這次會議(yi)是國務院國資(zi)委(wei)成(cheng)立四年多來召開的第一(yi)次全國國資(zi)委(wei)系統信(xin)息(xi)化(hua)(hua)工作會議(yi)。會議(yi)的主要(yao)目的就是貫(guan)徹落實《2006-2020年國家信(xin)息(xi)化(hua)(hua)發(fa)展戰略》,按照國務院國資(zi)委(wei)“十一(yi)五(wu)”信(xin)息(xi)化(hua)(hua)規劃,部署全國國資(zi)監管信(xin)息(xi)化(hua)(hua)建設(she)工作。

(qi)建(jian)(jian)設(she)(she)(she)(she)(she)內容。關于中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she),今年(nian)1月國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)和(he)(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)辦(ban)公室(shi)聯合(he)下(xia)發了(le)(le)《關于加(jia)強中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)(de)指導(dao)意(yi)見(jian)》,4月又共(gong)同召開(kai)了(le)(le)中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)會(hui)議(yi)(yi)(yi),對整個(ge)(ge)(ge)(ge)中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)進(jin)行了(le)(le)總(zong)體部署,明(ming)確了(le)(le)目(mu)標(biao)和(he)(he)工(gong)(gong)作(zuo)要求(qiu)。最近,我(wo)們(men)(men)(men)(men)又對中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)做了(le)(le)全面(mian)(mian)的(de)(de)(de)(de)(de)(de)摸底調查和(he)(he)分析排(pai)隊。從(cong)(cong)檢查情況看,目(mu)前中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)總(zong)體情況是(shi)(shi)(shi)喜人的(de)(de)(de)(de)(de)(de)。有(you)不少中(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)不但走到(dao)(dao)了(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)的(de)(de)(de)(de)(de)(de)前列(lie),而且和(he)(he)世界先進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)對標(biao),達(da)到(dao)(dao)了(le)(le)世界先進(jin)水(shui)平(ping),這(zhe)(zhe)一(yi)(yi)部分企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)約占5%。另外還有(you)30%的(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)達(da)到(dao)(dao)了(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內先進(jin)水(shui)平(ping)。關于國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統(tong)(tong)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua),各(ge)(ge)(ge)省區(qu)市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)這(zhe)(zhe)些年(nian)來(lai)做了(le)(le)大量工(gong)(gong)作(zuo),取得了(le)(le)不同程度(du)的(de)(de)(de)(de)(de)(de)提(ti)高,有(you)些地(di)方做得比國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)還要好。一(yi)(yi)些地(di)方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)監(jian)管(guan)(guan)(guan)的(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)水(shui)平(ping)也相(xiang)當高。但是(shi)(shi)(shi),作(zuo)為整個(ge)(ge)(ge)(ge)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統(tong)(tong)來(lai)講,從(cong)(cong)全國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)來(lai)講,還沒(mei)(mei)有(you)一(yi)(yi)個(ge)(ge)(ge)(ge)統(tong)(tong)一(yi)(yi)的(de)(de)(de)(de)(de)(de)平(ping)臺,沒(mei)(mei)有(you)統(tong)(tong)一(yi)(yi)的(de)(de)(de)(de)(de)(de)標(biao)準(zhun),沒(mei)(mei)有(you)共(gong)同遵循的(de)(de)(de)(de)(de)(de)目(mu)標(biao)要求(qiu)和(he)(he)時(shi)間(jian)要求(qiu)。這(zhe)(zhe)就需要我(wo)們(men)(men)(men)(men)在(zai)統(tong)(tong)一(yi)(yi)上做文(wen)(wen)章,所以,經(jing)(jing)(jing)過(guo)近半年(nian)的(de)(de)(de)(de)(de)(de)準(zhun)備,我(wo)們(men)(men)(men)(men)決定在(zai)十七大之(zhi)前召開(kai)這(zhe)(zhe)次(ci)會(hui)議(yi)(yi)(yi)。希(xi)望通(tong)過(guo)這(zhe)(zhe)次(ci)會(hui)議(yi)(yi)(yi),學(xue)習黨中(zhong)央(yang)(yang)(yang)(yang)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)有(you)關信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)的(de)(de)(de)(de)(de)(de)文(wen)(wen)件精神,達(da)到(dao)(dao)一(yi)(yi)個(ge)(ge)(ge)(ge)統(tong)(tong)一(yi)(yi)認識、統(tong)(tong)一(yi)(yi)標(biao)準(zhun)、統(tong)(tong)一(yi)(yi)工(gong)(gong)作(zuo)目(mu)標(biao)的(de)(de)(de)(de)(de)(de)目(mu)的(de)(de)(de)(de)(de)(de)。通(tong)過(guo)交(jiao)流經(jing)(jing)(jing)驗,溝通(tong)情況,大力推動(dong)全國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she),力爭到(dao)(dao)2010年(nian)使全國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統(tong)(tong)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)從(cong)(cong)縱向相(xiang)比能夠(gou)有(you)一(yi)(yi)個(ge)(ge)(ge)(ge)大幅度(du)的(de)(de)(de)(de)(de)(de)跨越(yue)和(he)(he)提(ti)升,從(cong)(cong)橫向相(xiang)比能夠(gou)達(da)到(dao)(dao)一(yi)(yi)個(ge)(ge)(ge)(ge)較(jiao)高的(de)(de)(de)(de)(de)(de)水(shui)平(ping)。下(xia)面(mian)(mian),我(wo)從(cong)(cong)四個(ge)(ge)(ge)(ge)方面(mian)(mian)談點(dian)意(yi)見(jian),供大家(jia)參(can)考。
一、加強國資監管信息化工作是一項重大而緊迫的任務
