堅持國有資產監管體制改革正確方向
努力把指導監督地方國資工作推向深入
——在全國國資委系統指導監督工作座談會上的講話

這(zhe)次(ci)會(hui)(hui)議是在全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)委系(xi)統認真學習貫(guan)徹(che)黨(dang)的(de)(de)十八大和(he)(he)中(zhong)央(yang)經(jing)濟(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議精神(shen)的(de)(de)背景下召開(kai)的(de)(de)一次(ci)重要會(hui)(hui)議。會(hui)(hui)議的(de)(de)主要任務是:貫(guan)徹(che)落(luo)實黨(dang)的(de)(de)十八大和(he)(he)中(zhong)央(yang)經(jing)濟(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議精神(shen)以(yi)及全國(guo)(guo)(guo)國(guo)(guo)(guo)有資(zi)產(chan)監(jian)(jian)督(du)(du)管(guan)理(li)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議的(de)(de)部署,回顧總結一年多來國(guo)(guo)(guo)資(zi)委系(xi)統指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)新(xin)進(jin)展和(he)(he)新(xin)成效(xiao),研(yan)究明確下一階(jie)段指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)重點(dian)任務和(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要求。國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)委對這(zhe)次(ci)會(hui)(hui)議高(gao)度重視(shi),在前不久召開(kai)的(de)(de)全國(guo)(guo)(guo)國(guo)(guo)(guo)有資(zi)產(chan)監(jian)(jian)督(du)(du)管(guan)理(li)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議上,國(guo)(guo)(guo)資(zi)委主任、黨(dang)委書(shu)記王勇同志(zhi)代表國(guo)(guo)(guo)資(zi)委黨(dang)委充分肯定(ding)了指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)取(qu)得的(de)(de)成效(xiao)。針(zhen)對本次(ci)會(hui)(hui)議,王勇同志(zhi)專門就深入開(kai)展指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)和(he)(he)進(jin)一步推動構建國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)大格局提(ti)出了明確要求。大家要深刻(ke)領會(hui)(hui),認真落(luo)實。下面,我講(jiang)三點(dian)意見(jian)。
一、國(guo)資委系(xi)統指導監督工作取得了新(xin)的(de)進展和成(cheng)效
福州會(hui)議以(yi)來(lai),各級國(guo)資委緊(jin)緊(jin)圍繞“國(guo)資監(jian)管上新(xin)(xin)水平(ping)、國(guo)企(qi)發展上新(xin)(xin)臺階”的(de)“兩(liang)新(xin)(xin)目標”,牢牢把(ba)握“指導、溝通、交流、服務”的(de)指導監(jian)督工(gong)(gong)作原(yuan)則(ze),勇(yong)于(yu)開(kai)拓實(shi)踐,做了大量卓(zhuo)有成效(xiao)的(de)工(gong)(gong)作。
一(yi)是指(zhi)導(dao)監督(du)(du)(du)工作(zuo)(zuo)組織領(ling)(ling)(ling)導(dao)明顯(xian)加強。各級國(guo)資(zi)(zi)(zi)委(wei)(wei)重(zhong)視將(jiang)指(zhi)導(dao)監督(du)(du)(du)工作(zuo)(zuo)擺上(shang)重(zhong)要(yao)議(yi)事日程。32個省級國(guo)資(zi)(zi)(zi)委(wei)(wei)普遍(bian)成(cheng)立了(le)指(zhi)導(dao)監督(du)(du)(du)工作(zuo)(zuo)領(ling)(ling)(ling)導(dao)小(xiao)組,其中20個省級國(guo)資(zi)(zi)(zi)委(wei)(wei)由(you)主要(yao)領(ling)(ling)(ling)導(dao)擔(dan)任組長。江西(xi)、福建(jian)等省的大(da)部分地(di)市(shi)(shi)級國(guo)資(zi)(zi)(zi)委(wei)(wei)也成(cheng)立了(le)指(zhi)導(dao)監督(du)(du)(du)工作(zuo)(zuo)領(ling)(ling)(ling)導(dao)小(xiao)組。北京(jing)、云(yun)南(nan)(nan)(nan)等省市(shi)(shi)國(guo)資(zi)(zi)(zi)委(wei)(wei)領(ling)(ling)(ling)導(dao)班(ban)子全(quan)體(ti)成(cheng)員(yuan)集體(ti)出(chu)席本地(di)區指(zhi)導(dao)監督(du)(du)(du)工作(zuo)(zuo)專(zhuan)題會議(yi)。河南(nan)(nan)(nan)、黑龍江、內蒙(meng)等地(di)國(guo)資(zi)(zi)(zi)委(wei)(wei)建(jian)立了(le)委(wei)(wei)領(ling)(ling)(ling)導(dao)定點聯(lian)系督(du)(du)(du)導(dao)制(zhi)(zhi)度。許(xu)多(duo)地(di)方國(guo)資(zi)(zi)(zi)委(wei)(wei)建(jian)立了(le)指(zhi)導(dao)監督(du)(du)(du)工作(zuo)(zuo)重(zhong)大(da)問題協(xie)調(diao)機(ji)制(zhi)(zhi)。陜西(xi)省國(guo)資(zi)(zi)(zi)委(wei)(wei)主要(yao)領(ling)(ling)(ling)導(dao)專(zhuan)門赴(fu)有(you)關地(di)市(shi)(shi),與市(shi)(shi)委(wei)(wei)、市(shi)(shi)政府領(ling)(ling)(ling)導(dao)反復(fu)溝(gou)(gou)通協(xie)調(diao),使在(zai)機(ji)構(gou)改革中被撤銷的地(di)市(shi)(shi)國(guo)資(zi)(zi)(zi)委(wei)(wei)得以(yi)恢復(fu)。湖(hu)南(nan)(nan)(nan)省國(guo)資(zi)(zi)(zi)委(wei)(wei)主要(yao)領(ling)(ling)(ling)導(dao)積極與省編辦(ban)溝(gou)(gou)通協(xie)調(diao),確保市(shi)(shi)州國(guo)資(zi)(zi)(zi)委(wei)(wei)在(zai)機(ji)構(gou)改革中“直屬特設機(ji)構(gou)性(xing)質不(bu)改變,人員(yuan)編制(zhi)(zhi)不(bu)減少,職能(neng)配(pei)置不(bu)弱(ruo)化”。
二是指(zhi)導(dao)監(jian)督(du)工(gong)作規劃(hua)逐步(bu)(bu)落實。國(guo)務(wu)(wu)院國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)連(lian)續三(san)(san)年(nian)印發了(le)年(nian)度指(zhi)導(dao)監(jian)督(du)工(gong)作計(ji)劃(hua),2012年(nian)將(jiang)計(ji)劃(hua)具體分解(jie)細化為39項工(gong)作。北京、天津、四川等(deng)許(xu)多省(sheng)級國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)重(zhong)視(shi)制(zhi)訂(ding)本地區指(zhi)導(dao)監(jian)督(du)工(gong)作長遠(yuan)規劃(hua)和(he)(he)年(nian)度計(ji)劃(hua),明確(que)總體思(si)路和(he)(he)重(zhong)點(dian)任務(wu)(wu)。遼寧(ning)、云南、貴州等(deng)省(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)還將(jiang)完善國(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產管(guan)(guan)理體制(zhi)、推(tui)動經營性國(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產集中(zhong)統一監(jian)管(guan)(guan)等(deng)指(zhi)導(dao)監(jian)督(du)工(gong)作任務(wu)(wu),寫(xie)入了(le)地方“十二五(wu)”規劃(hua)綱要或政府工(gong)作報告。不(bu)少地方國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)進(jin)一步(bu)(bu)明確(que)指(zhi)導(dao)監(jian)督(du)工(gong)作的重(zhong)點(dian)和(he)(he)步(bu)(bu)驟(zou)。湖(hu)北省(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)提出2012年(nian)要重(zhong)點(dian)“健(jian)全(quan)(quan)組織機構(gou)體系、健(jian)全(quan)(quan)指(zhi)導(dao)監(jian)督(du)體系、健(jian)全(quan)(quan)基礎管(guan)(guan)理體系、健(jian)全(quan)(quan)全(quan)(quan)覆蓋體系”。陜西省(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)擬訂(ding)了(le)“確(que)保機構(gou)、完成單設、實現(xian)特設”的“三(san)(san)步(bu)(bu)走”計(ji)劃(hua),指(zhi)導(dao)推(tui)動地市級國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)機構(gou)建(jian)設。
