關于進一(yi)步做好中央企業(ye)增收節(jie)支工作有關事項(xiang)的(de)通知

各中央企業:

為貫徹黨中央(yang)、國(guo)務院關(guan)于國(guo)民(min)經濟提(ti)質增效穩增長的(de)決策(ce)部署,落實中央(yang)經濟工(gong)作(zuo)會議和(he)“兩會”精神(shen),國(guo)資委黨委決定在中央(yang)企(qi)業(ye)(ye)開(kai)展“降本增效、提(ti)質升級(ji)”主題(ti)(ti)活(huo)動,充分(fen)發(fa)揮中央(yang)企(qi)業(ye)(ye)在國(guo)民(min)經濟發(fa)展中的(de)“國(guo)家隊”和(he)“排頭兵”作(zuo)用。各(ge)(ge)中央(yang)企(qi)業(ye)(ye)要圍繞(rao)主題(ti)(ti)活(huo)動,深入做好開(kai)源節流(liu)、增收(shou)節支各(ge)(ge)項(xiang)工(gong)作(zuo),努力完成全年(nian)生產經營目標。現將進一(yi)步(bu)做好中央(yang)企(qi)業(ye)(ye)增收(shou)節支工(gong)作(zuo)的(de)有關(guan)事項(xiang)通知如下(xia):

一(yi)(yi)、統一(yi)(yi)認(ren)識樹信心(xin)。當前,世界經(jing)濟(ji)處于(yu)深度(du)調整之中(zhong),復蘇動力(li)不(bu)足,我國(guo)(guo)(guo)經(jing)濟(ji)下行壓力(li)加大,部分(fen)行業(ye)(ye)面臨(lin)市場需求不(bu)足、產(chan)能嚴重過剩(sheng)、商品價格低位(wei)波動、資金與債務等潛在(zai)(zai)風險顯性化(hua)的(de)(de)困(kun)難(nan)和(he)(he)挑戰。一(yi)(yi)季度(du)中(zhong)央(yang)企(qi)(qi)業(ye)(ye)收入和(he)(he)利潤同比雙下滑(hua),全年穩增長形(xing)勢嚴峻、任(ren)務艱巨。同時(shi)也(ye)應(ying)看到中(zhong)央(yang)企(qi)(qi)業(ye)(ye)發展(zhan)(zhan)面臨(lin)的(de)(de)新機遇:新型(xing)(xing)工業(ye)(ye)化(hua)、信息化(hua)、城鎮化(hua)、農(nong)業(ye)(ye)現代(dai)化(hua)持(chi)續推(tui)進,“四(si)大板塊”和(he)(he)“三個支撐帶” 國(guo)(guo)(guo)家戰略加快實施,國(guo)(guo)(guo)家穩增長、調結(jie)構、促轉(zhuan)型(xing)(xing)的(de)(de)宏(hong)觀經(jing)濟(ji)政策陸(lu)續推(tui)出,中(zhong)央(yang)企(qi)(qi)業(ye)(ye)在(zai)(zai)不(bu)少方面已經(jing)處于(yu)國(guo)(guo)(guo)際領先地(di)位(wei),完全有條件搭上(shang)(shang)新一(yi)(yi)輪(lun)工業(ye)(ye)革命的(de)(de)快車(che)。各中(zhong)央(yang)企(qi)(qi)業(ye)(ye)既(ji)要充分(fen)估計(ji)形(xing)勢和(he)(he)面臨(lin)的(de)(de)困(kun)難(nan),又要對經(jing)濟(ji)發展(zhan)(zhan)長期向好的(de)(de)基本面充滿信心(xin),在(zai)(zai)國(guo)(guo)(guo)民經(jing)濟(ji)轉(zhuan)型(xing)(xing)發展(zhan)(zhan)的(de)(de)關鍵時(shi)期,要把思想認(ren)識統一(yi)(yi)到黨中(zhong)央(yang)、國(guo)(guo)(guo)務院的(de)(de)決策部署(shu)上(shang)(shang)來,以提質增效(xiao)為(wei)中(zhong)心(xin),以改革創(chuang)新為(wei)動力(li),堅(jian)定信心(xin)、勇于(yu)擔當、頂住(zhu)壓力(li)、迎難(nan)而(er)上(shang)(shang)、立足自(zi)身、不(bu)等不(bu)靠、開拓市場、降本增效(xiao)、提質升(sheng)級(ji)上(shang)(shang)狠(hen)下功夫(fu),力(li)爭實現中(zhong)央(yang)企(qi)(qi)業(ye)(ye)整體效(xiao)益增長高(gao)于(yu)上(shang)(shang)年水平的(de)(de)目標,為(wei)國(guo)(guo)(guo)民經(jing)濟(ji)穩增長多作貢獻。

