【構建國資監管大格局】之五:北京市聚焦“管資本”為主
全面推動信息化與國資監管深度融合

北京市國(guo)資(zi)委深入(ru)學習(xi)(xi)貫徹習(xi)(xi)近平新時(shi)代中國(guo)特色社會(hui)主義(yi)思(si)想(xiang),緊緊聚焦(jiao)以“管(guan)資(zi)本”為主推進職(zhi)能轉(zhuan)變和(he)網絡強國(guo)思(si)想(xiang),不斷推動國(guo)資(zi)監管(guan)與信(xin)(xin)息化(hua)深度融合(he),努力推動國(guo)資(zi)國(guo)企(qi)治理現代化(hua)、智能化(hua)、信(xin)(xin)息化(hua),初步(bu)形成(cheng)了頂層(ceng)設計引領、應用平臺支撐、企(qi)業信(xin)(xin)息化(hua)穩(wen)步(bu)提升的良好格局(ju),為國(guo)有經濟高質量(liang)發展增(zeng)添了動力新引擎。今(jin)年1-8月份(fen),北京市管(guan)企(qi)業資(zi)產總額超過5.3萬(wan)億元,累計實(shi)現營(ying)業收入(ru)10359.9億元,同(tong)(tong)比增(zeng)長10.2%;實(shi)現利(li)潤總額658.4億元,同(tong)(tong)比增(zeng)長11.0%; 上交稅費總額1000.5億元,同(tong)(tong)比增(zeng)長9.2%。

一、廣泛凝聚共識,統籌構建信息化工作格局

當前,全球(qiu)信(xin)息化進入全面滲透、跨界融合(he)、加速創(chuang)新、引(yin)(yin)領發展的新階段。針對“十(shi)二五”末期(qi),北(bei)京(jing)市國(guo)(guo)資(zi)委系(xi)統信(xin)息化頂(ding)層(ceng)設計不(bu)足,“數(shu)(shu)據孤島”現象突出,數(shu)(shu)據價(jia)值(zhi)難以體現,與中央企(qi)業(ye)(ye)、兄弟(di)省市企(qi)業(ye)(ye)、行業(ye)(ye)標桿企(qi)業(ye)(ye)存在較大(da)差(cha)距等問題,北(bei)京(jing)市國(guo)(guo)資(zi)委不(bu)斷完善頂(ding)層(ceng)設計,強化政策(ce)引(yin)(yin)導,推動壓力(li)傳導,倒(dao)逼工作落實,全系(xi)統對國(guo)(guo)資(zi)監管信(xin)息化工作形成廣泛共識。

(一(yi))明確(que)發展(zhan)方向,制定《“十三(san)(san)五”信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)發展(zhan)專項規(gui)劃(hua)(hua)》。將信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)工(gong)作融入《國(guo)有經(jing)濟“十三(san)(san)五”發展(zhan)規(gui)劃(hua)(hua)》,制定信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)發展(zhan)專項子(zi)規(gui)劃(hua)(hua),與國(guo)有經(jing)濟整(zheng)體(ti)工(gong)作統一(yi)標準(zhun)、統一(yi)導向、統一(yi)謀劃(hua)(hua)。同(tong)步(bu)指導各市(shi)管企(qi)業(ye)同(tong)步(bu)制定“十三(san)(san)五”信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)發展(zhan)規(gui)劃(hua)(hua),將信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)作為(wei)加強集(ji)團(tuan)管控(kong)、引領(ling)企(qi)業(ye)戰略實(shi)施的重要抓手(shou)。《專項規(gui)劃(hua)(hua)》以(yi)“統籌推進(jin)、創(chuang)新引領(ling)、開放共享、安全(quan)可控(kong)”為(wei)原(yuan)則,以(yi)信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)驅(qu)動(dong)“轉(zhuan)型、改革、開放、創(chuang)新”為(wei)主線,系統提出“135”發展(zhan)目標,力(li)(li)爭(zheng)到“十三(san)(san)五”末(mo),市(shi)管企(qi)業(ye)管理信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)水平全(quan)部達到B級及以(yi)上,在(zai)依托(tuo)信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)探(tan)索創(chuang)新國(guo)資監(jian)管方式(shi)上走在(zai)全(quan)國(guo)前列。“1”就是通過培育(yu)“1”批信(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)產業(ye)先鋒(feng),推進(jin)構建首(shou)都高精尖經(jing)濟結構;“3”就是推動(dong)建設(she)3大信(xin)(xin)(xin)息(xi)平臺,促進(jin)京(jing)津冀(ji)協同(tong)發展(zhan),提高國(guo)資監(jian)管綜(zong)合效能(neng)(neng),推進(jin)城市(shi)精細化(hua)(hua)(hua)治(zhi)理;“5”就是積極踐行數字化(hua)(hua)(hua)管理理念,著力(li)(li)提升科學決策、集(ji)團(tuan)管控(kong)、創(chuang)新發展(zhan)、風險防控(kong)、綜(zong)合保(bao)障5項核心能(neng)(neng)力(li)(li),推動(dong)實(shi)現國(guo)資國(guo)企(qi)治(zhi)理體(ti)系和(he)治(zhi)理能(neng)(neng)力(li)(li)現代化(hua)(hua)(hua)。

