貫徹落實(shi)黨的十(shi)(shi)九(jiu)大和十(shi)(shi)九(jiu)屆二(er)中、三中全會關于(yu)完善國(guo)(guo)有資(zi)產管(guan)理體制(zhi)的決(jue)策部(bu)署,各地圍(wei)繞以管(guan)資(zi)本為主(zhu)積極(ji)推(tui)進職能轉(zhuan)變,不斷深化國(guo)(guo)有資(zi)本投(tou)資(zi)、運營公司試點(dian),持(chi)續(xu)推(tui)進經營性國(guo)(guo)有資(zi)產集(ji)中統一監管(guan),各項(xiang)重(zhong)點(dian)工(gong)作(zuo)取(qu)得(de)積極(ji)進展。
一、國(guo)資(zi)監(jian)管(guan)(guan)職(zhi)(zhi)(zhi)能轉(zhuan)(zhuan)變取得階段性成效。一是(shi)(shi)持續(xu)向以(yi)(yi)管(guan)(guan)資(zi)本(ben)為主(zhu)轉(zhuan)(zhuan)變。準確把握出資(zi)人(ren)(ren)(ren)代表職(zhi)(zhi)(zhi)責(ze)定(ding)位,依法厘清(qing)(qing)出資(zi)人(ren)(ren)(ren)履(lv)職(zhi)(zhi)(zhi)邊界,以(yi)(yi)管(guan)(guan)資(zi)本(ben)為主(zhu)調整(zheng)優(you)化監(jian)管(guan)(guan)職(zhi)(zhi)(zhi)能和(he)(he)方式。目前(qian)已(yi)有(you)(you)16個(ge)地(di)方出臺(tai)了(le)職(zhi)(zhi)(zhi)能轉(zhuan)(zhuan)變方案(an)。四川對(dui)以(yi)(yi)管(guan)(guan)資(zi)本(ben)為主(zhu)的(de)原(yuan)則(ze)(ze)進行(xing)(xing)了(le)細化,強化了(le)對(dui)國(guo)有(you)(you)資(zi)本(ben)運營質量(liang)、企業財務狀況和(he)(he)產(chan)權(quan)(quan)流(liu)轉(zhuan)(zhuan)環節監(jian)管(guan)(guan)。二是(shi)(shi)調整(zheng)優(you)化內(nei)設(she)機(ji)構(gou)。通(tong)過整(zheng)合(he)(he)、新設(she)等(deng)方式科學(xue)設(she)置內(nei)設(she)機(ji)構(gou)和(he)(he)職(zhi)(zhi)(zhi)責(ze),著力優(you)化監(jian)管(guan)(guan)流(liu)程。深圳先后2次調整(zheng)機(ji)構(gou)設(she)置,強化綜合(he)(he)研究、資(zi)本(ben)運作、股東(dong)事(shi)(shi)務等(deng)出資(zi)人(ren)(ren)(ren)職(zhi)(zhi)(zhi)能。貴州和(he)(he)重慶整(zheng)合(he)(he)董事(shi)(shi)會(hui)(hui)(hui)職(zhi)(zhi)(zhi)能,成立董事(shi)(shi)會(hui)(hui)(hui)監(jian)事(shi)(shi)會(hui)(hui)(hui)工(gong)作處(chu),履(lv)行(xing)(xing)對(dui)企業董事(shi)(shi)會(hui)(hui)(hui)、監(jian)事(shi)(shi)會(hui)(hui)(hui)規范運作和(he)(he)履(lv)職(zhi)(zhi)(zhi)管(guan)(guan)理(li)職(zhi)(zhi)(zhi)能。三是(shi)(shi)修訂(ding)完(wan)善權(quan)(quan)責(ze)清(qing)(qing)單(dan)。截至目前(qian),已(yi)有(you)(you)33個(ge)省級國(guo)資(zi)委(wei)出臺(tai)了(le)權(quan)(quan)責(ze)清(qing)(qing)單(dan),其中福建、西藏(zang)等(deng)10個(ge)地(di)方根據實際情況,結合(he)(he)職(zhi)(zhi)(zhi)能轉(zhuan)(zhuan)變要求,對(dui)已(yi)公布的(de)權(quan)(quan)責(ze)清(qing)(qing)單(dan)進行(xing)(xing)修訂(ding)與完(wan)善,進一步(bu)增(zeng)強了(le)權(quan)(quan)力配置的(de)科學(xue)性和(he)(he)規范性。廣東(dong)以(yi)(yi)現有(you)(you)權(quan)(quan)責(ze)清(qing)(qing)單(dan)為基點,編制印發了(le)權(quan)(quan)責(ze)清(qing)(qing)單(dan)服務指南(nan),增(zeng)強了(le)清(qing)(qing)單(dan)管(guan)(guan)理(li)的(de)可操(cao)作性和(he)(he)指引性。四是(shi)(shi)大力推(tui)進簡政放(fang)(fang)(fang)權(quan)(quan)。按照(zhao)“放(fang)(fang)(fang)管(guan)(guan)服”要求,加大簡政放(fang)(fang)(fang)權(quan)(quan)力度,取消(xiao)、下放(fang)(fang)(fang)和(he)(he)授權(quan)(quan)一批與管(guan)(guan)資(zi)本(ben)要求不符的(de)職(zhi)(zhi)(zhi)能,把該放(fang)(fang)(fang)的(de)以(yi)(yi)及細、小、散工(gong)作事(shi)(shi)項(xiang)放(fang)(fang)(fang)下去、放(fang)(fang)(fang)到位。江蘇堅(jian)持“四個(ge)一律精簡”的(de)原(yuan)則(ze)(ze),對(dui)出資(zi)人(ren)(ren)(ren)審批事(shi)(shi)項(xiang)開展(zhan)了(le)4輪清(qing)(qing)理(li)規范工(gong)作,累計取消(xiao)、下放(fang)(fang)(fang)17項(xiang),精簡幅度達(da)到50%。
