圍繞“兩新目(mu)標” 積極探索推動
努力開創指導監督地(di)方國資工作新局面
——在全國國資委系統指導監督工作座談會(hui)上的講(jiang)話

這次會(hui)(hui)議是(shi)在“十二五”開(kai)局之年,國(guo)(guo)資(zi)監(jian)(jian)管和(he)國(guo)(guo)企(qi)改革進入新階(jie)段召(zhao)開(kai)的(de)一(yi)(yi)次重(zhong)要(yao)(yao)會(hui)(hui)議。會(hui)(hui)議的(de)主要(yao)(yao)任(ren)(ren)務是(shi):總結杭州會(hui)(hui)議以(yi)來指導(dao)監(jian)(jian)督(du)地(di)方國(guo)(guo)資(zi)工(gong)(gong)(gong)作(zuo)的(de)進展和(he)成(cheng)效,交流(liu)各地(di)好的(de)做(zuo)法和(he)經(jing)驗,圍繞(rao)“國(guo)(guo)資(zi)監(jian)(jian)管上(shang)(shang)新水平、國(guo)(guo)企(qi)發展上(shang)(shang)新臺階(jie)”的(de)“兩(liang)新目標”,研(yan)究“十二五”時期指導(dao)監(jian)(jian)督(du)地(di)方國(guo)(guo)資(zi)工(gong)(gong)(gong)作(zuo)的(de)總體思(si)路和(he)工(gong)(gong)(gong)作(zuo)重(zhong)點,提出做(zuo)好下一(yi)(yi)步工(gong)(gong)(gong)作(zuo)的(de)具體措施。國(guo)(guo)務院國(guo)(guo)資(zi)委對這次會(hui)(hui)議高度重(zhong)視,國(guo)(guo)資(zi)委主任(ren)(ren)、黨委書記王勇(yong)同(tong)志做(zuo)出重(zhong)要(yao)(yao)批示,對進一(yi)(yi)步加強指導(dao)監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)提出明確要(yao)(yao)求。大家要(yao)(yao)認真(zhen)學習領會(hui)(hui),全面貫徹落實。下面,我講(jiang)三點意(yi)見。
一、指導(dao)監督(du)地方國資工作取得(de)新進(jin)展新成效(xiao)
去年杭州會議(yi)以(yi)來,國(guo)(guo)(guo)資委系統緊緊圍繞國(guo)(guo)(guo)資監(jian)(jian)管和國(guo)(guo)(guo)企改革發(fa)展的(de)中心(xin)任務(wu),大力(li)推進(jin)(jin)(jin)指導(dao)監(jian)(jian)督工作,國(guo)(guo)(guo)資系統一盤(pan)棋理念進(jin)(jin)(jin)一步(bu)(bu)增強,上下級國(guo)(guo)(guo)資委溝通聯系進(jin)(jin)(jin)一步(bu)(bu)密切,工作合力(li)進(jin)(jin)(jin)一步(bu)(bu)形(xing)成,指導(dao)監(jian)(jian)督工作取得新(xin)的(de)進(jin)(jin)(jin)展和成效(xiao)。
(一)加強組(zu)織領(ling)導,指(zhi)導監督工作(zuo)機(ji)制基本形成。
分(fen)管(guan)(guan)領(ling)導(dao)和工(gong)(gong)(gong)作(zuo)機構(gou)全面落實(shi)(shi)。各(ge)省級國(guo)資(zi)(zi)委(wei)(wei)(wei)將指導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)擺上重要(yao)議事日(ri)程,普遍成(cheng)立了(le)指導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)領(ling)導(dao)小組,不少(shao)地(di)方國(guo)資(zi)(zi)委(wei)(wei)(wei)由一把手(shou)親(qin)自(zi)擔任領(ling)導(dao)小組組長,同時明(ming)確了(le)委(wei)(wei)(wei)內(nei)牽頭(tou)處(chu)室(shi)(shi),建立了(le)各(ge)處(chu)室(shi)(shi)之間(jian)的分(fen)工(gong)(gong)(gong)協調(diao)機制。北京市(shi)國(guo)資(zi)(zi)委(wei)(wei)(wei)將36項(xiang)工(gong)(gong)(gong)作(zuo)任務分(fen)解到16個處(chu)室(shi)(shi)。山東省國(guo)資(zi)(zi)委(wei)(wei)(wei)將各(ge)處(chu)室(shi)(shi)指導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)開展情況列入年度考核內(nei)容(rong)。上海市(shi)國(guo)資(zi)(zi)委(wei)(wei)(wei)對區縣國(guo)資(zi)(zi)監(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)中遇到的難題,由各(ge)業務處(chu)室(shi)(shi)實(shi)(shi)行對口“一條龍”服務。通(tong)過落實(shi)(shi)分(fen)管(guan)(guan)領(ling)導(dao)和工(gong)(gong)(gong)作(zuo)機構(gou),初步(bu)形成(cheng)了(le)職責明(ming)確、統籌協調(diao)、分(fen)工(gong)(gong)(gong)負責的指導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)組織(zhi)體系。
指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)制度建(jian)設不斷加強(qiang)。國(guo)務院(yuan)國(guo)資(zi)委(wei)修訂發布了《地方(fang)國(guo)有資(zi)產監(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)辦法(fa)》(以下簡(jian)稱《指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)辦法(fa)》),按(an)照“指(zhi)(zhi)(zhi)導(dao)(dao)(dao)、溝通、交流、服務”的(de)(de)原則,明確指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)機制和(he)主要工(gong)(gong)作(zuo)事項,進一步(bu)規范了指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)的(de)(de)主要方(fang)式和(he)途徑。上海市(shi)國(guo)資(zi)委(wei)制定了《指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)辦法(fa)》的(de)(de)實施(shi)細則,將(jiang)區縣貫徹執行(xing)國(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)政策法(fa)規情況作(zuo)為指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)重(zhong)點。湖南、湖北、四川、重(zhong)慶、甘肅、內蒙、新疆生產建(jian)設兵團等省區市(shi)國(guo)資(zi)委(wei)出臺(tai)了加強(qiang)市(shi)、縣級國(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)的(de)(de)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)辦法(fa),探索建(jian)立政策指(zhi)(zhi)(zhi)導(dao)(dao)(dao)與(yu)具體指(zhi)(zhi)(zhi)導(dao)(dao)(dao)、日常指(zhi)(zhi)(zhi)導(dao)(dao)(dao)與(yu)專項指(zhi)(zhi)(zhi)導(dao)(dao)(dao)相結合的(de)(de)工(gong)(gong)作(zuo)體系。
上(shang)下級(ji)國(guo)(guo)資(zi)委之間(jian)的溝通交(jiao)流(liu)平(ping)(ping)臺(tai)逐步形(xing)成(cheng)。國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)委定期編發簡(jian)報,及時傳達(da)指導監督工(gong)作要求(qiu),交(jiao)流(liu)推廣各地(di)國(guo)(guo)資(zi)監管的特色做法和先進(jin)經驗,同時加快建立地(di)方(fang)國(guo)(guo)資(zi)監管信息(xi)資(zi)源系統,嘗試指導監督基礎數(shu)據的整(zheng)合(he)與利用。福建、安徽等省(sheng)(sheng)國(guo)(guo)資(zi)委健全(quan)監管工(gong)作體(ti)系,形(xing)成(cheng)了(le)覆(fu)蓋全(quan)省(sheng)(sheng)的基礎數(shu)據網(wang)絡。遼(liao)寧省(sheng)(sheng)國(guo)(guo)資(zi)委通過與地(di)市國(guo)(guo)資(zi)委辦(ban)公信息(xi)系統聯網(wang),確保了(le)重(zhong)要信息(xi)及時上(shang)報。國(guo)(guo)資(zi)委系統運用溝通交(jiao)流(liu)平(ping)(ping)臺(tai),有力地(di)促進(jin)了(le)相互之間(jian)的學(xue)習借鑒和信息(xi)共享。
(二(er))創新方式(shi)方法,指導(dao)監(jian)督(du)工作全面展(zhan)開(kai)。
精心規劃(hua)(hua)(hua)部署指導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)。國(guo)(guo)務(wu)院國(guo)(guo)資(zi)委(wei)(wei)印發年(nian)度工(gong)(gong)作(zuo)計劃(hua)(hua)(hua),明確了(le)(le)2011年(nian)指導(dao)監(jian)督(du)(du)的40項工(gong)(gong)作(zuo)任務(wu)和責任廳局。湖南、新疆、西藏、廈門等(deng)許多省市(shi)國(guo)(guo)資(zi)委(wei)(wei)也(ye)制定了(le)(le)指導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)年(nian)度計劃(hua)(hua)(hua)。福建、江西、陜西等(deng)省市(shi)國(guo)(guo)資(zi)委(wei)(wei)專門組織召開(kai)了(le)(le)全(quan)(quan)省指導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)會議。北京(jing)市(shi)國(guo)(guo)資(zi)委(wei)(wei)邀(yao)請區(qu)縣政府主管(guan)領導(dao)參加國(guo)(guo)資(zi)監(jian)管(guan)工(gong)(gong)作(zuo)會議,全(quan)(quan)面(mian)(mian)部署了(le)(le)區(qu)縣國(guo)(guo)資(zi)監(jian)管(guan)重點工(gong)(gong)作(zuo)。四川省國(guo)(guo)資(zi)委(wei)(wei)召開(kai)研討會,研究部署“十二(er)五”時期(qi)指導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)的總體(ti)思路、重點任務(wu)和工(gong)(gong)作(zuo)措施(shi)。通過工(gong)(gong)作(zuo)計劃(hua)(hua)(hua)和會議部署,各(ge)地指導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)開(kai)始全(quan)(quan)面(mian)(mian)啟動,并初步打開(kai)了(le)(le)工(gong)(gong)作(zuo)局面(mian)(mian)。
