根據國(guo)資委(wei)黨(dang)(dang)(dang)委(wei)統一部(bu)署(shu),2016年3月(yue)2日(ri)至4月(yue)30日(ri),國(guo)資委(wei)黨(dang)(dang)(dang)委(wei)第(di)四巡(xun)(xun)(xun)(xun)視組對(dui)中(zhong)(zhong)國(guo)林(lin)(lin)(lin)業(ye)集(ji)團(tuan)公司(以下簡稱中(zhong)(zhong)林(lin)(lin)(lin)集(ji)團(tuan))進行了巡(xun)(xun)(xun)(xun)視。6月(yue)24日(ri),國(guo)資委(wei)黨(dang)(dang)(dang)委(wei)巡(xun)(xun)(xun)(xun)視組向(xiang)中(zhong)(zhong)林(lin)(lin)(lin)集(ji)團(tuan)黨(dang)(dang)(dang)委(wei)反饋(kui)了巡(xun)(xun)(xun)(xun)視意見。按(an)照《中(zhong)(zhong)國(guo)共產黨(dang)(dang)(dang)巡(xun)(xun)(xun)(xun)視工(gong)作條例(li)》《國(guo)資委(wei)黨(dang)(dang)(dang)委(wei)關于(yu)貫徹(che)落實<中(zhong)(zhong)國(guo)共產黨(dang)(dang)(dang)巡(xun)(xun)(xun)(xun)視工(gong)作條例(li)>的實施(shi)辦法》等有(you)關規定,現將巡(xun)(xun)(xun)(xun)視整改情(qing)況(kuang)予以公布(bu)。
一、堅(jian)決(jue)把巡視整改作為一項(xiang)重大政(zheng)治任務抓緊抓好(hao)抓出成效
(一(yi))統一(yi)思(si)想認(ren)識(shi),全(quan)面系統部署,把整(zheng)改(gai)(gai)(gai)任(ren)務作(zuo)(zuo)(zuo)為當前頭等大(da)(da)事來抓(zhua)。巡(xun)視組反(fan)饋(kui)意(yi)見后(hou),集(ji)(ji)團黨(dang)(dang)(dang)委(wei)(wei)迅速行(xing)動,于(yu)(yu)6月27日召開黨(dang)(dang)(dang)委(wei)(wei)(擴大(da)(da))會,專題(ti)研(yan)究整(zheng)改(gai)(gai)(gai)落(luo)實(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo),聚(ju)焦巡(xun)視反(fan)饋(kui)意(yi)見,逐(zhu)項(xiang)逐(zhu)條反(fan)復(fu)學習、梳理分析(xi)(xi),吃透精神、領會實(shi)(shi)質,深入反(fan)省集(ji)(ji)團黨(dang)(dang)(dang)委(wei)(wei)在管黨(dang)(dang)(dang)治黨(dang)(dang)(dang)不嚴、“兩個責任(ren)”落(luo)實(shi)(shi)不力(li)、企(qi)業(ye)管理基礎薄弱、人才隊伍建(jian)設滯后(hou)等方面的(de)(de)(de)主要(yao)問(wen)題(ti)和(he)(he)集(ji)(ji)中(zhong)表(biao)現(xian),舉一(yi)反(fan)三剖析(xi)(xi)問(wen)題(ti)原因,研(yan)究整(zheng)改(gai)(gai)(gai)落(luo)實(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)總體思(si)路(lu)和(he)(he)辦法。為確保整(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)落(luo)到實(shi)(shi)處,6月30日下發(fa)了《關(guan)(guan)于(yu)(yu)落(luo)實(shi)(shi)國(guo)資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)第四巡(xun)視組巡(xun)視反(fan)饋(kui)意(yi)見整(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)通知》,轉發(fa)了《關(guan)(guan)于(yu)(yu)印(yin)發(fa)國(guo)資(zi)委(wei)(wei)黨(dang)(dang)(dang)委(wei)(wei)第四巡(xun)視組<關(guan)(guan)于(yu)(yu)對中(zhong)國(guo)林業(ye)集(ji)(ji)團公司(si)黨(dang)(dang)(dang)委(wei)(wei)巡(xun)視情況的(de)(de)(de)反(fan)饋(kui)意(yi)見>的(de)(de)(de)通知》,要(yao)求層(ceng)層(ceng)傳達學習,增(zeng)強抓(zhua)好(hao)(hao)巡(xun)視整(zheng)改(gai)(gai)(gai)的(de)(de)(de)緊迫感和(he)(he)責任(ren)感。