近年(nian)來(lai),遼寧省(sheng)國(guo)(guo)(guo)資(zi)(zi)委深入(ru)貫徹落實中央推進國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企改革的(de)重大決策部署,高(gao)度重視國(guo)(guo)(guo)資(zi)(zi)系統指導監(jian)(jian)督工作,堅持國(guo)(guo)(guo)資(zi)(zi)系統上(shang)(shang)下(xia)聯動(dong),牢固(gu)樹(shu)立“大國(guo)(guo)(guo)資(zi)(zi)、一(yi)盤(pan)棋”價值理念,積極(ji)構建遼寧國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)大格(ge)局,在推動(dong)全省(sheng)“國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)上(shang)(shang)新水平(ping)、國(guo)(guo)(guo)企發展上(shang)(shang)新臺階”中發揮了重要作用。
一、堅持立法引領,全面規范國資監管體制制度
完(wan)善國(guo)(guo)資(zi)(zi)監(jian)管(guan)法(fa)(fa)(fa)(fa)規(gui)體系,是構建國(guo)(guo)資(zi)(zi)監(jian)管(guan)大格局(ju)的(de)法(fa)(fa)(fa)(fa)治基(ji)(ji)礎。遼(liao)(liao)寧(ning)(ning)省(sheng)國(guo)(guo)資(zi)(zi)委(wei)以(yi)地方性法(fa)(fa)(fa)(fa)規(gui)為(wei)龍(long)頭,積極推(tui)進《遼(liao)(liao)寧(ning)(ning)省(sheng)企業國(guo)(guo)有資(zi)(zi)產監(jian)督管(guan)理條例(li)》立法(fa)(fa)(fa)(fa)。《條例(li)》在2018年(nian)和(he)2019年(nian)分別列入(ru)了省(sheng)人大常委(wei)會(hui)立法(fa)(fa)(fa)(fa)計劃論(lun)證項(xiang)目(mu)和(he)完(wan)成項(xiang)目(mu)。《條例(li)草案》發(fa)至省(sheng)直(zhi)有關部(bu)(bu)門和(he)14個市政府征求(qiu)意見,利用政府網絡(luo)平臺向社會(hui)公開發(fa)布并(bing)征求(qiu)意見。在反(fan)復論(lun)證修(xiu)改基(ji)(ji)礎上(shang),經過各方共(gong)同(tong)努力,2019年(nian)7月30日(ri),《條例(li)》由遼(liao)(liao)寧(ning)(ning)省(sheng)第十(shi)三(san)屆人大常委(wei)會(hui)第十(shi)二次會(hui)議審議通過,自(zi)10月1日(ri)起施(shi)行。作為(wei)遼(liao)(liao)寧(ning)(ning)首部(bu)(bu)全面系統規(gui)范國(guo)(guo)資(zi)(zi)監(jian)管(guan)的(de)地方性法(fa)(fa)(fa)(fa)規(gui),《條例(li)》的(de)出臺,對于(yu)遼(liao)(liao)寧(ning)(ning)深入(ru)貫徹(che)(che)中(zhong)央決(jue)策部(bu)(bu)署,以(yi)管(guan)資(zi)(zi)本為(wei)主加強(qiang)國(guo)(guo)資(zi)(zi)監(jian)管(guan)具有重(zhong)要(yao)意義,也為(wei)新形勢下(xia)遼(liao)(liao)寧(ning)(ning)貫徹(che)(che)落實黨(dang)的(de)十(shi)九大精神,依法(fa)(fa)(fa)(fa)規(gui)范、保障和(he)推(tui)進全省(sheng)國(guo)(guo)資(zi)(zi)國(guo)(guo)企工作提供了法(fa)(fa)(fa)(fa)治保障。《條例(li)》的(de)創新主要(yao)體現在“五(wu)個明確”:
一(yi)(yi)是(shi)明(ming)(ming)確(que)了(le)以管(guan)(guan)資(zi)本為(wei)主(zhu)的(de)(de)國(guo)(guo)(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)體(ti)制(zhi)(zhi)。《條例(li)(li)(li)》規(gui)(gui)定(ding)(ding)(ding)(ding)省、市(shi)(shi)、縣人(ren)(ren)民(min)政(zheng)(zheng)府應當(dang)以管(guan)(guan)資(zi)本為(wei)主(zhu)加強(qiang)企(qi)業國(guo)(guo)(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)督管(guan)(guan)理,改革(ge)國(guo)(guo)(guo)(guo)有資(zi)本授(shou)權(quan)(quan)經營(ying)體(ti)制(zhi)(zhi),創(chuang)新(xin)國(guo)(guo)(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)方式。