深入調研(yan)摸清指(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)面(mian)上情況。今(jin)年上半年,國(guo)(guo)資(zi)委(wei)(wei)法規局赴13個省市(shi)(shi)(shi)(shi)深入了解地(di)方國(guo)(guo)資(zi)監(jian)管機構建(jian)設、全覆蓋監(jian)管、融資(zi)平臺公司經營等方面(mian)的(de)情況和問(wen)題(ti),并提交了有關調研(yan)報告和上報的(de)專題(ti)信息。福建(jian)省國(guo)(guo)資(zi)委(wei)(wei)對(dui)市(shi)(shi)(shi)(shi)、縣(xian)(xian)國(guo)(guo)資(zi)監(jian)管工(gong)作(zuo)和指(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)工(gong)作(zuo)情況進(jin)行全面(mian)調研(yan)。山東省國(guo)(guo)資(zi)委(wei)(wei)針對(dui)部(bu)分(fen)地(di)市(shi)(shi)(shi)(shi)出現(xian)的(de)國(guo)(guo)資(zi)委(wei)(wei)監(jian)管企業劃回原主管部(bu)門的(de)體制回潮現(xian)象,由委(wei)(wei)領導(dao)(dao)分(fen)頭帶隊進(jin)行集中調研(yan)督(du)(du)導(dao)(dao)。安徽省國(guo)(guo)資(zi)委(wei)(wei)建(jian)立了委(wei)(wei)領導(dao)(dao)班子聯系點制度,每人分(fen)別(bie)聯系2-3個地(di)市(shi)(shi)(shi)(shi)國(guo)(guo)資(zi)委(wei)(wei),定期開展調研(yan)指(zhi)(zhi)導(dao)(dao)。四川、黑(hei)龍(long)江(jiang)等省國(guo)(guo)資(zi)委(wei)(wei)分(fen)片區開展專題(ti)調研(yan),實地(di)協調解決(jue)市(shi)(shi)(shi)(shi)縣(xian)(xian)國(guo)(guo)資(zi)監(jian)管機構的(de)困(kun)難和問(wen)題(ti)。通過開展廣泛深入的(de)調查研(yan)究,進(jin)一步增強了指(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)工(gong)作(zuo)的(de)針對(dui)性和有效性。
注重發揮(hui)先進(jin)典(dian)型示范(fan)引(yin)路(lu)作(zuo)用。河南(nan)、云(yun)南(nan)、青(qing)島等(deng)(deng)省(sheng)市(shi)對下(xia)級國(guo)資(zi)(zi)監管工作(zuo)進(jin)行評優表彰,樹立先進(jin)典(dian)型。山東省(sheng)國(guo)資(zi)(zi)委(wei)總結推廣濟(ji)寧、聊城、棗(zao)莊等(deng)(deng)地(di)市(shi)國(guo)資(zi)(zi)委(wei)在(zai)加強職能建設、強化(hua)考核培(pei)訓(xun)等(deng)(deng)方(fang)面的(de)經驗(yan)和做(zuo)法。寧夏自(zi)治區國(guo)資(zi)(zi)委(wei)指導(dao)推動全(quan)區國(guo)有企(qi)(qi)業開展(zhan)與(yu)全(quan)國(guo)先進(jin)企(qi)(qi)業、全(quan)區先進(jin)企(qi)(qi)業、本行業先進(jin)企(qi)(qi)業的(de)“三(san)對標”活動。各地(di)通過總結推廣特色做(zuo)法和先進(jin)經驗(yan),以點帶面,使指導(dao)監督工作(zuo)的(de)引(yin)領示范(fan)效應得(de)到較(jiao)好體現。
不斷強(qiang)化和豐富指導(dao)(dao)監(jian)督工(gong)作內涵。國務院國資(zi)委(wei)先后組織召開國資(zi)委(wei)系(xi)(xi)統財務監(jian)督、產(chan)權管理、業(ye)績考核、收益分(fen)配(pei)、改(gai)革改(gai)制(zhi)、董事會與監(jian)事會工(gong)作、紀檢(jian)監(jian)察等專題(ti)會議和培(pei)訓(xun)班,對(dui)各(ge)地國資(zi)監(jian)管工(gong)作進(jin)行專項(xiang)指導(dao)(dao)。深(shen)圳、上(shang)海、河北(bei)、大連等部分(fen)省(sheng)市(shi)(shi)國資(zi)委(wei)在本(ben)地區積極探索(suo)推進(jin)經濟增加(jia)值考核,引導(dao)(dao)國有(you)(you)企業(ye)增強(qiang)價(jia)值創造(zao)能力(li),提高發展質量和效益。云南、江(jiang)蘇等省(sheng)國資(zi)委(wei)組織對(dui)地市(shi)(shi)國有(you)(you)企業(ye)生(sheng)產(chan)經營狀況進(jin)行綜(zong)合分(fen)析(xi),全(quan)(quan)面掌握地市(shi)(shi)國有(you)(you)經濟的(de)運行情況。廣東省(sheng)國資(zi)委(wei)指導(dao)(dao)地市(shi)(shi)國資(zi)委(wei)建立健(jian)全(quan)(quan)國有(you)(you)企業(ye)財務快(kuai)報(bao)制(zhi)度。江(jiang)蘇、湖北(bei)等省(sheng)國資(zi)委(wei)統一全(quan)(quan)省(sheng)企業(ye)國有(you)(you)產(chan)權交易信息發布,實行產(chan)權交易網上(shang)動(dong)態監(jian)測。加(jia)強(qiang)對(dui)國資(zi)監(jian)管各(ge)項(xiang)專題(ti)工(gong)作的(de)指導(dao)(dao)推動(dong),已經成為國資(zi)委(wei)系(xi)(xi)統加(jia)強(qiang)聯(lian)系(xi)(xi)、共同提高的(de)重要(yao)紐帶。
(三)突出工作(zuo)重(zhong)點,指導監督(du)效果初步顯現。
指導(dao)(dao)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)體(ti)制和(he)(he)制度(du)建(jian)(jian)設(she)(she)邁出新步伐。各(ge)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)以(yi)保持(chi)(chi)(chi)機(ji)(ji)構(gou)(gou)的(de)獨立(li)性(xing)(xing)、專(zhuan)業(ye)性(xing)(xing)和(he)(he)落實出資(zi)(zi)(zi)(zi)(zi)(zi)人三項主要職責(ze)(ze)為(wei)重點(dian),通(tong)過(guo)立(li)法(fa)和(he)(he)政(zheng)(zheng)策引導(dao)(dao)等(deng)多種途徑,深(shen)入推(tui)(tui)進本(ben)地(di)(di)區國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)體(ti)制和(he)(he)制度(du)的(de)完善。湖北省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)主要領導(dao)(dao)親自掛帥,主動地(di)(di)向(xiang)省(sheng)委(wei)(wei)、省(sheng)政(zheng)(zheng)府(fu)匯(hui)報,積極加強與省(sheng)政(zheng)(zheng)府(fu)各(ge)部門(men)(men)和(he)(he)省(sheng)人大(da)法(fa)律(lv)委(wei)(wei)的(de)協調配(pei)合(he),組織(zhi)起(qi)草(cao)并推(tui)(tui)動出臺(tai)了(le)《湖北省(sheng)企(qi)業(ye)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)督管(guan)理(li)條(tiao)例》,首次以(yi)地(di)(di)方(fang)性(xing)(xing)法(fa)規的(de)形(xing)式,明確(que)了(le)全省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)直(zhi)屬特設(she)(she)機(ji)(ji)構(gou)(gou)性(xing)(xing)質和(he)(he)全覆(fu)蓋監(jian)管(guan)職責(ze)(ze),健全完善了(le)地(di)(di)方(fang)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)經營預算(suan)制度(du)。山(shan)東、貴州(zhou)等(deng)省(sheng)市(shi)(shi)(shi)(shi)也先(xian)后(hou)出臺(tai)了(le)指導(dao)(dao)本(ben)地(di)(di)區國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)體(ti)制完善的(de)專(zhuan)門(men)(men)文(wen)件,對(dui)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)職責(ze)(ze)定(ding)(ding)位、監(jian)管(guan)范圍以(yi)及(ji)市(shi)(shi)(shi)(shi)縣國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)責(ze)(ze)任主體(ti)等(deng)做出了(le)明確(que)規定(ding)(ding)。福建(jian)(jian)省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)針對(dui)部分地(di)(di)市(shi)(shi)(shi)(shi)擬撤并國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)動向(xiang),及(ji)時與各(ge)地(di)(di)市(shi)(shi)(shi)(shi)黨委(wei)(wei)、政(zheng)(zheng)府(fu)溝通(tong),并將情況(kuang)上報省(sheng)政(zheng)(zheng)府(fu)取得支持(chi)(chi)(chi),保持(chi)(chi)(chi)了(le)地(di)(di)市(shi)(shi)(shi)(shi)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)機(ji)(ji)構(gou)(gou)的(de)穩定(ding)(ding)。重慶、陜西等(deng)省(sheng)市(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)主要領導(dao)(dao)與地(di)(di)市(shi)(shi)(shi)(shi)政(zheng)(zheng)府(fu)主要負責(ze)(ze)同志深(shen)入協商(shang)溝通(tong),推(tui)(tui)動地(di)(di)市(shi)(shi)(shi)(shi)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)單獨設(she)(she)立(li)和(he)(he)職責(ze)(ze)到位。最近,深(shen)圳市(shi)(shi)(shi)(shi)委(wei)(wei)和(he)(he)市(shi)(shi)(shi)(shi)政(zheng)(zheng)府(fu)對(dui)市(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)局的(de)機(ji)(ji)構(gou)(gou)名稱和(he)(he)機(ji)(ji)構(gou)(gou)性(xing)(xing)質專(zhuan)門(men)(men)作了(le)研究,正式決定(ding)(ding)將市(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)局更名為(wei)市(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),機(ji)(ji)構(gou)(gou)性(xing)(xing)質由市(shi)(shi)(shi)(shi)政(zheng)(zheng)府(fu)工作部門(men)(men)變更為(wei)市(shi)(shi)(shi)(shi)政(zheng)(zheng)府(fu)直(zhi)屬特設(she)(she)機(ji)(ji)構(gou)(gou)。
推進(jin)經營性國(guo)(guo)有資(zi)(zi)產(chan)集中統一(yi)監(jian)(jian)(jian)管取得新進(jin)展。各(ge)地按照“政(zheng)企(qi)(qi)分(fen)開、政(zheng)資(zi)(zi)分(fen)開”原則,積極拓展國(guo)(guo)資(zi)(zi)委(wei)系統的(de)(de)監(jian)(jian)(jian)管范圍。目前,全(quan)國(guo)(guo)有14個(ge)省(sheng)級(ji)(ji)國(guo)(guo)資(zi)(zi)委(wei)監(jian)(jian)(jian)管覆(fu)(fu)蓋(gai)面達到80%以上(shang),北京(jing)、天津、上(shang)海、重慶四個(ge)直轄市(shi)實(shi)現了經營性國(guo)(guo)有資(zi)(zi)產(chan)的(de)(de)全(quan)覆(fu)(fu)蓋(gai)監(jian)(jian)(jian)管。湖北省(sheng)國(guo)(guo)資(zi)(zi)委(wei)對糧油、水電、文(wen)化等領域的(de)(de)脫鉤改(gai)制(zhi)企(qi)(qi)業實(shi)現了“統一(yi)納入、委(wei)托(tuo)監(jian)(jian)(jian)管”。云南選擇(ze)昆明、曲靖、文(wen)山、大(da)理等四個(ge)州市(shi)進(jin)行了國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)管全(quan)覆(fu)(fu)蓋(gai)試(shi)點。此外,全(quan)國(guo)(guo)有28個(ge)省(sheng)級(ji)(ji)國(guo)(guo)資(zi)(zi)委(wei)和70個(ge)地市(shi)級(ji)(ji)國(guo)(guo)資(zi)(zi)委(wei)監(jian)(jian)(jian)管范圍還(huan)涵(han)蓋(gai)了金融類國(guo)(guo)有資(zi)(zi)產(chan)。