集(ji)(ji)團廣大(da)(da)黨(dang)(dang)(dang)員干(gan)部特別是(shi)領導(dao)干(gan)部,深切感受到了巨大(da)(da)責任(ren)和(he)(he)壓力(li),認(ren)識(shi)到了抓(zhua)好(hao)(hao)巡(xun)視整(zheng)改(gai)(gai)(gai)是(shi)落(luo)實(shi)(shi)全(quan)面從(cong)嚴治黨(dang)(dang)(dang)要(yao)求的(de)(de)(de)重(zhong)要(yao)舉措(cuo),是(shi)促進(jin)集(ji)(ji)團公司(si)依法治企(qi)、持續健康發(fa)展的(de)(de)(de)重(zhong)要(yao)機遇,也(ye)是(shi)對領導(dao)班子和(he)(he)各級干(gan)部政治素質、能力(li)水平的(de)(de)(de)全(quan)面考驗,大(da)(da)家一(yi)致表(biao)示要(yao)以最堅(jian)決的(de)(de)(de)態度(du)、最堅(jian)定的(de)(de)(de)決心(xin)、最有(you)力(li)的(de)(de)(de)措(cuo)施,不折(zhe)不扣、全(quan)力(li)以赴抓(zhua)好(hao)(hao)巡(xun)視整(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)。

(三)明確任(ren)(ren)務目標(biao),細化具體措(cuo)施(shi)(shi)(shi),穩步推(tui)進(jin)巡視(shi)(shi)整(zheng)(zheng)改(gai)(gai)(gai)取(qu)(qu)得實(shi)實(shi)在(zai)(zai)在(zai)(zai)成(cheng)效(xiao)(xiao)。集(ji)團黨委(wei)書(shu)記、總經理(li)宋(song)權(quan)禮作為第一(yi)責任(ren)(ren)人(ren),著(zhu)力(li)抓好(hao)《落實(shi)國資(zi)委(wei)黨委(wei)第四(si)巡視(shi)(shi)組巡視(shi)(shi)反(fan)饋(kui)意見整(zheng)(zheng)改(gai)(gai)(gai)工(gong)作方(fang)案(an)》的(de)制(zhi)定和落實(shi),以巡視(shi)(shi)反(fan)饋(kui)的(de)兩(liang)大類四(si)個(ge)方(fang)面問(wen)題(ti)(ti)(ti)(ti)和四(si)條(tiao)整(zheng)(zheng)改(gai)(gai)(gai)意見建議為主(zhu)干,進(jin)一(yi)步梳理(li)出20條(tiao)具體問(wen)題(ti)(ti)(ti)(ti)的(de)86項(xiang)(xiang)(xiang)(xiang)(xiang)整(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)(shi),并按照輕重緩急程(cheng)度將整(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)(shi)劃(hua)分(fen)為短(duan)、中(zhong)、長(chang)期三項(xiang)(xiang)(xiang)(xiang)(xiang):對已(yi)(yi)具備條(tiao)件(jian)且短(duan)期內(nei)能夠整(zheng)(zheng)改(gai)(gai)(gai)的(de)問(wen)題(ti)(ti)(ti)(ti),立(li)(li)行立(li)(li)改(gai)(gai)(gai);對難度較(jiao)大但通過努力(li)能夠解決的(de)問(wen)題(ti)(ti)(ti)(ti),采(cai)取(qu)(qu)先剎車(che)、后完善的(de)辦法,綜合施(shi)(shi)(shi)策