努力把指導監督地方國資工作推向深入
——在全國國資委系統指導監督工作座談會上的講話

這(zhe)(zhe)次會(hui)(hui)議(yi)(yi)是(shi)在全(quan)國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)統(tong)認真(zhen)學習貫徹黨的(de)(de)(de)(de)十八(ba)大和中(zhong)央經濟(ji)工(gong)(gong)作(zuo)會(hui)(hui)議(yi)(yi)精神(shen)的(de)(de)(de)(de)背景下(xia)召開的(de)(de)(de)(de)一(yi)次重要會(hui)(hui)議(yi)(yi)。會(hui)(hui)議(yi)(yi)的(de)(de)(de)(de)主要任(ren)務是(shi):貫徹落(luo)實黨的(de)(de)(de)(de)十八(ba)大和中(zhong)央經濟(ji)工(gong)(gong)作(zuo)會(hui)(hui)議(yi)(yi)精神(shen)以及全(quan)國(guo)(guo)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)督(du)管(guan)理工(gong)(gong)作(zuo)會(hui)(hui)議(yi)(yi)的(de)(de)(de)(de)部署(shu),回顧總結一(yi)年多(duo)來國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)統(tong)指(zhi)導監(jian)督(du)工(gong)(gong)作(zuo)的(de)(de)(de)(de)新進展和新成(cheng)效(xiao),研究明確下(xia)一(yi)階段(duan)指(zhi)導監(jian)督(du)工(gong)(gong)作(zuo)的(de)(de)(de)(de)重點任(ren)務和工(gong)(gong)作(zuo)要求(qiu)(qiu)。國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)對這(zhe)(zhe)次會(hui)(hui)議(yi)(yi)高(gao)度重視,在前不久召開的(de)(de)(de)(de)全(quan)國(guo)(guo)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)督(du)管(guan)理工(gong)(gong)作(zuo)會(hui)(hui)議(yi)(yi)上,國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)主任(ren)、黨委(wei)(wei)(wei)(wei)書記王勇同志(zhi)代(dai)表國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)充分肯(ken)定(ding)了(le)(le)指(zhi)導監(jian)督(du)工(gong)(gong)作(zuo)取得的(de)(de)(de)(de)成(cheng)效(xiao)。針(zhen)對本次會(hui)(hui)議(yi)(yi),王勇同志(zhi)專門就深入開展指(zhi)導監(jian)督(du)工(gong)(gong)作(zuo)和進一(yi)步推(tui)動構建國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)大格局提出了(le)(le)明確要求(qiu)(qiu)。大家(jia)要深刻(ke)領(ling)會(hui)(hui),認真(zhen)落(luo)實。下(xia)面,我(wo)講三點意見。
一、國資委系統指導(dao)監(jian)督工作取得(de)了新的進展和成效
福州會議以(yi)來,各級國資(zi)委緊緊圍繞“國資(zi)監(jian)管上新(xin)水平、國企(qi)發展上新(xin)臺階(jie)”的(de)(de)“兩新(xin)目標(biao)”,牢牢把握“指導、溝通(tong)、交流、服務(wu)”的(de)(de)指導監(jian)督(du)工作原(yuan)則,勇(yong)于開拓實踐,做了大量卓有(you)成效(xiao)的(de)(de)工作。
一(yi)是指(zhi)導(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作組(zu)織領導(dao)(dao)(dao)明顯加強(qiang)。各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)重(zhong)視將(jiang)指(zhi)導(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作擺上重(zhong)要(yao)(yao)議事日程。32個省級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)普遍(bian)成(cheng)立了指(zhi)導(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作領導(dao)(dao)(dao)小組(zu),其(qi)中20個省級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)由主(zhu)要(yao)(yao)領導(dao)(dao)(dao)擔任組(zu)長(chang)。江西(xi)、福建(jian)等(deng)省的(de)大部(bu)分地(di)市(shi)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)也成(cheng)立了指(zhi)導(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作領導(dao)(dao)(dao)小組(zu)。北(bei)京、云南等(deng)省市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)領導(dao)(dao)(dao)班子全體(ti)成(cheng)員集體(ti)出(chu)席本地(di)區指(zhi)導(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作專題會議。河南、黑龍江、內(nei)蒙等(deng)地(di)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)建(jian)立了委(wei)(wei)(wei)(wei)(wei)領導(dao)(dao)(dao)定(ding)點聯系(xi)督(du)導(dao)(dao)(dao)制度。許多地(di)方(fang)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)建(jian)立了指(zhi)導(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)作重(zhong)大問(wen)題協(xie)調機(ji)制。陜西(xi)省國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)主(zhu)要(yao)(yao)領導(dao)(dao)(dao)專門赴有關(guan)地(di)市(shi),與(yu)市(shi)委(wei)(wei)(wei)(wei)(wei)、市(shi)政府領導(dao)(dao)(dao)反復溝(gou)通協(xie)調,使在(zai)機(ji)構(gou)改(gai)革中被撤銷的(de)地(di)市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)得以恢復。湖(hu)南省國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)主(zhu)要(yao)(yao)領導(dao)(dao)(dao)積極與(yu)省編(bian)辦(ban)溝(gou)通協(xie)調,確保市(shi)州國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)(wei)在(zai)機(ji)構(gou)改(gai)革中“直屬(shu)特設機(ji)構(gou)性質(zhi)不(bu)改(gai)變,人(ren)員編(bian)制不(bu)減少,職能(neng)配置(zhi)不(bu)弱化”。
