堅持國有資產監管體制改革正確方向
努力把指導監督地方國資工作推向深入
——在全國國資委系統指導監督工作座談會上的講話

這次(ci)會(hui)議(yi)是在(zai)全(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資委(wei)系(xi)統認(ren)(ren)真(zhen)學習貫(guan)徹黨(dang)的十八大(da)和(he)中央經濟(ji)工作(zuo)(zuo)(zuo)(zuo)(zuo)會(hui)議(yi)精神的背景下召(zhao)開的一次(ci)重(zhong)要會(hui)議(yi)。會(hui)議(yi)的主(zhu)要任(ren)務是:貫(guan)徹落實黨(dang)的十八大(da)和(he)中央經濟(ji)工作(zuo)(zuo)(zuo)(zuo)(zuo)會(hui)議(yi)精神以(yi)及全(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)有資產監(jian)(jian)(jian)督管理工作(zuo)(zuo)(zuo)(zuo)(zuo)會(hui)議(yi)的部署,回顧總(zong)結一年(nian)多來(lai)國(guo)(guo)(guo)資委(wei)系(xi)統指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)的新(xin)進展和(he)新(xin)成(cheng)效,研究明(ming)確下一階段指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)的重(zhong)點(dian)任(ren)務和(he)工作(zuo)(zuo)(zuo)(zuo)(zuo)要求(qiu)。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資委(wei)對這次(ci)會(hui)議(yi)高度重(zhong)視,在(zai)前不久召(zhao)開的全(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)有資產監(jian)(jian)(jian)督管理工作(zuo)(zuo)(zuo)(zuo)(zuo)會(hui)議(yi)上,國(guo)(guo)(guo)資委(wei)主(zhu)任(ren)、黨(dang)委(wei)書(shu)記王勇(yong)同志代表國(guo)(guo)(guo)資委(wei)黨(dang)委(wei)充分肯定了(le)指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)取得的成(cheng)效。針對本次(ci)會(hui)議(yi),王勇(yong)同志專門(men)就深入開展指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)和(he)進一步推動(dong)構建國(guo)(guo)(guo)資監(jian)(jian)(jian)管大(da)格(ge)局提出了(le)明(ming)確要求(qiu)。大(da)家要深刻領會(hui),認(ren)(ren)真(zhen)落實。下面,我講三點(dian)意(yi)見。
一、國(guo)資委系統指導監督工作(zuo)取得了新的進展(zhan)和成效
福州會議(yi)以(yi)來,各級(ji)國資(zi)委(wei)緊(jin)緊(jin)圍(wei)繞“國資(zi)監管上新水(shui)平(ping)、國企發展(zhan)上新臺階”的“兩新目標(biao)”,牢(lao)牢(lao)把握“指導(dao)、溝通、交(jiao)流、服務”的指導(dao)監督工(gong)作(zuo)原則,勇于開拓實踐,做了大量卓(zhuo)有成效的工(gong)作(zuo)。
一是指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)組(zu)(zu)(zu)織領(ling)(ling)導(dao)(dao)明顯加強。各級國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)重視將(jiang)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)擺上重要(yao)(yao)議(yi)事日程。32個(ge)(ge)省(sheng)(sheng)(sheng)級國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)普遍成(cheng)立(li)了(le)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小組(zu)(zu)(zu),其中(zhong)(zhong)20個(ge)(ge)省(sheng)(sheng)(sheng)級國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)由(you)主要(yao)(yao)領(ling)(ling)導(dao)(dao)擔任組(zu)(zu)(zu)長。江西、福建等省(sheng)(sheng)(sheng)的大部(bu)分地(di)市(shi)級國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)也成(cheng)立(li)了(le)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小組(zu)(zu)(zu)。北京、云南(nan)等省(sheng)(sheng)(sheng)市(shi)國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)領(ling)(ling)導(dao)(dao)班(ban)子全(quan)體成(cheng)員集(ji)體出(chu)席本地(di)區指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)專(zhuan)題會議(yi)。河(he)南(nan)、黑龍江、內蒙(meng)等地(di)國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)建立(li)了(le)委(wei)(wei)(wei)(wei)領(ling)(ling)導(dao)(dao)定點聯(lian)系督(du)導(dao)(dao)制度。許多地(di)方國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)建立(li)了(le)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)重大問題協調機制。陜西省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)主要(yao)(yao)領(ling)(ling)導(dao)(dao)專(zhuan)門赴有關地(di)市(shi),與(yu)市(shi)委(wei)(wei)(wei)(wei)、市(shi)政府領(ling)(ling)導(dao)(dao)反復溝(gou)(gou)通協調,使(shi)在機構改(gai)革中(zhong)(zhong)被撤銷的地(di)市(shi)國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)得以恢復。湖南(nan)省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)主要(yao)(yao)領(ling)(ling)導(dao)(dao)積極(ji)與(yu)省(sheng)(sheng)(sheng)編辦(ban)溝(gou)(gou)通協調,確保市(shi)州國(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)在機構改(gai)革中(zhong)(zhong)“直屬特設機構性質不改(gai)變,人員編制不減少(shao),職能配置不弱化”。
二是指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)規劃(hua)逐步落實。國(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)連續三年(nian)印發了(le)年(nian)度(du)指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)計劃(hua),2012年(nian)將計劃(hua)具體分(fen)解細化為39項工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。北京(jing)、天津、四川等許多省(sheng)(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)重視(shi)制(zhi)訂本地(di)區指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)長遠規劃(hua)和年(nian)度(du)計劃(hua),明(ming)確(que)總體思路和重點(dian)任(ren)務(wu)(wu)。遼寧、云南(nan)、貴州等省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)還(huan)將完善國(guo)(guo)(guo)(guo)(guo)有資(zi)產(chan)管理(li)體制(zhi)、推動經營性國(guo)(guo)(guo)(guo)(guo)有資(zi)產(chan)集(ji)中統(tong)一(yi)監管等指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)任(ren)務(wu)(wu),寫入(ru)了(le)地(di)方(fang)“十(shi)二五(wu)”規劃(hua)綱要或政府工(gong)(gong)(gong)作(zuo)(zuo)(zuo)報告。不(bu)少(shao)地(di)方(fang)國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)進一(yi)步明(ming)確(que)指(zhi)(zhi)導(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的重點(dian)和步驟。湖北省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)提出(chu)2012年(nian)要重點(dian)“健全(quan)(quan)組(zu)織機構(gou)(gou)體系、健全(quan)(quan)指(zhi)(zhi)導(dao)(dao)監督(du)體系、健全(quan)(quan)基礎管理(li)體系、健全(quan)(quan)全(quan)(quan)覆(fu)蓋體系”。陜西省(sheng)(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)擬(ni)訂了(le)“確(que)保(bao)機構(gou)(gou)、完成單設、實現特設”的“三步走”計劃(hua),指(zhi)(zhi)導(dao)(dao)推動地(di)市級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)機構(gou)(gou)建設。