三是指導(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)信(xin)(xin)息(xi)渠道進一步暢通(tong)。各(ge)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)加大指導(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)信(xin)(xin)息(xi)交(jiao)流力度。國(guo)(guo)(guo)務院(yuan)(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)辦公(gong)廳在《國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)工(gong)作(zuo)(zuo)交(jiao)流》中編發地(di)(di)方(fang)(fang)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)專題,約請各(ge)省級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)主要負責(ze)同(tong)志(zhi)介紹本地(di)(di)特色做法;監(jian)(jian)事會(hui)(hui)工(gong)作(zuo)(zuo)局(ju)(ju)通(tong)過《國(guo)(guo)(guo)企(qi)監(jian)(jian)事會(hui)(hui)工(gong)作(zuo)(zuo)》雜(za)志(zhi),逐(zhu)省(市、區(qu))介紹深化(hua)監(jian)(jian)事會(hui)(hui)工(gong)作(zuo)(zuo)的經驗和(he)成效;法規局(ju)(ju)繼續編發地(di)(di)方(fang)(fang)工(gong)作(zuo)(zuo)簡報,并(bing)在委(wei)機關(guan)網站上(shang)開(kai)辟了(le)(le)專欄。天津、江蘇、重慶(qing)、甘肅等地(di)(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)創辦了(le)(le)指導(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)簡報、刊物、網站專欄,搭(da)建(jian)(jian)了(le)(le)工(gong)作(zuo)(zuo)交(jiao)流平臺(tai)。國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系(xi)統(tong)還(huan)利用網絡平臺(tai)提高指導(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)信(xin)(xin)息(xi)化(hua)水平。國(guo)(guo)(guo)務院(yuan)(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)評價局(ju)(ju)建(jian)(jian)立了(le)(le)地(di)(di)方(fang)(fang)國(guo)(guo)(guo)有(you)企(qi)業(ye)、國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系(xi)統(tong)監(jian)(jian)管企(qi)業(ye)和(he)國(guo)(guo)(guo)有(you)上(shang)市公(gong)司的數(shu)據庫;產(chan)(chan)權(quan)(quan)局(ju)(ju)建(jian)(jian)立了(le)(le)覆(fu)蓋(gai)全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管機構的產(chan)(chan)權(quan)(quan)登記、產(chan)(chan)權(quan)(quan)交(jiao)易(yi)等產(chan)(chan)權(quan)(quan)管理信(xin)(xin)息(xi)系(xi)統(tong);收益局(ju)(ju)建(jian)(jian)立了(le)(le)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)本經營預算工(gong)作(zuo)(zuo)信(xin)(xin)息(xi)系(xi)統(tong)。浙江省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)構建(jian)(jian)了(le)(le)覆(fu)蓋(gai)全省的國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管信(xin)(xin)息(xi)網絡平臺(tai),做到“共享監(jian)(jian)管資(zi)(zi)(zi)(zi)源、凝聚監(jian)(jian)管合力”。
四是(shi)指導監(jian)督工(gong)(gong)作(zuo)(zuo)途徑方(fang)法不(bu)斷豐富。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)宣(xuan)傳局(ju)聯合上海、廣(guang)東、江(jiang)西(xi)等(deng)(deng)省(sheng)(sheng)(sheng)市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei),共(gong)同舉(ju)辦“中央(yang)企業(ye)先進(jin)精神巡回報告會”;紀(ji)委(wei)(wei)(wei)(wei)(wei)(wei)監(jian)察(cha)局(ju)邀請全(quan)國(guo)(guo)(guo)省(sheng)(sheng)(sheng)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)加(jia)入中央(yang)企業(ye)懲(cheng)防體系建(jian)(jian)設(she)促(cu)進(jin)組(zu)。浙(zhe)江(jiang)、江(jiang)蘇等(deng)(deng)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)主動爭取省(sheng)(sheng)(sheng)政府(fu)轉發了(le)(le)加(jia)強(qiang)縣(xian)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管工(gong)(gong)作(zuo)(zuo)的意(yi)見,為(wei)指導縣(xian)級經營性(xing)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產實(shi)現(xian)“全(quan)覆蓋、全(quan)過(guo)程、全(quan)方(fang)位(wei)”監(jian)管提(ti)供了(le)(le)政策依據。廣(guang)西(xi)自治(zhi)區國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)組(zu)織開展了(le)(le)對地(di)(di)市(shi)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)建(jian)(jian)章立制、執行政策法規制度(du)情況(kuang)的集中檢(jian)查。一年多(duo)來,不(bu)少(shao)地(di)(di)方(fang)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)積極探索建(jian)(jian)立指導監(jian)督工(gong)(gong)作(zuo)(zuo)聯系點制度(du)。湖北省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)選擇13個(ge)縣(xian)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei),河南省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)選擇10個(ge)省(sheng)(sheng)(sheng)直管試點縣(xian),深入推廣(guang)“建(jian)(jian)設(she)大(da)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)、打造大(da)平(ping)臺、配置大(da)資(zi)(zi)(zi)(zi)(zi)源”的經驗。一些省(sheng)(sheng)(sheng)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)還嘗(chang)試建(jian)(jian)立對下級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)的考(kao)(kao)核評(ping)價機制。山東、江(jiang)西(xi)等(deng)(deng)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)把(ba)體制完善、國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管等(deng)(deng)專項(xiang)工(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)為(wei)主要指標,組(zu)織開展了(le)(le)對地(di)(di)市(shi)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)的考(kao)(kao)核評(ping)價。云南省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)(wei)報請省(sheng)(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)、省(sheng)(sheng)(sheng)政府(fu)同意(yi),將16個(ge)州市(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管工(gong)(gong)作(zuo)(zuo)納(na)入當地(di)(di)政府(fu)業(ye)績考(kao)(kao)核范疇(chou)。

總(zong)體來(lai)看(kan),經過國(guo)資(zi)委系統一年多的共同努力,全國(guo)指導監(jian)督(du)工作取得了新的進展和成效。突出表(biao)現在:
經(jing)(jing)營性國(guo)有資(zi)(zi)產(chan)集中(zhong)統一(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)邁出新(xin)步伐。根據27個省級(ji)國(guo)資(zi)(zi)委(wei)(wei)的(de)統計數據,2011年與2010年相比,14個省級(ji)國(guo)資(zi)(zi)委(wei)(wei)的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)覆蓋(gai)面(mian)有所擴大(da),湖北(bei)、海南等地監(jian)(jian)(jian)(jian)管(guan)(guan)覆蓋(gai)面(mian)擴大(da)了(le)5個百分點以上。繼4個直轄(xia)市(shi)實現監(jian)(jian)(jian)(jian)管(guan)(guan)全(quan)覆蓋(gai)之后,山東、河北(bei)、江蘇、寧(ning)夏(xia)、青島等近20個省市(shi)國(guo)資(zi)(zi)委(wei)(wei)的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)覆蓋(gai)面(mian)超過或接近90%。長沙、鄭州(zhou)、聊(liao)城等市(shi)實現了(le)全(quan)覆蓋(gai)監(jian)(jian)(jian)(jian)管(guan)(guan)。上海、廣州(zhou)等經(jing)(jing)濟(ji)發達地區的(de)大(da)部(bu)分區縣也基本(ben)實現了(le)經(jing)(jing)營性國(guo)有資(zi)(zi)產(chan)集中(zhong)統一(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)。特定(ding)(ding)行業(ye)和領域經(jing)(jing)營性國(guo)有資(zi)(zi)產(chan)集中(zhong)統一(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)取得(de)一(yi)(yi)定(ding)(ding)突破(po)。廣西(xi)、內蒙古、昆明(ming)、沈陽等地國(guo)資(zi)(zi)委(wei)(wei)將金(jin)融企(qi)業(ye)納(na)入監(jian)(jian)(jian)(jian)管(guan)(guan)范圍,深圳等地國(guo)資(zi)(zi)委(wei)(wei)將文化、科技企(qi)業(ye)納(na)入監(jian)(jian)(jian)(jian)管(guan)(guan)范圍,陜西(xi)省國(guo)資(zi)(zi)委(wei)(wei)將事業(ye)單位改制企(qi)業(ye)納(na)入監(jian)(jian)(jian)(jian)管(guan)(guan)范圍。

國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)基(ji)(ji)(ji)(ji)礎(chu)(chu)管理(li)(li)工(gong)作(zuo)體系逐步(bu)健(jian)全(quan)(quan)。國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)基(ji)(ji)(ji)(ji)礎(chu)(chu)管理(li)(li)工(gong)作(zuo)的(de)(de)覆蓋面進一步(bu)擴(kuo)大。國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)委地方財務快(kuai)報統(tong)(tong)(tong)計(ji)范(fan)圍已經擴(kuo)大到縣一級。上海市(shi)(shi)(shi)98%的(de)(de)市(shi)(shi)(shi)屬企(qi)(qi)業(ye)(ye)、82%的(de)(de)區屬企(qi)(qi)業(ye)(ye)由市(shi)(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)委負責基(ji)(ji)(ji)(ji)礎(chu)(chu)管理(li)(li)工(gong)作(zuo)。四川(chuan)、山西、重慶等省(sheng)市(shi)(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)委的(de)(de)企(qi)(qi)業(ye)(ye)財務快(kuai)報和動態(tai)監(jian)測體系,覆蓋了(le)本地區各類(lei)國(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)。陜西、安徽等地國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)統(tong)(tong)(tong)計(ji)工(gong)作(zuo)基(ji)(ji)(ji)(ji)本實現全(quan)(quan)級次、全(quan)(quan)覆蓋。絕大部(bu)(bu)分地市(shi)(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)委承擔了(le)對本地區國(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)的(de)(de)產(chan)(chan)(chan)(chan)(chan)權登(deng)記(ji)、統(tong)(tong)(tong)計(ji)評(ping)價(jia)等基(ji)(ji)(ji)(ji)礎(chu)(chu)管理(li)(li)工(gong)作(zuo)。國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)基(ji)(ji)(ji)(ji)礎(chu)(chu)管理(li)(li)作(zuo)用(yong)逐步(bu)得到發揮。綿陽市(shi)(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)委通(tong)過摸清區域內所有(you)(you)(you)國(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)經營運行情況,為本區域國(guo)(guo)有(you)(you)(you)經濟結構調整、打造地區特色產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)提供了(le)數據支持。煙臺(tai)市(shi)(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)委通(tong)過對市(shi)(shi)(shi)直部(bu)(bu)門、單位管理(li)(li)企(qi)(qi)業(ye)(ye)的(de)(de)調查摸底和匯總分析(xi),為積極爭取經營性國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)集中(zhong)統(tong)(tong)(tong)一監(jian)管創造了(le)條(tiao)件。
回顧國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)系(xi)統(tong)開展(zhan)指(zhi)導(dao)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工作(zuo)(zuo)的(de)三(san)年實(shi)踐,在(zai)各級國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)的(de)努力(li)下(xia),實(shi)現(xian)了五個推(tui)(tui)動(dong)(dong):一是(shi)(shi)推(tui)(tui)動(dong)(dong)了地(di)(di)方(fang)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管體(ti)制的(de)完善;二是(shi)(shi)推(tui)(tui)動(dong)(dong)了地(di)(di)方(fang)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)依法履行出(chu)資(zi)(zi)(zi)(zi)人職責(ze);三(san)是(shi)(shi)推(tui)(tui)動(dong)(dong)了國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管大格局的(de)形成;四是(shi)(shi)推(tui)(tui)動(dong)(dong)了地(di)(di)方(fang)做強做優優勢(shi)特色(se)企業(ye);五是(shi)(shi)推(tui)(tui)動(dong)(dong)了地(di)(di)方(fang)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管工作(zuo)(zuo)隊伍素質(zhi)的(de)提升(sheng)。在(zai)充分(fen)肯定成績的(de)同時,我(wo)(wo)們(men)也要(yao)清醒(xing)地(di)(di)認識到,當(dang)前(qian)指(zhi)導(dao)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工作(zuo)(zuo)仍(reng)然(ran)存在(zai)一些(xie)不(bu)容忽(hu)視的(de)薄弱環節(jie)和問題。比(bi)如,國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)系(xi)統(tong)指(zhi)導(dao)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工作(zuo)(zuo)進展(zhan)明顯不(bu)平衡,少數地(di)(di)方(fang)開展(zhan)指(zhi)導(dao)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)存在(zai)畏難情緒,工作(zuo)(zuo)力(li)度不(bu)夠;有(you)(you)的(de)地(di)(di)方(fang)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)在(zai)指(zhi)導(dao)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工作(zuo)(zuo)中重點不(bu)突出(chu),工作(zuo)(zuo)措施流于形式,針對性不(bu)強;還有(you)(you)的(de)地(di)(di)方(fang)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)綜合指(zhi)導(dao)與專業(ye)指(zhi)導(dao)相互脫節(jie),未能形成指(zhi)導(dao)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工作(zuo)(zuo)的(de)合力(li)。這些(xie)問題需要(yao)我(wo)(wo)們(men)在(zai)下(xia)一步(bu)工作(zuo)(zuo)中認真加(jia)以解決。