、集(ji)中(zhong)發力(li),從制(zhi)度、機制(zhi)上查找漏洞、分(fen)析原因,限(xian)期整(zheng)(zheng)改(gai)(gai)(gai);對涉及面廣、情況復雜,一(yi)時(shi)(shi)難以解決的(de)個(ge)別問(wen)題(ti)(ti)(ti)(ti),采(cai)取(qu)(qu)逐步消(xiao)化的(de)方(fang)式,創造條(tiao)件(jian)分(fen)步整(zheng)(zheng)改(gai)(gai)(gai),力(li)爭在(zai)(zai)2個(ge)月內(nei)見到階段成(cheng)效(xiao)(xiao),6個(ge)月內(nei)基(ji)本(ben)(ben)整(zheng)(zheng)改(gai)(gai)(gai)到位。按照整(zheng)(zheng)改(gai)(gai)(gai)內(nei)容、整(zheng)(zheng)改(gai)(gai)(gai)責任(ren)(ren)人(ren)、整(zheng)(zheng)改(gai)(gai)(gai)責任(ren)(ren)單位、整(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)(shi)、整(zheng)(zheng)改(gai)(gai)(gai)時(shi)(shi)限(xian)“五要素”填寫了《中(zhong)國林(lin)業集(ji)團公司巡視(shi)(shi)反(fan)饋(kui)問(wen)題(ti)(ti)(ti)(ti)整(zheng)(zheng)改(gai)(gai)(gai)事項(xiang)(xiang)(xiang)(xiang)(xiang)一(yi)覽表》,實(shi)行臺賬管理(li)、動(dong)態更新、辦結銷(xiao)號。截止(zhi)目前,整(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)(shi)中(zhong)有(you)(you)8項(xiang)(xiang)(xiang)(xiang)(xiang)已(yi)(yi)全(quan)部(bu)落實(shi),15項(xiang)(xiang)(xiang)(xiang)(xiang)已(yi)(yi)基(ji)本(ben)(ben)落實(shi),45項(xiang)(xiang)(xiang)(xiang)(xiang)正抓緊推(tui)進(jin),還有(you)(you)18項(xiang)(xiang)(xiang)(xiang)(xiang)需長(chang)期堅(jian)持。同(tong)(tong)時(shi)(shi),集(ji)團黨委(wei)堅(jian)持著(zhu)眼(yan)長(chang)遠,在(zai)(zai)解決普遍問(wen)題(ti)(ti)(ti)(ti)的(de)同(tong)(tong)時(shi)(shi)深挖(wa)問(wen)題(ti)(ti)(ti)(ti)根源,在(zai)(zai)優化規章制(zhi)度的(de)同(tong)(tong)時(shi)(shi)著(zhu)眼(yan)建立(li)(li)長(chang)效(xiao)(xiao)機制(zhi),在(zai)(zai)解決具體問(wen)題(ti)(ti)(ti)(ti)的(de)同(tong)(tong)時(shi)(shi)開展綜合治理(li),保證了整(zheng)(zheng)改(gai)(gai)(gai)工(gong)作取(qu)(qu)得實(shi)際效(xiao)(xiao)果(guo)。
二、集中精力抓好巡視反(fan)饋意見(jian)的整改(gai)落實
第(di)一類:領導(dao)班子存在(zai)的問題
(一)關(guan)于黨的建設存(cun)在薄弱環節問題的整(zheng)改情(qing)況

3.關(guan)于黨(dang)(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)抓的不(bu)實的問題。一(yi)是(shi)(shi)(shi)將(jiang)黨(dang)(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)納入到集團公司“十三五”戰(zhan)略規(gui)劃編(bian)制(zhi)(zhi)(zhi)中,明確(que)了(le)加(jia)強(qiang)黨(dang)(dang)(dang)的建(jian)設的總體要(yao)求、工(gong)(gong)作(zuo)(zuo)目(mu)(mu)標、重點任(ren)(ren)務(wu)(wu)和保障措(cuo)施等(deng)內容(rong),進(jin)一(yi)步加(jia)強(qiang)對集團黨(dang)(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)的統一(yi)規(gui)劃和組(zu)織領導。