三是(shi)指導監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)(xin)息(xi)渠(qu)道進一步(bu)暢通。各級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)加大指導監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)(xin)息(xi)交流力度。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)辦(ban)公廳在(zai)《國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)工(gong)(gong)作(zuo)(zuo)(zuo)交流》中編(bian)發地(di)(di)(di)方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)專題,約請各省(sheng)級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)主(zhu)要負責(ze)同志(zhi)介紹(shao)本地(di)(di)(di)特色做法;監(jian)(jian)(jian)事會工(gong)(gong)作(zuo)(zuo)(zuo)局(ju)通過(guo)《國(guo)(guo)(guo)(guo)(guo)(guo)(guo)企(qi)監(jian)(jian)(jian)事會工(gong)(gong)作(zuo)(zuo)(zuo)》雜志(zhi),逐(zhu)省(sheng)(市(shi)、區(qu))介紹(shao)深化監(jian)(jian)(jian)事會工(gong)(gong)作(zuo)(zuo)(zuo)的經(jing)驗和成效;法規局(ju)繼續(xu)編(bian)發地(di)(di)(di)方(fang)工(gong)(gong)作(zuo)(zuo)(zuo)簡報,并在(zai)委(wei)(wei)機關(guan)網(wang)站上開(kai)辟了(le)(le)(le)專欄(lan)。天津、江(jiang)(jiang)蘇、重慶、甘肅等(deng)(deng)地(di)(di)(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)創辦(ban)了(le)(le)(le)指導監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)簡報、刊物、網(wang)站專欄(lan),搭建(jian)了(le)(le)(le)工(gong)(gong)作(zuo)(zuo)(zuo)交流平(ping)(ping)臺。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)系統(tong)還利用網(wang)絡平(ping)(ping)臺提(ti)高指導監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)(xin)息(xi)化水平(ping)(ping)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)評(ping)價局(ju)建(jian)立了(le)(le)(le)地(di)(di)(di)方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)業、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)系統(tong)監(jian)(jian)(jian)管(guan)企(qi)業和國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)上市(shi)公司的數據庫;產權局(ju)建(jian)立了(le)(le)(le)覆(fu)蓋全國(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)機構的產權登記、產權交易等(deng)(deng)產權管(guan)理(li)信(xin)(xin)息(xi)系統(tong);收益局(ju)建(jian)立了(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)本經(jing)營預算(suan)工(gong)(gong)作(zuo)(zuo)(zuo)信(xin)(xin)息(xi)系統(tong)。浙(zhe)江(jiang)(jiang)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)構建(jian)了(le)(le)(le)覆(fu)蓋全省(sheng)的國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)信(xin)(xin)息(xi)網(wang)絡平(ping)(ping)臺,做到(dao)“共享監(jian)(jian)(jian)管(guan)資(zi)(zi)(zi)(zi)源、凝聚監(jian)(jian)(jian)管(guan)合力”。
四是指導(dao)監(jian)(jian)(jian)督工(gong)(gong)作途徑方法不(bu)斷豐(feng)富。國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)宣(xuan)傳局聯合(he)上海、廣東、江西等(deng)省(sheng)市國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei),共同舉(ju)辦“中央企業(ye)先進精(jing)神巡回(hui)報告會”;紀委(wei)(wei)(wei)監(jian)(jian)(jian)察局邀請全(quan)(quan)國(guo)(guo)(guo)(guo)省(sheng)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)加入中央企業(ye)懲(cheng)防體(ti)系(xi)建(jian)(jian)設(she)促(cu)進組。浙江、江蘇等(deng)省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)主動(dong)爭取省(sheng)政(zheng)(zheng)府轉發了(le)(le)加強縣級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管工(gong)(gong)作的(de)(de)意見(jian),為(wei)(wei)指導(dao)縣級(ji)經(jing)營性國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產實現“全(quan)(quan)覆蓋、全(quan)(quan)過程、全(quan)(quan)方位”監(jian)(jian)(jian)管提供了(le)(le)政(zheng)(zheng)策(ce)依據。廣西自治(zhi)區(qu)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)組織開(kai)展了(le)(le)對(dui)地市級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)建(jian)(jian)章立(li)制(zhi)、執行政(zheng)(zheng)策(ce)法規制(zhi)度情況的(de)(de)集中檢查。一年多來,不(bu)少地方國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)積(ji)極探索建(jian)(jian)立(li)指導(dao)監(jian)(jian)(jian)督工(gong)(gong)作聯系(xi)點制(zhi)度。湖北省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)選擇13個縣級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei),河南省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)選擇10個省(sheng)直管試(shi)點縣,深入推廣“建(jian)(jian)設(she)大(da)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)、打(da)造大(da)平臺、配置大(da)資(zi)(zi)(zi)(zi)源”的(de)(de)經(jing)驗。一些(xie)省(sheng)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)還嘗(chang)試(shi)建(jian)(jian)立(li)對(dui)下級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)考(kao)核(he)評(ping)價(jia)機制(zhi)。山東、江西等(deng)省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)把體(ti)制(zhi)完(wan)善、國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管等(deng)專項工(gong)(gong)作作為(wei)(wei)主要指標,組織開(kai)展了(le)(le)對(dui)地市級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)考(kao)核(he)評(ping)價(jia)。云南省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)報請省(sheng)委(wei)(wei)(wei)、省(sheng)政(zheng)(zheng)府同意,將(jiang)16個州市國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管工(gong)(gong)作納(na)入當地政(zheng)(zheng)府業(ye)績(ji)考(kao)核(he)范疇(chou)。

