7月(yue)14日,國(guo)資委召(zhao)開媒體通氣會(hui)(hui),國(guo)資委副主任、黨委委員孟建民,黨委委員、總會(hui)(hui)計(ji)師(shi)沈(shen)瑩,副秘書長彭華(hua)崗、周渝波出(chu)席會(hui)(hui)議,通報中央企業經濟運行情(qing)況和國(guo)企改革進(jin)(jin)展情(qing)況,并與(yu)到會(hui)(hui)記(ji)者(zhe)就有關情(qing)況進(jin)(jin)行了交(jiao)流。

2016年上半年中央企業經濟運行情況通報
今年(nian)上半年(nian),105家中(zhong)央企(qi)(qi)業認真貫徹落實黨中(zhong)央、國務院決策部(bu)署,堅決落實習近(jin)平總書記、李克(ke)強總理(li)關于國有企(qi)(qi)業改革發(fa)展(zhan)的重要指示批示精神,積極(ji)推進供給側結構性改革,扎實開展(zhan)瘦身健體、提質增(zeng)效等(deng)各項工(gong)作,加(jia)快結構調整和轉(zhuan)型(xing)升級,生產(chan)經營(ying)總體平穩,經營(ying)效益(yi)逐步回升,運(yun)行質量持續改善。
一、關(guan)于上半年中(zhong)央企業(ye)經濟運行(xing)情況
中(zhong)央(yang)企業(ye)1-6月累計實現(xian)(xian)營業(ye)收(shou)入10.8萬(wan)億(yi)元,同(tong)(tong)比下降1.8%;實現(xian)(xian)利潤總額(e)6234.7億(yi)元,同(tong)(tong)比下降3%,降幅比上年(nian)同(tong)(tong)期(qi)收(shou)窄(zhai)2.4個百(bai)分點;實現(xian)(xian)增(zeng)(zeng)加值3萬(wan)億(yi)元,同(tong)(tong)比增(zeng)(zeng)長2.2%;上交稅費1.1萬(wan)億(yi)元,同(tong)(tong)比增(zeng)(zeng)長3.2%。今年(nian)以(yi)來(lai),面(mian)對經(jing)濟(ji)下行壓力(li)加大的不利局(ju)面(mian),中(zhong)央(yang)企業(ye)大力(li)開拓市(shi)場,狠抓(zhua)降本(ben)增(zeng)(zeng)效,重(zhong)點行業(ye)產銷穩(wen)定,營業(ye)收(shou)入降幅收(shou)窄(zhai),月度效益持續(xu)回升,主要經(jing)營指(zhi)標穩(wen)中(zhong)向好。
(一)生產(chan)(chan)經(jing)營(ying)總體穩定(ding)。上(shang)半年中(zhong)央企業(ye)重點行業(ye)實現(xian)穩產(chan)(chan)穩銷,煤電(dian)(dian)油運(yun)等基礎產(chan)(chan)業(ye)經(jing)營(ying)保持穩定(ding)。中(zhong)央石油石化企業(ye)成品(pin)油銷量(liang)增(zeng)長(chang)1.8%,煤炭企業(ye)原煤產(chan)(chan)量(liang)增(zeng)長(chang)1.2%,發電(dian)(dian)企業(ye)發電(dian)(dian)量(liang)增(zeng)長(chang)2.5%,電(dian)(dian)網企業(ye)售(shou)電(dian)(dian)量(liang)增(zeng)長(chang)1.6%,水運(yun)和航空(kong)運(yun)輸(shu)總周轉量(liang)分別(bie)增(zeng)長(chang)7.4%和9.1%。
(二)效(xiao)益(yi)水平(ping)(ping)呈(cheng)現回升態(tai)勢。隨著增收節支各項措施逐(zhu)步落地(di),中(zhong)央(yang)企業(ye)(ye)效(xiao)益(yi)水平(ping)(ping)明顯回升,二季度(du)實(shi)現利潤總額3702.2億元(yuan)(yuan),月(yue)度(du)利潤平(ping)(ping)均(jun)為(wei)1234.1億元(yuan)(yuan),比(bi)一季度(du)月(yue)均(jun)利潤增加389.9億元(yuan)(yuan)。6月(yue)份中(zhong)央(yang)企業(ye)(ye)當月(yue)實(shi)現利潤1419億元(yuan)(yuan),是上半年的最好水平(ping)(ping)。有(you)38家企業(ye)(ye)上半年效(xiao)益(yi)同(tong)比(bi)增幅超過(guo)10%,16家企業(ye)(ye)效(xiao)益(yi)增幅超過(guo)30%。
(三)虧(kui)(kui)損企業(ye)實現(xian)扭(niu)虧(kui)(kui)減(jian)虧(kui)(kui)。今年(nian)一季度有18家中央企業(ye)整(zheng)體虧(kui)(kui)損,虧(kui)(kui)損額137.8億元。國資委組織(zhi)開展困難企業(ye)改革(ge)脫困專項(xiang)治(zhi)理工作,逐戶確定扭(niu)虧(kui)(kui)目標(biao)和落(luo)實工作責(ze)任,各項(xiang)工作措施逐步到位(wei),經(jing)過二季度的積極努力,有6家中央企業(ye)扭(niu)虧(kui)(kui)為盈(ying),其(qi)他12家企業(ye)實現(xian)大幅減(jian)虧(kui)(kui),比一季度減(jian)虧(kui)(kui)70.6億元。
(四)財(cai)稅貢獻穩定(ding)增(zeng)長(chang)。1-6月中(zhong)央企(qi)業(ye)上交(jiao)稅費1.1萬(wan)億元(yuan)(yuan),同(tong)(tong)(tong)比增(zeng)加(jia)(jia)323.2億元(yuan)(yuan),增(zeng)長(chang)3.2%,增(zeng)速比一季度提(ti)高3個(ge)百分點;實現增(zeng)加(jia)(jia)值3萬(wan)億元(yuan)(yuan),同(tong)(tong)(tong)比增(zeng)加(jia)(jia)190.5億元(yuan)(yuan),增(zeng)長(chang)0.6%,73家企(qi)業(ye)實現增(zeng)加(jia)(jia)值同(tong)(tong)(tong)比增(zeng)長(chang)。百元(yuan)(yuan)營業(ye)收(shou)入支付(fu)稅費9.8元(yuan)(yuan),同(tong)(tong)(tong)比增(zeng)加(jia)(jia)0.5元(yuan)(yuan)。