二、國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)方(fang)(fang)(fang)式方(fang)(fang)(fang)法(fa)進(jin)一步優化(hua)。一是注重(zhong)分(fen)類監(jian)(jian)(jian)(jian)管(guan)(guan)和分(fen)類考(kao)核。針(zhen)對企(qi)(qi)業(ye)不(bu)(bu)同(tong)戰略定位和發展目標(biao),研究制定差(cha)異(yi)化(hua)的監(jian)(jian)(jian)(jian)管(guan)(guan)目標(biao)、監(jian)(jian)(jian)(jian)管(guan)(guan)重(zhong)點(dian)和監(jian)(jian)(jian)(jian)管(guan)(guan)措施(shi),實施(shi)更加(jia)精準有效的分(fen)類監(jian)(jian)(jian)(jian)管(guan)(guan)。甘肅將監(jian)(jian)(jian)(jian)管(guan)(guan)企(qi)(qi)業(ye)考(kao)核結果與薪(xin)酬分(fen)配(pei)聯動(dong)掛鉤,省(sheng)屬企(qi)(qi)業(ye)負(fu)責人薪(xin)酬差(cha)距(ju)達到4.86倍。二是加(jia)強國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)信(xin)息化(hua)建設。創新監(jian)(jian)(jian)(jian)督工(gong)作方(fang)(fang)(fang)式方(fang)(fang)(fang)法(fa),運用(yong)信(xin)息化(hua)手段提升監(jian)(jian)(jian)(jian)管(guan)(guan)效率和有效性(xing)。河南在(zai)已有的“一個(ge)專網、三(san)個(ge)系統(tong)(tong)”國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)平(ping)臺基礎上,籌建全省(sheng)統(tong)(tong)一的智(zhi)能化(hua)國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)平(ping)臺,通過(guo)云計算、大數據(ju)、人工(gong)智(zhi)能等技(ji)術手段實現全省(sheng)國(guo)有資(zi)(zi)產管(guan)(guan)理信(xin)息系統(tong)(tong)互聯、共享(xiang)、實時監(jian)(jian)(jian)(jian)管(guan)(guan)。三(san)是提高國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)法(fa)治化(hua)水(shui)平(ping)。結合(he)國(guo)資(zi)(zi)國(guo)企(qi)(qi)改革進(jin)程,不(bu)(bu)斷加(jia)強國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)立法(fa)工(gong)作。內蒙(meng)古制定的《內蒙(meng)古自治區企(qi)(qi)業(ye)國(guo)有資(zi)(zi)產監(jian)(jian)(jian)(jian)督管(guan)(guan)理條例(li)》已經自治區人大常(chang)委會審議通過(guo),是繼湖(hu)北、山東后(hou)出臺的第3個(ge)國(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)地方(fang)(fang)(fang)性(xing)法(fa)規。重(zhong)慶(qing)全年對14件規范性(xing)文(wen)件和121項涉法(fa)議題進(jin)行合(he)法(fa)性(xing)審查,審查率達100%。把合(he)法(fa)性(xing)審查作為重(zhong)大決策前置程序,做(zuo)到“決策先問法(fa)、違法(fa)不(bu)(bu)決策”,法(fa)律審核機制更加(jia)完善。
三、國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)試點(dian)效(xiao)果逐步顯現。一是探(tan)索完善國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)授(shou)權(quan)經(jing)營(ying)體制(zhi)。將改建(jian)組(zu)建(jian)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)作(zuo)為改革(ge)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)授(shou)權(quan)經(jing)營(ying)體制(zhi),構(gou)建(jian)“以管(guan)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)為主(zhu)”國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)模式的(de)關(guan)鍵(jian)措施。