經(jing)營性(xing)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)集(ji)中統(tong)(tong)一監(jian)管(guan)(guan)(guan)邁出新步(bu)伐。根據27個省級國(guo)(guo)(guo)資(zi)委(wei)(wei)的統(tong)(tong)計數據,2011年與(yu)2010年相比,14個省級國(guo)(guo)(guo)資(zi)委(wei)(wei)的監(jian)管(guan)(guan)(guan)覆(fu)蓋面有(you)所(suo)擴(kuo)大,湖北、海南(nan)等(deng)(deng)地(di)監(jian)管(guan)(guan)(guan)覆(fu)蓋面擴(kuo)大了5個百(bai)分點以上。繼4個直轄市(shi)實(shi)(shi)現監(jian)管(guan)(guan)(guan)全(quan)覆(fu)蓋之后,山(shan)東、河(he)北、江蘇、寧夏、青島等(deng)(deng)近(jin)20個省市(shi)國(guo)(guo)(guo)資(zi)委(wei)(wei)的監(jian)管(guan)(guan)(guan)覆(fu)蓋面超過或接近(jin)90%。長沙、鄭州、聊(liao)城等(deng)(deng)市(shi)實(shi)(shi)現了全(quan)覆(fu)蓋監(jian)管(guan)(guan)(guan)。上海、廣州等(deng)(deng)經(jing)濟發達地(di)區(qu)的大部(bu)分區(qu)縣也基本實(shi)(shi)現了經(jing)營性(xing)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)集(ji)中統(tong)(tong)一監(jian)管(guan)(guan)(guan)。特定行業(ye)和領域經(jing)營性(xing)國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)集(ji)中統(tong)(tong)一監(jian)管(guan)(guan)(guan)取(qu)得(de)一定突破。廣西、內蒙古、昆(kun)明(ming)、沈陽(yang)等(deng)(deng)地(di)國(guo)(guo)(guo)資(zi)委(wei)(wei)將(jiang)(jiang)金融(rong)企業(ye)納(na)入監(jian)管(guan)(guan)(guan)范圍(wei),深(shen)圳等(deng)(deng)地(di)國(guo)(guo)(guo)資(zi)委(wei)(wei)將(jiang)(jiang)文(wen)化、科技企業(ye)納(na)入監(jian)管(guan)(guan)(guan)范圍(wei),陜(shan)西省國(guo)(guo)(guo)資(zi)委(wei)(wei)將(jiang)(jiang)事業(ye)單位改制企業(ye)納(na)入監(jian)管(guan)(guan)(guan)范圍(wei)。

回顧國資(zi)(zi)(zi)委(wei)系統開展(zhan)指導(dao)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)三(san)年實(shi)踐,在(zai)各級國資(zi)(zi)(zi)委(wei)的(de)(de)(de)(de)努力(li)(li)(li)下,實(shi)現了(le)五個(ge)推(tui)(tui)動(dong)(dong):一(yi)是(shi)(shi)推(tui)(tui)動(dong)(dong)了(le)地(di)方(fang)國有資(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)體制的(de)(de)(de)(de)完善;二是(shi)(shi)推(tui)(tui)動(dong)(dong)了(le)地(di)方(fang)國資(zi)(zi)(zi)委(wei)依法履行出資(zi)(zi)(zi)人(ren)職(zhi)責;三(san)是(shi)(shi)推(tui)(tui)動(dong)(dong)了(le)國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)大(da)格局的(de)(de)(de)(de)形(xing)成(cheng);四是(shi)(shi)推(tui)(tui)動(dong)(dong)了(le)地(di)方(fang)做(zuo)強做(zuo)優(you)優(you)勢特色企業(ye);五是(shi)(shi)推(tui)(tui)動(dong)(dong)了(le)地(di)方(fang)國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)隊(dui)伍素質(zhi)的(de)(de)(de)(de)提升。在(zai)充分肯定成(cheng)績的(de)(de)(de)(de)同時,我們也要(yao)清醒地(di)認識到,當前指導(dao)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)仍然存在(zai)一(yi)些不(bu)容忽(hu)視的(de)(de)(de)(de)薄弱環節(jie)和問(wen)題。比(bi)如,國資(zi)(zi)(zi)委(wei)系統指導(dao)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)進展(zhan)明顯不(bu)平衡(heng),少數地(di)方(fang)開展(zhan)指導(dao)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)存在(zai)畏(wei)難情緒,工(gong)(gong)(gong)作(zuo)力(li)(li)(li)度(du)不(bu)夠;有的(de)(de)(de)(de)地(di)方(fang)國資(zi)(zi)(zi)委(wei)在(zai)指導(dao)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)中重點(dian)不(bu)突出,工(gong)(gong)(gong)作(zuo)措施流(liu)于形(xing)式,針對性(xing)不(bu)強;還(huan)有的(de)(de)(de)(de)地(di)方(fang)國資(zi)(zi)(zi)委(wei)綜合(he)指導(dao)與專業(ye)指導(dao)相互脫節(jie),未能形(xing)成(cheng)指導(dao)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)(de)合(he)力(li)(li)(li)。這(zhe)些問(wen)題需(xu)要(yao)我們在(zai)下一(yi)步(bu)工(gong)(gong)(gong)作(zuo)中認真加以解(jie)決(jue)。

黨(dang)的(de)十八(ba)大(da)和(he)中央經濟工(gong)(gong)作(zuo)會(hui)議(yi)(yi)明確(que)強調,要(yao)(yao)(yao)毫不(bu)動(dong)搖(yao)鞏(gong)固和(he)發展公有(you)制(zhi)經濟,深化(hua)國(guo)有(you)企業改(gai)革(ge),完善各類(lei)國(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)體制(zhi),不(bu)斷增(zeng)強國(guo)有(you)經濟的(de)活力、控制(zhi)力、影響力。這既是對黨(dang)的(de)十六大(da)以來(lai)國(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)體制(zhi)改(gai)革(ge)成效的(de)充分肯(ken)定,也為我們進(jin)一步加強指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)指(zhi)(zhi)明了方(fang)向。剛剛閉幕的(de)全(quan)國(guo)國(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)(jian)督(du)管(guan)(guan)理(li)工(gong)(gong)作(zuo)會(hui)議(yi)(yi)深入(ru)分析了當(dang)前經濟形(xing)勢,明確(que)了今年國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)的(de)總體要(yao)(yao)(yao)求和(he)主要(yao)(yao)(yao)任務。我們要(yao)(yao)(yao)深刻領會(hui)并認真貫(guan)徹黨(dang)的(de)十八(ba)大(da)、中央經濟工(gong)(gong)作(zuo)會(hui)議(yi)(yi)和(he)全(quan)國(guo)國(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)(jian)督(du)管(guan)(guan)理(li)工(gong)(gong)作(zuo)會(hui)議(yi)(yi)精神,適應(ying)新形(xing)勢新任務新要(yao)(yao)(yao)求,在深入(ru)推進(jin)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)中,以加快完善國(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)體制(zhi)為核心任務,堅持(chi)國(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)體制(zhi)改(gai)革(ge)的(de)正確(que)方(fang)向,立(li)足提高國(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)水平,繼續開創(chuang)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)新局面。今年指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)的(de)重點任務是:
(一)繼續完善國資委的(de)機構性質和職能定(ding)位。
正(zheng)確把(ba)握國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)(de)(de)(de)機(ji)構(gou)(gou)性(xing)質(zhi)(zhi)和(he)職(zhi)能(neng)定(ding)位(wei),是(shi)完善企(qi)(qi)業(ye)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)體制的(de)(de)(de)(de)(de)重要內容。國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作為(wei)政(zheng)府(fu)直屬特設機(ji)構(gou)(gou)的(de)(de)(de)(de)(de)性(xing)質(zhi)(zhi)定(ding)位(wei),體現了(le)我們專(zhuan)門履行(xing)出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)職(zhi)責、專(zhuan)司(si)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan),不(bu)(bu)同于行(xing)政(zheng)部門行(xing)使(shi)社會(hui)(hui)公(gong)共管(guan)(guan)理(li)職(zhi)能(neng)的(de)(de)(de)(de)(de)根本(ben)特征(zheng)。王勇主(zhu)任(ren)在《十八(ba)大報告輔導(dao)讀本(ben)》中(zhong),專(zhuan)門就這個(ge)問題(ti)撰(zhuan)寫了(le)輔導(dao)文章,國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統(tong)要深入學(xue)習領會(hui)(hui)。要繼續堅持(chi)(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)體制改(gai)革的(de)(de)(de)(de)(de)“五項原(yuan)則”,即堅持(chi)(chi)社會(hui)(hui)主(zhu)義基本(ben)經(jing)(jing)濟制度和(he)市場經(jing)(jing)濟改(gai)革方向(xiang),堅持(chi)(chi)政(zheng)企(qi)(qi)分(fen)(fen)(fen)開、政(zheng)資(zi)(zi)(zi)(zi)分(fen)(fen)(fen)開、所有(you)權(quan)和(he)經(jing)(jing)營權(quan)相分(fen)(fen)(fen)離,堅持(chi)(chi)“國(guo)(guo)(guo)家所有(you)、分(fen)(fen)(fen)級代表”,堅持(chi)(chi)“權(quan)利、義務和(he)責任(ren)相統(tong)一,管(guan)(guan)資(zi)(zi)(zi)(zi)產(chan)(chan)和(he)管(guan)(guan)人(ren)、管(guan)(guan)事相結(jie)合”,堅持(chi)(chi)省(sheng)和(he)地市兩(liang)級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作為(wei)政(zheng)府(fu)直屬特設機(ji)構(gou)(gou)的(de)(de)(de)(de)(de)性(xing)質(zhi)(zhi)定(ding)位(wei)不(bu)(bu)動搖(yao)。否則就會(hui)(hui)回歸(gui)政(zheng)企(qi)(qi)不(bu)(bu)分(fen)(fen)(fen)、政(zheng)資(zi)(zi)(zi)(zi)不(bu)(bu)分(fen)(fen)(fen)的(de)(de)(de)(de)(de)舊體制。要依(yi)(yi)法保(bao)持(chi)(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)機(ji)構(gou)(gou)的(de)(de)(de)(de)(de)專(zhuan)門性(xing)和(he)獨立性(xing),國(guo)(guo)(guo)務院、省(sheng)和(he)地市三級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)都必須(xu)依(yi)(yi)法設立,不(bu)(bu)能(neng)因監(jian)(jian)管(guan)(guan)資(zi)(zi)(zi)(zi)產(chan)(chan)類(lei)型的(de)(de)(de)(de)(de)多樣化而改(gai)變各級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)直屬特設機(ji)構(gou)(gou)的(de)(de)(de)(de)(de)性(xing)質(zhi)(zhi)。此外(wai),國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作為(wei)出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)機(ji)構(gou)(gou)應有(you)的(de)(de)(de)(de)(de)法定(ding)職(zhi)責至今仍不(bu)(bu)到位(wei)的(de)(de)(de)(de)(de),要抓緊落實(shi)到位(wei)。要處理(li)好出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)行(xing)使(shi)所有(you)權(quan)與企(qi)(qi)業(ye)行(xing)使(shi)經(jing)(jing)營權(quan)的(de)(de)(de)(de)(de)關系(xi),搞準出(chu)(chu)資(zi)(zi)(zi)(zi)人(ren)機(ji)構(gou)(gou)的(de)(de)(de)(de)(de)監(jian)(jian)管(guan)(guan)定(ding)位(wei),并切實(shi)做到不(bu)(bu)缺位(wei)、不(bu)(bu)錯(cuo)位(wei)、不(bu)(bu)越(yue)位(wei)。

健全企業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)(zhi)度(du)體系(xi),是推動完(wan)善新體制(zhi)(zhi)(zhi)(zhi)的(de)重要抓(zhua)手。黨(dang)的(de)十八大報(bao)告強調指出,“要把制(zhi)(zhi)(zhi)(zhi)度(du)建(jian)設擺(bai)在(zai)(zai)突出位置”,“構建(jian)系(xi)統(tong)完(wan)備、科學規(gui)范、運行有(you)(you)效的(de)制(zhi)(zhi)(zhi)(zhi)度(du)體系(xi),使(shi)各方(fang)(fang)面(mian)制(zhi)(zhi)(zhi)(zhi)度(du)更加(jia)(jia)成熟更加(jia)(jia)定型(xing)。”這(zhe)說明(ming),要完(wan)善國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)體制(zhi)(zhi)(zhi)(zhi),應當(dang)更加(jia)(jia)重視法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)(zhi)度(du)建(jian)設。近(jin)十年(nian)來,經(jing)過國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)系(xi)統(tong)的(de)共同努力,在(zai)(zai)立法(fa)(fa)機關支(zhi)持下,以(yi)《企業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)法(fa)(fa)》為(wei)龍頭,以(yi)《企業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)督管(guan)(guan)(guan)理(li)(li)暫行條例》為(wei)基礎(chu),以(yi)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)規(gui)章(zhang)、規(gui)范性文件為(wei)主(zhu)要內容的(de)企業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)(zhi)度(du)體系(xi)已經(jing)基本形成。下一步(bu)在(zai)(zai)深入開展(zhan)指導監(jian)督工作(zuo)中,要適(shi)應完(wan)善新體制(zhi)(zhi)(zhi)(zhi)的(de)需要,更加(jia)(jia)注重總結監(jian)管(guan)(guan)(guan)體制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge)的(de)經(jing)驗,并(bing)將經(jing)驗上升為(wei)制(zhi)(zhi)(zhi)(zhi)度(du)。要學習湖(hu)北、山東(dong)等省的(de)好做法(fa)(fa),加(jia)(jia)快(kuai)推動各地抓(zhua)緊(jin)出臺地方(fang)(fang)企業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)條例,不斷探索健全國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)各種制(zhi)(zhi)(zhi)(zhi)度(du)規(gui)范。要適(shi)時組織(zhi)對現有(you)(you)國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)規(gui)章(zhang)、規(gui)范性文件的(de)清理(li)(li),明(ming)確“立、改(gai)、廢”的(de)要求,努力為(wei)各級國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)行權履(lv)責提供成熟完(wan)備的(de)制(zhi)(zhi)(zhi)(zhi)度(du)依據。