二(er)、開拓市(shi)場(chang)(chang)(chang)(chang)抓(zhua)機遇。要(yao)(yao)(yao)統籌用好(hao)國(guo)(guo)內(nei)、國(guo)(guo)際(ji)兩個市(shi)場(chang)(chang)(chang)(chang),加(jia)(jia)(jia)大市(shi)場(chang)(chang)(chang)(chang)開拓,科學組織生產,進一(yi)步增強(qiang)盈利能(neng)力(li)(li)。一(yi)是要(yao)(yao)(yao)科學研判市(shi)場(chang)(chang)(chang)(chang)形勢(shi),主動適(shi)應市(shi)場(chang)(chang)(chang)(chang)和客戶需(xu)求變化(hua),合(he)理(li)制定(ding)經(jing)營(ying)(ying)策略,搶(qiang)抓(zhua)市(shi)場(chang)(chang)(chang)(chang)機遇。二(er)是要(yao)(yao)(yao)做精市(shi)場(chang)(chang)(chang)(chang)營(ying)(ying)銷,優(you)(you)化(hua)營(ying)(ying)銷模式(shi)和銷售(shou)渠道,鞏固盈利基礎(chu);加(jia)(jia)(jia)快商業模式(shi)創新,增強(qiang)市(shi)場(chang)(chang)(chang)(chang)開拓能(neng)力(li)(li),搶(qiang)抓(zhua)效益(yi)穩定(ding)的合(he)同訂單,打造(zao)高回報率、高附加(jia)(jia)(jia)值、高技(ji)術(shu)(shu)含量(liang)(liang)的新型盈利業務和特色優(you)(you)勢(shi)項目,提高市(shi)場(chang)(chang)(chang)(chang)競(jing)爭力(li)(li)和影響力(li)(li)。三(san)是要(yao)(yao)(yao)樹立“事(shi)先算贏(ying)”和“先算后干(gan)”理(li)念,圍繞市(shi)場(chang)(chang)(chang)(chang)需(xu)求,精細組織生產,不斷提升市(shi)場(chang)(chang)(chang)(chang)創利能(neng)力(li)(li),提高運行(xing)質量(liang)(liang)。四是要(yao)(yao)(yao)積極落實國(guo)(guo)家“一(yi)帶一(yi)路”、周邊國(guo)(guo)家互聯(lian)互通、非洲“三(san)網一(yi)化(hua)”等戰略部署,拓展海外業務,鞏固勞務商品出口(kou)、境外工程(cheng)承(cheng)包優(you)(you)勢(shi),帶動中(zhong)國(guo)(guo)裝備、技(ji)術(shu)(shu)、標準“走出去”,推動國(guo)(guo)際(ji)化(hua)經(jing)營(ying)(ying)向中(zhong)高端發(fa)展。五是要(yao)(yao)(yao)加(jia)(jia)(jia)強(qiang)產業鏈上下游企業間協同發(fa)展,加(jia)(jia)(jia)大海外業務合(he)作力(li)(li)度,倡導(dao)有序(xu)競(jing)爭,避免不規范惡性競(jing)爭,實現優(you)(you)勢(shi)互補、合(he)作共贏(ying)。

三、精(jing)益(yi)(yi)管(guan)理控(kong)(kong)(kong)成(cheng)本(ben)(ben)。要(yao)樹立(li)一(yi)切成(cheng)本(ben)(ben)皆可控(kong)(kong)(kong)的(de)理念,運用先進(jin)的(de)成(cheng)本(ben)(ben)管(guan)理模型(xing),分析成(cheng)本(ben)(ben)構成(cheng)及動因,全(quan)(quan)方位開展行業(ye)對標(biao),明確成(cheng)本(ben)(ben)壓控(kong)(kong)(kong)重(zhong)(zhong)點和經濟技(ji)術指標(biao)改進(jin)目(mu)(mu)標(biao),確保營(ying)業(ye)成(cheng)本(ben)(ben)增(zeng)長(chang)低于營(ying)業(ye)收入增(zeng)長(chang),成(cheng)本(ben)(ben)費用利潤(run)率實(shi)現穩(wen)中(zhong)(zhong)有升。一(yi)是(shi)從設計源(yuan)頭入手(shou),推進(jin)目(mu)(mu)標(biao)成(cheng)本(ben)(ben)管(guan)理,合理降(jiang)低產(chan)(chan)品生(sheng)(sheng)命(ming)周期(qi)成(cheng)本(ben)(ben)。