二、深(shen)入推進指導監督工作的重點任務
黨(dang)的(de)十(shi)(shi)八大(da)和(he)(he)中央(yang)經濟(ji)(ji)(ji)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)會議(yi)明(ming)確(que)強(qiang)調,要(yao)(yao)毫(hao)不動(dong)搖鞏固(gu)和(he)(he)發展(zhan)公有(you)(you)(you)(you)制(zhi)經濟(ji)(ji)(ji),深化國(guo)(guo)(guo)有(you)(you)(you)(you)企業改革(ge),完(wan)善(shan)各類國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管(guan)(guan)(guan)理體制(zhi),不斷增強(qiang)國(guo)(guo)(guo)有(you)(you)(you)(you)經濟(ji)(ji)(ji)的(de)活力、控制(zhi)力、影響力。這既是對黨(dang)的(de)十(shi)(shi)六大(da)以來國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管(guan)(guan)(guan)理體制(zhi)改革(ge)成效(xiao)的(de)充分肯定,也為我們進(jin)一步加強(qiang)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)指明(ming)了(le)方(fang)向。剛剛閉幕的(de)全國(guo)(guo)(guo)國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)督(du)管(guan)(guan)(guan)理工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)會議(yi)深入分析了(le)當前經濟(ji)(ji)(ji)形勢,明(ming)確(que)了(le)今年(nian)國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)總體要(yao)(yao)求和(he)(he)主(zhu)要(yao)(yao)任(ren)(ren)(ren)(ren)務。我們要(yao)(yao)深刻領(ling)會并認(ren)真(zhen)貫徹黨(dang)的(de)十(shi)(shi)八大(da)、中央(yang)經濟(ji)(ji)(ji)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)會議(yi)和(he)(he)全國(guo)(guo)(guo)國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)督(du)管(guan)(guan)(guan)理工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)會議(yi)精神,適應新(xin)(xin)形勢新(xin)(xin)任(ren)(ren)(ren)(ren)務新(xin)(xin)要(yao)(yao)求,在深入推進(jin)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)中,以加快(kuai)完(wan)善(shan)國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管(guan)(guan)(guan)理體制(zhi)為核心任(ren)(ren)(ren)(ren)務,堅持國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)管(guan)(guan)(guan)理體制(zhi)改革(ge)的(de)正確(que)方(fang)向,立足提高國(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)水(shui)平,繼續(xu)開創指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)新(xin)(xin)局面。今年(nian)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)重點(dian)任(ren)(ren)(ren)(ren)務是:
(一)繼續完善國資(zi)委(wei)的機構(gou)性質和(he)職能定位(wei)。
正確把握(wo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)(de)(de)(de)(de)機(ji)構(gou)性(xing)質(zhi)和(he)(he)(he)(he)職能(neng)定(ding)(ding)位(wei),是完善(shan)企業(ye)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)管(guan)體(ti)制(zhi)的(de)(de)(de)(de)(de)(de)重要(yao)內(nei)容(rong)。國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作(zuo)為政府(fu)直(zhi)屬(shu)特設(she)(she)(she)機(ji)構(gou)的(de)(de)(de)(de)(de)(de)性(xing)質(zhi)定(ding)(ding)位(wei),體(ti)現(xian)了我們(men)專(zhuan)(zhuan)門(men)履(lv)行(xing)(xing)出(chu)(chu)資(zi)(zi)(zi)(zi)人職責(ze)、專(zhuan)(zhuan)司國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)管(guan),不(bu)(bu)同于(yu)行(xing)(xing)政部門(men)行(xing)(xing)使社(she)(she)會(hui)(hui)公共管(guan)理職能(neng)的(de)(de)(de)(de)(de)(de)根本(ben)特征。王勇主(zhu)任(ren)在《十八(ba)大報(bao)告輔(fu)導(dao)讀本(ben)》中(zhong),專(zhuan)(zhuan)門(men)就(jiu)這個問題撰(zhuan)寫了輔(fu)導(dao)文(wen)章,國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統(tong)要(yao)深入學習領(ling)會(hui)(hui)。要(yao)繼續堅持(chi)(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)體(ti)制(zhi)改革的(de)(de)(de)(de)(de)(de)“五項原(yuan)則”,即堅持(chi)(chi)社(she)(she)會(hui)(hui)主(zhu)義基本(ben)經(jing)濟制(zhi)度和(he)(he)(he)(he)市場經(jing)濟改革方向(xiang),堅持(chi)(chi)政企分(fen)(fen)開、政資(zi)(zi)(zi)(zi)分(fen)(fen)開、所有權(quan)(quan)和(he)(he)(he)(he)經(jing)營(ying)權(quan)(quan)相分(fen)(fen)離,堅持(chi)(chi)“國(guo)(guo)(guo)家所有、分(fen)(fen)級代表”,堅持(chi)(chi)“權(quan)(quan)利(li)、義務和(he)(he)(he)(he)責(ze)任(ren)相統(tong)一,管(guan)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)和(he)(he)(he)(he)管(guan)人、管(guan)事(shi)相結合(he)”,堅持(chi)(chi)省和(he)(he)(he)(he)地市兩級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作(zuo)為政府(fu)直(zhi)屬(shu)特設(she)(she)(she)機(ji)構(gou)的(de)(de)(de)(de)(de)(de)性(xing)質(zhi)定(ding)(ding)位(wei)不(bu)(bu)動搖(yao)。否則就(jiu)會(hui)(hui)回歸政企不(bu)(bu)分(fen)(fen)、政資(zi)(zi)(zi)(zi)不(bu)(bu)分(fen)(fen)的(de)(de)(de)(de)(de)(de)舊體(ti)制(zhi)。要(yao)依法保持(chi)(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)機(ji)構(gou)的(de)(de)(de)(de)(de)(de)專(zhuan)(zhuan)門(men)性(xing)和(he)(he)(he)(he)獨立性(xing),國(guo)(guo)(guo)務院、省和(he)(he)(he)(he)地市三級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)都必須依法設(she)(she)(she)立,不(bu)(bu)能(neng)因監(jian)管(guan)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)類型的(de)(de)(de)(de)(de)(de)多樣(yang)化而改變各級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)直(zhi)屬(shu)特設(she)(she)(she)機(ji)構(gou)的(de)(de)(de)(de)(de)(de)性(xing)質(zhi)。此外,國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作(zuo)為出(chu)(chu)資(zi)(zi)(zi)(zi)人機(ji)構(gou)應有的(de)(de)(de)(de)(de)(de)法定(ding)(ding)職責(ze)至(zhi)今仍不(bu)(bu)到(dao)位(wei)的(de)(de)(de)(de)(de)(de),要(yao)抓緊落實到(dao)位(wei)。要(yao)處理好出(chu)(chu)資(zi)(zi)(zi)(zi)人行(xing)(xing)使所有權(quan)(quan)與企業(ye)行(xing)(xing)使經(jing)營(ying)權(quan)(quan)的(de)(de)(de)(de)(de)(de)關系,搞準出(chu)(chu)資(zi)(zi)(zi)(zi)人機(ji)構(gou)的(de)(de)(de)(de)(de)(de)監(jian)管(guan)定(ding)(ding)位(wei),并切(qie)實做到(dao)不(bu)(bu)缺位(wei)、不(bu)(bu)錯(cuo)位(wei)、不(bu)(bu)越位(wei)。