(三)不斷完善國資監管(guan)組織(zhi)體(ti)系和工作體(ti)系。
推(tui)動(dong)(dong)完善國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)組織體系(xi)和(he)工(gong)(gong)作體系(xi),是(shi)開(kai)展(zhan)指導監(jian)(jian)(jian)(jian)(jian)督工(gong)(gong)作的(de)(de)一項(xiang)基(ji)(ji)本內(nei)容(rong)。要(yao)繼(ji)續(xu)推(tui)動(dong)(dong)地市(shi)單獨(du)設(she)立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構(gou)(gou)。沒有(you)設(she)立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構(gou)(gou)的(de)(de)地市(shi),要(yao)力爭通過三年(nian)努力全部予以(yi)設(she)立。縣級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)要(yao)全面實(shi)現明確責(ze)任主體,并推(tui)動(dong)(dong)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)數量較大(da)(da)、具備條(tiao)件的(de)(de)縣設(she)立國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構(gou)(gou)。要(yao)繼(ji)續(xu)深入探索國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作規律,鼓勵從各地實(shi)際情況出發,針對當(dang)前(qian)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委行權(quan)履責(ze)存(cun)在的(de)(de)突出矛盾和(he)問(wen)題,突出國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作重點。要(yao)進一步充實(shi)完善以(yi)主業(ye)(ye)核定、業(ye)(ye)績考核、薪酬分配(pei)、企業(ye)(ye)領(ling)導人(ren)員(yuan)任免(mian)和(he)財務評價、產(chan)權(quan)管(guan)(guan)(guan)(guan)理(li)、監(jian)(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)(jian)督、風險管(guan)(guan)(guan)(guan)控為主線的(de)(de)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作閉環,加快(kuai)健全全國(guo)(guo)(guo)統(tong)一的(de)(de)企業(ye)(ye)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)基(ji)(ji)礎(chu)管(guan)(guan)(guan)(guan)理(li)工(gong)(gong)作體系(xi),大(da)(da)力提高(gao)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)基(ji)(ji)礎(chu)管(guan)(guan)(guan)(guan)理(li)工(gong)(gong)作水平,不斷增(zeng)強國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作效率。

推進(jin)經營性國(guo)有(you)資(zi)產(chan)集中統一監(jian)(jian)管(guan),是(shi)在(zai)市場(chang)經濟(ji)條件(jian)下實現(xian)更(geng)大范圍(wei)、更(geng)高層次、更(geng)廣領域(yu)(yu)優化配(pei)置國(guo)有(you)資(zi)源的(de)客觀需要,也是(shi)更(geng)好(hao)地遵循市場(chang)經濟(ji)規律和企業發展(zhan)規律的(de)必然要求。當前,要密切關注特定行業和領域(yu)(yu)新(xin)(xin)一輪(lun)國(guo)有(you)資(zi)產(chan)管(guan)理(li)體制改革情(qing)況,盡(jin)可能避免對現(xian)行國(guo)資(zi)監(jian)(jian)管(guan)體制產(chan)生(sheng)負面影(ying)響(xiang)。要繼續探索對地方金融、文化、自然資(zi)源等領域(yu)(yu)經營性國(guo)有(you)資(zi)產(chan)的(de)監(jian)(jian)管(guan),按照政企分(fen)開、政資(zi)分(fen)開原則,積極主動向地方黨委、政府提出有(you)關改革的(de)意見、建議,做好(hao)與有(you)關部門的(de)溝通協(xie)調,不斷健全國(guo)有(you)資(zi)產(chan)出資(zi)人制度,防止出現(xian)“多龍(long)治資(zi)”、條塊分(fen)割的(de)格局。要以維護、鞏固、完(wan)善(shan)新(xin)(xin)體制為目標,審慎探索直接(jie)持股、股權(quan)代持、委托(tuo)監(jian)(jian)管(guan)等形式,不斷創新(xin)(xin)國(guo)資(zi)委行權(quan)履責、加強監(jian)(jian)管(guan)的(de)有(you)效途徑和方式。
(五(wu))著力打造地(di)方國有優勢特(te)色企(qi)業。
積極推(tui)動(dong)打(da)造(zao)地(di)(di)(di)(di)方(fang)(fang)國(guo)有(you)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),既有(you)利(li)于發(fa)(fa)揮(hui)地(di)(di)(di)(di)方(fang)(fang)國(guo)有(you)經(jing)(jing)濟(ji)的(de)(de)主導作(zuo)用(yong),也有(you)利(li)于筑牢實(shi)體經(jing)(jing)濟(ji)這個(ge)堅實(shi)基(ji)礎。因此,深入開展指導監(jian)(jian)督工作(zuo),應當在(zai)推(tui)動(dong)打(da)造(zao)地(di)(di)(di)(di)方(fang)(fang)國(guo)有(you)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)上下更大(da)功夫。要(yao)(yao)緊密結合(he)本(ben)地(di)(di)(di)(di)區發(fa)(fa)展規劃,立足當地(di)(di)(di)(di)自然(ran)條件、區位(wei)特(te)(te)點(dian)、資(zi)(zi)源(yuan)(yuan)狀況和產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)基(ji)礎,深入論證并找準本(ben)地(di)(di)(di)(di)區國(guo)有(you)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)發(fa)(fa)展方(fang)(fang)向。要(yao)(yao)指導監(jian)(jian)管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)加(jia)快轉(zhuan)型升級(ji),調整(zheng)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)結構、推(tui)進(jin)自主創新(xin)、優(you)化(hua)內部資(zi)(zi)源(yuan)(yuan)配置、實(shi)施企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)重組(zu)整(zheng)合(he)和推(tui)進(jin)國(guo)際化(hua)經(jing)(jing)營,進(jin)一步轉(zhuan)變發(fa)(fa)展方(fang)(fang)式(shi),從而打(da)造(zao)一批具有(you)競爭力(li)(li)(li)和影響力(li)(li)(li)的(de)(de)地(di)(di)(di)(di)方(fang)(fang)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)。要(yao)(yao)將培(pei)(pei)育(yu)知名(ming)品(pin)(pin)牌(pai)作(zuo)為打(da)造(zao)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)重要(yao)(yao)抓(zhua)手,注意(yi)指導監(jian)(jian)管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)制定實(shi)施品(pin)(pin)牌(pai)戰略,在(zai)深入挖掘傳統特(te)(te)色(se)(se)(se)品(pin)(pin)牌(pai)資(zi)(zi)源(yuan)(yuan)、鞏固(gu)擴大(da)其(qi)影響力(li)(li)(li)的(de)(de)基(ji)礎上,結合(he)市(shi)場(chang)和企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)產(chan)品(pin)(pin)結構發(fa)(fa)展變化(hua),積極培(pei)(pei)育(yu)新(xin)品(pin)(pin)牌(pai)。