中糧集(ji)團(tuan)按照國(guo)家戰(zhan)略(lve)要求(qiu)和自身發展(zhan)定(ding)位,扎(zha)實開展(zhan)對標世界一流管理(li)提(ti)升行動,以(yi)集(ji)中采(cai)購(gou)為(wei)突破口(kou),構建具有世界一流水平的采(cai)購(gou)管理(li)體(ti)系,力爭(zheng)逐步實現主要原輔料集(ji)中采(cai)購(gou)全覆蓋,形成(cheng)集(ji)團(tuan)“大宗(zong)原料集(ji)中協同、大宗(zong)輔料集(ji)中透明”的采(cai)購(gou)管理(li)新格局。2022年(nian)上(shang)半(ban)年(nian)整體(ti)實現集(ji)中采(cai)購(gou)金額367.5億元(yuan),計劃(hua)完成(cheng)率54.09%,采(cai)購(gou)成(cheng)本較預算金額降低(di)13.06億元(yuan)。
提高政治站位,深化思想認識,專題部署集團集中采購工作
中(zhong)糧(liang)(liang)(liang)集(ji)(ji)(ji)團(tuan)(tuan)黨組高度重視集(ji)(ji)(ji)中(zhong)采(cai)(cai)(cai)購(gou)(gou)工(gong)作,成(cheng)立招標與(yu)采(cai)(cai)(cai)購(gou)(gou)管(guan)理領導小組,按照“先(xian)(xian)易后(hou)難、先(xian)(xian)小后(hou)大、先(xian)(xian)少后(hou)多、穩步推進”的原則推動(dong)工(gong)作開(kai)展。中(zhong)糧(liang)(liang)(liang)集(ji)(ji)(ji)團(tuan)(tuan)定期召(zhao)開(kai)月度推進會(hui)(hui),研(yan)究決定集(ji)(ji)(ji)中(zhong)采(cai)(cai)(cai)購(gou)(gou)重大事項,并列(lie)入集(ji)(ji)(ji)團(tuan)(tuan)運營分析(xi)會(hui)(hui)進行專(zhuan)題討論,切(qie)實(shi)(shi)把(ba)工(gong)作責任落(luo)到(dao)實(shi)(shi)處(chu)、進度目(mu)標落(luo)到(dao)實(shi)(shi)處(chu)、成(cheng)果成(cheng)效(xiao)落(luo)到(dao)實(shi)(shi)處(chu)。此外,中(zhong)糧(liang)(liang)(liang)集(ji)(ji)(ji)團(tuan)(tuan)加快建設(she)中(zhong)糧(liang)(liang)(liang)E采(cai)(cai)(cai)電(dian)(dian)子商(shang)城,搭載創新(xin)性價格(ge)指(zhi)數體系,實(shi)(shi)現智能比價,支持各(ge)類電(dian)(dian)商(shang)平臺、協(xie)同辦公、ERP、移動(dong)應用等系統快速(su)對接,實(shi)(shi)現集(ji)(ji)(ji)團(tuan)(tuan)900余家法人單位辦公用品、IT辦公設(she)備采(cai)(cai)(cai)購(gou)(gou)全覆蓋。同時,中(zhong)糧(liang)(liang)(liang)集(ji)(ji)(ji)團(tuan)(tuan)組織落(luo)實(shi)(shi)集(ji)(ji)(ji)中(zhong)采(cai)(cai)(cai)購(gou)(gou)重點任務(wu),將17家專(zhuan)業化公司全部(bu)列(lie)入2022年集(ji)(ji)(ji)中(zhong)采(cai)(cai)(cai)購(gou)(gou)工(gong)作范疇,在對歷史采(cai)(cai)(cai)購(gou)(gou)數據摸底調研(yan)和需求收集(ji)(ji)(ji)的基礎上,實(shi)(shi)現實(shi)(shi)驗(yan)室設(she)備、工(gong)裝(zhuang)勞保(bao)用品統一集(ji)(ji)(ji)中(zhong)采(cai)(cai)(cai)購(gou)(gou)。
建立工作機制,完善制度標準,筑牢“廉潔風險”安全防線

開展深入調研,明確期限目標,扎實推進集中采購工作全覆蓋
中(zhong)糧(liang)集(ji)(ji)(ji)(ji)團(tuan)按照“應(ying)集(ji)(ji)(ji)(ji)必集(ji)(ji)(ji)(ji)”“應(ying)集(ji)(ji)(ji)(ji)盡集(ji)(ji)(ji)(ji)”的原(yuan)則,明(ming)確(que)年度(du)集(ji)(ji)(ji)(ji)中(zhong)采(cai)(cai)購(gou)(gou)(gou)目標和(he)(he)(he)重(zhong)點任(ren)(ren)務,研究編制方案,為(wei)工作順利開(kai)展(zhan)奠(dian)定科學基礎。中(zhong)糧(liang)集(ji)(ji)(ji)(ji)團(tuan)對(dui)17家專(zhuan)業化(hua)公司涉及農糧(liang)、食品、金融和(he)(he)(he)地產等四(si)個(ge)板塊(kuai)開(kai)展(zhan)深入調研,梳理(li)采(cai)(cai)購(gou)(gou)(gou)基礎管(guan)理(li)情(qing)況,完(wan)成采(cai)(cai)購(gou)(gou)(gou)總體(ti)情(qing)況和(he)(he)(he)集(ji)(ji)(ji)(ji)中(zhong)采(cai)(cai)購(gou)(gou)(gou)信息(xi)填報。對(dui)標同(tong)行業其他企(qi)業和(he)(he)(he)兄弟央企(qi)優(you)秀做法,編制集(ji)(ji)(ji)(ji)中(zhong)采(cai)(cai)購(gou)(gou)(gou)目錄和(he)(he)(he)方案。同(tong)時,以通用性強、采(cai)(cai)購(gou)(gou)(gou)量大、標準(zhun)化(hua)程(cheng)度(du)高為(wei)標準(zhun),中(zhong)糧(liang)集(ji)(ji)(ji)(ji)團(tuan)確(que)定集(ji)(ji)(ji)(ji)團(tuan)辦公用品、包裝物(wu)料(liao)、工裝勞保用品、實驗室(shi)設備、煤炭(tan)、干線物(wu)流(liu)等六項為(wei)集(ji)(ji)(ji)(ji)中(zhong)采(cai)(cai)購(gou)(gou)(gou)重(zhong)點任(ren)(ren)務,由具備相關(guan)品類采(cai)(cai)購(gou)(gou)(gou)優(you)勢和(he)(he)(he)經驗的職能部門、專(zhuan)業化(hua)公司作為(wei)牽(qian)頭單位,提(ti)報集(ji)(ji)(ji)(ji)中(zhong)采(cai)(cai)購(gou)(gou)(gou)方案,經集(ji)(ji)(ji)(ji)團(tuan)招標與采(cai)(cai)購(gou)(gou)(gou)管(guan)理(li)領導小組批準(zhun)后組織實施。
抓準關鍵環節,強化落實落地,確保集團集中采購工作取得階段性成效