二是(shi)(shi)(shi)按照國資委有(you)關(guan)要(yao)求,抓緊推進(jin)黨(dang)(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)責(ze)任(ren)(ren)制(zhi)(zhi)(zhi)落地,搞好頂(ding)層設計(ji)和整體布(bu)局,明確(que)工(gong)(gong)作(zuo)(zuo)目(mu)(mu)標、方(fang)向和路(lu)徑,逐步建(jian)立(li)“述職(zhi)述黨(dang)(dang)(dang)建(jian)、評(ping)議(yi)評(ping)黨(dang)(dang)(dang)建(jian)、考核(he)考黨(dang)(dang)(dang)建(jian)、任(ren)(ren)用(yong)干部看黨(dang)(dang)(dang)建(jian)”的黨(dang)(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)責(ze)任(ren)(ren)體系(xi)。三是(shi)(shi)(shi)逐步建(jian)立(li)和完善(shan)考核(he)評(ping)價(jia)體系(xi),不(bu)斷(duan)強(qiang)化黨(dang)(dang)(dang)組(zu)織書(shu)記管黨(dang)(dang)(dang)治黨(dang)(dang)(dang)責(ze)任(ren)(ren),研究(jiu)制(zhi)(zhi)(zhi)定《集團公司黨(dang)(dang)(dang)委黨(dang)(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)責(ze)任(ren)(ren)制(zhi)(zhi)(zhi)考核(he)評(ping)價(jia)辦法》。四是(shi)(shi)(shi)堅持(chi)抓好對基層黨(dang)(dang)(dang)組(zu)織書(shu)記、專兼職(zhi)黨(dang)(dang)(dang)務(wu)(wu)工(gong)(gong)作(zuo)(zuo)者、入黨(dang)(dang)(dang)積(ji)極分(fen)子等(deng)不(bu)同層次、不(bu)同類別人員的學(xue)習培訓,進(jin)一(yi)步提高黨(dang)(dang)(dang)務(wu)(wu)干部隊伍能力素質(zhi)和履職(zhi)本領。

11.關于(yu)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)較(jiao)多,資金(jin)集(ji)中度(du)較(jiao)低,規(gui)范(fan)化較(jiao)差,存(cun)在監(jian)(jian)管風險(xian)的問題。一是(shi)嚴(yan)格按照《集(ji)團(tuan)公(gong)司(si)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)管理(li)辦法》,加強對下屬企(qi)業(ye)(ye)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)管理(li)工(gong)作(zuo)(zuo),開(kai)展了(le)(le)對全集(ji)團(tuan)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)的摸(mo)底清查工(gong)作(zuo)(zuo),下發(fa)了(le)(le)《關于(yu)進一步(bu)規(gui)范(fan)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)管理(li)工(gong)作(zuo)(zuo)的通知》,提出總體壓(ya)(ya)降原則,設定(ding)具(ju)體壓(ya)(ya)降目標(biao),將管控壓(ya)(ya)力層(ceng)層(ceng)傳(chuan)導(dao),嚴(yan)把“審核(he)”“備案”兩道(dao)關口,嚴(yan)控銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)增(zeng)量。