要(yao)(yao)通過(guo)打(da)造(zao)地(di)(di)(di)(di)方(fang)(fang)國(guo)有(you)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),更好地(di)(di)(di)(di)發(fa)(fa)揮(hui)地(di)(di)(di)(di)方(fang)(fang)國(guo)有(you)經(jing)(jing)濟(ji)引領、輻射和帶動(dong)作(zuo)用(yong),努力(li)(li)(li)實(shi)現“培(pei)(pei)育(yu)一個(ge)龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),形成(cheng)一個(ge)優(you)勢產(chan)業(ye)(ye)(ye)(ye)(ye)(ye),帶動(dong)一方(fang)(fang)經(jing)(jing)濟(ji)發(fa)(fa)展”。在(zai)打(da)造(zao)地(di)(di)(di)(di)方(fang)(fang)優(you)勢特(te)(te)色(se)(se)(se)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)中,還要(yao)(yao)特(te)(te)別關注地(di)(di)(di)(di)方(fang)(fang)融資(zi)(zi)平(ping)臺公司(si)風險防范(fan)問(wen)題,要(yao)(yao)結合(he)新(xin)形勢,進(jin)一步指導下級(ji)國(guo)資(zi)(zi)委密切關注系統內融資(zi)(zi)平(ping)臺公司(si)的(de)(de)運(yun)行,加(jia)強對其(qi)經(jing)(jing)營模式(shi)、治理結構、融資(zi)(zi)規模和償債能力(li)(li)(li)的(de)(de)跟蹤監(jian)(jian)管。前一階段,一些地(di)(di)(di)(di)方(fang)(fang)推(tui)進(jin)融資(zi)(zi)平(ping)臺公司(si)適時轉(zhuan)型并有(you)效(xiao)加(jia)強運(yun)營風險防控,這一做法值得各地(di)(di)(di)(di)學習(xi)借(jie)鑒。
(六)深入構建(jian)國(guo)資監(jian)管大(da)格局。
在(zai)(zai)(zai)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系統推(tui)動(dong)構(gou)建國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)大(da)格(ge)局,是(shi)(shi)國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)作(zuo)出的(de)(de)(de)(de)一(yi)(yi)項重(zhong)要(yao)戰略部署。一(yi)(yi)年多來(lai),各地(di)(di)在(zai)(zai)(zai)推(tui)動(dong)構(gou)建國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)大(da)格(ge)局方(fang)面(mian),取(qu)得了良好(hao)(hao)(hao)(hao)效果。下(xia)一(yi)(yi)步,要(yao)突(tu)出抓好(hao)(hao)(hao)(hao)“三個著(zhu)力(li)(li)”:一(yi)(yi)是(shi)(shi)著(zhu)力(li)(li)推(tui)動(dong)本(ben)地(di)(di)區(qu)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)的(de)(de)(de)(de)集中優(you)化配置(zhi)。要(yao)把(ba)本(ben)地(di)(di)區(qu)的(de)(de)(de)(de)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)和(he)(he)中央企(qi)業、兄弟省市(shi)在(zai)(zai)(zai)本(ben)地(di)(di)區(qu)的(de)(de)(de)(de)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)放在(zai)(zai)(zai)一(yi)(yi)個大(da)平(ping)臺上(shang)(shang)進行優(you)化配置(zhi),使(shi)這些(xie)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)在(zai)(zai)(zai)本(ben)地(di)(di)區(qu)形(xing)成(cheng)(cheng)更大(da)的(de)(de)(de)(de)競爭優(you)勢。二是(shi)(shi)著(zhu)力(li)(li)深(shen)化央地(di)(di)合(he)作(zuo)和(he)(he)區(qu)域合(he)作(zuo)。要(yao)注意完善央地(di)(di)合(he)作(zuo)的(de)(de)(de)(de)協調(diao)機(ji)制(zhi),以出資(zi)(zi)(zi)(zi)關系為基(ji)礎,充分尊(zun)重(zhong)市(shi)場(chang)規律,深(shen)入做好(hao)(hao)(hao)(hao)合(he)作(zuo)項目的(de)(de)(de)(de)研究論(lun)證(zheng),避(bi)免重(zhong)復建設和(he)(he)資(zi)(zi)(zi)(zi)源浪費,不(bu)(bu)搞“拉(la)郎(lang)配”。要(yao)正(zheng)確(que)處理好(hao)(hao)(hao)(hao)“借梯上(shang)(shang)樓”與(yu)(yu)自我發展(zhan)的(de)(de)(de)(de)關系,把(ba)引入外部資(zi)(zi)(zi)(zi)源與(yu)(yu)做強做優(you)本(ben)地(di)(di)企(qi)業有(you)機(ji)結合(he)起來(lai)。三是(shi)(shi)著(zhu)力(li)(li)創造有(you)利于國(guo)(guo)有(you)企(qi)業改革(ge)發展(zhan)的(de)(de)(de)(de)良好(hao)(hao)(hao)(hao)環境。具體來(lai)說(shuo),要(yao)做好(hao)(hao)(hao)(hao)以下(xia)工作(zuo):對(dui)上(shang)(shang)要(yao)加強請示匯(hui)報,主(zhu)動(dong)爭取(qu)當(dang)地(di)(di)黨政主(zhu)要(yao)領導(dao)的(de)(de)(de)(de)重(zhong)視與(yu)(yu)支持(chi);對(dui)外要(yao)積(ji)極(ji)(ji)做好(hao)(hao)(hao)(hao)與(yu)(yu)有(you)關部門的(de)(de)(de)(de)溝(gou)通協調(diao),努力(li)(li)形(xing)成(cheng)(cheng)支持(chi)國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)改革(ge)發展(zhan)的(de)(de)(de)(de)共識和(he)(he)合(he)力(li)(li);對(dui)下(xia)要(yao)積(ji)極(ji)(ji)做好(hao)(hao)(hao)(hao)指導(dao)和(he)(he)服務,為監(jian)管(guan)企(qi)業和(he)(he)下(xia)級國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)提(ti)供方(fang)向(xiang)指引和(he)(he)撐腰支持(chi);對(dui)社(she)會要(yao)積(ji)極(ji)(ji)做好(hao)(hao)(hao)(hao)輿論(lun)宣(xuan)傳,努力(li)(li)創造全社(she)會支持(chi)國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)改革(ge)發展(zhan)的(de)(de)(de)(de)良好(hao)(hao)(hao)(hao)外部環境;對(dui)內要(yao)積(ji)極(ji)(ji)做好(hao)(hao)(hao)(hao)實踐(jian)總(zong)結和(he)(he)理論(lun)研究,不(bu)(bu)斷提(ti)高國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)工作(zuo)能力(li)(li)和(he)(he)水平(ping)。
三(san)、 扎實做(zuo)好指導監督工作(zuo)的幾點要求
今年是全面(mian)貫徹黨的(de)(de)十八大精神的(de)(de)開局之年,也(ye)是落實(shi)“十二五”指導監(jian)督(du)工作主要任務(wu)的(de)(de)重要一年。各(ge)地(di)國資委要根據黨的(de)(de)十八大和中央經濟工作會議精神,按照全國國資監(jian)管工作會議的(de)(de)要求,立足本地(di)實(shi)際,努(nu)力將指導監(jian)督(du)工作推向深入。在(zai)這(zhe)里,我提出五點要求:
(一) 進一步(bu)提高深(shen)入(ru)開(kai)展指(zhi)導監督(du)工作重(zhong)要性的認識。