推(tui)(tui)動落實縣(xian)(xian)(xian)級國(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)責任取得新成效。國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)委召開(kai)義(yi)烏(wu)現場會后,浙江、廣東(dong)等省(sheng)國(guo)(guo)資(zi)(zi)(zi)委相繼在(zai)全省(sheng)范圍內大(da)(da)(da)力(li)總(zong)結(jie)推(tui)(tui)廣義(yi)烏(wu)、順德經驗,進一步(bu)加(jia)強縣(xian)(xian)(xian)級國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機構(gou)(gou)建設,健(jian)全縣(xian)(xian)(xian)級國(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)體(ti)制。湖北(bei)省(sheng)國(guo)(guo)資(zi)(zi)(zi)委總(zong)結(jie)推(tui)(tui)廣“大(da)(da)(da)國(guo)(guo)資(zi)(zi)(zi)、大(da)(da)(da)監(jian)(jian)(jian)(jian)管(guan)、大(da)(da)(da)資(zi)(zi)(zi)源、大(da)(da)(da)配置(zhi)”的(de)(de)(de)“宜都模(mo)(mo)式(shi)”,大(da)(da)(da)冶市(shi)(shi)對經營(ying)性國(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)和行政事(shi)業性資(zi)(zi)(zi)產(chan)實行產(chan)權、預算、資(zi)(zi)(zi)產(chan)處置(zhi)、資(zi)(zi)(zi)源配置(zhi)“四統一”的(de)(de)(de)監(jian)(jian)(jian)(jian)管(guan)模(mo)(mo)式(shi)。寧波市(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)委推(tui)(tui)動明確了區(qu)縣(xian)(xian)(xian)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)責任主體(ti)。據(ju)對吉林、安徽、廣西等8省(sheng)市(shi)(shi)所轄883個縣(xian)(xian)(xian)區(qu)的(de)(de)(de)統計,單獨設立國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機構(gou)(gou)的(de)(de)(de)有(you)167個,占(zhan)總(zong)數的(de)(de)(de)19%。廣東(dong)、江西、四川的(de)(de)(de)縣(xian)(xian)(xian)(區(qu))單獨設立國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)機構(gou)(gou)的(de)(de)(de)比例分(fen)別(bie)達到36%、30%和28%。
指導(dao)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)有(you)(you)經(jing)(jing)濟(ji)(ji)發(fa)(fa)揮(hui)引領帶(dai)動作(zuo)用呈現新格局。各級國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)積極指導(dao)推(tui)進跨(kua)區(qu)域(yu)、跨(kua)層(ceng)級國(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)之間(jian)的(de)(de)調(diao)整(zheng)重(zhong)組(zu),引導(dao)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)本更多地(di)(di)投(tou)向(xiang)支柱行業(ye)(ye)(ye)(ye)(ye)和特色產業(ye)(ye)(ye)(ye)(ye)。國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)推(tui)動中(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與(yu)許多省(sheng)(sheng)市開展(zhan)(zhan)了央地(di)(di)合作(zuo)。福(fu)建(jian)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)牽頭搭(da)建(jian)本地(di)(di)區(qu)對接央企(qi)(qi)的(de)(de)合作(zuo)平臺(tai)。不少地(di)(di)方(fang)(fang)把國(guo)(guo)(guo)(guo)有(you)(you)經(jing)(jing)濟(ji)(ji)作(zuo)為推(tui)進城市化(hua)建(jian)設(she)(she)的(de)(de)重(zhong)要平臺(tai)。四個直轄市的(de)(de)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產逐步(bu)向(xiang)支柱產業(ye)(ye)(ye)(ye)(ye)和關系民生(sheng)的(de)(de)公共基礎設(she)(she)施領域(yu)集(ji)中(zhong)。山西省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)以煤炭資(zi)(zi)源整(zheng)合為推(tui)手(shou),加快推(tui)進省(sheng)(sheng)、市國(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)結(jie)構調(diao)整(zheng)和產業(ye)(ye)(ye)(ye)(ye)升級。海(hai)南省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)大力推(tui)動省(sheng)(sheng)屬國(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與(yu)市縣合作(zuo),共同組(zu)建(jian)參(can)與(yu)新城區(qu)和港區(qu)開發(fa)(fa)的(de)(de)投(tou)資(zi)(zi)主(zhu)體。青海(hai)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)以循(xun)環經(jing)(jing)濟(ji)(ji)試驗區(qu)和高新技術(shu)產業(ye)(ye)(ye)(ye)(ye)為依托,積極搭(da)建(jian)省(sheng)(sheng)內國(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)合作(zuo)發(fa)(fa)展(zhan)(zhan)平臺(tai)。各地(di)(di)通過指導(dao)推(tui)動優勢資(zi)(zi)源集(ji)中(zhong),使國(guo)(guo)(guo)(guo)有(you)(you)經(jing)(jing)濟(ji)(ji)在地(di)(di)方(fang)(fang)經(jing)(jing)濟(ji)(ji)社會發(fa)(fa)展(zhan)(zhan)中(zhong)的(de)(de)引領帶(dai)動作(zuo)用得到進一步(bu)發(fa)(fa)揮(hui)。
總(zong)體上看,近一年來,各(ge)地(di)國資(zi)委認真貫徹(che)落實杭州會(hui)議(yi)精神,通過建立健全指(zhi)導(dao)監督(du)(du)(du)工(gong)(gong)作(zuo)機(ji)制(zhi)(zhi)和制(zhi)(zhi)度,不斷創新指(zhi)導(dao)監督(du)(du)(du)方式(shi)和方法(fa),抓住重點(dian),突破(po)難點(dian),國資(zi)委系統指(zhi)導(dao)監督(du)(du)(du)工(gong)(gong)作(zuo)開(kai)始(shi)從起步(bu)(bu)開(kai)局向縱深推進(jin)(jin)轉變,從分頭摸索(suo)向集(ji)中借鑒轉變,從提出一般要(yao)(yao)求向深化(hua)體系建設轉變,為推進(jin)(jin)完(wan)善(shan)地(di)方國資(zi)監管(guan)體制(zhi)(zhi)、促進(jin)(jin)地(di)方國有企(qi)業科學(xue)發(fa)展發(fa)揮(hui)了積(ji)極(ji)(ji)作(zuo)用。在(zai)肯定成(cheng)績的(de)同時(shi),我們(men)也要(yao)(yao)清醒地(di)看到,目前指(zhi)導(dao)監督(du)(du)(du)工(gong)(gong)作(zuo)尚處于(yu)剛剛起步(bu)(bu)、逐步(bu)(bu)發(fa)展的(de)階段(duan),仍(reng)然存在(zai)不少問(wen)題(ti),主(zhu)要(yao)(yao)是:對指(zhi)導(dao)監督(du)(du)(du)工(gong)(gong)作(zuo)的(de)認識參差不齊,各(ge)地(di)工(gong)(gong)作(zuo)進(jin)(jin)展不平衡;指(zhi)導(dao)監督(du)(du)(du)工(gong)(gong)作(zuo)體系還不夠完(wan)善(shan),特別是對縣級國資(zi)監管(guan)工(gong)(gong)作(zuo)的(de)指(zhi)導(dao)監督(du)(du)(du)仍(reng)較薄弱;指(zhi)導(dao)監督(du)(du)(du)的(de)一些重點(dian)難點(dian)還需要(yao)(yao)積(ji)極(ji)(ji)探(tan)索(suo)、尋求突破(po)。對存在(zai)的(de)這些問(wen)題(ti),我們(men)要(yao)(yao)在(zai)下一步(bu)(bu)工(gong)(gong)作(zuo)中采(cai)取切實措施(shi),努力加以解決。
二、“十二五”時(shi)期指導監督地方國(guo)資(zi)工作的總體思路(lu)和主要任務(wu)
“十二(er)五”時(shi)期,是(shi)深入推(tui)進(jin)國(guo)(guo)(guo)有(you)資(zi)產監(jian)管(guan)(guan)體(ti)(ti)制(zhi)完善(shan)的(de)(de)(de)(de)關(guan)鍵(jian)時(shi)期,也是(shi)深化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)(gai)革發展(zhan)的(de)(de)(de)(de)重要(yao)時(shi)期。按照(zhao)以(yi)(yi)科學發展(zhan)為(wei)(wei)主題、以(yi)(yi)加快(kuai)轉(zhuan)變經濟(ji)發展(zhan)方(fang)(fang)式(shi)為(wei)(wei)主線的(de)(de)(de)(de)要(yao)求,“十二(er)五”時(shi)期將(jiang)更加重視改(gai)(gai)革的(de)(de)(de)(de)頂(ding)層設計和總體(ti)(ti)規劃(hua),在繼續完善(shan)經營性(xing)國(guo)(guo)(guo)有(you)資(zi)產監(jian)管(guan)(guan)體(ti)(ti)制(zhi)的(de)(de)(de)(de)同時(shi),還將(jiang)完善(shan)國(guo)(guo)(guo)有(you)金(jin)融資(zi)產、行政事業單位資(zi)產和自然資(zi)源資(zi)產監(jian)管(guan)(guan)體(ti)(ti)制(zhi),推(tui)動重點領(ling)域和關(guan)鍵(jian)環節的(de)(de)(de)(de)改(gai)(gai)革取得突破性(xing)進(jin)展(zhan)。從國(guo)(guo)(guo)際看,隨著經濟(ji)全球化(hua)進(jin)程不(bu)斷深入,國(guo)(guo)(guo)有(you)企(qi)(qi)業“走(zou)出(chu)去”步伐進(jin)一步加快(kuai),美國(guo)(guo)(guo)、歐盟等(deng)發達(da)國(guo)(guo)(guo)家和地(di)區對我(wo)國(guo)(guo)(guo)國(guo)(guo)(guo)有(you)企(qi)(qi)業的(de)(de)(de)(de)管(guan)(guan)理(li)體(ti)(ti)制(zhi)和治理(li)模(mo)式(shi)將(jiang)越(yue)來越(yue)關(guan)注(zhu)。國(guo)(guo)(guo)內外(wai)形勢的(de)(de)(de)(de)發展(zhan)變化(hua),既為(wei)(wei)完善(shan)國(guo)(guo)(guo)有(you)資(zi)產監(jian)管(guan)(guan)體(ti)(ti)制(zhi)、加快(kuai)國(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)(gai)革帶來新(xin)的(de)(de)(de)(de)機遇與挑戰,也對“十二(er)五”時(shi)期深入開展(zhan)指導(dao)監(jian)督地(di)方(fang)(fang)國(guo)(guo)(guo)資(zi)工(gong)作提出(chu)了(le)新(xin)任務和新(xin)要(yao)求。