(二)進一步完善企業(ye)國(guo)有資產監(jian)管法規制(zhi)度(du)體系。
健(jian)全企業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)法(fa)(fa)(fa)規(gui)(gui)(gui)制(zhi)(zhi)度(du)(du)體(ti)(ti)系(xi)(xi),是推動完善新體(ti)(ti)制(zhi)(zhi)的(de)(de)重要(yao)(yao)(yao)抓手。黨的(de)(de)十八大報告強調指(zhi)出(chu),“要(yao)(yao)(yao)把制(zhi)(zhi)度(du)(du)建設擺在突出(chu)位(wei)置”,“構建系(xi)(xi)統完備(bei)、科學規(gui)(gui)(gui)范(fan)、運行有(you)(you)效的(de)(de)制(zhi)(zhi)度(du)(du)體(ti)(ti)系(xi)(xi),使各方面制(zhi)(zhi)度(du)(du)更(geng)(geng)加(jia)(jia)成熟更(geng)(geng)加(jia)(jia)定型。”這說(shuo)明(ming),要(yao)(yao)(yao)完善國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)體(ti)(ti)制(zhi)(zhi),應(ying)當更(geng)(geng)加(jia)(jia)重視法(fa)(fa)(fa)規(gui)(gui)(gui)制(zhi)(zhi)度(du)(du)建設。近十年來(lai),經(jing)過(guo)國(guo)(guo)資(zi)(zi)(zi)委系(xi)(xi)統的(de)(de)共同努力,在立法(fa)(fa)(fa)機關支持(chi)下,以《企業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)法(fa)(fa)(fa)》為(wei)龍(long)頭,以《企業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)督管(guan)理暫行條例》為(wei)基礎,以國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)規(gui)(gui)(gui)章、規(gui)(gui)(gui)范(fan)性(xing)文件為(wei)主要(yao)(yao)(yao)內容(rong)的(de)(de)企業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)法(fa)(fa)(fa)規(gui)(gui)(gui)制(zhi)(zhi)度(du)(du)體(ti)(ti)系(xi)(xi)已經(jing)基本(ben)形(xing)成。下一步(bu)在深入開展指(zhi)導(dao)監(jian)督工作中(zhong),要(yao)(yao)(yao)適(shi)應(ying)完善新體(ti)(ti)制(zhi)(zhi)的(de)(de)需要(yao)(yao)(yao),更(geng)(geng)加(jia)(jia)注重總結(jie)監(jian)管(guan)體(ti)(ti)制(zhi)(zhi)改(gai)革的(de)(de)經(jing)驗(yan),并(bing)將經(jing)驗(yan)上(shang)升為(wei)制(zhi)(zhi)度(du)(du)。要(yao)(yao)(yao)學習湖北、山(shan)東等省的(de)(de)好做法(fa)(fa)(fa),加(jia)(jia)快(kuai)推動各地(di)抓緊出(chu)臺地(di)方企業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)條例,不斷探索健(jian)全國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)各種(zhong)制(zhi)(zhi)度(du)(du)規(gui)(gui)(gui)范(fan)。要(yao)(yao)(yao)適(shi)時(shi)組織對現(xian)有(you)(you)國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)規(gui)(gui)(gui)章、規(gui)(gui)(gui)范(fan)性(xing)文件的(de)(de)清理,明(ming)確“立、改(gai)、廢”的(de)(de)要(yao)(yao)(yao)求,努力為(wei)各級(ji)國(guo)(guo)資(zi)(zi)(zi)委行權(quan)履責提供成熟完備(bei)的(de)(de)制(zhi)(zhi)度(du)(du)依據。
(三)不(bu)斷完善國資監管組(zu)織(zhi)體系和工作體系。
推動完(wan)善(shan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)組(zu)織(zhi)體(ti)系(xi)和工(gong)作(zuo)(zuo)(zuo)體(ti)系(xi),是開(kai)展指導監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)的(de)(de)一項基(ji)本內容。要繼續推動地(di)市(shi)單獨設立(li)(li)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構。沒有(you)(you)設立(li)(li)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構的(de)(de)地(di)市(shi),要力爭通(tong)過三年努(nu)力全(quan)(quan)部予以(yi)設立(li)(li)。縣級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)要全(quan)(quan)面實現明確責任(ren)(ren)主體(ti),并(bing)推動國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)數(shu)量較大、具備條件的(de)(de)縣設立(li)(li)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構。要繼續深入探索國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)(zuo)(zuo)規(gui)律,鼓勵從各地(di)實際情況出(chu)發,針(zhen)對當前國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委行權(quan)履(lv)責存在的(de)(de)突出(chu)矛(mao)盾和問題,突出(chu)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)(zuo)(zuo)重點。要進一步充實完(wan)善(shan)以(yi)主業(ye)(ye)核定(ding)、業(ye)(ye)績考核、薪酬分配、企(qi)業(ye)(ye)領導人員任(ren)(ren)免(mian)和財(cai)務評價、產(chan)(chan)權(quan)管(guan)(guan)(guan)(guan)(guan)理(li)、監(jian)事會(hui)監(jian)督(du)、風(feng)險管(guan)(guan)(guan)(guan)(guan)控為主線的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)(zuo)(zuo)閉環,加快(kuai)健全(quan)(quan)全(quan)(quan)國(guo)(guo)(guo)(guo)統一的(de)(de)企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)基(ji)礎(chu)(chu)管(guan)(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)(zuo)(zuo)體(ti)系(xi),大力提高國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)基(ji)礎(chu)(chu)管(guan)(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)(zuo)(zuo)水平(ping),不斷增強國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)(zuo)(zuo)效率。
(四)積極推進經營性國有資產集中統一(yi)監管。
推進經(jing)營(ying)性(xing)國有(you)資產集中統一(yi)監(jian)管(guan)(guan),是在市場(chang)經(jing)濟(ji)條件下實現(xian)更大范圍、更高層次(ci)、更廣領域(yu)優化(hua)(hua)配置國有(you)資源(yuan)的(de)客觀需要(yao),也是更好(hao)地遵循市場(chang)經(jing)濟(ji)規律和(he)(he)(he)企業發(fa)展(zhan)規律的(de)必然(ran)要(yao)求。當前,要(yao)密切關(guan)注特定(ding)行(xing)(xing)業和(he)(he)(he)領域(yu)新(xin)一(yi)輪(lun)國有(you)資產管(guan)(guan)理體(ti)制(zhi)改革情況,盡(jin)可能避免(mian)對現(xian)行(xing)(xing)國資監(jian)管(guan)(guan)體(ti)制(zhi)產生(sheng)負面影響。要(yao)繼續探(tan)索(suo)對地方(fang)(fang)金(jin)融、文化(hua)(hua)、自然(ran)資源(yuan)等領域(yu)經(jing)營(ying)性(xing)國有(you)資產的(de)監(jian)管(guan)(guan),按照政企分開(kai)、政資分開(kai)原則,積極主動(dong)向(xiang)地方(fang)(fang)黨委、政府(fu)提出(chu)有(you)關(guan)改革的(de)意見、建議,做好(hao)與(yu)有(you)關(guan)部門的(de)溝通協調,不(bu)斷(duan)健(jian)全國有(you)資產出(chu)資人制(zhi)度,防(fang)止出(chu)現(xian)“多龍治資”、條塊(kuai)分割(ge)的(de)格局。要(yao)以維護、鞏固(gu)、完善新(xin)體(ti)制(zhi)為目標,審慎探(tan)索(suo)直(zhi)接持股、股權(quan)代(dai)持、委托監(jian)管(guan)(guan)等形式(shi),不(bu)斷(duan)創新(xin)國資委行(xing)(xing)權(quan)履責、加強監(jian)管(guan)(guan)的(de)有(you)效(xiao)途徑和(he)(he)(he)方(fang)(fang)式(shi)。