(二)完(wan)善體(ti)制機(ji)制,推(tui)動(dong)(dong)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)從(cong)“一(yi)(yi)(yi)把(ba)手工(gong)(gong)(gong)(gong)程(cheng)”向“全員(yuan)工(gong)(gong)(gong)(gong)程(cheng)”轉變(bian)。一(yi)(yi)(yi)是建(jian)立(li)健全網(wang)(wang)信(xin)(xin)領(ling)導(dao)體(ti)制,強化(hua)(hua)(hua)(hua)(hua)(hua)主體(ti)責(ze)(ze)任(ren)(ren)(ren)。明(ming)確各(ge)企(qi)(qi)業(ye)(ye)(ye)(ye)主要(yao)領(ling)導(dao)作(zuo)為網(wang)(wang)信(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)的第一(yi)(yi)(yi)責(ze)(ze)任(ren)(ren)(ren)人(ren),把(ba)推(tui)動(dong)(dong)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)發展作(zuo)為黨組織把(ba)方(fang)向、管(guan)大局、保(bao)落(luo)實的重要(yao)抓手,堅決貫徹落(luo)實國家和市(shi)委市(shi)政(zheng)府信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)方(fang)針、政(zheng)策,研究(jiu)決定(ding)企(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)發展戰(zhan)略及年(nian)(nian)度計(ji)(ji)劃,親自過問企(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)建(jian)設的重大事項(xiang)。二是調(diao)整優化(hua)(hua)(hua)(hua)(hua)(hua)機(ji)構(gou)設置(zhi),進一(yi)(yi)(yi)步明(ming)確職(zhi)責(ze)(ze)定(ding)位。推(tui)動(dong)(dong)企(qi)(qi)業(ye)(ye)(ye)(ye)網(wang)(wang)信(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)部(bu)門機(ji)構(gou)、職(zhi)能、人(ren)員(yuan)和責(ze)(ze)任(ren)(ren)(ren)“四落(luo)實”,多家企(qi)(qi)業(ye)(ye)(ye)(ye)新設了(le)一(yi)(yi)(yi)級(ji)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)獨(du)立(li)部(bu)門,具(ju)有一(yi)(yi)(yi)級(ji)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)獨(du)立(li)部(bu)門的市(shi)管(guan)企(qi)(qi)業(ye)(ye)(ye)(ye)數量超過80%。三是健全績(ji)效考(kao)核(he)機(ji)制,督促責(ze)(ze)任(ren)(ren)(ren)落(luo)實。將(jiang)企(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)納入企(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)年(nian)(nian)度經(jing)營業(ye)(ye)(ye)(ye)績(ji)考(kao)核(he),并(bing)由扣分制調(diao)整為計(ji)(ji)分制,實現(xian)從(cong)倒逼企(qi)(qi)業(ye)(ye)(ye)(ye)落(luo)實,到(dao)引導(dao)企(qi)(qi)業(ye)(ye)(ye)(ye)自主對(dui)標(biao)、主動(dong)(dong)提(ti)升(sheng)的轉變(bian)。目前,各(ge)企(qi)(qi)業(ye)(ye)(ye)(ye)同(tong)步建(jian)立(li)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)績(ji)效考(kao)核(he)制度,加強督查(cha)督辦和考(kao)核(he)問責(ze)(ze),確保(bao)層(ceng)層(ceng)落(luo)實信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)建(jian)設、應用、維護、升(sheng)級(ji)和優化(hua)(hua)(hua)(hua)(hua)(hua)的責(ze)(ze)任(ren)(ren)(ren),切(qie)實把(ba)網(wang)(wang)信(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)的責(ze)(ze)任(ren)(ren)(ren)傳遞到(dao)各(ge)級(ji)領(ling)導(dao)和基(ji)層(ceng)員(yuan)工(gong)(gong)(gong)(gong),企(qi)(qi)業(ye)(ye)(ye)(ye)考(kao)核(he)基(ji)本覆蓋重要(yao)子企(qi)(qi)業(ye)(ye)(ye)(ye)。