要(yao)求二(er)級企(qi)業(ye)(ye)制定(ding)本公(gong)司(si)的銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)管理(li)辦法,明(ming)確二(er)級公(gong)司(si)所有新增(zeng)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)賬(zhang)戶(hu)需經集(ji)團(tuan)公(gong)司(si)審批后方(fang)可開(kai)具(ju),三級及以(yi)下公(gong)司(si)需經二(er)級公(gong)司(si)審批,并將開(kai)戶(hu)信息上(shang)報(bao)集(ji)團(tuan)公(gong)司(si)備案。二(er)是(shi)集(ji)團(tuan)公(gong)司(si)在做好(hao)總體規(gui)劃、指導(dao)和監(jian)(jian)督檢(jian)查的基(ji)礎上(shang),要(yao)求各(ge)二(er)級企(qi)業(ye)(ye)以(yi)生產經營(ying)業(ye)(ye)務為(wei)依托,逐(zhu)步(bu)提高(gao)資金(jin)集(ji)中度(du),增(zeng)強資金(jin)整體調控能力,促(cu)進經營(ying)業(ye)(ye)務更(geng)好(hao)開(kai)展。三是(shi)督促(cu)各(ge)級企(qi)業(ye)(ye)抓緊(jin)落(luo)實建立健全資金(jin)風險(xian)防(fang)控制度(du),并加強制度(du)執行(xing)(xing)(xing)力度(du),切實防(fang)范(fan)企(qi)業(ye)(ye)經營(ying)風險(xian)和財務風險(xian)。
12.關(guan)于“三(san)(san)重(zhong)一大”制度(du)執行(xing)(xing)不到位的(de)(de)(de)問題(ti)。一是(shi)進(jin)(jin)一步(bu)深化《集(ji)團公司貫徹(che)落實“三(san)(san)重(zhong)一大”決(jue)(jue)(jue)策(ce)制度(du)實施辦(ban)法》的(de)(de)(de)貫徹(che)執行(xing)(xing)和(he)(he)相關(guan)配套制度(du)建設,逐步(bu)建立健全風(feng)險(xian)防范和(he)(he)控(kong)制體系,提高(gao)決(jue)(jue)(jue)策(ce)水平(ping)和(he)(he)風(feng)險(xian)抵御能力。二是(shi)進(jin)(jin)一步(bu)加強(qiang)對(dui)(dui)所(suo)(suo)屬(shu)企業執行(xing)(xing)“三(san)(san)重(zhong)一大”決(jue)(jue)(jue)策(ce)制度(du)的(de)(de)(de)管控(kong)。加大了(le)對(dui)(dui)“三(san)(san)重(zhong)一大”決(jue)(jue)(jue)策(ce)制度(du)執行(xing)(xing)情況(kuang)的(de)(de)(de)監督檢(jian)查,對(dui)(dui)發現的(de)(de)(de)問題(ti)進(jin)(jin)行(xing)(xing)逐條(tiao)整改,督促子公司修訂重(zhong)大事項界(jie)定不清,責任不明的(de)(de)(de)條(tiao)款(kuan)。三(san)(san)是(shi)指導(dao)所(suo)(suo)屬(shu)企業建立“三(san)(san)重(zhong)一大”決(jue)(jue)(jue)策(ce)制度(du)流(liu)程控(kong)制清單,規(gui)范決(jue)(jue)(jue)策(ce)程序,加強(qiang)對(dui)(dui)決(jue)(jue)(jue)策(ce)文件的(de)(de)(de)檔案管理。四是(shi)將“三(san)(san)重(zhong)一大”決(jue)(jue)(jue)策(ce)制度(du)執行(xing)(xing)情況(kuang)納入(ru)年度(du)內(nei)控(kong)評價(jia)內(nei)容,融(rong)入(ru)日常管理。