截至目前(qian),各地完成改組(zu)組(zu)建(jian)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)104家(jia),在(zai)體制(zhi)設(she)計上均明確國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委作(zuo)為出資(zi)(zi)(zi)(zi)(zi)人(ren),對國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)履(lv)行(xing)(xing)出資(zi)(zi)(zi)(zi)(zi)人(ren)職責。二是促進(jin)(jin)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)源優化配置(zhi)。推(tui)動(dong)(dong)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)向(xiang)關(guan)系國(guo)(guo)(guo)(guo)家(jia)安全、國(guo)(guo)(guo)(guo)民經(jing)濟命脈和(he)國(guo)(guo)(guo)(guo)計民生的(de)重(zhong)要行(xing)(xing)業(ye)(ye)(ye)(ye)和(he)關(guan)鍵(jian)領域、重(zhong)點(dian)基礎設(she)施集(ji)中(zhong)(zhong),向(xiang)前(qian)瞻(zhan)性(xing)戰略性(xing)產(chan)(chan)業(ye)(ye)(ye)(ye)集(ji)中(zhong)(zhong),向(xiang)具有(you)(you)核心競爭力的(de)優勢(shi)企(qi)業(ye)(ye)(ye)(ye)集(ji)中(zhong)(zhong)。引導(dao)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)立足功(gong)能定位(wei),通過(guo)市場化手段盤活(huo)存量資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)、優化增(zeng)量資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)。陜西積極推(tui)動(dong)(dong)投資(zi)(zi)(zi)(zi)(zi)運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)通過(guo)投資(zi)(zi)(zi)(zi)(zi)設(she)立、股權(quan)收購等方式,進(jin)(jin)入航空、新材料和(he)半導(dao)體激(ji)光芯(xin)片產(chan)(chan)業(ye)(ye)(ye)(ye)。貴州指(zhi)導(dao)投資(zi)(zi)(zi)(zi)(zi)運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)規(gui)范發行(xing)(xing)企(qi)業(ye)(ye)(ye)(ye)債券,盤活(huo)存量資(zi)(zi)(zi)(zi)(zi)本(ben)(ben),推(tui)進(jin)(jin)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)證券化。三是助力企(qi)業(ye)(ye)(ye)(ye)“處僵治困(kun)(kun)”。通過(guo)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)推(tui)進(jin)(jin)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)源整合和(he)“僵尸企(qi)業(ye)(ye)(ye)(ye)”處置(zhi),推(tui)動(dong)(dong)困(kun)(kun)難企(qi)業(ye)(ye)(ye)(ye)實(shi)現扭虧為盈。天津將國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)作(zuo)為供給側(ce)結構(gou)性(xing)改革(ge)平臺,為企(qi)業(ye)(ye)(ye)(ye)債務提供增(zeng)信支持,推(tui)動(dong)(dong)市管(guan)企(qi)業(ye)(ye)(ye)(ye)化解債務風險。重(zhong)慶(qing)組(zu)建(jian)渝康資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)管(guan)理公(gong)(gong)(gong)(gong)司(si)(si)作(zuo)為國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運營(ying)公(gong)(gong)(gong)(gong)司(si)(si)中(zhong)(zhong)專司(si)(si)不良資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)處置(zhi)的(de)專業(ye)(ye)(ye)(ye)公(gong)(gong)(gong)(gong)司(si)(si)。
