1958年建(jian)礦(kuang)(kuang)至今,中(zhong)(zhong)(zhong)(zhong)國有色集團出(chu)(chu)資企(qi)業(ye)撫(fu)順紅(hong)透山(shan)礦(kuang)(kuang)業(ye)有限公司(簡(jian)稱(cheng):中(zhong)(zhong)(zhong)(zhong)色紅(hong)透山(shan))經(jing)歷了(le)幾代礦(kuang)(kuang)山(shan)人的(de)(de)汗水與赤誠,以“堅韌、奉獻(xian)、開拓、爭先”的(de)(de)精神,用智慧和力(li)量譜寫了(le)勵精圖治的(de)(de)發(fa)展史,為新中(zhong)(zhong)(zhong)(zhong)國的(de)(de)建(jian)設(she)作(zuo)出(chu)(chu)了(le)貢(gong)獻(xian)。然而(er),作(zuo)為一(yi)(yi)個有著六十多(duo)年開采史的(de)(de)礦(kuang)(kuang)業(ye)企(qi)業(ye),資源日漸枯竭、歷史遺留問題多(duo)、社會負擔重(zhong)(zhong)、體制機(ji)制僵(jiang)化、冗員多(duo)等問題成為制約企(qi)業(ye)發(fa)展的(de)(de)重(zhong)(zhong)重(zhong)(zhong)障礙(ai),企(qi)業(ye)效益(yi)一(yi)(yi)度出(chu)(chu)現(xian)下滑趨勢,甚至出(chu)(chu)現(xian)了(le)連年虧(kui)損的(de)(de)不(bu)利局(ju)面。如(ru)何沖破(po)桎梏(gu),使老礦(kuang)(kuang)山(shan)再造新動能,煥發(fa)新活(huo)力(li),一(yi)(yi)直成為中(zhong)(zhong)(zhong)(zhong)色紅(hong)透山(shan)思考(kao)的(de)(de)問題。
近年來,中(zhong)色紅透山黨(dang)(dang)委堅決貫徹(che)落實(shi)(shi)習近平總(zong)書記關(guan)于國(guo)企改(gai)(gai)革的重要指(zhi)示批示精神,堅持新發展理念,堅持安全(quan)環保(bao),進一(yi)步(bu)統一(yi)思(si)想,凝聚(ju)發展共識(shi),聚(ju)焦主(zhu)業(ye)主(zhu)責,團結和帶領廣大干部(bu)職工(gong)改(gai)(gai)革創(chuang)新、銳意進取。在經歷了(le)深化改(gai)(gai)革的陣痛(tong)后,中(zhong)色紅透山成功(gong)實(shi)(shi)現了(le)扭虧為盈(ying)(ying)的良好局面(mian),創(chuang)造了(le)連(lian)續三年盈(ying)(ying)利(li)的良好新業(ye)績,并獲得了(le)“國(guo)家級綠色礦(kuang)山區(qu)域示范單位(wei)”“中(zhong)央企業(ye)黨(dang)(dang)建思(si)想政(zheng)治(zhi)工(gong)作(zuo)先進單位(wei)”“全(quan)國(guo)模范職工(gong)之家”“遼寧省文明企業(ye)標(biao)兵(bing)單位(wei)”等多(duo)項榮譽稱號,在推動企業(ye)綠色發展、高質(zhi)量發展上(shang)邁(mai)出了(le)堅實(shi)(shi)的步(bu)伐。
堅持黨的領導 夯實發展根基

凝聚改革共識 形成改革合力
方向(xiang)明則(ze)改(gai)(gai)革(ge)興。中(zhong)(zhong)色紅透山黨委嚴格貫(guan)徹“三個有利于(yu)”和(he)“兩個一(yi)(yi)以貫(guan)之”,帶(dai)領廣大(da)(da)(da)干部(bu)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)以完(wan)成(cheng)(cheng)各項(xiang)(xiang)改(gai)(gai)革(ge)改(gai)(gai)制為己任,突出重點、穩中(zhong)(zhong)求進(jin)(jin)、積(ji)極(ji)穩妥地(di)推(tui)(tui)(tui)(tui)進(jin)(jin)內(nei)部(bu)改(gai)(gai)革(ge),取得了(le)階段性成(cheng)(cheng)果。一(yi)(yi)是(shi)完(wan)成(cheng)(cheng)企(qi)(qi)業(ye)(ye)辦(ban)醫療(liao)職(zhi)(zhi)(zhi)能(neng)移交(jiao)工(gong)(gong)(gong)(gong)作(zuo)。