1958年(nian)(nian)建(jian)礦(kuang)(kuang)至今,中國(guo)(guo)有(you)色集團(tuan)出(chu)資(zi)企(qi)業(ye)撫順紅透(tou)山礦(kuang)(kuang)業(ye)有(you)限公司(簡(jian)稱:中色紅透(tou)山)經歷(li)了(le)幾代礦(kuang)(kuang)山人(ren)的(de)汗水與赤(chi)誠,以“堅韌、奉獻、開(kai)(kai)拓、爭先(xian)”的(de)精(jing)神,用智慧(hui)和力量(liang)譜寫(xie)了(le)勵精(jing)圖治的(de)發(fa)展史,為(wei)新中國(guo)(guo)的(de)建(jian)設作出(chu)了(le)貢獻。然而,作為(wei)一(yi)個有(you)著六十多(duo)年(nian)(nian)開(kai)(kai)采史的(de)礦(kuang)(kuang)業(ye)企(qi)業(ye),資(zi)源日漸枯竭、歷(li)史遺留問(wen)(wen)題(ti)(ti)多(duo)、社會負擔重、體制機制僵化、冗員多(duo)等問(wen)(wen)題(ti)(ti)成(cheng)為(wei)制約企(qi)業(ye)發(fa)展的(de)重重障礙(ai),企(qi)業(ye)效益一(yi)度出(chu)現下滑(hua)趨勢,甚至出(chu)現了(le)連年(nian)(nian)虧損(sun)的(de)不(bu)利局面。如何(he)沖破桎梏,使老礦(kuang)(kuang)山再造新動(dong)能,煥發(fa)新活力,一(yi)直成(cheng)為(wei)中色紅透(tou)山思考的(de)問(wen)(wen)題(ti)(ti)。
近(jin)(jin)年(nian)來,中(zhong)色(se)(se)紅(hong)透山黨委堅決貫徹落實(shi)(shi)習近(jin)(jin)平總(zong)書記關(guan)于國(guo)(guo)企(qi)改(gai)革(ge)的(de)(de)重要(yao)指示(shi)批示(shi)精神,堅持新(xin)發(fa)展(zhan)理(li)念,堅持安(an)全(quan)環保,進(jin)(jin)一步統(tong)一思想(xiang),凝(ning)聚發(fa)展(zhan)共識(shi),聚焦主業(ye)主責,團結和帶領廣大干部職工改(gai)革(ge)創新(xin)、銳意進(jin)(jin)取。在(zai)經歷了深化改(gai)革(ge)的(de)(de)陣痛后,中(zhong)色(se)(se)紅(hong)透山成(cheng)功實(shi)(shi)現(xian)了扭虧(kui)為盈的(de)(de)良(liang)(liang)好(hao)局面,創造了連續三年(nian)盈利的(de)(de)良(liang)(liang)好(hao)新(xin)業(ye)績,并獲得了“國(guo)(guo)家級綠色(se)(se)礦山區域示(shi)范單位”“中(zhong)央企(qi)業(ye)黨建思想(xiang)政(zheng)治工作先(xian)進(jin)(jin)單位”“全(quan)國(guo)(guo)模范職工之家”“遼寧省(sheng)文明企(qi)業(ye)標兵(bing)單位”等多項(xiang)榮譽(yu)稱號,在(zai)推動企(qi)業(ye)綠色(se)(se)發(fa)展(zhan)、高(gao)質(zhi)量(liang)發(fa)展(zhan)上邁出了堅實(shi)(shi)的(de)(de)步伐(fa)。
堅持黨的領導 夯實發展根基

凝聚改革共識 形成改革合力
方向明則改(gai)(gai)革興(xing)。中色(se)紅透(tou)山黨委嚴格貫徹“三(san)(san)個(ge)有利于”和“兩個(ge)一以(yi)貫之”,帶領廣大(da)干(gan)部(bu)(bu)職(zhi)(zhi)工(gong)(gong)以(yi)完(wan)(wan)(wan)(wan)成(cheng)(cheng)(cheng)各(ge)項改(gai)(gai)革改(gai)(gai)制(zhi)為己任,突出重(zhong)點、穩(wen)(wen)中求(qiu)進(jin)(jin)(jin)(jin)(jin)、積極穩(wen)(wen)妥地(di)推(tui)進(jin)(jin)(jin)(jin)(jin)內部(bu)(bu)改(gai)(gai)革,取得(de)了(le)(le)(le)階段(duan)性成(cheng)(cheng)(cheng)果。一是(shi)完(wan)(wan)(wan)(wan)成(cheng)(cheng)(cheng)企業(ye)辦(ban)醫(yi)(yi)療職(zhi)(zhi)能(neng)移交(jiao)工(gong)(gong)作。