(五)著力打造地方國(guo)有優勢特色企業。
積極(ji)推動(dong)(dong)打(da)造(zao)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)國(guo)(guo)有(you)(you)(you)(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye),既有(you)(you)(you)(you)利于(yu)發(fa)(fa)揮(hui)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)國(guo)(guo)有(you)(you)(you)(you)經濟(ji)的(de)(de)主(zhu)導(dao)(dao)(dao)作用(yong),也有(you)(you)(you)(you)利于(yu)筑牢(lao)實體經濟(ji)這個(ge)堅(jian)實基礎。因此,深入開展(zhan)指(zhi)(zhi)導(dao)(dao)(dao)監督工作,應當(dang)在推動(dong)(dong)打(da)造(zao)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)國(guo)(guo)有(you)(you)(you)(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye)上(shang)下更大(da)功夫。要(yao)緊(jin)密結(jie)(jie)(jie)合(he)本地(di)(di)區(qu)發(fa)(fa)展(zhan)規劃,立足當(dang)地(di)(di)自然條件、區(qu)位特(te)(te)(te)(te)點、資(zi)(zi)(zi)(zi)源狀況和(he)(he)(he)(he)產業(ye)(ye)(ye)基礎,深入論證并找準本地(di)(di)區(qu)國(guo)(guo)有(you)(you)(you)(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)發(fa)(fa)展(zhan)方(fang)(fang)(fang)(fang)(fang)(fang)向。要(yao)指(zhi)(zhi)導(dao)(dao)(dao)監管企(qi)(qi)業(ye)(ye)(ye)加(jia)快轉型升級,調整產業(ye)(ye)(ye)結(jie)(jie)(jie)構、推進(jin)(jin)自主(zhu)創新、優(you)(you)化內部資(zi)(zi)(zi)(zi)源配置、實施企(qi)(qi)業(ye)(ye)(ye)重組(zu)整合(he)和(he)(he)(he)(he)推進(jin)(jin)國(guo)(guo)際化經營,進(jin)(jin)一(yi)(yi)步轉變(bian)(bian)發(fa)(fa)展(zhan)方(fang)(fang)(fang)(fang)(fang)(fang)式(shi),從而打(da)造(zao)一(yi)(yi)批具有(you)(you)(you)(you)競爭力(li)和(he)(he)(he)(he)影響(xiang)力(li)的(de)(de)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye)。要(yao)將(jiang)培育(yu)知名品(pin)牌作為打(da)造(zao)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)重要(yao)抓(zhua)手,注意指(zhi)(zhi)導(dao)(dao)(dao)監管企(qi)(qi)業(ye)(ye)(ye)制定實施品(pin)牌戰(zhan)略(lve),在深入挖(wa)掘傳(chuan)統(tong)特(te)(te)(te)(te)色(se)品(pin)牌資(zi)(zi)(zi)(zi)源、鞏固擴大(da)其影響(xiang)力(li)的(de)(de)基礎上(shang),結(jie)(jie)(jie)合(he)市場和(he)(he)(he)(he)企(qi)(qi)業(ye)(ye)(ye)產品(pin)結(jie)(jie)(jie)構發(fa)(fa)展(zhan)變(bian)(bian)化,積極(ji)培育(yu)新品(pin)牌。要(yao)通(tong)過打(da)造(zao)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)國(guo)(guo)有(you)(you)(you)(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye),更好地(di)(di)發(fa)(fa)揮(hui)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)國(guo)(guo)有(you)(you)(you)(you)經濟(ji)引(yin)領、輻射和(he)(he)(he)(he)帶(dai)動(dong)(dong)作用(yong),努力(li)實現“培育(yu)一(yi)(yi)個(ge)龍(long)頭企(qi)(qi)業(ye)(ye)(ye),形成一(yi)(yi)個(ge)優(you)(you)勢(shi)(shi)產業(ye)(ye)(ye),帶(dai)動(dong)(dong)一(yi)(yi)方(fang)(fang)(fang)(fang)(fang)(fang)經濟(ji)發(fa)(fa)展(zhan)”。在打(da)造(zao)地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)優(you)(you)勢(shi)(shi)特(te)(te)(te)(te)色(se)企(qi)(qi)業(ye)(ye)(ye)中,還要(yao)特(te)(te)(te)(te)別關(guan)注地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)融資(zi)(zi)(zi)(zi)平臺(tai)公司風險防范問(wen)題,要(yao)結(jie)(jie)(jie)合(he)新形勢(shi)(shi),進(jin)(jin)一(yi)(yi)步指(zhi)(zhi)導(dao)(dao)(dao)下級國(guo)(guo)資(zi)(zi)(zi)(zi)委密切(qie)關(guan)注系統(tong)內融資(zi)(zi)(zi)(zi)平臺(tai)公司的(de)(de)運行,加(jia)強對其經營模式(shi)、治理結(jie)(jie)(jie)構、融資(zi)(zi)(zi)(zi)規模和(he)(he)(he)(he)償(chang)債能力(li)的(de)(de)跟(gen)蹤監管。前一(yi)(yi)階段,一(yi)(yi)些地(di)(di)方(fang)(fang)(fang)(fang)(fang)(fang)推進(jin)(jin)融資(zi)(zi)(zi)(zi)平臺(tai)公司適(shi)時轉型并有(you)(you)(you)(you)效(xiao)加(jia)強運營風險防控,這一(yi)(yi)做(zuo)法值(zhi)得各地(di)(di)學習借(jie)鑒。
(六)深入構建國資監管(guan)大(da)格(ge)局。
在國(guo)(guo)資(zi)(zi)委系統推(tui)動(dong)構建(jian)(jian)國(guo)(guo)資(zi)(zi)監管(guan)大(da)格局(ju)(ju),是(shi)國(guo)(guo)務院國(guo)(guo)資(zi)(zi)委作(zuo)出(chu)(chu)的(de)(de)一(yi)(yi)項重(zhong)要(yao)(yao)(yao)戰略部(bu)(bu)署。一(yi)(yi)年(nian)多來(lai)(lai),各地(di)(di)(di)在推(tui)動(dong)構建(jian)(jian)國(guo)(guo)資(zi)(zi)監管(guan)大(da)格局(ju)(ju)方(fang)面,取得了良好(hao)效果。下一(yi)(yi)步,要(yao)(yao)(yao)突出(chu)(chu)抓好(hao)“三(san)個(ge)著(zhu)(zhu)力(li)”:一(yi)(yi)是(shi)著(zhu)(zhu)力(li)推(tui)動(dong)本(ben)地(di)(di)(di)區(qu)(qu)(qu)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)的(de)(de)集(ji)中(zhong)優(you)化配置(zhi)。要(yao)(yao)(yao)把本(ben)地(di)(di)(di)區(qu)(qu)(qu)的(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)和(he)中(zhong)央企(qi)(qi)業(ye)、兄弟省市在本(ben)地(di)(di)(di)區(qu)(qu)(qu)的(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)放在一(yi)(yi)個(ge)大(da)平(ping)(ping)臺上進(jin)行優(you)化配置(zhi),使這些(xie)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)在本(ben)地(di)(di)(di)區(qu)(qu)(qu)形成更(geng)大(da)的(de)(de)競爭優(you)勢。二是(shi)著(zhu)(zhu)力(li)深(shen)化央地(di)(di)(di)合(he)(he)作(zuo)和(he)區(qu)(qu)(qu)域合(he)(he)作(zuo)。要(yao)(yao)(yao)注意完善央地(di)(di)(di)合(he)(he)作(zuo)的(de)(de)協調機制,以(yi)出(chu)(chu)資(zi)(zi)關系為基礎,充(chong)分尊(zun)重(zhong)市場規律,深(shen)入做(zuo)好(hao)合(he)(he)作(zuo)項目的(de)(de)研究論證,避免重(zhong)復建(jian)(jian)設和(he)資(zi)(zi)源(yuan)浪(lang)費,不(bu)搞(gao)“拉郎(lang)配”。