中國化學工程擬釋放最高股權比例力推混改
年內混改6家二級企業、10-15家三級公司 構建企業新生態

“在保持國有控股(gu)的前(qian)提下,我們將(jiang)釋放最(zui)高的股(gu)權比(bi)例用(yong)來(lai)引入戰略投資(zi)者(zhe)和員工(gong)跟投。”4月(yue)28日(ri),中國化學工(gong)程舉行全面深化改(gai)革新聞發布(bu)會,誠邀地方國企(qi)(qi)、民營企(qi)(qi)業、投資(zi)機(ji)構(gou)等社(she)會資(zi)本積極參與其改(gai)革發展。據透(tou)露,2020年,該集團將(jiang)重點推(tui)進(jin)6家二級企(qi)(qi)業、10-15家三級公司混合(he)所有制改(gai)革,著力(li)構(gou)建“央企(qi)(qi)品牌實力(li)+民營機(ji)制”的企(qi)(qi)業生態(tai)。

今年是全面(mian)建成小康社會(hui)和(he)“十三(san)五(wu)”規劃(hua)收官之(zhi)年,也(ye)是保障(zhang)“十四五(wu)”順(shun)利起航(hang)的(de)(de)奠基之(zhi)年,又(you)是“國(guo)企(qi)(qi)改(gai)革三(san)年行(xing)(xing)(xing)動(dong)”的(de)(de)第一年。黨的(de)(de)十九屆四中(zhong)(zhong)(zhong)(zhong)全會(hui)要求,增強國(guo)有企(qi)(qi)業的(de)(de)競爭力(li)(li)、創(chuang)新力(li)(li)、影響力(li)(li)、控(kong)制力(li)(li)、抗風險能力(li)(li),提高企(qi)(qi)業治(zhi)理體系和(he)治(zhi)理能力(li)(li)現代(dai)化。面(mian)對(dui)突(tu)如其來的(de)(de)疫(yi)(yi)情,中(zhong)(zhong)(zhong)(zhong)國(guo)化學(xue)工(gong)(gong)(gong)程(cheng)堅(jian)決落實黨中(zhong)(zhong)(zhong)(zhong)央、國(guo)務院關(guan)于疫(yi)(yi)情防(fang)控(kong)和(he)復(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)產(chan)有關(guan)的(de)(de)決策部署,按(an)照國(guo)資委(wei)工(gong)(gong)(gong)作(zuo)要求,努(nu)力(li)(li)踐行(xing)(xing)(xing)中(zhong)(zhong)(zhong)(zhong)央企(qi)(qi)業政治(zhi)責(ze)任(ren)、經(jing)濟責(ze)任(ren)、社會(hui)責(ze)任(ren),疫(yi)(yi)情防(fang)控(kong)和(he)復(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)產(chan)工(gong)(gong)(gong)作(zuo)取得(de)了(le)階段(duan)性成果。截至目前,中(zhong)(zhong)(zhong)(zhong)國(guo)化學(xue)工(gong)(gong)(gong)程(cheng)累計捐款捐物5000余萬(wan)元,成立突(tu)擊隊馳援火(huo)神山、雷神山建醫(yi)院設,派出醫(yi)務人員深(shen)入抗疫(yi)(yi)一線,研發(fa)空氣消毒劑260余噸支援疫(yi)(yi)情防(fang)控(kong)一線,并在做(zuo)好防(fang)疫(yi)(yi)工(gong)(gong)(gong)作(zuo)的(de)(de)前提下(xia),有力(li)(li)有序(xu)推動(dong)復(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)產(chan),確保“兩手抓、兩手硬、兩不誤(wu)、兩促進(jin)(jin)”,國(guo)內項目復(fu)(fu)工(gong)(gong)(gong)率已達(da)98%,現場管(guan)理和(he)作(zuo)業人員已達(da)17萬(wan)人,人員數(shu)量(liang)(liang)已達(da)到(dao)往年的(de)(de)平均水平;境外項目復(fu)(fu)工(gong)(gong)(gong)率達(da)到(dao)82%,現場管(guan)理和(he)作(zuo)業人員達(da)2.5萬(wan)人。在堅(jian)持防(fang)疫(yi)(yi)和(he)復(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)產(chan)的(de)(de)同時,中(zhong)(zhong)(zhong)(zhong)國(guo)化學(xue)工(gong)(gong)(gong)程(cheng)進(jin)(jin)一步解放思想,堅(jian)定不移深(shen)化改(gai)革,全面(mian)推進(jin)(jin)企(qi)(qi)業高質量(liang)(liang)發(fa)展(zhan)。4月28日,中(zhong)(zhong)(zhong)(zhong)國(guo)化學(xue)工(gong)(gong)(gong)程(cheng)就公眾關(guan)心的(de)(de)完善中(zhong)(zhong)(zhong)(zhong)國(guo)特色(se)現代(dai)企(qi)(qi)業制度、深(shen)化混(hun)(hun)合所有制改(gai)革、完善市場化經(jing)營機制、推進(jin)(jin)國(guo)企(qi)(qi)改(gai)革專(zhuan)項行(xing)(xing)(xing)動(dong)等改(gai)革進(jin)(jin)行(xing)(xing)(xing)了(le)說明,對(dui)標(biao)一流(liu)管(guan)理提升、創(chuang)新發(fa)展(zhan)、深(shen)化生產(chan)經(jing)營布局、混(hun)(hun)合所有制改(gai)革、三(san)項制度改(gai)革、職業經(jing)理人制度以及(ji)“科改(gai)示范行(xing)(xing)(xing)動(dong)”“雙百行(xing)(xing)(xing)動(dong)”等一系列具有含金量(liang)(liang)的(de)(de)舉措非常(chang)亮眼。

