“構(gou)建數字政(zheng)(zheng)府(fu)均等化服(fu)務能力,已成為(wei)落實(shi)國家政(zheng)(zheng)務信息化規劃的一項(xiang)重要(yao)工作(zuo)。”今(jin)年兩會,全(quan)國人大(da)代(dai)表、中國移動副總(zong)經理趙(zhao)大(da)春圍繞“構(gou)建數字政(zheng)(zheng)府(fu)均等化服(fu)務能力”建言(yan)獻策。他(ta)建議,加(jia)強電子政(zheng)(zheng)務基礎設(she)施建設(she)、加(jia)速(su)構(gou)建政(zheng)(zheng)務數據要(yao)素體系、加(jia)大(da)數字政(zheng)(zheng)府(fu)均等化服(fu)務能力政(zheng)(zheng)策扶持力度,持續(xu)提高(gao)數字政(zheng)(zheng)府(fu)整體效能,提升政(zheng)(zheng)務服(fu)務便(bian)利化水平。

提升數字政府均等化服務能力,是國之所需、民之所盼
“提(ti)升數字(zi)政府(fu)均(jun)等化(hua)(hua)服(fu)務能(neng)力(li)意義重(zhong)(zhong)大,這既是(shi)國之(zhi)所需(xu),也是(shi)民之(zhi)所盼。”趙大春表(biao)示,提(ti)升數字(zi)政府(fu)均(jun)等化(hua)(hua)服(fu)務能(neng)力(li)是(shi)數字(zi)中國戰略(lve)的重(zhong)(zhong)要抓手(shou)、提(ti)高人民滿意度(du)的重(zhong)(zhong)要舉措,也是(shi)優(you)化(hua)(hua)營商環境的“助推器”。
目(mu)前,我國數字政(zheng)府建設已(yi)進入快(kuai)車(che)道,頂層設計(ji)和(he)(he)工作機制更(geng)加(jia)健全,制度體(ti)系、標準規(gui)范、政(zheng)策舉措等(deng)協調(diao)性一致性不(bu)斷增強(qiang),以國家政(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺為總樞紐的(de)(de)全國一體(ti)化(hua)(hua)政(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺已(yi)基(ji)本(ben)建成,在(zai)線政(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)水平(ping)(ping)更(geng)是(shi)躍居全球(qiu)領先行列。但是(shi),政(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)能力(li)不(bu)均衡不(bu)充分的(de)(de)情況(kuang)依然(ran)存在(zai),跨(kua)城(cheng)市(shi)、跨(kua)區(qu)域、跨(kua)城(cheng)鄉、跨(kua)人群的(de)(de)政(zheng)府數字化(hua)(hua)服(fu)(fu)務(wu)(wu)(wu)(wu)能力(li)與現代(dai)化(hua)(hua)治理(li)能力(li)建設要(yao)求和(he)(he)構建人人享有(you)基(ji)本(ben)公共(gong)服(fu)(fu)務(wu)(wu)(wu)(wu)要(yao)求仍有(you)差距。例(li)如,東西部之(zhi)(zhi)間(jian)、城(cheng)鄉之(zhi)(zhi)間(jian)政(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)能力(li)差距較(jiao)大、老年人等(deng)數字弱勢(shi)群體(ti)無法充分享受便利(li)等(deng)。
在調(diao)研中,趙大春深刻感受到(dao),應用數(shu)字(zi)技術提(ti)(ti)(ti)(ti)高(gao)面(mian)(mian)(mian)向基(ji)層、面(mian)(mian)(mian)向鄉鎮、面(mian)(mian)(mian)向“數(shu)字(zi)弱勢群體”的(de)(de)政務(wu)服(fu)務(wu)和治理能(neng)力,有(you)助于(yu)(yu)全(quan)面(mian)(mian)(mian)提(ti)(ti)(ti)(ti)升政府(fu)效能(neng)、提(ti)(ti)(ti)(ti)升老百姓(xing)的(de)(de)幸福感。同時,提(ti)(ti)(ti)(ti)升數(shu)字(zi)政府(fu)均等化(hua)服(fu)務(wu)能(neng)力有(you)助于(yu)(yu)提(ti)(ti)(ti)(ti)高(gao)公共(gong)服(fu)務(wu)資(zi)源配置能(neng)力、增加服(fu)務(wu)供給、提(ti)(ti)(ti)(ti)升服(fu)務(wu)質量,推動重點領域(yu)非(fei)基(ji)本公共(gong)服(fu)務(wu)普惠(hui)化(hua)發展,是扎實推動共(gong)同富裕的(de)(de)有(you)力保障。
“近年來,我(wo)國數字設(she)施建(jian)設(she)發展成(cheng)效顯著,5G和千兆光網等新(xin)型信(xin)息(xi)基礎(chu)設(she)施建(jian)設(she)和應(ying)用普及(ji)全面(mian)加(jia)速(su)。電信(xin)運營商積極(ji)承擔社會(hui)責任(ren),通過(guo)加(jia)快(kuai)云(yun)網設(she)施建(jian)設(she)、強化信(xin)息(xi)安全保障、提升數據治理能力等,全方位(wei)加(jia)強數字政(zheng)府(fu)應(ying)用創新(xin),加(jia)速(su)構建(jian)數字政(zheng)府(fu)服務(wu)生態。”趙大春認為,我(wo)國數字政(zheng)府(fu)產業支撐逐步完(wan)備(bei),為提升數字政(zheng)府(fu)均等化服務(wu)能力奠定了堅實的基礎(chu)。