二是指導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)規劃逐步(bu)(bu)落實。國(guo)(guo)務院國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)連(lian)續三(san)(san)年(nian)印發了(le)年(nian)度指導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)計(ji)劃,2012年(nian)將(jiang)計(ji)劃具體(ti)分解(jie)細化(hua)為39項(xiang)工(gong)作(zuo)(zuo)。北(bei)京、天津(jin)、四(si)川等(deng)許多省(sheng)級國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)重(zhong)視制訂(ding)本(ben)地區指導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)長遠規劃和(he)年(nian)度計(ji)劃,明確(que)總體(ti)思路和(he)重(zhong)點任(ren)務。遼(liao)寧、云南、貴州(zhou)等(deng)省(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)還將(jiang)完(wan)善國(guo)(guo)有資(zi)(zi)產管(guan)理體(ti)制、推動(dong)經(jing)營性國(guo)(guo)有資(zi)(zi)產集中統一監(jian)(jian)管(guan)等(deng)指導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)任(ren)務,寫入了(le)地方“十(shi)二五”規劃綱要或政府工(gong)作(zuo)(zuo)報告。不少地方國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)進一步(bu)(bu)明確(que)指導(dao)(dao)監(jian)(jian)督工(gong)作(zuo)(zuo)的重(zhong)點和(he)步(bu)(bu)驟。湖(hu)北(bei)省(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)提(ti)出2012年(nian)要重(zhong)點“健(jian)(jian)全(quan)組織機(ji)構(gou)體(ti)系(xi)、健(jian)(jian)全(quan)指導(dao)(dao)監(jian)(jian)督體(ti)系(xi)、健(jian)(jian)全(quan)基礎管(guan)理體(ti)系(xi)、健(jian)(jian)全(quan)全(quan)覆蓋體(ti)系(xi)”。陜西省(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)擬訂(ding)了(le)“確(que)保機(ji)構(gou)、完(wan)成(cheng)單設(she)、實現特設(she)”的“三(san)(san)步(bu)(bu)走”計(ji)劃,指導(dao)(dao)推動(dong)地市級國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)機(ji)構(gou)建(jian)設(she)。
三是指導(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)作信息渠道進一步(bu)暢通。各級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)加大指導(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)作信息交(jiao)流(liu)力(li)度。國(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)辦公廳在《國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)工(gong)作交(jiao)流(liu)》中編(bian)發地(di)(di)方(fang)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)專題,約請各省(sheng)級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)主要負責同志(zhi)介紹(shao)本(ben)地(di)(di)特色做法;監(jian)(jian)事(shi)會(hui)(hui)工(gong)作局通過《國(guo)(guo)(guo)(guo)企監(jian)(jian)事(shi)會(hui)(hui)工(gong)作》雜志(zhi),逐省(sheng)(市、區(qu))介紹(shao)深化監(jian)(jian)事(shi)會(hui)(hui)工(gong)作的(de)經驗和(he)成效;法規局繼續編(bian)發地(di)(di)方(fang)工(gong)作簡報(bao),并在委(wei)(wei)(wei)(wei)機(ji)關網(wang)站(zhan)上開辟了專欄。天津、江(jiang)蘇、重(zhong)慶、甘肅等地(di)(di)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)創辦了指導(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)作簡報(bao)、刊物、網(wang)站(zhan)專欄,搭建了工(gong)作交(jiao)流(liu)平(ping)臺(tai)。國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)系(xi)(xi)統還利用網(wang)絡(luo)平(ping)臺(tai)提高指導(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)作信息化水(shui)平(ping)。國(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)評價(jia)局建立了地(di)(di)方(fang)國(guo)(guo)(guo)(guo)有企業(ye)、國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)系(xi)(xi)統監(jian)(jian)管企業(ye)和(he)國(guo)(guo)(guo)(guo)有上市公司的(de)數據(ju)庫(ku);產權(quan)(quan)局建立了覆蓋全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資監(jian)(jian)管機(ji)構(gou)的(de)產權(quan)(quan)登記、產權(quan)(quan)交(jiao)易等產權(quan)(quan)管理信息系(xi)(xi)統;收益局建立了國(guo)(guo)(guo)(guo)有資本(ben)經營預算(suan)工(gong)作信息系(xi)(xi)統。浙江(jiang)省(sheng)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)構(gou)建了覆蓋全省(sheng)的(de)國(guo)(guo)(guo)(guo)資監(jian)(jian)管信息網(wang)絡(luo)平(ping)臺(tai),做到“共(gong)享監(jian)(jian)管資源、凝聚監(jian)(jian)管合力(li)”。