對原職(zhi)(zhi)工(gong)(gong)醫(yi)(yi)院進(jin)(jin)(jin)(jin)(jin)行(xing)關(guan)閉撤銷(xiao),引入民營(ying)(ying)企業(ye)礦區(qu)內辦(ban)醫(yi)(yi)院,安(an)置(zhi)(zhi)60余名職(zhi)(zhi)工(gong)(gong)再就業(ye)。二是(shi)完(wan)(wan)(wan)(wan)成(cheng)(cheng)(cheng)了(le)(le)(le)“三(san)(san)供(gong)一業(ye)”職(zhi)(zhi)能(neng)移交(jiao)工(gong)(gong)作。出資1.34億(yi)元實施了(le)(le)(le)熱源廠建設(she)、供(gong)暖(nuan)管(guan)網改(gai)(gai)造、供(gong)水(shui)系統改(gai)(gai)造和物業(ye)基礎設(she)施更新等項目(mu)。三(san)(san)是(shi)推(tui)進(jin)(jin)(jin)(jin)(jin)廠辦(ban)大(da)集(ji)體(ti)(ti)改(gai)(gai)革工(gong)(gong)作。2019年結(jie)束廠辦(ban)大(da)集(ji)體(ti)(ti)改(gai)(gai)革人(ren)(ren)員(yuan)(yuan)安(an)置(zhi)(zhi)工(gong)(gong)作,成(cheng)(cheng)(cheng)立(li)集(ji)體(ti)(ti)企業(ye)注(zhu)銷(xiao)專項工(gong)(gong)作小組。目(mu)前(qian),5家集(ji)體(ti)(ti)企業(ye)正(zheng)在(zai)清(qing)算過程中,即將進(jin)(jin)(jin)(jin)(jin)行(xing)注(zhu)銷(xiao)工(gong)(gong)作。四是(shi)退(tui)休人(ren)(ren)員(yuan)(yuan)管(guan)理(li)職(zhi)(zhi)能(neng)社會化(hua)移交(jiao)即將完(wan)(wan)(wan)(wan)成(cheng)(cheng)(cheng)。中色(se)紅透(tou)山黨委本著(zhu)“提(ti)早(zao)準備、項目(mu)完(wan)(wan)(wan)(wan)整、數據(ju)準確”的(de)原則,加快(kuai)推(tui)進(jin)(jin)(jin)(jin)(jin)退(tui)休人(ren)(ren)員(yuan)(yuan)檔(dang)(dang)案(an)整理(li)、檔(dang)(dang)案(an)信(xin)息化(hua)建立(li)等工(gong)(gong)作。五(wu)是(shi)完(wan)(wan)(wan)(wan)成(cheng)(cheng)(cheng)了(le)(le)(le)對冶煉廠停產(chan)和人(ren)(ren)員(yuan)(yuan)分(fen)流安(an)置(zhi)(zhi),積極推(tui)進(jin)(jin)(jin)(jin)(jin)冶煉廠處(chu)置(zhi)(zhi)預決策、意向協議簽訂、清(qing)產(chan)核資審計、資產(chan)評估(gu)與備案(an)、內部(bu)(bu)決策、進(jin)(jin)(jin)(jin)(jin)場交(jiao)易(yi)等工(gong)(gong)作進(jin)(jin)(jin)(jin)(jin)程,按(an)期完(wan)(wan)(wan)(wan)成(cheng)(cheng)(cheng)資產(chan)評估(gu)工(gong)(gong)作,在(zai)上海聯(lian)合產(chan)權交(jiao)易(yi)所正(zheng)式掛牌(pai),與意向受讓方簽訂了(le)(le)(le)《產(chan)權交(jiao)易(yi)合同(tong)》。六是(shi)積極推(tui)進(jin)(jin)(jin)(jin)(jin)“三(san)(san)項制(zhi)度改(gai)(gai)革”,優化(hua)機(ji)構(gou)職(zhi)(zhi)能(neng)、壓縮機(ji)構(gou)規模,在(zai)機(ji)關(guan)率先實施“三(san)(san)定”,按(an)照(zhao)成(cheng)(cheng)(cheng)熟一批整合一批的(de)原則,將公司職(zhi)(zhi)能(neng)部(bu)(bu)門(men)由18個(ge)處(chu)室(shi)撤并(bing)精簡(jian)至14個(ge),減少(shao)職(zhi)(zhi)能(neng)部(bu)(bu)門(men)管(guan)理(li)人(ren)(ren)員(yuan)(yuan)120余人(ren)(ren)。七是(shi)推(tui)進(jin)(jin)(jin)(jin)(jin)輔助生(sheng)產(chan)單(dan)位經營(ying)(ying)機(ji)制(zhi)改(gai)(gai)革。