三項舉措加速構建數字政府均等化服務能力
我國(guo)數字(zi)(zi)政(zheng)府建設雖然取得顯著成績,但均(jun)等化服(fu)務能力提升(sheng)面臨新(xin)形(xing)勢新(xin)挑(tiao)戰(zhan)。為(wei)深化數字(zi)(zi)政(zheng)府建設,推動政(zheng)府數字(zi)(zi)化服(fu)務均(jun)等化,支撐國(guo)家治理體系和治理能力現代化,趙大春在(zai)經過深入(ru)調查研(yan)究后提出三(san)點(dian)建議。
“首先,強(qiang)(qiang)化電(dian)(dian)(dian)子(zi)政(zheng)(zheng)務(wu)基(ji)礎(chu)設施建(jian)(jian)設,構(gou)建(jian)(jian)多(duo)要(yao)素(su)融合(he)(he)的一(yi)(yi)體化數(shu)字(zi)政(zheng)(zheng)府基(ji)礎(chu)設施。”趙大(da)春建(jian)(jian)議,推動5G、云(yun)計算(suan)、大(da)數(shu)據(ju)、區(qu)塊(kuai)(kuai)鏈、人(ren)工智能(neng)(neng)(neng)、邊(bian)緣計算(suan)、安全(quan)等(deng)多(duo)要(yao)素(su)融合(he)(he)的新型信息技(ji)(ji)術與(yu)政(zheng)(zheng)務(wu)基(ji)礎(chu)設施建(jian)(jian)設相融合(he)(he)。一(yi)(yi)是(shi)(shi)鼓(gu)勵(li)標準(zhun)(zhun)化組(zu)織、基(ji)礎(chu)電(dian)(dian)(dian)信企(qi)(qi)業(ye)(ye)、數(shu)字(zi)化龍頭企(qi)(qi)業(ye)(ye)與(yu)政(zheng)(zheng)府部(bu)門加強(qiang)(qiang)合(he)(he)作(zuo)。重(zhong)點針對5G、量子(zi)通信、區(qu)塊(kuai)(kuai)鏈與(yu)政(zheng)(zheng)務(wu)網(wang)絡、政(zheng)(zheng)府算(suan)力(li)服(fu)務(wu)、政(zheng)(zheng)府企(qi)(qi)業(ye)(ye)間數(shu)據(ju)流轉等(deng)場景相融合(he)(he)的需要(yao),修訂建(jian)(jian)立(li)電(dian)(dian)(dian)子(zi)政(zheng)(zheng)務(wu)網(wang)絡的國家、行業(ye)(ye)和地方標準(zhun)(zhun),強(qiang)(qiang)化標準(zhun)(zhun)供給;二是(shi)(shi)加強(qiang)(qiang)縣(xian)(xian)域(yu)電(dian)(dian)(dian)子(zi)政(zheng)(zheng)務(wu)云(yun)網(wang)設施統籌(chou)建(jian)(jian)設,強(qiang)(qiang)化鄉(xiang)村電(dian)(dian)(dian)子(zi)政(zheng)(zheng)務(wu)基(ji)礎(chu)設施支撐能(neng)(neng)(neng)力(li)。依托國家算(suan)力(li)體系(xi),鼓(gu)勵(li)基(ji)礎(chu)電(dian)(dian)(dian)信企(qi)(qi)業(ye)(ye)、算(suan)力(li)服(fu)務(wu)商等(deng)開展(zhan)合(he)(he)作(zuo),構(gou)建(jian)(jian)數(shu)字(zi)政(zheng)(zheng)府算(suan)力(li)網(wang)絡向(xiang)基(ji)層(ceng)、向(xiang)縣(xian)(xian)域(yu)、向(xiang)鄉(xiang)村的延伸支撐能(neng)(neng)(neng)力(li),使其像水電(dian)(dian)(dian)一(yi)(yi)樣(yang),一(yi)(yi)點接入,即取即用。三(san)是(shi)(shi)提升政(zheng)(zheng)務(wu)信息化的智能(neng)(neng)(neng)化安全(quan)保障能(neng)(neng)(neng)力(li)。鼓(gu)勵(li)人(ren)工智能(neng)(neng)(neng)、區(qu)塊(kuai)(kuai)鏈技(ji)(ji)術在政(zheng)(zheng)務(wu)網(wang)絡和數(shu)據(ju)安全(quan)管理方面(mian)應用;圍繞跨區(qu)域(yu)、跨系(xi)統、跨層(ceng)級安全(quan)需求,推進政(zheng)(zheng)務(wu)安全(quan)大(da)腦建(jian)(jian)設;鼓(gu)勵(li)基(ji)礎(chu)電(dian)(dian)(dian)信企(qi)(qi)業(ye)(ye)、安全(quan)企(qi)(qi)業(ye)(ye)與(yu)政(zheng)(zheng)府機(ji)構(gou)等(deng)開展(zhan)技(ji)(ji)術、人(ren)才合(he)(he)作(zuo),建(jian)(jian)設安全(quan)平臺(tai),強(qiang)(qiang)化政(zheng)(zheng)務(wu)信息化安全(quan)支撐。
