中央人才工作組就貫徹人才工作決定答記者問
新華網北京1月1日電 在《中共中央、國務院關于進一步加強人才工作的決定》(以下簡稱《人才工作決定》)公開發表之際,中央人才工作協調小組負責人就如何學習貫徹《人才工作決定》,回答了記者的提問。
問:請您介紹一下《人才(cai)工作決定》的主(zhu)要內容和特點?
答:《人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作(zuo)決定》共分(fen)(fen)(fen)8個(ge)部(bu)(bu)分(fen)(fen)(fen),23條(tiao),11000余字。8個(ge)部(bu)(bu)分(fen)(fen)(fen)可以分(fen)(fen)(fen)為(wei)3個(ge)方面(mian)(mian)內(nei)容(rong)。第一方面(mian)(mian)內(nei)容(rong)即(ji)第一部(bu)(bu)分(fen)(fen)(fen),提(ti)出(chu)大(da)力實施(shi)人(ren)(ren)(ren)才(cai)(cai)(cai)強國戰(zhan)(zhan)略(lve)是新世紀新階段人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作(zuo)的(de)(de)(de)根本任(ren)務,闡明(ming)(ming)了(le)實施(shi)人(ren)(ren)(ren)才(cai)(cai)(cai)強國戰(zhan)(zhan)略(lve)的(de)(de)(de)科(ke)學內(nei)涵(han)、指(zhi)導思(si)想、根本原則和(he)基本要求。第二方面(mian)(mian)內(nei)容(rong)是第二到第七(qi)部(bu)(bu)分(fen)(fen)(fen),闡明(ming)(ming)了(le)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作(zuo)的(de)(de)(de)具體(ti)任(ren)務和(he)戰(zhan)(zhan)略(lve)抓手(shou),包括人(ren)(ren)(ren)才(cai)(cai)(cai)培養、人(ren)(ren)(ren)才(cai)(cai)(cai)評價(jia)和(he)使用、人(ren)(ren)(ren)才(cai)(cai)(cai)市(shi)場體(ti)系建(jian)設(she)、人(ren)(ren)(ren)才(cai)(cai)(cai)激勵和(he)保障、高層(ceng)次(ci)人(ren)(ren)(ren)才(cai)(cai)(cai)隊伍建(jian)設(she)、人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作(zuo)協調發展等,對(dui)當(dang)前(qian)和(he)今后一個(ge)時期的(de)(de)(de)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作(zuo)進行了(le)全面(mian)(mian)部(bu)(bu)署(shu)。第三方面(mian)(mian)內(nei)容(rong)即(ji)第八部(bu)(bu)分(fen)(fen)(fen),提(ti)出(chu)黨管人(ren)(ren)(ren)才(cai)(cai)(cai)原則是開創人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作(zuo)新局面(mian)(mian)的(de)(de)(de)根本保證(zheng),闡明(ming)(ming)了(le)黨管人(ren)(ren)(ren)才(cai)(cai)(cai)的(de)(de)(de)重大(da)意(yi)義、科(ke)學內(nei)涵(han)、工(gong)作(zuo)要求和(he)工(gong)作(zuo)格局。
