習近平(ping)總書(shu)記指出,“工(gong)業(ye)強(qiang)國都是技師技工(gong)的大(da)國”、“加快建設(she)制(zhi)造強(qiang)國,加快發展先進制(zhi)造業(ye)”、“建設(she)知識型、技能型、創新型勞動者(zhe)大(da)軍”。國家高(gao)度(du)重視(shi)技能人(ren)才隊伍建設(she)工(gong)作(zuo),國資委、人(ren)社部(bu)(bu)等部(bu)(bu)委認(ren)真落實(shi)黨中(zhong)央、國務院關于(yu)技能人(ren)才工(gong)作(zuo)的各項部(bu)(bu)署,近年來在推進產教融合、優(you)化(hua)評價機制(zhi)、提高(gao)待遇(yu)水平(ping)、加強(qiang)培訓培養等方面取(qu)得(de)了積(ji)極進展。
1.積(ji)極(ji)落實(shi)國家高技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)振興計劃,優(you)化(hua)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)隊伍使用和(he)(he)(he)晉升。一(yi)是營造煤炭行(xing)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價政策環境。按照國務(wu)院“放(fang)管服”改革(ge)要求,2017年9月,人(ren)(ren)社部公布實(shi)施國家職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格目(mu)錄(lu)。目(mu)錄(lu)中(zhong)包含技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)員職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格共計81項,其中(zhong)“壓縮機操作(zuo)(zuo)工(gong)(gong)(gong)(gong)”、“井下支(zhi)護(hu)工(gong)(gong)(gong)(gong)”、“礦(kuang)山救護(hu)工(gong)(gong)(gong)(gong)”、“煉焦(jiao)煤制(zhi)備工(gong)(gong)(gong)(gong)”和(he)(he)(he)“煉焦(jiao)工(gong)(gong)(gong)(gong)”等(deng)與(yu)(yu)煤炭行(xing)業(ye)(ye)(ye)(ye)(ye)相關的(de)(de)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)種保留列入目(mu)錄(lu)。二是改進技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)績(ji)效考(kao)(kao)核方式。指導(dao)中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)建(jian)立(li)(li)以(yi)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)力為導(dao)向、以(yi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)業(ye)(ye)(ye)(ye)(ye)績(ji)為重點(dian)、注重職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)道德和(he)(he)(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)知識(shi)水平的(de)(de)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價體(ti)系。鼓勵根據(ju)其生產(chan)技(ji)(ji)(ji)術、工(gong)(gong)(gong)(gong)藝裝備和(he)(he)(he)產(chan)品類(lei)型等(deng)不同(tong)要求,采取考(kao)(kao)核鑒(jian)定、考(kao)(kao)評(ping)(ping)結合、業(ye)(ye)(ye)(ye)(ye)績(ji)評(ping)(ping)審等(deng)靈活多樣(yang)的(de)(de)方式,重點(dian)評(ping)(ping)價技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)在執行(xing)操作(zuo)(zuo)規程、解決(jue)生產(chan)問題(ti)和(he)(he)(he)完成工(gong)(gong)(gong)(gong)作(zuo)(zuo)任務(wu)方面的(de)(de)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)力。三是指導(dao)和(he)(he)(he)推動(dong)中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)完善技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)發展(zhan)通道。