近(jin)日,寧夏國資(zi)委黨委出臺《關(guan)于自治區屬國有企業(ye)市場化選聘(pin)權屬企業(ye)高(gao)級管(guan)理人員的指導意(yi)見》(以下簡稱(cheng)《意(yi)見》)。
《意(yi)見(jian)(jian)》主(zhu)要包(bao)括(kuo)適(shi)用(yong)(yong)范圍、基本原(yuan)則、任(ren)(ren)職(zhi)條件、選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)方式(shi)(shi)、工作(zuo)機構及(ji)職(zhi)責(ze)、公開招聘(pin)(pin)(pin)(pin)(pin)工作(zuo)程(cheng)(cheng)序(xu)、人(ren)(ren)員(yuan)(yuan)管(guan)(guan)理(li)(li)(li)(li)、組(zu)織保障八個部分(fen)內(nei)容,主(zhu)要有以下幾個特點:一是(shi)(shi)明確(que)(que)適(shi)用(yong)(yong)范圍和選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)對(dui)象。《意(yi)見(jian)(jian)》適(shi)用(yong)(yong)于寧夏國資(zi)(zi)委(wei)監管(guan)(guan)資(zi)(zi)產的(de)自治區屬(shu)國有企(qi)業(ye)(ye)的(de)權屬(shu)企(qi)業(ye)(ye),并分(fen)企(qi)業(ye)(ye)類別作(zuo)了不同規定。選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)對(dui)象包(bao)括(kuo)總(zong)經(jing)理(li)(li)(li)(li)、副總(zong)經(jing)理(li)(li)(li)(li)、財務總(zong)監(總(zong)會(hui)計師)等(deng)高級(ji)(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)(ren)員(yuan)(yuan)。二(er)是(shi)(shi)明確(que)(que)實(shi)施主(zhu)體。《意(yi)見(jian)(jian)》規定市(shi)場(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)高級(ji)(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)(ren)員(yuan)(yuan)一般由企(qi)業(ye)(ye)董事會(hui)負責(ze);實(shi)行(xing)(xing)(xing)總(zong)經(jing)理(li)(li)(li)(li)負責(ze)制(zhi)(zhi)(zhi)(zhi)(zhi)的(de)企(qi)業(ye)(ye)由其(qi)出資(zi)(zi)企(qi)業(ye)(ye)負責(ze)。三是(shi)(shi)堅持黨(dang)管(guan)(guan)干部原(yuan)則。《意(yi)見(jian)(jian)》明確(que)(que)在(zai)市(shi)場(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)過(guo)程(cheng)(cheng)中,企(qi)業(ye)(ye)黨(dang)組(zu)織及(ji)其(qi)上級(ji)(ji)黨(dang)委(wei)在(zai)確(que)(que)定標準、規范程(cheng)(cheng)序(xu)、參(can)與考(kao)察、推薦(jian)人(ren)(ren)選(xuan)(xuan)等(deng)方面發揮領導把關(guan)作(zuo)用(yong)(yong)。四是(shi)(shi)明確(que)(que)市(shi)場(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)方式(shi)(shi)。根據不同職(zhi)位的(de)要求,按照市(shi)場(chang)化(hua)原(yuan)則,由企(qi)業(ye)(ye)科(ke)學(xue)合理(li)(li)(li)(li)選(xuan)(xuan)擇公開招聘(pin)(pin)(pin)(pin)(pin)、競(jing)爭上崗、業(ye)(ye)內(nei)競(jing)聘(pin)(pin)(pin)(pin)(pin)、定向邀請、委(wei)托推薦(jian)等(deng)競(jing)爭性選(xuan)(xuan)拔方式(shi)(shi)進(jin)(jin)行(xing)(xing)(xing)市(shi)場(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)。五是(shi)(shi)實(shi)行(xing)(xing)(xing)契約(yue)(yue)化(hua)管(guan)(guan)理(li)(li)(li)(li)。《意(yi)見(jian)(jian)》明確(que)(que)市(shi)場(chang)化(hua)選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)的(de)企(qi)業(ye)(ye)高級(ji)(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)(ren)員(yuan)(yuan)實(shi)行(xing)(xing)(xing)聘(pin)(pin)(pin)(pin)(pin)任(ren)(ren)制(zhi)(zhi)(zhi)(zhi)(zhi)、任(ren)(ren)期(qi)制(zhi)(zhi)(zhi)(zhi)(zhi)和契約(yue)(yue)化(hua)管(guan)(guan)理(li)(li)(li)(li),企(qi)業(ye)(ye)與被聘(pin)(pin)(pin)(pin)(pin)用(yong)(yong)人(ren)(ren)員(yuan)(yuan)簽訂《聘(pin)(pin)(pin)(pin)(pin)用(yong)(yong)合同》和《勞(lao)動合同》。六是(shi)(shi)建(jian)(jian)(jian)立考(kao)核(he)(he)(he)評(ping)(ping)價(jia)和約(yue)(yue)束(shu)(shu)機制(zhi)(zhi)(zhi)(zhi)(zhi)。企(qi)業(ye)(ye)董事會(hui)制(zhi)(zhi)(zhi)(zhi)(zhi)定考(kao)核(he)(he)(he)評(ping)(ping)價(jia)辦法,建(jian)(jian)(jian)立科(ke)學(xue)有效(xiao)且適(shi)合本企(qi)業(ye)(ye)的(de)考(kao)核(he)(he)(he)評(ping)(ping)價(jia)指標體系(xi),對(dui)選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)高級(ji)(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)(ren)員(yuan)(yuan)進(jin)(jin)行(xing)(xing)(xing)全面、客觀、公正的(de)年(nian)度(du)及(ji)任(ren)(ren)期(qi)考(kao)核(he)(he)(he)評(ping)(ping)價(jia)。考(kao)核(he)(he)(he)評(ping)(ping)價(jia)結(jie)果與其(qi)薪酬、激勵計劃、是(shi)(shi)否續聘(pin)(pin)(pin)(pin)(pin)等(deng)切身利(li)益(yi)直接掛鉤,對(dui)考(kao)核(he)(he)(he)評(ping)(ping)價(jia)結(jie)果未達到目標要求的(de),根據《聘(pin)(pin)(pin)(pin)(pin)用(yong)(yong)合同》予以辦理(li)(li)(li)(li)。探(tan)索建(jian)(jian)(jian)立長效(xiao)激勵機制(zhi)(zhi)(zhi)(zhi)(zhi),引(yin)導選(xuan)(xuan)聘(pin)(pin)(pin)(pin)(pin)的(de)高級(ji)(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)(ren)員(yuan)(yuan)關(guan)注企(qi)業(ye)(ye)長遠發展(zhan)。要求企(qi)業(ye)(ye)建(jian)(jian)(jian)立法律、制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)和組(zu)織三個方面的(de)約(yue)(yue)束(shu)(shu)機制(zhi)(zhi)(zhi)(zhi)(zhi),在(zai)法律的(de)框架內(nei)嚴格(ge)按照制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)行(xing)(xing)(xing)權履職(zhi),促(cu)使(shi)高級(ji)(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)(ren)員(yuan)(yuan)自覺(jue)約(yue)(yue)束(shu)(shu)職(zhi)業(ye)(ye)行(xing)(xing)(xing)為。
