  黨(dang)的(de)(de)十(shi)八(ba)(ba)大明確(que)提出要(yao)“完(wan)善各類國有(you)資(zi)產(chan)管理體制”,這既是對黨(dang)的(de)(de)十(shi)六(liu)大以來國有(you)資(zi)產(chan)管理體制改(gai)(gai)革取(qu)得成(cheng)效的(de)(de)充分肯定,也是對進一(yi)步加強各類國有(you)資(zi)產(chan)監管作出的(de)(de)重要(yao)部(bu)署。我們(men)要(yao)深刻(ke)領會和(he)認真貫徹黨(dang)的(de)(de)十(shi)八(ba)(ba)大精(jing)神(shen)(shen),牢牢把(ba)握正確(que)的(de)(de)改(gai)(gai)革方向,以改(gai)(gai)革創新的(de)(de)精(jing)神(shen)(shen)不斷(duan)完(wan)善各類國有(you)資(zi)產(chan)管理體制。


  一、深刻認識完善各類國有資產管理體制的重要意義


  我(wo)(wo)國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)包括經(jing)(jing)營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(含(han)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)金融(rong)資(zi)(zi)產(chan)(chan)(chan))、行政事業(ye)性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)、資(zi)(zi)源性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)。隨著(zhu)社會主義現代化建設的(de)(de)不(bu)(bu)(bu)斷推(tui)進,我(wo)(wo)國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)規模不(bu)(bu)(bu)斷擴(kuo)大、質量(liang)不(bu)(bu)(bu)斷提高,在經(jing)(jing)濟(ji)社會發(fa)展中(zhong)發(fa)揮著(zhu)不(bu)(bu)(bu)可替代的(de)(de)作(zuo)用(yong)。完善各類國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)管(guan)理(li)體(ti)(ti)制,就是要立(li)(li)足我(wo)(wo)國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)情,針對各類國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)的(de)(de)屬性(xing)和(he)(he)(he)特點,建立(li)(li)健全適應社會主義市場經(jing)(jing)濟(ji)要求(qiu)的(de)(de)管(guan)理(li)體(ti)(ti)制和(he)(he)(he)制度體(ti)(ti)系(xi),保護好、利用(yong)好、經(jing)(jing)營好各類國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan),最大限度地發(fa)揮好各類國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)的(de)(de)作(zuo)用(yong),創(chuang)造更好的(de)(de)經(jing)(jing)濟(ji)效(xiao)益和(he)(he)(he)社會效(xiao)益,為建設中(zhong)國(guo)(guo)(guo)(guo)(guo)(guo)特色(se)社會主義提供堅實的(de)(de)經(jing)(jing)濟(ji)和(he)(he)(he)政治基礎。