(五)企(qi)業(ye)(ye)(ye)收(shou)(shou)(shou)入(ru)降幅(fu)逐月(yue)收(shou)(shou)(shou)窄。受石(shi)油、煤炭(tan)、鋼(gang)鐵、有(you)色、電力等大(da)宗商(shang)品價格(ge)下(xia)跌或(huo)政策性下(xia)調影響,1-6月(yue)中央(yang)(yang)企(qi)業(ye)(ye)(ye)累(lei)計實(shi)(shi)現(xian)營業(ye)(ye)(ye)收(shou)(shou)(shou)入(ru)10.8萬億(yi)元(yuan),同(tong)比減少1981億(yi)元(yuan),下(xia)降1.8%,但降幅(fu)逐月(yue)收(shou)(shou)(shou)窄。6月(yue)份當月(yue)實(shi)(shi)現(xian)營業(ye)(ye)(ye)收(shou)(shou)(shou)入(ru)2.2萬億(yi)元(yuan),高于(yu)近兩年中央(yang)(yang)企(qi)業(ye)(ye)(ye)月(yue)均收(shou)(shou)(shou)入(ru)(2萬億(yi)元(yuan))水(shui)平。營業(ye)(ye)(ye)收(shou)(shou)(shou)入(ru)仍處(chu)于(yu)小幅(fu)下(xia)滑狀(zhuang)態,同(tong)時,國資(zi)委組織中央(yang)(yang)企(qi)業(ye)(ye)(ye)開(kai)展融資(zi)性貿(mao)易業(ye)(ye)(ye)務(wu)(wu)清理,低毛利、高風險的貿(mao)易業(ye)(ye)(ye)務(wu)(wu)大(da)幅(fu)削減,收(shou)(shou)(shou)入(ru)質量得到進一步夯實(shi)(shi)。
(六)成本費(fei)用(yong)管(guan)控初見(jian)成效。一是毛利(li)率(lv)(lv)提高(gao)。1-6月(yue)(yue)中央(yang)(yang)企業營(ying)業成本同(tong)比(bi)(bi)下降2.3%,快于(yu)收(shou)入(ru)降幅0.5個(ge)(ge)百分(fen)(fen)點;平均(jun)(jun)毛利(li)率(lv)(lv)16.9%,同(tong)比(bi)(bi)提高(gao)0.4個(ge)(ge)百分(fen)(fen)點;百元收(shou)入(ru)負擔的成本費(fei)用(yong)95.6元,同(tong)比(bi)(bi)下降0.5元。二是成本費(fei)用(yong)利(li)潤率(lv)(lv)環比(bi)(bi)回升(sheng)。1-6月(yue)(yue)中央(yang)(yang)企業平均(jun)(jun)成本費(fei)用(yong)利(li)潤率(lv)(lv)6.1%,比(bi)(bi)一季度(du)回升(sheng)0.8個(ge)(ge)百分(fen)(fen)點。三是三項費(fei)用(yong)增(zeng)速(su)(su)明顯(xian)放緩(huan)。1-6月(yue)(yue)中央(yang)(yang)企業三項費(fei)用(yong)同(tong)比(bi)(bi)增(zeng)長1.6%,增(zeng)速(su)(su)比(bi)(bi)上年平均(jun)(jun)增(zeng)速(su)(su)放緩(huan)1.1個(ge)(ge)百分(fen)(fen)點,其中:管(guan)理費(fei)用(yong)同(tong)比(bi)(bi)增(zeng)長3.8%,增(zeng)速(su)(su)比(bi)(bi)上年放緩(huan)0.7個(ge)(ge)百分(fen)(fen)點。
(七(qi))負(fu)債(zhai)率(lv)(lv)下降,現金(jin)流增加。6月末(mo)中央企(qi)業平均資(zi)產負(fu)債(zhai)率(lv)(lv)66.2%,比(bi)上(shang)年(nian)末(mo)下降0.5個百分點,56家企(qi)業資(zi)產負(fu)債(zhai)率(lv)(lv)比(bi)上(shang)年(nian)末(mo)下降;上(shang)半年(nian)經營活動現金(jin)凈流入7110.4億元(yuan),同比(bi)增加430.6億元(yuan),增長6.4%;6月末(mo)貨幣資(zi)金(jin)4.5萬億元(yuan),同比(bi)增加862.1億元(yuan),增長1.9%。
(八)固定(ding)(ding)(ding)資(zi)產(chan)(chan)投(tou)資(zi)企穩。上半年(nian)中央企業(ye)完(wan)成(cheng)固定(ding)(ding)(ding)資(zi)產(chan)(chan)投(tou)資(zi)9453.5億(yi)元,同(tong)比(bi)(bi)下降2.1%,降幅比(bi)(bi)上年(nian)同(tong)期收窄4.7個(ge)百分點(dian),自2016年(nian)2月(yue)份(fen)以(yi)來逐月(yue)收窄。中央企業(ye)6月(yue)份(fen)完(wan)成(cheng)固定(ding)(ding)(ding)資(zi)產(chan)(chan)投(tou)資(zi)2508億(yi)元,比(bi)(bi)上年(nian)增長7.4%,高于(yu)近兩年(nian)月(yue)均水平。有49家(jia)企業(ye)固定(ding)(ding)(ding)資(zi)產(chan)(chan)投(tou)資(zi)額同(tong)比(bi)(bi)增長,32家(jia)企業(ye)增幅超過(guo)20%。上半年(nian)通信企業(ye)完(wan)成(cheng)固定(ding)(ding)(ding)資(zi)產(chan)(chan)投(tou)資(zi)1451.4億(yi)元,增長0.9%;電力(li)、軍(jun)工(gong)企業(ye)固定(ding)(ding)(ding)資(zi)產(chan)(chan)投(tou)資(zi)分別(bie)同(tong)比(bi)(bi)增長15%和13.3%。
(九)債務(wu)總體(ti)平穩、風(feng)險可(ke)控(kong)。今年(nian)以(yi)來,個別中央企(qi)(qi)(qi)業下屬子(zi)企(qi)(qi)(qi)業發生了債券(quan)(quan)償還風(feng)險,國(guo)資委(wei)和(he)相關(guan)企(qi)(qi)(qi)業高(gao)度重視,采取多種措施(shi)妥善化解了風(feng)險。為加強(qiang)風(feng)險防范工(gong)作,近期國(guo)資委(wei)組織對中央企(qi)(qi)(qi)業發行的各類(lei)債券(quan)(quan)進行全面(mian)摸底(di)和(he)風(feng)險排查(cha),總體(ti)平穩、風(feng)險可(ke)控(kong)。截至3月(yue)末中央企(qi)(qi)(qi)業發行債券(quan)(quan)余額4.05萬(wan)億元(yuan),自2014年(nian)以(yi)來共有4家中央企(qi)(qi)(qi)業所屬子(zi)企(qi)(qi)(qi)業曾發生過債券(quan)(quan)違約(yue)或超期兌付,占中央企(qi)(qi)(qi)業整體(ti)發行債券(quan)(quan)規模(mo)的0.2%。
(十(shi))政(zheng)策(ce)性讓利(li)貢獻(xian)增加。上半(ban)年電(dian)(dian)信企(qi)業采取提速降(jiang)(jiang)費、流量不(bu)清零以及取消京津冀漫游(you)費等措(cuo)施(shi),火電(dian)(dian)企(qi)業上網電(dian)(dian)價下調,石(shi)油石(shi)化企(qi)業非居民(min)用天然氣價格下調,這些政(zheng)策(ce)性降(jiang)(jiang)價讓利(li)或(huo)降(jiang)(jiang)低加工業、服務(wu)業經(jing)營成本合(he)計(ji)約1050億元(yuan)。如果考慮政(zheng)策(ce)性降(jiang)(jiang)價讓利(li)因素,中央企(qi)業1-6月整體效益(yi)增速將超過10%。