四(si)是指(zhi)導監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)(zuo)途(tu)徑(jing)方(fang)(fang)法不斷豐富。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)宣(xuan)傳局(ju)聯(lian)合上(shang)海、廣東、江(jiang)(jiang)西(xi)(xi)(xi)等(deng)省(sheng)(sheng)市(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei),共同舉辦“中央企業先進精神巡回報告會”;紀委(wei)(wei)(wei)監(jian)察局(ju)邀請全國(guo)(guo)(guo)(guo)(guo)(guo)(guo)省(sheng)(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)加入中央企業懲防(fang)體(ti)(ti)系建設(she)促(cu)進組。浙(zhe)江(jiang)(jiang)、江(jiang)(jiang)蘇(su)等(deng)省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)主(zhu)動爭(zheng)取省(sheng)(sheng)政(zheng)(zheng)府轉發了(le)加強縣(xian)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)意見,為指(zhi)導縣(xian)級(ji)經營性(xing)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)產實現“全覆蓋、全過程、全方(fang)(fang)位”監(jian)管(guan)提供了(le)政(zheng)(zheng)策依據(ju)。廣西(xi)(xi)(xi)自治(zhi)區國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)組織開(kai)展了(le)對地市(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)建章立制(zhi)(zhi)、執行政(zheng)(zheng)策法規制(zhi)(zhi)度情(qing)況的(de)集中檢查(cha)。一(yi)年多來,不少地方(fang)(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)積極探索建立指(zhi)導監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)(zuo)聯(lian)系點制(zhi)(zhi)度。湖(hu)北省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)選(xuan)擇13個縣(xian)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei),河南省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)選(xuan)擇10個省(sheng)(sheng)直管(guan)試(shi)點縣(xian),深入推(tui)廣“建設(she)大(da)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)、打造大(da)平(ping)臺、配置大(da)資(zi)(zi)源”的(de)經驗(yan)。一(yi)些(xie)省(sheng)(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)還嘗試(shi)建立對下(xia)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)的(de)考核(he)評價(jia)機制(zhi)(zhi)。山東、江(jiang)(jiang)西(xi)(xi)(xi)等(deng)省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)把體(ti)(ti)制(zhi)(zhi)完(wan)善、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)等(deng)專(zhuan)項工(gong)作(zuo)(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)(zuo)為主(zhu)要指(zhi)標(biao),組織開(kai)展了(le)對地市(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)的(de)考核(he)評價(jia)。云(yun)南省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)報請省(sheng)(sheng)委(wei)(wei)(wei)、省(sheng)(sheng)政(zheng)(zheng)府同意,將16個州市(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)工(gong)作(zuo)(zuo)(zuo)(zuo)納(na)入當地政(zheng)(zheng)府業績考核(he)范疇。

國(guo)(guo)有(you)資產(chan)(chan)(chan)基礎(chu)管(guan)(guan)(guan)(guan)理(li)工(gong)作體系(xi)逐步(bu)(bu)健全。國(guo)(guo)有(you)資產(chan)(chan)(chan)基礎(chu)管(guan)(guan)(guan)(guan)理(li)工(gong)作的(de)(de)覆蓋面進一(yi)步(bu)(bu)擴大。國(guo)(guo)務院國(guo)(guo)資委(wei)地(di)方財務快報(bao)統計范圍已經(jing)擴大到縣一(yi)級。上海市(shi)(shi)98%的(de)(de)市(shi)(shi)屬(shu)(shu)企(qi)(qi)業(ye)、82%的(de)(de)區屬(shu)(shu)企(qi)(qi)業(ye)由(you)市(shi)(shi)國(guo)(guo)資委(wei)負責基礎(chu)管(guan)(guan)(guan)(guan)理(li)工(gong)作。四川、山西(xi)、重慶(qing)等(deng)(deng)省(sheng)市(shi)(shi)國(guo)(guo)資委(wei)的(de)(de)企(qi)(qi)業(ye)財務快報(bao)和動態監測體系(xi),覆蓋了本(ben)地(di)區各類國(guo)(guo)有(you)企(qi)(qi)業(ye)。陜西(xi)、安(an)徽(hui)等(deng)(deng)地(di)國(guo)(guo)有(you)資產(chan)(chan)(chan)統計工(gong)作基本(ben)實現全級次、全覆蓋。絕(jue)大部(bu)分地(di)市(shi)(shi)國(guo)(guo)資委(wei)承擔了對本(ben)地(di)區國(guo)(guo)有(you)企(qi)(qi)業(ye)的(de)(de)產(chan)(chan)(chan)權登(deng)記、統計評價等(deng)(deng)基礎(chu)管(guan)(guan)(guan)(guan)理(li)工(gong)作。國(guo)(guo)有(you)資產(chan)(chan)(chan)基礎(chu)管(guan)(guan)(guan)(guan)理(li)作用逐步(bu)(bu)得到發揮(hui)。綿陽市(shi)(shi)國(guo)(guo)資委(wei)通過(guo)摸(mo)清區域內所(suo)有(you)國(guo)(guo)有(you)企(qi)(qi)業(ye)經(jing)營運行(xing)情況,為本(ben)區域國(guo)(guo)有(you)經(jing)濟結構調整(zheng)、打造地(di)區特色產(chan)(chan)(chan)業(ye)提供了數(shu)據(ju)支持(chi)。煙臺市(shi)(shi)國(guo)(guo)資委(wei)通過(guo)對市(shi)(shi)直部(bu)門、單位管(guan)(guan)(guan)(guan)理(li)企(qi)(qi)業(ye)的(de)(de)調查摸(mo)底(di)和匯(hui)總(zong)分析,為積極爭取經(jing)營性國(guo)(guo)有(you)資產(chan)(chan)(chan)集中統一(yi)監管(guan)(guan)(guan)(guan)創造了條件。
回顧國(guo)(guo)資委(wei)(wei)系(xi)統開展指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作的(de)(de)(de)三年實踐,在(zai)各(ge)級國(guo)(guo)資委(wei)(wei)的(de)(de)(de)努(nu)力(li)下(xia),實現(xian)了(le)(le)五個推(tui)動(dong)(dong)(dong):一(yi)是(shi)(shi)(shi)推(tui)動(dong)(dong)(dong)了(le)(le)地(di)(di)方國(guo)(guo)有(you)資產監(jian)(jian)(jian)管(guan)體制的(de)(de)(de)完(wan)善;二是(shi)(shi)(shi)推(tui)動(dong)(dong)(dong)了(le)(le)地(di)(di)方國(guo)(guo)資委(wei)(wei)依(yi)法履行(xing)出(chu)資人職責(ze);三是(shi)(shi)(shi)推(tui)動(dong)(dong)(dong)了(le)(le)國(guo)(guo)資監(jian)(jian)(jian)管(guan)大格局的(de)(de)(de)形成(cheng);四(si)是(shi)(shi)(shi)推(tui)動(dong)(dong)(dong)了(le)(le)地(di)(di)方做強做優優勢特色企業(ye);五是(shi)(shi)(shi)推(tui)動(dong)(dong)(dong)了(le)(le)地(di)(di)方國(guo)(guo)資監(jian)(jian)(jian)管(guan)工(gong)(gong)(gong)作隊(dui)伍(wu)素質的(de)(de)(de)提(ti)升。