“十二五(wu)”時期指(zhi)導(dao)監(jian)(jian)(jian)督(du)地方國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)工(gong)作的總(zong)體(ti)思路是:以鄧小平理(li)論和“三個代表”重要思想為指(zhi)導(dao),深(shen)入(ru)貫徹落實科學發(fa)展(zhan)觀,緊緊圍繞 “兩新(xin)目(mu)標”,牢固樹立國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)系(xi)統一(yi)盤棋理(li)念,立足(zu)“指(zhi)導(dao)、溝通、交流、服務”,以加(jia)強(qiang)地方國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)機構建(jian)設、推(tui)進經(jing)營性國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產集中統一(yi)監(jian)(jian)(jian)管(guan)、促(cu)進國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)工(gong)作不斷深(shen)化(hua)、強(qiang)化(hua)企業(ye)國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產基礎管(guan)理(li)為重點,進一(yi)步完善指(zhi)導(dao)監(jian)(jian)(jian)督(du)工(gong)作機制(zhi)(zhi)和制(zhi)(zhi)度(du),推(tui)動構建(jian)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)工(gong)作大格(ge)局,努力提升(sheng)地方國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委依法履(lv)行(xing)出資(zi)(zi)(zi)(zi)(zi)人職責、加(jia)強(qiang)國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)的能(neng)力和水(shui)平,為完善企業(ye)國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)體(ti)制(zhi)(zhi)、促(cu)進國(guo)(guo)有企業(ye)改革發(fa)展(zhan)作出新(xin)貢獻。
根據上述(shu)總體思路,“十二五”時(shi)期指導監(jian)督地方國資工作要全(quan)面落(luo)實以下四項主要任(ren)務:
(一)指導加(jia)強地方國(guo)有資(zi)產監(jian)管機構(gou)建設。
加強國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資產(chan)監管機(ji)(ji)構建(jian)設(she),是(shi)完(wan)善國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資產(chan)監管體制(zhi)的(de)(de)組織(zhi)基礎。黨(dang)的(de)(de)十六大以(yi)(yi)(yi)來,中央和(he)省、地市三級政(zheng)(zheng)府(fu)組建(jian)國(guo)(guo)(guo)資委,作為政(zheng)(zheng)府(fu)直屬特設(she)機(ji)(ji)構,在機(ji)(ji)構設(she)置上實現了(le)政(zheng)(zheng)府(fu)的(de)(de)社會公共管理(li)部(bu)門與政(zheng)(zheng)府(fu)的(de)(de)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資產(chan)監管機(ji)(ji)構完(wan)全(quan)分開。政(zheng)(zheng)府(fu)對(dui)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)的(de)(de)管理(li),由過去(qu)以(yi)(yi)(yi)行政(zheng)(zheng)方(fang)式管理(li)改(gai)為以(yi)(yi)(yi)出資方(fang)式管理(li),由過去(qu)各部(bu)門多頭管理(li)改(gai)為由國(guo)(guo)(guo)資委統一(yi)履行出資人職責。這(zhe)一(yi)新(xin)體制(zhi)具有(you)(you)(you)(you)(you)鮮明的(de)(de)中國(guo)(guo)(guo)特色,既是(shi)我國(guo)(guo)(guo)不(bu)斷探索規(gui)范政(zheng)(zheng)府(fu)與國(guo)(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)之(zhi)間關(guan)系的(de)(de)重要制(zhi)度創(chuang)新(xin),也是(shi)不(bu)斷深化國(guo)(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)改(gai)革的(de)(de)經驗結晶。8年(nian)多來的(de)(de)實踐表明,這(zhe)一(yi)新(xin)體制(zhi)有(you)(you)(you)(you)(you)利于保(bao)障國(guo)(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)真正成為獨立的(de)(de)市場(chang)主體和(he)法人實體,有(you)(you)(you)(you)(you)利于國(guo)(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)平等參(can)與國(guo)(guo)(guo)內外兩個市場(chang)競爭,因而(er)更好(hao)地適應了(le)深化國(guo)(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)改(gai)革的(de)(de)客(ke)觀(guan)需(xu)(xu)要,更好(hao)地適應了(le)發展社會主義市場(chang)經濟(ji)的(de)(de)客(ke)觀(guan)需(xu)(xu)要。
目前(qian),省級(ji)國(guo)資委機(ji)(ji)構(gou)(gou)及其職(zhi)責(ze)定位比(bi)較穩固,但(dan)不少地(di)市(shi)國(guo)資委由直(zhi)屬(shu)特設(she)機(ji)(ji)構(gou)(gou)改(gai)為(wei)了(le)政府(fu)部門或者與其他部門合署辦公,機(ji)(ji)構(gou)(gou)不獨立、行政化趨勢比(bi)較明(ming)顯。據統計,全國(guo)356個(ge)地(di)市(shi)中,盡管有(you)331個(ge)設(she)立國(guo)資委,占93%,但(dan)作(zuo)為(wei)獨立機(ji)(ji)構(gou)(gou)的只有(you)227個(ge),占設(she)立國(guo)資委的68.6%;保留直(zhi)屬(shu)特設(she)機(ji)(ji)構(gou)(gou)性(xing)質的只有(you)107個(ge),占設(she)立國(guo)資委的32.3%。從職(zhi)責(ze)上(shang)看,一些地(di)方國(guo)資委出資人(ren)三項主要職(zhi)責(ze)不統一、不到位現象仍然(ran)比(bi)較突出,面上(shang)監管職(zhi)責(ze)尤為(wei)薄弱。個(ge)別(bie)地(di)市(shi)國(guo)資委的主要工作(zuo)集中在企業改(gai)制(zhi)、處(chu)理(li)信(xin)訪(fang)和維護穩定上(shang),企業國(guo)有(you)資產監管職(zhi)責(ze)沒有(you)得(de)到落實(shi)。
針對上述情況,“十二(er)五”時期要(yao)(yao)把(ba)(ba)指導推(tui)進國(guo)有(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)機(ji)(ji)構(gou)(gou)建設擺在首要(yao)(yao)位置,核心是(shi)堅(jian)(jian)持(chi)國(guo)資(zi)(zi)(zi)委直屬特設機(ji)(ji)構(gou)(gou)性質。具體來(lai)(lai)說,要(yao)(yao)把(ba)(ba)握(wo)好(hao)以下三點:一(yi)要(yao)(yao)準確把(ba)(ba)握(wo)特設機(ji)(ji)構(gou)(gou)的(de)(de)實質要(yao)(yao)求。注意區別于政(zheng)(zheng)府公共管(guan)(guan)理(li)部門(men)和(he)機(ji)(ji)構(gou)(gou),堅(jian)(jian)持(chi)國(guo)資(zi)(zi)(zi)委在政(zheng)(zheng)府層面依法(fa)履(lv)行出資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)、專司國(guo)有(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)、不(bu)(bu)承(cheng)擔(dan)公共管(guan)(guan)理(li)職(zhi)(zhi)(zhi)(zhi)能(neng)的(de)(de)特殊定位。二(er)要(yao)(yao)準確把(ba)(ba)握(wo)特設機(ji)(ji)構(gou)(gou)的(de)(de)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)邊界(jie)。對出資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)范圍內的(de)(de)工(gong)作,盡職(zhi)(zhi)(zhi)(zhi)盡責(ze)(ze)(ze)不(bu)(bu)缺位;對指導和(he)推(tui)動監(jian)管(guan)(guan)企業(ye)的(de)(de)工(gong)作,有(you)據有(you)度不(bu)(bu)越位;對協助(zhu)政(zheng)(zheng)府其他部門(men)的(de)(de)工(gong)作,做好(hao)配合不(bu)(bu)錯位。三要(yao)(yao)準確把(ba)(ba)握(wo)特設機(ji)(ji)構(gou)(gou)的(de)(de)職(zhi)(zhi)(zhi)(zhi)能(neng)配置。堅(jian)(jian)持(chi)將出資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)和(he)面上監(jian)管(guan)(guan)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)有(you)機(ji)(ji)結(jie)合起來(lai)(lai),在依法(fa)履(lv)行出資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)的(de)(de)同時,認真履(lv)行好(hao)面上監(jian)管(guan)(guan)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze)。
(二)指(zhi)導(dao)推(tui)動經營性國有資產(chan)的集(ji)中統一監管(guan)。
今年初,張德江副總理在全(quan)國國有(you)資(zi)(zi)(zi)(zi)產監督(du)管(guan)(guan)理工作(zuo)會議上提出,要(yao)“拓寬監管(guan)(guan)范圍(wei),逐(zhu)步(bu)做到全(quan)過程、全(quan)方(fang)(fang)位監管(guan)(guan),不(bu)(bu)(bu)留死角(jiao),不(bu)(bu)(bu)留遺漏,不(bu)(bu)(bu)出現重大失責(ze)”。國務(wu)院領(ling)導(dao)的(de)(de)(de)(de)明確要(yao)求,為(wei)深入推(tui)(tui)動經(jing)營(ying)性國有(you)資(zi)(zi)(zi)(zi)產集(ji)(ji)中統一(yi)(yi)監管(guan)(guan)指明了(le)方(fang)(fang)向。當前,不(bu)(bu)(bu)少省(sheng)級國資(zi)(zi)(zi)(zi)委(wei)在省(sheng)委(wei)、省(sheng)政府的(de)(de)(de)(de)重視、支持下,逐(zhu)步(bu)推(tui)(tui)進地方(fang)(fang)經(jing)營(ying)性國有(you)資(zi)(zi)(zi)(zi)產的(de)(de)(de)(de)集(ji)(ji)中統一(yi)(yi)監管(guan)(guan),監管(guan)(guan)范圍(wei)不(bu)(bu)(bu)斷拓展。但(dan)有(you)的(de)(de)(de)(de)地方(fang)(fang)經(jing)營(ying)性國有(you)資(zi)(zi)(zi)(zi)產監管(guan)(guan)還較為(wei)分散,當地國資(zi)(zi)(zi)(zi)委(wei)監管(guan)(guan)的(de)(de)(de)(de)比例比較低(di),目(mu)前仍有(you)4個省(sheng)級國資(zi)(zi)(zi)(zi)委(wei)監管(guan)(guan)覆蓋面低(di)于50%。有(you)的(de)(de)(de)(de)地方(fang)(fang)將新(xin)設(she)立的(de)(de)(de)(de)國有(you)企(qi)(qi)業交由公共管(guan)(guan)理部門(men)監管(guan)(guan),還有(you)的(de)(de)(de)(de)地方(fang)(fang)甚至將國資(zi)(zi)(zi)(zi)委(wei)監管(guan)(guan)企(qi)(qi)業重新(xin)劃回原行業主(zhu)管(guan)(guan)部門(men)。因此(ci),必(bi)須把推(tui)(tui)動地方(fang)(fang)經(jing)營(ying)性國有(you)資(zi)(zi)(zi)(zi)產的(de)(de)(de)(de)集(ji)(ji)中統一(yi)(yi)監管(guan)(guan),作(zuo)為(wei)指導(dao)監督(du)工作(zuo)的(de)(de)(de)(de)重要(yao)任務(wu)。