上級國(guo)(guo)(guo)資(zi)(zi)委對下級政府的(de)(de)(de)國(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)工作(zuo)進行指(zhi)導和監(jian)(jian)(jian)督,是(shi)國(guo)(guo)(guo)資(zi)(zi)委承(cheng)擔的(de)(de)(de)一項(xiang)法定職責(ze),也是(shi)維護國(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)“國(guo)(guo)(guo)家所有”的(de)(de)(de)一項(xiang)重(zhong)(zhong)要(yao)(yao)(yao)制(zhi)(zhi)度安(an)排。應當強調(diao)(diao),國(guo)(guo)(guo)資(zi)(zi)委系統(tong)(tong)承(cheng)擔的(de)(de)(de)出資(zi)(zi)人職責(ze)和面上監(jian)(jian)(jian)管(guan)職責(ze),是(shi)緊(jin)密(mi)聯系、有機統(tong)(tong)一的(de)(de)(de)。衡量和評(ping)價國(guo)(guo)(guo)資(zi)(zi)委工作(zuo)成(cheng)效,不(bu)(bu)僅要(yao)(yao)(yao)看(kan)出資(zi)(zi)人職責(ze)履行得(de)好(hao)不(bu)(bu)好(hao),還要(yao)(yao)(yao)看(kan)面上監(jian)(jian)(jian)管(guan)的(de)(de)(de)指(zhi)導監(jian)(jian)(jian)督職責(ze)履行得(de)好(hao)不(bu)(bu)好(hao)。這兩方面工作(zuo)同(tong)等(deng)重(zhong)(zhong)要(yao)(yao)(yao)、缺一不(bu)(bu)可。各地國(guo)(guo)(guo)資(zi)(zi)委一定要(yao)(yao)(yao)認真貫徹落實黨的(de)(de)(de)十八大精神,自(zi)覺將指(zhi)導監(jian)(jian)(jian)督工作(zuo)放(fang)到推動完善國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)體(ti)制(zhi)(zhi)的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)(yao)舉措(cuo)上來(lai)認識(shi)(shi)(shi),放(fang)到確保(bao)全(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)政策協調(diao)(diao)統(tong)(tong)一的(de)(de)(de)高度上來(lai)認識(shi)(shi)(shi),放(fang)到保(bao)障實現“十二五”時期國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企改革(ge)發(fa)展“兩新目標”的(de)(de)(de)迫(po)切(qie)需(xu)要(yao)(yao)(yao)上來(lai)認識(shi)(shi)(shi),放(fang)到進一步加強國(guo)(guo)(guo)資(zi)(zi)委系統(tong)(tong)自(zi)身建設的(de)(de)(de)內(nei)在要(yao)(yao)(yao)求上來(lai)認識(shi)(shi)(shi)。
(二)全面落實指導監督工(gong)作各(ge)項規定和制度要求。
各地(di)國(guo)(guo)(guo)資(zi)委(wei)(wei)要繼續按照《地(di)方國(guo)(guo)(guo)有(you)資(zi)產監(jian)(jian)(jian)管工(gong)作指導監(jian)(jian)(jian)督(du)辦法(fa)》(國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)委(wei)(wei)令第25號),進一步(bu)明確(que)指導監(jian)(jian)(jian)督(du)工(gong)作的(de)主(zhu)要職(zhi)責和(he)(he)要求。要認(ren)(ren)真執(zhi)行(xing)(xing)立法(fa)備案、依法(fa)實施督(du)查和(he)(he)重(zhong)大事項報告等規定,切實做(zuo)到下(xia)級國(guo)(guo)(guo)資(zi)委(wei)(wei)制定的(de)規范(fan)性文件,及(ji)(ji)(ji)時報送(song)上級國(guo)(guo)(guo)資(zi)委(wei)(wei)備案;下(xia)級國(guo)(guo)(guo)資(zi)委(wei)(wei)機構設置(zhi)、監(jian)(jian)(jian)管范(fan)圍發生重(zhong)大變動等情(qing)況(kuang),及(ji)(ji)(ji)時報告上級國(guo)(guo)(guo)資(zi)委(wei)(wei)。要嚴格按照指導監(jian)(jian)(jian)督(du)工(gong)作事項和(he)(he)方式(shi)的(de)規定,認(ren)(ren)真履(lv)行(xing)(xing)好(hao)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管工(gong)作中逐級監(jian)(jian)(jian)督(du)職(zhi)責,對一些地(di)方出現的(de)不符合改(gai)革方向和(he)(he)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管政(zheng)策法(fa)律規定的(de)做(zuo)法(fa),上級國(guo)(guo)(guo)資(zi)委(wei)(wei)應當(dang)(dang)及(ji)(ji)(ji)時與當(dang)(dang)地(di)政(zheng)府及(ji)(ji)(ji)國(guo)(guo)(guo)資(zi)委(wei)(wei)溝(gou)通協調,提(ti)出改(gai)進的(de)意(yi)見和(he)(he)建(jian)議。
(三)切實搞好綜(zong)合(he)指導和專業指導的協(xie)調聯(lian)動。
指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)涉及面(mian)廣、綜(zong)(zong)合(he)性強。各地國(guo)資(zi)(zi)(zi)委要(yao)進一(yi)步將(jiang)綜(zong)(zong)合(he)指(zhi)(zhi)導(dao)(dao)(dao)和(he)專業(ye)(ye)(ye)(ye)指(zhi)(zhi)導(dao)(dao)(dao)有(you)機(ji)結合(he)起來,充分(fen)(fen)調動(dong)兩個方(fang)面(mian)的(de)積極性。綜(zong)(zong)合(he)指(zhi)(zhi)導(dao)(dao)(dao)要(yao)以推動(dong)完善國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)體制、加快實現經營性國(guo)有(you)資(zi)(zi)(zi)產集中統一(yi)監(jian)(jian)(jian)管(guan)、指(zhi)(zhi)導(dao)(dao)(dao)地方(fang)發揮(hui)國(guo)有(you)經濟主(zhu)導(dao)(dao)(dao)作(zuo)(zuo)(zuo)用等為重點(dian),牽頭制定年度指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)計(ji)劃,組(zu)織落實各項(xiang)工(gong)(gong)作(zuo)(zuo)(zuo)任務(wu)(wu),及時總結分(fen)(fen)析面(mian)上情況,注(zhu)意(yi)發揮(hui)綜(zong)(zong)合(he)歸(gui)口、協調服(fu)務(wu)(wu)的(de)作(zuo)(zuo)(zuo)用。專業(ye)(ye)(ye)(ye)指(zhi)(zhi)導(dao)(dao)(dao)要(yao)按照(zhao)本(ben)業(ye)(ye)(ye)(ye)務(wu)(wu)領(ling)域的(de)職(zhi)(zhi)(zhi)責分(fen)(fen)工(gong)(gong),細化(hua)(hua)和(he)規范(fan)專業(ye)(ye)(ye)(ye)工(gong)(gong)作(zuo)(zuo)(zuo)流程,強化(hua)(hua)全(quan)(quan)系統專業(ye)(ye)(ye)(ye)培訓,宣傳(chuan)學習好本(ben)業(ye)(ye)(ye)(ye)務(wu)(wu)領(ling)域的(de)新政策(ce)和(he)新要(yao)求,不斷推進國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)專業(ye)(ye)(ye)(ye)領(ling)域工(gong)(gong)作(zuo)(zuo)(zuo)的(de)深化(hua)(hua)和(he)提高。要(yao)按照(zhao)提高工(gong)(gong)作(zuo)(zuo)(zuo)效率和(he)執行力(li)的(de)要(yao)求,優化(hua)(hua)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)的(de)職(zhi)(zhi)(zhi)能配(pei)置,綜(zong)(zong)合(he)歸(gui)口處室要(yao)大膽牽頭,切實履行好匯總信息、綜(zong)(zong)合(he)指(zhi)(zhi)導(dao)(dao)(dao)、協調服(fu)務(wu)(wu)等職(zhi)(zhi)(zhi)責,注(zhu)意(yi)凝聚工(gong)(gong)作(zuo)(zuo)(zuo)合(he)力(li),整合(he)業(ye)(ye)(ye)(ye)務(wu)(wu)資(zi)(zi)(zi)源,避免(mian)單兵作(zuo)(zuo)(zuo)戰。有(you)關業(ye)(ye)(ye)(ye)務(wu)(wu)處室要(yao)立足國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)全(quan)(quan)局,按照(zhao)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)的(de)統一(yi)部署,積極開展國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)各項(xiang)專業(ye)(ye)(ye)(ye)工(gong)(gong)作(zuo)(zuo)(zuo),提高指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)督專業(ye)(ye)(ye)(ye)工(gong)(gong)作(zuo)(zuo)(zuo)水平。
