——在全國國資委系統指導監督工作座談會上的講話

  這次會(hui)議(yi)(yi)是在(zai)全國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)系統(tong)認(ren)真學習貫徹黨(dang)(dang)的(de)(de)十八大(da)(da)和(he)(he)中央經濟(ji)工(gong)作(zuo)(zuo)(zuo)會(hui)議(yi)(yi)精(jing)(jing)神的(de)(de)背景下召開(kai)的(de)(de)一(yi)(yi)次重要(yao)(yao)(yao)會(hui)議(yi)(yi)。會(hui)議(yi)(yi)的(de)(de)主(zhu)要(yao)(yao)(yao)任(ren)務是:貫徹落(luo)(luo)實黨(dang)(dang)的(de)(de)十八大(da)(da)和(he)(he)中央經濟(ji)工(gong)作(zuo)(zuo)(zuo)會(hui)議(yi)(yi)精(jing)(jing)神以及全國(guo)(guo)國(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)督(du)管(guan)理(li)工(gong)作(zuo)(zuo)(zuo)會(hui)議(yi)(yi)的(de)(de)部署,回(hui)顧總結一(yi)(yi)年多來(lai)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)系統(tong)指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)作(zuo)(zuo)(zuo)的(de)(de)新(xin)進展(zhan)和(he)(he)新(xin)成(cheng)效,研(yan)究(jiu)明確下一(yi)(yi)階段(duan)指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)作(zuo)(zuo)(zuo)的(de)(de)重點任(ren)務和(he)(he)工(gong)作(zuo)(zuo)(zuo)要(yao)(yao)(yao)求。國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)對這次會(hui)議(yi)(yi)高度(du)重視,在(zai)前(qian)不久召開(kai)的(de)(de)全國(guo)(guo)國(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)督(du)管(guan)理(li)工(gong)作(zuo)(zuo)(zuo)會(hui)議(yi)(yi)上,國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)主(zhu)任(ren)、黨(dang)(dang)委(wei)(wei)(wei)書記王勇同志代(dai)表國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)黨(dang)(dang)委(wei)(wei)(wei)充分肯定(ding)了指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)作(zuo)(zuo)(zuo)取得的(de)(de)成(cheng)效。針對本次會(hui)議(yi)(yi),王勇同志專門就深入開(kai)展(zhan)指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)作(zuo)(zuo)(zuo)和(he)(he)進一(yi)(yi)步(bu)推動(dong)構建國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)大(da)(da)格局提(ti)出了明確要(yao)(yao)(yao)求。大(da)(da)家要(yao)(yao)(yao)深刻(ke)領會(hui),認(ren)真落(luo)(luo)實。下面,我(wo)講三點意見。

  一、國資委(wei)系統指導監督工(gong)作取得(de)了(le)新(xin)的進(jin)展(zhan)和(he)成(cheng)效

  福州會議(yi)以來,各級國資(zi)委(wei)緊(jin)緊(jin)圍繞“國資(zi)監管上新水平(ping)、國企發展上新臺階”的“兩新目標”,牢(lao)牢(lao)把(ba)握(wo)“指導(dao)、溝通(tong)、交流、服務”的指導(dao)監督工作原則,勇于開拓(tuo)實踐,做了大量卓有成效的工作。

  一是指(zhi)(zhi)導(dao)(dao)監督(du)(du)工作組織領(ling)(ling)(ling)(ling)導(dao)(dao)明顯加強(qiang)。各級(ji)國資(zi)(zi)委(wei)(wei)重視(shi)將指(zhi)(zhi)導(dao)(dao)監督(du)(du)工作擺上重要議事日程。32個省(sheng)級(ji)國資(zi)(zi)委(wei)(wei)普遍成立(li)了指(zhi)(zhi)導(dao)(dao)監督(du)(du)工作領(ling)(ling)(ling)(ling)導(dao)(dao)小組,其中(zhong)(zhong)20個省(sheng)級(ji)國資(zi)(zi)委(wei)(wei)由主(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)擔(dan)任組長(chang)。江西、福建等(deng)(deng)省(sheng)的(de)大部分地(di)市(shi)級(ji)國資(zi)(zi)委(wei)(wei)也成立(li)了指(zhi)(zhi)導(dao)(dao)監督(du)(du)工作領(ling)(ling)(ling)(ling)導(dao)(dao)小組。北京、云南(nan)(nan)等(deng)(deng)省(sheng)市(shi)國資(zi)(zi)委(wei)(wei)領(ling)(ling)(ling)(ling)導(dao)(dao)班子(zi)全體成員集(ji)體出(chu)席本地(di)區指(zhi)(zhi)導(dao)(dao)監督(du)(du)工作專題(ti)會(hui)議。河(he)南(nan)(nan)、黑龍江、內蒙等(deng)(deng)地(di)國資(zi)(zi)委(wei)(wei)建立(li)了委(wei)(wei)領(ling)(ling)(ling)(ling)導(dao)(dao)定(ding)點(dian)聯系督(du)(du)導(dao)(dao)制度。許多地(di)方國資(zi)(zi)委(wei)(wei)建立(li)了指(zhi)(zhi)導(dao)(dao)監督(du)(du)工作重大問題(ti)協(xie)調機制。陜西省(sheng)國資(zi)(zi)委(wei)(wei)主(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)專門赴(fu)有(you)關地(di)市(shi),與(yu)市(shi)委(wei)(wei)、市(shi)政(zheng)府領(ling)(ling)(ling)(ling)導(dao)(dao)反(fan)復(fu)溝通協(xie)調,使(shi)在(zai)機構改革(ge)中(zhong)(zhong)被撤銷的(de)地(di)市(shi)國資(zi)(zi)委(wei)(wei)得以恢復(fu)。湖南(nan)(nan)省(sheng)國資(zi)(zi)委(wei)(wei)主(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)積極與(yu)省(sheng)編辦(ban)溝通協(xie)調,確保市(shi)州國資(zi)(zi)委(wei)(wei)在(zai)機構改革(ge)中(zhong)(zhong)“直屬特設機構性質不(bu)(bu)改變(bian),人員編制不(bu)(bu)減少,職(zhi)能配置不(bu)(bu)弱(ruo)化”。

  二是指(zhi)(zhi)導(dao)監(jian)督(du)(du)工作(zuo)規劃(hua)(hua)(hua)(hua)(hua)(hua)逐步落實(shi)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)連續三(san)(san)年(nian)(nian)印發了年(nian)(nian)度指(zhi)(zhi)導(dao)監(jian)督(du)(du)工作(zuo)計(ji)(ji)劃(hua)(hua)(hua)(hua)(hua)(hua),2012年(nian)(nian)將計(ji)(ji)劃(hua)(hua)(hua)(hua)(hua)(hua)具體(ti)(ti)(ti)分(fen)解細化(hua)為39項(xiang)工作(zuo)。北(bei)京、天津、四川等(deng)許(xu)多省(sheng)級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)重視制訂本地區(qu)指(zhi)(zhi)導(dao)監(jian)督(du)(du)工作(zuo)長遠(yuan)規劃(hua)(hua)(hua)(hua)(hua)(hua)和(he)年(nian)(nian)度計(ji)(ji)劃(hua)(hua)(hua)(hua)(hua)(hua),明確(que)總體(ti)(ti)(ti)思路和(he)重點(dian)任務。遼寧、云南、貴(gui)州等(deng)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)還將完善國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產管(guan)理體(ti)(ti)(ti)制、推動(dong)經營(ying)性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產集中統一(yi)監(jian)管(guan)等(deng)指(zhi)(zhi)導(dao)監(jian)督(du)(du)工作(zuo)任務,寫入了地方(fang)“十二五”規劃(hua)(hua)(hua)(hua)(hua)(hua)綱要或政府工作(zuo)報告。不少(shao)地方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)進一(yi)步明確(que)指(zhi)(zhi)導(dao)監(jian)督(du)(du)工作(zuo)的重點(dian)和(he)步驟(zou)。湖(hu)北(bei)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)提(ti)出2012年(nian)(nian)要重點(dian)“健全(quan)組織(zhi)機(ji)構(gou)體(ti)(ti)(ti)系、健全(quan)指(zhi)(zhi)導(dao)監(jian)督(du)(du)體(ti)(ti)(ti)系、健全(quan)基礎管(guan)理體(ti)(ti)(ti)系、健全(quan)全(quan)覆蓋體(ti)(ti)(ti)系”。陜(shan)西省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)擬訂了“確(que)保機(ji)構(gou)、完成單設、實(shi)現特(te)設”的“三(san)(san)步走(zou)”計(ji)(ji)劃(hua)(hua)(hua)(hua)(hua)(hua),指(zhi)(zhi)導(dao)推動(dong)地市級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)機(ji)構(gou)建設。