“十二五”時(shi)期,推動地(di)方(fang)(fang)經營性國(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)的(de)集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan),應當(dang)著力抓好(hao)以(yi)下(xia)(xia)三點(dian):一(yi)(yi)(yi)要(yao)積極拓展國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)監(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍。各地(di)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)要(yao)主動匯報,爭取地(di)方(fang)(fang)黨委(wei)(wei)(wei)、政府支(zhi)持。要(yao)以(yi)統(tong)(tong)一(yi)(yi)(yi)履行出資(zi)(zi)人(ren)職責為目標,采取多種方(fang)(fang)式,循(xun)序漸進(jin),盡可能(neng)將地(di)方(fang)(fang)國(guo)(guo)有(you)企業(ye)(ye)(ye)納入新的(de)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)體制(zhi)(zhi)。完全納入暫時(shi)還有(you)困難的(de),可以(yi)采取由(you)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)委(wei)(wei)(wei)托監(jian)(jian)(jian)管(guan)(guan)(guan)、行業(ye)(ye)(ye)部門具(ju)體監(jian)(jian)(jian)管(guan)(guan)(guan)等方(fang)(fang)式。二要(yao)注意發揮好(hao)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)體制(zhi)(zhi)優(you)勢(shi)(shi)。嚴格按照出資(zi)(zi)關(guan)系,切實加強出資(zi)(zi)人(ren)專業(ye)(ye)(ye)化、系統(tong)(tong)化、規范(fan)(fan)化監(jian)(jian)(jian)管(guan)(guan)(guan),提高國(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)效率,使出資(zi)(zi)人(ren)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)體制(zhi)(zhi)優(you)勢(shi)(shi)得到充(chong)分(fen)體現。三要(yao)集(ji)中(zhong)資(zi)(zi)源打造優(you)勢(shi)(shi)企業(ye)(ye)(ye)。通過推動集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan),加快在更(geng)大范(fan)(fan)圍、更(geng)高層次上的(de)企業(ye)(ye)(ye)重組和資(zi)(zi)源整合,著力培育一(yi)(yi)(yi)批地(di)方(fang)(fang)優(you)勢(shi)(shi)企業(ye)(ye)(ye),具(ju)備條件的(de)還要(yao)力爭培育成為國(guo)(guo)內領先(xian)企業(ye)(ye)(ye)或世界一(yi)(yi)(yi)流(liu)企業(ye)(ye)(ye)。總之,要(yao)通過指導推動,爭取在新的(de)體制(zhi)(zhi)框(kuang)架下(xia)(xia)實現集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan),在優(you)化資(zi)(zi)源配置的(de)前提下(xia)(xia)實現集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan),在打造優(you)勢(shi)(shi)企業(ye)(ye)(ye)的(de)過程中(zhong)實現集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)。
(三)指導促進地(di)方國有資產監管工(gong)作不斷深化。
目前(qian),各(ge)地國(guo)(guo)(guo)有(you)資產監管(guan)工作基本(ben)進入規(gui)范化軌(gui)道。但隨著國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)改革發展的不斷加快,國(guo)(guo)(guo)資監管(guan)工作還(huan)不能完全適(shi)應當前(qian)形勢發展變(bian)化的需(xu)要,監管(guan)不到(dao)位、監管(guan)資源分散、監管(guan)效率不高的問題還(huan)不同程度地存在(zai),國(guo)(guo)(guo)資委內部(bu)業(ye)(ye)務流程和(he)組(zu)織結構也有(you)待優化完善。特(te)別是在(zai)股(gu)權多元化條件下,國(guo)(guo)(guo)有(you)資產出資人代(dai)表(biao)如(ru)何在(zai)企(qi)業(ye)(ye)層(ceng)層(ceng)落實到(dao)位,如(ru)何加強境外(wai)國(guo)(guo)(guo)有(you)資產和(he)重(zhong)要子企(qi)業(ye)(ye)監管(guan)等,都需(xu)要進一步探索和(he)規(gui)范。
“十二(er)五”時期要通過(guo)加強(qiang)指(zhi)導監(jian)(jian)(jian)督,大力推進國(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)的(de)(de)不斷(duan)深化。一要著力拓寬監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)思路,提高(gao)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)的(de)(de)前瞻性(xing)(xing)(xing)。注意指(zhi)導下級(ji)國(guo)資(zi)(zi)委妥善(shan)應對日趨復雜(za)的(de)(de)宏觀經濟(ji)環(huan)境(jing),準(zhun)確把握國(guo)有(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)和國(guo)有(you)企(qi)(qi)業(ye)(ye)改革發展中的(de)(de)方(fang)向性(xing)(xing)(xing)、趨勢性(xing)(xing)(xing)問題。二(er)要著力突出(chu)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)重(zhong)點(dian),提高(gao)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)的(de)(de)針對性(xing)(xing)(xing)。根據(ju)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)企(qi)(qi)業(ye)(ye)不同的(de)(de)股權結構和組織形(xing)式(shi),積極探(tan)索(suo)分類監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)。切實加強(qiang)混合所有(you)制(zhi)下國(guo)有(you)產(chan)權的(de)(de)管(guan)(guan)(guan)(guan)(guan)理,繼續完善(shan)有(you)利于推動企(qi)(qi)業(ye)(ye)自(zi)主創(chuang)新(xin)、提高(gao)發展質量的(de)(de)考核指(zhi)標體系。適應國(guo)有(you)企(qi)(qi)業(ye)(ye)“走出(chu)去(qu)”要求(qiu),進一步(bu)加強(qiang)對境(jing)外國(guo)有(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)。針對國(guo)有(you)企(qi)(qi)業(ye)(ye)大部分資(zi)(zi)產(chan)集中在二(er)、三級(ji)企(qi)(qi)業(ye)(ye)的(de)(de)情況,完善(shan)對重(zhong)要子企(qi)(qi)業(ye)(ye)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)制(zhi)度(du)機制(zhi)。三要著力整(zheng)合監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)資(zi)(zi)源,提高(gao)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)的(de)(de)有(you)效(xiao)性(xing)(xing)(xing)。適時調整(zheng)優化國(guo)資(zi)(zi)委內(nei)部機構設置和職能(neng)配置,加強(qiang)投(tou)資(zi)(zi)規劃(hua)、產(chan)權管(guan)(guan)(guan)(guan)(guan)理、財(cai)務監(jian)(jian)(jian)督、業(ye)(ye)績考核、薪酬分配、干部任(ren)免、外派監(jian)(jian)(jian)事會(hui)、紀檢監(jian)(jian)(jian)察等(deng)各(ge)個環(huan)節的(de)(de)銜接協調,形(xing)成(cheng)國(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)閉環(huan)鏈條。探(tan)索(suo)國(guo)有(you)企(qi)(qi)業(ye)(ye)財(cai)務信息公(gong)開制(zhi)度(du),注重(zhong)利用現代(dai)信息技術實施監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),不斷(duan)創(chuang)新(xin)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方(fang)式(shi),不斷(duan)提高(gao)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)效(xiao)率(lv)。
這里,我還要(yao)(yao)特別強調國(guo)資(zi)委(wei)系統(tong)融(rong)資(zi)平(ping)(ping)(ping)臺公司(si)風(feng)險(xian)(xian)防范(fan)問題。這是(shi)當前和(he)今后(hou)一個時(shi)期,指(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督工作應當給(gei)予高度關注的(de)問題。融(rong)資(zi)平(ping)(ping)(ping)臺公司(si)大(da)(da)多以(yi)國(guo)有(you)(you)土地(di)(di)使用權、國(guo)有(you)(you)企業(ye)(ye)股權等作為融(rong)資(zi)擔保,貸款期限長(chang)(chang),潛在風(feng)險(xian)(xian)大(da)(da)。要(yao)(yao)注意指(zhi)(zhi)(zhi)導(dao)地(di)(di)方融(rong)資(zi)平(ping)(ping)(ping)臺公司(si)按(an)照(zhao)企業(ye)(ye)規律運營,既要(yao)(yao)服務于當地(di)(di)經濟社會發展大(da)(da)局,為地(di)(di)方基礎設施建設提(ti)供資(zi)金(jin)支持;又要(yao)(yao)量入為出(chu),合(he)理確定(ding)融(rong)資(zi)規模,不能以(yi)犧牲國(guo)有(you)(you)資(zi)產安(an)全(quan)解決(jue)暫時(shi)的(de)資(zi)金(jin)需求,不能給(gei)國(guo)有(you)(you)經濟發展帶來(lai)長(chang)(chang)期隱(yin)患。各地(di)(di)國(guo)資(zi)委(wei)要(yao)(yao)對所監(jian)(jian)管的(de)融(rong)資(zi)平(ping)(ping)(ping)臺公司(si)依法(fa)履行(xing)(xing)好出(chu)資(zi)人職責(ze),嚴(yan)格按(an)照(zhao)法(fa)定(ding)程序參與重大(da)(da)事項決(jue)策,重視(shi)指(zhi)(zhi)(zhi)導(dao)融(rong)資(zi)平(ping)(ping)(ping)臺公司(si)完善治(zhi)理結構,提(ti)高科學決(jue)策水(shui)平(ping)(ping)(ping)。要(yao)(yao)抓緊摸清(qing)所監(jian)(jian)管的(de)融(rong)資(zi)平(ping)(ping)(ping)臺公司(si)資(zi)產負債、擔保等基本情況,全(quan)面評估潛在風(feng)險(xian)(xian),認真研究制定(ding)切實可(ke)行(xing)(xing)的(de)風(feng)險(xian)(xian)防范(fan)預(yu)案。