二(er)是(shi)嚴格(ge)(ge)落實(shi)依法招標(biao),規范(fan)采(cai)購管(guan)理,建立(li)物資、工(gong)(gong)程和服務等集中(zhong)(zhong)采(cai)購機(ji)制,集中(zhong)(zhong)采(cai)購比重(zhong)(zhong)要(yao)較上年明顯(xian)提(ti)升,采(cai)購成(cheng)本(ben)(ben)實(shi)現明顯(xian)下降(jiang)。三是(shi)不(bu)斷(duan)優化(hua)生(sheng)(sheng)產(chan)(chan)工(gong)(gong)序和作(zuo)業(ye)流程,鼓勵采(cai)用新(xin)工(gong)(gong)藝、新(xin)材料、新(xin)技(ji)術提(ti)高(gao)國產(chan)(chan)化(hua)、智(zhi)能化(hua)裝備水平,提(ti)高(gao)生(sheng)(sheng)產(chan)(chan)效率、降(jiang)低生(sheng)(sheng)產(chan)(chan)成(cheng)本(ben)(ben)。四是(shi)進(jin)一(yi)步(bu)加強產(chan)(chan)品質量控(kong)(kong)(kong)制和安(an)全(quan)(quan)生(sheng)(sheng)產(chan)(chan)管(guan)理,減少(shao)廢(fei)品和返(fan)工(gong)(gong)損失,降(jiang)低質量成(cheng)本(ben)(ben);提(ti)高(gao)安(an)全(quan)(quan)生(sheng)(sheng)產(chan)(chan)意識,正(zheng)確處理好安(an)全(quan)(quan)與生(sheng)(sheng)產(chan)(chan)的(de)關系,避免發生(sheng)(sheng)重(zhong)(zhong)大安(an)全(quan)(quan)事故,降(jiang)低安(an)全(quan)(quan)事故損失。五是(shi)嚴格(ge)(ge)落實(shi)工(gong)(gong)資總(zong)額和效益(yi)(yi)掛鉤機(ji)制,企業(ye)工(gong)(gong)資總(zong)額增(zeng)幅不(bu)得超過效益(yi)(yi)增(zeng)幅,效益(yi)(yi)下降(jiang)的(de)企業(ye)工(gong)(gong)資總(zong)額必(bi)須下降(jiang)。六是(shi)強化(hua)全(quan)(quan)員、全(quan)(quan)要(yao)素、全(quan)(quan)過程成(cheng)本(ben)(ben)管(guan)控(kong)(kong)(kong),建立(li)目(mu)(mu)標(biao)明確、責任(ren)清晰、考核嚴格(ge)(ge)、獎懲落實(shi)的(de)成(cheng)本(ben)(ben)管(guan)理責任(ren)制。

四(si)、壓(ya)縮(suo)(suo)開(kai)支(zhi)(zhi)降費用(yong)(yong)。要大力(li)弘(hong)揚艱苦(ku)奮斗、勤(qin)儉辦(ban)企(qi)業(ye)的優(you)良傳統,從嚴(yan)控(kong)制各項(xiang)費用(yong)(yong)性(xing)開(kai)支(zhi)(zhi),降低期間費用(yong)(yong)占營(ying)業(ye)收入比(bi)重。一是(shi)嚴(yan)格費用(yong)(yong)支(zhi)(zhi)出(chu)預算(suan)管(guan)理,優(you)化項(xiang)目、嚴(yan)控(kong)標準、嚴(yan)格審批,各類(lei)費用(yong)(yong)不(bu)(bu)(bu)得“包干”使用(yong)(yong),堅(jian)持無預算(suan)不(bu)(bu)(bu)支(zhi)(zhi)出(chu)。二是(shi)開(kai)展費用(yong)(yong)支(zhi)(zhi)出(chu)清理與效能評價,杜絕一切非必(bi)要開(kai)支(zhi)(zhi),對(dui)必(bi)須支(zhi)(zhi)出(chu)的要控(kong)制支(zhi)(zhi)出(chu)規模(mo),嚴(yan)禁鋪(pu)張浪費。三是(shi)調整(zheng)優(you)化組織(zhi)結構,壓(ya)縮(suo)(suo)管(guan)理層級,強(qiang)化業(ye)務協同,整(zheng)合營(ying)銷資源,優(you)化營(ying)銷模(mo)式(shi),大力(li)壓(ya)降運(yun)行(xing)費用(yong)(yong),向(xiang)管(guan)理要效益(yi)。