14.關于檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)管理(li)不夠嚴謹的問題(ti)。一是制(zhi)定(ding)了(le)《檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)管理(li)工作評價規(gui)定(ding)》、《集(ji)團(tuan)公司總部(bu)會議(yi)音、視頻歸檔(dang)(dang)(dang)(dang)(dang)管理(li)規(gui)范》。二是加強(qiang)(qiang)總部(bu)檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)管理(li)工作力度,配備專職檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)管理(li)人員,加強(qiang)(qiang)檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)室建設,進(jin)一步向(xiang)檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)管理(li)專業化(hua)、標準(zhun)化(hua)推(tui)進(jin)。三是建立檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)管理(li)系統。堅(jian)持文檔(dang)(dang)(dang)(dang)(dang)一體化(hua),充分(fen)利用計(ji)算機技術和網(wang)絡建設,建設檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)資源(yuan)內部(bu)局域網(wang),實現(xian)資源(yuan)共享,切實提高檔(dang)(dang)(dang)(dang)(dang)案(an)(an)(an)現(xian)代化(hua)管理(li)水平(ping)。
15.關于信(xin)息化(hua)建(jian)設比較滯后的問題。一是制定(ding)了(le)《中國林業(ye)集團(tuan)(tuan)公(gong)司計算機(ji)機(ji)房管(guan)理規定(ding)》,修訂了(le)《NC管(guan)理辦法(fa)》。二是加強信(xin)息化(hua)建(jian)設。計劃年內完(wan)成(cheng)集團(tuan)(tuan)公(gong)司業(ye)務系統(tong)等保建(jian)設,有效提升集團(tuan)(tuan)業(ye)務系統(tong)的安(an)全(quan)系數。完(wan)成(cheng)集團(tuan)(tuan)公(gong)司協同(tong)辦公(gong)系統(tong)建(jian)設。完(wan)成(cheng)合(he)同(tong)監管(guan)系統(tong)建(jian)設。加入公(gong)安(an)部國家網絡(luo)與信(xin)息安(an)全(quan)信(xin)息通報機(ji)制。
(四)關于人(ren)才(cai)隊伍建設與企業發展(zhan)需求不相適應問題(ti)的整改(gai)情(qing)況
16.關于制定(ding)人(ren)才發展規(gui)劃的問題。目(mu)(mu)前已起(qi)草了與(yu)企(qi)業發展戰略(lve)相配套的《中國(guo)林業集團公司“十(shi)三五”人(ren)才發展規(gui)劃》,進一步明確集團未來五年人(ren)才發展的思(si)路(lu)、總體目(mu)(mu)標和重要舉措(cuo),提升集團人(ren)力資源(yuan)工(gong)作前瞻性、科學性。
17.關于后備人(ren)(ren)才(cai)儲備不足的問題。一是在集(ji)團全(quan)系統(tong)(tong)內(nei)開(kai)展了(le)人(ren)(ren)才(cai)需(xu)求(qiu)調研,摸清各(ge)單位人(ren)(ren)才(cai)現狀,明確(que)人(ren)(ren)才(cai)缺(que)口,制定科學合(he)理(li)的人(ren)(ren)才(cai)需(xu)求(qiu)計劃(hua)。二是進一步(bu)完善競爭性公開(kai)選(xuan)拔(ba)機(ji)制,營(ying)造(zao)風清氣正(zheng)選(xuan)人(ren)(ren)用人(ren)(ren)環境。適時開(kai)展關鍵崗位、高層(ceng)次經營(ying)管理(li)人(ren)(ren)才(cai)選(xuan)拔(ba)工(gong)作(zuo),逐步(bu)形(xing)成單位內(nei)競爭上崗、全(quan)系統(tong)(tong)內(nei)公開(kai)競聘、面向社(she)會(hui)公開(kai)招(zhao)聘以及人(ren)(ren)才(cai)中介機(ji)構(gou)獵(lie)取(qu)的“2+2”內(nei)外部(bu)相(xiang)結合(he)的競爭性公開(kai)選(xuan)拔(ba)模式。三(san)是根據(ju)各(ge)二級企業(ye)經營(ying)管理(li)實(shi)際統(tong)(tong)籌安排、配齊配強職能部(bu)門(men)領導人(ren)(ren)員。四(si)是根據(ju)各(ge)二級企業(ye)人(ren)(ren)才(cai)需(xu)求(qiu)計劃(hua),研究制定招(zhao)聘工(gong)作(zuo)方案,結合(he)實(shi)際組織相(xiang)應崗位的公開(kai)招(zhao)聘選(xuan)拔(ba)工(gong)作(zuo)。