(三(san))實(shi)施“展(zhan)(zhan)(zhan)(zhan)e計(ji)(ji)劃”,加快(kuai)推動市(shi)(shi)(shi)管(guan)企(qi)業(ye)信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)發展(zhan)(zhan)(zhan)(zhan)。落實(shi)市(shi)(shi)(shi)委市(shi)(shi)(shi)政府(fu)《進(jin)(jin)一(yi)(yi)步深化(hua)(hua)市(shi)(shi)(shi)管(guan)國(guo)資國(guo)企(qi)改革推動更高(gao)質(zhi)量發展(zhan)(zhan)(zhan)(zhan)的(de)“三(san)年行動”方(fang)案(an)(2018--2020年)》,組(zu)織企(qi)業(ye)制定實(shi)施企(qi)業(ye)信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)水(shui)(shui)(shui)平提(ti)(ti)升計(ji)(ji)劃(展(zhan)(zhan)(zhan)(zhan)e計(ji)(ji)劃)。一(yi)(yi)是強化(hua)(hua)政策導(dao)向(xiang),完善信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)水(shui)(shui)(shui)平測(ce)(ce)(ce)評(ping)(ping)指(zhi)(zhi)標體系。堅持繼承與(yu)發展(zhan)(zhan)(zhan)(zhan)相統一(yi)(yi),橫縱對(dui)(dui)(dui)比(bi)相統一(yi)(yi),在2015年基(ji)礎上(shang)從頂層設(she)計(ji)(ji)、集(ji)(ji)(ji)團管(guan)控、網(wang)絡安全(quan)(quan)、集(ji)(ji)(ji)約(yue)化(hua)(hua)發展(zhan)(zhan)(zhan)(zhan)等方(fang)面(mian),對(dui)(dui)(dui)約(yue)70%的(de)采集(ji)(ji)(ji)項(xiang)進(jin)(jin)行了(le)修改完善。從6個方(fang)面(mian)精(jing)選13項(xiang)關鍵(jian)指(zhi)(zhi)標,引導(dao)企(qi)業(ye)進(jin)(jin)一(yi)(yi)步完善體制機制,加快(kuai)集(ji)(ji)(ji)約(yue)化(hua)(hua)建(jian)設(she),提(ti)(ti)升數據治理(li)(li)、風(feng)險感(gan)知和(he)應急處置(zhi)能(neng)力(li)。二是立足客觀公正,完善信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)水(shui)(shui)(shui)平測(ce)(ce)(ce)評(ping)(ping)機制。在全(quan)(quan)系統組(zu)建(jian)信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)測(ce)(ce)(ce)評(ping)(ping)專家組(zu),統一(yi)(yi)編組(zu),對(dui)(dui)(dui)企(qi)業(ye)信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)、用(yong)、管(guan)、維全(quan)(quan)面(mian)綜合(he)(he)評(ping)(ping)估,允許符合(he)(he)測(ce)(ce)(ce)評(ping)(ping)指(zhi)(zhi)標精(jing)神、符合(he)(he)企(qi)業(ye)生產(chan)經營(ying)的(de)未(wei)匹(pi)配指(zhi)(zhi)標視同(tong)(tong)得分(fen),避免信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)設(she)與(yu)企(qi)業(ye)發展(zhan)(zhan)(zhan)(zhan)“兩(liang)張皮”。“不唯分(fen)、不唯排名”,注重溝通交(jiao)流,突出信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)設(she)成(cheng)果經驗交(jiao)流與(yu)共享,推動由單一(yi)(yi)測(ce)(ce)(ce)評(ping)(ping)評(ping)(ping)分(fen)工作,逐(zhu)漸拓展(zhan)(zhan)(zhan)(zhan)為交(jiao)流、共享、互學、互促(cu)、互幫、互助(zhu)共同(tong)(tong)提(ti)(ti)升的(de)一(yi)(yi)項(xiang)工作。三(san)是注重提(ti)(ti)升IT績效,推動高(gao)質(zhi)量發展(zhan)(zhan)(zhan)(zhan)。將信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)測(ce)(ce)(ce)評(ping)(ping)納(na)入(ru)業(ye)績考核,分(fen)類評(ping)(ping)價,針對(dui)(dui)(dui)企(qi)業(ye)信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)水(shui)(shui)(shui)平級別合(he)(he)理(li)(li)設(she)置(zhi)工作難度,倒逼(bi)發展(zhan)(zhan)(zhan)(zhan)。設(she)置(zhi)成(cheng)長因子(zi),在鼓(gu)勵企(qi)業(ye)系統對(dui)(dui)(dui)標的(de)同(tong)(tong)時(shi),強化(hua)(hua)自我對(dui)(dui)(dui)標,快(kuai)速成(cheng)長,讓優(you)(you)者更優(you)(you),劣者奮勇(yong),中間加速攀(pan)登。通過“展(zhan)(zhan)(zhan)(zhan)e計(ji)(ji)劃”探(tan)索(suo)信(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)在引領(ling)企(qi)業(ye)轉型發展(zhan)(zhan)(zhan)(zhan)、重大工程項(xiang)目建(jian)設(she)、城(cheng)市(shi)(shi)(shi)運行精(jing)細(xi)化(hua)(hua)管(guan)理(li)(li)等方(fang)面(mian)的(de)應用(yong),涌現出一(yi)(yi)大批優(you)(you)質(zhi)示范項(xiang)目。