四、經(jing)(jing)(jing)營(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)(guo)有資(zi)產(chan)(chan)(chan)集中(zhong)統(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)成效明(ming)顯。一(yi)是加強(qiang)頂層設計(ji)和組織推(tui)(tui)(tui)動。將(jiang)(jiang)推(tui)(tui)(tui)進經(jing)(jing)(jing)營(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)(guo)有資(zi)產(chan)(chan)(chan)集中(zhong)統(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)作為本地區國(guo)(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)(guo)企改(gai)革文件的(de)重要內容,進一(yi)步明(ming)確(que)政企分(fen)開、政資(zi)分(fen)開原則。安徽、江蘇(su)等19個地方出臺了(le)關(guan)于推(tui)(tui)(tui)進經(jing)(jing)(jing)營(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)(guo)有資(zi)產(chan)(chan)(chan)集中(zhong)統(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)的(de)實(shi)施(shi)意見(jian)或(huo)專門文件。二是積極擴大(da)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)圍。截至(zhi)2017年底,全(quan)國(guo)(guo)(guo)(guo)省(sheng)級國(guo)(guo)(guo)(guo)資(zi)委(wei)經(jing)(jing)(jing)營(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)(guo)有資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)覆蓋面已經(jing)(jing)(jing)達到90%左(zuo)右,較2012年提(ti)高了(le)20個百(bai)分(fen)點(dian)。其中(zhong)天津、山東、上海、陜西、福建、新疆(jiang)兵團、大(da)連、青島、深圳已基(ji)本實(shi)現省(sheng)級經(jing)(jing)(jing)營(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)(guo)有資(zi)產(chan)(chan)(chan)全(quan)部納(na)入(ru)國(guo)(guo)(guo)(guo)資(zi)委(wei)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan),23個省(sheng)市將(jiang)(jiang)金融類企業(ye)納(na)入(ru)國(guo)(guo)(guo)(guo)資(zi)委(wei)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)圍。三是發揮國(guo)(guo)(guo)(guo)資(zi)委(wei)專業(ye)化(hua)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)優(you)勢(shi)。在推(tui)(tui)(tui)進集中(zhong)統(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)過程中(zhong),注重制度(du)規(gui)則的(de)統(tong)(tong)(tong)一(yi),國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)專業(ye)化(hua)、規(gui)范(fan)化(hua)水平不斷(duan)提(ti)升。北(bei)京、海南(nan)等地將(jiang)(jiang)其他(ta)部門管(guan)(guan)(guan)理的(de)企業(ye)納(na)入(ru)國(guo)(guo)(guo)(guo)資(zi)委(wei)統(tong)(tong)(tong)一(yi)的(de)基(ji)礎(chu)管(guan)(guan)(guan)理體系,實(shi)現了(le)國(guo)(guo)(guo)(guo)家出資(zi)企業(ye)統(tong)(tong)(tong)一(yi)產(chan)(chan)(chan)權登(deng)記、統(tong)(tong)(tong)一(yi)資(zi)產(chan)(chan)(chan)統(tong)(tong)(tong)計(ji)、統(tong)(tong)(tong)一(yi)考核評價。