對(dui)原(yuan)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)醫院(yuan)進(jin)(jin)行(xing)關閉撤(che)銷(xiao),引(yin)入民營(ying)企(qi)(qi)業(ye)(ye)礦區內(nei)辦(ban)醫院(yuan),安(an)置(zhi)60余名職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)再就(jiu)業(ye)(ye)。二是(shi)完(wan)成(cheng)(cheng)了(le)“三供一(yi)(yi)業(ye)(ye)”職(zhi)(zhi)(zhi)能(neng)移交(jiao)工(gong)(gong)(gong)(gong)作(zuo)。出資(zi)1.34億元(yuan)實施了(le)熱源廠(chang)(chang)建(jian)設、供暖管網(wang)改(gai)(gai)造、供水系(xi)統改(gai)(gai)造和(he)物業(ye)(ye)基(ji)礎設施更新等項(xiang)(xiang)目(mu)。三是(shi)推(tui)(tui)(tui)(tui)進(jin)(jin)廠(chang)(chang)辦(ban)大(da)(da)(da)集體改(gai)(gai)革(ge)工(gong)(gong)(gong)(gong)作(zuo)。2019年(nian)結束(shu)廠(chang)(chang)辦(ban)大(da)(da)(da)集體改(gai)(gai)革(ge)人(ren)(ren)員安(an)置(zhi)工(gong)(gong)(gong)(gong)作(zuo),成(cheng)(cheng)立集體企(qi)(qi)業(ye)(ye)注銷(xiao)專項(xiang)(xiang)工(gong)(gong)(gong)(gong)作(zuo)小組。目(mu)前,5家集體企(qi)(qi)業(ye)(ye)正在(zai)清算過程(cheng)中(zhong)(zhong),即將進(jin)(jin)行(xing)注銷(xiao)工(gong)(gong)(gong)(gong)作(zuo)。四是(shi)退(tui)休人(ren)(ren)員管理職(zhi)(zhi)(zhi)能(neng)社會化(hua)(hua)移交(jiao)即將完(wan)成(cheng)(cheng)。中(zhong)(zhong)色紅透山黨委本著“提早準(zhun)備、項(xiang)(xiang)目(mu)完(wan)整(zheng)、數據準(zhun)確”的原(yuan)則(ze),加快推(tui)(tui)(tui)(tui)進(jin)(jin)退(tui)休人(ren)(ren)員檔(dang)案(an)整(zheng)理、檔(dang)案(an)信息化(hua)(hua)建(jian)立等工(gong)(gong)(gong)(gong)作(zuo)。五是(shi)完(wan)成(cheng)(cheng)了(le)對(dui)冶煉(lian)廠(chang)(chang)停(ting)產和(he)人(ren)(ren)員分(fen)流安(an)置(zhi),積(ji)極(ji)推(tui)(tui)(tui)(tui)進(jin)(jin)冶煉(lian)廠(chang)(chang)處(chu)置(zhi)預決策、意向(xiang)協議簽(qian)訂(ding)、清產核資(zi)審計(ji)、資(zi)產評估與(yu)備案(an)、內(nei)部(bu)決策、進(jin)(jin)場交(jiao)易(yi)等工(gong)(gong)(gong)(gong)作(zuo)進(jin)(jin)程(cheng),按期(qi)完(wan)成(cheng)(cheng)資(zi)產評估工(gong)(gong)(gong)(gong)作(zuo),在(zai)上海(hai)聯合產權交(jiao)易(yi)所正式(shi)掛牌,與(yu)意向(xiang)受讓方簽(qian)訂(ding)了(le)《產權交(jiao)易(yi)合同(tong)》。