在(zai)充分肯定成(cheng)績的(de)(de)(de)同時,我(wo)們(men)也要(yao)清(qing)醒地(di)(di)認識到,當前指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作仍然存(cun)在(zai)一(yi)些(xie)不(bu)容忽視的(de)(de)(de)薄弱環節(jie)和問題(ti)。比如,國(guo)(guo)資委(wei)(wei)系(xi)統指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作進展明顯不(bu)平衡,少(shao)數地(di)(di)方開展指導(dao)監(jian)(jian)(jian)督(du)存(cun)在(zai)畏(wei)難(nan)情緒,工(gong)(gong)(gong)作力(li)度(du)不(bu)夠;有(you)的(de)(de)(de)地(di)(di)方國(guo)(guo)資委(wei)(wei)在(zai)指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作中重點不(bu)突出(chu),工(gong)(gong)(gong)作措施流于形式,針對性不(bu)強;還有(you)的(de)(de)(de)地(di)(di)方國(guo)(guo)資委(wei)(wei)綜合(he)指導(dao)與專業(ye)指導(dao)相互脫節(jie),未能形成(cheng)指導(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作的(de)(de)(de)合(he)力(li)。這些(xie)問題(ti)需要(yao)我(wo)們(men)在(zai)下(xia)一(yi)步(bu)工(gong)(gong)(gong)作中認真加以解決(jue)。
二、深入推進指(zhi)導監督工(gong)作的(de)重點任務

(一)繼續完善國資委的(de)機構性質和職能定位。
正確把握國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)機(ji)(ji)構(gou)(gou)性(xing)(xing)質(zhi)(zhi)和職能(neng)定(ding)位(wei),是完善(shan)企(qi)(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)體制(zhi)的(de)(de)重(zhong)要內容。國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)作(zuo)為政(zheng)府(fu)直屬(shu)特(te)設(she)機(ji)(ji)構(gou)(gou)的(de)(de)性(xing)(xing)質(zhi)(zhi)定(ding)位(wei),體現(xian)了我們專(zhuan)門履行出(chu)資(zi)(zi)(zi)(zi)人職責(ze)、專(zhuan)司國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan),不(bu)(bu)(bu)(bu)同于行政(zheng)部(bu)門行使社會公(gong)共(gong)管(guan)理(li)(li)職能(neng)的(de)(de)根本特(te)征。王勇主(zhu)任在《十八大報告輔導(dao)讀(du)本》中,專(zhuan)門就這個問題撰寫了輔導(dao)文章,國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)系統(tong)要深入學習(xi)領會。要繼續堅(jian)(jian)持(chi)(chi)(chi)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)體制(zhi)改(gai)(gai)革(ge)(ge)的(de)(de)“五(wu)項(xiang)原則”,即堅(jian)(jian)持(chi)(chi)(chi)社會主(zhu)義基(ji)本經濟(ji)制(zhi)度和市場(chang)經濟(ji)改(gai)(gai)革(ge)(ge)方向,堅(jian)(jian)持(chi)(chi)(chi)政(zheng)企(qi)(qi)分(fen)開、政(zheng)資(zi)(zi)(zi)(zi)分(fen)開、所有(you)(you)權(quan)(quan)和經營權(quan)(quan)相(xiang)分(fen)離(li),堅(jian)(jian)持(chi)(chi)(chi)“國(guo)(guo)家(jia)所有(you)(you)、分(fen)級(ji)代表”,堅(jian)(jian)持(chi)(chi)(chi)“權(quan)(quan)利、義務和責(ze)任相(xiang)統(tong)一,管(guan)資(zi)(zi)(zi)(zi)產(chan)(chan)和管(guan)人、管(guan)事相(xiang)結合(he)”,堅(jian)(jian)持(chi)(chi)(chi)省和地市兩級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)作(zuo)為政(zheng)府(fu)直屬(shu)特(te)設(she)機(ji)(ji)構(gou)(gou)的(de)(de)性(xing)(xing)質(zhi)(zhi)定(ding)位(wei)不(bu)(bu)(bu)(bu)動搖。否則就會回歸政(zheng)企(qi)(qi)不(bu)(bu)(bu)(bu)分(fen)、政(zheng)資(zi)(zi)(zi)(zi)不(bu)(bu)(bu)(bu)分(fen)的(de)(de)舊體制(zhi)。要依法保持(chi)(chi)(chi)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)(gou)的(de)(de)專(zhuan)門性(xing)(xing)和獨(du)立性(xing)(xing),國(guo)(guo)務院、省和地市三(san)級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)都必須依法設(she)立,不(bu)(bu)(bu)(bu)能(neng)因(yin)監(jian)(jian)(jian)管(guan)資(zi)(zi)(zi)(zi)產(chan)(chan)類型的(de)(de)多樣(yang)化而(er)改(gai)(gai)變(bian)各級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)直屬(shu)特(te)設(she)機(ji)(ji)構(gou)(gou)的(de)(de)性(xing)(xing)質(zhi)(zhi)。此外(wai),國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)作(zuo)為出(chu)資(zi)(zi)(zi)(zi)人機(ji)(ji)構(gou)(gou)應有(you)(you)的(de)(de)法定(ding)職責(ze)至今(jin)仍不(bu)(bu)(bu)(bu)到位(wei)的(de)(de),要抓緊(jin)落實到位(wei)。要處理(li)(li)好出(chu)資(zi)(zi)(zi)(zi)人行使所有(you)(you)權(quan)(quan)與企(qi)(qi)業(ye)行使經營權(quan)(quan)的(de)(de)關(guan)系,搞準出(chu)資(zi)(zi)(zi)(zi)人機(ji)(ji)構(gou)(gou)的(de)(de)監(jian)(jian)(jian)管(guan)定(ding)位(wei),并切(qie)實做到不(bu)(bu)(bu)(bu)缺位(wei)、不(bu)(bu)(bu)(bu)錯位(wei)、不(bu)(bu)(bu)(bu)越位(wei)。
(二)進一步(bu)完善企業國有資產監管法規制度體系。