二(er)是(shi)明(ming)(ming)確(que)了(le)國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機構的(de)(de)特設性質(zhi)和出資(zi)人(ren)(ren)職(zhi)責定(ding)(ding)(ding)(ding)位(wei)(wei)。《條例(li)(li)(li)》規(gui)(gui)定(ding)(ding)(ding)(ding)省、市(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)委(wei)為(wei)直屬(shu)特設機構,代(dai)表政(zheng)(zheng)府履行(xing)出資(zi)人(ren)(ren)職(zhi)責,專(zhuan)司國(guo)(guo)(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan),并要(yao)求縣區明(ming)(ming)確(que)統(tong)(tong)一(yi)(yi)的(de)(de)國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)主(zhu)體(ti),為(wei)省、市(shi)(shi)、縣國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機構設置和職(zhi)責定(ding)(ding)(ding)(ding)位(wei)(wei)提供了(le)有力指引。三是(shi)明(ming)(ming)確(que)了(le)企(qi)業國(guo)(guo)(guo)(guo)有資(zi)產(chan)基礎管(guan)(guan)理。《條例(li)(li)(li)》專(zhuan)章(zhang)規(gui)(gui)定(ding)(ding)(ding)(ding)國(guo)(guo)(guo)(guo)有資(zi)產(chan)基礎管(guan)(guan)理內容,推(tui)進建立監(jian)(jian)(jian)(jian)管(guan)(guan)信息平臺,在(zai)保障國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機構依(yi)法履行(xing)出資(zi)人(ren)(ren)職(zhi)責的(de)(de)同時進一(yi)(yi)步落實(shi)全口徑、全覆蓋的(de)(de)監(jian)(jian)(jian)(jian)管(guan)(guan)職(zhi)責。四(si)是(shi)明(ming)(ming)確(que)了(le)分類監(jian)(jian)(jian)(jian)管(guan)(guan)制(zhi)(zhi)度。《條例(li)(li)(li)》規(gui)(gui)定(ding)(ding)(ding)(ding)建立完善(shan)企(qi)業管(guan)(guan)理者(zhe)分類分層管(guan)(guan)理制(zhi)(zhi)度,結合企(qi)業功能定(ding)(ding)(ding)(ding)位(wei)(wei),推(tui)行(xing)分類考核、分類定(ding)(ding)(ding)(ding)薪管(guan)(guan)理,科學界(jie)定(ding)(ding)(ding)(ding)權(quan)(quan)責邊界(jie),根據(ju)(ju)企(qi)業類型開展(zhan)授(shou)權(quan)(quan)和放權(quan)(quan)。五(wu)是(shi)明(ming)(ming)確(que)了(le)改革(ge)容錯機制(zhi)(zhi)。《條例(li)(li)(li)》規(gui)(gui)定(ding)(ding)(ding)(ding)企(qi)業管(guan)(guan)理者(zhe)在(zai)改革(ge)發展(zhan)中所出現的(de)(de)失誤,不(bu)(bu)屬(shu)于有令不(bu)(bu)行(xing)、有禁不(bu)(bu)止、不(bu)(bu)當(dang)謀(mou)利、主(zhu)觀(guan)故意、獨斷專(zhuan)行(xing)等情(qing)形的(de)(de),根據(ju)(ju)有關規(gui)(gui)定(ding)(ding)(ding)(ding)和程序(xu)予(yu)以容錯,激勵國(guo)(guo)(guo)(guo)企(qi)管(guan)(guan)理者(zhe)干(gan)事創(chuang)業、擔當(dang)作(zuo)為(wei)。遼寧國(guo)(guo)(guo)(guo)資(zi)委(wei)向(xiang)全省國(guo)(guo)(guo)(guo)資(zi)系統(tong)(tong)下發了(le)學習貫(guan)徹《條例(li)(li)(li)》通知,下一(yi)(yi)步將持續(xu)推(tui)進《條例(li)(li)(li)》貫(guan)徹落實(shi),加強(qiang)指導監(jian)(jian)(jian)(jian)督培訓工作(zuo)。
二、健全工作機制,積極搭建指導監督工作平臺
建(jian)(jian)(jian)立上下聯動、規(gui)范有序(xu)的(de)指(zhi)導(dao)監(jian)督機制(zhi)(zhi),是構建(jian)(jian)(jian)國(guo)資(zi)監(jian)管大(da)格(ge)局的(de)工作(zuo)(zuo)保(bao)障(zhang)。遼寧國(guo)資(zi)委加強(qiang)統籌謀劃(hua),完善制(zhi)(zhi)度(du)機制(zhi)(zhi),建(jian)(jian)(jian)立了一套運轉(zhuan)有效的(de)指(zhi)導(dao)監(jian)督工作(zuo)(zuo)體系。主(zhu)要體現在“三化(hua)”:
一(yi)是(shi)組(zu)織(zhi)領(ling)(ling)導(dao)(dao)專(zhuan)門化(hua)。成立(li)了(le)(le)(le)省(sheng)(sheng)(sheng)國(guo)(guo)資(zi)委(wei)指導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)。由主要(yao)(yao)領(ling)(ling)導(dao)(dao)任(ren)(ren)組(zu)長,分(fen)管領(ling)(ling)導(dao)(dao)和其他委(wei)領(ling)(ling)導(dao)(dao)任(ren)(ren)副組(zu)長,各(ge)處(chu)室(shi)負責人為成員,政策(ce)法(fa)規處(chu)作(zuo)(zuo)(zuo)為小(xiao)組(zu)辦公室(shi)負責綜合歸口協調(diao),并確定(ding)了(le)(le)(le)聯(lian)絡員;各(ge)市(shi)(shi)按省(sheng)(sheng)(sheng)里要(yao)(yao)求也都明確了(le)(le)(le)機(ji)構(gou),落(luo)實(shi)了(le)(le)(le)相關職責,實(shi)現了(le)(le)(le)省(sheng)(sheng)(sheng)、市(shi)(shi)指導(dao)(dao)監(jian)督(du)領(ling)(ling)導(dao)(dao)機(ji)構(gou)和工(gong)(gong)(gong)作(zuo)(zuo)(zuo)機(ji)構(gou)專(zhuan)門化(hua)。二是(shi)指導(dao)(dao)監(jian)督(du)規范(fan)化(hua)。建立(li)制(zhi)(zhi)(zhi)度(du)。修訂出臺(tai)了(le)(le)(le)《遼寧(ning)省(sheng)(sheng)(sheng)國(guo)(guo)有(you)資(zi)產監(jian)管工(gong)(gong)(gong)作(zuo)(zuo)(zuo)指導(dao)(dao)監(jian)督(du)實(shi)施辦法(fa)》,使省(sheng)(sheng)(sheng)、市(shi)(shi)、縣指導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)有(you)據可(ke)依。確立(li)機(ji)制(zhi)(zhi)(zhi)。每年(nian)(nian)向(xiang)(xiang)各(ge)市(shi)(shi)印發“省(sheng)(sheng)(sheng)國(guo)(guo)資(zi)委(wei)年(nian)(nian)度(du)國(guo)(guo)資(zi)國(guo)(guo)企改(gai)革任(ren)(ren)務分(fen)解(jie)、年(nian)(nian)度(du)指導(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)計劃、年(nian)(nian)度(du)法(fa)治工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)(yao)點(dian)”等,形(xing)成了(le)(le)(le)“一(yi)分(fen)解(jie)、一(yi)計劃、一(yi)要(yao)(yao)點(dian)”的指導(dao)(dao)模式。建立(li)聯(lian)系點(dian)。根據省(sheng)(sheng)(sheng)實(shi)際和工(gong)(gong)(gong)作(zuo)(zuo)(zuo)需要(yao)(yao),建立(li)了(le)(le)(le)4個市(shi)(shi)縣指導(dao)(dao)監(jian)督(du)聯(lian)系點(dian),同時(shi)(shi)確立(li)國(guo)(guo)務院國(guo)(guo)資(zi)委(wei)聯(lian)系點(dian),以(yi)點(dian)帶面(mian),輻射市(shi)(shi)縣國(guo)(guo)資(zi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。三是(shi)溝通(tong)(tong)(tong)交流常態(tai)化(hua)。建立(li)了(le)(le)(le)遼寧(ning)國(guo)(guo)資(zi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)群,及時(shi)(shi)發布通(tong)(tong)(tong)知,共享(xiang)國(guo)(guo)資(zi)信息,搭建交流平臺(tai)。定(ding)期更新指導(dao)(dao)監(jian)督(du)各(ge)項政策(ce)、工(gong)(gong)(gong)作(zuo)(zuo)(zuo)任(ren)(ren)務等有(you)關內容,方便工(gong)(gong)(gong)作(zuo)(zuo)(zuo)聯(lian)系對接。建立(li)了(le)(le)(le)重大事(shi)(shi)項報告機(ji)制(zhi)(zhi)(zhi)。明確要(yao)(yao)求各(ge)市(shi)(shi)涉及機(ji)構(gou)設置、管理體制(zhi)(zhi)(zhi)和國(guo)(guo)企改(gai)革重大事(shi)(shi)項要(yao)(yao)及時(shi)(shi)向(xiang)(xiang)省(sheng)(sheng)(sheng)國(guo)(guo)資(zi)委(wei)報告,加(jia)強溝通(tong)(tong)(tong)協調(diao),及時(shi)(shi)掌握(wo)信息,分(fen)類應(ying)對處(chu)理。