四(si)是(shi)嚴(yan)格執行(xing)中(zhong)央“八項(xiang)規定”要求,嚴(yan)控(kong)差旅費、會(hui)議費、業(ye)務招待費用(yong)(yong)等支(zhi)(zhi)出(chu),負(fu)責(ze)人(ren)履(lv)職待遇(yu)和(he)業(ye)務支(zhi)(zhi)出(chu)不(bu)(bu)(bu)得增(zeng)長。五(wu)是(shi)嚴(yan)格規范(fan)對(dui)外(wai)捐贈,除搶險(xian)救(jiu)災(zai)等突發性(xing)專項(xiang)支(zhi)(zhi)出(chu)外(wai),效益(yi)下滑企(qi)業(ye)捐贈規模(mo)原則(ze)上不(bu)(bu)(bu)超過上年(nian)水平;結合國家(jia)減輕企(qi)業(ye)負(fu)擔工作部(bu)署,堅(jian)決抵制不(bu)(bu)(bu)合理的收費、攤派(pai)和(he)贊助行(xing)為。

五(wu)、高效融(rong)(rong)(rong)通(tong)(tong)用(yong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)。要(yao)繼續堅持“現(xian)(xian)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)為王”,深入推進(jin)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)精(jing)益化(hua)管理,合理控制債(zhai)務(wu)規(gui)(gui)模(mo),加(jia)快資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)內部融(rong)(rong)(rong)通(tong)(tong),努(nu)力(li)(li)降低(di)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)成本(ben)。一是(shi)(shi)要(yao)嚴格(ge)控制帶息(xi)負債(zhai)規(gui)(gui)模(mo),優(you)(you)化(hua)負債(zhai)結(jie)構,理性評估財(cai)務(wu)杠桿邊界,資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)負債(zhai)率(lv)高的企(qi)業要(yao)減量控制帶息(xi)負債(zhai),保持穩(wen)健(jian)的財(cai)務(wu)結(jie)構。二是(shi)(shi)要(yao)努(nu)力(li)(li)降低(di)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)成本(ben),優(you)(you)選融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)對象和融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)方式,合理搭配(pei)長短期、本(ben)外幣、直(zhi)間接、債(zhai)股權等各(ge)種融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)手段(duan),探索嘗試資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)證(zheng)券化(hua)、產(chan)業基金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)等創(chuang)新融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)工(gong)具(ju),實(shi)現(xian)(xian)多渠道低(di)成本(ben)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)。三是(shi)(shi)要(yao)加(jia)強資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)集中管理,充(chong)分利用(yong)財(cai)務(wu)公司(si)、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)結(jie)算中心等平臺,連(lian)通(tong)(tong)境內外資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)池(chi),擴大資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)集中范圍(wei),提(ti)高資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)集中度,減少資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)沉淀,加(jia)快資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)融(rong)(rong)(rong)通(tong)(tong)。