信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)是當今(jin)世界發展(zhan)的大(da)趨勢(shi),是推動經濟(ji)社會變(bian)革的重要力量。大(da)力推進信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua),以信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)帶動工業化(hua)(hua)(hua)(hua),以工業化(hua)(hua)(hua)(hua)促進信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua),是覆(fu)蓋我(wo)國現代化(hua)(hua)(hua)(hua)建設全(quan)局的戰略舉措。國資(zi)(zi)監管(guan)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)是國民經濟(ji)和(he)社會發展(zhan)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)的重要組成部分(fen)。充分(fen)發揮信(xin)(xin)息(xi)(xi)技術在國資(zi)(zi)監管(guan)中的作(zuo)用,利用信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)手段推進解決(jue)國資(zi)(zi)監管(guan)中面臨的各種重大(da)、緊(jin)迫和(he)關鍵性問(wen)題,具有十(shi)分(fen)重大(da)的現實(shi)意義(yi)和(he)深(shen)遠(yuan)的歷史意義(yi)。

(三(san))加(jia)快信(xin)(xin)(xin)(xin)(xin)息(xi)化(hua)建設(she)是(shi)(shi)國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)工作邁上新(xin)臺階的(de)迫切需(xu)(xu)要(yao)(yao)。近幾年來,各(ge)級國(guo)資(zi)(zi)(zi)委(wei)圍繞落實國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)保(bao)值增值的(de)責任,積極推(tui)進(jin)機(ji)構建設(she)和(he)(he)(he)制(zhi)度(du)(du)(du)(du)建設(she),國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)組織體(ti)系(xi)(xi)和(he)(he)(he)法規(gui)體(ti)系(xi)(xi)、國(guo)有(you)(you)(you)企(qi)業經(jing)營(ying)業績考(kao)核體(ti)系(xi)(xi)、企(qi)業國(guo)有(you)(you)(you)產(chan)(chan)(chan)權管(guan)理(li)(li)(li)制(zhi)度(du)(du)(du)(du)體(ti)系(xi)(xi)、出資(zi)(zi)(zi)人(ren)財(cai)務監(jian)(jian)(jian)督(du)體(ti)系(xi)(xi)等基(ji)本形成并不斷完善,國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)理(li)(li)(li)體(ti)制(zhi)框架基(ji)本建立,初步(bu)實現(xian)(xian)了監(jian)(jian)(jian)管(guan)制(zhi)度(du)(du)(du)(du)創(chuang)(chuang)新(xin),基(ji)礎工作進(jin)一步(bu)加(jia)強。但是(shi)(shi),國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)要(yao)(yao)真正做到“三(san)結(jie)合、三(san)統(tong)一”,仍需(xu)(xu)付出很大(da)(da)(da)努(nu)力(li)(li),必須大(da)(da)(da)力(li)(li)推(tui)進(jin)監(jian)(jian)(jian)管(guan)制(zhi)度(du)(du)(du)(du)創(chuang)(chuang)新(xin)和(he)(he)(he)監(jian)(jian)(jian)管(guan)方(fang)式創(chuang)(chuang)新(xin),提高(gao)監(jian)(jian)(jian)管(guan)能力(li)(li)和(he)(he)(he)效率。監(jian)(jian)(jian)管(guan)方(fang)式的(de)創(chuang)(chuang)新(xin),現(xian)(xian)階段最主要(yao)(yao)的(de)是(shi)(shi)要(yao)(yao)實現(xian)(xian)監(jian)(jian)(jian)管(guan)手段的(de)信(xin)(xin)(xin)(xin)(xin)息(xi)化(hua)。要(yao)(yao)充分(fen)應(ying)用(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)技術(shu),挖掘(jue)利(li)(li)用(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)資(zi)(zi)(zi)源,改(gai)變目前(qian)國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)數據采集、處理(li)(li)(li)方(fang)式落后,數據有(you)(you)(you)效性和(he)(he)(he)共享(xiang)性弱(ruo),數據覆蓋范圍小、深度(du)(du)(du)(du)不夠,數據及時(shi)(shi)(shi)性和(he)(he)(he)針對性差等現(xian)(xian)狀(zhuang),建立有(you)(you)(you)效的(de)信(xin)(xin)(xin)(xin)(xin)息(xi)采集與數據處理(li)(li)(li)機(ji)制(zhi),實現(xian)(xian)信(xin)(xin)(xin)(xin)(xin)息(xi)共享(xiang)和(he)(he)(he)業務協同。比如,推(tui)進(jin)國(guo)有(you)(you)(you)經(jing)濟布(bu)局和(he)(he)(he)結(jie)構戰略性調(diao)整,亟需(xu)(xu)收(shou)集和(he)(he)(he)開發(fa)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)信(xin)(xin)(xin)(xin)(xin)息(xi)資(zi)(zi)(zi)源,及時(shi)(shi)(shi)準確地掌握國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)分(fen)布(bu)狀(zhuang)況(kuang)和(he)(he)(he)經(jing)營(ying)情況(kuang)。加(jia)強國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)督(du)管(guan)理(li)(li)(li),規(gui)范國(guo)有(you)(you)(you)企(qi)業改(gai)制(zhi)和(he)(he)(he)產(chan)(chan)(chan)權轉讓行為,防止國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)流(liu)失,必須大(da)(da)(da)力(li)(li)開發(fa)利(li)(li)用(yong)業務管(guan)理(li)(li)(li)信(xin)(xin)(xin)(xin)(xin)息(xi)系(xi)(xi)統(tong),加(jia)強對企(qi)業國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)特別是(shi)(shi)重大(da)(da)(da)財(cai)務信(xin)(xin)(xin)(xin)(xin)息(xi)和(he)(he)(he)產(chan)(chan)(chan)權轉讓的(de)實時(shi)(shi)(shi)監(jian)(jian)(jian)測和(he)(he)(he)規(gui)范管(guan)理(li)(li)(li)。總之(zhi),大(da)(da)(da)力(li)(li)推(tui)進(jin)國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)化(hua),既(ji)是(shi)(shi)加(jia)強國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)督(du)管(guan)理(li)(li)(li),實現(xian)(xian)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)保(bao)值增值的(de)迫切需(xu)(xu)要(yao)(yao),也是(shi)(shi)落實國(guo)家信(xin)(xin)(xin)(xin)(xin)息(xi)化(hua)發(fa)展戰略的(de)緊迫任務。
二、充分肯定國資監管信息化工作取得的成績
幾(ji)年來,各省區市國(guo)資委圍繞國(guo)資監管(guan)和國(guo)企改革的中(zhong)心任(ren)務,相繼開發建設了一批信息(xi)網絡(luo)、信息(xi)網站、網上(shang)辦公和業務管(guan)理系統,為有效(xiao)履行出(chu)資人職責、加強國(guo)資監管(guan)、推進(jin)國(guo)企改革等發揮了積(ji)極的作用。