二、下半年工(gong)作(zuo)主要措(cuo)施
國資委(wei)將以深(shen)入推進供給側結構性改(gai)革為主線(xian),推動(dong)中央企業(ye)扎實推進瘦身(shen)健體、提質增效(xiao)等各項(xiang)改(gai)革發展工作(zuo),確保完成(cheng)全年目標任務,為國民經濟(ji)持續健康發展作(zuo)出新貢獻。
(一(yi))進(jin)(jin)一(yi)步提高認(ren)識(shi),堅(jian)決(jue)打好提質增效攻(gong)(gong)堅(jian)戰(zhan)(zhan)。明天國資(zi)委將召開中(zhong)央(yang)企業(ye)和(he)地方國資(zi)委負責人培訓會議,在認(ren)真總(zong)結(jie)上(shang)(shang)半(ban)年(nian)工作的基礎(chu)上(shang)(shang),對下半(ban)年(nian)重(zhong)點工作進(jin)(jin)行具體布(bu)置,要求(qiu)中(zhong)央(yang)企業(ye)進(jin)(jin)一(yi)步統一(yi)思想(xiang),深(shen)刻認(ren)識(shi)提質增效穩(wen)增長工作的重(zhong)大(da)意(yi)義,不(bu)等不(bu)靠,真抓(zhua)(zhua)實(shi)干,主動(dong)應對各種困難和(he)挑(tiao)戰(zhan)(zhan),努力完成全年(nian)效益實(shi)現恢復(fu)性增長的目標(biao)任務(wu)。我們將堅(jian)持(chi)“抓(zhua)(zhua)兩頭、帶中(zhong)間(jian)”,一(yi)手(shou)抓(zhua)(zhua)重(zhong)點盈(ying)利(li)企業(ye)穩(wen)盈(ying)增盈(ying),一(yi)手(shou)抓(zhua)(zhua)重(zhong)點困難企業(ye)改革脫困,一(yi)企一(yi)策,掛牌督導,統籌(chou)推進(jin)(jin),堅(jian)決(jue)打好提質增效攻(gong)(gong)堅(jian)戰(zhan)(zhan)。
(二)多措(cuo)并舉增效益。國資委(wei)將繼續推動中央企業(ye)(ye)加(jia)大(da)市場開拓(tuo)力度,積極推動產業(ye)(ye)結構調整和產品轉型升級,努力保持市場份(fen)額和營(ying)業(ye)(ye)收入穩定增長;深(shen)入開展“成(cheng)本(ben)管(guan)控、效益否決(jue)”專項行動,加(jia)大(da)成(cheng)本(ben)費(fei)(fei)用管(guan)控力度,堅決(jue)壓縮非生產性支(zhi)出,嚴格控制人工成(cheng)本(ben);狠抓(zhua)重(zhong)點行業(ye)(ye)成(cheng)本(ben)壓降(jiang),繼續深(shen)入推進電信企業(ye)(ye)銷售費(fei)(fei)用壓降(jiang)、航空企業(ye)(ye)提直(zhi)降(jiang)代和航材共享、石(shi)(shi)油(you)石(shi)(shi)化企業(ye)(ye)跨區域物流(liu)合作等專項工作;提高資金使(shi)用效率,降(jiang)低經營(ying)成(cheng)本(ben);嚴格投(tou)資管(guan)理,規范投(tou)資決(jue)策程(cheng)序,嚴防重(zhong)大(da)損失風險。
(三)加快中央(yang)(yang)企(qi)業(ye)瘦(shou)(shou)身(shen)健體。國資(zi)委(wei)將(jiang)進一步強化(hua)中央(yang)(yang)企(qi)業(ye)瘦(shou)(shou)身(shen)健體工作措施,要求中央(yang)(yang)企(qi)業(ye)在(zai)全面清(qing)查的基礎上大力(li)壓(ya)縮(suo)(suo)管(guan)理(li)(li)層級,精簡業(ye)務鏈條,優化(hua)管(guan)理(li)(li)流程,提高管(guan)理(li)(li)效率;優化(hua)資(zi)源(yuan)配置,加快企(qi)業(ye)內(nei)部資(zi)源(yuan)整合步伐,剝(bo)離(li)非主業(ye)、非優勢業(ye)務,努力(li)推動國有(you)資(zi)本向關鍵領域(yu)、重要行業(ye)集中;嚴控(kong)“兩金”規模,重點壓(ya)縮(suo)(suo)存量,嚴格控(kong)制增量,努力(li)實現應(ying)收(shou)賬(zhang)款、存貨壓(ya)縮(suo)(suo)目(mu)標。
(四)堅決完成化解過剩產能任務。從今年開始,計劃用5年時間(jian)壓(ya)減(jian)中央(yang)企(qi)業鋼鐵、煤(mei)(mei)炭(tan)(tan)現有產能的15%左右,其中,2016年中央(yang)企(qi)業要壓(ya)減(jian)鋼鐵產能719萬(wan)噸,壓(ya)減(jian)煤(mei)(mei)炭(tan)(tan)產能3182萬(wan)噸,使專(zhuan)業鋼鐵、煤(mei)(mei)炭(tan)(tan)企(qi)業做強做優(you)做大,電煤(mei)(mei)一體化企(qi)業資源優(you)化配置(zhi),其他涉鋼、涉煤(mei)(mei)企(qi)業原則上退出鋼鐵、煤(mei)(mei)炭(tan)(tan)行業。
(五)帶頭(tou)做好處置“僵(jiang)尸(shi)企(qi)業(ye)(ye)(ye)”和(he)(he)開展(zhan)特困(kun)企(qi)業(ye)(ye)(ye)專項(xiang)治理(li)工作。近日(ri),國資委已就中央(yang)企(qi)業(ye)(ye)(ye)處置“僵(jiang)尸(shi)企(qi)業(ye)(ye)(ye)”和(he)(he)開展(zhan)特困(kun)企(qi)業(ye)(ye)(ye)專項(xiang)治理(li)工作進行了(le)部署,明確目(mu)標,落實責(ze)任(ren),要(yao)(yao)求(qiu)中央(yang)企(qi)業(ye)(ye)(ye)發揮(hui)好帶頭(tou)作用,迅(xun)速行動,加快推(tui)進;要(yao)(yao)求(qiu)中央(yang)企(qi)業(ye)(ye)(ye)堅持市場化(hua)(hua)改(gai)革方向,因企(qi)施策,分類(lei)分業(ye)(ye)(ye)處置,多(duo)兼(jian)并重組(zu)、少(shao)破產(chan)(chan)清算(suan),依(yi)法合規操作,綜合采取(qu)強化(hua)(hua)管理(li)、業(ye)(ye)(ye)務(wu)整合、債務(wu)重組(zu)、兼(jian)并重組(zu)、減員(yuan)增效、破產(chan)(chan)重整、破產(chan)(chan)清算(suan)等多(duo)種措(cuo)施,確保(bao)按時間要(yao)(yao)求(qiu)完成年度和(he)(he)總(zong)體(ti)工作任(ren)務(wu)。