四是(shi)(shi)要(yao)強化(hua)現(xian)(xian)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)流管理,確保資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)及時足額(e)到賬,做到應收(shou)(shou)盡(jin)收(shou)(shou)、顆粒歸(gui)倉(cang),努(nu)力(li)(li)實(shi)現(xian)(xian)收(shou)(shou)入、效益和凈現(xian)(xian)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)流量的同步(bu)增(zeng)長。五(wu)是(shi)(shi)要(yao)積極穩(wen)妥利用(yong)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)融(rong)(rong)(rong)工(gong)具(ju)套期保值,對沖匯率(lv)、利率(lv)波動風險(xian),嚴禁(jin)投(tou)機。六是(shi)(shi)要(yao)確保資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)安全,嚴禁(jin)開展各(ge)種形式無(wu)正(zheng)常商(shang)業實(shi)質(zhi)的融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)性業務(wu),嚴格(ge)大額(e)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)聯簽和不(bu)相容崗位分離制度,堵塞資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)管理漏洞,嚴禁(jin)設立(li)“小金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)庫(ku)”,杜絕(jue)違(wei)規(gui)(gui)使(shi)用(yong)、挪用(yong)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)。

六、效(xiao)益(yi)為先(xian)配(pei)資(zi)(zi)源。要(yao)以(yi)效(xiao)益(yi)為導向優(you)化(hua)資(zi)(zi)源配(pei)置(zhi),通(tong)過加快(kuai)(kuai)實施創(chuang)新(xin)驅(qu)動(dong)發(fa)展戰略(lve),推動(dong)產業(ye)結構升級調整(zheng),夯實發(fa)展基礎,提升主業(ye)競爭力,實現(xian)有質量有效(xiao)益(yi)可(ke)持(chi)續發(fa)展。一是(shi)(shi)集(ji)中資(zi)(zi)源發(fa)展核心(xin)戰略(lve)產業(ye)和(he)(he)效(xiao)益(yi)貢(gong)獻高(gao)的(de)(de)(de)(de)業(ye)務(wu)(wu),加快(kuai)(kuai)發(fa)展前瞻性(xing)(xing)戰略(lve)性(xing)(xing)產業(ye)和(he)(he)先(xian)進(jin)(jin)制造業(ye),資(zi)(zi)本(ben)性(xing)(xing)支出要(yao)向回(hui)報(bao)水(shui)(shui)平(ping)(ping)高(gao)、盈(ying)利能(neng)力強的(de)(de)(de)(de)領域傾斜,收縮(suo)退出不(bu)具備(bei)競爭優(you)勢的(de)(de)(de)(de)業(ye)務(wu)(wu)領域,堅決處置(zhi)低端過剩(sheng)產能(neng),促進(jin)(jin)產業(ye)從低端向中高(gao)端水(shui)(shui)平(ping)(ping)邁(mai)進(jin)(jin)。