“其(qi)次,構(gou)建(jian)(jian)政(zheng)(zheng)務(wu)(wu)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)要素體(ti)(ti)系(xi)(xi),提(ti)升數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)面(mian)(mian)向(xiang)(xiang)治(zhi)理(li)(li)(li)的(de)(de)賦能(neng)支撐能(neng)力(li)(li)(li)。”趙大春建(jian)(jian)議,加快(kuai)推(tui)動(dong)面(mian)(mian)向(xiang)(xiang)治(zhi)理(li)(li)(li)的(de)(de)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)要素融合(he)(he)。一(yi)(yi)是強(qiang)化政(zheng)(zheng)務(wu)(wu)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)全生(sheng)命周(zhou)期質量管理(li)(li)(li)。充分發(fa)揮(hui)(hui)人工智能(neng)、區(qu)塊鏈技術(shu)的(de)(de)不可篡(cuan)改、智能(neng)合(he)(he)約、可信(xin)計(ji)算(suan)等特性,圍(wei)繞跨行(xing)業(ye)、跨部門、跨層(ceng)級政(zheng)(zheng)務(wu)(wu)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)(gong)享(xiang)(xiang)交換(huan),構(gou)建(jian)(jian)服務(wu)(wu)于政(zheng)(zheng)務(wu)(wu)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)治(zhi)理(li)(li)(li)的(de)(de)技術(shu)平(ping)(ping)臺(tai)(tai),推(tui)動(dong)跨部門跨行(xing)業(ye)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)融合(he)(he)、提(ti)升數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)安(an)全可信(xin)治(zhi)理(li)(li)(li)能(neng)力(li)(li)(li)。二是建(jian)(jian)設(she)(she)全國(guo)一(yi)(yi)體(ti)(ti)化政(zheng)(zheng)務(wu)(wu)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)(gong)享(xiang)(xiang)交換(huan)平(ping)(ping)臺(tai)(tai)。依托國(guo)家算(suan)力(li)(li)(li)樞(shu)紐(niu)體(ti)(ti)系(xi)(xi)和基礎電(dian)信(xin)企業(ye)算(suan)力(li)(li)(li)網絡(luo),重(zhong)點(dian)圍(wei)繞面(mian)(mian)向(xiang)(xiang)區(qu)域、面(mian)(mian)向(xiang)(xiang)基層(ceng)、面(mian)(mian)向(xiang)(xiang)鄉村的(de)(de)共(gong)(gong)享(xiang)(xiang)交換(huan)能(neng)力(li)(li)(li)建(jian)(jian)設(she)(she),發(fa)揮(hui)(hui)我國(guo)數(shu)(shu)(shu)(shu)(shu)字設(she)(she)施覆蓋優勢,加快(kuai)建(jian)(jian)設(she)(she)全國(guo)一(yi)(yi)體(ti)(ti)化政(zheng)(zheng)務(wu)(wu)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)(gong)享(xiang)(xiang)交換(huan)平(ping)(ping)臺(tai)(tai)。三是鼓勵政(zheng)(zheng)企學研開展合(he)(he)作(zuo)。建(jian)(jian)立新(xin)型創新(xin)機構(gou),開展面(mian)(mian)向(xiang)(xiang)治(zhi)理(li)(li)(li)的(de)(de)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)要素共(gong)(gong)享(xiang)(xiang)交換(huan)技術(shu)研究(jiu)試點(dian),圍(wei)繞協同治(zhi)理(li)(li)(li)能(neng)力(li)(li)(li)建(jian)(jian)設(she)(she)、政(zheng)(zheng)府輔助預測決(jue)策賦能(neng)、基層(ceng)治(zhi)理(li)(li)(li)能(neng)力(li)(li)(li)建(jian)(jian)設(she)(she)等重(zhong)點(dian)需(xu)求,依托公共(gong)(gong)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)開放體(ti)(ti)系(xi)(xi),鼓勵電(dian)信(xin)運營商、高等院(yuan)校及數(shu)(shu)(shu)(shu)(shu)字化企業(ye)等開展合(he)(he)作(zuo),打造數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)要素融合(he)(he)技術(shu)平(ping)(ping)臺(tai)(tai)、交易平(ping)(ping)臺(tai)(tai)。