(四)指導健全企業國有資產基(ji)礎(chu)管理(li)工作體系。
健全(quan)企(qi)業(ye)國(guo)有(you)資(zi)(zi)產(chan)(chan)基礎管(guan)理工(gong)(gong)作(zuo)(zuo)體(ti)(ti)系(xi),既是開展(zhan)指導監(jian)督工(gong)(gong)作(zuo)(zuo)的重(zhong)要(yao)抓手(shou),也是上(shang)下級(ji)國(guo)資(zi)(zi)委之間加強聯系(xi)的重(zhong)要(yao)紐(niu)帶。認真做(zuo)好這(zhe)項工(gong)(gong)作(zuo)(zuo),有(you)利于(yu)全(quan)面掌(zhang)握國(guo)有(you)資(zi)(zi)產(chan)(chan)整體(ti)(ti)狀況(kuang),有(you)利于(yu)全(quan)程監(jian)管(guan)國(guo)有(you)資(zi)(zi)產(chan)(chan)流(liu)轉(zhuan)環節,有(you)利于(yu)適(shi)時(shi)實(shi)現國(guo)有(you)資(zi)(zi)產(chan)(chan)運營質(zhi)量(liang)監(jian)測。目前,國(guo)資(zi)(zi)委系(xi)統(tong)(tong)基礎管(guan)理工(gong)(gong)作(zuo)(zuo)體(ti)(ti)系(xi)初(chu)步形(xing)成,管(guan)理規則(ze)逐(zhu)步健全(quan)。但(dan)有(you)關制(zhi)度(du)位階較低,系(xi)統(tong)(tong)內外規則(ze)不統(tong)(tong)一,部門(men)職(zhi)能交叉、多頭管(guan)理、責任不清的現象仍然(ran)存在,縣級(ji)企(qi)業(ye)國(guo)有(you)資(zi)(zi)產(chan)(chan)基礎管(guan)理缺位還比較嚴重(zhong)。同時(shi),隨著這(zhe)幾年國(guo)有(you)資(zi)(zi)產(chan)(chan)管(guan)理體(ti)(ti)制(zhi)改革(ge)和國(guo)有(you)企(qi)業(ye)改革(ge)重(zhong)組的不斷深入,國(guo)有(you)經(jing)濟在我(wo)國(guo)經(jing)濟社會發展(zhan)中的主體(ti)(ti)地位和主導作(zuo)(zuo)用進一步突出,有(you)關基礎數據對國(guo)家(jia)宏觀經(jing)濟決策(ce)的參考價值日益凸顯,因而對我(wo)們加強企(qi)業(ye)國(guo)有(you)資(zi)(zi)產(chan)(chan)基礎管(guan)理提出了(le)更為重(zhong)要(yao)和緊迫(po)的要(yao)求。
“十二五”時期,指(zhi)導健全(quan)企業(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)基(ji)礎(chu)管(guan)理(li)(li)工(gong)作(zuo)(zuo)體(ti)系(xi),應當著力(li)抓好以(yi)下(xia)三點:一(yi)要(yao)加快(kuai)基(ji)礎(chu)管(guan)理(li)(li)制度(du)建(jian)設。2010年(nian)、2011年(nian),國(guo)(guo)(guo)務院(yuan)兩次將《企業(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)基(ji)礎(chu)管(guan)理(li)(li)條(tiao)例(li)》列為(wei)“條(tiao)件成(cheng)熟時出臺”的立(li)法(fa)(fa)項目。各(ge)地(di)國(guo)(guo)(guo)資(zi)委一(yi)方(fang)面(mian)要(yao)積極(ji)配合(he)起草好這個條(tiao)例(li),另(ling)一(yi)方(fang)面(mian),要(yao)重視加強地(di)方(fang)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)基(ji)礎(chu)管(guan)理(li)(li)制度(du)建(jian)設,積極(ji)創(chuang)造條(tiao)件,爭(zheng)取實(shi)現(xian)本(ben)地(di)區基(ji)礎(chu)管(guan)理(li)(li)規則和(he)制度(du)的統(tong)一(yi)。二要(yao)完(wan)善基(ji)礎(chu)管(guan)理(li)(li)工(gong)作(zuo)(zuo)機制。要(yao)加強與有(you)(you)(you)(you)(you)關部門的溝通(tong)(tong)協調(diao),明確部門分(fen)工(gong),依(yi)法(fa)(fa)落(luo)實(shi)省、地(di)市兩級國(guo)(guo)(guo)資(zi)委企業(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)基(ji)礎(chu)管(guan)理(li)(li)職責,盡快(kuai)明確縣(xian)級企業(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)基(ji)礎(chu)管(guan)理(li)(li)主體(ti),建(jian)立(li)全(quan)面(mian)覆蓋、層級完(wan)整的基(ji)礎(chu)管(guan)理(li)(li)工(gong)作(zuo)(zuo)機制。三要(yao)利用好基(ji)礎(chu)管(guan)理(li)(li)數(shu)據成(cheng)果。比如(ru),通(tong)(tong)過(guo)全(quan)面(mian)掌握(wo)總量與分(fen)布(bu)情況,為(wei)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)經濟布(bu)局(ju)結構(gou)調(diao)整提供依(yi)據;通(tong)(tong)過(guo)及時跟蹤國(guo)(guo)(guo)有(you)(you)(you)(you)(you)產(chan)權變(bian)動情況,有(you)(you)(you)(you)(you)效(xiao)維護國(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)產(chan)安全(quan);通(tong)(tong)過(guo)分(fen)析國(guo)(guo)(guo)有(you)(you)(you)(you)(you)經濟運行(xing)動態,為(wei)政府實(shi)施(shi)宏觀經濟管(guan)理(li)(li)和(he)國(guo)(guo)(guo)資(zi)委實(shi)施(shi)有(you)(you)(you)(you)(you)效(xiao)監管(guan)提供決策(ce)參(can)考(kao)。
以上四項主要任(ren)務(wu),是針對國資委系統指導(dao)監(jian)督(du)工(gong)作需要重(zhong)點(dian)(dian)突(tu)(tu)破(po)的共性問題(ti)(ti)提出(chu)來的。各(ge)地情況不同,在開(kai)展指導(dao)監(jian)督(du)工(gong)作時,還可以明確其他一些重(zhong)點(dian)(dian)工(gong)作任(ren)務(wu)。要分析本地區的突(tu)(tu)出(chu)矛盾和問題(ti)(ti),分清輕重(zhong)緩(huan)急,在指導(dao)監(jian)督(du)工(gong)作中始終(zhong)堅(jian)持抓重(zhong)點(dian)(dian),破(po)難點(dian)(dian),出(chu)亮點(dian)(dian),做精品。
三、深(shen)入(ru)做好指導監督地方(fang)國資工作的幾點要求
今(jin)年(nian)是(shi)指導(dao)監(jian)(jian)督(du)地(di)方國資(zi)工(gong)作(zuo)(zuo)深(shen)入(ru)推(tui)進的一(yi)年(nian)。按照(zhao)“十二(er)五”時期指導(dao)監(jian)(jian)督(du)工(gong)作(zuo)(zuo)總體思路和主要任務,各地(di)國資(zi)委要著力(li)(li)在“提(ti)高認識(shi)、完善制(zhi)度、突(tu)出(chu)重點、提(ti)升能(neng)力(li)(li)”上下功夫(fu),扎(zha)(zha)扎(zha)(zha)實實地(di)做好各項工(gong)作(zuo)(zuo)。
(一(yi))要始終把指導監督工作擺上(shang)重要議事日程。
上級國(guo)資(zi)委(wei)依法對下(xia)級政(zheng)(zheng)府(fu)國(guo)有資(zi)產監(jian)管(guan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)進行指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)和監(jian)督(du)(du),是法律賦予各(ge)(ge)(ge)級國(guo)資(zi)委(wei)的(de)(de)一項重(zhong)要(yao)職(zhi)責(ze)。各(ge)(ge)(ge)地國(guo)資(zi)委(wei)要(yao)從(cong)加(jia)快(kuai)完善(shan)地方(fang)國(guo)有資(zi)產監(jian)管(guan)體制和制度(du)、提升國(guo)有資(zi)產監(jian)管(guan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)能(neng)力(li)和水平的(de)(de)高度(du),深(shen)刻認識和把握加(jia)強指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)重(zhong)要(yao)性和緊迫性。要(yao)牢固(gu)樹立國(guo)資(zi)系統(tong)一盤棋的(de)(de)理念,加(jia)快(kuai)形成國(guo)資(zi)監(jian)管(guan)的(de)(de)“大(da)合力(li)”。要(yao)切(qie)實(shi)糾(jiu)正指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)可有可無的(de)(de)模糊認識,克服(fu)各(ge)(ge)(ge)種畏難(nan)情緒(xu),切(qie)實(shi)把指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)有效(xiao)開展起(qi)來。各(ge)(ge)(ge)地國(guo)資(zi)委(wei)主要(yao)負責(ze)同志,要(yao)親自統(tong)籌謀劃,層(ceng)層(ceng)落(luo)實(shi)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)責(ze)任;親自過問協調,及時解(jie)決指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)涉及的(de)(de)重(zhong)大(da)問題;親自溝通協商,切(qie)實(shi)加(jia)強對下(xia)級政(zheng)(zheng)府(fu)國(guo)有資(zi)產監(jian)管(guan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)服(fu)務。分(fen)管(guan)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)負責(ze)同志,更要(yao)盡(jin)職(zhi)盡(jin)責(ze),深(shen)入(ru)(ru)分(fen)析把握本地區指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)重(zhong)點、難(nan)點,認真組織(zhi)、協調和落(luo)實(shi)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)各(ge)(ge)(ge)項工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)求,努(nu)力(li)將指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)引向深(shen)入(ru)(ru)。