  三是指(zhi)導監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)信(xin)息(xi)渠道進一步暢通(tong)。各(ge)級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)加(jia)大指(zhi)導監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)信(xin)息(xi)交流(liu)力度。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)辦(ban)公(gong)廳在《國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)工(gong)作(zuo)(zuo)(zuo)(zuo)交流(liu)》中編發地方國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)專題(ti),約(yue)請各(ge)省(sheng)級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)主要負(fu)責同志介紹(shao)本地特色做法;監(jian)事會工(gong)作(zuo)(zuo)(zuo)(zuo)局通(tong)過《國(guo)(guo)(guo)企監(jian)事會工(gong)作(zuo)(zuo)(zuo)(zuo)》雜志,逐省(sheng)(市(shi)、區)介紹(shao)深(shen)化監(jian)事會工(gong)作(zuo)(zuo)(zuo)(zuo)的經驗和成效;法規(gui)局繼續編發地方工(gong)作(zuo)(zuo)(zuo)(zuo)簡報(bao),并(bing)在委(wei)機關網(wang)站上開辟了(le)(le)專欄(lan)。天津、江蘇、重慶(qing)、甘(gan)肅等(deng)地國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)創辦(ban)了(le)(le)指(zhi)導監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)簡報(bao)、刊物、網(wang)站專欄(lan),搭建了(le)(le)工(gong)作(zuo)(zuo)(zuo)(zuo)交流(liu)平臺(tai)。國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)系(xi)(xi)統還利用網(wang)絡平臺(tai)提(ti)高(gao)指(zhi)導監(jian)督工(gong)作(zuo)(zuo)(zuo)(zuo)信(xin)息(xi)化水平。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)評價局建立(li)了(le)(le)地方國(guo)(guo)(guo)有企業、國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)系(xi)(xi)統監(jian)管(guan)(guan)企業和國(guo)(guo)(guo)有上市(shi)公(gong)司(si)的數(shu)據(ju)庫;產權(quan)局建立(li)了(le)(le)覆蓋(gai)全(quan)(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)機構的產權(quan)登(deng)記、產權(quan)交易等(deng)產權(quan)管(guan)(guan)理信(xin)息(xi)系(xi)(xi)統;收益局建立(li)了(le)(le)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)本經營預算工(gong)作(zuo)(zuo)(zuo)(zuo)信(xin)息(xi)系(xi)(xi)統。浙江省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)構建了(le)(le)覆蓋(gai)全(quan)(quan)省(sheng)的國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)息(xi)網(wang)絡平臺(tai),做到“共享(xiang)監(jian)管(guan)(guan)資(zi)(zi)(zi)(zi)(zi)源、凝聚監(jian)管(guan)(guan)合力”。

  四是(shi)指導(dao)監(jian)(jian)督工(gong)(gong)作途徑方(fang)法不斷(duan)豐富(fu)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)宣(xuan)傳局聯合上海(hai)、廣(guang)東(dong)(dong)、江(jiang)(jiang)西(xi)等(deng)省(sheng)(sheng)(sheng)市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei),共同(tong)舉(ju)辦“中(zhong)央(yang)企業先進精神(shen)巡回報(bao)告會”;紀(ji)委(wei)(wei)監(jian)(jian)察(cha)局邀請全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)省(sheng)(sheng)(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)加入(ru)(ru)中(zhong)央(yang)企業懲防體(ti)系(xi)建設(she)促進組。浙江(jiang)(jiang)、江(jiang)(jiang)蘇等(deng)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)主(zhu)動爭取省(sheng)(sheng)(sheng)政府轉發了(le)加強縣級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作的(de)意見,為(wei)指導(dao)縣級(ji)(ji)經(jing)營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產實現(xian)“全(quan)覆蓋、全(quan)過程、全(quan)方(fang)位”監(jian)(jian)管(guan)(guan)(guan)提供了(le)政策依據。廣(guang)西(xi)自治區國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)組織(zhi)開展(zhan)了(le)對(dui)地市級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)建章(zhang)立(li)(li)制(zhi)、執(zhi)行政策法規制(zhi)度情況的(de)集中(zhong)檢查。一(yi)年(nian)多來,不少地方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)積極(ji)探索建立(li)(li)指導(dao)監(jian)(jian)督工(gong)(gong)作聯系(xi)點制(zhi)度。湖北省(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)選(xuan)擇(ze)13個(ge)縣級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei),河南省(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)選(xuan)擇(ze)10個(ge)省(sheng)(sheng)(sheng)直管(guan)(guan)(guan)試點縣,深入(ru)(ru)推廣(guang)“建設(she)大(da)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)、打造大(da)平臺、配置大(da)資(zi)(zi)(zi)(zi)源”的(de)經(jing)驗(yan)。一(yi)些省(sheng)(sheng)(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)還嘗試建立(li)(li)對(dui)下級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)的(de)考(kao)核(he)評(ping)價(jia)機制(zhi)。山東(dong)(dong)、江(jiang)(jiang)西(xi)等(deng)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)把體(ti)制(zhi)完(wan)善、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)等(deng)專項工(gong)(gong)作作為(wei)主(zhu)要指標,組織(zhi)開展(zhan)了(le)對(dui)地市級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)的(de)考(kao)核(he)評(ping)價(jia)。云南省(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)報(bao)請省(sheng)(sheng)(sheng)委(wei)(wei)、省(sheng)(sheng)(sheng)政府同(tong)意,將16個(ge)州市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作納入(ru)(ru)當(dang)地政府業績考(kao)核(he)范疇。

  總體來(lai)看,經過(guo)國(guo)資委系統一年多的(de)共同努(nu)力,全國(guo)指導監督工作取得(de)了新的(de)進(jin)展和成(cheng)效。突出(chu)表(biao)現在:

  經(jing)營(ying)(ying)性(xing)國有(you)資(zi)產集(ji)(ji)中(zhong)統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)邁出新(xin)步伐。根據27個省(sheng)(sheng)(sheng)級國資(zi)委(wei)(wei)(wei)(wei)的統計數據,2011年與2010年相比,14個省(sheng)(sheng)(sheng)級國資(zi)委(wei)(wei)(wei)(wei)的監(jian)(jian)(jian)管(guan)(guan)(guan)覆(fu)蓋(gai)(gai)面(mian)有(you)所擴(kuo)大,湖北、海(hai)南(nan)等(deng)地(di)(di)監(jian)(jian)(jian)管(guan)(guan)(guan)覆(fu)蓋(gai)(gai)面(mian)擴(kuo)大了5個百分點以上。繼4個直轄市實(shi)現(xian)監(jian)(jian)(jian)管(guan)(guan)(guan)全覆(fu)蓋(gai)(gai)之后,山東、河北、江蘇、寧(ning)夏、青島等(deng)近(jin)20個省(sheng)(sheng)(sheng)市國資(zi)委(wei)(wei)(wei)(wei)的監(jian)(jian)(jian)管(guan)(guan)(guan)覆(fu)蓋(gai)(gai)面(mian)超過或接(jie)近(jin)90%。長沙、鄭州、聊(liao)城(cheng)等(deng)市實(shi)現(xian)了全覆(fu)蓋(gai)(gai)監(jian)(jian)(jian)管(guan)(guan)(guan)。上海(hai)、廣州等(deng)經(jing)濟發達地(di)(di)區(qu)的大部分區(qu)縣(xian)也(ye)基(ji)本實(shi)現(xian)了經(jing)營(ying)(ying)性(xing)國有(you)資(zi)產集(ji)(ji)中(zhong)統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)。特定(ding)行業(ye)和領(ling)域經(jing)營(ying)(ying)性(xing)國有(you)資(zi)產集(ji)(ji)中(zhong)統一(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)取(qu)得一(yi)定(ding)突破。廣西(xi)、內蒙古、昆(kun)明、沈陽等(deng)地(di)(di)國資(zi)委(wei)(wei)(wei)(wei)將金融企(qi)業(ye)納(na)入(ru)監(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍,深圳(zhen)等(deng)地(di)(di)國資(zi)委(wei)(wei)(wei)(wei)將文化、科技企(qi)業(ye)納(na)入(ru)監(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍,陜西(xi)省(sheng)(sheng)(sheng)國資(zi)委(wei)(wei)(wei)(wei)將事業(ye)單位改制企(qi)業(ye)納(na)入(ru)監(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)(fan)圍。

  地(di)(di)(di)市(shi)(shi)(shi)和縣(xian)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)體制(zhi)出現積極變化(hua)。前(qian)幾(ji)年比較嚴(yan)重(zhong)的(de)(de)地(di)(di)(di)市(shi)(shi)(shi)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)被撤(che)(che)并(bing)(bing)或行政(zheng)化(hua)現象得到有效緩解(jie)。湖(hu)南(nan)、廣(guang)西(xi)(xi)、浙(zhe)江(jiang)(jiang)等省(sheng)(sheng)全部(bu)地(di)(di)(di)市(shi)(shi)(shi)單(dan)(dan)獨設立(li)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei),并(bing)(bing)保持直屬(shu)(shu)特設機構(gou)(gou)(gou)性質。四(si)川省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)指導推(tui)動20個市(shi)(shi)(shi)州單(dan)(dan)獨組建(jian)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)。廣(guang)東(dong)、云南(nan)、江(jiang)(jiang)西(xi)(xi)等省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)指導推(tui)動地(di)(di)(di)市(shi)(shi)(shi)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)機構(gou)(gou)(gou)建(jian)設,使有的(de)(de)地(di)(di)(di)市(shi)(shi)(shi)新設了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei),有的(de)(de)恢復了(le)(le)(le)被撤(che)(che)并(bing)(bing)的(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei),有的(de)(de)重(zhong)新明(ming)確(que)(que)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)的(de)(de)直屬(shu)(shu)特設機構(gou)(gou)(gou)性質。從縣(xian)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)情況看,責(ze)任(ren)主(zhu)體加快(kuai)落(luo)實。安徽(hui)、江(jiang)(jiang)西(xi)(xi)等省(sheng)(sheng)90%左(zuo)右的(de)(de)區(qu)縣(xian)確(que)(que)定了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)機構(gou)(gou)(gou)。湖(hu)北98%的(de)(de)區(qu)縣(xian)明(ming)確(que)(que)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)責(ze)任(ren)主(zhu)體,其中有的(de)(de)作為縣(xian)級(ji)(ji)(ji)政(zheng)府直屬(shu)(shu)特設機構(gou)(gou)(gou)。海南(nan)等不少(shao)地(di)(di)(di)方也有一些區(qu)縣(xian)新設立(li)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)。深圳在(zai)大(da)部(bu)門制(zhi)改革、機構(gou)(gou)(gou)大(da)幅精簡的(de)(de)背景下,穩(wen)固了(le)(le)(le)各區(qu)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)的(de)(de)設置。在(zai)地(di)(di)(di)市(shi)(shi)(shi)和縣(xian)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)責(ze)任(ren)主(zhu)體加快(kuai)明(ming)確(que)(que)的(de)(de)同時,國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)機構(gou)(gou)(gou)的(de)(de)職(zhi)責(ze)也隨之(zhi)得到調整充(chong)實。陜西(xi)(xi)省(sheng)(sheng)不少(shao)地(di)(di)(di)市(shi)(shi)(shi)政(zheng)府公布(bu)了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)監(jian)(jian)管(guan)(guan)企(qi)業(ye)名(ming)單(dan)(dan)。大(da)連、廈(sha)門、煙臺、珠海等地(di)(di)(di)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)比較完(wan)整地(di)(di)(di)落(luo)實了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)本收(shou)益職(zhi)責(ze)。許多縣(xian)級(ji)(ji)(ji)政(zheng)府將自(zi)然資(zi)(zi)(zi)(zi)(zi)源類資(zi)(zi)(zi)(zi)(zi)產明(ming)確(que)(que)交由國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)機構(gou)(gou)(gou)管(guan)(guan)理。

  地(di)方(fang)國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)(zuo)普遍深化。河(he)北(bei)等(deng)地(di)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)通過指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)的(de)開(kai)展(zhan),切實(shi)加(jia)(jia)強本(ben)地(di)區國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統建設(she),突(tu)出(chu)“管(guan)戰略、明主(zhu)(zhu)業(ye)、定規(gui)劃、嚴考核(he)”的(de)監(jian)(jian)(jian)管(guan)重(zhong)(zhong)點,完善了國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)(zuo)閉環鏈條。許(xu)多(duo)地(di)方(fang)重(zhong)(zhong)視通過政策法規(gui)加(jia)(jia)強指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)。西藏自治區國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)制定了監(jian)(jian)(jian)管(guan)企(qi)(qi)業(ye)重(zhong)(zhong)大(da)事項核(he)準(zhun)備案(an)目錄(lu)。天津、山東等(deng)地(di)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)健全了重(zhong)(zhong)要(yao)子企(qi)(qi)業(ye)和境外(wai)國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)制度,使國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)(zuo)更為(wei)規(gui)范。湖南、寧夏、新疆兵團(tuan)等(deng)地(di)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)借鑒(jian)國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)做(zuo)法,加(jia)(jia)快了規(gui)范董事會(hui)建設(she)。隨著指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)的(de)全面展(zhan)開(kai),各地(di)國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)(zuo)的(de)針對性(xing)和有效性(xing)也得到(dao)增強。江蘇省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)堅持推(tui)動企(qi)(qi)業(ye)做(zuo)強主(zhu)(zhu)業(ye),連續(xu)4年對不符合國(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)發(fa)展(zhan)方(fang)向、不屬于企(qi)(qi)業(ye)主(zhu)(zhu)業(ye)的(de)資(zi)(zi)(zi)(zi)(zi)(zi)產進行清理整(zheng)合退出(chu)。吉林(lin)、內蒙古、青海、青島、寧波等(deng)地(di)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)在(zai)全系(xi)統強調(diao)依(yi)托和挖掘地(di)方(fang)資(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)、品牌優勢(shi),加(jia)(jia)大(da)促進地(di)方(fang)特色產業(ye)和優勢(shi)企(qi)(qi)業(ye)轉型升級。山東省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)積極(ji)指導(dao)推(tui)動監(jian)(jian)(jian)管(guan)企(qi)(qi)業(ye)重(zhong)(zhong)組(zu)調(diao)整(zheng),通過重(zhong)(zhong)組(zu)調(diao)整(zheng)加(jia)(jia)快實(shi)現“資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)調(diao)優、規(gui)模調(diao)大(da)、主(zhu)(zhu)業(ye)調(diao)精、整(zheng)體調(diao)強”的(de)戰略目標。