六(liu)是(shi)積(ji)極(ji)推(tui)(tui)(tui)(tui)進(jin)(jin)“三項(xiang)(xiang)制度改(gai)(gai)革(ge)”,優化(hua)(hua)機構(gou)職(zhi)(zhi)(zhi)能(neng)、壓(ya)縮機構(gou)規(gui)模,在(zai)機關率先(xian)實施“三定(ding)”,按照(zhao)成(cheng)(cheng)熟一(yi)(yi)批整(zheng)合一(yi)(yi)批的原(yuan)則(ze),將公司(si)職(zhi)(zhi)(zhi)能(neng)部(bu)門由18個處(chu)室(shi)撤(che)并精(jing)簡至14個,減(jian)少職(zhi)(zhi)(zhi)能(neng)部(bu)門管理人(ren)(ren)員120余人(ren)(ren)。七是(shi)推(tui)(tui)(tui)(tui)進(jin)(jin)輔助生(sheng)產單位經(jing)營(ying)機制改(gai)(gai)革(ge)。通過優化(hua)(hua)人(ren)(ren)力資(zi)源配置(zhi),優化(hua)(hua)機構(gou)設置(zhi),改(gai)(gai)進(jin)(jin)生(sheng)產方式(shi)和(he)經(jing)營(ying)考核方式(shi),對(dui)成(cheng)(cheng)本進(jin)(jin)行(xing)量化(hua)(hua)分(fen)解,提高投入產出比(bi)(bi),實施模擬市場化(hua)(hua)運行(xing),一(yi)(yi)舉扭(niu)轉了(le)運輸系(xi)統虧(kui)損的被動局面。1-9月份,在(zai)勞動用工(gong)(gong)(gong)(gong)人(ren)(ren)數減(jian)少的情(qing)況下,機電產品加工(gong)(gong)(gong)(gong)總(zong)量同(tong)比(bi)(bi)增92.2%,人(ren)(ren)均加工(gong)(gong)(gong)(gong)總(zong)量同(tong)比(bi)(bi)提高121.66%,同(tong)比(bi)(bi)減(jian)虧(kui)48萬元(yuan)。
善用創新驅動 優化結構布局
發展(zhan)是第(di)一(yi)要(yao)務(wu)。貫徹(che)落(luo)實(shi)新發展(zhan)理(li)念、推動國(guo)有企業高質(zhi)量(liang)發展(zhan),是一(yi)項具有戰略性(xing)(xing)(xing)、全(quan)局性(xing)(xing)(xing)、時代性(xing)(xing)(xing)、現實(shi)性(xing)(xing)(xing)的(de)緊迫(po)任務(wu)。中色(se)紅透山(shan)圍(wei)繞中心工作,把提(ti)高企業效益、增(zeng)(zeng)強企業競(jing)爭力、實(shi)現國(guo)有資產(chan)(chan)保值增(zeng)(zeng)值作為(wei)出發點(dian)和落(luo)腳點(dian),以(yi)精細化管理(li)為(wei)主(zhu)線,以(yi)科(ke)技(ji)創新為(wei)支撐,以(yi)安全(quan)生(sheng)產(chan)(chan)為(wei)保障,頂(ding)住(zhu)了(le)(le)巨(ju)大(da)壓力,闖過了(le)(le)道道難(nan)關,保持了(le)(le)產(chan)(chan)品產(chan)(chan)量(liang)持續增(zeng)(zeng)長,主(zhu)要(yao)技(ji)術指標穩步提(ti)高,生(sheng)產(chan)(chan)成(cheng)本持續下降的(de)良好態勢。
一(yi)是加(jia)(jia)大地質找礦(kuang)(kuang)(kuang)力(li)度。積(ji)極實(shi)(shi)(shi)施(shi)“探邊掃盲及就(jiu)礦(kuang)(kuang)(kuang)找礦(kuang)(kuang)(kuang)”工(gong)(gong)作,認真研究(jiu)成(cheng)礦(kuang)(kuang)(kuang)規律,以集團科(ke)技(ji)(ji)項(xiang)目(mu)(mu)(mu)和(he)(he)自主(zhu)科(ke)技(ji)(ji)項(xiang)目(mu)(mu)(mu)為支撐,加(jia)(jia)大探礦(kuang)(kuang)(kuang)工(gong)(gong)程施(shi)工(gong)(gong)組織(zhi)力(li)度,有效增加(jia)(jia)資(zi)源(yuan)儲(chu)量(liang)(liang)(liang),近兩(liang)年(nian)新增銅資(zi)源(yuan)量(liang)(liang)(liang)(金(jin)屬量(liang)(liang)(liang))近7000噸。