通過優化(hua)人(ren)(ren)力資源配置(zhi)(zhi),優化(hua)機(ji)構(gou)設(she)置(zhi)(zhi),改(gai)(gai)進(jin)(jin)(jin)(jin)(jin)生(sheng)產(chan)方式和經營(ying)(ying)考核方式,對成(cheng)(cheng)(cheng)本進(jin)(jin)(jin)(jin)(jin)行(xing)量(liang)化(hua)分(fen)解,提(ti)高投(tou)入產(chan)出比(bi),實施模擬市場化(hua)運(yun)行(xing),一舉扭(niu)轉(zhuan)了(le)(le)(le)運(yun)輸(shu)系統虧(kui)損的(de)被動(dong)局面。1-9月份,在(zai)勞動(dong)用工(gong)(gong)人(ren)(ren)數減少(shao)的(de)情況下(xia),機(ji)電(dian)產(chan)品加工(gong)(gong)總(zong)量(liang)同(tong)比(bi)增92.2%,人(ren)(ren)均(jun)加工(gong)(gong)總(zong)量(liang)同(tong)比(bi)提(ti)高121.66%,同(tong)比(bi)減虧(kui)48萬元。
善用創新驅動 優化結構布局
發(fa)展是第(di)一要(yao)務。貫(guan)徹落(luo)實(shi)新發(fa)展理(li)念(nian)、推(tui)動國(guo)有企業高(gao)質量(liang)發(fa)展,是一項具有戰(zhan)略(lve)性、全局性、時代(dai)性、現實(shi)性的緊迫(po)任務。中色紅透山(shan)圍(wei)繞(rao)中心工(gong)作(zuo),把提高(gao)企業效(xiao)益、增(zeng)強企業競爭力、實(shi)現國(guo)有資產(chan)保值增(zeng)值作(zuo)為(wei)出發(fa)點和落(luo)腳點,以(yi)精細化管理(li)為(wei)主線,以(yi)科(ke)技創新為(wei)支撐,以(yi)安(an)全生產(chan)為(wei)保障,頂住了巨大壓力,闖過(guo)了道道難關,保持了產(chan)品產(chan)量(liang)持續(xu)增(zeng)長(chang),主要(yao)技術指標穩步提高(gao),生產(chan)成本持續(xu)下(xia)降的良好態勢。
一是(shi)加大(da)地質找礦(kuang)(kuang)力度。積極(ji)實(shi)(shi)施(shi)“探邊(bian)掃(sao)盲及就礦(kuang)(kuang)找礦(kuang)(kuang)”工(gong)(gong)作,認真研(yan)究(jiu)成(cheng)(cheng)(cheng)礦(kuang)(kuang)規律(lv),以集團科(ke)技項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)和(he)(he)自主(zhu)科(ke)技項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)為(wei)支撐,加大(da)探礦(kuang)(kuang)工(gong)(gong)程(cheng)施(shi)工(gong)(gong)組織力度,有效增(zeng)加資(zi)源(yuan)儲(chu)量(liang)(liang),近(jin)兩年(nian)(nian)新增(zeng)銅(tong)資(zi)源(yuan)量(liang)(liang)(金屬量(liang)(liang))近(jin)7000噸。二是(shi)提高礦(kuang)(kuang)產(chan)(chan)(chan)(chan)資(zi)源(yuan)的(de)(de)綜合利用(yong),科(ke)學(xue)調整(zheng)(zheng)井(jing)下(xia)生(sheng)(sheng)產(chan)(chan)(chan)(chan)布局。根據井(jing)下(xia)采場地質條(tiao)件,進一步優化(hua)整(zheng)(zheng)合采場,壓(ya)縮生(sheng)(sheng)產(chan)(chan)(chan)(chan)作業中段,提高勞(lao)動生(sheng)(sheng)產(chan)(chan)(chan)(chan)率(lv)(lv)。三(san)(san)是(shi)保持安(an)全環保良(liang)好態勢。及時整(zheng)(zheng)改(gai)集團公(gong)司安(an)全生(sheng)(sheng)產(chan)(chan)(chan)(chan)專項(xiang)(xiang)(xiang)(xiang)(xiang)整(zheng)(zheng)治(zhi)三(san)(san)年(nian)(nian)行動督(du)查提出(chu)的(de)(de)問(wen)題(ti),深(shen)化(hua)安(an)全風險分(fen)(fen)級管(guan)控(kong)和(he)(he)隱患排查治(zhi)理雙重預防機制。