  回顧國(guo)資(zi)委系(xi)統開(kai)展指(zhi)(zhi)導(dao)監(jian)(jian)督工(gong)(gong)作(zuo)的(de)三年實(shi)踐(jian),在(zai)各級國(guo)資(zi)委的(de)努力(li)下(xia),實(shi)現了(le)(le)(le)五個(ge)推(tui)(tui)動:一(yi)是(shi)(shi)(shi)(shi)推(tui)(tui)動了(le)(le)(le)地(di)(di)(di)(di)方國(guo)有(you)資(zi)產(chan)監(jian)(jian)管(guan)體(ti)制的(de)完善;二是(shi)(shi)(shi)(shi)推(tui)(tui)動了(le)(le)(le)地(di)(di)(di)(di)方國(guo)資(zi)委依(yi)法履行出資(zi)人職責(ze);三是(shi)(shi)(shi)(shi)推(tui)(tui)動了(le)(le)(le)國(guo)資(zi)監(jian)(jian)管(guan)大格(ge)局的(de)形成;四是(shi)(shi)(shi)(shi)推(tui)(tui)動了(le)(le)(le)地(di)(di)(di)(di)方做強(qiang)做優優勢(shi)特色企業;五是(shi)(shi)(shi)(shi)推(tui)(tui)動了(le)(le)(le)地(di)(di)(di)(di)方國(guo)資(zi)監(jian)(jian)管(guan)工(gong)(gong)作(zuo)隊伍素質的(de)提升。在(zai)充分(fen)肯定成績的(de)同時,我們也要清醒地(di)(di)(di)(di)認(ren)識到,當前指(zhi)(zhi)導(dao)監(jian)(jian)督工(gong)(gong)作(zuo)仍然存(cun)在(zai)一(yi)些(xie)(xie)不(bu)容(rong)忽視的(de)薄弱環節和問題。比(bi)如(ru),國(guo)資(zi)委系(xi)統指(zhi)(zhi)導(dao)監(jian)(jian)督工(gong)(gong)作(zuo)進(jin)展明(ming)顯(xian)不(bu)平(ping)衡,少數地(di)(di)(di)(di)方開(kai)展指(zhi)(zhi)導(dao)監(jian)(jian)督存(cun)在(zai)畏難情緒,工(gong)(gong)作(zuo)力(li)度不(bu)夠(gou);有(you)的(de)地(di)(di)(di)(di)方國(guo)資(zi)委在(zai)指(zhi)(zhi)導(dao)監(jian)(jian)督工(gong)(gong)作(zuo)中重點不(bu)突出,工(gong)(gong)作(zuo)措施流于形式(shi),針對性不(bu)強(qiang);還有(you)的(de)地(di)(di)(di)(di)方國(guo)資(zi)委綜合指(zhi)(zhi)導(dao)與專業指(zhi)(zhi)導(dao)相互脫節,未能形成指(zhi)(zhi)導(dao)監(jian)(jian)督工(gong)(gong)作(zuo)的(de)合力(li)。這些(xie)(xie)問題需要我們在(zai)下(xia)一(yi)步工(gong)(gong)作(zuo)中認(ren)真加以解決(jue)。

  二、深入推進指導監督工作的重(zhong)點任務

  (一)繼續完善國資委的機構(gou)性(xing)質和職能定位。

  正確把握國(guo)資(zi)(zi)(zi)(zi)委(wei)的(de)(de)機(ji)(ji)(ji)(ji)構(gou)性(xing)質(zhi)(zhi)和(he)職能(neng)定(ding)位(wei),是完善企業國(guo)有(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管(guan)體(ti)(ti)制(zhi)的(de)(de)重要(yao)內容。國(guo)資(zi)(zi)(zi)(zi)委(wei)作為(wei)政府直屬特(te)設(she)機(ji)(ji)(ji)(ji)構(gou)的(de)(de)性(xing)質(zhi)(zhi)定(ding)位(wei),體(ti)(ti)現了我們專(zhuan)門履(lv)行出(chu)資(zi)(zi)(zi)(zi)人(ren)職責、專(zhuan)司國(guo)有(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管(guan),不(bu)同于行政部門行使(shi)社(she)會公共管(guan)理職能(neng)的(de)(de)根本(ben)特(te)征。王勇(yong)主任(ren)在《十八(ba)大報告(gao)輔(fu)導(dao)讀(du)本(ben)》中,專(zhuan)門就這個問題(ti)撰寫了輔(fu)導(dao)文(wen)章,國(guo)資(zi)(zi)(zi)(zi)委(wei)系統要(yao)深入(ru)學習領(ling)會。要(yao)繼續堅(jian)(jian)持(chi)(chi)國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)體(ti)(ti)制(zhi)改(gai)革的(de)(de)“五項原則”,即堅(jian)(jian)持(chi)(chi)社(she)會主義基本(ben)經(jing)濟(ji)(ji)制(zhi)度(du)和(he)市場經(jing)濟(ji)(ji)改(gai)革方向,堅(jian)(jian)持(chi)(chi)政企分(fen)開、政資(zi)(zi)(zi)(zi)分(fen)開、所(suo)有(you)權(quan)(quan)和(he)經(jing)營權(quan)(quan)相(xiang)分(fen)離,堅(jian)(jian)持(chi)(chi)“國(guo)家所(suo)有(you)、分(fen)級代(dai)表”,堅(jian)(jian)持(chi)(chi)“權(quan)(quan)利、義務(wu)(wu)和(he)責任(ren)相(xiang)統一(yi),管(guan)資(zi)(zi)(zi)(zi)產和(he)管(guan)人(ren)、管(guan)事相(xiang)結合”,堅(jian)(jian)持(chi)(chi)省(sheng)和(he)地(di)市兩(liang)級國(guo)資(zi)(zi)(zi)(zi)委(wei)作為(wei)政府直屬特(te)設(she)機(ji)(ji)(ji)(ji)構(gou)的(de)(de)性(xing)質(zhi)(zhi)定(ding)位(wei)不(bu)動搖。否則就會回歸政企不(bu)分(fen)、政資(zi)(zi)(zi)(zi)不(bu)分(fen)的(de)(de)舊體(ti)(ti)制(zhi)。要(yao)依法(fa)保持(chi)(chi)國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)機(ji)(ji)(ji)(ji)構(gou)的(de)(de)專(zhuan)門性(xing)和(he)獨立(li)性(xing),國(guo)務(wu)(wu)院、省(sheng)和(he)地(di)市三(san)級國(guo)資(zi)(zi)(zi)(zi)委(wei)都必須依法(fa)設(she)立(li),不(bu)能(neng)因監(jian)(jian)管(guan)資(zi)(zi)(zi)(zi)產類型的(de)(de)多樣化(hua)而改(gai)變各級國(guo)資(zi)(zi)(zi)(zi)委(wei)直屬特(te)設(she)機(ji)(ji)(ji)(ji)構(gou)的(de)(de)性(xing)質(zhi)(zhi)。此外,國(guo)資(zi)(zi)(zi)(zi)委(wei)作為(wei)出(chu)資(zi)(zi)(zi)(zi)人(ren)機(ji)(ji)(ji)(ji)構(gou)應有(you)的(de)(de)法(fa)定(ding)職責至今仍不(bu)到位(wei)的(de)(de),要(yao)抓緊落實到位(wei)。要(yao)處理好出(chu)資(zi)(zi)(zi)(zi)人(ren)行使(shi)所(suo)有(you)權(quan)(quan)與企業行使(shi)經(jing)營權(quan)(quan)的(de)(de)關系,搞準出(chu)資(zi)(zi)(zi)(zi)人(ren)機(ji)(ji)(ji)(ji)構(gou)的(de)(de)監(jian)(jian)管(guan)定(ding)位(wei),并切實做到不(bu)缺位(wei)、不(bu)錯(cuo)位(wei)、不(bu)越位(wei)。