19.關于(yu)考核(he)激(ji)勵(li)制度(du)不(bu)夠健全(quan)的(de)(de)問題。一(yi)(yi)是(shi)修訂《集團公(gong)司總部員(yuan)(yuan)工(gong)考核(he)暫行辦(ban)法》,優化(hua)考核(he)評(ping)價體系,突出品德、能力和(he)業績評(ping)價。二是(shi)修訂《集團公(gong)司總部勞動工(gong)資(zi)分配方案》,合(he)理(li)設置崗(gang)位序列,優化(hua)薪酬結(jie)構,進一(yi)(yi)步激(ji)發(fa)總部員(yuan)(yuan)工(gong)工(gong)作(zuo)積極(ji)性。三是(shi)督促各子(zi)公(gong)司進一(yi)(yi)步健全(quan)完善(shan)全(quan)員(yuan)(yuan)績效(xiao)管(guan)理(li)制度(du),優化(hua)“分級管(guan)理(li)、分類(lei)考核(he)”的(de)(de)績效(xiao)管(guan)理(li)體系。四是(shi)已(yi)著手研究建立(li)企業年(nian)金(jin)制度(du),增強薪酬的(de)(de)長(chang)期激(ji)勵(li)作(zuo)用,提高企業凝聚力、競爭力。五是(shi)探索建立(li)中長(chang)期激(ji)勵(li)機制。鼓勵(li)在市場化(hua)程度(du)較高的(de)(de)下屬(shu)企業或混合(he)所有(you)制企業,對(dui)于(yu)關鍵崗(gang)位、核(he)心(xin)員(yuan)(yuan)工(gong)采取年(nian)薪制、協議(yi)工(gong)資(zi)制、股權、期權、項(xiang)目(mu)分紅等(deng)中長(chang)期激(ji)勵(li)措施,實(shi)行“特才特薪”,有(you)效(xiao)地吸引(yin)、留住外部優秀人才,激(ji)發(fa)人才創(chuang)造(zao)力和(he)干部隊伍活力。

20.關于巡視(shi)移(yi)交問(wen)題(ti)(ti)線索辦理情況。集團黨委(wei)(wei)、紀委(wei)(wei)高度重視(shi)巡視(shi)移(yi)交問(wen)題(ti)(ti)線索,及時成(cheng)立了(le)調(diao)查工作組,由黨委(wei)(wei)副(fu)書(shu)記、紀委(wei)(wei)書(shu)記王榮斌主抓(zhua),對巡視(shi)移(yi)交的8件問(wen)題(ti)(ti)線索進(jin)行(xing)了(le)認真排查和初核,嚴(yan)格(ge)按照(zhao)五類方式進(jin)行(xing)處置。目前,核查工作已完成(cheng),8件問(wen)題(ti)(ti)線索全部辦結(jie)。下一(yi)步,將從制度和管理上進(jin)一(yi)步完善,著力(li)構建長效機制,確保反映問(wen)題(ti)(ti)不再發生。

一是繼續(xu)深入推(tui)進整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)、加強跟(gen)蹤(zong)督(du)導。經過前一階段(duan)的(de)(de)努(nu)力,巡視整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)作(zuo)雖然取(qu)得了階段(duan)性成效,但基礎(chu)還(huan)(huan)不(bu)(bu)夠扎實(shi),有(you)些問題尚沒有(you)得到根本和徹底(di)解決(jue),還(huan)(huan)需要(yao)更長時間,進一步深化整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)。