(四(si))進(jin)一步增強指導監督工作的(de)針對性和有效性。
指(zhi)導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)開(kai)展得(de)好(hao)(hao)不好(hao)(hao),很大(da)(da)程度上取(qu)決于我們工(gong)作(zuo)(zuo)的(de)(de)(de)針對性(xing)和(he)(he)有效(xiao)性(xing)。各地國(guo)資(zi)(zi)委(wei)要(yao)緊緊圍繞“十(shi)二五”國(guo)資(zi)(zi)監(jian)管的(de)(de)(de)主要(yao)任務和(he)(he)重(zhong)點(dian)(dian)問(wen)題(ti),結合本地區(qu)實際,注意分階段(duan)選擇(ze)一(yi)兩(liang)個重(zhong)點(dian)(dian),力爭(zheng)實現重(zhong)點(dian)(dian)突(tu)(tu)破。要(yao)不斷豐富(fu)工(gong)作(zuo)(zuo)手段(duan),采取(qu)召(zhao)開(kai)片(pian)區(qu)座談會、出(chu)臺規范性(xing)文件、與下(xia)(xia)級政府溝通協調(diao)等(deng)形式(shi),及時指(zhi)導(dao)(dao)、幫助下(xia)(xia)級國(guo)資(zi)(zi)委(wei)解決工(gong)作(zuo)(zuo)中遇到的(de)(de)(de)突(tu)(tu)出(chu)問(wen)題(ti)。要(yao)進一(yi)步搭(da)建和(he)(he)完(wan)善網絡、簡(jian)報、期刊(kan)等(deng)信(xin)息交流平臺,及時總結交流國(guo)資(zi)(zi)監(jian)管的(de)(de)(de)好(hao)(hao)做法、好(hao)(hao)經驗,擴大(da)(da)先(xian)進典型的(de)(de)(de)示范效(xiao)應。要(yao)切實轉變(bian)指(zhi)導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)的(de)(de)(de)作(zuo)(zuo)風,加強(qiang)調(diao)查研(yan)究,主動到工(gong)作(zuo)(zuo)難度大(da)(da)、困難問(wen)題(ti)多的(de)(de)(de)下(xia)(xia)級國(guo)資(zi)(zi)委(wei)了解情況(kuang),掌握(wo)第一(yi)手材料,取(qu)得(de)工(gong)作(zuo)(zuo)的(de)(de)(de)主動權。
(五)繼續加(jia)強(qiang)指導監督(du)工作隊伍建設(she)。
指(zhi)導(dao)監督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)任務(wu)繁重(zhong),政(zheng)策(ce)性強,協調服務(wu)要(yao)(yao)求(qiu)高,必須把加(jia)強隊伍(wu)建設放到(dao)重(zhong)要(yao)(yao)位置。從事指(zhi)導(dao)監督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)同志,一(yi)定要(yao)(yao)自(zi)覺(jue)學(xue)習、掌握國資(zi)監管體制改(gai)革的(de)基本政(zheng)策(ce)和法律規定,全面了解國企改(gai)革、國資(zi)監管各(ge)(ge)項業(ye)務(wu)工(gong)(gong)作(zuo)(zuo)(zuo),不斷提高做好指(zhi)導(dao)監督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)綜合素質。各(ge)(ge)地國資(zi)委要(yao)(yao)鼓勵(li)開展系統內干(gan)部雙向(xiang)掛職交流,注(zhu)意學(xue)習兄弟省市先(xian)進經驗,拓寬工(gong)(gong)作(zuo)(zuo)(zuo)視野和思路,加(jia)快(kuai)培養一(yi)批指(zhi)導(dao)監督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)業(ye)務(wu)骨干(gan)。要(yao)(yao)積極創造條件,充(chong)實隊伍(wu)力量,保持隊伍(wu)穩定,努力為做好指(zhi)導(dao)監督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)提供可靠的(de)隊伍(wu)保障。

這里,我還要強調一下(xia)國有(you)企業列入(ru)世貿組(zu)織《政府采(cai)購協(xie)議(yi)(yi)(yi)》(GPA)出價的研究(jiu)工作。《政府采(cai)購協(xie)議(yi)(yi)(yi)》(GPA)是WTO的一項諸邊協(xie)議(yi)(yi)(yi),宗旨是促進成員方開放(fang)政府采(cai)購市場,擴大(da)國際貿易(yi)。加(jia)入(ru)GPA,是我國入(ru)世時作出的鄭重承諾。希望各(ge)地國資(zi)委高(gao)度重視,認真組(zu)織好相關工作。
最(zui)后,我就進一(yi)步提(ti)升指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)水平再強調(diao)四(si)點(dian)(dian)。一(yi)要(yao)高(gao)度重(zhong)視(shi)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)是(shi)三(san)級國(guo)(guo)資(zi)(zi)委(wei)(wei)的(de)重(zhong)要(yao)法定職責,是(shi)聯(lian)(lian)系上(shang)下級國(guo)(guo)資(zi)(zi)委(wei)(wei)的(de)重(zhong)要(yao)橋梁,也是(shi)構建國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)大格(ge)局的(de)重(zhong)要(yao)抓(zhua)手(shou)(shou),各(ge)級國(guo)(guo)資(zi)(zi)委(wei)(wei)要(yao)給予充分重(zhong)視(shi),認真開展(zhan)有關工(gong)(gong)(gong)(gong)作(zuo)(zuo)。地(di)市(shi)國(guo)(guo)資(zi)(zi)委(wei)(wei)也要(yao)成立指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領導(dao)(dao)小組,指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)縣級政府國(guo)(guo)有資(zi)(zi)產監(jian)(jian)(jian)管(guan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。二(er)要(yao)把指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)著力(li)(li)點(dian)(dian)放(fang)在以(yi)下七個方(fang)面(mian):把握(wo)原則,指(zhi)(zhi)(zhi)引方(fang)向;完善(shan)體制(zhi),健(jian)全(quan)制(zhi)度;撐腰鼓勁,表彰先進;經驗(yan)交(jiao)流,相互學習;業務培訓,提(ti)升素(su)質(zhi)(zhi);研討(tao)問(wen)題(ti),集思廣(guang)益;修正偏(pian)差,提(ti)高(gao)效(xiao)率。三(san)要(yao)將完善(shan)國(guo)(guo)有資(zi)(zi)產監(jian)(jian)(jian)管(guan)體制(zhi)作(zuo)(zuo)為當前(qian)和今(jin)后一(yi)個時(shi)期指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)首要(yao)任(ren)務,努力(li)(li)爭取在重(zhong)大問(wen)題(ti)上(shang)取得實質(zhi)(zhi)性突破(po)。四(si)要(yao)掌握(wo)好開展(zhan)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)五個要(yao)點(dian)(dian)。一(yi)是(shi)多到(dao)基層調(diao)研,掌握(wo)第一(yi)手(shou)(shou)資(zi)(zi)料,號(hao)準脈搏,開好藥方(fang)。二(er)是(shi)看準的(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)要(yao)一(yi)抓(zhua)到(dao)底,不突破(po)不罷手(shou)(shou),持之以(yi)恒。三(san)是(shi)善(shan)于(yu)借力(li)(li)發力(li)(li),打(da)開局面(mian)。四(si)是(shi)要(yao)強化委(wei)(wei)內(nei)廳局(處室(shi))、上(shang)下級國(guo)(guo)資(zi)(zi)委(wei)(wei)之間(jian)的(de)合(he)作(zuo)(zuo)、聯(lian)(lian)動(dong),進一(yi)步形成指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)合(he)力(li)(li)。五是(shi)不斷探索創新工(gong)(gong)(gong)(gong)作(zuo)(zuo)方(fang)式方(fang)法,努力(li)(li)打(da)造指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)特色和亮點(dian)(dian)。