按照中(zhong)央關(guan)于全面(mian)深化(hua)國(guo)(guo)資(zi)國(guo)(guo)企改革(ge)和高質(zhi)量(liang)發展(zhan)的(de)(de)戰略部署,市國(guo)(guo)資(zi)委構建(jian)了“1+31”的(de)(de)改革(ge)政策(ce)體(ti)系和“1+14”的(de)(de)高質(zhi)量(liang)發展(zhan)政策(ce)體(ti)系。信(xin)息(xi)化(hua)工(gong)作緊緊圍繞“管資(zi)本(ben)為主”導向,積極探索打造出資(zi)人監管信(xin)息(xi)化(hua)平臺,加快推動國(guo)(guo)資(zi)監管流(liu)程方式(shi)重塑再造。

二、立足職能轉變,探索創新國資監管新方式

圍繞服務(wu)“三歸(gui)位”,著力探索更多市場化(hua)(hua)、法治化(hua)(hua)、信(xin)(xin)息(xi)(xi)化(hua)(hua)監管方式(shi),通過強化(hua)(hua)流程整合、數據共享,推動實現動態協同監管,一批立足服務(wu)職能轉變(bian)的信(xin)(xin)息(xi)(xi)系統相繼(ji)上線,國資監管與信(xin)(xin)息(xi)(xi)化(hua)(hua)深度融合成效初顯(xian)。

(一)探索開展數(shu)據(ju)匯(hui)(hui)聚(ju),促進監管(guan)共(gong)(gong)享協同(tong)。以國(guo)(guo)資監管(guan)業務全景圖和數(shu)據(ju)視圖為(wei)主線,匯(hui)(hui)聚(ju)國(guo)(guo)資監管(guan)數(shu)據(ju),明確數(shu)據(ju)標(biao)準,加強數(shu)據(ju)整合(he),建立了規劃對標(biao)、財務分析(xi)、產權分析(xi)、土地分析(xi)等監測(ce)專題服務決(jue)策(ce)支持,目前共(gong)(gong)匯(hui)(hui)聚(ju)14097項(xiang)數(shu)據(ju),共(gong)(gong)享4760項(xiang)數(shu)據(ju),為(wei)增強國(guo)(guo)資監管(guan)合(he)力(li)提供了基(ji)礎支撐。