要(yao)(yao)(yao)正(zheng)確處理好(hao)“借梯上樓”與(yu)自我發展(zhan)(zhan)的(de)(de)關系,把引入外部(bu)(bu)資(zi)(zi)源(yuan)與(yu)做(zuo)強(qiang)做(zuo)優(you)本(ben)地(di)(di)(di)企(qi)(qi)業(ye)有(you)(you)機結合(he)(he)起來(lai)(lai)。三(san)是(shi)著(zhu)(zhu)力(li)創造有(you)(you)利于國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)改(gai)革發展(zhan)(zhan)的(de)(de)良好(hao)環境。具體(ti)來(lai)(lai)說,要(yao)(yao)(yao)做(zuo)好(hao)以(yi)下工(gong)作(zuo):對(dui)(dui)上要(yao)(yao)(yao)加強(qiang)請示匯(hui)報,主動(dong)爭取當地(di)(di)(di)黨(dang)政(zheng)主要(yao)(yao)(yao)領導的(de)(de)重(zhong)視與(yu)支(zhi)持;對(dui)(dui)外要(yao)(yao)(yao)積(ji)(ji)(ji)極做(zuo)好(hao)與(yu)有(you)(you)關部(bu)(bu)門的(de)(de)溝(gou)通協調,努力(li)形成支(zhi)持國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)(qi)改(gai)革發展(zhan)(zhan)的(de)(de)共(gong)識和(he)合(he)(he)力(li);對(dui)(dui)下要(yao)(yao)(yao)積(ji)(ji)(ji)極做(zuo)好(hao)指(zhi)導和(he)服務,為監管(guan)企(qi)(qi)業(ye)和(he)下級國(guo)(guo)資(zi)(zi)委提供(gong)方(fang)向指(zhi)引和(he)撐(cheng)腰支(zhi)持;對(dui)(dui)社會要(yao)(yao)(yao)積(ji)(ji)(ji)極做(zuo)好(hao)輿論宣傳,努力(li)創造全社會支(zhi)持國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)(qi)改(gai)革發展(zhan)(zhan)的(de)(de)良好(hao)外部(bu)(bu)環境;對(dui)(dui)內要(yao)(yao)(yao)積(ji)(ji)(ji)極做(zuo)好(hao)實踐總結和(he)理論研究,不(bu)斷提高國(guo)(guo)資(zi)(zi)監管(guan)工(gong)作(zuo)能力(li)和(he)水(shui)平(ping)(ping)。
三、 扎實(shi)做好指導監督工作的幾(ji)點要求
今年(nian)(nian)(nian)是全(quan)面貫徹黨(dang)的(de)十八(ba)大精神的(de)開局之年(nian)(nian)(nian),也(ye)是落實(shi)“十二五”指導(dao)監(jian)督(du)工(gong)作(zuo)(zuo)主要(yao)任務的(de)重要(yao)一年(nian)(nian)(nian)。各地國(guo)資(zi)委(wei)要(yao)根據(ju)黨(dang)的(de)十八(ba)大和中央經濟工(gong)作(zuo)(zuo)會議精神,按照全(quan)國(guo)國(guo)資(zi)監(jian)管(guan)工(gong)作(zuo)(zuo)會議的(de)要(yao)求,立足本地實(shi)際,努力將(jiang)指導(dao)監(jian)督(du)工(gong)作(zuo)(zuo)推向(xiang)深入。在這里,我提出(chu)五點要(yao)求:
(一(yi)) 進(jin)一(yi)步提(ti)高深入(ru)開展指導監督(du)工作(zuo)重(zhong)要性的認識。
上(shang)級(ji)國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)對(dui)下級(ji)政府的(de)國(guo)(guo)(guo)(guo)(guo)有(you)資產(chan)監管(guan)(guan)工作(zuo)進行(xing)指導(dao)和(he)監督(du)(du),是國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)承擔的(de)一(yi)項法(fa)定職(zhi)責,也是維護國(guo)(guo)(guo)(guo)(guo)有(you)資產(chan)“國(guo)(guo)(guo)(guo)(guo)家所有(you)”的(de)一(yi)項重要(yao)(yao)(yao)制度安(an)排。應當強調(diao),國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)系(xi)統(tong)承擔的(de)出資人職(zhi)責和(he)面(mian)(mian)上(shang)監管(guan)(guan)職(zhi)責,是緊密(mi)聯系(xi)、有(you)機統(tong)一(yi)的(de)。衡量和(he)評價國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)工作(zuo)成效,不(bu)(bu)僅要(yao)(yao)(yao)看(kan)出資人職(zhi)責履(lv)行(xing)得(de)好(hao)不(bu)(bu)好(hao),還要(yao)(yao)(yao)看(kan)面(mian)(mian)上(shang)監管(guan)(guan)的(de)指導(dao)監督(du)(du)職(zhi)責履(lv)行(xing)得(de)好(hao)不(bu)(bu)好(hao)。這兩方面(mian)(mian)工作(zuo)同等重要(yao)(yao)(yao)、缺(que)一(yi)不(bu)(bu)可。各地國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)一(yi)定要(yao)(yao)(yao)認(ren)(ren)真貫徹落實(shi)黨的(de)十八大精神,自(zi)覺將指導(dao)監督(du)(du)工作(zuo)放(fang)到(dao)推動完善國(guo)(guo)(guo)(guo)(guo)資監管(guan)(guan)體制的(de)重要(yao)(yao)(yao)舉措上(shang)來(lai)(lai)認(ren)(ren)識(shi),放(fang)到(dao)確保(bao)全國(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)資監管(guan)(guan)政策協調(diao)統(tong)一(yi)的(de)高度上(shang)來(lai)(lai)認(ren)(ren)識(shi),放(fang)到(dao)保(bao)障實(shi)現“十二五”時期國(guo)(guo)(guo)(guo)(guo)資國(guo)(guo)(guo)(guo)(guo)企改革發(fa)展(zhan)“兩新(xin)目(mu)標(biao)”的(de)迫切需(xu)要(yao)(yao)(yao)上(shang)來(lai)(lai)認(ren)(ren)識(shi),放(fang)到(dao)進一(yi)步加強國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)系(xi)統(tong)自(zi)身建設的(de)內在(zai)要(yao)(yao)(yao)求(qiu)上(shang)來(lai)(lai)認(ren)(ren)識(shi)。
(二)全(quan)面(mian)落實(shi)指導監督工作各項規(gui)定和(he)制度要(yao)求(qiu)。
各地(di)(di)國(guo)資(zi)(zi)委(wei)要(yao)繼續按(an)照《地(di)(di)方國(guo)有資(zi)(zi)產監(jian)(jian)管(guan)工(gong)作指(zhi)導(dao)監(jian)(jian)督辦(ban)法(fa)(fa)》(國(guo)務院國(guo)資(zi)(zi)委(wei)令(ling)第25號),進一步(bu)明確指(zhi)導(dao)監(jian)(jian)督工(gong)作的(de)主要(yao)職責和要(yao)求。要(yao)認真執行(xing)立法(fa)(fa)備案、依法(fa)(fa)實(shi)施(shi)督查和重大事項報告(gao)(gao)等(deng)規(gui)定(ding),切實(shi)做到下(xia)級(ji)國(guo)資(zi)(zi)委(wei)制定(ding)的(de)規(gui)范性(xing)文(wen)件,及(ji)時報送上(shang)級(ji)國(guo)資(zi)(zi)委(wei)備案;下(xia)級(ji)國(guo)資(zi)(zi)委(wei)機構設置、監(jian)(jian)管(guan)范圍(wei)發生重大變動(dong)等(deng)情況(kuang),及(ji)時報告(gao)(gao)上(shang)級(ji)國(guo)資(zi)(zi)委(wei)。要(yao)嚴格(ge)按(an)照指(zhi)導(dao)監(jian)(jian)督工(gong)作事項和方式的(de)規(gui)定(ding),認真履行(xing)好(hao)國(guo)資(zi)(zi)監(jian)(jian)管(guan)工(gong)作中逐級(ji)監(jian)(jian)督職責,對一些地(di)(di)方出現的(de)不符(fu)合改革方向和國(guo)資(zi)(zi)監(jian)(jian)管(guan)政策法(fa)(fa)律規(gui)定(ding)的(de)做法(fa)(fa),上(shang)級(ji)國(guo)資(zi)(zi)委(wei)應當及(ji)時與當地(di)(di)政府(fu)及(ji)國(guo)資(zi)(zi)委(wei)溝通協調(diao),提出改進的(de)意見和建議。
(三)切實搞好綜合指導(dao)和專業指導(dao)的協調聯動(dong)。