(一(yi))信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)基礎工(gong)(gong)作(zuo)(zuo)不(bu)斷加強(qiang)。一(yi)是信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導機(ji)(ji)構(gou)逐(zhu)步(bu)建(jian)(jian)立。部分省區市國資委(wei)成(cheng)立了由委(wei)主(zhu)要領(ling)(ling)導掛帥、各(ge)職能(neng)處室(shi)負責人(ren)為成(cheng)員的信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小組,加強(qiang)了對信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)的組織協(xie)調。二是信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)機(ji)(ji)構(gou)、編(bian)制(zhi)、人(ren)員基本落實。大多數(shu)省區市國資委(wei)明(ming)確由辦公室(shi)負責信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo);吉林、河北(bei)、山西、內(nei)蒙古、上海、湖北(bei)、深圳(zhen)、青島等(deng)地方國資委(wei)設(she)(she)立了信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)中心。貴(gui)州(zhou)、河南(nan)等(deng)省國資委(wei)建(jian)(jian)立了委(wei)機(ji)(ji)關各(ge)處室(shi)及監管企業的信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)聯絡(luo)員制(zhi)度(du)。三是信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)經費(fei)投入(ru)機(ji)(ji)制(zhi)初(chu)步(bu)理(li)(li)順。深圳(zhen)市國資委(wei)把信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)經費(fei)作(zuo)(zuo)為監管費(fei)用(yong)的一(yi)部分,統一(yi)納入(ru)國有資本經營預算支出范(fan)圍。四是制(zhi)定(ding)了信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)總(zong)體規(gui)劃(hua)(hua)。上海、山西、四川、貴(gui)州(zhou)、廣(guang)西、寧(ning)波國資委(wei)編(bian)制(zhi)完成(cheng)國資監管信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)總(zong)體規(gui)劃(hua)(hua)。五(wu)是信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)管理(li)(li)制(zhi)度(du)逐(zhu)步(bu)建(jian)(jian)立。遼寧(ning)、寧(ning)波國資委(wei)制(zhi)定(ding)了計算機(ji)(ji)網絡(luo)、網站、信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)報送、信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)安(an)全等(deng)一(yi)系列規(gui)章制(zhi)度(du),信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she)開始進入(ru)規(gui)范(fan)化(hua)(hua)軌道。
(二(er))網(wang)(wang)(wang)絡基礎設施(shi)得到(dao)改善。全(quan)國大多數(shu)省(sheng)市(shi)國資委(wei)已(yi)經(jing)開(kai)通(tong)機關局(ju)域網(wang)(wang)(wang)和(he)(he)電子(zi)郵件系統,信(xin)息獲取和(he)(he)傳遞能力明顯(xian)提(ti)高。不少(shao)地方(fang)建(jian)成(cheng)(cheng)(cheng)了(le)(le)業(ye)務(wu)內網(wang)(wang)(wang)和(he)(he)業(ye)務(wu)外網(wang)(wang)(wang),為開(kai)展(zhan)國資監管提(ti)供了(le)(le)四個網(wang)(wang)(wang)絡平(ping)臺(tai)(tai)(tai):(1)外網(wang)(wang)(wang)與(yu)國際互(hu)聯(lian)網(wang)(wang)(wang)連接,形成(cheng)(cheng)(cheng)訪(fang)問互(hu)聯(lian)網(wang)(wang)(wang)平(ping)臺(tai)(tai)(tai);(2)內網(wang)(wang)(wang)與(yu)本(ben)級政(zheng)府政(zheng)務(wu)專(zhuan)網(wang)(wang)(wang)相聯(lian),形成(cheng)(cheng)(cheng)政(zheng)府機關公(gong)文(wen)(wen)流轉平(ping)臺(tai)(tai)(tai);(3)通(tong)過(guo)內部局(ju)域網(wang)(wang)(wang),形成(cheng)(cheng)(cheng)委(wei)內公(gong)文(wen)(wen)處理平(ping)臺(tai)(tai)(tai);(4)通(tong)過(guo)非(fei)涉(she)密公(gong)文(wen)(wen)傳輸系統,形成(cheng)(cheng)(cheng)與(yu)國務(wu)院(yuan)國資委(wei)公(gong)文(wen)(wen)報送平(ping)臺(tai)(tai)(tai)。同時,實(shi)行內網(wang)(wang)(wang)和(he)(he)外網(wang)(wang)(wang)物理隔離,為涉(she)密信(xin)息系統安(an)全(quan)運(yun)行提(ti)供了(le)(le)技術保障。山西(xi)、安(an)徽(hui)、廣西(xi)等(deng)地方(fang)國資委(wei)以專(zhuan)網(wang)(wang)(wang)方(fang)式實(shi)現了(le)(le)與(yu)市(shi)級國資委(wei)和(he)(he)監管企業(ye)的(de)互(hu)聯(lian)互(hu)通(tong)。河南省(sheng)國資委(wei)建(jian)立與(yu)省(sheng)委(wei)、省(sheng)政(zheng)府信(xin)息傳輸網(wang)(wang)(wang)絡,實(shi)現報送公(gong)文(wen)(wen)、信(xin)息的(de)無(wu)紙化(hua)傳送,提(ti)高了(le)(le)辦公(gong)效率。
(三)辦(ban)(ban)公(gong)(gong)系統(tong)(tong)應用效果逐步顯(xian)現(xian)。北京、山(shan)(shan)東(dong)、黑龍(long)江、遼寧(ning)、河北、天(tian)津、上(shang)(shang)海、江蘇(su)、福建(jian)、甘肅、廣西、青(qing)島、廈(sha)門國(guo)(guo)資委(wei)(wei)相(xiang)繼開(kai)發應用網絡協(xie)同(tong)辦(ban)(ban)公(gong)(gong)系統(tong)(tong),提(ti)高了(le)辦(ban)(ban)事(shi)效率,節約了(le)經(jing)費。山(shan)(shan)東(dong)、福建(jian)等地方(fang)國(guo)(guo)資委(wei)(wei)不涉(she)密的(de)公(gong)(gong)文(wen)辦(ban)(ban)理(li)全部實(shi)現(xian)網上(shang)(shang)流轉(zhuan)。江蘇(su)省(sheng)國(guo)(guo)資委(wei)(wei)來電、來文(wen)和(he)發文(wen)的(de)處理(li)基本實(shi)現(xian)無紙化。青(qing)島市國(guo)(guo)資委(wei)(wei)的(de)辦(ban)(ban)公(gong)(gong)系統(tong)(tong)已經(jing)由收文(wen)管(guan)理(li)、發文(wen)管(guan)理(li)拓展到(dao)督查管(guan)理(li)、信息管(guan)理(li)、檔案管(guan)理(li)和(he)會(hui)議(yi)管(guan)理(li)等內容,推動了(le)機(ji)關辦(ban)(ban)公(gong)(gong)效率的(de)提(ti)高。北京、上(shang)(shang)海、山(shan)(shan)東(dong)等省(sheng)市國(guo)(guo)資委(wei)(wei)開(kai)通了(le)和(he)監管(guan)企業的(de)視頻會(hui)議(yi)系統(tong)(tong)。湖(hu)北省(sheng)國(guo)(guo)資委(wei)(wei)建(jian)立多媒體會(hui)議(yi)室。