(二)開展信(xin)息(xi)(xi)披(pi)露(lu)試點(dian),探索(suo)推進(jin)協同(tong)監管(guan)(guan)。落實(shi)(shi)推進(jin)依(yi)法(fa)放權要(yao)求,探索(suo)創新(xin)市(shi)(shi)場化監管(guan)(guan)方式,參照上(shang)市(shi)(shi)公(gong)司信(xin)息(xi)(xi)披(pi)露(lu)實(shi)(shi)踐,開展市(shi)(shi)管(guan)(guan)企業信(xin)息(xi)(xi)披(pi)露(lu)工作試點(dian)。一是把(ba)握(wo)國(guo)資(zi)國(guo)企改革要(yao)求,明(ming)確(que)信(xin)息(xi)(xi)披(pi)露(lu)內(nei)容。從企業法(fa)人治理、重(zhong)大(da)投(tou)資(zi)行為、重(zhong)大(da)擔保(bao)、落實(shi)(shi)市(shi)(shi)委(wei)市(shi)(shi)政府重(zhong)大(da)專項(xiang)任(ren)務(wu)等方面,確(que)定28項(xiang)信(xin)息(xi)(xi)披(pi)露(lu)事(shi)項(xiang),切實(shi)(shi)保(bao)障出資(zi)人知情權。二是建立健全運(yun)行機(ji)制,推動企業披(pi)露(lu)信(xin)息(xi)(xi)共享協同(tong)應(ying)用。支持(chi)信(xin)息(xi)(xi)披(pi)露(lu)報告(gao)的在線報送、委(wei)內(nei)分發,打通(tong)信(xin)息(xi)(xi)披(pi)露(lu)和OA系(xi)統(tong)的通(tong)道,實(shi)(shi)現(xian)領(ling)導批(pi)示、會商等功(gong)能,支撐基(ji)于信(xin)息(xi)(xi)披(pi)露(lu)報告(gao)開展協同(tong)監管(guan)(guan)。