壓(ya)實(shi)(shi)安(an)全生(sheng)(sheng)產(chan)(chan)(chan)(chan)責任,形成(cheng)(cheng)(cheng)黨政工(gong)(gong)青齊抓共管(guan)的(de)(de)安(an)全生(sheng)(sheng)產(chan)(chan)(chan)(chan)格局。四是(shi)“過(guo)(guo)緊日子”思想(xiang)進一步增(zeng)強(qiang)。制定并(bing)實(shi)(shi)施(shi)了嚴(yan)管(guan)資(zi)金、量(liang)(liang)入為(wei)出(chu);嚴(yan)控(kong)成(cheng)(cheng)(cheng)本(ben)(ben)、厲行節約;優化(hua)結構、盤活存量(liang)(liang)和(he)(he)增(zeng)量(liang)(liang)等3個大(da)項(xiang)(xiang)(xiang)(xiang)(xiang)、22個小(xiao)項(xiang)(xiang)(xiang)(xiang)(xiang)挖潛增(zeng)效措施(shi),使采、選(xuan)單位成(cheng)(cheng)(cheng)本(ben)(ben)分(fen)(fen)別(bie)比(bi)集團公(gong)司考核指標(biao)(biao)降低22%和(he)(he)17%,生(sheng)(sheng)產(chan)(chan)(chan)(chan)總(zong)成(cheng)(cheng)(cheng)本(ben)(ben)、人(ren)工(gong)(gong)成(cheng)(cheng)(cheng)本(ben)(ben)和(he)(he)管(guan)理費用(yong)支出(chu)分(fen)(fen)別(bie)比(bi)上年(nian)(nian)同(tong)(tong)期(qi)降低13%、15%和(he)(he)9%。五是(shi)通(tong)過(guo)(guo)技術(shu)革新,提升勞(lao)動生(sheng)(sheng)產(chan)(chan)(chan)(chan)率(lv)(lv)。全力實(shi)(shi)施(shi)深(shen)部(bu)充填系(xi)統(tong)改(gai)造(zao)(zao)、通(tong)風系(xi)統(tong)改(gai)造(zao)(zao)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu),提高礦(kuang)(kuang)山(shan)機械(xie)化(hua)、自動化(hua)、智(zhi)能(neng)化(hua)作業水平;實(shi)(shi)施(shi)硫浮選(xuan)、鋅浮選(xuan)系(xi)統(tong)工(gong)(gong)藝改(gai)造(zao)(zao),使回收率(lv)(lv)指標(biao)(biao)和(he)(he)產(chan)(chan)(chan)(chan)品質量(liang)(liang)得到明顯(xian)提升,1-9月份,選(xuan)礦(kuang)(kuang)鋅實(shi)(shi)收率(lv)(lv)比(bi)上年(nian)(nian)同(tong)(tong)期(qi)提高4.06個百分(fen)(fen)點,硫實(shi)(shi)收率(lv)(lv)比(bi)上年(nian)(nian)同(tong)(tong)期(qi)提高3.41個百分(fen)(fen)點;銅(tong)浮選(xuan)改(gai)造(zao)(zao)于今年(nian)(nian)10月份完成(cheng)(cheng)(cheng),目(mu)前(qian)試運行狀(zhuang)態良(liang)好。六是(shi)“走出(chu)去(qu)”成(cheng)(cheng)(cheng)效顯(xian)著。分(fen)(fen)別(bie)在非洲贊比(bi)亞、東南(nan)亞緬甸開發和(he)(he)承(cheng)包項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu),輸出(chu)技術(shu)和(he)(he)管(guan)理人(ren)員300多(duo)人(ren)次(ci),服務于集團公(gong)司境外項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)和(he)(he)紅透山(shan)礦(kuang)(kuang)業公(gong)司境外項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)。”