(四)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)建設(she)邁(mai)出(chu)實質性(xing)(xing)步伐(fa)。為提(ti)高監(jian)(jian)(jian)管(guan)的(de)科學性(xing)(xing)和(he)(he)有效性(xing)(xing),各地國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委積極(ji)開發(fa)(fa)建設(she)國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)督管(guan)理信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong),取得不(bu)同程度的(de)進展(zhan)(zhan)。廣西國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委正在建設(she)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)綜合(he)業(ye)(ye)務(wu)(wu)(wu)管(guan)理信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)。上海市(shi)(shi)的(de)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)可研報告已經獲得主管(guan)部(bu)門批準(zhun)。山(shan)東省(sheng)制定了(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)總(zong)體建設(she)方案(an)。青島市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)已納入2007年青島市(shi)(shi)財(cai)政項目投(tou)資(zi)(zi)(zi)計劃。云南省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委的(de)財(cai)務(wu)(wu)(wu)及重大事(shi)項監(jian)(jian)(jian)管(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)建成(cheng)投(tou)入使用(yong)(yong)(yong)。北京市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委推廣應(ying)(ying)用(yong)(yong)(yong)了(le)企(qi)(qi)業(ye)(ye)領導人員管(guan)理系統(tong)(tong)(tong)(tong)(tong)和(he)(he)產(chan)權(quan)管(guan)理系統(tong)(tong)(tong)(tong)(tong)。上海市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委開發(fa)(fa)了(le)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)經營預算(suan)管(guan)理、高技能人才(cai)管(guan)理等(deng)多個業(ye)(ye)務(wu)(wu)(wu)應(ying)(ying)用(yong)(yong)(yong)系統(tong)(tong)(tong)(tong)(tong),為國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)業(ye)(ye)務(wu)(wu)(wu)順利(li)開展(zhan)(zhan)、提(ti)高效率(lv)提(ti)供了(le)支撐。國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委有關(guan)業(ye)(ye)務(wu)(wu)(wu)廳局初步建成(cheng)企(qi)(qi)業(ye)(ye)財(cai)務(wu)(wu)(wu)數據(ju)統(tong)(tong)(tong)(tong)(tong)計評價系統(tong)(tong)(tong)(tong)(tong)、中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)人才(cai)數據(ju)庫系統(tong)(tong)(tong)(tong)(tong)、中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)業(ye)(ye)績考核(he)系統(tong)(tong)(tong)(tong)(tong)、企(qi)(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)(guo)有產(chan)權(quan)交易監(jian)(jian)(jian)測系統(tong)(tong)(tong)(tong)(tong)、中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)固定資(zi)(zi)(zi)產(chan)投(tou)資(zi)(zi)(zi)統(tong)(tong)(tong)(tong)(tong)計調查(cha)系統(tong)(tong)(tong)(tong)(tong)、懲防(fang)體系管(guan)理信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong)、監(jian)(jian)(jian)事(shi)會工作業(ye)(ye)務(wu)(wu)(wu)系統(tong)(tong)(tong)(tong)(tong)等(deng)。這些信(xin)(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)(tong)(tong)(tong),為做好國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)工作發(fa)(fa)揮了(le)重大作用(yong)(yong)(yong)。
以(yi)企(qi)業國有產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)監(jian)(jian)測(ce)系(xi)(xi)統(tong)(tong)為例(li)。2006年,國務院國資委正(zheng)式啟(qi)動了(le)企(qi)業國有產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)監(jian)(jian)測(ce)系(xi)(xi)統(tong)(tong)的(de)(de)建設(she)工作,目前已實(shi)(shi)現(xian)了(le)與北京、天(tian)津(jin)、上海國資委和產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)機構(gou)的(de)(de)聯網(wang)。監(jian)(jian)測(ce)系(xi)(xi)統(tong)(tong)的(de)(de)建成和推廣,使各級國資委對產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)的(de)(de)監(jian)(jian)管手段發生了(le)實(shi)(shi)質性改(gai)變,實(shi)(shi)現(xian)了(le)從事后的(de)(de)靜態(tai)監(jian)(jian)管向全過程的(de)(de)動態(tai)監(jian)(jian)管的(de)(de)轉變;產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)機構(gou)的(de)(de)操(cao)作得到進(jin)一步規(gui)(gui)(gui)范;產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)嚴格(ge)按照操(cao)作規(gui)(gui)(gui)則和程序進(jin)行,大(da)大(da)減(jian)少了(le)違規(gui)(gui)(gui)操(cao)作行為;為今后全國統(tong)(tong)一的(de)(de)產(chan)(chan)權(quan)(quan)交(jiao)(jiao)(jiao)易(yi)市場的(de)(de)形成奠定了(le)基(ji)礎。
(五(wu))國(guo)(guo)資(zi)監管(guan)(guan)網(wang)站(zhan)和(he)(he)(he)(he)政務信息公(gong)開成(cheng)效(xiao)明顯(xian)。各省區市國(guo)(guo)資(zi)委高度(du)重視(shi)開發(fa)(fa)建設互聯網(wang)站(zhan),大(da)(da)力(li)宣(xuan)(xuan)(xuan)傳(chuan)國(guo)(guo)資(zi)監管(guan)(guan)的政策措施和(he)(he)(he)(he)工(gong)(gong)作(zuo)成(cheng)績,宣(xuan)(xuan)(xuan)傳(chuan)國(guo)(guo)有(you)企(qi)業改革發(fa)(fa)展(zhan)的嶄新(xin)風貌和(he)(he)(he)(he)重大(da)(da)成(cheng)果,大(da)(da)力(li)推進(jin)國(guo)(guo)資(zi)監管(guan)(guan)信息公(gong)開和(he)(he)(he)(he)電子政務,提高監管(guan)(guan)工(gong)(gong)作(zuo)透明度(du)和(he)(he)(he)(he)辦(ban)(ban)事(shi)效(xiao)率。據不完全統計,全國(guo)(guo)37個省(自治(zhi)區、直轄市、計劃單列市和(he)(he)(he)(he)新(xin)疆(jiang)生產建設兵團)中,已(yi)有(you)30個國(guo)(guo)資(zi)委開通互聯網(wang)站(zhan),成(cheng)為(wei)宣(xuan)(xuan)(xuan)傳(chuan)國(guo)(guo)資(zi)監管(guan)(guan)工(gong)(gong)作(zuo)的重要陣地。按照信息公(gong)開、在線(xian)辦(ban)(ban)事(shi)和(he)(he)(he)(he)公(gong)眾(zhong)參與(yu)等要求,各地國(guo)(guo)資(zi)委互聯網(wang)站(zhan)信息公(gong)開的及時性和(he)(he)(he)(he)全面性得到加強,在線(xian)辦(ban)(ban)事(shi)、公(gong)眾(zhong)參與(yu)和(he)(he)(he)(he)互動交流(liu)明顯(xian)改進(jin)。