  (二)進一(yi)步完(wan)善(shan)企業國有資產監(jian)管法規制度(du)體(ti)系(xi)。

  健全企(qi)業國(guo)有(you)(you)資(zi)產監(jian)管(guan)(guan)法(fa)(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi),是(shi)推動(dong)完(wan)(wan)善(shan)新(xin)體(ti)(ti)制(zhi)(zhi)(zhi)的(de)(de)重(zhong)要(yao)抓手。黨的(de)(de)十八大報告(gao)強調指出(chu),“要(yao)把制(zhi)(zhi)(zhi)度(du)建設擺在突出(chu)位置”,“構建系(xi)(xi)(xi)統完(wan)(wan)備(bei)、科(ke)學規(gui)范(fan)、運行有(you)(you)效的(de)(de)制(zhi)(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi),使各方(fang)面制(zhi)(zhi)(zhi)度(du)更(geng)(geng)(geng)加(jia)成熟(shu)更(geng)(geng)(geng)加(jia)定型。”這說明,要(yao)完(wan)(wan)善(shan)國(guo)資(zi)監(jian)管(guan)(guan)體(ti)(ti)制(zhi)(zhi)(zhi),應當更(geng)(geng)(geng)加(jia)重(zhong)視法(fa)(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)建設。近(jin)十年來,經(jing)過國(guo)資(zi)委(wei)系(xi)(xi)(xi)統的(de)(de)共同(tong)努力,在立(li)法(fa)(fa)(fa)機關支持下,以《企(qi)業國(guo)有(you)(you)資(zi)產法(fa)(fa)(fa)》為(wei)龍頭,以《企(qi)業國(guo)有(you)(you)資(zi)產監(jian)督管(guan)(guan)理(li)暫行條例(li)》為(wei)基礎,以國(guo)有(you)(you)資(zi)產監(jian)管(guan)(guan)規(gui)章、規(gui)范(fan)性(xing)文(wen)件(jian)為(wei)主要(yao)內容的(de)(de)企(qi)業國(guo)有(you)(you)資(zi)產監(jian)管(guan)(guan)法(fa)(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi)已(yi)經(jing)基本(ben)形成。下一(yi)步在深(shen)入(ru)開展(zhan)指導(dao)監(jian)督工(gong)作中(zhong),要(yao)適(shi)(shi)應完(wan)(wan)善(shan)新(xin)體(ti)(ti)制(zhi)(zhi)(zhi)的(de)(de)需(xu)要(yao),更(geng)(geng)(geng)加(jia)注(zhu)重(zhong)總結監(jian)管(guan)(guan)體(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革的(de)(de)經(jing)驗(yan),并將(jiang)經(jing)驗(yan)上升為(wei)制(zhi)(zhi)(zhi)度(du)。要(yao)學習(xi)湖北(bei)、山(shan)東等省的(de)(de)好(hao)做法(fa)(fa)(fa),加(jia)快推動(dong)各地抓緊(jin)出(chu)臺(tai)地方(fang)企(qi)業國(guo)有(you)(you)資(zi)產監(jian)管(guan)(guan)條例(li),不(bu)斷探索健全國(guo)資(zi)監(jian)管(guan)(guan)各種制(zhi)(zhi)(zhi)度(du)規(gui)范(fan)。要(yao)適(shi)(shi)時組織對(dui)現有(you)(you)國(guo)資(zi)監(jian)管(guan)(guan)規(gui)章、規(gui)范(fan)性(xing)文(wen)件(jian)的(de)(de)清理(li),明確“立(li)、改(gai)、廢”的(de)(de)要(yao)求,努力為(wei)各級(ji)國(guo)資(zi)委(wei)行權履責提供成熟(shu)完(wan)(wan)備(bei)的(de)(de)制(zhi)(zhi)(zhi)度(du)依(yi)據。

  (三(san))不(bu)斷完善國資監管組織體系和(he)工作體系。

  推動(dong)完善(shan)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)組(zu)織(zhi)體(ti)系(xi)(xi)和(he)工(gong)作(zuo)體(ti)系(xi)(xi),是開展指導監(jian)(jian)督工(gong)作(zuo)的(de)(de)一(yi)項基本內容。要(yao)(yao)繼續(xu)推動(dong)地市單獨(du)設(she)(she)(she)立(li)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)。沒有(you)(you)(you)設(she)(she)(she)立(li)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)的(de)(de)地市,要(yao)(yao)力爭通過三年(nian)努力全部予以(yi)設(she)(she)(she)立(li)。縣(xian)級國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)要(yao)(yao)全面實(shi)現明(ming)確責任(ren)主體(ti),并推動(dong)國(guo)(guo)有(you)(you)(you)資(zi)產數(shu)量較大(da)、具備條件(jian)的(de)(de)縣(xian)設(she)(she)(she)立(li)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)。要(yao)(yao)繼續(xu)深入探(tan)索國(guo)(guo)有(you)(you)(you)資(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)規律,鼓勵(li)從各地實(shi)際情(qing)況出(chu)發,針對(dui)當前國(guo)(guo)資(zi)委行權(quan)履責存在的(de)(de)突出(chu)矛(mao)盾和(he)問題,突出(chu)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)重點。要(yao)(yao)進一(yi)步充實(shi)完善(shan)以(yi)主業(ye)(ye)核定、業(ye)(ye)績考核、薪酬分配、企業(ye)(ye)領導人(ren)員任(ren)免和(he)財務評價(jia)、產權(quan)管(guan)(guan)(guan)(guan)(guan)理(li)、監(jian)(jian)事會監(jian)(jian)督、風險管(guan)(guan)(guan)(guan)(guan)控(kong)為主線的(de)(de)國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)閉環,加快健(jian)全全國(guo)(guo)統一(yi)的(de)(de)企業(ye)(ye)國(guo)(guo)有(you)(you)(you)資(zi)產基礎管(guan)(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)體(ti)系(xi)(xi),大(da)力提(ti)高國(guo)(guo)資(zi)基礎管(guan)(guan)(guan)(guan)(guan)理(li)工(gong)作(zuo)水平,不斷增強國(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作(zuo)效率。