  (一)完(wan)善(shan)各(ge)類國有資產管理體制是進一步完(wan)善(shan)社會(hui)主義市場經濟體制的(de)必然選擇


  完(wan)善(shan)社會(hui)主(zhu)義(yi)市場(chang)(chang)經(jing)(jing)(jing)濟(ji)(ji)體(ti)制(zhi)(zhi)(zhi),使(shi)公有(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)與市場(chang)(chang)經(jing)(jing)(jing)濟(ji)(ji)有(you)(you)(you)(you)(you)(you)(you)機(ji)結合(he),一(yi)(yi)(yi)方面要(yao)求國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)經(jing)(jing)(jing)濟(ji)(ji)不(bu)斷(duan)增強(qiang)控制(zhi)(zhi)(zhi)力和(he)(he)(he)影響力,在經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)中發(fa)揮主(zhu)導(dao)作用(yong);另一(yi)(yi)(yi)方面要(yao)求國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)企(qi)(qi)業(ye)不(bu)斷(duan)增強(qiang)活(huo)力和(he)(he)(he)競爭力,真正成為市場(chang)(chang)經(jing)(jing)(jing)濟(ji)(ji)的(de)(de)(de)(de)重(zhong)(zhong)要(yao)主(zhu)體(ti),這(zhe)需要(yao)以(yi)完(wan)善(shan)的(de)(de)(de)(de)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)制(zhi)(zhi)(zhi)為保障。黨的(de)(de)(de)(de)十六大以(yi)來,國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)制(zhi)(zhi)(zhi)改(gai)革取(qu)得了(le)(le)積極的(de)(de)(de)(de)進(jin)展(zhan)和(he)(he)(he)成效(xiao),國(guo)(guo)(guo)務(wu)(wu)院、省(區、市)、市(地)三(san)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)相繼建(jian)立,明(ming)確了(le)(le)政(zheng)府(fu)(fu)層面的(de)(de)(de)(de)出資(zi)(zi)(zi)(zi)(zi)(zi)人代(dai)表,大部分經(jing)(jing)(jing)營性非金融國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)納入監(jian)(jian)管(guan)(guan)(guan)體(ti)系(xi);基(ji)本形成了(le)(le)企(qi)(qi)業(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)法(fa)律法(fa)規制(zhi)(zhi)(zhi)度體(ti)系(xi),國(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)出臺的(de)(de)(de)(de)規章和(he)(he)(he)規范(fan)性文(wen)件299件,地方政(zheng)府(fu)(fu)和(he)(he)(he)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)發(fa)布的(de)(de)(de)(de)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)法(fa)規、制(zhi)(zhi)(zhi)度2800多件;強(qiang)化了(le)(le)對(dui)企(qi)(qi)業(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)的(de)(de)(de)(de)監(jian)(jian)管(guan)(guan)(guan),業(ye)績(ji)考核(he)和(he)(he)(he)激勵約束機(ji)制(zhi)(zhi)(zhi)建(jian)立并(bing)不(bu)斷(duan)完(wan)善(shan),財務(wu)(wu)監(jian)(jian)督、審計監(jian)(jian)督、監(jian)(jian)事會(hui)監(jian)(jian)督機(ji)制(zhi)(zhi)(zhi)不(bu)斷(duan)完(wan)善(shan),產(chan)權管(guan)(guan)(guan)理(li)(li)不(bu)斷(duan)加(jia)強(qiang),國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本預算(suan)管(guan)(guan)(guan)理(li)(li)制(zhi)(zhi)(zhi)度和(he)(he)(he)收益管(guan)(guan)(guan)理(li)(li)機(ji)制(zhi)(zhi)(zhi)逐步建(jian)立。這(zhe)一(yi)(yi)(yi)系(xi)列重(zhong)(zhong)要(yao)舉措,為國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)企(qi)(qi)業(ye)改(gai)革發(fa)展(zhan)創造了(le)(le)良好的(de)(de)(de)(de)體(ti)制(zhi)(zhi)(zhi)環境,促進(jin)了(le)(le)社會(hui)主(zhu)義(yi)市場(chang)(chang)經(jing)(jing)(jing)濟(ji)(ji)體(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)(de)完(wan)善(shan)。但目(mu)前,各(ge)類國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)的(de)(de)(de)(de)體(ti)制(zhi)(zhi)(zhi)還(huan)沒有(you)(you)(you)(you)(you)(you)(you)完(wan)全(quan)理(li)(li)順,機(ji)制(zhi)(zhi)(zhi)和(he)(he)(he)法(fa)規制(zhi)(zhi)(zhi)度還(huan)不(bu)完(wan)善(shan),存在責任主(zhu)體(ti)不(bu)明(ming)確、監(jian)(jian)管(guan)(guan)(guan)不(bu)到位、配置不(bu)合(he)理(li)(li)等現象;一(yi)(yi)(yi)些特定(ding)行業(ye)的(de)(de)(de)(de)企(qi)(qi)業(ye)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)還(huan)沒有(you)(you)(you)(you)(you)(you)(you)納入新(xin)的(de)(de)(de)(de)監(jian)(jian)管(guan)(guan)(guan)體(ti)制(zhi)(zhi)(zhi),出資(zi)(zi)(zi)(zi)(zi)(zi)人職能還(huan)沒有(you)(you)(you)(you)(you)(you)(you)完(wan)全(quan)落實,國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)(de)科(ke)學性有(you)(you)(you)(you)(you)(you)(you)效(xiao)性有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)(yi)步增強(qiang)。適應完(wan)善(shan)社會(hui)主(zhu)義(yi)市場(chang)(chang)經(jing)(jing)(jing)濟(ji)(ji)體(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)(de)要(yao)求,必(bi)須進(jin)一(yi)(yi)(yi)步完(wan)善(shan)各(ge)類國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)制(zhi)(zhi)(zhi),使(shi)各(ge)類國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)更好地發(fa)揮其經(jing)(jing)(jing)濟(ji)(ji)社會(hui)功能,使(shi)國(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)企(qi)(qi)業(ye)真正成為獨立的(de)(de)(de)(de)市場(chang)(chang)主(zhu)體(ti)。