三、加強改革指導,深化推動全省國資國企改革
全面深(shen)化國(guo)資國(guo)企(qi)改革、推動全省(sheng)國(guo)資國(guo)企(qi)發展,是構建國(guo)資監(jian)管(guan)大格局的核心(xin)目(mu)標。在深(shen)入(ru)學習(xi)黨(dang)的十九大、十九屆二中、三中全會(hui)精神、習(xi)近平總書記在遼寧考(kao)察時(shi)和在深(shen)入(ru)推進(jin)東北振興座(zuo)談會(hui)上的重要講(jiang)話精神基(ji)礎(chu)上,緊密(mi)結合地方國(guo)有企(qi)業實(shi)際(ji),堅持問(wen)題導向(xiang),指導各市深(shen)化改革,推動全省(sheng)改革發展目(mu)標落實(shi)落地。主要體(ti)現在“四個(ge)推進(jin)”:
一是(shi)(shi)(shi)推進(jin)經(jing)營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)集(ji)中統一監(jian)(jian)(jian)管(guan)。堅持政企(qi)(qi)(qi)分(fen)(fen)開、分(fen)(fen)步推進(jin)、集(ji)中整合(he)(he),在(zai)省(sheng)級層面(mian)制(zhi)定(ding)了(le)《遼(liao)寧(ning)(ning)省(sheng)經(jing)營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)集(ji)中統一監(jian)(jian)(jian)管(guan)實(shi)施(shi)方(fang)(fang)案》,落(luo)實(shi)黨政機(ji)關辦企(qi)(qi)(qi)業(ye)(ye)(ye)脫鉤(gou)、事(shi)業(ye)(ye)(ye)單(dan)位轉制(zhi)和(he)(he)企(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)團(tuan)組建(jian)等(deng)工(gong)作(zuo)(zuo)。在(zai)省(sheng)里強力指(zhi)導推動(dong)下,各(ge)市(shi)(shi)(shi)積(ji)極主動(dong)落(luo)實(shi),全(quan)省(sheng)累計(ji)(ji)新組建(jian)125戶企(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)團(tuan),都(dou)交(jiao)(jiao)由各(ge)級國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委履(lv)行(xing)(xing)出(chu)資(zi)(zi)(zi)人職(zhi)責(ze),鞍(an)山、營口、錦州(zhou)等(deng)市(shi)(shi)(shi)還出(chu)臺(tai)了(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委與(yu)行(xing)(xing)政主管(guan)部(bu)門職(zhi)責(ze)劃分(fen)(fen)意見,做到(dao)政資(zi)(zi)(zi)分(fen)(fen)開。目(mu)(mu)前,全(quan)省(sheng)除(chu)部(bu)分(fen)(fen)金融文化(hua)企(qi)(qi)(qi)業(ye)(ye)(ye)外,經(jing)營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)集(ji)中統一監(jian)(jian)(jian)管(guan)工(gong)作(zuo)(zuo)基(ji)本(ben)(ben)完(wan)(wan)成。二是(shi)(shi)(shi)推進(jin)歷(li)史遺(yi)留問題解決。全(quan)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)“三供一業(ye)(ye)(ye)”分(fen)(fen)離移交(jiao)(jiao)工(gong)作(zuo)(zuo)圓滿(man)畫上(shang)句號。截止(zhi)2018年(nian)底(di),駐遼(liao)央(yang)(yang)企(qi)(qi)(qi)486個(ge)和(he)(he)省(sheng)屬企(qi)(qi)(qi)業(ye)(ye)(ye)74個(ge)項目(mu)(mu),分(fen)(fen)離移交(jiao)(jiao)全(quan)面(mian)完(wan)(wan)成。地(di)方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)廠辦大集(ji)體(ti)改(gai)革(ge)全(quan)面(mian)啟(qi)動(dong)。