二(er)是(shi)(shi)集(ji)中資(zi)(zi)源加大科(ke)(ke)技(ji)投(tou)(tou)(tou)(tou)入和(he)(he)研發(fa)力度,圍繞重(zhong)大產業(ye)關鍵共性(xing)(xing)技(ji)術(shu)、裝備(bei)和(he)(he)標準研發(fa)攻關,技(ji)術(shu)投(tou)(tou)(tou)(tou)入比率要(yao)逐年提高(gao),通(tong)過原始創(chuang)新(xin)、集(ji)成(cheng)創(chuang)新(xin)和(he)(he)引進(jin)(jin)消化(hua)吸收再創(chuang)新(xin),搶占新(xin)興產業(ye)和(he)(he)前沿技(ji)術(shu)的(de)(de)(de)(de)戰略(lve)制高(gao)點(dian),加快(kuai)(kuai)科(ke)(ke)技(ji)成(cheng)果的(de)(de)(de)(de)產業(ye)化(hua)和(he)(he)商業(ye)化(hua),加速(su)形(xing)成(cheng)新(xin)的(de)(de)(de)(de)盈(ying)利增長點(dian)。三(san)是(shi)(shi)堅持(chi)以(yi)財務(wu)(wu)承(cheng)受能(neng)力定(ding)規(gui)模(mo),以(yi)資(zi)(zi)本(ben)回(hui)報(bao)水(shui)(shui)平(ping)(ping)定(ding)項目(mu),效(xiao)益(yi)回(hui)報(bao)高(gao)的(de)(de)(de)(de)項目(mu)優(you)先(xian)安排(pai),沒(mei)有達到回(hui)報(bao)要(yao)求的(de)(de)(de)(de)項目(mu)堅決不(bu)投(tou)(tou)(tou)(tou),債務(wu)(wu)風險管(guan)控重(zhong)點(dian)企業(ye),不(bu)得投(tou)(tou)(tou)(tou)資(zi)(zi)推高(gao)企業(ye)資(zi)(zi)產負債率的(de)(de)(de)(de)新(xin)項目(mu)。對(dui)鋼鐵、電解鋁、水(shui)(shui)泥、平(ping)(ping)板玻璃、煉(lian)化(hua)等產能(neng)嚴重(zhong)過剩(sheng)行業(ye)、無市場前景的(de)(de)(de)(de)項目(mu)要(yao)暫緩實施,對(dui)預期投(tou)(tou)(tou)(tou)產即(ji)虧損的(de)(de)(de)(de)在建(jian)項目(mu)要(yao)放緩投(tou)(tou)(tou)(tou)資(zi)(zi)節奏并及(ji)時(shi)制定(ding)有效(xiao)的(de)(de)(de)(de)應對(dui)措施,對(dui)預期回(hui)報(bao)達不(bu)到設(she)計(ji)水(shui)(shui)平(ping)(ping)的(de)(de)(de)(de)計(ji)劃(hua)項目(mu)要(yao)重(zhong)新(xin)論證,并及(ji)時(shi)調整(zheng)投(tou)(tou)(tou)(tou)資(zi)(zi)計(ji)劃(hua)。

七、盤活存量提(ti)(ti)效(xiao)能(neng)。要嚴(yan)(yan)格(ge)(ge)控制、清理壓縮(suo)“兩金”占(zhan)(zhan)用(yong)規模(mo),加(jia)(jia)大(da)內部資(zi)(zi)源(yuan)(yuan)整合(he)力度,加(jia)(jia)快清理低(di)(di)效(xiao)無(wu)效(xiao)資(zi)(zi)產(chan),盤活存量提(ti)(ti)升資(zi)(zi)產(chan)效(xiao)能(neng)。一是從源(yuan)(yuan)頭上(shang)加(jia)(jia)強“兩金”管(guan)控,嚴(yan)(yan)格(ge)(ge)信(xin)用(yong)管(guan)理、嚴(yan)(yan)控新(xin)增欠款(kuan)規模(mo),從嚴(yan)(yan)核定存貨(huo)實(shi)(shi)物量和(he)(he)價值量占(zhan)(zhan)用(yong)標準,嚴(yan)(yan)防超(chao)額放(fang)賬、超(chao)量庫存。二是全(quan)面清理清收(shou)(shou)現(xian)(xian)有應收(shou)(shou)賬款(kuan)和(he)(he)存貨(huo),集中催繳以前年(nian)度欠款(kuan),加(jia)(jia)快處(chu)置積壓存貨(huo),確(que)保應收(shou)(shou)賬款(kuan)周轉率、存貨(huo)周轉率優于(yu)上(shang)年(nian)。三是深(shen)化內部資(zi)(zi)源(yuan)(yuan)重組,用(yong)好(hao)近(jin)期出臺的兼并重組稅收(shou)(shou)支持(chi)政(zheng)策,推(tui)動(dong)相關子企業整合(he)發展,提(ti)(ti)高業務(wu)協同(tong)(tong)和(he)(he)資(zi)(zi)源(yuan)(yuan)使(shi)用(yong)效(xiao)率。