(三)創新投資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)理(li)(li)念(nian),支(zhi)撐(cheng)推進(jin)過(guo)(guo)程(cheng)監(jian)(jian)管(guan)(guan)(guan)。建設(she)(she)事(shi)(shi)前(qian)規(gui)(gui)(gui)范、事(shi)(shi)中(zhong)監(jian)(jian)控(kong)(kong)、事(shi)(shi)后問責的(de)(de)(de)(de)投資(zi)(zi)(zi)(zi)(zi)全(quan)過(guo)(guo)程(cheng)監(jian)(jian)管(guan)(guan)(guan)信息(xi)系(xi)統(tong),支(zhi)撐(cheng)投資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)理(li)(li)念(nian)從(cong)審批具體項(xiang)(xiang)(xiang)目(mu)(mu)向(xiang)管(guan)(guan)(guan)投向(xiang)、管(guan)(guan)(guan)程(cheng)序、管(guan)(guan)(guan)回(hui)報、管(guan)(guan)(guan)風險的(de)(de)(de)(de)四位一體監(jian)(jian)管(guan)(guan)(guan)轉變,有效(xiao)保障投資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)督管(guan)(guan)(guan)理(li)(li)辦法的(de)(de)(de)(de)施行,全(quan)面引導企業規(gui)(gui)(gui)范投資(zi)(zi)(zi)(zi)(zi)。一是強(qiang)化(hua)(hua)事(shi)(shi)前(qian)規(gui)(gui)(gui)范,推動(dong)依(yi)(yi)法監(jian)(jian)管(guan)(guan)(guan)。對企業投資(zi)(zi)(zi)(zi)(zi)管(guan)(guan)(guan)理(li)(li)制度體系(xi)的(de)(de)(de)(de)完整性進(jin)行事(shi)(shi)前(qian)核驗,從(cong)源頭(tou)保障企業投資(zi)(zi)(zi)(zi)(zi)行為依(yi)(yi)法合規(gui)(gui)(gui)。二是聚焦(jiao)投資(zi)(zi)(zi)(zi)(zi)方向(xiang)分析(xi),推動(dong)全(quan)方位監(jian)(jian)管(guan)(guan)(guan)。歸集全(quan)系(xi)統(tong)、全(quan)級次投資(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目(mu)(mu)數據,按項(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)(de)(de)投資(zi)(zi)(zi)(zi)(zi)主體、投資(zi)(zi)(zi)(zi)(zi)類別、投資(zi)(zi)(zi)(zi)(zi)方向(xiang)、投資(zi)(zi)(zi)(zi)(zi)地域、投資(zi)(zi)(zi)(zi)(zi)目(mu)(mu)的(de)(de)(de)(de)等(deng)多維度組合分析(xi),實現項(xiang)(xiang)(xiang)目(mu)(mu)全(quan)方位透視(shi)和(he)管(guan)(guan)(guan)理(li)(li)。三是跟(gen)蹤投資(zi)(zi)(zi)(zi)(zi)績(ji)效(xiao)管(guan)(guan)(guan)理(li)(li),實現全(quan)過(guo)(guo)程(cheng)監(jian)(jian)管(guan)(guan)(guan)。對企業重(zhong)大投資(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目(mu)(mu)決策、執行和(he)效(xiao)果(guo)進(jin)行隨機監(jian)(jian)督檢(jian)查,實時把控(kong)(kong)過(guo)(guo)程(cheng)風險,強(qiang)化(hua)(hua)事(shi)(shi)中(zhong)監(jian)(jian)控(kong)(kong),匯聚投資(zi)(zi)(zi)(zi)(zi)全(quan)生(sheng)命(ming)周期(qi)信息(xi),為項(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)(de)(de)績(ji)效(xiao)評價和(he)問責提(ti)供依(yi)(yi)據。系(xi)統(tong)建設(she)(she)過(guo)(guo)程(cheng)中(zhong),委領(ling)導特別提(ti)出(chu)“系(xi)統(tong)不上線,辦法不發布”,信息(xi)化(hua)(hua)已成為推動(dong)和(he)支(zhi)撐(cheng)國(guo)資(zi)(zi)(zi)(zi)(zi)國(guo)企改革的(de)(de)(de)(de)重(zhong)要力量。

三、倡導統籌共建,推進國資委系統應用建設平臺化

踐行(xing)集約化發展理念,探索“共籌、共建(jian)(jian)、共享”信息化建(jian)(jian)設(she)模式(shi),推(tui)動市(shi)管企業以市(shi)場化機制推(tui)進云計(ji)算、大數據、社保平臺(tai)、共性應用、信息化專家人(ren)才等資源共享合作,降(jiang)低信息化建(jian)(jian)設(she)成本,提升項(xiang)目質量(liang)。

(一)支(zhi)持信息(xi)服務(wu)(wu)業(ye)(ye)(ye)(ye)打造國(guo)企(qi)(qi)(qi)(qi)創(chuang)(chuang)新發展(zhan)云(yun)(yun)平(ping)臺(tai)(tai)。支(zhi)持市(shi)管(guan)(guan)信息(xi)化(hua)(hua)服務(wu)(wu)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),建設完善“國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)創(chuang)(chuang)新發展(zhan)云(yun)(yun)平(ping)臺(tai)(tai)”,面(mian)向市(shi)管(guan)(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)提供云(yun)(yun)計(ji)算(suan)、云(yun)(yun)存儲和云(yun)(yun)安(an)全(quan)等基礎性服務(wu)(wu)。引導北控大數(shu)據集團公司,探索匯聚(ju)城市(shi)運(yun)行服務(wu)(wu)保障(zhang)領域(yu)關鍵數(shu)據的有效途徑,創(chuang)(chuang)新智慧城市(shi)運(yun)行云(yun)(yun)平(ping)臺(tai)(tai)商業(ye)(ye)(ye)(ye)模式(shi),搶占信息(xi)服務(wu)(wu)業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)鏈制高點。鼓勵市(shi)管(guan)(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)通過云(yun)(yun)平(ping)臺(tai)(tai),在資源(yuan)集約化(hua)(hua)利(li)用、共(gong)性業(ye)(ye)(ye)(ye)務(wu)(wu)系(xi)統建設、網絡安(an)全(quan)等方面(mian)加(jia)強合作,推動企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)從自建自運(yun)維向購買服務(wu)(wu)轉(zhuan)變,促進國(guo)資系(xi)統內(nei)資源(yuan)的優化(hua)(hua)配置(zhi),加(jia)快提升(sheng)市(shi)管(guan)(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信息(xi)化(hua)(hua)水平(ping),實現互利(li)共(gong)贏。