(二(er))要繼續健全指導(dao)監(jian)督工(gong)作機(ji)制和制度。
健全完善(shan)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)機(ji)制(zhi)和(he)(he)制(zhi)度,是做(zuo)(zuo)好指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)重(zhong)(zhong)(zhong)要(yao)基(ji)礎。各地(di)國(guo)資(zi)委(wei)(wei)(wei)(wei)要(yao)依據《指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)辦法(fa)》的(de)(de)(de)(de)(de)規定(ding),結合(he)本地(di)實際(ji),進(jin)一(yi)步(bu)加(jia)強指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)機(ji)制(zhi)和(he)(he)制(zhi)度建設(she)。要(yao)加(jia)快形成委(wei)(wei)(wei)(wei)內(nei)(nei)各專業機(ji)構(gou)之間、上(shang)下級國(guo)資(zi)委(wei)(wei)(wei)(wei)之間指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)“兩個合(he)力(li)(li)”。在(zai)(zai)明(ming)確委(wei)(wei)(wei)(wei)內(nei)(nei)分管領導(dao)和(he)(he)工(gong)(gong)(gong)作(zuo)機(ji)構(gou)的(de)(de)(de)(de)(de)基(ji)礎上(shang),既(ji)要(yao)發揮工(gong)(gong)(gong)作(zuo)機(ji)構(gou)的(de)(de)(de)(de)(de)信息(xi)溝(gou)通(tong)、交流服務(wu)和(he)(he)綜合(he)協(xie)調(diao)(diao)(diao)作(zuo)用(yong),又要(yao)調(diao)(diao)(diao)動(dong)委(wei)(wei)(wei)(wei)內(nei)(nei)專業機(ji)構(gou)開展指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)積極性。要(yao)按照指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)總(zong)(zong)體部署,通(tong)過會(hui)議、簡(jian)報、調(diao)(diao)(diao)研交流和(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)檢查等(deng)多種形式,加(jia)快健全國(guo)資(zi)委(wei)(wei)(wei)(wei)系統上(shang)下聯動(dong)、運(yun)轉有(you)力(li)(li)的(de)(de)(de)(de)(de)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)機(ji)制(zhi)。要(yao)及(ji)時(shi)(shi)總(zong)(zong)結推廣指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)中(zhong)(zhong)的(de)(de)(de)(de)(de)特色做(zuo)(zuo)法(fa)和(he)(he)先進(jin)經驗(yan),及(ji)時(shi)(shi)反饋工(gong)(gong)(gong)作(zuo)中(zhong)(zhong)遇到的(de)(de)(de)(de)(de)難點和(he)(he)問題(ti)。要(yao)認真落實《指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)(jian)督(du)(du)辦法(fa)》確立的(de)(de)(de)(de)(de)立法(fa)備案(an)、法(fa)規政策(ce)實施督(du)(du)查和(he)(he)重(zhong)(zhong)(zhong)大(da)事項(xiang)報告等(deng)“三項(xiang)制(zhi)度”。堅(jian)持(chi)(chi)寓指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)于(yu)服務(wu)之中(zhong)(zhong),發揮好指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)引(yin)導(dao)、規范、提高(gao)和(he)(he)促進(jin)作(zuo)用(yong),同時(shi)(shi)防(fang)止越權干預下級國(guo)資(zi)委(wei)(wei)(wei)(wei)依法(fa)行權履責。堅(jian)持(chi)(chi)監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)“少而(er)精”的(de)(de)(de)(de)(de)原(yuan)則,注意把監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)著力(li)(li)點放在(zai)(zai)確保國(guo)資(zi)監(jian)(jian)管法(fa)律(lv)法(fa)規和(he)(he)國(guo)家政策(ce)的(de)(de)(de)(de)(de)貫徹實施上(shang),放在(zai)(zai)國(guo)企改制(zhi)、產權轉讓等(deng)可能出現(xian)違(wei)法(fa)違(wei)規行為的(de)(de)(de)(de)(de)重(zhong)(zhong)(zhong)點環節上(shang),放在(zai)(zai)防(fang)范國(guo)有(you)資(zi)產重(zhong)(zhong)(zhong)大(da)損(sun)失和(he)(he)重(zhong)(zhong)(zhong)大(da)不良社(she)會(hui)影響的(de)(de)(de)(de)(de)潛(qian)在(zai)(zai)風險上(shang)。
(三)要進一(yi)步突出指導監督工作重點(dian)。
各地(di)國(guo)(guo)資(zi)(zi)委要(yao)根(gen)據“十二五”時(shi)期(qi)指導(dao)監(jian)督工(gong)(gong)(gong)作(zuo)(zuo)總體(ti)部(bu)署(shu),注(zhu)意從本地(di)區實際情(qing)況和工(gong)(gong)(gong)作(zuo)(zuo)需要(yao)出發(fa)(fa),明確工(gong)(gong)(gong)作(zuo)(zuo)重點,抓(zhua)好重點突破。要(yao)立足于進一步發(fa)(fa)揮國(guo)(guo)有經(jing)(jing)濟(ji)在地(di)方(fang)經(jing)(jing)濟(ji)發(fa)(fa)展中(zhong)的(de)引領(ling)帶(dai)動(dong)作(zuo)(zuo)用(yong),積極參(can)與當地(di)企業脫鉤改制和調整(zheng)重組工(gong)(gong)(gong)作(zuo)(zuo),加快(kuai)推進地(di)方(fang)經(jing)(jing)營性(xing)國(guo)(guo)有資(zi)(zi)產的(de)集中(zhong)統一監(jian)管。要(yao)立足于國(guo)(guo)有資(zi)(zi)產監(jian)管體(ti)制改革(ge)的(de)正確方(fang)向,堅持政企分(fen)開、政資(zi)(zi)分(fen)開、所有權與經(jing)(jing)營權相分(fen)離,確保國(guo)(guo)資(zi)(zi)委直屬特(te)(te)設機構定位,切實扭轉部(bu)分(fen)地(di)市級國(guo)(guo)資(zi)(zi)委回歸行(xing)政化的(de)趨勢(shi)。要(yao)立足于新(xin)的(de)國(guo)(guo)有資(zi)(zi)產監(jian)管體(ti)制的(de)特(te)(te)點和優(you)勢(shi),繼(ji)續探索加強(qiang)縣(xian)(xian)級經(jing)(jing)營性(xing)國(guo)(guo)有資(zi)(zi)產監(jian)管工(gong)(gong)(gong)作(zuo)(zuo),鼓(gu)勵(li)國(guo)(guo)有企業數量較(jiao)多、企業國(guo)(guo)有資(zi)(zi)產規模(mo)較(jiao)大的(de)縣(xian)(xian)單獨設立國(guo)(guo)資(zi)(zi)委,指導(dao)暫不具(ju)備條(tiao)件的(de)縣(xian)(xian)抓(zhua)緊明確國(guo)(guo)有資(zi)(zi)產監(jian)管責任主(zhu)體(ti)。
(四)要不(bu)斷提升指(zhi)導監督工作能力和水平。
指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)涉及(ji)國(guo)(guo)資(zi)監管(guan)和國(guo)(guo)企(qi)改(gai)革發展的(de)方(fang)方(fang)面面,政策要(yao)求高(gao),探(tan)索(suo)(suo)性很強(qiang)(qiang),推(tui)進(jin)難度大(da)(da),必須(xu)不(bu)斷(duan)提(ti)(ti)升指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)的(de)能(neng)力(li)和水平(ping)。要(yao)深入(ru)學習(xi)領會(hui)黨(dang)的(de)十(shi)六大(da)(da)、十(shi)七大(da)(da)關于國(guo)(guo)有資(zi)產監管(guan)體制改(gai)革和完善的(de)一(yi)系列方(fang)針政策,不(bu)斷(duan)探(tan)索(suo)(suo)解決(jue)指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)涉及(ji)的(de)方(fang)向性、全局性、戰略性問題。要(yao)適應指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)面臨的(de)新形勢新任務(wu)(wu),進(jin)一(yi)步(bu)加強(qiang)(qiang)指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)隊(dui)伍建(jian)設。堅持(chi)“學用(yong)結合(he)”,經(jing)常組(zu)織國(guo)(guo)資(zi)委系統深入(ru)交流學習(xi),及(ji)時研討重點問題,加快提(ti)(ti)高(gao)指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)隊(dui)伍的(de)政治業務(wu)(wu)素質和綜合(he)工(gong)作(zuo)能(neng)力(li),努力(li)培(pei)養一(yi)支懂政策法規、精國(guo)(guo)資(zi)監管(guan)、善協調服務(wu)(wu)的(de)指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)隊(dui)伍。
根據(ju)委(wei)里會議計劃,今(jin)年不再(zai)專門召(zhao)開國資委(wei)系統政(zheng)策法(fa)規工(gong)作會議,借此機會,我想重點強(qiang)調兩個問題(ti)。
(一)關于依(yi)法行權履(lv)責、進(jin)一步(bu)加強法治(zhi)機構建(jian)設(she)。
近幾(ji)年來,國(guo)務院(yuan)高度重視法(fa)(fa)治政(zheng)(zheng)府建(jian)設(she),專(zhuan)門(men)印發(fa)了《國(guo)務院(yuan)全面(mian)推進依(yi)(yi)法(fa)(fa)行(xing)(xing)政(zheng)(zheng)實施綱要(yao)》和《國(guo)務院(yuan)關(guan)于加(jia)強法(fa)(fa)治政(zheng)(zheng)府建(jian)設(she)的意見(jian)》,并(bing)且召開(kai)了全國(guo)依(yi)(yi)法(fa)(fa)行(xing)(xing)政(zheng)(zheng)工作會(hui)議,明確要(yao)求各級政(zheng)(zheng)府部門(men)從立法(fa)(fa)、決策、執行(xing)(xing)、監督(du)等方面(mian),采取切實措(cuo)施,全面(mian)推進依(yi)(yi)法(fa)(fa)行(xing)(xing)政(zheng)(zheng)工作。國(guo)資委(wei)雖然不(bu)是政(zheng)(zheng)府行(xing)(xing)政(zheng)(zheng)部門(men),但作為直屬特設(she)機(ji)構在依(yi)(yi)法(fa)(fa)行(xing)(xing)權履責(ze)過程(cheng)中,同樣(yang)必須貫徹落實好這些(xie)部署(shu)和要(yao)求。