(六)加(jia)快解決(jue)(jue)歷史遺留問題(ti)。國(guo)(guo)(guo)務(wu)院(yuan)已經印(yin)發《加(jia)快剝離(li)國(guo)(guo)(guo)有企(qi)(qi)(qi)業辦社會職能和解決(jue)(jue)歷史遺留問題(ti)工(gong)作方案》(國(guo)(guo)(guo)發〔2016〕19號)和《關于國(guo)(guo)(guo)有企(qi)(qi)(qi)業職工(gong)家屬區(qu)“三供(gong)一(yi)業”分(fen)離(li)移(yi)交工(gong)作指(zhi)導(dao)意(yi)見》(國(guo)(guo)(guo)辦發〔2016〕45號),國(guo)(guo)(guo)資委、財政部聯合召開全國(guo)(guo)(guo)視頻會議,動員部署全國(guo)(guo)(guo)國(guo)(guo)(guo)有企(qi)(qi)(qi)業加(jia)快剝離(li)辦社會職能和解決(jue)(jue)歷史遺留問題(ti)工(gong)作。今年要在全國(guo)(guo)(guo)推(tui)開國(guo)(guo)(guo)有企(qi)(qi)(qi)業“三供(gong)一(yi)業”分(fen)離(li)移(yi)交工(gong)作,并分(fen)類(lei)處理(li)企(qi)(qi)(qi)業辦醫療、教育、市政、消防(fang)、社區(qu)管理(li)等機構,推(tui)進廠辦大集體改革,組織開展退休人員管理(li)社會化管理(li)試點工(gong)作,減(jian)輕企(qi)(qi)(qi)業負擔,提高(gao)企(qi)(qi)(qi)業市場競(jing)爭力。
(七)調(diao)(diao)整(zheng)優化(hua)國(guo)有(you)資本布(bu)局結(jie)(jie)構(gou)(gou)。國(guo)資委將積極開展改組(zu)組(zu)建國(guo)有(you)資本投資運營公司(si)試(shi)點工(gong)作(zuo)(zuo),抓緊做好“國(guo)有(you)資本風險投資基金”和“國(guo)有(you)企業(ye)結(jie)(jie)構(gou)(gou)調(diao)(diao)整(zheng)基金”的設立工(gong)作(zuo)(zuo),優化(hua)調(diao)(diao)整(zheng)國(guo)有(you)資本結(jie)(jie)構(gou)(gou),推動國(guo)有(you)資本向(xiang)關系(xi)國(guo)家安全(quan)、國(guo)民(min)經濟命脈和國(guo)計民(min)生的重要行業(ye)和關鍵領域集中(zhong),向(xiang)前瞻性、戰略性產(chan)業(ye)集中(zhong),向(xiang)產(chan)業(ye)鏈(lian)價值鏈(lian)的中(zhong)高端集中(zhong);同時加大中(zhong)央企業(ye)集團層面的兼(jian)并重組(zu),提升(sheng)國(guo)有(you)資本整(zheng)體功能和運行效率,打造一批具有(you)較強競爭(zheng)力的跨國(guo)公司(si)。
(八(ba))積(ji)極(ji)培育創(chuang)(chuang)新(xin)(xin)發(fa)(fa)(fa)展新(xin)(xin)動能。國資委(wei)將(jiang)繼續推(tui)動中央(yang)企業(ye)(ye)認(ren)真(zhen)落(luo)實《中國制造(zao)2025》,鼓勵(li)中央(yang)企業(ye)(ye)主(zhu)動承(cheng)擔國家(jia)重大創(chuang)(chuang)新(xin)(xin)工(gong)(gong)程,努力突(tu)破和掌握關(guan)鍵核(he)心技術(shu),建(jian)立高效(xiao)協同開放的技術(shu)創(chuang)(chuang)新(xin)(xin)體系,大力推(tui)進“雙創(chuang)(chuang)”工(gong)(gong)作(zuo),加快創(chuang)(chuang)新(xin)(xin)發(fa)(fa)(fa)展平(ping)臺建(jian)設,在第(di)三代核(he)電、新(xin)(xin)能源(yuan)汽車、物(wu)聯網、石墨烯等領域打(da)造(zao)一批產(chan)業(ye)(ye)協同發(fa)(fa)(fa)展平(ping)臺,加強管理創(chuang)(chuang)新(xin)(xin)和商業(ye)(ye)模式創(chuang)(chuang)新(xin)(xin),加強創(chuang)(chuang)新(xin)(xin)人才隊伍建(jian)設,積(ji)極(ji)發(fa)(fa)(fa)揮在創(chuang)(chuang)新(xin)(xin)發(fa)(fa)(fa)展中的引(yin)領作(zuo)用,占領未(wei)來產(chan)業(ye)(ye)發(fa)(fa)(fa)展制高點。
(九)嚴密(mi)防范(fan)各類(lei)經營(ying)風險(xian)(xian)(xian)。國資(zi)(zi)(zi)(zi)委(wei)將(jiang)指(zhi)導中央(yang)企(qi)業(ye)進(jin)一步(bu)完善風險(xian)(xian)(xian)識(shi)別(bie)(bie)、防范(fan)和(he)應(ying)對機制,優化資(zi)(zi)(zi)(zi)本結構(gou),加(jia)強負債(zhai)(zhai)規模和(he)資(zi)(zi)(zi)(zi)產負債(zhai)(zhai)率(lv)雙管控(kong),切實做好債(zhai)(zhai)券(quan)兌付風險(xian)(xian)(xian)應(ying)對工作,特別(bie)(bie)是(shi)關注資(zi)(zi)(zi)(zi)金(jin)流動性不足的困難企(qi)業(ye),完善應(ying)急預(yu)案;優化外(wai)幣資(zi)(zi)(zi)(zi)產債(zhai)(zhai)務期限和(he)結構(gou),合理利用(yong)套期保(bao)值工具(ju),減(jian)少金(jin)融市(shi)場波(bo)動影響(xiang);加(jia)強大宗商品(pin)貿(mao)易、金(jin)融衍生業(ye)務、委(wei)托擔保(bao)、墊資(zi)(zi)(zi)(zi)建設、信托等高(gao)風險(xian)(xian)(xian)業(ye)務的管控(kong),完善風險(xian)(xian)(xian)防范(fan)與化解(jie)措施。
(十)切實抓好安(an)(an)全生產和穩(wen)定工作。近日全國多(duo)地暴雨,洪澇(lao)災害頻發,安(an)(an)全生產形勢嚴峻(jun)。國資委將督促中(zhong)央企(qi)業(ye)嚴格落(luo)實安(an)(an)全生產責任制(zhi),認真做好隱患排(pai)查(cha)(cha)整治(zhi),加(jia)大監督檢查(cha)(cha)和問責力度(du),維(wei)護人民(min)群眾生命(ming)財產安(an)(an)全。同時(shi),在去產能、處置“僵尸企(qi)業(ye)”過(guo)程中(zhong),更要做好社會穩(wen)定風(feng)險評估(gu),妥善做好職(zhi)工分流(liu)安(an)(an)置,切實維(wei)護職(zhi)工合法權益(yi),保(bao)持企(qi)業(ye)和社會穩(wen)定。
2016年上半年國有企業改革進展情況通報
上半年,按照(zhao)黨中央、國(guo)務院的統一部署,各級(ji)國(guo)資委和國(guo)有企業積(ji)極(ji)穩妥、扎實(shi)有序(xu)推進各項(xiang)改革,國(guo)有企業各項(xiang)改革措施取得(de)實(shi)質性(xing)進展(zhan)。