各(ge)市(shi)(shi)(shi)已全(quan)部(bu)進(jin)入實(shi)質性(xing)操作(zuo)(zuo)階段,力爭在(zai)今年(nian)底(di)前基(ji)本(ben)(ben)完(wan)(wan)成。處置(zhi)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)“僵尸(shi)企(qi)(qi)(qi)業(ye)(ye)(ye)”加(jia)(jia)快(kuai)推進(jin)。全(quan)省(sheng)積(ji)極開展工(gong)作(zuo)(zuo),已處置(zhi)300戶,占總(zong)任務(wu)的(de)(de)94%,預計(ji)(ji)今年(nian)年(nian)底(di)全(quan)面(mian)完(wan)(wan)成。指(zhi)導推動(dong)各(ge)市(shi)(shi)(shi)啟(qi)動(dong)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)退(tui)休人員社會(hui)化(hua)管(guan)理(li)工(gong)作(zuo)(zuo)。三是(shi)(shi)(shi)推進(jin)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)經(jing)濟布局結構優化(hua)。深化(hua)央(yang)(yang)地(di)對接合(he)(he)作(zuo)(zuo),遼(liao)寧(ning)(ning)港口集(ji)團(tuan)掛(gua)牌組建(jian),實(shi)現央(yang)(yang)企(qi)(qi)(qi)、省(sheng)企(qi)(qi)(qi)和(he)(he)大連、營口市(shi)(shi)(shi)企(qi)(qi)(qi)聯(lian)合(he)(he)重(zhong)組,打造東北(bei)(bei)亞(ya)國(guo)(guo)(guo)(guo)(guo)(guo)際航(hang)運中心(xin)。防控債務(wu)風險,指(zhi)導國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)(qi)累計(ji)(ji)實(shi)施(shi)債轉股820億元(yuan)。加(jia)(jia)強省(sheng)內戰(zhan)略重(zhong)組,本(ben)(ben)鋼、北(bei)(bei)鋼重(zhong)組實(shi)現省(sheng)企(qi)(qi)(qi)和(he)(he)本(ben)(ben)溪市(shi)(shi)(shi)共贏。加(jia)(jia)快(kuai)推進(jin)混(hun)合(he)(he)所有(you)制(zhi)改(gai)革(ge),沈陽、大連混(hun)改(gai)比(bi)例達(da)到(dao)54.8%和(he)(he)57%。全(quan)省(sheng)7戶國(guo)(guo)(guo)(guo)(guo)(guo)家(jia)“雙百行(xing)(xing)動(dong)”企(qi)(qi)(qi)業(ye)(ye)(ye)綜合(he)(he)改(gai)革(ge)加(jia)(jia)速推進(jin)。四是(shi)(shi)(shi)推進(jin)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)體(ti)制(zhi)機(ji)制(zhi)完(wan)(wan)善。指(zhi)導推進(jin)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)機(ji)構職(zhi)能(neng)轉變,精簡監(jian)(jian)(jian)管(guan)事(shi)項。明確出(chu)資(zi)(zi)(zi)人監(jian)(jian)(jian)管(guan)權責(ze)邊界,對11個(ge)市(shi)(shi)(shi)的(de)(de)權責(ze)清單(dan)或履(lv)職(zhi)清單(dan)進(jin)行(xing)(xing)了(le)指(zhi)導把關。加(jia)(jia)強基(ji)礎(chu)管(guan)理(li),搭建(jian)統一的(de)(de)產(chan)權、財務(wu)管(guan)理(li)系(xi)統,利用信息化(hua)手段加(jia)(jia)強國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)和(he)(he)經(jing)濟運行(xing)(xing)監(jian)(jian)(jian)測,密切國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)系(xi)統縱(zong)向(xiang)聯(lian)系(xi),形(xing)成統一監(jian)(jian)(jian)管(guan)合(he)(he)力。
四、豐富指導方式,堅持寓指導監督于服務之中
豐富指(zhi)(zhi)導(dao)監督(du)方(fang)式(shi)、創新(xin)指(zhi)(zhi)導(dao)監督(du)手段、服務(wu)市縣(xian)工作(zuo)需要,是構建國資監管大(da)格局的有效(xiao)抓手。遼寧國資委堅持多措并(bing)舉,不斷探索創新(xin)工作(zuo)方(fang)式(shi),寓指(zhi)(zhi)導(dao)監督(du)于服務(wu)中,有力推動了(le)指(zhi)(zhi)導(dao)監督(du)工作(zuo)深(shen)入(ru)開展(zhan)。主要體現在“五個指(zhi)(zhi)導(dao)”:
一是政(zheng)(zheng)(zheng)策(ce)(ce)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。省里(li)出臺(tai)的(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)1+N改(gai)(gai)革(ge)(ge)文(wen)(wen)件(jian)(jian)及(ji)時(shi)印發或抄(chao)送各(ge)市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei),并開展(zhan)政(zheng)(zheng)(zheng)策(ce)(ce)解(jie)讀(du),加強政(zheng)(zheng)(zheng)策(ce)(ce)頂層設(she)計指(zhi)(zhi)(zhi)(zhi)引。印發了(le)《關(guan)于(yu)(yu)(yu)(yu)做(zuo)(zuo)好(hao)(hao)規范性文(wen)(wen)件(jian)(jian)備案(an)工(gong)(gong)作(zuo)(zuo)的(de)通(tong)(tong)知(zhi)》,對各(ge)市(shi)重(zhong)(zhong)要政(zheng)(zheng)(zheng)策(ce)(ce)文(wen)(wen)件(jian)(jian)進(jin)行(xing)(xing)備案(an)審查(cha),指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)各(ge)市(shi)把(ba)握改(gai)(gai)革(ge)(ge)方(fang)向。先(xian)后(hou)(hou)編(bian)(bian)印改(gai)(gai)革(ge)(ge)文(wen)(wen)件(jian)(jian)匯編(bian)(bian)、政(zheng)(zheng)(zheng)策(ce)(ce)法規匯編(bian)(bian)5套,方(fang)便市(shi)縣國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)機構(gou)學習使(shi)用。二是調(diao)研指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。印發了(le)《關(guan)于(yu)(yu)(yu)(yu)開展(zhan)改(gai)(gai)革(ge)(ge)工(gong)(gong)作(zuo)(zuo)調(diao)研的(de)通(tong)(tong)知(zhi)》等(deng)(deng)文(wen)(wen)件(jian)(jian),明確(que)省國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)領(ling)(ling)導(dao)(dao)分(fen)(fen)包(bao)到各(ge)市(shi),實(shi)現包(bao)市(shi)到人。通(tong)(tong)過(guo)委(wei)領(ling)(ling)導(dao)(dao)專(zhuan)項調(diao)研,分(fen)(fen)管處室業(ye)務調(diao)研,有針對性的(de)對各(ge)市(shi)進(jin)行(xing)(xing)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)幫(bang)助(zhu),已形(xing)成調(diao)研報告(gao)35份,歸(gui)納問題(ti)75項,逐一推(tui)動(dong)解(jie)決。三是會(hui)議指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。通(tong)(tong)過(guo)各(ge)市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)負(fu)責人工(gong)(gong)作(zuo)(zuo)會(hui)、政(zheng)(zheng)(zheng)策(ce)(ce)法規和指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督(du)(du)工(gong)(gong)作(zuo)(zuo)會(hui)、分(fen)(fen)片區座談會(hui)、各(ge)業(ye)務口專(zhuan)項工(gong)(gong)作(zuo)(zuo)會(hui)等(deng)(deng)形(xing)式,集中統一或分(fen)(fen)片分(fen)(fen)類進(jin)行(xing)(xing)會(hui)議指(zhi)(zhi)(zhi)(zhi)導(dao)(dao),交流工(gong)(gong)作(zuo)(zuo)經驗,部署安排工(gong)(gong)作(zuo)(zuo)。四是培(pei)(pei)訓指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。