國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)去年12月印發(fa)了(le)(le)《關(guan)于依(yi)(yi)法(fa)(fa)(fa)(fa)(fa)行(xing)權履責(ze)進一(yi)步(bu)加(jia)強(qiang)法(fa)(fa)(fa)(fa)(fa)治(zhi)機構建(jian)設的(de)(de)實(shi)施意(yi)見》,明確(que)提(ti)(ti)出(chu)加(jia)強(qiang)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)法(fa)(fa)(fa)(fa)(fa)治(zhi)機構建(jian)設的(de)(de)總體要求和(he)具(ju)體任(ren)務。希望各(ge)地(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)高度(du)重(zhong)(zhong)視這(zhe)項(xiang)工(gong)(gong)(gong)作(zuo)(zuo)。一(yi)要繼續做好(hao)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)立法(fa)(fa)(fa)(fa)(fa)工(gong)(gong)(gong)作(zuo)(zuo)。國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)于近(jin)日(ri)制定出(chu)臺了(le)(le)《中(zhong)(zhong)央企(qi)業境(jing)外國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)督(du)管(guan)(guan)理(li)(li)暫行(xing)辦法(fa)(fa)(fa)(fa)(fa)》和(he)《中(zhong)(zhong)央企(qi)業境(jing)外國(guo)(guo)(guo)有產權管(guan)(guan)理(li)(li)暫行(xing)辦法(fa)(fa)(fa)(fa)(fa)》,目前(qian)正在(zai)抓緊(jin)起草(cao)《企(qi)業國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產基(ji)礎管(guan)(guan)理(li)(li)條例(li)》,同時配合財政部(bu)起草(cao)《國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)本(ben)經營預算條例(li)》。各(ge)地(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)也(ye)要結合本(ben)地(di)區國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)(zuo)實(shi)際和(he)突(tu)出(chu)問題,切實(shi)加(jia)強(qiang)相關(guan)制度(du)建(jian)設,努力實(shi)現國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)履行(xing)職責(ze)的(de)(de)各(ge)項(xiang)行(xing)為都有法(fa)(fa)(fa)(fa)(fa)可依(yi)(yi)。二要堅持國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統依(yi)(yi)法(fa)(fa)(fa)(fa)(fa)科學民主(zhu)決(jue)策。加(jia)強(qiang)對重(zhong)(zhong)大決(jue)策事項(xiang)的(de)(de)合法(fa)(fa)(fa)(fa)(fa)性審查(cha),未經合法(fa)(fa)(fa)(fa)(fa)性審查(cha)或者經審查(cha)不合法(fa)(fa)(fa)(fa)(fa)的(de)(de),不能提(ti)(ti)交委(wei)(wei)(wei)主(zhu)任(ren)辦公(gong)會(hui)議討論決(jue)定。三要牢(lao)固樹立程(cheng)(cheng)序意(yi)識。在(zai)履行(xing)出(chu)資(zi)(zi)(zi)(zi)人(ren)職責(ze)過程(cheng)(cheng)中(zhong)(zhong),自覺(jue)按程(cheng)(cheng)序辦事,嚴格遵守公(gong)司法(fa)(fa)(fa)(fa)(fa)、企(qi)業國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產法(fa)(fa)(fa)(fa)(fa)和(he)公(gong)司章程(cheng)(cheng)有關(guan)公(gong)司治(zhi)理(li)(li)結構和(he)議事規(gui)(gui)(gui)則的(de)(de)各(ge)項(xiang)規(gui)(gui)(gui)定,認真執行(xing)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)工(gong)(gong)(gong)作(zuo)(zuo)規(gui)(gui)(gui)程(cheng)(cheng)。四要深入開展“六五(wu)”普(pu)法(fa)(fa)(fa)(fa)(fa)工(gong)(gong)(gong)作(zuo)(zuo)。根據全國(guo)(guo)(guo)普(pu)法(fa)(fa)(fa)(fa)(fa)辦“六五(wu)”普(pu)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)劃(hua)和(he)即將印發(fa)的(de)(de)《國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)關(guan)于在(zai)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統開展法(fa)(fa)(fa)(fa)(fa)制宣傳教育的(de)(de)第六個五(wu)年規(gui)(gui)(gui)劃(hua)》,進一(yi)步(bu)提(ti)(ti)高國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統廣大干部(bu)職工(gong)(gong)(gong)特(te)別是領導(dao)干部(bu)的(de)(de)法(fa)(fa)(fa)(fa)(fa)律意(yi)識,大力推進機關(guan)合規(gui)(gui)(gui)文化建(jian)設,自覺(jue)防范好(hao)各(ge)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)行(xing)權履責(ze)中(zhong)(zhong)的(de)(de)法(fa)(fa)(fa)(fa)(fa)律風險。
(二)關(guan)于加快落實地(di)方(fang)國有(you)重點企業(ye)法制(zhi)工作三(san)年目標。
按照地方國有重點企(qi)(qi)業(ye)法(fa)(fa)制(zhi)工作(zuo)第二個三年(nian)(nian)目(mu)標要(yao)求(qiu),在今(jin)年(nian)(nian)年(nian)(nian)底前,省(sheng)屬(shu)國有重點企(qi)(qi)業(ye)要(yao)全部設(she)立(li)(li)法(fa)(fa)律事(shi)務(wu)(wu)機構,70%以上(shang)的企(qi)(qi)業(ye)要(yao)建(jian)立(li)(li)總(zong)法(fa)(fa)律顧(gu)問(wen)制(zhi)度(du)(du)(du)。據初(chu)步統計(ji),截止到今(jin)年(nian)(nian)5月(yue)底,928戶(hu)省(sheng)屬(shu)國有重點企(qi)(qi)業(ye)中,有782戶(hu)建(jian)立(li)(li)了(le)法(fa)(fa)律事(shi)務(wu)(wu)機構,占84%;419戶(hu)建(jian)立(li)(li)了(le)總(zong)法(fa)(fa)律顧(gu)問(wen)制(zhi)度(du)(du)(du),占45%。總(zong)體(ti)上(shang)看,這一進展與目(mu)標要(yao)求(qiu)相比還有不(bu)小差距(ju),特別(bie)是有6個省(sheng)國資委所監管企(qi)(qi)業(ye),至(zhi)今(jin)未有一戶(hu)設(she)立(li)(li)總(zong)法(fa)(fa)律顧(gu)問(wen),應當(dang)引起我們的高度(du)(du)(du)重視。
目前,距(ju)離三(san)年(nian)目標(biao)(biao)(biao)結(jie)束僅剩半(ban)年(nian)時間,各(ge)地國(guo)(guo)資(zi)(zi)(zi)委(wei)要(yao)(yao)(yao)(yao)進(jin)(jin)(jin)一(yi)步增(zeng)強緊(jin)迫感,采取有力措施盡快完(wan)成任(ren)務。一(yi)要(yao)(yao)(yao)(yao)切(qie)實(shi)落實(shi)工作(zuo)責(ze)任(ren),加(jia)大推進(jin)(jin)(jin)力度(du)。尤其是進(jin)(jin)(jin)展較(jiao)慢的(de)(de)省市,國(guo)(guo)資(zi)(zi)(zi)委(wei)領導(dao)要(yao)(yao)(yao)(yao)親(qin)自抓(zhua),法規處室要(yao)(yao)(yao)(yao)切(qie)實(shi)履行(xing)(xing)職(zhi)責(ze),要(yao)(yao)(yao)(yao)會(hui)同干部(bu)管(guan)(guan)理處室在摸清具體情況和(he)原因的(de)(de)基礎(chu)上,抓(zhua)緊(jin)進(jin)(jin)(jin)行(xing)(xing)專(zhuan)(zhuan)題(ti)研究,制定符合實(shi)際的(de)(de)整改(gai)推進(jin)(jin)(jin)計劃(hua)。二要(yao)(yao)(yao)(yao)及(ji)時開(kai)展專(zhuan)(zhuan)項(xiang)督(du)(du)導(dao),有效解決推進(jin)(jin)(jin)三(san)年(nian)目標(biao)(biao)(biao)的(de)(de)短板(ban)。要(yao)(yao)(yao)(yao)針對(dui)所監管(guan)(guan)企(qi)(qi)業(ye)(ye)(ye)(ye)落實(shi)三(san)年(nian)目標(biao)(biao)(biao)的(de)(de)薄弱環節(jie),擬定督(du)(du)導(dao)名(ming)單,由國(guo)(guo)資(zi)(zi)(zi)委(wei)領導(dao)帶隊(dui),通(tong)過與企(qi)(qi)業(ye)(ye)(ye)(ye)領導(dao)當面(mian)交換意(yi)見、幫助總(zong)結(jie)分析典型(xing)案例等形式,對(dui)重(zhong)點企(qi)(qi)業(ye)(ye)(ye)(ye)逐戶開(kai)展專(zhuan)(zhuan)項(xiang)督(du)(du)導(dao)。三(san)要(yao)(yao)(yao)(yao)注意(yi)抓(zhua)好總(zong)法律(lv)顧問的(de)(de)上崗到位,突出推進(jin)(jin)(jin)三(san)年(nian)目標(biao)(biao)(biao)實(shi)現的(de)(de)重(zhong)點環節(jie)。對(dui)于暫時沒有合適(shi)專(zhuan)(zhuan)職(zhi)人選的(de)(de)企(qi)(qi)業(ye)(ye)(ye)(ye),可以(yi)由企(qi)(qi)業(ye)(ye)(ye)(ye)領導(dao)班子成員兼任(ren),也可以(yi)面(mian)向社會(hui)公開(kai)招聘。各(ge)地還可以(yi)借鑒(jian)江西、河南、湖(hu)北(bei)等地國(guo)(guo)資(zi)(zi)(zi)委(wei)的(de)(de)做法,向監管(guan)(guan)企(qi)(qi)業(ye)(ye)(ye)(ye)直(zhi)接委(wei)派(pai)總(zong)法律(lv)顧問。四要(yao)(yao)(yao)(yao)認真組織檢(jian)查(cha)(cha)驗(yan)收,確保(bao)三(san)年(nian)目標(biao)(biao)(biao)的(de)(de)實(shi)現不(bu)走過場。各(ge)地要(yao)(yao)(yao)(yao)按照目標(biao)(biao)(biao)要(yao)(yao)(yao)(yao)求(qiu)的(de)(de)基本(ben)(ben)內(nei)容,借鑒(jian)國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)委(wei)檢(jian)查(cha)(cha)驗(yan)收中央企(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)做法,具體細(xi)化檢(jian)查(cha)(cha)驗(yan)收標(biao)(biao)(biao)準,在今(jin)年(nian)年(nian)底(di)前后,通(tong)過自查(cha)(cha)、互查(cha)(cha)、抽查(cha)(cha)相(xiang)結(jie)合的(de)(de)方(fang)式,全(quan)面(mian)檢(jian)查(cha)(cha)本(ben)(ben)地區國(guo)(guo)有重(zhong)點企(qi)(qi)業(ye)(ye)(ye)(ye)三(san)年(nian)目標(biao)(biao)(biao)的(de)(de)完(wan)成情況,注意(yi)總(zong)結(jie)先進(jin)(jin)(jin)典型(xing),著力解決突出困難和(he)問題(ti),檢(jian)查(cha)(cha)結(jie)果(guo)要(yao)(yao)(yao)(yao)以(yi)適(shi)當形式進(jin)(jin)(jin)行(xing)(xing)通(tong)報。