集(ji)團黨委將堅持(chi)“整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)機(ji)構不(bu)(bu)撤、工(gong)(gong)作(zuo)力度不(bu)(bu)減、目標(biao)要(yao)求不(bu)(bu)變(bian)”的(de)(de)原則,對整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)作(zuo)緊抓不(bu)(bu)放(fang)。對已(yi)基本完成的(de)(de)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)任務,及時組織“回頭看”,跟(gen)蹤(zong)檢查整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)事項落實(shi)情況和相關制(zhi)度修訂(ding)執行情況,堅決(jue)防止問題反彈;對正在進行的(de)(de)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)任務,緊盯(ding)不(bu)(bu)放(fang),督(du)促有(you)關部門和單位嚴(yan)格(ge)按(an)照既定整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)時限加以推(tui)進,堅決(jue)杜(du)絕虎頭蛇尾;對長期(qi)堅持(chi)的(de)(de)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)任務,立(li)足當前、著眼長遠、統籌考(kao)慮,著力構建長效機(ji)制(zhi),加強跟(gen)蹤(zong)督(du)導,確保取(qu)得實(shi)效。通(tong)過持(chi)續(xu)努(nu)力,將整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)落實(shi)推(tui)向深入,高標(biao)準、嚴(yan)要(yao)求地完成全部整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)任務,真(zhen)正做到整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)作(zuo)不(bu)(bu)留死角、成效永固。
二是著力(li)構建(jian)長效(xiao)機(ji)制(zhi)、推(tui)(tui)進(jin)依(yi)法(fa)治(zhi)企。充分(fen)運用(yong)巡視(shi)成(cheng)果,將巡視(shi)整改與完(wan)善公司治(zhi)理和(he)現代企業(ye)制(zhi)度建(jian)設緊密結合起來,制(zhi)定和(he)完(wan)善一(yi)(yi)批管(guan)長遠(yuan)、治(zhi)根(gen)本的(de)有(you)效(xiao)制(zhi)度,用(yong)制(zhi)度和(he)機(ji)制(zhi)規范權(quan)力(li)運行,提升(sheng)公司管(guan)控(kong)水平,推(tui)(tui)進(jin)依(yi)法(fa)治(zhi)企、從嚴治(zhi)企。認真查找(zhao)深層(ceng)次(ci)原因(yin),從完(wan)善體制(zhi)機(ji)制(zhi)、健(jian)全(quan)制(zhi)度體系、創新管(guan)理方(fang)式、夯實基礎工作等方(fang)面(mian),突出建(jian)立黨建(jian)責任制(zhi)、強化監督執(zhi)紀問責、加強“三重一(yi)(yi)大”決(jue)策、完(wan)善企業(ye)內控(kong)機(ji)制(zhi)、匡正選(xuan)人用(yong)人風氣等重點領域和(he)環節,充實組織力(li)量,健(jian)全(quan)工作機(ji)制(zhi),進(jin)一(yi)(yi)步扎緊制(zhi)度的(de)“籬笆”,構建(jian)堵(du)塞(sai)漏(lou)洞、解決(jue)問題的(de)長效(xiao)機(ji)制(zhi)。同時,在(zai)提高制(zhi)度執(zhi)行力(li)上(shang)狠下功夫,堅持(chi)按(an)級負責,分(fen)層(ceng)次(ci)抓(zhua)管(guan)理、抓(zhua)執(zhi)行力(li),切實把依(yi)法(fa)治(zhi)企貫徹落實到集團建(jian)設的(de)方(fang)方(fang)面(mian)面(mian),努(nu)力(li)形成(cheng)企業(ye)領導(dao)依(yi)法(fa)決(jue)策、管(guan)理人員依(yi)法(fa)辦事(shi)、員工依(yi)法(fa)履職的(de)良好局面(mian)。