健全企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)法規(gui)制(zhi)(zhi)(zhi)度(du)(du)(du)體(ti)(ti)(ti)系(xi),是推動(dong)完(wan)善(shan)新體(ti)(ti)(ti)制(zhi)(zhi)(zhi)的(de)重要(yao)(yao)(yao)(yao)抓(zhua)手。黨的(de)十(shi)八大報告強(qiang)調指出,“要(yao)(yao)(yao)(yao)把制(zhi)(zhi)(zhi)度(du)(du)(du)建(jian)(jian)設擺在突出位置”,“構建(jian)(jian)系(xi)統完(wan)備、科學規(gui)范(fan)、運(yun)行(xing)有(you)(you)效(xiao)的(de)制(zhi)(zhi)(zhi)度(du)(du)(du)體(ti)(ti)(ti)系(xi),使各方(fang)面制(zhi)(zhi)(zhi)度(du)(du)(du)更(geng)(geng)加(jia)成(cheng)熟更(geng)(geng)加(jia)定型(xing)。”這說明,要(yao)(yao)(yao)(yao)完(wan)善(shan)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)體(ti)(ti)(ti)制(zhi)(zhi)(zhi),應當更(geng)(geng)加(jia)重視法規(gui)制(zhi)(zhi)(zhi)度(du)(du)(du)建(jian)(jian)設。近(jin)十(shi)年來,經(jing)過國(guo)(guo)資(zi)(zi)(zi)(zi)委系(xi)統的(de)共同努力,在立(li)法機關支持下,以《企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)法》為(wei)龍頭,以《企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)督(du)管(guan)理(li)(li)暫行(xing)條例》為(wei)基礎,以國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)規(gui)章、規(gui)范(fan)性文件為(wei)主要(yao)(yao)(yao)(yao)內容的(de)企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)法規(gui)制(zhi)(zhi)(zhi)度(du)(du)(du)體(ti)(ti)(ti)系(xi)已經(jing)基本形成(cheng)。下一步在深入(ru)開展指導監(jian)(jian)(jian)(jian)(jian)督(du)工作中,要(yao)(yao)(yao)(yao)適應完(wan)善(shan)新體(ti)(ti)(ti)制(zhi)(zhi)(zhi)的(de)需要(yao)(yao)(yao)(yao),更(geng)(geng)加(jia)注(zhu)重總結監(jian)(jian)(jian)(jian)(jian)管(guan)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革(ge)的(de)經(jing)驗,并將經(jing)驗上升為(wei)制(zhi)(zhi)(zhi)度(du)(du)(du)。要(yao)(yao)(yao)(yao)學習湖(hu)北、山東等省的(de)好(hao)做法,加(jia)快(kuai)推動(dong)各地抓(zhua)緊出臺地方(fang)企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)條例,不斷探索(suo)健全國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)各種制(zhi)(zhi)(zhi)度(du)(du)(du)規(gui)范(fan)。要(yao)(yao)(yao)(yao)適時組織對(dui)現有(you)(you)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)規(gui)章、規(gui)范(fan)性文件的(de)清理(li)(li),明確“立(li)、改(gai)、廢”的(de)要(yao)(yao)(yao)(yao)求(qiu),努力為(wei)各級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委行(xing)權履責提供成(cheng)熟完(wan)備的(de)制(zhi)(zhi)(zhi)度(du)(du)(du)依據。
(三)不斷完善國資監管組織體系和工作體系。
推(tui)(tui)(tui)動完善國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)組(zu)織體(ti)系和(he)(he)工(gong)作(zuo)(zuo)(zuo)體(ti)系,是開(kai)展(zhan)指導監(jian)(jian)(jian)(jian)督工(gong)作(zuo)(zuo)(zuo)的(de)一項基(ji)本內容(rong)。要(yao)繼續推(tui)(tui)(tui)動地市單獨設(she)立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)構(gou)。沒有設(she)立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)構(gou)的(de)地市,要(yao)力(li)爭通過三年努力(li)全(quan)部予以設(she)立。縣級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)要(yao)全(quan)面(mian)實(shi)現明確責(ze)任主(zhu)(zhu)體(ti),并推(tui)(tui)(tui)動國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)數量較大(da)、具備條件的(de)縣設(she)立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)構(gou)。要(yao)繼續深入探索國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)(zuo)規律(lv),鼓勵從各地實(shi)際情況出(chu)(chu)發,針對(dui)當前國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委行權(quan)履責(ze)存在(zai)的(de)突(tu)出(chu)(chu)矛盾和(he)(he)問(wen)題(ti),突(tu)出(chu)(chu)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)(zuo)重(zhong)點(dian)。要(yao)進一步充實(shi)完善以主(zhu)(zhu)業核定、業績考核、薪酬分配、企(qi)業領導人(ren)員(yuan)任免和(he)(he)財務評價、產(chan)權(quan)管(guan)(guan)理、監(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)督、風(feng)險管(guan)(guan)控為主(zhu)(zhu)線(xian)的(de)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)(zuo)閉環,加快健全(quan)全(quan)國(guo)(guo)(guo)統一的(de)企(qi)業國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)基(ji)礎管(guan)(guan)理工(gong)作(zuo)(zuo)(zuo)體(ti)系,大(da)力(li)提高國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)基(ji)礎管(guan)(guan)理工(gong)作(zuo)(zuo)(zuo)水平,不斷增強國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)(zuo)效率。