四是加(jia)(jia)大(da)資(zi)(zi)本運作力度,推(tui)動(dong)資(zi)(zi)產(chan)證券化,用(yong)好(hao)市值管(guan)理手段,盤活上(shang)市公司資(zi)(zi)源(yuan)(yuan),實(shi)(shi)現(xian)(xian)資(zi)(zi)產(chan)價值最大(da)化。五是強化低(di)(di)效(xiao)無(wu)效(xiao)資(zi)(zi)產(chan)處(chu)置變(bian)現(xian)(xian),積極處(chu)置長(chang)期不(bu)分紅、收(shou)(shou)益低(di)(di)、無(wu)戰略安排(pai)的投資(zi)(zi),堅決退出盈利差、管(guan)控難、無(wu)協同(tong)(tong)優勢的非主(zhu)業經(jing)營業務(wu),全(quan)面、按時完成(cheng)國資(zi)(zi)委(wei)部署的低(di)(di)效(xiao)無(wu)效(xiao)資(zi)(zi)產(chan)清理處(chu)置任務(wu)。

八(ba)、多措(cuo)并(bing)舉(ju)治虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)。要(yao)高度(du)重(zhong)視虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)企(qi)(qi)(qi)業(ye)減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)工作(zuo),強化(hua)“減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)即增效(xiao)(xiao)”的觀(guan)念(nian),采(cai)取(qu)有(you)效(xiao)(xiao)措(cuo)施(shi)(shi)實(shi)(shi)現虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)面(mian)和虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)金(jin)額雙下(xia)降。一(yi)是(shi)全面(mian)梳理虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)子企(qi)(qi)(qi)業(ye),深入分(fen)析虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)原(yuan)因(yin),有(you)針(zhen)對性地提出減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)措(cuo)施(shi)(shi),制定總體(ti)工作(zuo)方(fang)案。對長(chang)期虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)、扭虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)無(wu)望的企(qi)(qi)(qi)業(ye),要(yao)堅決重(zhong)組或(huo)關停;對產品無(wu)競爭優勢、市場前(qian)景不(bu)明朗(lang)的虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)企(qi)(qi)(qi)業(ye)要(yao)果斷轉型;對無(wu)戰(zhan)略安排、與主(zhu)業(ye)發展方(fang)向不(bu)符(fu)的虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)企(qi)(qi)(qi)業(ye)要(yao)盡快(kuai)退出。二(er)是(shi)根(gen)據總體(ti)工作(zuo)方(fang)案,對所屬企(qi)(qi)(qi)業(ye)一(yi)企(qi)(qi)(qi)一(yi)策逐戶制定年度(du)減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)具體(ti)工作(zuo)目(mu)標,明確路徑、措(cuo)施(shi)(shi)、方(fang)法,綜合(he)(he)采(cai)取(qu)債務重(zhong)組、業(ye)務整(zheng)合(he)(he)、冗員分(fen)流、強化(hua)管(guan)理等措(cuo)施(shi)(shi),逐步(bu)實(shi)(shi)現虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)損(sun)(sun)企(qi)(qi)(qi)業(ye)改革脫困(kun)。