在(zai)完善國(guo)有資(zi)(zi)(zi)(zi)產管(guan)理體(ti)制過程中(zhong)(zhong),還(huan)存(cun)在(zai)一(yi)(yi)些(xie)需要(yao)重(zhong)點關注和(he)研(yan)究解決(jue)的(de)(de)(de)(de)(de)問題:一(yi)(yi)是(shi)部(bu)分精簡監(jian)管(guan)事項還(huan)沒完全(quan)(quan)落(luo)實(shi)到位。有些(xie)地(di)(di)方(fang)對出資(zi)(zi)(zi)(zi)人(ren)權(quan)(quan)(quan)責界定不(bu)(bu)夠準(zhun)確,還(huan)存(cun)在(zai)“不(bu)(bu)想放”和(he)“大撒把”兩種傾向(xiang)。一(yi)(yi)方(fang)面(mian)(mian)將(jiang)(jiang)審(shen)批(pi)視為權(quan)(quan)(quan)力,不(bu)(bu)想放權(quan)(quan)(quan);另一(yi)(yi)方(fang)面(mian)(mian),將(jiang)(jiang)一(yi)(yi)些(xie)必須由出資(zi)(zi)(zi)(zi)人(ren)履(lv)行的(de)(de)(de)(de)(de)法定職(zhi)權(quan)(quan)(quan)下(xia)放給企(qi)(qi)業(ye),無法保(bao)證出資(zi)(zi)(zi)(zi)人(ren)意(yi)志的(de)(de)(de)(de)(de)有效落(luo)實(shi),不(bu)(bu)利(li)于(yu)維(wei)護(hu)國(guo)有資(zi)(zi)(zi)(zi)產安(an)全(quan)(quan)。二是(shi)國(guo)有資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)(yun)(yun)營(ying)(ying)公司的(de)(de)(de)(de)(de)定位還(huan)不(bu)(bu)清晰。一(yi)(yi)些(xie)地(di)(di)方(fang)國(guo)有資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)(yun)(yun)營(ying)(ying)公司試點工作(zuo)仍(reng)處于(yu)方(fang)案制訂(ding)或(huo)提交(jiao)政府審(shen)議階段,未實(shi)際開展運(yun)(yun)(yun)作(zuo)。部(bu)分已開展運(yun)(yun)(yun)作(zuo)的(de)(de)(de)(de)(de)國(guo)有資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)(yun)(yun)營(ying)(ying)公司在(zai)定位上存(cun)在(zai)一(yi)(yi)定偏差(cha),有的(de)(de)(de)(de)(de)地(di)(di)方(fang)將(jiang)(jiang)投(tou)資(zi)(zi)(zi)(zi)運(yun)(yun)(yun)營(ying)(ying)公司與(yu)國(guo)資(zi)(zi)(zi)(zi)委(wei)并列為出資(zi)(zi)(zi)(zi)人(ren),分別行使運(yun)(yun)(yun)營(ying)(ying)和(he)監(jian)督職(zhi)能,存(cun)在(zai)權(quan)(quan)(quan)責界定不(bu)(bu)清、重(zhong)大決(jue)策機制不(bu)(bu)健(jian)全(quan)(quan)等問題。三是(shi)部(bu)分國(guo)有資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)(yun)(yun)營(ying)(ying)公司有偏離服(fu)務(wu)實(shi)體(ti)經濟的(de)(de)(de)(de)(de)傾向(xiang)。個別地(di)(di)方(fang)國(guo)有資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)(yun)(yun)營(ying)(ying)公司試點企(qi)(qi)業(ye)追(zhui)求(qiu)(qiu)構建“全(quan)(quan)牌照(zhao)”金融(rong)業(ye)務(wu)平臺,將(jiang)(jiang)重(zhong)點放在(zai)打造金融(rong)業(ye)態的(de)(de)(de)(de)(de)總體(ti)布(bu)局上,與(yu)中(zhong)(zhong)央關于(yu)產融(rong)結合(he)要(yao)服(fu)務(wu)實(shi)體(ti)經濟、以(yi)振興實(shi)體(ti)經濟為導(dao)向(xiang)等要(yao)求(qiu)(qiu)不(bu)(bu)完全(quan)(quan)相符,脫實(shi)向(xiang)虛趨(qu)勢(shi)較為明顯。四(si)是(shi)集中(zhong)(zhong)統(tong)一(yi)(yi)監(jian)管(guan)方(fang)式(shi)仍(reng)需改進。一(yi)(yi)些(xie)地(di)(di)方(fang)對部(bu)分原(yuan)屬有關部(bu)門的(de)(de)(de)(de)(de)企(qi)(qi)業(ye)采(cai)取了委(wei)托監(jian)管(guan)方(fang)式(shi),對實(shi)現管(guan)理制度和(he)統(tong)計數據的(de)(de)(de)(de)(de)集中(zhong)(zhong)統(tong)一(yi)(yi)發揮了積(ji)極作(zuo)用,隨著集中(zhong)(zhong)統(tong)一(yi)(yi)監(jian)管(guan)工作(zuo)的(de)(de)(de)(de)(de)不(bu)(bu)斷深入(ru),應適時解除委(wei)托協議,由國(guo)資(zi)(zi)(zi)(zi)委(wei)全(quan)(quan)面(mian)(mian)履(lv)行出資(zi)(zi)(zi)(zi)人(ren)職(zhi)責,逐(zhu)步實(shi)現以(yi)出資(zi)(zi)(zi)(zi)關系(xi)為基礎的(de)(de)(de)(de)(de)真正意(yi)義上的(de)(de)(de)(de)(de)集中(zhong)(zhong)統(tong)一(yi)(yi)監(jian)管(guan)。