推進經營性國(guo)(guo)有(you)資產(chan)(chan)集(ji)中統一監(jian)(jian)管(guan),是在市(shi)場經濟條件下實現更(geng)大范圍、更(geng)高層次、更(geng)廣領域(yu)優化配置(zhi)國(guo)(guo)有(you)資源(yuan)的(de)(de)(de)客觀(guan)需要(yao),也是更(geng)好地(di)遵循(xun)市(shi)場經濟規(gui)律和企業發(fa)展規(gui)律的(de)(de)(de)必然(ran)要(yao)求。當前(qian),要(yao)密切關(guan)注特(te)定(ding)行業和領域(yu)新(xin)一輪國(guo)(guo)有(you)資產(chan)(chan)管(guan)理體制改(gai)革情(qing)況,盡(jin)可(ke)能避(bi)免(mian)對現行國(guo)(guo)資監(jian)(jian)管(guan)體制產(chan)(chan)生負面(mian)影響(xiang)。要(yao)繼續探索(suo)對地(di)方(fang)金融、文化、自然(ran)資源(yuan)等領域(yu)經營性國(guo)(guo)有(you)資產(chan)(chan)的(de)(de)(de)監(jian)(jian)管(guan),按照政企分(fen)開(kai)、政資分(fen)開(kai)原則,積(ji)極主動向地(di)方(fang)黨(dang)委(wei)、政府(fu)提出有(you)關(guan)改(gai)革的(de)(de)(de)意見、建議,做好與有(you)關(guan)部門的(de)(de)(de)溝通協調,不(bu)斷(duan)健全國(guo)(guo)有(you)資產(chan)(chan)出資人制度,防止出現“多龍治資”、條塊分(fen)割的(de)(de)(de)格(ge)局。要(yao)以維護、鞏固、完善新(xin)體制為目標,審慎(shen)探索(suo)直接持股(gu)(gu)、股(gu)(gu)權代(dai)持、委(wei)托監(jian)(jian)管(guan)等形式(shi),不(bu)斷(duan)創新(xin)國(guo)(guo)資委(wei)行權履責、加(jia)強監(jian)(jian)管(guan)的(de)(de)(de)有(you)效途徑和方(fang)式(shi)。
(五)著力打(da)造地方國有優(you)勢特色企業(ye)。
積極推動(dong)打造(zao)(zao)(zao)地(di)(di)(di)(di)方國(guo)(guo)有(you)(you)(you)(you)優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye),既有(you)(you)(you)(you)利于發(fa)(fa)揮(hui)地(di)(di)(di)(di)方國(guo)(guo)有(you)(you)(you)(you)經濟的主導(dao)(dao)作用,也有(you)(you)(you)(you)利于筑牢實體經濟這(zhe)(zhe)個堅實基礎。因(yin)此(ci),深入(ru)開(kai)展(zhan)指(zhi)導(dao)(dao)監督工作,應當(dang)在(zai)推動(dong)打造(zao)(zao)(zao)地(di)(di)(di)(di)方國(guo)(guo)有(you)(you)(you)(you)優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)上下(xia)更大(da)功夫。要(yao)緊密結(jie)合(he)本地(di)(di)(di)(di)區(qu)(qu)發(fa)(fa)展(zhan)規(gui)劃,立足當(dang)地(di)(di)(di)(di)自然條件、區(qu)(qu)位(wei)特(te)點(dian)、資源(yuan)狀(zhuang)況和產(chan)業(ye)(ye)(ye)(ye)基礎,深入(ru)論證并(bing)找準本地(di)(di)(di)(di)區(qu)(qu)國(guo)(guo)有(you)(you)(you)(you)優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)的發(fa)(fa)展(zhan)方向(xiang)。要(yao)指(zhi)導(dao)(dao)監管企(qi)(qi)業(ye)(ye)(ye)(ye)加快轉型升級,調整(zheng)產(chan)業(ye)(ye)(ye)(ye)結(jie)構、推進(jin)(jin)自主創新(xin)、優(you)(you)(you)化內(nei)部資源(yuan)配置(zhi)、實施企(qi)(qi)業(ye)(ye)(ye)(ye)重(zhong)組(zu)整(zheng)合(he)和推進(jin)(jin)國(guo)(guo)際化經營(ying),進(jin)(jin)一(yi)(yi)(yi)步轉變(bian)發(fa)(fa)展(zhan)方式,從而打造(zao)(zao)(zao)一(yi)(yi)(yi)批具有(you)(you)(you)(you)競爭力(li)(li)(li)(li)和影(ying)響力(li)(li)(li)(li)的地(di)(di)(di)(di)方優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)。要(yao)將培(pei)育(yu)(yu)知名(ming)品牌(pai)作為打造(zao)(zao)(zao)優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)的重(zhong)要(yao)抓手,注(zhu)意指(zhi)導(dao)(dao)監管企(qi)(qi)業(ye)(ye)(ye)(ye)制定實施品牌(pai)戰略,在(zai)深入(ru)挖(wa)掘傳(chuan)統特(te)色(se)(se)(se)品牌(pai)資源(yuan)、鞏固擴大(da)其影(ying)響力(li)(li)(li)(li)的基礎上,結(jie)合(he)市場和企(qi)(qi)業(ye)(ye)(ye)(ye)產(chan)品結(jie)構發(fa)(fa)展(zhan)變(bian)化,積極培(pei)育(yu)(yu)新(xin)品牌(pai)。要(yao)通過打造(zao)(zao)(zao)地(di)(di)(di)(di)方國(guo)(guo)有(you)(you)(you)(you)優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye),更好(hao)地(di)(di)(di)(di)發(fa)(fa)揮(hui)地(di)(di)(di)(di)方國(guo)(guo)有(you)(you)(you)(you)經濟引(yin)領、輻射和帶動(dong)作用,努(nu)力(li)(li)(li)(li)實現(xian)“培(pei)育(yu)(yu)一(yi)(yi)(yi)個龍頭企(qi)(qi)業(ye)(ye)(ye)(ye),形(xing)成一(yi)(yi)(yi)個優(you)(you)(you)勢(shi)(shi)產(chan)業(ye)(ye)(ye)(ye),帶動(dong)一(yi)(yi)(yi)方經濟發(fa)(fa)展(zhan)”。在(zai)打造(zao)(zao)(zao)地(di)(di)(di)(di)方優(you)(you)(you)勢(shi)(shi)特(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)中,還要(yao)特(te)別(bie)關注(zhu)地(di)(di)(di)(di)方融(rong)(rong)資平臺公司風(feng)險防范問題,要(yao)結(jie)合(he)新(xin)形(xing)勢(shi)(shi),進(jin)(jin)一(yi)(yi)(yi)步指(zhi)導(dao)(dao)下(xia)級國(guo)(guo)資委密切關注(zhu)系統內(nei)融(rong)(rong)資平臺公司的運(yun)行,加強對其經營(ying)模(mo)式、治(zhi)理(li)結(jie)構、融(rong)(rong)資規(gui)模(mo)和償債能(neng)力(li)(li)(li)(li)的跟蹤監管。前一(yi)(yi)(yi)階段,一(yi)(yi)(yi)些地(di)(di)(di)(di)方推進(jin)(jin)融(rong)(rong)資平臺公司適時轉型并(bing)有(you)(you)(you)(you)效加強運(yun)營(ying)風(feng)險防控,這(zhe)(zhe)一(yi)(yi)(yi)做法值得(de)各地(di)(di)(di)(di)學習借(jie)鑒。
(六)深(shen)入構(gou)建(jian)國資監(jian)管(guan)大格局。