  (二)完善(shan)各類國有資產管理體制(zhi)是深化行政(zheng)體制(zhi)改革(ge)、轉變政(zheng)府職能的(de)客觀需要


  黨的(de)(de)(de)十(shi)八大(da)指(zhi)出(chu)(chu)(chu),要(yao)(yao)(yao)深入推(tui)進政(zheng)(zheng)(zheng)(zheng)企(qi)(qi)分開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)資分開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)事(shi)分開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)社分開(kai)(kai)。這是深化行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)(zhi)(zhi)(zhi)改革(ge)、轉(zhuan)變(bian)(bian)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)職(zhi)(zhi)能的(de)(de)(de)重(zhong)要(yao)(yao)(yao)內(nei)容,對(dui)完(wan)善各(ge)類(lei)國(guo)(guo)(guo)有(you)資產(chan)(chan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)提出(chu)(chu)(chu)了(le)新的(de)(de)(de)要(yao)(yao)(yao)求。改革(ge)開(kai)(kai)放(fang)(fang)初(chu)期,國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)實(shi)際上(shang)(shang)是政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)的(de)(de)(de)附屬物與(yu)延伸,政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)很大(da)精力放(fang)(fang)在管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)上(shang)(shang),企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)生產(chan)(chan)、經營、人(ren)事(shi)都是由政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)直(zhi)接管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)。隨(sui)著國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)改革(ge)的(de)(de)(de)推(tui)進,企(qi)(qi)業(ye)(ye)(ye)被賦予了(le)更多的(de)(de)(de)經營自主權,但仍然(ran)沒(mei)有(you)從(cong)體(ti)制(zhi)(zhi)(zhi)(zhi)上(shang)(shang)理(li)(li)(li)(li)順(shun)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)與(yu)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)關系(xi)。2000年國(guo)(guo)(guo)家撤(che)銷(xiao)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)行(xing)(xing)(xing)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部門(men),減(jian)少(shao)了(le)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)對(dui)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)直(zhi)接管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li),2003年國(guo)(guo)(guo)資委的(de)(de)(de)成立從(cong)機構設置(zhi)和制(zhi)(zhi)(zhi)(zhi)度安排上(shang)(shang)解(jie)決了(le)政(zheng)(zheng)(zheng)(zheng)企(qi)(qi)分開(kai)(kai)、政(zheng)(zheng)(zheng)(zheng)資分開(kai)(kai)的(de)(de)(de)問題,在深化行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)(zhi)(zhi)(zhi)改革(ge)、轉(zhuan)變(bian)(bian)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)職(zhi)(zhi)能方面(mian)取得了(le)重(zhong)大(da)突破(po)。新的(de)(de)(de)國(guo)(guo)(guo)有(you)資產(chan)(chan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)從(cong)機構設置(zhi)上(shang)(shang)把(ba)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)的(de)(de)(de)公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)職(zhi)(zhi)能與(yu)出(chu)(chu)(chu)資人(ren)職(zhi)(zhi)能予以分離,明確政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部門(men)不(bu)再履行(xing)(xing)(xing)出(chu)(chu)(chu)資人(ren)職(zhi)(zhi)責(ze)(ze),國(guo)(guo)(guo)資監管(guan)(guan)(guan)(guan)(guan)機構不(bu)履行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)職(zhi)(zhi)責(ze)(ze),有(you)力促進了(le)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)(zhi)(zhi)(zhi)改革(ge)和政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)職(zhi)(zhi)能的(de)(de)(de)轉(zhuan)變(bian)(bian)。但目前很多改革(ge)措施還不(bu)到(dao)位(wei),一(yi)(yi)些(xie)(xie)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部門(men)仍然(ran)對(dui)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)履行(xing)(xing)(xing)出(chu)(chu)(chu)資人(ren)職(zhi)(zhi)責(ze)(ze),國(guo)(guo)(guo)資監管(guan)(guan)(guan)(guan)(guan)機構也(ye)還承擔(dan)著一(yi)(yi)些(xie)(xie)帶有(you)公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)性質的(de)(de)(de)職(zhi)(zhi)能,政(zheng)(zheng)(zheng)(zheng)企(qi)(qi)不(bu)分、政(zheng)(zheng)(zheng)(zheng)資不(bu)分的(de)(de)(de)現象(xiang)依然(ran)存在。從(cong)根本上(shang)(shang)解(jie)決這些(xie)(xie)問題,需要(yao)(yao)(yao)進一(yi)(yi)步完(wan)善各(ge)類(lei)國(guo)(guo)(guo)有(you)資產(chan)(chan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi),進一(yi)(yi)步促進行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)(zhi)(zhi)(zhi)改革(ge)和政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)職(zhi)(zhi)能轉(zhuan)變(bian)(bian),推(tui)動各(ge)級政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部門(men)與(yu)所屬企(qi)(qi)業(ye)(ye)(ye)脫鉤,把(ba)精力集中(zhong)到(dao)社會公(gong)共(gong)(gong)(gong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)(li)上(shang)(shang)來。


