中國化學工程擬釋放最高股權比例力推混改
年內混改6家二級企業、10-15家三級公司 構建企業新生態

“在保持國(guo)有控股(gu)的(de)前(qian)提下,我們將(jiang)釋放最(zui)高的(de)股(gu)權比例用來引(yin)入(ru)戰略(lve)投資者和員工跟投。”4月28日,中國(guo)化(hua)學工程舉行全(quan)面(mian)深化(hua)改革新聞發布會,誠邀地(di)方國(guo)企(qi)(qi)、民(min)營(ying)(ying)企(qi)(qi)業、投資機構等社會資本積(ji)極參與其(qi)改革發展。據透露,2020年,該集團將(jiang)重點推進6家二級企(qi)(qi)業、10-15家三(san)級公司混合所(suo)有制(zhi)改革,著(zhu)力構建(jian)“央(yang)企(qi)(qi)品牌實力+民(min)營(ying)(ying)機制(zhi)”的(de)企(qi)(qi)業生態。

今年(nian)是(shi)全(quan)(quan)面建成(cheng)小康社會和(he)“十三(san)五(wu)”規劃收(shou)官之年(nian),也是(shi)保障“十四五(wu)”順(shun)利起航(hang)的(de)奠基之年(nian),又是(shi)“國企(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)(ge)三(san)年(nian)行(xing)(xing)動(dong)”的(de)第一(yi)年(nian)。黨的(de)十九屆四中(zhong)(zhong)全(quan)(quan)會要(yao)求,增(zeng)強國有企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)競爭力(li)、創新力(li)、影響力(li)、控(kong)制力(li)、抗風險(xian)能力(li),提(ti)高(gao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)治(zhi)理(li)體系和(he)治(zhi)理(li)能力(li)現代化(hua)(hua)。面對突如其來的(de)疫(yi)(yi)(yi)情(qing)(qing),中(zhong)(zhong)國化(hua)(hua)學工(gong)(gong)(gong)程(cheng)堅(jian)決落實黨中(zhong)(zhong)央、國務院關于疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)和(he)復(fu)(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)有關的(de)決策部署,按照國資委工(gong)(gong)(gong)作(zuo)要(yao)求,努(nu)力(li)踐行(xing)(xing)中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)政治(zhi)責任(ren)、經(jing)濟(ji)責任(ren)、社會責任(ren),疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)和(he)復(fu)(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)工(gong)(gong)(gong)作(zuo)取得了階段性成(cheng)果。截(jie)至目前(qian),中(zhong)(zhong)國化(hua)(hua)學工(gong)(gong)(gong)程(cheng)累計(ji)捐(juan)款捐(juan)物5000余萬元,成(cheng)立突擊隊馳(chi)援(yuan)火神(shen)山(shan)(shan)、雷神(shen)山(shan)(shan)建醫院設,派出醫務人(ren)員深(shen)入抗疫(yi)(yi)(yi)一(yi)線(xian),研發(fa)空氣消毒劑(ji)260余噸支援(yuan)疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)一(yi)線(xian),并在做(zuo)好(hao)防(fang)(fang)疫(yi)(yi)(yi)工(gong)(gong)(gong)作(zuo)的(de)前(qian)提(ti)下(xia),有力(li)有序推(tui)動(dong)復(fu)(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)(fu)產(chan),確保“兩手抓、兩手硬(ying)、兩不誤、兩促進(jin)”,國內項目復(fu)(fu)(fu)工(gong)(gong)(gong)率已(yi)達(da)98%,現場(chang)管(guan)(guan)理(li)和(he)作(zuo)業(ye)(ye)(ye)(ye)人(ren)員已(yi)達(da)17萬人(ren),人(ren)員數(shu)量(liang)已(yi)達(da)到(dao)往年(nian)的(de)平(ping)均水平(ping);境外項目復(fu)(fu)(fu)工(gong)(gong)(gong)率達(da)到(dao)82%,現場(chang)管(guan)(guan)理(li)和(he)作(zuo)業(ye)(ye)(ye)(ye)人(ren)員達(da)2.5萬人(ren)。在堅(jian)持防(fang)(fang)疫(yi)(yi)(yi)和(he)復(fu)(fu)(fu)工(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)的(de)同時,中(zhong)(zhong)國化(hua)(hua)學工(gong)(gong)(gong)程(cheng)進(jin)一(yi)步解放思想,堅(jian)定不移深(shen)化(hua)(hua)改(gai)(gai)革(ge)(ge)(ge),全(quan)(quan)面推(tui)進(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)高(gao)質量(liang)發(fa)展。4月28日,中(zhong)(zhong)國化(hua)(hua)學工(gong)(gong)(gong)程(cheng)就公(gong)眾關心(xin)的(de)完善中(zhong)(zhong)國特色現代企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)制度、深(shen)化(hua)(hua)混合(he)所有制改(gai)(gai)革(ge)(ge)(ge)、完善市場(chang)化(hua)(hua)經(jing)營機(ji)制、推(tui)進(jin)國企(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)(ge)專項行(xing)(xing)動(dong)等(deng)改(gai)(gai)革(ge)(ge)(ge)進(jin)行(xing)(xing)了說明,對標一(yi)流管(guan)(guan)理(li)提(ti)升、創新發(fa)展、深(shen)化(hua)(hua)生產(chan)經(jing)營布(bu)局、混合(he)所有制改(gai)(gai)革(ge)(ge)(ge)、三(san)項制度改(gai)(gai)革(ge)(ge)(ge)、職業(ye)(ye)(ye)(ye)經(jing)理(li)人(ren)制度以及“科改(gai)(gai)示(shi)范行(xing)(xing)動(dong)”“雙百(bai)行(xing)(xing)動(dong)”等(deng)一(yi)系列具有含金量(liang)的(de)舉措非(fei)常亮眼(yan)。