在(zai)國(guo)(guo)(guo)資(zi)(zi)(zi)委系(xi)統推(tui)動構(gou)建國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)大(da)(da)格局,是(shi)國(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)資(zi)(zi)(zi)委作(zuo)(zuo)出的(de)(de)一項重(zhong)要(yao)(yao)(yao)(yao)(yao)戰略部署。一年多來,各地在(zai)推(tui)動構(gou)建國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)大(da)(da)格局方面,取得了良好(hao)(hao)(hao)(hao)效果。下一步,要(yao)(yao)(yao)(yao)(yao)突出抓(zhua)好(hao)(hao)(hao)(hao)“三個著(zhu)力”:一是(shi)著(zhu)力推(tui)動本(ben)(ben)(ben)地區(qu)國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)的(de)(de)集(ji)中優化配置(zhi)。要(yao)(yao)(yao)(yao)(yao)把(ba)(ba)本(ben)(ben)(ben)地區(qu)的(de)(de)國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)和(he)(he)中央企(qi)(qi)業、兄弟(di)省市在(zai)本(ben)(ben)(ben)地區(qu)的(de)(de)國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)放在(zai)一個大(da)(da)平臺上(shang)進行優化配置(zhi),使(shi)這些國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)在(zai)本(ben)(ben)(ben)地區(qu)形成(cheng)更大(da)(da)的(de)(de)競爭優勢。二是(shi)著(zhu)力深化央地合作(zuo)(zuo)和(he)(he)區(qu)域合作(zuo)(zuo)。要(yao)(yao)(yao)(yao)(yao)注意(yi)完善央地合作(zuo)(zuo)的(de)(de)協(xie)調(diao)(diao)機制,以(yi)出資(zi)(zi)(zi)關(guan)系(xi)為(wei)基礎,充分尊重(zhong)市場規律,深入(ru)做(zuo)(zuo)好(hao)(hao)(hao)(hao)合作(zuo)(zuo)項目的(de)(de)研究論證,避免重(zhong)復建設和(he)(he)資(zi)(zi)(zi)源(yuan)浪費(fei),不搞“拉郎配”。要(yao)(yao)(yao)(yao)(yao)正確(que)處理好(hao)(hao)(hao)(hao)“借梯上(shang)樓”與自(zi)我(wo)發(fa)展(zhan)(zhan)的(de)(de)關(guan)系(xi),把(ba)(ba)引入(ru)外(wai)(wai)部資(zi)(zi)(zi)源(yuan)與做(zuo)(zuo)強(qiang)做(zuo)(zuo)優本(ben)(ben)(ben)地企(qi)(qi)業有機結合起來。三是(shi)著(zhu)力創造(zao)有利于國(guo)(guo)(guo)有企(qi)(qi)業改(gai)革發(fa)展(zhan)(zhan)的(de)(de)良好(hao)(hao)(hao)(hao)環境。具體來說,要(yao)(yao)(yao)(yao)(yao)做(zuo)(zuo)好(hao)(hao)(hao)(hao)以(yi)下工作(zuo)(zuo):對上(shang)要(yao)(yao)(yao)(yao)(yao)加強(qiang)請示匯(hui)報,主動爭取當地黨(dang)政主要(yao)(yao)(yao)(yao)(yao)領(ling)導(dao)的(de)(de)重(zhong)視與支(zhi)(zhi)持(chi);對外(wai)(wai)要(yao)(yao)(yao)(yao)(yao)積極做(zuo)(zuo)好(hao)(hao)(hao)(hao)與有關(guan)部門的(de)(de)溝通協(xie)調(diao)(diao),努力形成(cheng)支(zhi)(zhi)持(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)企(qi)(qi)改(gai)革發(fa)展(zhan)(zhan)的(de)(de)共(gong)識和(he)(he)合力;對下要(yao)(yao)(yao)(yao)(yao)積極做(zuo)(zuo)好(hao)(hao)(hao)(hao)指(zhi)導(dao)和(he)(he)服務(wu)(wu),為(wei)監(jian)管(guan)企(qi)(qi)業和(he)(he)下級國(guo)(guo)(guo)資(zi)(zi)(zi)委提供方向指(zhi)引和(he)(he)撐腰支(zhi)(zhi)持(chi);對社會(hui)要(yao)(yao)(yao)(yao)(yao)積極做(zuo)(zuo)好(hao)(hao)(hao)(hao)輿論宣(xuan)傳,努力創造(zao)全社會(hui)支(zhi)(zhi)持(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)企(qi)(qi)改(gai)革發(fa)展(zhan)(zhan)的(de)(de)良好(hao)(hao)(hao)(hao)外(wai)(wai)部環境;對內要(yao)(yao)(yao)(yao)(yao)積極做(zuo)(zuo)好(hao)(hao)(hao)(hao)實踐總(zong)結和(he)(he)理論研究,不斷提高國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)工作(zuo)(zuo)能(neng)力和(he)(he)水平。
三、 扎實做(zuo)好指導監督工作(zuo)的幾點要求
今年是全面貫徹黨的(de)十(shi)八(ba)大(da)精(jing)神的(de)開局之年,也是落實“十(shi)二五”指(zhi)導(dao)監(jian)督工作主要任務的(de)重要一年。各地國資委要根(gen)據黨的(de)十(shi)八(ba)大(da)和(he)中(zhong)央經(jing)濟工作會議精(jing)神,按照全國國資監(jian)管工作會議的(de)要求,立(li)足本地實際(ji),努力將指(zhi)導(dao)監(jian)督工作推(tui)向深入。在這(zhe)里,我提出五點要求:
(一) 進一步提高(gao)深(shen)入開展指導監督工(gong)作重要(yao)性(xing)的認識。
上(shang)(shang)級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)對(dui)下(xia)級政府的國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)工作進行(xing)(xing)指(zhi)導(dao)和監督,是國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)承擔的一(yi)項法(fa)定(ding)職(zhi)(zhi)責,也(ye)是維(wei)護國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)“國(guo)(guo)(guo)(guo)家所有(you)”的一(yi)項重要(yao)制度安排。應當強(qiang)(qiang)調,國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統承擔的出資(zi)(zi)(zi)(zi)(zi)人職(zhi)(zhi)責和面上(shang)(shang)監管(guan)(guan)職(zhi)(zhi)責,是緊密聯系、有(you)機統一(yi)的。衡量和評價國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)工作成(cheng)效,不僅(jin)要(yao)看(kan)出資(zi)(zi)(zi)(zi)(zi)人職(zhi)(zhi)責履行(xing)(xing)得好(hao)(hao)不好(hao)(hao),還要(yao)看(kan)面上(shang)(shang)監管(guan)(guan)的指(zhi)導(dao)監督職(zhi)(zhi)責履行(xing)(xing)得好(hao)(hao)不好(hao)(hao)。這兩(liang)方面工作同(tong)等(deng)重要(yao)、缺一(yi)不可。各地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)一(yi)定(ding)要(yao)認(ren)真(zhen)貫徹落實黨的十八大精神,自覺將指(zhi)導(dao)監督工作放到推動(dong)完(wan)善國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)體制的重要(yao)舉(ju)措上(shang)(shang)來認(ren)識(shi),放到確保(bao)全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)政策協調統一(yi)的高度上(shang)(shang)來認(ren)識(shi),放到保(bao)障實現“十二五”時期(qi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企改革發展“兩(liang)新目標”的迫切需要(yao)上(shang)(shang)來認(ren)識(shi),放到進一(yi)步加強(qiang)(qiang)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統自身建設的內在要(yao)求上(shang)(shang)來認(ren)識(shi)。