二是提(ti)高(gao)(gao)礦(kuang)(kuang)(kuang)產(chan)資(zi)源(yuan)的(de)(de)綜合利用(yong),科(ke)學調整(zheng)井下(xia)(xia)生產(chan)布(bu)局。根據井下(xia)(xia)采場(chang)地質條件,進(jin)一(yi)步優化(hua)整(zheng)合采場(chang),壓縮(suo)生產(chan)作業中段,提(ti)高(gao)(gao)勞動生產(chan)率(lv)(lv)。三(san)是保持安(an)(an)全(quan)(quan)環保良好(hao)態勢(shi)。及時整(zheng)改集團公(gong)司(si)(si)安(an)(an)全(quan)(quan)生產(chan)專項(xiang)整(zheng)治三(san)年(nian)行動督查提(ti)出的(de)(de)問題,深(shen)化(hua)安(an)(an)全(quan)(quan)風(feng)險(xian)分級(ji)管控和(he)(he)隱患排查治理雙重(zhong)預防(fang)機制。壓實(shi)(shi)(shi)安(an)(an)全(quan)(quan)生產(chan)責任(ren),形成(cheng)黨(dang)政工(gong)(gong)青齊抓共管的(de)(de)安(an)(an)全(quan)(quan)生產(chan)格(ge)局。四是“過(guo)緊(jin)日子”思想進(jin)一(yi)步增強。制定并(bing)實(shi)(shi)(shi)施(shi)了嚴管資(zi)金(jin)、量(liang)(liang)(liang)入(ru)為出;嚴控成(cheng)本、厲行節約(yue);優化(hua)結(jie)構、盤活(huo)存(cun)量(liang)(liang)(liang)和(he)(he)增量(liang)(liang)(liang)等3個(ge)大項(xiang)、22個(ge)小項(xiang)挖潛(qian)增效措施(shi),使采、選(xuan)單位成(cheng)本分別比(bi)集團公(gong)司(si)(si)考(kao)核指標降(jiang)低(di)22%和(he)(he)17%,生產(chan)總成(cheng)本、人工(gong)(gong)成(cheng)本和(he)(he)管理費(fei)用(yong)支出分別比(bi)上年(nian)同期降(jiang)低(di)13%、15%和(he)(he)9%。五是通過(guo)技(ji)(ji)術革(ge)新,提(ti)升勞動生產(chan)率(lv)(lv)。全(quan)(quan)力(li)實(shi)(shi)(shi)施(shi)深(shen)部充填系(xi)統(tong)改造、通風(feng)系(xi)統(tong)改造項(xiang)目(mu)(mu)(mu),提(ti)高(gao)(gao)礦(kuang)(kuang)(kuang)山機械化(hua)、自動化(hua)、智(zhi)能化(hua)作業水(shui)平(ping);實(shi)(shi)(shi)施(shi)硫浮選(xuan)、鋅浮選(xuan)系(xi)統(tong)工(gong)(gong)藝改造,使回收(shou)率(lv)(lv)指標和(he)(he)產(chan)品質量(liang)(liang)(liang)得(de)到明顯提(ti)升,1-9月份(fen),選(xuan)礦(kuang)(kuang)(kuang)鋅實(shi)(shi)(shi)收(shou)率(lv)(lv)比(bi)上年(nian)同期提(ti)高(gao)(gao)4.06個(ge)百分點,硫實(shi)(shi)(shi)收(shou)率(lv)(lv)比(bi)上年(nian)同期提(ti)高(gao)(gao)3.41個(ge)百分點;銅浮選(xuan)改造于今年(nian)10月份(fen)完成(cheng),目(mu)(mu)(mu)前(qian)試運行狀態良好(hao)。六是“走(zou)出去”成(cheng)效顯著。分別在非洲贊比(bi)亞、東南亞緬甸(dian)開發和(he)(he)承包項(xiang)目(mu)(mu)(mu),輸出技(ji)(ji)術和(he)(he)管理人員300多(duo)人次,服務于集團公(gong)司(si)(si)境外(wai)項(xiang)目(mu)(mu)(mu)和(he)(he)紅透山礦(kuang)(kuang)(kuang)業公(gong)司(si)(si)境外(wai)項(xiang)目(mu)(mu)(mu)。”