三是(shi)落(luo)實(shi)(shi)責(ze)任(ren),將減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)目(mu)標、措(cuo)施(shi)(shi)分(fen)解到(dao)人(ren),責(ze)任(ren)落(luo)實(shi)(shi)到(dao)人(ren),并(bing)作(zuo)為(wei)績效(xiao)(xiao)考(kao)核(he)與獎懲任(ren)免(mian)的重(zhong)要(yao)依據,對措(cuo)施(shi)(shi)落(luo)實(shi)(shi)不(bu)力、未(wei)按計(ji)劃(hua)實(shi)(shi)現減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)目(mu)標的,嚴格考(kao)核(he)相(xiang)關責(ze)任(ren)人(ren)。四是(shi)做好(hao)干部職工的思(si)想工作(zuo),注重(zhong)協調,凝聚共識(shi),規范操作(zuo),平(ping)穩推(tui)進,強化(hua)預研預判,加(jia)快(kuai)工作(zuo)進度(du),確保2015年度(du)中央(yang)企(qi)(qi)(qi)業(ye)所屬子企(qi)(qi)(qi)業(ye)減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)(kui)(kui)工作(zuo)取(qu)得明顯實(shi)(shi)效(xiao)(xiao)。

各中(zhong)央(yang)企(qi)(qi)業(ye)(ye)要結(jie)合(he)本(ben)通知精神和要求,以降本(ben)為(wei)抓手,以增效(xiao)為(wei)目(mu)標(biao)(biao),以提(ti)質(zhi)為(wei)重點(dian),以升級為(wei)方向,對(dui)增收(shou)節支工(gong)作(zuo)進(jin)行(xing)周(zhou)密部署。請(qing)各中(zhong)央(yang)企(qi)(qi)業(ye)(ye)于5月15日前將本(ben)企(qi)(qi)業(ye)(ye)增收(shou)節支工(gong)作(zuo)方案(an)報國(guo)(guo)資(zi)(zi)委備案(an)(同時(shi)抄(chao)報派(pai)駐本(ben)企(qi)(qi)業(ye)(ye)監(jian)事(shi)會(hui));每(mei)季(ji)度結(jie)束后的(de)(de)10個工(gong)作(zuo)日內將本(ben)企(qi)(qi)業(ye)(ye)增收(shou)節支工(gong)作(zuo)進(jin)展情況、取得(de)的(de)(de)成(cheng)(cheng)效(xiao)以及存在的(de)(de)突(tu)出問題(ti)等情況專項報告國(guo)(guo)資(zi)(zi)委(同時(shi)抄(chao)報派(pai)駐本(ben)企(qi)(qi)業(ye)(ye)監(jian)事(shi)會(hui))。國(guo)(guo)資(zi)(zi)委將對(dui)企(qi)(qi)業(ye)(ye)增收(shou)節支工(gong)作(zuo)目(mu)標(biao)(biao)的(de)(de)完成(cheng)(cheng)情況和各項措施執行(xing)效(xiao)果進(jin)行(xing)跟蹤檢查,對(dui)有關(guan)工(gong)作(zuo)進(jin)行(xing)專項推(tui)動,通過(guo)實地調研(yan)、召開推(tui)進(jin)會(hui)、交流會(hui)等多種形(xing)式進(jin)行(xing)督(du)導。國(guo)(guo)資(zi)(zi)委將建(jian)立綜(zong)合(he)評價、業(ye)(ye)績考(kao)核、收(shou)入(ru)分配等工(gong)作(zuo)聯動機制(zhi),研(yan)究制(zhi)定獎(jiang)懲(cheng)政策,將穩(wen)增長工(gong)作(zuo)完成(cheng)(cheng)情況作(zuo)為(wei)中(zhong)央(yang)企(qi)(qi)業(ye)(ye)領導班子和領導人員年度述(shu)職的(de)(de)重要內容(rong),納入(ru)綜(zong)合(he)考(kao)評范(fan)圍,對(dui)考(kao)評優(you)秀、穩(wen)增長工(gong)作(zuo)業(ye)(ye)績突(tu)出的(de)(de),采取適當方式表揚鼓勵;對(dui)考(kao)評較差、業(ye)(ye)績目(mu)標(biao)(biao)完成(cheng)(cheng)不好的(de)(de),將加大提(ti)醒(xing)、誡勉、調整力度。