一是(shi)改(gai)革(ge)(ge)的(de)組織(zhi)領(ling)導(dao)體(ti)(ti)系(xi)和文件(jian)體(ti)(ti)系(xi)基(ji)本(ben)(ben)建立(li)。按(an)照中(zhong)央全面深化(hua)改(gai)革(ge)(ge)領(ling)導(dao)小組的(de)總體(ti)(ti)部(bu)署,在國(guo)(guo)(guo)務院國(guo)(guo)(guo)有企業改(gai)革(ge)(ge)領(ling)導(dao)小組、經濟(ji)體(ti)(ti)制(zhi)和生態文明體(ti)(ti)制(zhi)改(gai)革(ge)(ge)專項小組的(de)指導(dao)下,各(ge)省(區、市)、計(ji)劃單列市、新疆(jiang)生產建設兵團和全部(bu)中(zhong)央企業都成立(li)了改(gai)革(ge)(ge)領(ling)導(dao)機構,領(ling)導(dao)掛帥、部(bu)門(men)(men)協調、上(shang)下貫通、齊抓共推的(de)工(gong)作格局基(ji)本(ben)(ben)形成。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)委會同有關部(bu)門(men)(men)加快推進(jin)《關于深化(hua)國(guo)(guo)(guo)有企業改(gai)革(ge)(ge)的(de)指導(dao)意見(jian)》重要配(pei)套(tao)文件(jian)的(de)制(zhi)定出(chu)(chu)臺(tai)工(gong)作,目前已相繼制(zhi)定出(chu)(chu)臺(tai)了14個專項改(gai)革(ge)(ge)意見(jian)或方案,還有8個正(zheng)在履行相關程序,“1+N”政策體(ti)(ti)系(xi)基(ji)本(ben)(ben)建立(li)。各(ge)地(di)結(jie)合自身實際,共制(zhi)定出(chu)(chu)臺(tai)國(guo)(guo)(guo)企國(guo)(guo)(guo)資(zi)(zi)改(gai)革(ge)(ge)文件(jian)394件(jian)。
二是試(shi)(shi)(shi)點工作(zuo)(zuo)全面鋪開(kai)(kai)(kai)。國有(you)(you)資本(ben)投(tou)(tou)資運營公司(si)試(shi)(shi)(shi)點,中(zhong)糧(liang)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、國投(tou)(tou)公司(si)試(shi)(shi)(shi)點工作(zuo)(zuo)繼續深(shen)化(hua),陸(lu)續將21項權利歸位于或授予企(qi)(qi)業(ye),在(zai)此基礎上,選(xuan)(xuan)擇誠通集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)國國新(xin)開(kai)(kai)(kai)展(zhan)國有(you)(you)資本(ben)運營公司(si)試(shi)(shi)(shi)點,選(xuan)(xuan)擇神(shen)華集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、寶鋼、武鋼、中(zhong)國五礦、招商局集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)交(jiao)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、保利集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)等7家(jia)企(qi)(qi)業(ye)開(kai)(kai)(kai)展(zhan)國有(you)(you)資本(ben)投(tou)(tou)資公司(si)試(shi)(shi)(shi)點。落(luo)實(shi)董事會職權試(shi)(shi)(shi)點,在(zai)中(zhong)國節能(neng)、中(zhong)國建(jian)材(cai)、國藥集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、新(xin)興際華集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)等4家(jia)的試(shi)(shi)(shi)點進一步深(shen)化(hua)。中(zhong)央(yang)企(qi)(qi)業(ye)兼(jian)并(bing)重組(zu)試(shi)(shi)(shi)點,選(xuan)(xuan)擇中(zhong)國建(jian)材(cai)和(he)中(zhong)材(cai)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)遠集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)和(he)中(zhong)國海運、中(zhong)電(dian)投(tou)(tou)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)和(he)國家(jia)核(he)電(dian)等3對重組(zu)企(qi)(qi)業(ye)開(kai)(kai)(kai)展(zhan)了(le)試(shi)(shi)(shi)點。中(zhong)央(yang)企(qi)(qi)業(ye)信(xin)息(xi)公開(kai)(kai)(kai)工作(zuo)(zuo)試(shi)(shi)(shi)點選(xuan)(xuan)擇中(zhong)糧(liang)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)國建(jian)筑等2家(jia)企(qi)(qi)業(ye)開(kai)(kai)(kai)展(zhan)了(le)試(shi)(shi)(shi)點。剝離(li)企(qi)(qi)業(ye)辦社會職能(neng)和(he)解(jie)決歷史遺留(liu)問題試(shi)(shi)(shi)點選(xuan)(xuan)擇部分(fen)地(di)方省市開(kai)(kai)(kai)展(zhan)了(le)試(shi)(shi)(shi)點。各(ge)地(di)普遍(bian)將試(shi)(shi)(shi)點作(zuo)(zuo)為(wei)推動改革(ge)(ge)文件落(luo)地(di)的重要(yao)抓(zhua)手,今年(nian)上半(ban)年(nian),各(ge)地(di)共(gong)啟(qi)動國企(qi)(qi)國資改革(ge)(ge)試(shi)(shi)(shi)點147項,已有(you)(you)50項試(shi)(shi)(shi)點取得了(le)階段性成(cheng)果。