同時,中國(guo)化(hua)學工程(cheng)在二級、三級企(qi)業(ye)將引入具(ju)有專有技(ji)(ji)(ji)術(shu)(shu)、研(yan)(yan)(yan)發能(neng)力(li)、資(zi)(zi)金(jin)實(shi)力(li)的(de)(de)地(di)方(fang)國(guo)有企(qi)業(ye)、民(min)(min)營(ying)(ying)企(qi)業(ye)戰(zhan)略投資(zi)(zi)者(zhe),吸引民(min)(min)營(ying)(ying)資(zi)(zi)本和(he)員工個人(ren)跟(gen)(gen)投,共(gong)(gong)享(xiang)共(gong)(gong)建共(gong)(gong)同發展,并在保持國(guo)有控(kong)股(gu)(gu)(gu)的(de)(de)前提下,釋放最高(gao)的(de)(de)股(gu)(gu)(gu)權(quan)(quan)比例引入戰(zhan)略投資(zi)(zi)者(zhe)和(he)員工跟(gen)(gen)投。中國(guo)化(hua)學工程(cheng)將面向(xiang)地(di)方(fang)國(guo)企(qi)、民(min)(min)營(ying)(ying)企(qi)業(ye)、投資(zi)(zi)機(ji)構等(deng)社會資(zi)(zi)本,采(cai)取股(gu)(gu)(gu)權(quan)(quan)轉讓、增(zeng)資(zi)(zi)擴股(gu)(gu)(gu)和(he)置換股(gu)(gu)(gu)權(quan)(quan)等(deng)多(duo)種方(fang)式,增(zeng)加混改(gai)交易的(de)(de)靈活性和(he)可(ke)行性;完善以企(qi)業(ye)為主體、市場(chang)為導向(xiang)、產(chan)學研(yan)(yan)(yan)相結(jie)合的(de)(de)技(ji)(ji)(ji)術(shu)(shu)創新(xin)體系,鼓(gu)勵企(qi)業(ye)聯(lian)合研(yan)(yan)(yan)究機(ji)構通(tong)過委托研(yan)(yan)(yan)發、技(ji)(ji)(ji)術(shu)(shu)許(xu)可(ke)、技(ji)(ji)(ji)術(shu)(shu)轉讓、技(ji)(ji)(ji)術(shu)(shu)入股(gu)(gu)(gu)等(deng)多(duo)種形式,開展多(duo)要素、多(duo)樣(yang)化(hua)的(de)(de)政(zheng)產(chan)學研(yan)(yan)(yan)用合作;通(tong)過掌(zhang)握的(de)(de)己二腈、丁(ding)二酸(suan)、垃圾氣(qi)化(hua)制(zhi)(zhi)氫油、氣(qi)凝膠等(deng)“卡脖子”和(he)關鍵(jian)核心技(ji)(ji)(ji)術(shu)(shu),聯(lian)合上下游關聯(lian)企(qi)業(ye)、實(shi)施員工跟(gen)(gen)投,成立(li)混改(gai)企(qi)業(ye),建立(li)“風險共(gong)(gong)擔、利益(yi)共(gong)(gong)享(xiang)”機(ji)制(zhi)(zhi),提高(gao)技(ji)(ji)(ji)術(shu)(shu)成果轉化(hua)能(neng)力(li),推動技(ji)(ji)(ji)術(shu)(shu)成果轉讓,實(shi)現經濟(ji)效益(yi)最大化(hua)。