  (四)積極推進經營性國有資產(chan)集(ji)中統一監管(guan)。

  推進經(jing)(jing)營性(xing)國有(you)(you)(you)資產集中統一監(jian)(jian)管(guan)(guan),是在(zai)市(shi)場經(jing)(jing)濟條件下實現(xian)更大范圍、更高層次(ci)、更廣領域優化配置國有(you)(you)(you)資源的客觀(guan)需要(yao),也是更好(hao)地(di)(di)遵循市(shi)場經(jing)(jing)濟規(gui)律和企業發展規(gui)律的必然要(yao)求。當前,要(yao)密切關(guan)注特(te)定行(xing)業和領域新(xin)一輪國有(you)(you)(you)資產管(guan)(guan)理(li)體制(zhi)改(gai)革(ge)情況,盡可能避免對(dui)現(xian)行(xing)國資監(jian)(jian)管(guan)(guan)體制(zhi)產生負面影響。要(yao)繼續探索對(dui)地(di)(di)方金融、文(wen)化、自然資源等(deng)領域經(jing)(jing)營性(xing)國有(you)(you)(you)資產的監(jian)(jian)管(guan)(guan),按照政企分(fen)開、政資分(fen)開原則,積(ji)極主動向地(di)(di)方黨委、政府提出(chu)有(you)(you)(you)關(guan)改(gai)革(ge)的意見、建(jian)議,做(zuo)好(hao)與有(you)(you)(you)關(guan)部(bu)門的溝通協調,不斷健(jian)全國有(you)(you)(you)資產出(chu)資人制(zhi)度(du),防止出(chu)現(xian)“多龍(long)治資”、條塊分(fen)割的格(ge)局。要(yao)以(yi)維護、鞏固、完善新(xin)體制(zhi)為目標,審慎探索直(zhi)接持股、股權代持、委托監(jian)(jian)管(guan)(guan)等(deng)形式(shi),不斷創(chuang)新(xin)國資委行(xing)權履責、加強(qiang)監(jian)(jian)管(guan)(guan)的有(you)(you)(you)效途(tu)徑和方式(shi)。

  (五)著(zhu)力打造地方國有優勢(shi)特色(se)企業。

  積極(ji)推(tui)(tui)(tui)動(dong)打(da)造(zao)(zao)地(di)方(fang)(fang)國(guo)(guo)有(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye),既(ji)有(you)利于發(fa)揮地(di)方(fang)(fang)國(guo)(guo)有(you)經濟(ji)(ji)的(de)主(zhu)導(dao)(dao)作(zuo)用,也有(you)利于筑(zhu)牢實(shi)(shi)體經濟(ji)(ji)這(zhe)個(ge)堅實(shi)(shi)基礎(chu)(chu)。因(yin)此,深入開展(zhan)(zhan)指(zhi)導(dao)(dao)監(jian)(jian)督工作(zuo),應當在推(tui)(tui)(tui)動(dong)打(da)造(zao)(zao)地(di)方(fang)(fang)國(guo)(guo)有(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye)上下更大功夫。要(yao)(yao)(yao)緊密結(jie)合(he)(he)本地(di)區發(fa)展(zhan)(zhan)規(gui)劃,立足當地(di)自(zi)然(ran)條件(jian)、區位特(te)(te)(te)點、資(zi)(zi)(zi)源狀(zhuang)況(kuang)和產業(ye)(ye)基礎(chu)(chu),深入論證并找準本地(di)區國(guo)(guo)有(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye)的(de)發(fa)展(zhan)(zhan)方(fang)(fang)向(xiang)。要(yao)(yao)(yao)指(zhi)導(dao)(dao)監(jian)(jian)管企業(ye)(ye)加快轉型升(sheng)級,調整(zheng)產業(ye)(ye)結(jie)構、推(tui)(tui)(tui)進自(zi)主(zhu)創新、優(you)(you)化(hua)內部資(zi)(zi)(zi)源配置、實(shi)(shi)施企業(ye)(ye)重(zhong)組(zu)整(zheng)合(he)(he)和推(tui)(tui)(tui)進國(guo)(guo)際化(hua)經營(ying)(ying),進一(yi)步轉變發(fa)展(zhan)(zhan)方(fang)(fang)式,從(cong)而打(da)造(zao)(zao)一(yi)批具有(you)競爭力和影響(xiang)力的(de)地(di)方(fang)(fang)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye)。要(yao)(yao)(yao)將(jiang)培(pei)育(yu)知名品(pin)(pin)牌(pai)作(zuo)為打(da)造(zao)(zao)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye)的(de)重(zhong)要(yao)(yao)(yao)抓手,注(zhu)(zhu)意指(zhi)導(dao)(dao)監(jian)(jian)管企業(ye)(ye)制(zhi)定實(shi)(shi)施品(pin)(pin)牌(pai)戰(zhan)略,在深入挖掘傳統(tong)特(te)(te)(te)色(se)品(pin)(pin)牌(pai)資(zi)(zi)(zi)源、鞏(gong)固擴大其(qi)影響(xiang)力的(de)基礎(chu)(chu)上,結(jie)合(he)(he)市場和企業(ye)(ye)產品(pin)(pin)結(jie)構發(fa)展(zhan)(zhan)變化(hua),積極(ji)培(pei)育(yu)新品(pin)(pin)牌(pai)。要(yao)(yao)(yao)通過打(da)造(zao)(zao)地(di)方(fang)(fang)國(guo)(guo)有(you)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye),更好地(di)發(fa)揮地(di)方(fang)(fang)國(guo)(guo)有(you)經濟(ji)(ji)引(yin)領、輻射(she)和帶動(dong)作(zuo)用,努力實(shi)(shi)現“培(pei)育(yu)一(yi)個(ge)龍頭(tou)企業(ye)(ye),形(xing)成一(yi)個(ge)優(you)(you)勢(shi)(shi)產業(ye)(ye),帶動(dong)一(yi)方(fang)(fang)經濟(ji)(ji)發(fa)展(zhan)(zhan)”。在打(da)造(zao)(zao)地(di)方(fang)(fang)優(you)(you)勢(shi)(shi)特(te)(te)(te)色(se)企業(ye)(ye)中,還要(yao)(yao)(yao)特(te)(te)(te)別(bie)關注(zhu)(zhu)地(di)方(fang)(fang)融(rong)資(zi)(zi)(zi)平(ping)臺公司(si)風險防(fang)范問題,要(yao)(yao)(yao)結(jie)合(he)(he)新形(xing)勢(shi)(shi),進一(yi)步指(zhi)導(dao)(dao)下級國(guo)(guo)資(zi)(zi)(zi)委密切關注(zhu)(zhu)系統(tong)內融(rong)資(zi)(zi)(zi)平(ping)臺公司(si)的(de)運行,加強對其(qi)經營(ying)(ying)模式、治理結(jie)構、融(rong)資(zi)(zi)(zi)規(gui)模和償債(zhai)能力的(de)跟蹤監(jian)(jian)管。前一(yi)階(jie)段,一(yi)些(xie)地(di)方(fang)(fang)推(tui)(tui)(tui)進融(rong)資(zi)(zi)(zi)平(ping)臺公司(si)適時(shi)轉型并有(you)效加強運營(ying)(ying)風險防(fang)控,這(zhe)一(yi)做法值得各地(di)學習(xi)借鑒。