(二)搭建(jian)“國(guo)(guo)資云(yun)通”移(yi)(yi)(yi)動(dong)(dong)(dong)平(ping)臺(tai),培育國(guo)(guo)資監(jian)管(guan)(guan)(guan)移(yi)(yi)(yi)動(dong)(dong)(dong)新(xin)生態。為(wei)更加高效地貫徹落實市(shi)委(wei)(wei)市(shi)政府各項重(zhong)大(da)決(jue)策部(bu)署(shu),進一步(bu)健(jian)全信息溝(gou)通扁平(ping)化工作(zuo)機制(zhi),增(zeng)強突(tu)發(fa)(fa)事件(jian)應(ying)急處置能力,加快提升國(guo)(guo)資系(xi)統(tong)信息化水(shui)平(ping),響應(ying)市(shi)管(guan)(guan)(guan)企(qi)(qi)業廣泛需求,依托國(guo)(guo)有企(qi)(qi)業創新(xin)發(fa)(fa)展(zhan)云(yun)平(ping)臺(tai),支持建(jian)設了(le)國(guo)(guo)資系(xi)統(tong)云(yun)通訊移(yi)(yi)(yi)動(dong)(dong)(dong)應(ying)用平(ping)臺(tai)(簡稱(cheng)“國(guo)(guo)資云(yun)通”)。該平(ping)臺(tai)定位為(wei)北(bei)京市(shi)國(guo)(guo)資委(wei)(wei)與市(shi)管(guan)(guan)(guan)企(qi)(qi)業及相關子企(qi)(qi)業的(de)即時(shi)(shi)通訊平(ping)臺(tai),首批部(bu)署(shu)上線的(de)國(guo)(guo)資監(jian)管(guan)(guan)(guan)移(yi)(yi)(yi)動(dong)(dong)(dong)應(ying)用包括黨組織換屆督導、重(zhong)大(da)活(huo)動(dong)(dong)(dong)服(fu)務保(bao)障,及安(an)全生產、輿情監(jian)測(ce)信息報送等。同時(shi)(shi),該平(ping)臺(tai)被(bei)確定為(wei)移(yi)(yi)(yi)動(dong)(dong)(dong)應(ying)用的(de)發(fa)(fa)布平(ping)臺(tai),作(zuo)為(wei)加快提升服(fu)務企(qi)(qi)業質(zhi)量(liang),拓寬平(ping)臺(tai)化發(fa)(fa)展(zhan)路徑,努力打造(zao)國(guo)(guo)資系(xi)統(tong)移(yi)(yi)(yi)動(dong)(dong)(dong)空間新(xin)生態,探(tan)索創新(xin)國(guo)(guo)資監(jian)管(guan)(guan)(guan)方式的(de)重(zhong)要嘗試。今年3月試運行以來,委(wei)(wei)內移(yi)(yi)(yi)動(dong)(dong)(dong)辦公OA系(xi)統(tong)同步(bu)上線,文件(jian)通過(guo)移(yi)(yi)(yi)動(dong)(dong)(dong)OA的(de)辦理(li)比例達到50%,有力地支持了(le)重(zhong)保(bao)期各項保(bao)障工作(zuo)。