三是完善現代企(qi)(qi)(qi)業(ye)(ye)制(zhi)(zhi)(zhi)度(du)工(gong)作(zuo)全面提速。分類(lei)(lei)改(gai)革扎實(shi)起步,國(guo)(guo)務院國(guo)(guo)資委研究提出了(le)(le)(le)(le)(le)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)功能界(jie)定(ding)與(yu)分類(lei)(lei)方(fang)(fang)案。各地國(guo)(guo)資委普遍開(kai)展了(le)(le)(le)(le)(le)企(qi)(qi)(qi)業(ye)(ye)功能界(jie)定(ding)工(gong)作(zuo),目前已有(you)17個(ge)省、直轄市(shi)和3個(ge)計劃單列市(shi)明確(que)了(le)(le)(le)(le)(le)監管(guan)(guan)(guan)(guan)(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)的分類(lei)(lei)標準,許多已落實(shi)到(dao)企(qi)(qi)(qi)業(ye)(ye)。廣東、重慶、上海等地在改(gai)革、考核、分配、人(ren)(ren)(ren)(ren)員(yuan)(yuan)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)等方(fang)(fang)面,進(jin)行(xing)了(le)(le)(le)(le)(le)分類(lei)(lei)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)的有(you)益探索。公司(si)制(zhi)(zhi)(zhi)股(gu)份制(zhi)(zhi)(zhi)改(gai)革成效顯著,全國(guo)(guo)國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)改(gai)制(zhi)(zhi)(zhi)面超過(guo)80%,中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)改(gai)制(zhi)(zhi)(zhi)面超過(guo)90%,股(gu)權(quan)多元化(hua)比例達67.7%。重點(dian)(dian)領域混(hun)合(he)所有(you)制(zhi)(zhi)(zhi)改(gai)革試點(dian)(dian)工(gong)作(zuo)積極推進(jin)。規范(fan)董事(shi)會建(jian)設步伐加快,目前建(jian)設規范(fan)董事(shi)會中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)數量(liang)達87家。開(kai)展了(le)(le)(le)(le)(le)寶鋼、中(zhong)國(guo)(guo)節能、中(zhong)國(guo)(guo)建(jian)材、國(guo)(guo)藥集(ji)(ji)團、新興(xing)際(ji)華集(ji)(ji)團等5家企(qi)(qi)(qi)業(ye)(ye)董事(shi)會選聘(pin)高級(ji)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人(ren)(ren)(ren)(ren)員(yuan)(yuan)試點(dian)(dian)工(gong)作(zuo),采取市(shi)場化(hua)方(fang)(fang)式選聘(pin)了(le)(le)(le)(le)(le)1名總(zong)(zong)(zong)經理(li)(li)(li)和13名副總(zong)(zong)(zong)經理(li)(li)(li)。南(nan)方(fang)(fang)電網、國(guo)(guo)投(tou)、中(zhong)國(guo)(guo)通(tong)號等中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)選聘(pin)了(le)(le)(le)(le)(le)二級(ji)公司(si)總(zong)(zong)(zong)經理(li)(li)(li)。廣東對(dui)試點(dian)(dian)企(qi)(qi)(qi)業(ye)(ye)經理(li)(li)(li)班子成員(yuan)(yuan)全部(bu)(bu)實(shi)行(xing)市(shi)場化(hua)選聘(pin),人(ren)(ren)(ren)(ren)事(shi)檔案轉交人(ren)(ren)(ren)(ren)才市(shi)場管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li);四川在24戶監管(guan)(guan)(guan)(guan)(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)中(zhong)推行(xing)高級(ji)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人(ren)(ren)(ren)(ren)員(yuan)(yuan)市(shi)場化(hua)選聘(pin)、契約化(hua)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li),現有(you)經理(li)(li)(li)層成員(yuan)(yuan)全部(bu)(bu)轉為職業(ye)(ye)經理(li)(li)(li)人(ren)(ren)(ren)(ren)身份。內部(bu)(bu)三項制(zhi)(zhi)(zhi)度(du)改(gai)革深入推進(jin)。精簡管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)(bu)門(men)和管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人(ren)(ren)(ren)(ren)員(yuan)(yuan)工(gong)作(zuo)根(gen)據(ju)企(qi)(qi)(qi)業(ye)(ye)實(shi)際(ji)差異化(hua)推進(jin),國(guo)(guo)投(tou)總(zong)(zong)(zong)部(bu)(bu)的職能部(bu)(bu)門(men)由(you)14個(ge)減(jian)少到(dao)9個(ge),總(zong)(zong)(zong)部(bu)(bu)人(ren)(ren)(ren)(ren)員(yuan)(yuan)減(jian)少三分之一;山東兗礦通(tong)過(guo)瘦身健體,總(zong)(zong)(zong)部(bu)(bu)機構由(you)48個(ge)減(jian)少至10個(ge),管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人(ren)(ren)(ren)(ren)員(yuan)(yuan)由(you)867人(ren)(ren)(ren)(ren)減(jian)少至100人(ren)(ren)(ren)(ren),累(lei)計減(jian)少各類(lei)(lei)用工(gong)2.1萬人(ren)(ren)(ren)(ren),年節約人(ren)(ren)(ren)(ren)工(gong)成本18億元。中(zhong)國(guo)(guo)建(jian)材、國(guo)(guo)藥集(ji)(ji)團等中(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)初步建(jian)立起“周期管(guan)(guan)(guan)(guan)(guan)(guan)總(zong)(zong)(zong)額(e)+年度(du)定(ding)水平”的工(gong)資總(zong)(zong)(zong)額(e)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)體系。江西將子企(qi)(qi)(qi)業(ye)(ye)工(gong)資總(zong)(zong)(zong)額(e)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)權(quan)下放(fang)給集(ji)(ji)團公司(si),山東將工(gong)資總(zong)(zong)(zong)額(e)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)權(quan)下放(fang)給投(tou)資運營(ying)公司(si)董事(shi)會。