在高級技(ji)(ji)(ji)師以(yi)上增設“特級技(ji)(ji)(ji)師”、“首(shou)席技(ji)(ji)(ji)師”、“技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)專家”、“工(gong)(gong)(gong)(gong)匠技(ji)(ji)(ji)師”等(deng)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)位(wei),延展(zhan)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)發展(zhan)空間,牽引技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)立(li)(li)足(zu)崗(gang)位(wei)建(jian)功立(li)(li)業(ye)(ye)(ye)(ye)(ye),鼓勵中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)拓寬技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)成長空間。四是鼓勵中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)建(jian)立(li)(li)以(yi)崗(gang)位(wei)練兵和(he)(he)(he)技(ji)(ji)(ji)術比武為基礎、以(yi)國家和(he)(he)(he)行(xing)業(ye)(ye)(ye)(ye)(ye)競(jing)賽(sai)為主體(ti)、國內競(jing)賽(sai)與(yu)(yu)國際競(jing)賽(sai)相銜接的(de)(de)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)競(jing)賽(sai)體(ti)系,大(da)力組織開展(zhan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)競(jing)賽(sai)活動(dong),積(ji)極(ji)參與(yu)(yu)世界技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)大(da)賽(sai),拓展(zhan)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價選(xuan)拔渠(qu)道。

3.積(ji)極落實(shi)國(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)辦(ban)教育(yu)機構(gou)深(shen)(shen)化(hua)改(gai)(gai)革,鼓勵探索推(tui)行(xing)職業(ye)(ye)技能培訓制(zhi)(zhi)度(du)。一是(shi)經國(guo)(guo)(guo)務院同意(yi),2017年7月,國(guo)(guo)(guo)資(zi)(zi)委、人社(she)部等(deng)6部門印(yin)(yin)發(fa)(fa)《關于國(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)辦(ban)教育(yu)醫(yi)療機構(gou)深(shen)(shen)化(hua)改(gai)(gai)革的(de)指導(dao)意(yi)見(jian)》,明確了國(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)辦(ban)教育(yu)機構(gou)深(shen)(shen)化(hua)改(gai)(gai)革主(zhu)要采(cai)取四種方(fang)式(shi)(shi)。鼓勵通(tong)過整合(he)(he)資(zi)(zi)源(yuan)的(de)方(fang)式(shi)(shi),繼續發(fa)(fa)揮國(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)職業(ye)(ye)教育(yu)重要辦(ban)學(xue)主(zhu)體作(zuo)用,對與企(qi)(qi)(qi)業(ye)(ye)主(zhu)業(ye)(ye)發(fa)(fa)展密切相關、產教融合(he)(he)且(qie)確需保留(liu)的(de)企(qi)(qi)(qi)業(ye)(ye)辦(ban)職業(ye)(ye)院校(xiao)(xiao)(xiao),由國(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)集(ji)團公(gong)司(si)(si)或國(guo)(guo)(guo)有(you)資(zi)(zi)本(ben)投(tou)資(zi)(zi)運(yun)營公(gong)司(si)(si)進(jin)行(xing)資(zi)(zi)源(yuan)優(you)化(hua)整合(he)(he),探索集(ji)中(zhong)運(yun)營、專業(ye)(ye)化(hua)管理。二(er)是(shi)指導(dao)中(zhong)央企(qi)(qi)(qi)業(ye)(ye)建立匹配企(qi)(qi)(qi)業(ye)(ye)戰略(lve)、符合(he)(he)產業(ye)(ye)規律、滿足自身特點的(de)技能人才培訓體系,加大各(ge)層(ceng)次(ci)技能人才培養力度(du)。