(六)信(xin)(xin)(xin)息(xi)資(zi)(zi)源開(kai)發利(li)用取得積極(ji)進展(zhan)。一是(shi)(shi)開(kai)始建立(li)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)資(zi)(zi)源庫(ku)。河北(bei)省(sheng)國資(zi)(zi)委建立(li)河北(bei)國資(zi)(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)經(jing)濟(ji)信(xin)(xin)(xin)息(xi)平臺和領導(dao)決(jue)(jue)策(ce)信(xin)(xin)(xin)息(xi)支持(chi)系(xi)統。安(an)徽省(sheng)國資(zi)(zi)委建成全省(sheng)國有及國有控股(gu)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)主(zhu)要(yao)經(jing)濟(ji)指標(biao)、省(sheng)屬(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)財務(wu)快報(bao)、省(sheng)屬(shu)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)主(zhu)要(yao)經(jing)濟(ji)效(xiao)益等(deng)(deng)多個數據庫(ku),為全省(sheng)國資(zi)(zi)委系(xi)統提(ti)(ti)供(gong)便捷的信(xin)(xin)(xin)息(xi)查詢(xun)(xun)服務(wu)。甘肅省(sheng)國資(zi)(zi)委組(zu)織錄(lu)入監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)10年的主(zhu)要(yao)經(jing)濟(ji)指標(biao),形成了完(wan)整的省(sheng)屬(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)歷史(shi)財務(wu)決(jue)(jue)算數據庫(ku),為分(fen)析監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)國有資(zi)(zi)產(chan)分(fen)布狀況、運(yun)營質量(liang)、發展(zhan)趨勢等(deng)(deng)提(ti)(ti)供(gong)了豐富的基礎資(zi)(zi)料。二是(shi)(shi)內部(bu)(bu)信(xin)(xin)(xin)息(xi)網內容不斷豐富。遼寧、天(tian)津、湖北(bei)等(deng)(deng)省(sheng)市(shi)國資(zi)(zi)委都開(kai)通了內部(bu)(bu)信(xin)(xin)(xin)息(xi)網,成為學(xue)習交流的重(zhong)要(yao)平臺。天(tian)津市(shi)國資(zi)(zi)委在(zai)內部(bu)(bu)信(xin)(xin)(xin)息(xi)網設立(li)專欄,發布170余個國資(zi)(zi)監(jian)管(guan)法(fa)律法(fa)規文件,為全委人員規范高(gao)效(xiao)開(kai)展(zhan)工(gong)(gong)(gong)作(zuo)提(ti)(ti)供(gong)了信(xin)(xin)(xin)息(xi)咨詢(xun)(xun)。三是(shi)(shi)國資(zi)(zi)監(jian)管(guan)信(xin)(xin)(xin)息(xi)加(jia)工(gong)(gong)(gong)成果明顯。內蒙(meng)古、吉林(lin)等(deng)(deng)地方國資(zi)(zi)委重(zhong)視(shi)對監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)經(jing)濟(ji)運(yun)行數據的收(shou)集加(jia)工(gong)(gong)(gong)和分(fen)析研究(jiu),為各級(ji)領導(dao)決(jue)(jue)策(ce)提(ti)(ti)供(gong)了重(zhong)要(yao)依據。
(七)推(tui)進企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)息化(hua)(hua)(hua)(hua)和(he)軟件(jian)正(zheng)版化(hua)(hua)(hua)(hua)工作(zuo)(zuo)取(qu)得積(ji)極成效。部(bu)分省(sheng)區(qu)市國(guo)(guo)(guo)資委把企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)息化(hua)(hua)(hua)(hua)建(jian)設(she)作(zuo)(zuo)為信(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)的(de)(de)一項(xiang)重要(yao)內容,大力(li)推(tui)動監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加(jia)快利用信(xin)息化(hua)(hua)(hua)(hua)手(shou)段提升管(guan)理水(shui)平和(he)增強(qiang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)核(he)心競爭力(li)。河(he)北、山(shan)東、廣西(xi)等省(sheng)(區(qu))國(guo)(guo)(guo)資委出臺了推(tui)動監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)的(de)(de)指(zhi)導意見,明(ming)確了監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)息化(hua)(hua)(hua)(hua)建(jian)設(she)的(de)(de)指(zhi)導思想、總體目標(biao)、工作(zuo)(zuo)重點和(he)政策措(cuo)施。河(he)北省(sheng)國(guo)(guo)(guo)資委要(yao)求企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)設(she)立信(xin)息化(hua)(hua)(hua)(hua)專項(xiang)資金,并(bing)組織部(bu)分企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)到全(quan)國(guo)(guo)(guo)信(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)標(biao)桿企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)考(kao)察學習(xi)。山(shan)東省(sheng)國(guo)(guo)(guo)資委堅(jian)持每年(nian)召開(kai)一次省(sheng)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)座談會,總結工作(zuo)(zuo),交流(liu)經(jing)驗,商討工作(zuo)(zuo)措(cuo)施。各(ge)地(di)國(guo)(guo)(guo)資委按照(zhao)國(guo)(guo)(guo)家總體要(yao)求,積(ji)極配合版權部(bu)門(men),采取(qu)切(qie)實措(cuo)施,推(tui)進軟件(jian)正(zheng)版化(hua)(hua)(hua)(hua)工作(zuo)(zuo)穩步有序展開(kai),在做好委機關軟件(jian)正(zheng)版化(hua)(hua)(hua)(hua)的(de)(de)同時,積(ji)極推(tui)進監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)軟件(jian)正(zheng)版化(hua)(hua)(hua)(hua)工作(zuo)(zuo)。
在充分肯定成績(ji)的(de)同時,我們(men)也要清醒地看到,全(quan)國(guo)國(guo)資監(jian)管(guan)(guan)信(xin)(xin)息(xi)化建設(she)總體上(shang)仍處于起(qi)步(bu)階段,存在一些問(wen)題(ti),主要是:基礎網絡不夠健全(quan),互(hu)聯互(hu)通不暢;業務系統(tong)(tong)水平(ping)較低,應用和(he)服(fu)務范(fan)圍較窄(zhai);信(xin)(xin)息(xi)資源(yuan)開(kai)發利用滯后,共(gong)享和(he)對外公(gong)開(kai)程度不高;標準不統(tong)(tong)一,制度建設(she)薄弱,安全(quan)存在隱(yin)患;缺少統(tong)(tong)籌規劃,自成體系,重(zhong)(zhong)復建設(she)現象嚴(yan)重(zhong)(zhong)。國(guo)資監(jian)管(guan)(guan)信(xin)(xin)息(xi)化水平(ping)與(yu)加(jia)強(qiang)國(guo)資監(jian)管(guan)(guan)的(de)要求(qiu)相比(bi),與(yu)全(quan)球信(xin)(xin)息(xi)化發展趨勢和(he)國(guo)家信(xin)(xin)息(xi)化發展要求(qiu)相比(bi),還有(you)較大差距(ju)。我們(men)必須增強(qiang)緊迫感,采(cai)取有(you)力措施(shi)加(jia)快解決。
三、進一步明確國資監管信息化“十一五”發展目標和任務