“最(zui)后(hou),加(jia)大(da)(da)數(shu)(shu)(shu)字政(zheng)(zheng)(zheng)(zheng)府(fu)均等化服(fu)(fu)務(wu)能力政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)扶持(chi)(chi)力度(du),持(chi)(chi)續提升數(shu)(shu)(shu)字政(zheng)(zheng)(zheng)(zheng)府(fu)整體(ti)效能。”趙大(da)(da)春建議,加(jia)大(da)(da)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)扶持(chi)(chi)力度(du),推(tui)(tui)動5G與(yu)(yu)電(dian)子(zi)政(zheng)(zheng)(zheng)(zheng)務(wu)網絡(luo)融(rong)合示范(fan)試(shi)點(dian)建設和應(ying)(ying)用(yong)(yong)(yong)推(tui)(tui)廣。一(yi)(yi)是以(yi)跨區(qu)域(yu)應(ying)(ying)用(yong)(yong)(yong)、重大(da)(da)應(ying)(ying)用(yong)(yong)(yong)、創新應(ying)(ying)用(yong)(yong)(yong)為牽(qian)(qian)引,鼓勵5G與(yu)(yu)電(dian)子(zi)政(zheng)(zheng)(zheng)(zheng)府(fu)外網的(de)(de)(de)技術融(rong)合。通過技術驗(yan)證、示范(fan)試(shi)點(dian)加(jia)快構(gou)建覆蓋全國、技術先進(jin)、品(pin)(pin)質優(you)良(liang)的(de)(de)(de)5G電(dian)子(zi)政(zheng)(zheng)(zheng)(zheng)務(wu)專網。二是發(fa)揮(hui)財稅政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)、金融(rong)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)、人才政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)及政(zheng)(zheng)(zheng)(zheng)府(fu)采購等牽(qian)(qian)引作(zuo)用(yong)(yong)(yong)。鼓勵和發(fa)展(zhan)一(yi)(yi)批(pi)電(dian)子(zi)政(zheng)(zheng)(zheng)(zheng)務(wu)網絡(luo)與(yu)(yu)5G融(rong)合產品(pin)(pin)、一(yi)(yi)批(pi)解決方案服(fu)(fu)務(wu)商、一(yi)(yi)批(pi)5G政(zheng)(zheng)(zheng)(zheng)務(wu)服(fu)(fu)務(wu)應(ying)(ying)用(yong)(yong)(yong)創新企業。三(san)是鼓勵各級政(zheng)(zheng)(zheng)(zheng)府(fu)依托(tuo)全國數(shu)(shu)(shu)據共享交(jiao)換體(ti)系,深入應(ying)(ying)用(yong)(yong)(yong)遠程視頻、區(qu)塊鏈、智能算法等新技術,進(jin)一(yi)(yi)步推(tui)(tui)進(jin)政(zheng)(zheng)(zheng)(zheng)務(wu)服(fu)(fu)務(wu)跨省(sheng)跨區(qu)安全可信辦(ban)理、推(tui)(tui)廣政(zheng)(zheng)(zheng)(zheng)務(wu)服(fu)(fu)務(wu)機器人、打造(zao)永(yong)不(bu)落(luo)幕的(de)(de)(de)線上政(zheng)(zheng)(zheng)(zheng)務(wu)應(ying)(ying)用(yong)(yong)(yong)、推(tui)(tui)進(jin)更多政(zheng)(zheng)(zheng)(zheng)務(wu)事項(xiang)向(xiang)(xiang)移(yi)動端延伸(shen),提升政(zheng)(zheng)(zheng)(zheng)府(fu)面向(xiang)(xiang)區(qu)域(yu)、面向(xiang)(xiang)基層、面向(xiang)(xiang)鄉村協同的(de)(de)(de)服(fu)(fu)務(wu)能力,實現政(zheng)(zheng)(zheng)(zheng)務(wu)服(fu)(fu)務(wu)的(de)(de)(de)移(yi)動化、精準化、便(bian)利化,彌合“數(shu)(shu)(shu)字鴻(hong)溝”,進(jin)一(yi)(yi)步提高(gao)便(bian)民服(fu)(fu)務(wu)水平,提升數(shu)(shu)(shu)字政(zheng)(zheng)(zheng)(zheng)府(fu)整體(ti)效能。