四是供給(gei)側(ce)結構性改革(ge)加(jia)快(kuai)推(tui)進(jin)。集團(tuan)層(ceng)(ceng)面重(zhong)(zhong)組步伐不(bu)斷加(jia)快(kuai),5組10家(jia)(jia)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)重(zhong)(zhong)組工(gong)作(zuo)正在積(ji)極(ji)推(tui)進(jin),還有幾組重(zhong)(zhong)組工(gong)作(zuo)正在醞釀之(zhi)中(zhong)(zhong),中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)戶(hu)數年內(nei)有望整(zheng)合到100家(jia)(jia)之(zhi)內(nei)。化(hua)解(jie)過剩(sheng)產(chan)(chan)(chan)能工(gong)作(zuo)取(qu)得積(ji)極(ji)進(jin)展(zhan),截至5月底,中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)粗(cu)鋼產(chan)(chan)(chan)量(liang)(liang)(liang)、玻(bo)璃產(chan)(chan)(chan)量(liang)(liang)(liang)、電(dian)解(jie)鋁產(chan)(chan)(chan)量(liang)(liang)(liang)分別(bie)同比下(xia)降5.9%、17%和(he)(he)(he)24.1%,分別(bie)高于全國平均水平4.5、17.4和(he)(he)(he)22.4個百分點。組建中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)煤炭(tan)資(zi)產(chan)(chan)(chan)平臺公司(si),深入推(tui)進(jin)煤炭(tan)企(qi)(qi)業(ye)(ye)(ye)化(hua)解(jie)過剩(sheng)產(chan)(chan)(chan)能。處理低(di)(di)效無(wu)效資(zi)產(chan)(chan)(chan)深入推(tui)進(jin),指導(dao)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)通(tong)過股票市(shi)場和(he)(he)(he)產(chan)(chan)(chan)權市(shi)場處置低(di)(di)效無(wu)效資(zi)產(chan)(chan)(chan)、盤活存(cun)量(liang)(liang)(liang),獲得轉讓收入321.68億元。壓減(jian)企(qi)(qi)業(ye)(ye)(ye)管(guan)理層(ceng)(ceng)級(ji)(ji)系統(tong)推(tui)動,對中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)所屬(shu)法人(ren)單位(wei)和(he)(he)(he)管(guan)理層(ceng)(ceng)級(ji)(ji)進(jin)行了全面摸(mo)底清查,明確了5家(jia)(jia)企(qi)(qi)業(ye)(ye)(ye)作(zuo)為(wei)壓減(jian)工(gong)作(zuo)的重(zhong)(zhong)點企(qi)(qi)業(ye)(ye)(ye),對面上企(qi)(qi)業(ye)(ye)(ye)也提出了明確目標要(yao)求(qiu)。國家(jia)(jia)電(dian)網目前已(yi)經取(qu)消(xiao)所有區(qu)域公司(si)管(guan)理層(ceng)(ceng)級(ji)(ji),將電(dian)網主業(ye)(ye)(ye)的法人(ren)層(ceng)(ceng)級(ji)(ji)減(jian)少到國家(jia)(jia)電(dian)網公司(si)和(he)(he)(he)省公司(si)兩級(ji)(ji)。解(jie)決歷史遺(yi)留問題取(qu)得突破(po)性進(jin)展(zhan),駐黑龍(long)江中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)分離移交(jiao)“三供一業(ye)(ye)(ye)”試點工(gong)作(zuo)基本完成(cheng),河南等九省市(shi)試點取(qu)得了積(ji)極(ji)成(cheng)效,為(wei)全面開(kai)展(zhan)分離移交(jiao)工(gong)作(zuo)積(ji)累了寶(bao)貴經驗。
五是探索以管(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本(ben)為主加強國(guo)(guo)(guo)(guo)(guo)有企(qi)(qi)產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工作(zuo)取得積(ji)極進(jin)展。各級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委牢(lao)牢(lao)把(ba)握出資(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)(zhi)責(ze)定位(wei),不(bu)斷完善國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體制和(he)(he)(he)(he)(he)制度。推(tui)(tui)(tui)動(dong)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構職(zhi)(zhi)(zhi)能轉(zhuan)變(bian)。國(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委專(zhuan)門成立職(zhi)(zhi)(zhi)能轉(zhuan)變(bian)機(ji)構調(diao)整領導(dao)小組和(he)(he)(he)(he)(he)工作(zuo)小組,對(dui)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)職(zhi)(zhi)(zhi)能和(he)(he)(he)(he)(he)工作(zuo)事(shi)(shi)項(xiang)進(jin)行全面(mian)梳理,研究(jiu)制訂出資(zi)(zi)(zi)(zi)(zi)人(ren)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)權力(li)和(he)(he)(he)(he)(he)責(ze)任清(qing)單(dan)(dan),起草了推(tui)(tui)(tui)進(jin)職(zhi)(zhi)(zhi)能轉(zhuan)變(bian)和(he)(he)(he)(he)(he)內部機(ji)構調(diao)整方案,深入開展國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)文件清(qing)理,今年共廢止(zhi)政策性(xing)文件106件。