  (六)深入構(gou)建國資監管大格局。

  在(zai)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委系(xi)統推動構建(jian)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)(guan)大格局,是(shi)(shi)國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委作出的(de)(de)一(yi)項重要戰略(lve)部署。一(yi)年多來,各(ge)地(di)(di)(di)在(zai)推動構建(jian)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)(guan)大格局方面,取得(de)了良(liang)好(hao)(hao)效果。下一(yi)步,要突出抓好(hao)(hao)“三個著力”:一(yi)是(shi)(shi)著力推動本(ben)地(di)(di)(di)區(qu)(qu)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)的(de)(de)集中(zhong)優化(hua)配置。要把(ba)本(ben)地(di)(di)(di)區(qu)(qu)的(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)和(he)(he)(he)中(zhong)央企業(ye)、兄弟省市(shi)在(zai)本(ben)地(di)(di)(di)區(qu)(qu)的(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)放在(zai)一(yi)個大平(ping)(ping)臺上進行優化(hua)配置,使這些國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)在(zai)本(ben)地(di)(di)(di)區(qu)(qu)形成(cheng)(cheng)更大的(de)(de)競(jing)爭優勢。二是(shi)(shi)著力深(shen)化(hua)央地(di)(di)(di)合(he)(he)作和(he)(he)(he)區(qu)(qu)域合(he)(he)作。要注意完(wan)善央地(di)(di)(di)合(he)(he)作的(de)(de)協(xie)調(diao)機制,以(yi)(yi)出資(zi)(zi)(zi)(zi)關(guan)系(xi)為(wei)基礎(chu),充分(fen)尊重市(shi)場規律,深(shen)入(ru)做(zuo)好(hao)(hao)合(he)(he)作項目的(de)(de)研(yan)究論(lun)證,避免重復建(jian)設(she)和(he)(he)(he)資(zi)(zi)(zi)(zi)源浪費,不搞“拉郎配”。要正確處理好(hao)(hao)“借(jie)梯上樓”與自我發(fa)展的(de)(de)關(guan)系(xi),把(ba)引(yin)入(ru)外(wai)(wai)部資(zi)(zi)(zi)(zi)源與做(zuo)強(qiang)做(zuo)優本(ben)地(di)(di)(di)企業(ye)有(you)(you)機結合(he)(he)起來。三是(shi)(shi)著力創(chuang)造有(you)(you)利于(yu)國(guo)(guo)(guo)有(you)(you)企業(ye)改革(ge)發(fa)展的(de)(de)良(liang)好(hao)(hao)環(huan)(huan)境。具體(ti)來說,要做(zuo)好(hao)(hao)以(yi)(yi)下工(gong)(gong)作:對(dui)上要加(jia)強(qiang)請示(shi)匯(hui)報(bao),主動爭取當(dang)地(di)(di)(di)黨政主要領導的(de)(de)重視與支持(chi);對(dui)外(wai)(wai)要積(ji)極(ji)(ji)做(zuo)好(hao)(hao)與有(you)(you)關(guan)部門的(de)(de)溝通協(xie)調(diao),努力形成(cheng)(cheng)支持(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)(guo)企改革(ge)發(fa)展的(de)(de)共識和(he)(he)(he)合(he)(he)力;對(dui)下要積(ji)極(ji)(ji)做(zuo)好(hao)(hao)指導和(he)(he)(he)服務,為(wei)監管(guan)(guan)企業(ye)和(he)(he)(he)下級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委提(ti)供方向指引(yin)和(he)(he)(he)撐腰支持(chi);對(dui)社會要積(ji)極(ji)(ji)做(zuo)好(hao)(hao)輿論(lun)宣(xuan)傳,努力創(chuang)造全社會支持(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)(guo)企改革(ge)發(fa)展的(de)(de)良(liang)好(hao)(hao)外(wai)(wai)部環(huan)(huan)境;對(dui)內要積(ji)極(ji)(ji)做(zuo)好(hao)(hao)實(shi)踐總(zong)結和(he)(he)(he)理論(lun)研(yan)究,不斷提(ti)高國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)(guan)工(gong)(gong)作能力和(he)(he)(he)水平(ping)(ping)。

  三(san)、 扎實(shi)做好指導(dao)監(jian)督工(gong)作的幾點要(yao)求

  今年是(shi)(shi)全面貫徹黨的(de)十(shi)(shi)八(ba)大精神(shen)的(de)開(kai)局之年,也是(shi)(shi)落實(shi)“十(shi)(shi)二五”指導監督(du)工(gong)作(zuo)(zuo)主要(yao)任務的(de)重要(yao)一年。各地(di)國資委要(yao)根據黨的(de)十(shi)(shi)八(ba)大和中(zhong)央經(jing)濟工(gong)作(zuo)(zuo)會議精神(shen),按照全國國資監管工(gong)作(zuo)(zuo)會議的(de)要(yao)求(qiu),立足本地(di)實(shi)際,努力(li)將指導監督(du)工(gong)作(zuo)(zuo)推向深入。在這里,我提出五點要(yao)求(qiu):

  (一(yi)) 進一(yi)步(bu)提高深入(ru)開展(zhan)指導監督(du)工作重要(yao)性的認識(shi)。

  上(shang)(shang)(shang)(shang)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)對下級政府的(de)(de)(de)(de)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)進行指(zhi)導(dao)和監(jian)(jian)督(du)(du),是國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)承(cheng)擔(dan)的(de)(de)(de)(de)一項(xiang)法定(ding)職(zhi)責(ze),也是維護國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)“國(guo)(guo)(guo)家所有”的(de)(de)(de)(de)一項(xiang)重(zhong)(zhong)要(yao)制度(du)安排。應當(dang)強調,國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系統承(cheng)擔(dan)的(de)(de)(de)(de)出資(zi)(zi)(zi)(zi)人職(zhi)責(ze)和面(mian)(mian)上(shang)(shang)(shang)(shang)監(jian)(jian)管(guan)(guan)職(zhi)責(ze),是緊密聯系、有機(ji)統一的(de)(de)(de)(de)。衡量和評價國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)工(gong)作(zuo)(zuo)成效,不僅要(yao)看出資(zi)(zi)(zi)(zi)人職(zhi)責(ze)履行得好不好,還(huan)要(yao)看面(mian)(mian)上(shang)(shang)(shang)(shang)監(jian)(jian)管(guan)(guan)的(de)(de)(de)(de)指(zhi)導(dao)監(jian)(jian)督(du)(du)職(zhi)責(ze)履行得好不好。這兩(liang)方面(mian)(mian)工(gong)作(zuo)(zuo)同(tong)等重(zhong)(zhong)要(yao)、缺一不可(ke)。各地國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)一定(ding)要(yao)認真貫(guan)徹(che)落實黨的(de)(de)(de)(de)十(shi)八大精(jing)神(shen),自覺將指(zhi)導(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)放(fang)到推(tui)動完善國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)體制的(de)(de)(de)(de)重(zhong)(zhong)要(yao)舉措上(shang)(shang)(shang)(shang)來認識(shi),放(fang)到確保(bao)全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)政策協調統一的(de)(de)(de)(de)高度(du)上(shang)(shang)(shang)(shang)來認識(shi),放(fang)到保(bao)障(zhang)實現(xian)“十(shi)二五”時(shi)期國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)(guo)企改(gai)革發展(zhan)“兩(liang)新目標”的(de)(de)(de)(de)迫切需要(yao)上(shang)(shang)(shang)(shang)來認識(shi),放(fang)到進一步加強國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系統自身建(jian)設的(de)(de)(de)(de)內在要(yao)求上(shang)(shang)(shang)(shang)來認識(shi)。