根據(ju)國(guo)(guo)家“十(shi)一五”信(xin)息(xi)化發展的總體(ti)要(yao)求,結(jie)合(he)國(guo)(guo)資監管(guan)信(xin)息(xi)化的現狀與實(shi)際需求,我(wo)們初步考慮國(guo)(guo)資監管(guan)信(xin)息(xi)化發展的“十(shi)一五”目(mu)標是(shi):基(ji)本建成覆蓋中央、省級(ji)和計劃單列市國(guo)(guo)資委(wei)及所監管(guan)企業的國(guo)(guo)資監管(guan)信(xin)息(xi)網(wang)(wang)絡平臺,各級(ji)國(guo)(guo)資委(wei)普遍(bian)建立起(qi)業務內網(wang)(wang)和外網(wang)(wang);重點應(ying)用系(xi)統(tong)實(shi)現互聯(lian)互通,信(xin)息(xi)資源共享機制初步建立;基(ji)礎性信(xin)息(xi)數(shu)據(ju)庫(ku)、信(xin)息(xi)資源目(mu)標體(ti)系(xi)與交換體(ti)系(xi)、標準規范體(ti)系(xi)、信(xin)息(xi)安全基(ji)礎設施初步建立;各級(ji)國(guo)(guo)資委(wei)門戶(hu)網(wang)(wang)站(zhan)全部開通,并成為信(xin)息(xi)公開的重要(yao)渠道,可在線處理的業務項目(mu)基(ji)本實(shi)現網(wang)(wang)上辦理。
實現上述(shu)目標(biao),關鍵是(shi)(shi)要(yao)實現四個(ge)轉變:一是(shi)(shi)要(yao)從分散建設向現有資源整合(he)利用轉變;二是(shi)(shi)要(yao)從信息(xi)系(xi)統(tong)獨立(li)運行(xing)向互聯互通和(he)資源共(gong)享轉變;三是(shi)(shi)要(yao)從重建設向注(zhu)重深化(hua)應(ying)用轉變;四是(shi)(shi)要(yao)從信息(xi)管理偏重自我服務(wu)向注(zhu)重公共(gong)服務(wu)轉變。當前和(he)今(jin)后一個(ge)時期(qi),國資監管信息(xi)化(hua)建設要(yao)著力抓(zhua)好(hao)以(yi)下(xia)六項工作:
(一)建(jian)(jian)設(she)和整(zheng)合統一的(de)(de)(de)(de)國(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)網(wang)絡(luo)平臺,推進互(hu)聯互(hu)通。榮融同志今年(nian)1月25日(ri)在全國(guo)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)督(du)管(guan)(guan)理工作會議上(shang)強調,要(yao)(yao)(yao)按照《地方國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)工作指導監(jian)督(du)暫(zan)行(xing)辦(ban)法》的(de)(de)(de)(de)要(yao)(yao)(yao)求,抓緊建(jian)(jian)立各級(ji)國(guo)資(zi)(zi)(zi)委(wei)之(zhi)(zhi)間交(jiao)流聯系(xi)的(de)(de)(de)(de)信息(xi)網(wang)絡(luo),及(ji)時組織(zhi)工作交(jiao)流,總結推廣國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)工作經驗,提高國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)系(xi)統的(de)(de)(de)(de)整(zheng)體素質(zhi)。為此,要(yao)(yao)(yao)充分(fen)利用(yong)各級(ji)國(guo)資(zi)(zi)(zi)委(wei)的(de)(de)(de)(de)現有(you)(you)網(wang)絡(luo)資(zi)(zi)(zi)源,按照《國(guo)家(jia)電子(zi)政(zheng)務(wu)總體框(kuang)架》的(de)(de)(de)(de)要(yao)(yao)(yao)求,加快建(jian)(jian)設(she)各級(ji)國(guo)資(zi)(zi)(zi)委(wei)上(shang)下之(zhi)(zhi)間、國(guo)資(zi)(zi)(zi)委(wei)與所(suo)監(jian)管(guan)(guan)企(qi)(qi)業之(zhi)(zhi)間相(xiang)互(hu)聯接(jie)的(de)(de)(de)(de)國(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)外網(wang),實(shi)現相(xiang)互(hu)之(zhi)(zhi)間的(de)(de)(de)(de)信息(xi)交(jiao)換和信息(xi)共(gong)享。基于國(guo)家(jia)電子(zi)政(zheng)務(wu)內(nei)網(wang),建(jian)(jian)立國(guo)務(wu)院國(guo)資(zi)(zi)(zi)委(wei)與各省級(ji)、計劃(hua)單列市國(guo)資(zi)(zi)(zi)委(wei)及(ji)中央企(qi)(qi)業之(zhi)(zhi)間相(xiang)互(hu)聯接(jie)的(de)(de)(de)(de)國(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)內(nei)網(wang),滿(man)足內(nei)部辦(ban)公、管(guan)(guan)理、協(xie)調、監(jian)督(du)和決策的(de)(de)(de)(de)需要(yao)(yao)(yao)。內(nei)網(wang)和外網(wang)實(shi)現物理隔(ge)離,在信息(xi)內(nei)容上(shang)內(nei)網(wang)的(de)(de)(de)(de)信息(xi)不能上(shang)外網(wang),能上(shang)外網(wang)的(de)(de)(de)(de)信息(xi)盡可能不上(shang)內(nei)網(wang)。
(二)建立(li)和(he)(he)完(wan)善國(guo)資(zi)監管(guan)業(ye)(ye)務(wu)(wu)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong),推(tui)進信(xin)(xin)(xin)息(xi)(xi)(xi)共享(xiang)和(he)(he)業(ye)(ye)務(wu)(wu)協(xie)同(tong)。根(gen)據《國(guo)家(jia)信(xin)(xin)(xin)息(xi)(xi)(xi)化領導小(xiao)組關(guan)于推(tui)進國(guo)家(jia)電子政務(wu)(wu)網(wang)絡建設的(de)意見》關(guan)于“各(ge)地(di)各(ge)部(bu)(bu)門(men)要按照統(tong)(tong)(tong)(tong)一(yi)要求(qiu)(qiu)(qiu)和(he)(he)相(xiang)關(guan)標準,根(gen)據各(ge)自職能(neng)(neng)和(he)(he)工(gong)作實際,明確(que)(que)本地(di)區本部(bu)(bu)門(men)業(ye)(ye)務(wu)(wu)應用(yong)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)的(de)部(bu)(bu)署范(fan)圍,加強信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)源開發(fa),推(tui)動(dong)相(xiang)關(guan)業(ye)(ye)務(wu)(wu)應用(yong)”的(de)要求(qiu)(qiu)(qiu),緊緊圍繞(rao)履行(xing)出資(zi)人(ren)職責(ze)(ze)關(guan)于管(guan)資(zi)產(chan)(chan)和(he)(he)管(guan)人(ren)、管(guan)事的(de)權(quan)利、義(yi)務(wu)(wu)和(he)(he)責(ze)(ze)任的(de)要求(qiu)(qiu)(qiu),規(gui)范(fan)和(he)(he)優化業(ye)(ye)務(wu)(wu)流(liu)程(cheng),統(tong)(tong)(tong)(tong)籌規(gui)劃建立(li)所(suo)監管(guan)企(qi)(qi)業(ye)(ye)人(ren)才(cai)管(guan)理信(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)、企(qi)(qi)業(ye)(ye)重大事項管(guan)理信(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)、企(qi)(qi)業(ye)(ye)國(guo)有資(zi)產(chan)(chan)管(guan)理信(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)、企(qi)(qi)業(ye)(ye)國(guo)有資(zi)產(chan)(chan)監督信(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)、企(qi)(qi)業(ye)(ye)經濟運行(xing)信(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)、企(qi)(qi)業(ye)(ye)黨建紀檢監察(cha)信(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)(tong)。同(tong)時,按照職責(ze)(ze)明確(que)(que)、流(liu)程(cheng)規(gui)范(fan)、功能(neng)(neng)完(wan)備的(de)要求(qiu)(qiu)(qiu),建立(li)和(he)(he)完(wan)善信(xin)(xin)(xin)息(xi)(xi)(xi)共享(xiang)機制(zhi),實現業(ye)(ye)務(wu)(wu)協(xie)同(tong)。