目前(qian),各省級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委取消(xiao)、下放審批(pi)事(shi)(shi)項(xiang)462項(xiang),宣(xuan)布(bu)廢止(zhi)和(he)(he)(he)(he)(he)失效規(gui)范(fan)性(xing)文件597件,19家省級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委初步(bu)建立了監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)權力(li)和(he)(he)(he)(he)(he)責(ze)任清(qing)單(dan)(dan)。國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)(jian)督在改進(jin)中(zhong)不(bu)斷加強。中(zhong)央企(qi)(qi)業(ye)(ye)外派監(jian)(jian)(jian)(jian)事(shi)(shi)會著(zhu)力(li)推(tui)(tui)(tui)動(dong)轉(zhuan)型調(diao)整,做(zuo)深做(zuo)實做(zuo)細當(dang)期和(he)(he)(he)(he)(he)事(shi)(shi)中(zhong)監(jian)(jian)(jian)(jian)督,監(jian)(jian)(jian)(jian)督的(de)針對(dui)性(xing)、時效性(xing)和(he)(he)(he)(he)(he)有效性(xing)進(jin)一(yi)(yi)(yi)步(bu)增強。積(ji)極推(tui)(tui)(tui)進(jin)中(zhong)央企(qi)(qi)業(ye)(ye)委派總會計師試點(dian),目前(qian)已向(xiang)10家企(qi)(qi)業(ye)(ye)委派了總會計師。穩步(bu)推(tui)(tui)(tui)進(jin)經營性(xing)國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)。上海將金融類國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)納入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范(fan)圍;江西(xi)實現省屬(shu)企(qi)(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)制度、統(tong)(tong)計評價和(he)(he)(he)(he)(he)領導(dao)人(ren)員管(guan)(guan)(guan)理“三統(tong)(tong)一(yi)(yi)(yi)”;內蒙古、遼寧、湖南(nan)、廣西(xi)、云南(nan)等地采(cai)取多種(zhong)形式推(tui)(tui)(tui)進(jin)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工作(zuo)。目前(qian),全國(guo)(guo)(guo)(guo)(guo)經營性(xing)國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)集(ji)中(zhong)統(tong)(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)占比超過(guo)90%的(de)省份達到16個,國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)本(ben)配(pei)置效率進(jin)一(yi)(yi)(yi)步(bu)提高。
六(liu)是全面推(tui)進(jin)從嚴治黨(dang)(dang)(dang),國(guo)有(you)企業黨(dang)(dang)(dang)的建(jian)設(she)得(de)到(dao)新的加(jia)強。黨(dang)(dang)(dang)組(zu)織發揮作(zuo)用的體制(zhi)機制(zhi)不斷完善,積極推(tui)進(jin)把(ba)黨(dang)(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)總體要求納入企業章(zhang)程,推(tui)動黨(dang)(dang)(dang)的建(jian)設(she)同步謀劃、黨(dang)(dang)(dang)的組(zu)織及工(gong)(gong)(gong)作(zuo)機構同步設(she)置(zhi)、黨(dang)(dang)(dang)組(zu)織負(fu)責人及黨(dang)(dang)(dang)務工(gong)(gong)(gong)作(zuo)人員同步配備、黨(dang)(dang)(dang)的工(gong)(gong)(gong)作(zuo)同步開展。探索堅持黨(dang)(dang)(dang)管(guan)(guan)干部原則與董事會(hui)依法選擇經營(ying)(ying)管(guan)(guan)理(li)(li)者、經營(ying)(ying)管(guan)(guan)理(li)(li)者依法行使用人權相(xiang)結合(he)的途徑和(he)方式。認(ren)真落實政治巡(xun)視要求,強化組(zu)織領導、制(zhi)度(du)建(jian)設(she)、監(jian)督質量和(he)成果運用,震懾(she)作(zuo)用明顯增強。今(jin)年將(jiang)完成對國(guo)資委管(guan)(guan)理(li)(li)主要負(fu)責人的中央企業巡(xun)視全覆(fu)蓋。黨(dang)(dang)(dang)風廉政建(jian)設(she)和(he)反(fan)腐敗工(gong)(gong)(gong)作(zuo)深入推(tui)進(jin),認(ren)真落實中央八項規定精神,堅決(jue)反(fan)對“四風”,一些(xie)群眾反(fan)映強烈的突出問題(ti)得(de)到(dao)及時解決(jue),腐敗現象蔓延(yan)勢頭得(de)到(dao)初步遏(e)制(zhi)。
下半年,我們將(jiang)認真(zhen)貫(guan)徹落實習近平(ping)總書記、李(li)克(ke)強總理的重(zhong)要批示精(jing)神和全國國有企(qi)業改(gai)革(ge)座談會議精(jing)神,堅(jian)定不(bu)移推進改(gai)革(ge),確(que)保各項政策落地,努力在國有企(qi)業改(gai)革(ge)重(zhong)要領域和關(guan)鍵(jian)環節取得新成(cheng)效。