  (三)完善(shan)各(ge)類(lei)國有(you)資(zi)產管理體制是進一(yi)步深化國有(you)企(qi)業改革的迫(po)切要求

  二、完善各類國有資產管理體制的方向和原則


  完(wan)善(shan)各(ge)類(lei)國有(you)資(zi)產(chan)管理體(ti)制,要(yao)堅持社(she)會(hui)(hui)主(zhu)(zhu)義基(ji)本(ben)(ben)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)制度和(he)市場(chang)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)改革方向(xiang)。黨的十八大報告明確(que)指出,要(yao)完(wan)善(shan)公有(you)制為主(zhu)(zhu)體(ti)、多種(zhong)所(suo)有(you)制經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)共同發(fa)展(zhan)的基(ji)本(ben)(ben)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)制度。完(wan)善(shan)社(she)會(hui)(hui)主(zhu)(zhu)義基(ji)本(ben)(ben)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)制度,要(yao)求我們在(zai)完(wan)善(shan)各(ge)類(lei)國有(you)資(zi)產(chan)管理體(ti)制中,使各(ge)類(lei)國有(you)資(zi)產(chan)實現(xian)最優化配(pei)置、最充分使用(yong),爭取經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)效(xiao)(xiao)益和(he)社(she)會(hui)(hui)效(xiao)(xiao)益的統一;使國有(you)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)在(zai)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)發(fa)展(zhan)中的主(zhu)(zhu)導作用(yong)更(geng)好地發(fa)揮。堅持社(she)會(hui)(hui)主(zhu)(zhu)義市場(chang)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)的改革方向(xiang),要(yao)求我們在(zai)完(wan)善(shan)各(ge)類(lei)國有(you)資(zi)產(chan)管理體(ti)制過程(cheng)中,充分發(fa)揮市場(chang)在(zai)資(zi)源配(pei)置中的基(ji)礎(chu)性作用(yong),遵循市場(chang)經(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)規(gui)律經(jing)(jing)(jing)營管理國有(you)資(zi)產(chan),推動國有(you)資(zi)本(ben)(ben)優化配(pei)置,實現(xian)國有(you)資(zi)產(chan)的保值增值。