(四)改(gai)進和(he)(he)(he)完(wan)(wan)(wan)(wan)善國(guo)(guo)資監(jian)管(guan)對外(wai)門(men)戶(hu)網(wang)(wang)(wang)站(zhan)(zhan),推(tui)(tui)進信(xin)(xin)息公開(kai)(kai)和(he)(he)(he)在(zai)線服(fu)務(wu)。按(an)照《國(guo)(guo)務(wu)院辦公廳關于(yu)加強政府網(wang)(wang)(wang)站(zhan)(zhan)建(jian)(jian)設和(he)(he)(he)管(guan)理(li)工作(zuo)的(de)意見(jian)》的(de)要求,充分認識辦好(hao)政府網(wang)(wang)(wang)站(zhan)(zhan)的(de)重要意義,不斷健(jian)全和(he)(he)(he)完(wan)(wan)(wan)(wan)善政府網(wang)(wang)(wang)站(zhan)(zhan)體系,增強網(wang)(wang)(wang)站(zhan)(zhan)功(gong)能(neng)。未(wei)開(kai)(kai)通對外(wai)網(wang)(wang)(wang)站(zhan)(zhan)的(de)省市國(guo)(guo)資委要盡快開(kai)(kai)通,已開(kai)(kai)通的(de)要努力(li)提(ti)(ti)(ti)(ti)升(sheng)建(jian)(jian)設和(he)(he)(he)管(guan)理(li)水(shui)平,加快建(jian)(jian)立比較完(wan)(wan)(wan)(wan)善的(de)全國(guo)(guo)國(guo)(guo)資監(jian)管(guan)對外(wai)門(men)戶(hu)網(wang)(wang)(wang)站(zhan)(zhan)體系。各級(ji)國(guo)(guo)資委要按(an)照“及時(shi)、準確、豐(feng)富、活躍”的(de)要求,建(jian)(jian)立網(wang)(wang)(wang)站(zhan)(zhan)內容(rong)保障機制,落(luo)實(shi)信(xin)(xin)息上(shang)網(wang)(wang)(wang)責任。完(wan)(wan)(wan)(wan)善網(wang)(wang)(wang)站(zhan)(zhan)管(guan)理(li)制度,增強網(wang)(wang)(wang)站(zhan)(zhan)服(fu)務(wu)功(gong)能(neng),增強網(wang)(wang)(wang)站(zhan)(zhan)權威性和(he)(he)(he)影響(xiang)力(li)。加大信(xin)(xin)息發(fa)布力(li)度,提(ti)(ti)(ti)(ti)升(sheng)信(xin)(xin)息質(zhi)量,提(ti)(ti)(ti)(ti)高(gao)國(guo)(guo)資監(jian)管(guan)工作(zuo)透(tou)明度和(he)(he)(he)效能(neng),自覺主(zhu)動接受各方面(mian)的(de)監(jian)督。大力(li)開(kai)(kai)發(fa)應用網(wang)(wang)(wang)上(shang)辦事系統,公布辦事流程(cheng),實(shi)行審批業務(wu)網(wang)(wang)(wang)上(shang)受理(li)、審批進程(cheng)在(zai)線查詢(xun)和(he)(he)(he)反(fan)饋,為企(qi)業提(ti)(ti)(ti)(ti)供(gong)便(bian)捷高(gao)效的(de)服(fu)務(wu)。積(ji)極推(tui)(tui)進網(wang)(wang)(wang)上(shang)互動交流,開(kai)(kai)展在(zai)線訪談和(he)(he)(he)網(wang)(wang)(wang)上(shang)調查,提(ti)(ti)(ti)(ti)供(gong)網(wang)(wang)(wang)上(shang)咨(zi)詢(xun)、便(bian)民問(wen)答、監(jian)督投(tou)訴、領導信(xin)(xin)箱等服(fu)務(wu)。落(luo)實(shi)網(wang)(wang)(wang)民意見(jian)、問(wen)題、投(tou)訴的(de)受理(li)反(fan)饋責任,提(ti)(ti)(ti)(ti)高(gao)網(wang)(wang)(wang)上(shang)服(fu)務(wu)效率。

(六)加(jia)強對(dui)所出(chu)資企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)的(de)(de)指導,推(tui)(tui)動企(qi)(qi)(qi)(qi)業(ye)(ye)加(jia)快(kuai)提高(gao)(gao)信(xin)息(xi)(xi)化(hua)(hua)(hua)水(shui)平(ping)。促進(jin)(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)加(jia)快(kuai)建設(she)和(he)完善綜合管(guan)理(li)信(xin)息(xi)(xi)系(xi)統(tong),推(tui)(tui)進(jin)(jin)信(xin)息(xi)(xi)集(ji)成、共享、協同,提高(gao)(gao)管(guan)理(li)水(shui)平(ping)和(he)集(ji)團控(kong)(kong)制(zhi)力(li),加(jia)強對(dui)所屬各級子(zi)(zi)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)實(shi)時(shi)監控(kong)(kong)和(he)管(guan)理(li)。促進(jin)(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)加(jia)快(kuai)開發(fa)專業(ye)(ye)應用(yong)信(xin)息(xi)(xi)系(xi)統(tong),強化(hua)(hua)(hua)生(sheng)產(chan)(chan)營運過(guo)程的(de)(de)在線(xian)監測、預警和(he)控(kong)(kong)制(zhi),實(shi)現精準(zhun)、高(gao)(gao)效生(sheng)產(chan)(chan)。推(tui)(tui)動企(qi)(qi)(qi)(qi)業(ye)(ye)利用(yong)信(xin)息(xi)(xi)化(hua)(hua)(hua)手段,加(jia)強對(dui)高(gao)(gao)能(neng)耗(hao)、高(gao)(gao)物耗(hao)、高(gao)(gao)污染(ran)環節的(de)(de)監督管(guan)理(li),改(gai)進(jin)(jin)監測、預警手段和(he)控(kong)(kong)制(zhi)方法,進(jin)(jin)一步搞好資源(yuan)能(neng)源(yuan)節約利用(yong)和(he)環境保(bao)護。發(fa)揮(hui)企(qi)(qi)(qi)(qi)業(ye)(ye)主體(ti)作用(yong),加(jia)快(kuai)發(fa)展(zhan)(zhan)電子(zi)(zi)商務,通(tong)過(guo)供應鏈、客(ke)戶關系(xi)管(guan)理(li)等,形成完整的(de)(de)電子(zi)(zi)商務價值體(ti)系(xi),增強市場(chang)競爭能(neng)力(li)。發(fa)揮(hui)專業(ye)(ye)信(xin)息(xi)(xi)服(fu)務企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)優勢,承攬(lan)外包服(fu)務,幫助企(qi)(qi)(qi)(qi)業(ye)(ye)低(di)成本、低(di)風(feng)險地推(tui)(tui)進(jin)(jin)信(xin)息(xi)(xi)化(hua)(hua)(hua)。積(ji)極探索開展(zhan)(zhan)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)水(shui)平(ping)評估(gu)工作。推(tui)(tui)動企(qi)(qi)(qi)(qi)業(ye)(ye)加(jia)快(kuai)實(shi)現軟(ruan)件(jian)正版化(hua)(hua)(hua),在符合標準(zhun)的(de)(de)條件(jian)下(xia)優先使用(yong)國產(chan)(chan)設(she)備與軟(ruan)件(jian)。
四、切實加強對國資監管信息化工作的領導和協調
推行(xing)國(guo)資(zi)(zi)監(jian)管信息(xi)化(hua)是監(jian)管方(fang)(fang)式的(de)(de)一場(chang)深(shen)刻變革(ge)(ge),影響到方(fang)(fang)方(fang)(fang)面面,涉及體制改革(ge)(ge)和利益調整(zheng),難度(du)很大(da),任務(wu)艱巨。各地國(guo)資(zi)(zi)委要深(shen)刻認識(shi)實現(xian)國(guo)資(zi)(zi)監(jian)管信息(xi)化(hua)的(de)(de)重要性和緊迫性,樹立全國(guo)“一盤棋”的(de)(de)思(si)想(xiang),按照總(zong)體部署(shu)的(de)(de)要求,切實加(jia)強(qiang)領導(dao),精心組織(zhi)建(jian)設,狠抓任務(wu)落實。