(二)全面落實指導監督工作各項規(gui)定和制度(du)要求。
各地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)要(yao)(yao)(yao)(yao)繼續按(an)照《地方國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)管工(gong)作指(zhi)導監(jian)(jian)督(du)辦法(fa)(fa)(fa)》(國(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)令第25號),進一(yi)步明(ming)確指(zhi)導監(jian)(jian)督(du)工(gong)作的(de)主要(yao)(yao)(yao)(yao)職責和(he)(he)(he)要(yao)(yao)(yao)(yao)求。要(yao)(yao)(yao)(yao)認(ren)真執行(xing)(xing)立法(fa)(fa)(fa)備案(an)、依法(fa)(fa)(fa)實(shi)施督(du)查和(he)(he)(he)重大(da)事項(xiang)報(bao)告等(deng)規定(ding),切實(shi)做到下(xia)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)制定(ding)的(de)規范(fan)(fan)性文件,及時(shi)(shi)報(bao)送上(shang)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)備案(an);下(xia)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)機構設置、監(jian)(jian)管范(fan)(fan)圍發生重大(da)變動等(deng)情況,及時(shi)(shi)報(bao)告上(shang)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)。要(yao)(yao)(yao)(yao)嚴格按(an)照指(zhi)導監(jian)(jian)督(du)工(gong)作事項(xiang)和(he)(he)(he)方式的(de)規定(ding),認(ren)真履行(xing)(xing)好國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管工(gong)作中逐級(ji)監(jian)(jian)督(du)職責,對(dui)一(yi)些地方出(chu)現(xian)的(de)不(bu)符合改(gai)革(ge)方向(xiang)和(he)(he)(he)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管政策法(fa)(fa)(fa)律規定(ding)的(de)做法(fa)(fa)(fa),上(shang)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)應當及時(shi)(shi)與當地政府及國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)溝通協調,提出(chu)改(gai)進的(de)意見和(he)(he)(he)建議。
(三)切(qie)實搞好綜合指導和專業指導的(de)協調聯動。

(四)進(jin)一步增強指導監督工(gong)作(zuo)的針對性和有效性。
指(zhi)導(dao)監督工作(zuo)(zuo)(zuo)開展得好(hao)不好(hao),很大(da)程度(du)(du)上取決(jue)于我們工作(zuo)(zuo)(zuo)的(de)(de)針對性和有效性。各地國(guo)(guo)(guo)資(zi)委要緊緊圍繞(rao)“十二五”國(guo)(guo)(guo)資(zi)監管(guan)的(de)(de)主要任(ren)務和重點(dian)問(wen)題,結合本(ben)地區實際,注意分(fen)階段(duan)選擇一兩個重點(dian),力爭實現(xian)重點(dian)突(tu)(tu)破。要不斷豐富工作(zuo)(zuo)(zuo)手段(duan),采取召開片區座談會、出臺規范性文件(jian)、與下(xia)級政府溝通(tong)協調等(deng)形(xing)式,及時指(zhi)導(dao)、幫助(zhu)下(xia)級國(guo)(guo)(guo)資(zi)委解決(jue)工作(zuo)(zuo)(zuo)中遇(yu)到的(de)(de)突(tu)(tu)出問(wen)題。要進(jin)一步搭建和完善網絡(luo)、簡報、期(qi)刊等(deng)信息交(jiao)流(liu)平臺,及時總(zong)結交(jiao)流(liu)國(guo)(guo)(guo)資(zi)監管(guan)的(de)(de)好(hao)做(zuo)法、好(hao)經驗,擴大(da)先進(jin)典型(xing)的(de)(de)示范效應。要切實轉變指(zhi)導(dao)監督工作(zuo)(zuo)(zuo)的(de)(de)作(zuo)(zuo)(zuo)風,加強調查(cha)研(yan)究,主動(dong)到工作(zuo)(zuo)(zuo)難(nan)度(du)(du)大(da)、困難(nan)問(wen)題多的(de)(de)下(xia)級國(guo)(guo)(guo)資(zi)委了解情況(kuang),掌握第一手材料,取得工作(zuo)(zuo)(zuo)的(de)(de)主動(dong)權。
(五)繼(ji)續(xu)加強指導監督工作(zuo)隊伍(wu)建設。
指導監(jian)督工(gong)作(zuo)(zuo)任務(wu)繁重,政策(ce)性強,協(xie)調服務(wu)要(yao)求高,必須把加強隊(dui)伍建(jian)設(she)放到重要(yao)位置。從事(shi)指導監(jian)督工(gong)作(zuo)(zuo)的(de)同志,一(yi)定要(yao)自覺學習(xi)、掌握國(guo)資(zi)監(jian)管(guan)體制改革的(de)基(ji)本(ben)政策(ce)和(he)法(fa)律規定,全面了解(jie)國(guo)企改革、國(guo)資(zi)監(jian)管(guan)各(ge)項(xiang)業(ye)務(wu)工(gong)作(zuo)(zuo),不斷提(ti)(ti)高做好(hao)指導監(jian)督工(gong)作(zuo)(zuo)的(de)綜合素質。各(ge)地(di)國(guo)資(zi)委要(yao)鼓勵開展(zhan)系統內干(gan)部雙向(xiang)掛職(zhi)交(jiao)流(liu),注意(yi)學習(xi)兄(xiong)弟省市先(xian)進經驗,拓寬工(gong)作(zuo)(zuo)視野和(he)思路,加快培養一(yi)批指導監(jian)督工(gong)作(zuo)(zuo)的(de)業(ye)務(wu)骨(gu)干(gan)。要(yao)積極(ji)創(chuang)造條件,充(chong)實隊(dui)伍力(li)量,保持隊(dui)伍穩定,努力(li)為做好(hao)指導監(jian)督工(gong)作(zuo)(zuo)提(ti)(ti)供可靠(kao)的(de)隊(dui)伍保障。

這里,我(wo)還要強調一下國(guo)有企(qi)業列(lie)入(ru)世貿組織《政府(fu)采購協(xie)議》(GPA)出價的(de)研究(jiu)工(gong)作。《政府(fu)采購協(xie)議》(GPA)是WTO的(de)一項諸(zhu)邊協(xie)議,宗(zong)旨是促進成(cheng)員(yuan)方開放政府(fu)采購市場,擴(kuo)大國(guo)際貿易(yi)。加入(ru)GPA,是我(wo)國(guo)入(ru)世時作出的(de)鄭重承(cheng)諾。希望各地(di)國(guo)資委高(gao)度重視,認(ren)真組織好相關工(gong)作。