(三(san))統籌建設(she)非(fei)經(jing)資(zi)產(chan)管(guan)(guan)(guan)理平臺,有效(xiao)提升剝離(li)國有企(qi)業(ye)辦(ban)社會職能(neng)和解決(jue)歷史(shi)遺留問題(ti)工作效(xiao)率(lv)。通過非(fei)經(jing)營性資(zi)產(chan)管(guan)(guan)(guan)理平臺,實現非(fei)經(jing)資(zi)產(chan)的接收管(guan)(guan)(guan)理、物(wu)業(ye)服(fu)務(wu)、資(zi)產(chan)運營數(shu)字化(hua)、自動化(hua),打通線(xian)上(shang)線(xian)下渠(qu)道,串(chuan)聯危(wei)舊(jiu)房屋綜合整治等關聯產(chan)業(ye),有效(xiao)整合非(fei)經(jing)資(zi)產(chan)處置全鏈條工作,大(da)幅(fu)提升工作效(xiao)率(lv)。目前,除對本市國有企(qi)業(ye)非(fei)經(jing)資(zi)產(chan)實行專(zhuan)業(ye)化(hua)管(guan)(guan)(guan)理外,承接在京中央企(qi)業(ye)“三(san)供(gong)一業(ye)”分(fen)離(li)移交(jiao)任務(wu)也在快速推進,已服(fu)務(wu)非(fei)經(jing)資(zi)產(chan)超(chao)過2611萬(wan)平米。

信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)(gong)作是一(yi)(yi)(yi)項復雜的(de)系統(tong)工(gong)(gong)程,做好(hao)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)工(gong)(gong)作,一(yi)(yi)(yi)是要堅持(chi)政(zheng)策導向(xiang)(xiang)、問(wen)題導向(xiang)(xiang)、需(xu)求導向(xiang)(xiang)、目(mu)標導向(xiang)(xiang)。突出(chu)解決實際問(wen)題,不過(guo)度追求技術突破,堅決不為(wei)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)而信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)。二(er)是要堅持(chi)放(fang)管(guan)(guan)服(fu)相結合。通過(guo)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)手段(duan),明(ming)確權責事項,明(ming)確主(zhu)體責任和管(guan)(guan)理(li)流程,突出(chu)強化(hua)(hua)事中、事后綜合監(jian)(jian)管(guan)(guan),避免重復監(jian)(jian)管(guan)(guan)、多頭監(jian)(jian)管(guan)(guan),確保權力放(fang)得下(xia),資(zi)(zi)本管(guan)(guan)的(de)住。三是要堅持(chi)業務(wu)主(zhu)導、信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)統(tong)籌。聚焦(jiao)業務(wu)痛點(dian)、難點(dian)、堵(du)點(dian),明(ming)確業務(wu)政(zheng)策、需(xu)求、數(shu)(shu)據(ju)和流程,信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)部門(men)在熟悉業務(wu)和政(zheng)策的(de)基礎(chu)上,統(tong)籌各方力量和資(zi)(zi)源(yuan),聚焦(jiao)協同聯動、流程再造、系統(tong)整合,從“怎么(me)建(jian)(jian)成”提(ti)升(sheng)(sheng)到“怎么(me)建(jian)(jian)好(hao)”。四是要堅持(chi)數(shu)(shu)據(ju)資(zi)(zi)產(chan)化(hua)(hua)管(guan)(guan)理(li)。改變傳統(tong)思路中數(shu)(shu)據(ju)附屬于業務(wu)的(de)設(she)計方式,推進(jin)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)數(shu)(shu)據(ju)資(zi)(zi)產(chan)化(hua)(hua)、資(zi)(zi)產(chan)服(fu)務(wu)化(hua)(hua),進(jin)一(yi)(yi)(yi)步(bu)發掘、用好(hao)數(shu)(shu)據(ju)價(jia)值,提(ti)升(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)工(gong)(gong)作效能。下(xia)一(yi)(yi)(yi)步(bu),北京市國(guo)(guo)(guo)資(zi)(zi)委(wei)將(jiang)按照國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)(zi)委(wei)統(tong)一(yi)(yi)(yi)部署,扎實開展好(hao)全(quan)國(guo)(guo)(guo)性國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企在線系統(tong)建(jian)(jian)設(she)工(gong)(gong)作,為(wei)構建(jian)(jian)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)大格(ge)局提(ti)供有力支撐。
