一是整(zheng)(zheng)合資(zi)源盤活存量(liang)。針(zhen)對(dui)寧夏(xia)旅投(tou)(tou)、寧夏(xia)農(nong)(nong)投(tou)(tou)、寧夏(xia)建(jian)投(tou)(tou)經營中存在的(de)(de)房(fang)屋與土地產(chan)權分離和往來(lai)賬款糾(jiu)紛等(deng)重組改革遺留問題(ti),采(cai)取無償劃轉相關(guan)資(zi)產(chan)的(de)(de)方(fang)式理(li)順明晰企(qi)業(ye)(ye)(ye)產(chan)權關(guan)系、整(zheng)(zheng)合相關(guan)資(zi)源。協(xie)調吳忠(zhong)市(shi)(shi)國資(zi)委將吳忠(zhong)市(shi)(shi)自來(lai)水(shui)(shui)公(gong)司全部資(zi)產(chan)無償劃轉寧夏(xia)水(shui)(shui)投(tou)(tou)集(ji)團(tuan),通(tong)過(guo)整(zheng)(zheng)合吳忠(zhong)市(shi)(shi)工業(ye)(ye)(ye)供水(shui)(shui)、城鄉人飲、高效農(nong)(nong)業(ye)(ye)(ye)、污水(shui)(shui)處理(li)及再生水(shui)(shui)利用(yong)等(deng)涉(she)水(shui)(shui)項目(mu),推(tui)進(jin)(jin)吳忠(zhong)市(shi)(shi)水(shui)(shui)務一體化(hua),進(jin)(jin)一步擴大(da)寧夏(xia)水(shui)(shui)投(tou)(tou)集(ji)團(tuan)在銀(yin)川南部地區的(de)(de)市(shi)(shi)場份額(e),提高主業(ye)(ye)(ye)盈利能力(li)。協(xie)調自治區財政廳將農(nong)(nong)發辦(ban)所持寧夏(xia)興唐(tang)米(mi)業(ye)(ye)(ye)公(gong)司1400萬優質股權劃轉寧夏(xia)農(nong)(nong)投(tou)(tou),形(xing)成“產(chan)業(ye)(ye)(ye)+資(zi)本”融(rong)合,推(tui)進(jin)(jin)寧夏(xia)農(nong)(nong)投(tou)(tou)整(zheng)(zheng)合寧夏(xia)大(da)米(mi)產(chan)業(ye)(ye)(ye)、優化(hua)產(chan)業(ye)(ye)(ye)結構和提升(sheng)農(nong)(nong)業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)核心(xin)競爭力(li)。
二(er)是戰略重組引進增量。指(zhi)導(dao)寧(ning)夏(xia)交(jiao)(jiao)投(tou)采取非公(gong)(gong)(gong)開協議(yi)方式,引入交(jiao)(jiao)通(tong)(tong)設(she)(she)施(shi)(shi)養(yang)護業(ye)務(wu)(wu)(wu)領域龍(long)頭企(qi)業(ye)——中(zhong)交(jiao)(jiao)基礎設(she)(she)施(shi)(shi)養(yang)護集(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)作為戰略投(tou)資(zi)(zi)者(zhe),對寧(ning)夏(xia)公(gong)(gong)(gong)路工(gong)程(cheng)咨(zi)詢有(you)限公(gong)(gong)(gong)司(si)(si)實施(shi)(shi)增資(zi)(zi)擴股(gu)。借助戰略投(tou)資(zi)(zi)者(zhe)的市場、技術(shu)、人(ren)才及資(zi)(zi)質等優(you)勢,盤活企(qi)業(ye)存量資(zi)(zi)源(yuan),提升業(ye)務(wu)(wu)(wu)資(zi)(zi)質,開拓區(qu)外工(gong)程(cheng)咨(zi)詢、勘察(cha)設(she)(she)計及特(te)種養(yang)護業(ye)務(wu)(wu)(wu)市場,實現優(you)勢互補(bu)、互利共贏。推進完成寧(ning)夏(xia)國(guo)際招(zhao)標咨(zi)詢集(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)混合所有(you)制改(gai)革(ge),通(tong)(tong)過公(gong)(gong)(gong)開進場交(jiao)(jiao)易成功引入在(zai)業(ye)務(wu)(wu)(wu)、資(zi)(zi)質、管理等方面具(ju)有(you)核心競爭力(li)的國(guo)信招(zhao)標集(ji)團(tuan)股(gu)份有(you)限公(gong)(gong)(gong)司(si)(si)作為戰略投(tou)資(zi)(zi)者(zhe)受讓(rang)寧(ning)夏(xia)國(guo)際招(zhao)標66%股(gu)權,為企(qi)業(ye)補(bu)齊發(fa)展短板、轉(zhuan)換經(jing)營(ying)(ying)機(ji)制和提升經(jing)營(ying)(ying)管理水平注入活力(li)。
三是劃轉處置提升質量。將寧夏電投(tou)所屬寧夏昊凱生物(wu)科技公(gong)司股(gu)權和債權無償劃轉石(shi)嘴(zui)山市惠(hui)農區(qu)(qu)政府(fu)下屬國有(you)全資(zi)公(gong)司石(shi)嘴(zui)山市惠(hui)鴻投(tou)資(zi)有(you)限公(gong)司,推進寧夏電投(tou)處置低效無效資(zi)產(chan)減輕包袱(fu)、集中精力(li)發(fa)展主業,同時促進惠(hui)農區(qu)(qu)政府(fu)盤活(huo)利用相關資(zi)產(chan)招商引資(zi)和優化產(chan)業結構(gou)。
下(xia)一步,寧夏國(guo)(guo)資(zi)委將在對國(guo)(guo)有資(zi)本(ben)結(jie)構系統謀劃的同時,繼續(xu)指(zhi)導(dao)區屬企業用好(hao)用活資(zi)本(ben)市場平臺和(he)產(chan)權管(guan)理(li)手段,加快內部重組整合,盤活存量資(zi)產(chan)、處置低效無效資(zi)產(chan)和(he)非主業資(zi)產(chan),提高沉淀(dian)資(zi)產(chan)運營效率(lv),優(you)化(hua)資(zi)本(ben)結(jie)構,提升運營效益。
