)督(du)檢(jian)查力度(du)(du),不斷健全監(jian)(jian)(jian)(jian)(jian)督(du)制度(du)(du),創新監(jian)(jian)(jian)(jian)(jian)督(du)手(shou)段(duan),嚴(yan)格責任追究。
四、強(qiang)化管資本(ben)的支撐保障(zhang)
圍繞以(yi)管資本為(wei)主的目標任務(wu),需(xu)要(yao)進一步統一思想認識、加強組(zu)織(zhi)領導、健全監管制(zhi)度(du)、強化隊伍(wu)建(jian)設(she),為(wei)形(xing)成(cheng)以(yi)管資本為(wei)主的國有資產監管體制(zhi)提(ti)供堅實保障。
(十(shi)四)統一思(si)想認識,凝聚(ju)系統共識。牢牢把握國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構職(zhi)(zhi)責(ze)(ze)定位,全面履行好(hao)中(zhong)央(yang)企業出資(zi)人職(zhi)(zhi)責(ze)(ze)、國(guo)(guo)(guo)有資(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)職(zhi)(zhi)責(ze)(ze)和中(zhong)央(yang)企業黨(dang)的(de)建設三方面職(zhi)(zhi)責(ze)(ze),按照以管(guan)(guan)(guan)(guan)資(zi)本為主的(de)要求,強化重點職(zhi)(zhi)能,調整履職(zhi)(zhi)方式(shi)。加強中(zhong)央(yang)關于(yu)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)職(zhi)(zhi)能轉變精神宣貫,突出做好(hao)對(dui)地方國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工作(zuo)的(de)指導監(jian)(jian)(jian)督,形成(cheng)(cheng)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)系統向管(guan)(guan)(guan)(guan)資(zi)本轉變的(de)合力,加快構建國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)大格局、形成(cheng)(cheng)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)一盤棋。
(十五)加(jia)強組織(zhi)領導,有效(xiao)落實(shi)責任。立足黨和國家工(gong)作全(quan)局謀劃推進國資(zi)監管(guan)(guan)職能轉變(bian)工(gong)作,將管(guan)(guan)資(zi)本的(de)要(yao)求(qiu)貫穿各個專業監管(guan)(guan)領域。全(quan)面(mian)查找當前履(lv)職中與(yu)管(guan)(guan)資(zi)本要(yao)求(qiu)不(bu)符(fu)合、不(bu)適應的(de)問題,主(zhu)動(dong)作為,勇(yong)于擔當,拿(na)出務實(shi)管(guan)(guan)用(yong)的(de)措施,確保改(gai)革(ge)要(yao)求(qiu)落實(shi)到位。按(an)照(zhao)調整后內設機構職能,理順運行機制,主(zhu)動(dong)溝通銜接,避免工(gong)作交叉和監管(guan)(guan)空(kong)白,提高(gao)監管(guan)(guan)效(xiao)能。
(十六)完善制(zhi)度體(ti)系,強(qiang)化法治保(bao)障(zhang)。積極參與國(guo)(guo)(guo)資(zi)(zi)監管(guan)重(zhong)點領域立法,推動將(jiang)管(guan)資(zi)(zi)本(ben)有關要求(qiu)體(ti)現到《中華人(ren)民(min)共和(he)國(guo)(guo)(guo)公司法》等有關法律法規(gui)(gui)修訂中。及時(shi)開展文(wen)(wen)件清理(li),修改(gai)廢止與中央精神(shen)不一致(zhi)、與管(guan)資(zi)(zi)本(ben)要求(qiu)不相符(fu)的(de)國(guo)(guo)(guo)資(zi)(zi)監管(guan)規(gui)(gui)章規(gui)(gui)范性文(wen)(wen)件。完善規(gui)(gui)范性文(wen)(wen)件合法性審查機制(zhi),確保(bao)各(ge)項制(zhi)度在基(ji)本(ben)方向和(he)原則(ze)、履職重(zhong)點和(he)方式等方面符(fu)合以管(guan)資(zi)(zi)本(ben)為主的(de)國(guo)(guo)(guo)有資(zi)(zi)產監管(guan)體(ti)制(zhi)的(de)要求(qiu)。
(十七)改進工(gong)作作風,提升隊伍素質。進一步提高(gao)(gao)政治站位,堅(jian)決做(zuo)到對黨忠誠(cheng),把加(jia)快(kuai)自身改革、推進職能轉(zhuan)變的實(shi)際行(xing)動(dong)作為檢驗(yan)干部(bu)增強(qiang)“四(si)個意識”、堅(jian)定“四(si)個自信”、做(zuo)到“兩個維護”的重要標準。強(qiang)化(hua)服務意識,加(jia)強(qiang)調查研(yan)究,主動(dong)從(cong)企(qi)業角度(du)考(kao)慮問題、推進工(gong)作,不(bu)斷提高(gao)(gao)服務企(qi)業的質量和水平。加(jia)強(qiang)國(guo)資(zi)(zi)監管業務知識學習,注重實(shi)踐能力提升,建設一支適應管資(zi)(zi)本要求、具備管資(zi)(zi)本能力、忠誠(cheng)干凈擔當(dang)的高(gao)(gao)素質專業化(hua)國(guo)資(zi)(zi)監管干部(bu)隊伍。