指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)涉及(ji)面(mian)廣、綜(zong)合(he)(he)性強(qiang)。各地(di)國(guo)(guo)資(zi)(zi)委要(yao)進一(yi)步(bu)將(jiang)綜(zong)合(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)和(he)(he)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)有機結(jie)合(he)(he)起來,充分調動兩(liang)個方面(mian)的(de)(de)積極性。綜(zong)合(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)要(yao)以推(tui)動完善國(guo)(guo)資(zi)(zi)監(jian)管體制(zhi)、加快實現經營性國(guo)(guo)有資(zi)(zi)產(chan)集中統(tong)一(yi)監(jian)管、指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)地(di)方發(fa)揮(hui)國(guo)(guo)有經濟(ji)主導(dao)作(zuo)(zuo)(zuo)(zuo)用等為重點,牽(qian)頭(tou)制(zhi)定年度(du)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)計劃,組織落實各項(xiang)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任務,及(ji)時總(zong)(zong)結(jie)分析面(mian)上(shang)情(qing)況,注意(yi)發(fa)揮(hui)綜(zong)合(he)(he)歸口、協調服務的(de)(de)作(zuo)(zuo)(zuo)(zuo)用。專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)要(yao)按(an)照(zhao)本業(ye)(ye)(ye)(ye)(ye)務領域(yu)的(de)(de)職責分工(gong)(gong)(gong),細化(hua)(hua)(hua)和(he)(he)規范(fan)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)流程,強(qiang)化(hua)(hua)(hua)全系統(tong)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)培訓,宣傳學習好本業(ye)(ye)(ye)(ye)(ye)務領域(yu)的(de)(de)新(xin)(xin)政策(ce)和(he)(he)新(xin)(xin)要(yao)求,不斷推(tui)進國(guo)(guo)資(zi)(zi)監(jian)管專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)領域(yu)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)深化(hua)(hua)(hua)和(he)(he)提高(gao)(gao)(gao)。要(yao)按(an)照(zhao)提高(gao)(gao)(gao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)效率和(he)(he)執行力的(de)(de)要(yao)求,優化(hua)(hua)(hua)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)職能配置,綜(zong)合(he)(he)歸口處室(shi)要(yao)大(da)膽牽(qian)頭(tou),切實履(lv)行好匯(hui)總(zong)(zong)信息、綜(zong)合(he)(he)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)、協調服務等職責,注意(yi)凝聚工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)合(he)(he)力,整(zheng)合(he)(he)業(ye)(ye)(ye)(ye)(ye)務資(zi)(zi)源,避(bi)免單兵作(zuo)(zuo)(zuo)(zuo)戰。有關業(ye)(ye)(ye)(ye)(ye)務處室(shi)要(yao)立足(zu)國(guo)(guo)資(zi)(zi)監(jian)管全局,按(an)照(zhao)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)統(tong)一(yi)部署,積極開展(zhan)國(guo)(guo)資(zi)(zi)監(jian)管各項(xiang)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo),提高(gao)(gao)(gao)指(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)監(jian)督(du)(du)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)水平。
(四)進一步增強指導(dao)監督工作的針對性和有(you)效性。
指(zhi)導監督工(gong)(gong)(gong)作(zuo)(zuo)開展得好不好,很大程度上取(qu)決(jue)于我們(men)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)針對性和有(you)效性。各地(di)國資委(wei)(wei)要(yao)(yao)緊(jin)緊(jin)圍(wei)繞“十(shi)二五”國資監管(guan)的(de)(de)主要(yao)(yao)任(ren)務(wu)和重(zhong)點(dian)問題,結合本地(di)區實際,注意分階段選(xuan)擇(ze)一兩個(ge)重(zhong)點(dian),力爭實現重(zhong)點(dian)突(tu)(tu)破。要(yao)(yao)不斷豐(feng)富工(gong)(gong)(gong)作(zuo)(zuo)手(shou)(shou)段,采取(qu)召(zhao)開片區座談會、出臺規(gui)范性文(wen)件、與下級政府溝通協調(diao)等(deng)形式,及(ji)時(shi)指(zhi)導、幫(bang)助下級國資委(wei)(wei)解決(jue)工(gong)(gong)(gong)作(zuo)(zuo)中遇到的(de)(de)突(tu)(tu)出問題。要(yao)(yao)進一步搭建和完善網絡(luo)、簡(jian)報(bao)、期刊等(deng)信息交流平臺,及(ji)時(shi)總結交流國資監管(guan)的(de)(de)好做法(fa)、好經驗(yan),擴大先進典型的(de)(de)示(shi)范效應。要(yao)(yao)切實轉變指(zhi)導監督工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)作(zuo)(zuo)風,加強調(diao)查研究,主動到工(gong)(gong)(gong)作(zuo)(zuo)難度大、困難問題多的(de)(de)下級國資委(wei)(wei)了(le)解情況,掌(zhang)握第一手(shou)(shou)材料,取(qu)得工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)主動權。
(五)繼(ji)續加強指(zhi)導監督(du)工作隊伍(wu)建設。
指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)任務繁重,政策性強(qiang),協調服務要求高,必(bi)須(xu)把加強(qiang)隊伍(wu)(wu)建設放(fang)到重要位置(zhi)。從事指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)的(de)同志,一定(ding)要自覺學習、掌握國資(zi)監(jian)(jian)管(guan)體制改(gai)(gai)革的(de)基本政策和法律規定(ding),全面了解國企改(gai)(gai)革、國資(zi)監(jian)(jian)管(guan)各項業務工(gong)作(zuo),不斷提高做好(hao)指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)的(de)綜合素質。各地(di)國資(zi)委要鼓勵開展系統內(nei)干部雙向掛(gua)職交(jiao)流,注(zhu)意學習兄弟省市(shi)先進(jin)經驗,拓寬工(gong)作(zuo)視野和思路,加快培養一批指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)的(de)業務骨干。要積(ji)極(ji)創造條件,充(chong)實隊伍(wu)(wu)力量,保(bao)持隊伍(wu)(wu)穩定(ding),努(nu)力為做好(hao)指(zhi)導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)提供可靠(kao)的(de)隊伍(wu)(wu)保(bao)障。

)(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)提供有益借(jie)鑒(jian)。四是(shi)建(jian)立地(di)(di)方國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)重(zhong)(zhong)點(dian)(dian)規(gui)章、規(gui)范(fan)性文件(jian)季報制(zhi)度(du)(du)。今年(nian)(nian)(nian)擬對(dui)各省(sheng)級國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)上報的(de)(de)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)重(zhong)(zhong)點(dian)(dian)法規(gui)、規(gui)章、規(gui)范(fan)性文件(jian)進(jin)行(xing)(xing)匯(hui)編(bian)整理,每季度(du)(du)編(bian)發至各級國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou),在國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)系(xi)統交流(liu)學習借(jie)鑒(jian)。
這(zhe)里(li),我還要強調一下(xia)國(guo)(guo)(guo)有企業列(lie)入(ru)世貿(mao)組織《政(zheng)府采(cai)(cai)購(gou)協(xie)(xie)議》(GPA)出價的研究工作。《政(zheng)府采(cai)(cai)購(gou)協(xie)(xie)議》(GPA)是(shi)(shi)WTO的一項諸邊協(xie)(xie)議,宗旨(zhi)是(shi)(shi)促進成(cheng)員(yuan)方開放(fang)政(zheng)府采(cai)(cai)購(gou)市場,擴(kuo)大國(guo)(guo)(guo)際(ji)貿(mao)易。加入(ru)GPA,是(shi)(shi)我國(guo)(guo)(guo)入(ru)世時作出的鄭(zheng)重承諾。希(xi)望各地國(guo)(guo)(guo)資委(wei)高(gao)度重視(shi),認真組織好(hao)相(xiang)關工作。