  (二)全面(mian)落實指導監督(du)工作(zuo)各項規定和制度要(yao)求(qiu)。

  各地國(guo)資委要(yao)繼續按(an)照(zhao)《地方國(guo)有資產監(jian)(jian)管工作(zuo)指(zhi)(zhi)導監(jian)(jian)督辦法》(國(guo)務(wu)院(yuan)國(guo)資委令第25號),進一步明(ming)確指(zhi)(zhi)導監(jian)(jian)督工作(zuo)的(de)主要(yao)職責(ze)和要(yao)求。要(yao)認真執(zhi)行立法備案(an)、依法實施(shi)督查和重大事項報告(gao)等規定(ding)(ding),切實做到下級(ji)(ji)國(guo)資委制定(ding)(ding)的(de)規范(fan)性文件(jian),及時報送上(shang)級(ji)(ji)國(guo)資委備案(an);下級(ji)(ji)國(guo)資委機構(gou)設置、監(jian)(jian)管范(fan)圍發(fa)生重大變(bian)動等情況,及時報告(gao)上(shang)級(ji)(ji)國(guo)資委。要(yao)嚴格按(an)照(zhao)指(zhi)(zhi)導監(jian)(jian)督工作(zuo)事項和方式的(de)規定(ding)(ding),認真履(lv)行好國(guo)資監(jian)(jian)管工作(zuo)中逐級(ji)(ji)監(jian)(jian)督職責(ze),對一些地方出現(xian)的(de)不符合改革方向和國(guo)資監(jian)(jian)管政策法律(lv)規定(ding)(ding)的(de)做法,上(shang)級(ji)(ji)國(guo)資委應當(dang)及時與當(dang)地政府及國(guo)資委溝(gou)通(tong)協(xie)調,提(ti)出改進的(de)意見(jian)和建議。

  (三)切實搞好綜合指(zhi)導和專業(ye)指(zhi)導的(de)協調(diao)聯(lian)動。

  指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)涉(she)及面(mian)廣、綜(zong)合(he)性(xing)強。各地國(guo)(guo)資(zi)(zi)(zi)委(wei)要進(jin)(jin)一步將綜(zong)合(he)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)和專(zhuan)(zhuan)(zhuan)(zhuan)業指(zhi)(zhi)(zhi)導(dao)(dao)(dao)有機結合(he)起(qi)來,充分調動兩個方面(mian)的積(ji)極性(xing)。綜(zong)合(he)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)要以推(tui)動完(wan)善國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)體制、加快實現(xian)經營性(xing)國(guo)(guo)有資(zi)(zi)(zi)產集中(zhong)統(tong)一監(jian)(jian)(jian)管(guan)、指(zhi)(zhi)(zhi)導(dao)(dao)(dao)地方發揮(hui)國(guo)(guo)有經濟主導(dao)(dao)(dao)作(zuo)(zuo)(zuo)用(yong)等為重點,牽(qian)(qian)頭(tou)制定(ding)年度指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)計劃,組織落(luo)實各項(xiang)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)任務(wu)(wu),及時(shi)總結分析面(mian)上情況,注(zhu)意發揮(hui)綜(zong)合(he)歸口、協調服務(wu)(wu)的作(zuo)(zuo)(zuo)用(yong)。專(zhuan)(zhuan)(zhuan)(zhuan)業指(zhi)(zhi)(zhi)導(dao)(dao)(dao)要按(an)(an)照(zhao)本業務(wu)(wu)領(ling)域的職責(ze)分工(gong)(gong)(gong),細化(hua)和規范(fan)專(zhuan)(zhuan)(zhuan)(zhuan)業工(gong)(gong)(gong)作(zuo)(zuo)(zuo)流程(cheng),強化(hua)全(quan)系統(tong)專(zhuan)(zhuan)(zhuan)(zhuan)業培訓,宣傳學習(xi)好本業務(wu)(wu)領(ling)域的新政策(ce)和新要求,不斷推(tui)進(jin)(jin)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)專(zhuan)(zhuan)(zhuan)(zhuan)業領(ling)域工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的深化(hua)和提高(gao)。要按(an)(an)照(zhao)提高(gao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)效率和執行力的要求,優(you)化(hua)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的職能(neng)配置,綜(zong)合(he)歸口處室(shi)(shi)要大膽牽(qian)(qian)頭(tou),切實履行好匯總信息、綜(zong)合(he)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)、協調服務(wu)(wu)等職責(ze),注(zhu)意凝聚工(gong)(gong)(gong)作(zuo)(zuo)(zuo)合(he)力,整合(he)業務(wu)(wu)資(zi)(zi)(zi)源,避免單兵作(zuo)(zuo)(zuo)戰。有關(guan)業務(wu)(wu)處室(shi)(shi)要立足國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)全(quan)局(ju),按(an)(an)照(zhao)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的統(tong)一部署,積(ji)極開展(zhan)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)各項(xiang)專(zhuan)(zhuan)(zhuan)(zhuan)業工(gong)(gong)(gong)作(zuo)(zuo)(zuo),提高(gao)指(zhi)(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督(du)專(zhuan)(zhuan)(zhuan)(zhuan)業工(gong)(gong)(gong)作(zuo)(zuo)(zuo)水平。

  (四)進(jin)一步增強指導監督(du)工作(zuo)的針(zhen)對性(xing)和有效(xiao)性(xing)。

  指導監(jian)督(du)工(gong)(gong)作(zuo)(zuo)開(kai)展(zhan)得好(hao)不好(hao),很(hen)大程度(du)上取決于我們(men)工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)針(zhen)對性(xing)(xing)和(he)有(you)效(xiao)性(xing)(xing)。各地國(guo)(guo)資(zi)委要(yao)緊(jin)緊(jin)圍(wei)繞“十二五”國(guo)(guo)資(zi)監(jian)管的(de)(de)(de)主要(yao)任(ren)務和(he)重點問題(ti),結(jie)合本(ben)地區(qu)實(shi)(shi)際,注意分(fen)階(jie)段選擇一(yi)(yi)兩個重點,力爭實(shi)(shi)現重點突(tu)(tu)破(po)。要(yao)不斷豐富工(gong)(gong)作(zuo)(zuo)手段,采(cai)取召開(kai)片區(qu)座談會、出臺規范(fan)性(xing)(xing)文件(jian)、與下(xia)級政府溝通協(xie)調(diao)(diao)等形式,及時(shi)指導、幫助下(xia)級國(guo)(guo)資(zi)委解決工(gong)(gong)作(zuo)(zuo)中(zhong)遇到的(de)(de)(de)突(tu)(tu)出問題(ti)。要(yao)進一(yi)(yi)步搭建(jian)和(he)完善網絡、簡(jian)報(bao)、期刊等信息交流(liu)(liu)平臺,及時(shi)總(zong)結(jie)交流(liu)(liu)國(guo)(guo)資(zi)監(jian)管的(de)(de)(de)好(hao)做法、好(hao)經驗,擴大先進典型的(de)(de)(de)示范(fan)效(xiao)應。要(yao)切實(shi)(shi)轉變指導監(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)作(zuo)(zuo)風(feng),加強調(diao)(diao)查研究,主動(dong)到工(gong)(gong)作(zuo)(zuo)難(nan)(nan)度(du)大、困(kun)難(nan)(nan)問題(ti)多的(de)(de)(de)下(xia)級國(guo)(guo)資(zi)委了解情(qing)況(kuang),掌握(wo)第一(yi)(yi)手材料,取得工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)主動(dong)權。

  (五)繼續加強指導監督工作隊伍建設。

  這(zhe)里(li),我(wo)還要強(qiang)調一(yi)下(xia)國有企業列入世貿(mao)組織《政(zheng)府(fu)采購協議(yi)》(GPA)出價的研(yan)究工作。《政(zheng)府(fu)采購協議(yi)》(GPA)是WTO的一(yi)項(xiang)諸邊協議(yi),宗旨是促進成員方開放(fang)政(zheng)府(fu)采購市場,擴大國際貿(mao)易。加入GPA,是我(wo)國入世時作出的鄭重承諾。希望各地國資(zi)委高(gao)度重視(shi),認真組織好相關(guan)工作。