同(tong)時,中國化學(xue)工(gong)程在二級、三級企(qi)(qi)業(ye)將引入(ru)具有(you)專有(you)技術、研發能力、資(zi)(zi)金實力的(de)地方(fang)(fang)國有(you)企(qi)(qi)業(ye)、民營(ying)企(qi)(qi)業(ye)戰略投(tou)(tou)資(zi)(zi)者,吸引民營(ying)資(zi)(zi)本(ben)和(he)員(yuan)工(gong)個人跟(gen)投(tou)(tou),共享(xiang)共建(jian)共同(tong)發展(zhan),并在保持國有(you)控股的(de)前提(ti)下,釋放(fang)最(zui)(zui)高(gao)的(de)股權比例引入(ru)戰略投(tou)(tou)資(zi)(zi)者和(he)員(yuan)工(gong)跟(gen)投(tou)(tou)。中國化學(xue)工(gong)程將面向(xiang)地方(fang)(fang)國企(qi)(qi)、民營(ying)企(qi)(qi)業(ye)、投(tou)(tou)資(zi)(zi)機構等(deng)社會資(zi)(zi)本(ben),采取股權轉讓、增(zeng)資(zi)(zi)擴股和(he)置換股權等(deng)多(duo)(duo)種方(fang)(fang)式,增(zeng)加混改交易的(de)靈活性(xing)和(he)可行性(xing);完善以企(qi)(qi)業(ye)為主體、市(shi)場為導向(xiang)、產學(xue)研相結(jie)合的(de)技術創新體系,鼓勵企(qi)(qi)業(ye)聯合研究機構通(tong)過委(wei)托研發、技術許可、技術轉讓、技術入(ru)股等(deng)多(duo)(duo)種形式,開展(zhan)多(duo)(duo)要素、多(duo)(duo)樣化的(de)政產學(xue)研用合作;通(tong)過掌握的(de)己二腈(jing)、丁(ding)二酸、垃圾氣化制氫油、氣凝膠等(deng)“卡脖子”和(he)關鍵(jian)核心技術,聯合上(shang)下游(you)關聯企(qi)(qi)業(ye)、實施員(yuan)工(gong)跟(gen)投(tou)(tou),成(cheng)立(li)(li)混改企(qi)(qi)業(ye),建(jian)立(li)(li)“風(feng)險(xian)共擔、利(li)益(yi)共享(xiang)”機制,提(ti)高(gao)技術成(cheng)果轉化能力,推動技術成(cheng)果轉讓,實現(xian)經濟效益(yi)最(zui)(zui)大化。