并在(zai)中(zhong)央企(qi)(qi)(qi)業(ye)(ye)面(mian)對技能崗(gang)位新招(zhao)用人員和轉崗(gang)人員時(shi),指導(dao)探索以“招(zhao)工即招(zhao)生、入(ru)企(qi)(qi)(qi)即入(ru)校(xiao)(xiao)(xiao)、企(qi)(qi)(qi)校(xiao)(xiao)(xiao)雙師聯合(he)(he)培養”為主(zhu)要內容的(de)新型學(xue)徒制(zhi)(zhi)培養模式(shi)(shi)。三是(shi)國(guo)(guo)(guo)資(zi)(zi)委與人社(she)部共同印(yin)(yin)發(fa)(fa)了《關于深(shen)(shen)入(ru)推(tui)進(jin)技工院校(xiao)(xiao)(xiao)與國(guo)(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)開展校(xiao)(xiao)(xiao)企(qi)(qi)(qi)合(he)(he)作(zuo)的(de)若干意(yi)見(jian)》,鼓勵中(zhong)央企(qi)(qi)(qi)業(ye)(ye)直接舉辦(ban)或通(tong)過參(can)股、入(ru)股等(deng)多種方(fang)式(shi)(shi)參(can)與舉辦(ban)同企(qi)(qi)(qi)業(ye)(ye)主(zhu)業(ye)(ye)發(fa)(fa)展密切相關、產教融合(he)(he)的(de)技工院校(xiao)(xiao)(xiao),深(shen)(shen)化(hua)校(xiao)(xiao)(xiao)企(qi)(qi)(qi)合(he)(he)作(zuo)制(zhi)(zhi)度(du),全面(mian)推(tui)行(xing)校(xiao)(xiao)(xiao)企(qi)(qi)(qi)協同育(yu)人。
下(xia)一(yi)步(bu),我們將全面貫徹落實黨(dang)的(de)(de)十九大精神(shen)和黨(dang)中(zhong)央、國務(wu)院決策部署,不(bu)斷突顯企業(ye)用(yong)人主體作用(yong),持續推動技能(neng)人才(cai)隊(dui)伍建設,努力培養造就一(yi)支(zhi)品德高尚、技能(neng)精湛(zhan)、素質優良、結構合理(li)的(de)(de)技能(neng)人才(cai)隊(dui)伍,充分發揮中(zhong)央企業(ye)的(de)(de)示范引領作用(yong)。具體工作考慮如下(xia):
1.進(jin)一步加(jia)強頂層設計(ji),努力建(jian)(jian)設高(gao)素質專業化技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)隊伍。按照中央辦公廳、國(guo)務院辦公廳《關(guan)(guan)(guan)于分(fen)類(lei)推(tui)(tui)進(jin)人(ren)(ren)(ren)才(cai)(cai)評(ping)價(jia)機制(zhi)(zhi)改(gai)革的(de)指(zhi)導(dao)(dao)意見》要求,相關(guan)(guan)(guan)部(bu)委正在(zai)研究改(gai)革完(wan)善(shan)技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)評(ping)價(jia)制(zhi)(zhi)度(du)的(de)政(zheng)策措施,對與(yu)煤炭(tan)行業相關(guan)(guan)(guan)的(de)技(ji)(ji)能類(lei)職(zhi)(zhi)業從業人(ren)(ren)(ren)員(yuan),建(jian)(jian)立職(zhi)(zhi)業技(ji)(ji)能等級(ji)制(zhi)(zhi)度(du),依托企業等用人(ren)(ren)(ren)單(dan)位和社(she)會培訓評(ping)價(jia)組織,開展職(zhi)(zhi)業技(ji)(ji)能等級(ji)認(ren)定,暢通勞動者職(zhi)(zhi)業發(fa)展通道。同時,進(jin)一步加(jia)強對中央企業技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)隊伍建(jian)(jian)設的(de)頂層設計(ji)和宏觀指(zhi)導(dao)(dao),完(wan)善(shan)考核(he)評(ping)價(jia)制(zhi)(zhi)度(du),暢通職(zhi)(zhi)業發(fa)展通道,提高(gao)技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)待遇水平,推(tui)(tui)動中央企業在(zai)技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)隊伍建(jian)(jian)設的(de)關(guan)(guan)(guan)鍵領域(yu)和薄弱環節取得突破性進(jin)展,使技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)管(guan)理(li)體(ti)制(zhi)(zhi)更(geng)加(jia)科學(xue)、管(guan)理(li)機制(zhi)(zhi)更(geng)加(jia)完(wan)善(shan)、管(guan)理(li)制(zhi)(zhi)度(du)更(geng)加(jia)健全(quan),充分(fen)激(ji)發(fa)廣(guang)大技(ji)(ji)能人(ren)(ren)(ren)才(cai)(cai)加(jia)強學(xue)習、苦練本(ben)領、提升技(ji)(ji)藝、勇于創新(xin)的(de)積極性、主動性和創造性。