  完善各類國(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)管(guan)(guan)理(li)體制,要堅持政(zheng)企(qi)分開、政(zheng)資(zi)(zi)分開、所有(you)(you)(you)(you)權(quan)和經(jing)營權(quan)相分離的(de)原(yuan)則(ze)(ze)。政(zheng)企(qi)分開、政(zheng)資(zi)(zi)分開是理(li)順(shun)政(zheng)府與國(guo)有(you)(you)(you)(you)企(qi)業(ye)關系的(de)核心。根據社會(hui)公共管(guan)(guan)理(li)職能和所有(you)(you)(you)(you)者職能分開的(de)原(yuan)則(ze)(ze),國(guo)資(zi)(zi)監(jian)管(guan)(guan)機(ji)(ji)構專(zhuan)門承(cheng)擔國(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)出資(zi)(zi)人職責(ze),不(bu)承(cheng)擔社會(hui)公共管(guan)(guan)理(li)職能,社會(hui)公共管(guan)(guan)理(li)部門從政(zheng)府經(jing)濟調節和社會(hui)管(guan)(guan)理(li)角度對各類所有(you)(you)(you)(you)制企(qi)業(ye)進行(xing)管(guan)(guan)理(li),不(bu)承(cheng)擔出資(zi)(zi)人職責(ze)。按照政(zheng)企(qi)分開以及所有(you)(you)(you)(you)權(quan)和經(jing)營權(quan)分離的(de)原(yuan)則(ze)(ze),國(guo)資(zi)(zi)監(jian)管(guan)(guan)機(ji)(ji)構依法對企(qi)業(ye)的(de)國(guo)有(you)(you)(you)(you)資(zi)(zi)產(chan)進行(xing)監(jian)管(guan)(guan),不(bu)能干預企(qi)業(ye)的(de)生(sheng)產(chan)經(jing)營活動。企(qi)業(ye)必須自覺接(jie)受國(guo)資(zi)(zi)監(jian)管(guan)(guan)機(ji)(ji)構的(de)監(jian)管(guan)(guan),不(bu)得損害(hai)所有(you)(you)(you)(you)者權(quan)益。


  完善各類國有資(zi)(zi)產(chan)(chan)管(guan)(guan)理(li)體制,要堅持(chi)權(quan)利(li)、義務和(he)(he)責(ze)任相統(tong)一,管(guan)(guan)資(zi)(zi)產(chan)(chan)和(he)(he)管(guan)(guan)人(ren)、管(guan)(guan)事(shi)(shi)相結(jie)合的(de)原(yuan)則。各級國資(zi)(zi)監管(guan)(guan)機構經授權(quan)代(dai)表本級人(ren)民(min)政(zheng)(zheng)府(fu)對國有資(zi)(zi)產(chan)(chan)履行出資(zi)(zi)人(ren)職責(ze),享有資(zi)(zi)產(chan)(chan)收益權(quan)、參與重大決策和(he)(he)選擇管(guan)(guan)理(li)者等(deng)(deng)出資(zi)(zi)人(ren)權(quan)利(li),對出資(zi)(zi)企業國有資(zi)(zi)產(chan)(chan)保值增值和(he)(he)發揮好國有資(zi)(zi)產(chan)(chan)在經濟社會發展(zhan)中的(de)作(zuo)用負責(ze),接受本級人(ren)民(min)政(zheng)(zheng)府(fu)的(de)監督和(he)(he)考核。國資(zi)(zi)監管(guan)(guan)機構建立以績效(xiao)考核、薪酬分配(pei)、領導(dao)人(ren)員管(guan)(guan)理(li)和(he)(he)財務評價、產(chan)(chan)權(quan)管(guan)(guan)理(li)、風險管(guan)(guan)控等(deng)(deng)為主線的(de)工作(zuo)閉(bi)環體系,實現管(guan)(guan)人(ren)、管(guan)(guan)事(shi)(shi)、管(guan)(guan)資(zi)(zi)產(chan)(chan)的(de)有效(xiao)結(jie)合。


    三、完善各類國有資產管理體制的主要任務


  完善各(ge)(ge)類(lei)國有資產管(guan)(guan)理體(ti)制意義重(zhong)(zhong)大(da)(da),影響深遠(yuan)。我們要(yao)按照(zhao)黨(dang)的(de)(de)十八大(da)(da)的(de)(de)重(zhong)(zhong)要(yao)部署,繼續(xu)堅持(chi)經(jing)過實踐證明行之有效的(de)(de)重(zhong)(zhong)大(da)(da)原則,持(chi)續(xu)推進完善各(ge)(ge)類(lei)國有資產管(guan)(guan)理體(ti)制的(de)(de)各(ge)(ge)項任務。


  (一)完善國(guo)資監管機構和(he)職能