除部分(fen)(fen)會(hui)議中安排培(pei)(pei)訓交流外,近年來還(huan)單獨或聯合東北大(da)學、省委(wei)黨校、遼寧行(xing)(xing)政(zheng)(zheng)(zheng)學院舉辦了(le)“全(quan)省國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)與(yu)依(yi)法治(zhi)企(qi)(qi)(qi)專(zhuan)題(ti)研討班”、“推(tui)進(jin)混合所(suo)有制改(gai)(gai)革(ge)(ge)研討班”、“國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)大(da)講堂(tang)”等(deng)(deng)層次高、內容新(xin)、研討深(shen)(shen)的(de)培(pei)(pei)訓,先(xian)后(hou)(hou)培(pei)(pei)訓1800人次,取(qu)得了(le)良好(hao)(hao)效(xiao)果(guo)。特別是國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)政(zheng)(zheng)(zheng)策(ce)(ce)法規局舉辦的(de)政(zheng)(zheng)(zheng)策(ce)(ce)法規和指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督(du)(du)研討班、法治(zhi)講堂(tang)等(deng)(deng)高層次研討培(pei)(pei)訓,有力提高了(le)我們(men)的(de)政(zheng)(zheng)(zheng)策(ce)(ce)法規和指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督(du)(du)水平,深(shen)(shen)受全(quan)省國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)系統歡迎。五是考(kao)(kao)(kao)核(he)(he)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。以(yi)考(kao)(kao)(kao)核(he)(he)為抓手,加大(da)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督(du)(du)力度。2014年以(yi)來,先(xian)后(hou)(hou)印發了(le)《關(guan)于(yu)(yu)(yu)(yu)做(zuo)(zuo)好(hao)(hao)各(ge)市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)領(ling)(ling)導(dao)(dao)班子和領(ling)(ling)導(dao)(dao)干部深(shen)(shen)化國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)工(gong)(gong)作(zuo)(zuo)實(shi)績考(kao)(kao)(kao)核(he)(he)的(de)通(tong)(tong)知(zhi)》、《關(guan)于(yu)(yu)(yu)(yu)做(zuo)(zuo)好(hao)(hao)各(ge)市(shi)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)發展(zhan)績效(xiao)考(kao)(kao)(kao)核(he)(he)工(gong)(gong)作(zuo)(zuo)的(de)通(tong)(tong)知(zhi)》、《關(guan)于(yu)(yu)(yu)(yu)做(zuo)(zuo)好(hao)(hao)重(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)(zuo)任務督(du)(du)查(cha)的(de)通(tong)(tong)知(zhi)》等(deng)(deng)文(wen)(wen)件(jian)(jian),除對市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)進(jin)行(xing)(xing)考(kao)(kao)(kao)核(he)(he)外,還(huan)代(dai)表省政(zheng)(zheng)(zheng)府對各(ge)市(shi)政(zheng)(zheng)(zheng)府國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)工(gong)(gong)作(zuo)(zuo)進(jin)行(xing)(xing)考(kao)(kao)(kao)核(he)(he),通(tong)(tong)過(guo)督(du)(du)促檢查(cha)、定(ding)期(qi)通(tong)(tong)報、將考(kao)(kao)(kao)核(he)(he)結果(guo)與(yu)各(ge)市(shi)政(zheng)(zheng)(zheng)府績效(xiao)掛鉤,顯著提高了(le)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督(du)(du)的(de)有效(xiao)性。
經過全省上(shang)下共同努力,遼(liao)寧指導監督工作取得了一定成(cheng)(cheng)效(xiao),國(guo)資(zi)系(xi)統上(shang)下聯(lian)系(xi)更加緊密,國(guo)資(zi)監管大格局、一盤棋的局面已(yi)初步形成(cheng)(cheng)。