(一)加強(qiang)組(zu)織領(ling)導,做到(dao)機(ji)構、人員(yuan)、職能(neng)和(he)責任(ren)“四到(dao)位(wei)”。信(xin)(xin)息(xi)化是先進(jin)(jin)技(ji)術和(he)管(guan)理(li)的集成創新,各級國資委要(yao)把(ba)信(xin)(xin)息(xi)化工(gong)(gong)作(zuo)擺到(dao)重(zhong)要(yao)位(wei)置,建立健(jian)全(quan)信(xin)(xin)息(xi)化工(gong)(gong)作(zuo)管(guan)理(li)體制(zhi)(zhi)和(he)機(ji)制(zhi)(zhi),切實(shi)加強(qiang)對信(xin)(xin)息(xi)化工(gong)(gong)作(zuo)的統(tong)(tong)一領(ling)導和(he)重(zhong)大項(xiang)目(mu)的協(xie)調推進(jin)(jin)。要(yao)把(ba)這項(xiang)工(gong)(gong)作(zuo)納入重(zhong)要(yao)議事日程(cheng),主要(yao)領(ling)導要(yao)親自過問,分(fen)管(guan)領(ling)導要(yao)負(fu)責抓落實(shi)。要(yao)落實(shi)信(xin)(xin)息(xi)化工(gong)(gong)作(zuo)機(ji)構、職責和(he)人員(yuan)編制(zhi)(zhi),保證機(ji)構和(he)人員(yuan)穩定(ding),優(you)化人員(yuan)專業結(jie)構。有(you)條件的地方要(yao)設立專門的信(xin)(xin)息(xi)化工(gong)(gong)作(zuo)機(ji)構。積極探(tan)索試行統(tong)(tong)籌信(xin)(xin)息(xi)化工(gong)(gong)作(zuo)的信(xin)(xin)息(xi)主管(guan)制(zhi)(zhi)度。
(二)加(jia)強規(gui)(gui)劃(hua)預算(suan)(suan),確保(bao)信息化(hua)持(chi)續(xu)健康發展(zhan)。各(ge)級國資(zi)委要(yao)(yao)緊(jin)密結(jie)合加(jia)強國資(zi)監管(guan)工作的需要(yao)(yao),抓緊(jin)編制國資(zi)監管(guan)信息化(hua)建設總體規(gui)(gui)劃(hua),明確工作目(mu)(mu)標(biao)、建設項(xiang)目(mu)(mu)和(he)(he)經(jing)(jing)費(fei)(fei)預算(suan)(suan)。按(an)照項(xiang)目(mu)(mu)之間的邏輯關系和(he)(he)優先次序,落實年度(du)建設計劃(hua)和(he)(he)項(xiang)目(mu)(mu)資(zi)金。辦大事不要(yao)(yao)怕花小錢,關鍵是要(yao)(yao)把錢用(yong)好(hao)。要(yao)(yao)保(bao)證建設和(he)(he)運行經(jing)(jing)費(fei)(fei)持(chi)續(xu)投入,信息化(hua)項(xiang)目(mu)(mu)的建設經(jing)(jing)費(fei)(fei),要(yao)(yao)按(an)照中央政(zheng)(zheng)府和(he)(he)地方政(zheng)(zheng)府分(fen)別負擔的原(yuan)則,積極向當地政(zheng)(zheng)府主管(guan)部(bu)門申請(qing)解(jie)決;項(xiang)目(mu)(mu)建成投入使(shi)用(yong)后的運行和(he)(he)管(guan)理(li)經(jing)(jing)費(fei)(fei),要(yao)(yao)列入年度(du)行政(zheng)(zheng)經(jing)(jing)費(fei)(fei)預算(suan)(suan)范圍。有(you)條件的地方可(ke)把信息化(hua)建設和(he)(he)運行維護經(jing)(jing)費(fei)(fei)列入國有(you)資(zi)本(ben)經(jing)(jing)營預算(suan)(suan)。
(三)加強制(zhi)度(du)建(jian)(jian)設(she),科學規范(fan)信(xin)息(xi)化(hua)工作管(guan)(guan)理。建(jian)(jian)立(li)健(jian)全規范(fan)的信(xin)息(xi)化(hua)工程預算、建(jian)(jian)設(she)、運行、維護和(he)(he)(he)管(guan)(guan)理制(zhi)度(du),確保國(guo)資(zi)(zi)監管(guan)(guan)信(xin)息(xi)系統建(jian)(jian)設(she)和(he)(he)(he)應(ying)用規范(fan)有序(xu)。制(zhi)定信(xin)息(xi)化(hua)建(jian)(jian)設(she)績效(xiao)評價和(he)(he)(he)考核辦法,加強對信(xin)息(xi)化(hua)投入(ru)的審計(ji)、監督和(he)(he)(he)績效(xiao)評估,建(jian)(jian)立(li)和(he)(he)(he)完(wan)善(shan)信(xin)息(xi)化(hua)工程建(jian)(jian)設(she)問責(ze)制(zhi)。推進國(guo)資(zi)(zi)監管(guan)(guan)信(xin)息(xi)化(hua)建(jian)(jian)設(she),要堅持使用正版軟件,優(you)先采用國(guo)產設(she)備和(he)(he)(he)軟件。對于(yu)軟件開發(fa)、個人終端及網絡系統的運行維護,要積(ji)極面向專(zhuan)業機(ji)構探索實行技術外包,以節省投資(zi)(zi)和(he)(he)(he)縮短周期,獲取更優(you)質的技術服務(wu)。
(四)加強隊伍建(jian)設(she),提(ti)高(gao)全員(yuan)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)應(ying)用水(shui)平。適應(ying)國(guo)資監管技(ji)術創新的(de)(de)(de)(de)(de)需要(yao),制訂(ding)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)培(pei)訓計劃,組(zu)織各級(ji)公務(wu)(wu)員(yuan)特(te)別是領導干部開展信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)培(pei)訓,宣傳(chuan)和普及信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)知(zhi)(zhi)識,強化(hua)(hua)(hua)(hua)(hua)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)意識,提(ti)高(gao)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)技(ji)能。在公務(wu)(wu)員(yuan)考錄和職位(wei)競(jing)爭上崗考試中,適當增加信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)知(zhi)(zhi)識的(de)(de)(de)(de)(de)內容。選聘有(you)經驗、懂技(ji)術的(de)(de)(de)(de)(de)專業人(ren)員(yuan)從事(shi)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)建(jian)設(she)工(gong)作(zuo)(zuo)。積極引進和培(pei)養(yang)國(guo)資監管工(gong)作(zuo)(zuo)亟需的(de)(de)(de)(de)(de)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)專業人(ren)才(cai)和復(fu)合型(xing)人(ren)才(cai)。通過多種形式的(de)(de)(de)(de)(de)學習培(pei)訓,提(ti)高(gao)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)人(ren)員(yuan)的(de)(de)(de)(de)(de)專業素質。
(五)加(jia)強工(gong)作(zuo)(zuo)交流,推廣(guang)信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)先(xian)進經(jing)驗(yan)。定期組織(zhi)開(kai)展(zhan)國(guo)(guo)資監管信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)交流研討活動(dong),及時通報信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)進展(zhan)情況,深(shen)入總結經(jing)驗(yan),研究(jiu)解決共同面臨的(de)(de)問題,部署共建(jian)(jian)項目工(gong)作(zuo)(zuo)任務。有條件的(de)(de)地方(fang)要通過請進來和(he)(he)走(zou)出去相結合(he)的(de)(de)方(fang)式,學習借鑒(jian)國(guo)(guo)內(nei)外先(xian)進的(de)(de)國(guo)(guo)資監管信(xin)息(xi)(xi)化(hua)經(jing)驗(yan)。建(jian)(jian)立國(guo)(guo)資監管信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)交流機制和(he)(he)載體,宣傳(chuan)信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)的(de)(de)成效和(he)(he)成功(gong)做法。適時組織(zhi)對信(xin)息(xi)(xi)化(hua)建(jian)(jian)設(she)的(de)(de)檢查評估,評選表彰國(guo)(guo)資監管信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)先(xian)進單位和(he)(he)個人,為做好(hao)國(guo)(guo)資監管信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)創造良好(hao)的(de)(de)環境和(he)(he)條件。
